    President Akufo-Addo has mandated all state-owned enterprises (SOEs) to present their audited financial statements for the year 2023 by May 2024, warning of sanctions for non-compliance.

    The president issued this directive during the 2024 annual policy and governance forum of state-owned enterprises, affirming his commitment to ensuring strict adherence to the requirement.

    This forum serves to assess the performance of all SOEs for the year, as they play a vital role in supporting the government’s mandate.

    Addressing the launch of a policy on corporate governance, President Akufo-Addo urged all SOEs to meet the May 15 deadline for submitting their audited accounts.

    He emphasized that failure to meet this deadline could negatively affect financing arrangements with the World Bank.

    Under the Public Finance Management Act, specified entities are required to submit audited financial statements by the end of April each year.

    The president’s directive aims to tackle delays in submission and enhance the overall performance of SOEs.

    Acting Director-General of the State Interests and Governance Authority (SIGA), John Boadu, believes the new policy will improve corporate governance and reduce reliance on the government.

    SIGA pledges to closely monitor SOEs’ compliance with the directive and take appropriate action against those failing to meet the deadline.

    “Failure to achieve this target will affect adversely the terms of our financing arrangements with the World Bank. The preparation and publication of SOEs have always suffered delays due to a litany of constraints. Key among them is non-compliance for public entities to the submission of financial statements. In 2020, SOEs were published in March 2022.”

    Akufo-Addo orders GRA, Finance Ministry to review fee structure in SML contract

    President Akufo-Addo has instructed the Ghana Revenue Authority (GRA) and the Ministry of Finance to renegotiate the revenue assurance contract with Strategic Mobilisation Limited (SML).

    On January 2 of this year, President Nana Akufo-Addo commissioned KPMG to investigate the contract between SML and GRA, following an exposé by the Fourth Estate that suggested the state was losing a significant amount of money.

    The report was delivered to him on Wednesday, March 27, as announced in a Facebook post by Eugene Arhin, the Director of Communications at the Presidency, on Wednesday, April 3.

    President Akufo-Addo has since received the KPMG audit report regarding the revenue mobilisation contract between GRA and SML.

    The President emphasized that the renegotiation should be closely monitored and evaluated periodically to ensure it meets expectations.

    This directive was communicated through a press statement released by the Communications Director of the Presidency, Eugene Arhin.

    The decision to renegotiate the contract follows the President’s acceptance of the recommendation by KPMG after its audit into the deal.

    The audit findings prompted the need for a review of the revenue assurance contract, highlighting areas where improvements are necessary to enhance its effectiveness.

    “There is a clear need for the downstream petroleum audit services provided by SML. GRA and the State have benefited from these services since SML commenced providing them. There has been an increase in volumes of 1.7 billion litres and an increase in tax revenue to the State of GHS 2.45 billion. KPMG also observed that there were qualitative benefits, including a 24/7 electronic real-time monitoring of outflow and partial monitoring of inflows of petroleum products at depots where SML had installed flowmeters and six levels of reconciliation done by SML.”

    “This minimises the occurrence of under-declarations. However, it is important to review the contract for downstream petroleum audit services, particularly the fee structure. Given the experience and proficiency of SML over the last four years of providing this service, the President has directed that the fee structure be changed from a variable to a fixed fee structure. Other provisions of the contract worth reviewing include clauses on intellectual property rights, termination, and service delivery expectations.”

    John Boadu, the Acting Director-General of the State Interests and Governance Authority (SIGA), is optimistic about the positive impact of the new policy on corporate governance and reducing reliance on government.

    He affirmed that SIGA will meticulously oversee SOEs’ compliance with the president’s directive and will enforce appropriate measures against those who do not meet the deadline.

    During a recent interview on Citi TV’s Breakfast Daily show, Ocansey expressed his disappointment, particularly regarding the absence of a clear timetable for the power outages, leaving citizens unaware of when to expect electricity interruptions.

    He contrasted this with the previous administration under John Dramani Mahama, which, despite facing criticism from the ruling New Patriotic Party (NPP), provided a schedule for dumsor, allowing citizens to plan their activities accordingly.

    Ocansey’s comments were prompted by remarks attributed to Kwadwo Nsafoah Poku, an energy policy expert and former NPP flagbearer hopeful, who reportedly suggested the challenge of devising a timetable for the ongoing power cuts.

    In a tone of incredulity, Ocansey criticized Poku’s statement, indicating it demonstrated a combination of arrogance and ignorance.

    He emphasized the importance of informed decision-making in addressing critical issues like the energy crisis, emphasizing the need for expertise to guide policymaking rather than relying on unfounded assertions.

    “I quoted something yesterday on my Facebook wall; ‘arrogance deeply planted in ignorance is a pathetic state’. And I’ll quote it again, ‘arrogance deeply planted in ignorance is a pathetic state’. You are arrogant, yet you know next to nothing about what you’re saying.

    “I was listening to one of the experts on energy on Citi FM and everybody who listened on Saturday was wowed by the gentleman’s mindset. I mean, that level of thinking, that is where you see this thinking problem.

    “The gentleman tells me that actually, it’s difficult to plan a timetable. Okay, so the incompetent person was able to bring up a timetable but those who are ‘the men’… the men who arrived to save the situation, cannot plan just a common timetable. What do we call them?” Ocansey remarked, emphasizing the irony of the situation.

    A group known as the Patriotic Movement for Bawumia is urging the flagbearer of the ruling New Patriotic Party (NPP), Dr. Mahamudu Bawumia to announce his running mate before the end of May 2024.

    The pro-NPP group argues that an early announcement of the running mate would allow the party to kickstart a robust campaign, thus increasing their chances of success in the 2024 presidential and parliamentary elections.

    During a press conference held in Kumasi on Sunday, April 21, 2024, the group stressed the importance of selecting a running mate to expand the party’s campaign outreach. They believe that the chosen individual will play a crucial role in disseminating the party’s message across the country.

    James Aggrey Fiifi Eshun, the spokesperson for the group and the second vice chairperson for the Oforikrom Constituency, cautioned Dr. Bawumia against succumbing to pressure from individuals vying for the running mate position.

    He criticized the publicity stunts employed by some individuals to garner attention from the flagbearer, deeming such actions unnecessary. Eshun emphasized that the running mate position within the NPP should not be subjected to competition, and therefore, lobbying and candidate advertisements should cease.

    Luther-King Junior, the group’s convener, underscored the disillusionment of young people with both the NPP and the National Democratic Congress (NDC) due to what they view as manipulative conduct.

    He reiterated their unwavering support for Alan Kyerematen’s leadership.

    NAWSAC emphasized that young people will no longer tolerate being taken for granted by the NPP and NDC.

    President Akufo-Addo stressed that terrorism poses a critical threat to Africa and highlighted the importance of concerted efforts to combat it.

    He emphasized that no single nation can effectively tackle terrorism alone, underscoring the need for collective action.

    Speaking to the media he indicated Akufo-Addo’s vision and mission is to catapult Ghana into a better place, thus the promised land, like the days of the Israelites.

    However, certain hurdles like the Covid-19, Russia – Ukraine war and Israel-Palestine Iraq war have hindered president Akufo-Addo’s motives and aspirations.

    “Everyone will see that Akufo-Addo has served well. It is sad that Akufo-Addo has now become where he had wanted to take us due to some circumstances like “Covid-19”, “Russia – Ukraine war”, “Israel-Palestine Iraq war”.

    According to him, for Akufo-Addo to make amends he has tasked the vice president, Dr Mahamudu Bawumia who represents Joshua in the scriptures to lead the country to an expected end.

    He added that Bawumia’s running mate will be capable and supportive enough to aid the New Patriotic Party (NPP) securing a third term as well as drive the country to its destination.

    Mr. Pratt shared his sentiments during a panel discussion on Peace FM’s morning show programme, Kokrokoo, moderated by Kwami Sefa Kayi on Tuesday, April 16, 2024. 

    “I thought inspite of Free SHS there was nothing government to write home about but I have chanced on some information that points to the fact that a lot is going on in the education sector. I know what I am talking about and Kwami, you know that I do not talk without facts. A lot is happening, and the construction of new science laboratories is also ongoing,” he added.

    Also present on the panel were deputy campaign chairman and strategist for the 2024 campaign team of the New Patriotic Party (NPP),  Nana Akomea, and Professor Kofi Agyekum, popularly known as Opanyin Agyekum.

    He questioned why government’s not creating public awareness about the significant investments made in education.

    “This morning I was enquiring from Nana Akomea [leading member of the New Patriotic Party, NPP] who was a member of the panel, why the government has made all these massive investments in the country’s education sector but very little is heard about them.

    Acknowledging prevailing economic difficulties, Mr. Pratt expressed his astonishment and appreciation for the Akufo-Addo administration’s accomplishments in the education sector, urging the government to better showcase its achievements.

    Mr. Pratt advocated for prioritizing education achievements over digitalization in government communication efforts.

    However, the designated ministers and deputies have already begun their work. For instance, Gender Minister-Designate Darkoa Newman addressed the media on the alleged child marriage case in Nungua Gborbu Wulomo on Thursday, April 18.

    In an interview with Citi TV, Mustapha Gbande, the Deputy General Secretary of the NDC, described this action as a violation of the rule of law. He added that they will hold the ministers personally responsible should any of their actions lead to financial loss for the state.

    “It is just a reflection of what the government is. A government that believes that let’s break a law as long as it is politically expedient.

    “This matter is in court, but the president, as you know him, would disregard even the processes because he knows that he has buried a hatchet person to do his job at the judiciary.

    A Plus expressed admiration for the Asantehene’s initiative in solely funding the impressive construction endeavour, which promises to bolster economic development in the region.

    However, A Plus criticised the government of President Nana Addo Dankwa Akufo-Addo for its perceived failure to complete the National Cathedral project despite seeking financial contributions from the public.

    On Monday, April 15, 2024, Asantehene Otumfuo Osei Tutu II inaugurated the grand Otumfuo Osei Tutu II Jubilee Hall, a prestigious addition to the Ashanti Kingdom.

    The hall, named in his honour, showcases a blend of traditional and modern architecture, boasting impressive features such as a 400-capacity cocktail lounge, spacious offices, a fully air-conditioned hall with a seating capacity of 2000, approximately 60 lavatories, ample parking, and a state-of-the-art kitchen facility.

    Adorned with intricate traditional motifs, the interior of the hall is adorned with symbolic representations, including a three-dimensional depiction of the Golden Stool, a musician playing the talking drum, and various Adinkra symbols.

    Addressing attendees at the commissioning ceremony, Juabenhene Nana Otu Siriboe II highlighted the hall’s versatility, noting its suitability for hosting private Asanteman gatherings, social gatherings, symposiums, cultural performances, and other events.

    Furthermore, Nana Otu Siriboe II revealed that the hall was named after the Asantehene to honour his enduring legacy for generations to come.

    President Akufo-Addo has reaffirmed the government’s commitment to transforming Ghana into a bilingual nation by integrating the French language into its linguistic fabric.

    He emphasized that several initiatives are underway to achieve this goal, including the introduction of bilingual education in select subjects at the elementary level.

    President Akufo-Addo made these remarks during the 60th anniversary celebration of Lycée Français International Jacques Prévert d’Accra on Friday.

    Catherine Dauer, the Principal of Lycée Français International Jacques Prévert d’Accra, commended the school’s academic accomplishments and highlighted the partnerships it is forging with other institutions.

    “The goal of government is to ensure that we live in a bilingual Ghana where both French and English are spoken together with our indigenous languages. We’ve already begun to work towards this,” he stated.

    “I am very proud to be the principal of Jacques school. It is something beautiful because we have a lot of students here, around 700 and each student that is coming from Ghana or all around the world are part of a very big network like the AFC which is the French Agency for French Language in foreign countries.”

    “So indeed, in the world, we have around 555 schools and there is a link between each school. And as a French school, we also develop a lot of partnerships with Ghanaian schools or American schools,” she stated.

    An aggrieved driver has voiced his frustration over the government’s decision to increase fuel prices.

    He linked the government’s intention to the implementation of the Free Senior High School (SHS) policy. 

    Speaking to the media, the driver questioned the rationale behind the fuel price hike in connection with the purported benefits of Free SHS, calling for its cancellation.

    “How will free shs help me? Why would you increase fuel due to Free SHS? Why would you let me suffer. Free SHS is not helping, cancel it, it is not helping,” he lamented.

    With fuel prices hitting record highs, concerns over the impact on transportation costs and living expenses have escalated.

    While the Free SHS policy has been lauded for increasing access to education, its implications for government spending and fiscal policy have come under scrutiny.


    Critics argue that the policy’s financial implications, coupled with external factors such as global fuel price fluctuations, have contributed to the current economic challenges.

    Meanwhile, the Ghana Private Road Transport Union (GPRTU) and the Ghana Road Transport Coordinating Council (GRTCC) has issued a cautionary advisory, urging commuters to refrain from accepting any new fares that have not received official approval.


    This comes in response to an announcement made by the Transport Operators Union and the Concerned Drivers Association of Ghana, proposing a 30% fare increase set to come into effect on Saturday, April 13.

    In their joint press release, the GPRTU and the GRTCC attributed the decision to raise fares to the perceived failure of the government to adequately address longstanding issues within the transport sector.


    However, the directive has led to some confusion and disagreement between commuters and drivers regarding the implementation of the new fare adjustments.

    Akufo-Addo makes ‘eye-opening’ gestures to mock critics of Kumasi 1 Thermal Power Plant

    President Akufo-Addo threw a jab during the commissioning of the Kumasi 1 Thermal Power Plant (K1TPP), formerly known as the AMERI Power Plant, in Kumasi, the capital of the Ashanti Region, on Wednesday, April 17, 2024.

    Criticism arose from some sectors, particularly from members of the opposition National Democratic Congress (NDC), following an advertisement by the Volta River Authority announcing the recommissioning of the African and Middle East Resources Investment Group Plant (AMERI Plant) in Kumasi under the new name Kumasi 1 Thermal Power Plant.

    Critics argued that this move, involving a plant acquired during the John Dramani Mahama administration, was an attempt by President Akufo-Addo to claim credit for the previous government’s achievements.

    During the commissioning of the K1TPP, President Akufo-Addo praised the benefits of having the plant in the Ashanti Region and thanked all stakeholders involved in its relocation.

    He then addressed his critics, using gestures to suggest that they should open their eyes to see the country’s progress and development.

    “To top it all, VRA provided all the funds for the construction of this station, including land acquisition, permits and licences, preparation of environmental and social impact studies, civil works, electric mechanical works, and commissioning of the plant,” he said.

    He added in Twi, “What I pray for is for God to open the eyes of our leaders who are not appreciating our developmental efforts, for them to see and appreciate our efforts”.

    Ghanaian lawyers are not living by Kwame Nkrumah’s standard for law in Ghana – Prof Atuguba


    Dean of the University of Ghana School of Law, Professor Raymond Atuguba, has criticizes lawyers in the country, highlighting what he perceives to be a deviation from the principles set forth by Ghana’s first president, Dr. Kwame Nkrumah.

    According to Professor Atuguba, Dr. Nkrumah advocated for Ghanaian lawyers to be multidisciplinary and to prioritize serving the needs of society.

    However, he believes that lawyers in Ghana have strayed from this principle.

    In an interview on JoyNews’ AM Show, Professor Atuguba expressed his concern that Ghanaian lawyers are more focused on serving the interests of specific groups rather than fulfilling the broader societal role as envisioned by Dr. Kwame Nkrumah.

    He emphasized that these groupings are not aligned with the vision Dr. Nkrumah had for Ghanaian lawyers, which was centered around serving the greater good of the nation.

    “Dr Kwame Nkrumah wanted lawyers to use their skills to aid in the construction of the developmental state. Secondly, Dr Kwame Nkrumah had a vision of law that was multidisciplinary. So in that speech he delivered on January 4, 1962, he said that the law does not exist in a vacuum but exists in a social environment and so he wanted lawyers who were talented and multidisciplinary to aid the development and problem-solving backed my critical thinking but the Ghanaian lawyers have strayed away from these principles,” he said.

    Professor Atuguba’s critique arises from a perceived disparity between the present conduct of lawyers in Ghana and the fundamental principles Dr. Nkrumah aimed to establish within the nation’s legal profession.

    “It is useless when propaganda is what people want to embark upon. I thought when it comes to electricity or power generation, I said and I will repeat it, it doesn’t have party colours. Everybody in Ghana needs electricity. And therefore when there is an undertaking to build on the power base of this nation and people want to pooh-pooh it, it doesn’t accord with common sense. What kind of government do you want to come and inherit? A government that will not have the use of electricity?

    “I don’t know our sense of governance. Our sense of governance is that Ghana should be the ultimate beneficiary. If it is NPP, fine. If it is NDC, that is what it should be. But when it is not coming from your government and you want to undermine it, it leaves much to be desired.”

    The Akufo-Addo government has once again given yet another ‘sweetheart’ contract to Nigerian billionaire Benedict Peters, who is alleged to have amassed millions through shady COVID tests at the airport, as claimed by X (formerly Twitter) user @GhanaCrimes.

    In a tweet by @GhanaCrimes on April 18, 2024, the X user asserted that President Akufo-Addo has “handed our Saglemi Housing Project” to the businessman.

    “The Nigerian billionaire who made millions through the shady COVID tests at the airport has been handed our Saglemi Housing Project,” parts of the tweet read.

    The Saglemi Housing Project, which was started in 2012 to address Ghana’s housing deficit, aimed to provide 5,000 affordable units near Prampram.

    Despite starting construction, delays, funding issues, and corruption allegations led to its stall.

    Discussions now centre on involving the private sector to revive and complete the project.

    @GhanaCrimes, continued that Mr Peters may have made prior investments in the political campaign of Ghana’s President Nana Akufo-Addo, which is believed to now yield significant returns, comparing the situation to the success of Tesla for Elon Musk.

    “Whatever investment he made in @NAkufoAddo before he won the 2016 elections has paid off more than Tesla did for Elon Musk” he added.

    Who is Benedict Peters?

    Benedict Peters is a Nigerian billionaire businessman with significant investments in the oil and gas and mining industries. He is the founder and CEO of Aiteo Group, which is one of Africa’s largest indigenous oil producers.

    Minister for Works and Housing, Kojo Oppong-Nkrumah, has reaffirmed the government’s dedication to finishing the Saglemi Housing Project.

    Initiated in 2012, the project has faced substantial delays primarily due to government concerns over the contract amount.

    Speaking with Bernard Avle on the Point of View on Citi TV, Oppong Nkrumah emphasized the government’s readiness to explore partnerships with potential investors to ensure the project’s successful completion and utilization.

    “The buildings and technical expressions are at various stages of completion; some are at the foundation level…and the money is finished. Now as it sits, the state is of the view that it should not be left to rot. That is why the President [Nana Addo Dankwa Akufo-Addo] has asked that we go through a process to identify a private investor and or private investors who have technical and financial competencies to help us finish it and to operationalise it.”

    When questioned about the government’s current focus on reviving the Saglemi Housing Project after it was abandoned in 2017, Oppong Nkrumah explained, “Minister Samuel Atta Akyea commissioned the evaluation, which then determined that we need about a $100 million to complete it.

    “It was based on his report that prosecution was occasioned somewhere around I think 2021, if my timelines are correct. Minister Asenso Boakye is the one who came to cabinet requesting for funding to continue the project.

    “And cabinet did the considerations, went through all the options and said after spending $200m on this, the state couldn’t afford to spend anymore, especially at that time of the beginning of our economic challenges. And so, the decision was made to look for private interest.”

    He noted that various stages of construction have been reached, with some buildings only at the foundation level and funding depleted.

    In response, President Akufo-Addo has instructed a process to identify private investors with the technical and financial capabilities to complete and operationalize the project.

    Regarding the government’s renewed focus on the Saglemi Housing Project, Oppong Nkrumah explained that Minister Samuel Atta Akyea’s evaluation determined a need for approximately $100 million to finish it.

    This evaluation led to legal actions in 2021, and Minister Asenso Boakye subsequently sought funding from the cabinet to resume the project.

    However, considering the state’s economic challenges, cabinet decided against further state funding, opting instead to seek private investment.

    While acknowledging that progress should have been made earlier, Oppong- Nkrumah assured transparency in their operations going forward.

    He expressed optimism that despite delays, the project’s revival through the current Request for Proposal (RFP) process, coupled with enhanced transparency, is a positive step forward.

    Ms. Georgieva was the sole candidate nominated for the position, and the Board’s decision was reached following a series of discussions, including with Ms. Georgieva, as per the selection process established on March 13, 2024.

    In a post on social media, President Akufo-Addo expressed Ghana’s delight regarding her re-appointment.

    He noted that her role in ensuring global financial stability and development in general, particularly in Emerging Market and Developing Economies (EMDEs) and Low-Income-Countries (LICs), have impacted greatly lives and livelihoods.

    “We have no doubt that she will make an even greater impact in her second term in helping to eradicate poverty, with ample economic opportunities and jobs, especially for LICs.

    “We, in Ghana, recognise her admirable contributions to our nation’s turnaround to restoring macroeconomic stability and economic recovery, from the difficult economic circumstances of the last few years.

    A Bulgarian national, Ms. Georgieva has held various prominent positions prior to her role at the IMF. She was previously the Chief Executive Officer of the World Bank from January 2017.

    Additionally, she served as the Interim President for the World Bank Group from February 1, 2019, to April 8, 2019. Ms. Georgieva also has a background in the European Commission, where she held roles such as Commissioner for International Cooperation, Humanitarian Aid, and Crisis Response, as well as Vice President for Budget and Human Resources.

    A chartered accountant and member of the Institute of Chartered Accountants, Kwasi Agyei, has been appointed as the acting Controller and Accountant-General of Ghana by President Akufo-Addo.

    This appointment follows the resignation of Kwasi Kwaning-Bosompem from the position after nearly five years of service.

    Mr Agyei assumed his new role after a brief handover ceremony at the Treasury Head Office in Accra last Monday.

    He expressed gratitude to the former controller for his leadership and stressed the importance of staff welfare in achieving organizational success.

    In a statement released to the Daily Graphic by Cephas N. Dosoo, the Head of Public Relations of the Controller and Accountant-General, Agyei thanked President Akufo-Addo and Minister of Finance Dr Mohammed Amin Adam for the opportunity to serve the nation.

    He also called for the support and dedication of all department staff.

    Recognizing the responsibilities and challenges ahead, Agyei pledged to create a conducive work environment that prioritizes employee welfare and fosters growth and productivity.

    Kwasi Agyei officially assumed office on Monday, April 15, 2024, bringing over 20 years of experience in the public sector to his new position.

    The Director of Local Government, Decentralization, and Rural Development at the Presidency, Dennis Miracles Aboagye, has responded to the controversy surrounding the Performance Tracker (performancetracker.gov.gh) following its launch by the government.

    Criticism has been directed at the government in the wake of the Performance Tracker’s introduction, which aimed to showcase ongoing and completed projects attributed to the Akufo-Addo administration.

    Some members of the public have likened the Performance Tracker to the previously launched Delivery Tracker (deliverytracker.gov.gh) from 2020, deeming it redundant.

    Furthermore, accusations have emerged suggesting that projects initiated by prior administrations were falsely attributed to the Akufo-Addo government. The administrators of the tracker have acknowledged this error, removing 67 such projects from the website.

    In an interview on JoyNews on April 15, 2024, Miracles Aboagye, the Communications Director for Dr. Mahamudu Bawumia’s campaign, clarified that the Performance Tracker serves as an enhancement of the Delivery Tracker.

    He emphasized the importance of the tracker in enabling the government to demonstrate its accomplishments to the people of Ghana since assuming office.

    “The performance tracker is an upgrade of what we did already,” he stated. “If you recall in 2020, we sought to display some of the programs and projects that the government has undertaken. So, this is just a continuation of something we’ve already been doing.”

    Aboagye highlighted the significance of accountability and transparency in governance, asserting that enabling public scrutiny of government projects forms a crucial aspect of responsible governance.

    He encouraged citizens to scrutinize the listed projects and voice any concerns, affirming that such engagement contributes to the accountability process.

    “The performance tracker is an upgrade of what we did already, if you recall in 2020, we sought to put out some of the programmes, and projects that the government has run. So, this is just a continuation of something we’ve been doing already.

    “I think the first one was what we called the Delivery Tracker and this is the Performance Tracker, basically an upgrade of what we did in the past. I think it’s something that we need to encourage in governance. A key component of proper governance is accountability and transparency for that matter,” he said.

    “… let the people know what’s happening, let them critique it, let them query it. There’s nothing wrong if you put yourself out there for the people and they even identify gaps and they raise concerns about those gaps. It’s the government’s way of accounting.”

    During the policy’s launch in Accra on April 15, President Akufo-Addo affirmed the government’s commitment to providing the necessary resources for its effective implementation.

    He emphasized that the policy represents a transformative shift, elevating the National Service Scheme into a premier institution that prepares graduates for success in their professional endeavors.

    “Government is committed to providing the necessary resources to ensure the effective implementation of the policy.”

    “The policy sets out the broad framework for transforming the National Service Scheme from just merely mobilising and deploying young graduates into various sectors of the Ghanaian economy, into becoming a world-class institution, which shapes service personnel for success in the professional world,” Akufo-Addo added.

    Furthermore, the policy document outlines a comprehensive framework to align the scheme with the government’s agenda, ensuring that service personnel are adequately prepared for the transition from academia to the workforce.

    The management of the National Service Scheme hailed the policy as a significant complement to the government’s employment initiatives.

    The Executive Director of the National Service Scheme, Osei Essibey Antwi, expressed confidence that the policy would empower personnel to pursue self-employment opportunities, create jobs for others, and be well-prepared for traditional employment avenues.

    The National Service Scheme (NSS) has urged President Nana Akufo-Addo to promptly sign the Ghana National Service Authority Bill 2024 into law.

    Executive Director of NSS, Osei Assibey Antwi, stressed the importance of strengthening, capacitating, and adequately resourcing the National Service scheme to regulate the mobilization and deployment of personnel.

    He made a passionate appeal to President Akufo-Addo to approve the bill currently before him.

    Mr. Antwi stated that the new law would provide the authority with the opportunity to expand existing programs such as the NSS teaching model and NSS MSME accounting age.

    This enhancement would further cement the NSS scheme’s position as one of the best in West Africa and Africa for deploying service personnel.

    “The National Service scheme beyond this policy must be strengthened, capacitated, and significantly resourced to regulate the mobilization and deployment of personnel.     Mr Kpebu expressed confidence that Akufo-Addo would address the challenges faced during the tenure of then-President John Dramani Mahama.

    Speaking on TV3’s Key Points program, on April 13, 2024, Mr Kpebu explained, “I voted for Akufo-Addo, clear, because I thought that this was junior Jesus in 2016. I voted for him because I thought he was the one coming to change everything. In hindsight, I suffered a bias because he has been a lawyer much longer than I have been, so I looked at the personal things I was doing, and I said then, if this man is decades ahead of me, then he must be super super. Not knowing there is no logic in it.”

    Mr Kpebu’s comments came in response to a recent poll conducted by Global InfoAnalytics, which indicated that Dr. Mahamudu Bawumia, the candidate of the New Patriotic Party, is trailing behind opposition candidate John Dramani Mahama in the race for the presidency in 2025.

    According to the poll results, JDM leads with 54.3%, followed by DMB with 34.9%, Alan Kwadwo Kyeremanten with 7.5%, Nana Kwame Bediako with 2.3%, and all others with 1%.

    A former NPP flagbearer hopeful, Kwadwo Nsafoah Poku, said President Akufo-Addo can rename the AMERI Plant.

    NDC members criticize President Akufo-Addo for wanting to rename it Kumasi 1 Thermal Power Plant.

    Nsafoah Poku, head of Dr Bawumia’s Manifesto Sub-Committee on Energy, disagrees with NDC.

    He says using the name AMERI for the plant was wrong.

    Nsafoah Poku claims AMERI played only a small role and did illegal things.

    “The full name is Africa and Middle East Resource Investment (AMERI). They signed an agreement to sell ten (10) 25 MW GE TM2500 gas-fired turbines to Ghana for $510 million. These 10 GE TM2500 turbines could have been bought directly from the company General Electric (GE) for $220 million at the time (2015). By going through a middleman and paying over 5 years, Ghana overpaid $290 million.

    “At the time, the Ameri company had a fake office address in Dubai, and their website was put up just 2 months before they signed the agreement, according to the Norwegian newspaper Verdens Gang (VG). The director who signed the agreement with the deputy Attorney General, Hon. Dominic Ayine, is Mr. Umar Farooq Zahoor, an international fraudster with arrest warrants issued by Interpol and the Oslo police,” he wrote.

    The former NPP flagbearer hopeful added, “The Ameri company only played a middleman role in the acquisition of the 250 MW GE plants. The company that owned the 10 GE TM2500 turbines was a Greek EPC company called METKA, which is owned by Mytilineos Group. On 17th September 2015, METKA issued a press release in Athens stating that they would be providing Ghana with ten new gas turbines manufactured by GE. They put the cost of the transaction at $350 million. Ameri, being the middleman, walked away with $160 million in free money.”

    He also said that the government of Ghana now, through companies operated by the VRA, owns the plant and there is no need for its name to remain as AMERI.

    “The ten gas turbines are owned by Ghana and operated by VRA, so why should they be called Ameri? Ameri in Ghana stands for fraud, rent-seeking, and corruption. The NDC can keep that name. I believe they should instead express gratitude to VRA for the rebranding. We are still waiting for innovative ideas on why the NDC wants to come back to power.”

    Today, the NDC is not ashamed to remind Ghanaians of this bad deal. They want President Mahama to be given credit. Yes, we will give credit where it is due, but also credit for a very bad transaction that cost Ghana USD $160 million.

    The ten gas turbines are owned by Ghana and operated by VRA, so why should they be called Ameri? Ameri in Ghana stands for fraud, rent-seeking, and corruption. The NDC can keep that name.     The Secretariat of the Ghana Network of Persons Living with HIV (NAP+ Ghana) has urgently appealed to President Akufo-Addo to safeguard their health by ensuring the continuous availability of essential medications crucial for their well-being.

    Highlighting the perilous consequences of medication stock-outs, they implored the Ghanaian leader to prevent such occurrences, emphasizing the recent instance where vital medications were detained at the port for an extended period, jeopardizing lives.

    “The inability of individuals to access essential antiretroviral therapy (ARV) due to stock-outs not only undermines our health but also poses a significant barrier to achieving our national HIV/AIDS targets”, the group noted.

    The group underscored that the inability to access essential antiretroviral therapy (ART) due to stock-outs not only undermines individual health but also hinders national HIV/AIDS targets.

    In a joint communiqué signed by NAP+ President Elsie Aryeh and regional chairpersons, the group advocated for robust, sustainable policies and mechanisms to ensure uninterrupted access to life-saving HIV/AIDS medications.

    Their proposed measures include NAP+ Ghana’s involvement in supply chain management, enhancing forecasting and procurement processes, and bolstering local manufacturing capacity.

    “Together, we can ensure that every person living with HIV in Ghana has access to essential medications and in the right quantities”, they affirmed.

    Celebrating the clearance of essential medications held at the port, the group expressed readiness to engage constructively with the government in HIV care deliberations.

    Furthermore, they cautioned against illicit fundraising practices within the network, affirming a zero-tolerance stance and commitment to free medication distribution.

    “As stakeholders deeply invested in the well-being of our community, we are committed to working collaboratively with the National AIDS/STI Control Programme (NACP) and other relevant stakeholders to develop and implement sustainable solutions to address this challenge. We believe that by enhancing community engagement, strengthening peer support networks, and improving community-level healthcare service delivery, we can mitigate the impact of lost to follow-up and ensure that every individual living with HIV in Ghana receives the care and support they need to thrive”, the communiqué in part read.

    Ultimately, the group reiterated their dedication to collaborative efforts with governmental and non-governmental stakeholders to address challenges of loss to follow-up and medication stock-outs, emphasizing the importance of a resilient, inclusive healthcare system that prioritizes the needs and rights of individuals living with HIV.

    According to Rev. Owusu Bempah, there are rumors about the influence of some relatives of President Akufo-Addo in key decisions.

    He noted that former Finance Minister, Ken Ofori-Atta and prominent New Patrotic Party (NPP) member, Gabby Otchere-Darko, are said to be running the affairs of the country.

    “Very soon your tenure will be over so I will be candid with you, you’ve veered off the path you started on. From where I sit, I no longer see the love you used to have for the country. I want you to know that you’ve changed. After your first four years, Ghanaians hailed you so what has changed now?” he quizzed.

    “It is alleged that Ken Ofori-Atta and Gabby Otchere-Darko are the ones controlling the country now but Ghanaians did not vote for Ken Ofori-Atta and Gabby Otchere-Darko. You’ve let us down and allowed people to question the prophecies we gave prior to your arrival. You’ve changed. You no longer have love for the country. But it is not too late, you can still turn things around and ensure that you bow out on the high,” he said.

    He expressed concern that President Akufo-Addo‘s heart has hardened and strayed from the path that previously found favour in God’s sight.

    Drawing a parallel to the biblical King Saul, Reverend Owusu-Bempah suggested that the country’s current hardships may stem from the president deviating from God’s guidance.

    Reverend Owusu-Bempah, while delivering a sermon, initially intended to convey his message privately, he felt compelled to make it public after finding his pathway to the Jubilee House closed. He believes this is a divine directive to address the nation’s situation and guide it towards improvement.

    “The heart he had before becoming president has changed. He is now like Saul. God saw the kindheartedness of Saul and made him a ruler of Israel but at some point, Saul deviated and was not obeying the prophets and God’s words. God then pulled away from him which led to Israel suffering some challenges,” he said.

    With only eight months remaining in President Akufo-Addo‘s final term, Reverend Owusu-Bempah encouraged him to use this time to improve his legacy as president.

    Ranking Member of the Mines and Energy Committee of Parliament, John Abdulai Jinapor, has stated that the NDC will not tolerate any attempts by the Akufo-Addo-Bawumia government to rename projects commissioned under former President John Dramani Mahama.

    The Yapei-Kusawgu MP’s comments come in response to reports that the government is planning to commission the Kumasi 1 Thermal Power Plant (K1TPP), which is believed to be six units of the 10-unit Ameri power plants procured during the Mahama administration between 2013 and 2015.

    According to the Yapei-Kusawgu lawmaker, the government, having failed to achieve anything meaningful in the Energy sector, has “done the unthinkable by rebranding the Ameri plant procured under the able leadership of former President John Dramani Mahama under a new name called Kumasi 1 Thermal Plant (K1TPP).”

    “All in a desperate attempt to deceive Ghanaians,” he stated.

    Mr. Jinapor further explained, “The Ameri Power Plants, made up of 10 units, each with a total capacity of 250 megawatts, is a modular and versatile plant allowing for flexibility to generate power even with limited gas supply.”

    “The only thing the Akufo-Addo administration has done is to relocate the units to Kumasi in Ashanti, and as if this is not enough, they have gone a step further by deciding to recommission the same plants 17th April 2024, interestingly, this same plant was commissioned under President Mahama.”

    “This attempt to appropriate achievements of President Mahama and present them as that of this non-performing government will no longer be countenanced,” he wrote.

    Meanwhile, the government is yet to comment on the development.

    The Member of Parliament (MP) representing South Dayi, Rockson-Nelson Dafeamekpor, has responded to Vice President Dr. Mahamudu Bawumia’s recent comments regarding homosexual activities in Ghana.

    In a statement released on Thursday, April 11, 2024, Dafeamekpor acknowledged Dr. Bawumia’s disapproval of LGBT+ activities and commended him for it.

    However, he issued a challenge to Dr. Bawumia, urging him to enact the Promotion of Human Sexual Rights and Family Values Bill (commonly known as the anti-gay bill) into law during his interim presidency.

    Dafeamekpor emphasized that this action could only take place when Dr. Bawumia assumes the role of Head of State during President Akufo-Addo’s absence from the country.

    “In this video, Alhaji Dr. Mahmoud Bawumia, our Veep, is heard and seen saying that, by our cultural ethos and his Muslim beliefs, he is against LGBTQ+. Fantastic.

    “I expect our Veep to sign the bill into law when next the Prez travels and he acts as the Head of State. That’s all,” he said.

    Dr. Bawumia’s stance on the issue was articulated during his address at the Eid-ul-Fitr prayers in Kumasi on Thursday, where he vehemently opposed homosexuality, aligning his views with Islamic principles and Ghanaian societal norms.

    “I will like to take this opportunity to personally comment on the raging issue of LGBTQ in Ghana. First of all, it is important to note that our cultural and societal norms and values as Ghanaians frown on the practice of homosexuality.

    “Furthermore, as a Muslim, my view on this matter aligns with the position of my religious faith. The Holy Quran is replete with verses frowning on LGBTQ acts, including same-sex marriages. My faith is, therefore, very strictly against the practice of homosexuality, with no ‘ifs’ or ‘buts.’ No shades of grey.”

    “I personally cannot support that which my religion, and indeed, all the major religions in Ghana, clearly and unequivocally forbid.

    “All the major religious traditions in Ghana, Christianity and Islam, are opposed to this practice, and I stand opposed to it now, and I will stand opposed to it as President, Insha Allah,” he added.

    Mogtari argued that the performance tracker overlooks the pervasive corruption within the Akufo-Addo/Bawumia administration, which has significantly harmed public finances.

    In a Twitter post on April 12, 2024, Mogtari expressed her disappointment, stating,”To my utter surprise and disappointment, the misleading GoG Performance Tracker failed to track the performance of Akufo-Addo/Bawumia’s performance on corruption.

    She emphasized the need for the tracker to address issues such as the alleged nepotism in awarding contracts and the prevalence of single-sourced projects, which she claims have contributed to an empty public purse.

    “What a waste of precious resources! Tell us how you and your boys and girls have perfected the art of corruption. We are told that 80% of government projects and contracts are single-sourced, and individuals and companies are handpicked by this nepotistic government and awarded juicy contracts.

    Mogtari’s remarks coincided with the unveiling of the performance tracker at the Ghana Institute of Management and Public Administration (GIMPA) in Accra on April 10, 2024.

    “That is what this NPP government should be tracking down and paying back to the now miserably empty public purse,” she said in a Twitter post on April 12, 2024.

    The performance tracker platform aims to provide Ghanaian citizens with accessible information on the government’s performance since 2017. It aggregates data from 30 ministries to showcase government projects, outcomes, impacts, and beneficiaries, facilitating assessments of their effectiveness.

    He adamantly opposed homosexuality, citing his adherence to Islamic principles and Ghanaian societal norms.

    “I will like to take this opportunity to personally comment on the raging issue of LGBTQ in Ghana. First of all, it is important to note that our cultural and societal norms and values as Ghanaians frown on the practice of homosexuality.

    “Furthermore, as a Muslim, my view on this matter aligns with the position of my religious faith. The Holy Quran is replete with verses frowning on LGBTQ acts, including same-sex marriages. My faith is, therefore, very strictly against the practice of homosexuality, with no ‘ifs’ or ‘buts.’ No shades of grey.”

    “I personally cannot support that which my religion, and indeed, all the major religions in Ghana, clearly and unequivocally forbid.

    “All the major religious traditions in Ghana, Christianity and Islam, are opposed to this practice, and I stand opposed to it now, and I will stand opposed to it as President, Insha Allah,” he added.

    Address By The President Of The Republic,Nana Addo Dankwa Akufo-Addo, At The Eid Ul-Fitr Celebration, On Thursday, 11th April 2024, At Black Star Square, Accra

    Vice President, Second Lady, Greater Accra Regional Minister-designate, National Chief Imam, Ulama, Members of the National Council of Zongo Chiefs, Members of the Diplomatic Corps, Jama, Fellow Ghanaians,

    I salute you with the greetings of Islam, Salam Alaikum!

    I must, at the outset, give thanks to the Almighty Allah for guiding the Muslim Ummah not only in Ghana, but also throughout the world, to observe the third pillar of Islam, fasting in the month of Ramadan, and to have ended it successfully. I continue to thank Almighty God for the life of our National Chief Imam and all the leaders of the Muslim Ummah in Ghana. Together with the National Chief Imam, the Ulama have provided me and my Vice President, Alhaji Dr. Mahamudu Bawumia, with the needed counsel that has enabled us run the affairs of this country peacefully for the past seven years and more. We are very grateful.

    This is the last Eid ul-Fitr celebration that I shall attend as President of the Republic, having served, by the grace of the Almighty and through the generosity of the Ghanaian people, the constitutionally mandated period of two (2) terms of four (4) years each. It is, thus, important that I identify the core leadership of the Ummah, whose guidance to the flock has helped maintain the peace, stability and tranquility that we continue to enjoy in this country: Shaykh Osman Nuhu Sharubutu, National Chief Imam, Maulvi Mohammed Bin Salih, Ameer of the Ahmadiyya Muslim Mission, Shaykh Kamaldeen Abubakar, Imam of the Shia Community, and Al-Hajj Ibrahim Umar, Imam of the Ahl-Sunna Community. I shall always remain indebted to you for your high sense of patriotism and commitment to Ghana, and to the wellbeing of the Muslim faithful. May Allah continue to imbue you with the wisdom to provide leadership and service to our country.

    Chief Imam, Ulama, I came to you in the course of the 2016 electioneering campaign with a promise to make the challenges and concerns of Zongo communities an integral part of the governance process under my leadership. Seven years down the line, I can say, with some measure of satisfaction, that the promise has been fulfilled. Today, many Zongo communities around the country bear witness to the impacts that projects undertaken under the Zongo Development Fund are having in the lives of their inhabitants.

    From the construction of school infrastructure, to the provision of computer laboratories, to the enhancement of sanitary facilities, to the development of astroturf football pitches, we have uplifted the lives of thousands, if not millions, of people living in Zongo communities. It was my hope that residents of Zongos will own the Fund, and leverage the support of government for attracting external support for the Fund, rather than it becoming a wholly government funded initiative. I am urging you to show a heightened sense of interest in the development of the Fund, so that we can grow it for successive generations of Zongo people.

    Chief Imam, Ulama, the importance of Ramadan is not lost on the average Muslim. Ramadan seeks to inculcate, in the Muslim adherent, the spirit of sacrifice, fellow-feeling, commitment to ethical living, love of family and nation and, above all, God-consciousness. I urge you not to abandon these values after the passage of the month of Ramadan. Indeed, the purpose of Ramadan is to instill these values in us and for us to keep them all our lives. These are the exact same values that every nation needs in order to develop. No Muslim has been unable to fast in this month of Ramadan, because they did not have what it takes either to eat the dawn meal or break their fast during iftar, thanks to the time-tested practice of communal sharing of meals at dawn and in the evenings. Let us make this spirit of togetherness a national value. That will give true meaning to the principle of “one nation, one destiny.”

    The Qur’an states, “O Mankind, we have created you from a male and female and made you into nations and tribes, that you may know one another…” (Q:49:13).  Let us, therefore, eschew all forms of divisiveness that have the potential of destroying the unity and cohesion of our country. I make this point also, particularly, because we are in an election year. In an election year, there is the tendency for self-seeking people to exploit our differences of religion and ethnicity to foment division, in order to promote a narrow, parochial, sectarian and political agenda. In an age of technology and new media, which also offers people with a wide degree of anonymity, we should be careful about the spread of mis-information and dis-information, especially if such mis-information and dis-information destroy the hard-earned reputation of people. The Qur’an in Chapter 49 verse 6, states, “O you who believe, when an evil person comes to you with news, verify it, lest you harm people in ignorance, and afterwards you become regretful of what you have done.”

    Muslims, fellow Ghanaians, I call on you to heed the words of Allah and be very careful so you do not destroy people’s reputation on the altar of political expediency. Indeed, the Qur’an likens backbiting and mudslinging to eating the flesh of a dead brother or sister. In verse 12 of Qur’an chapter 49, it poses the rhetorical question, “Would one of you like to eat the flesh of his dead brother?” Let us, thus, remember that this country is more important than our personal egos and interests.

    Chief Imam, Ulama, Jama’a, I have never retreated from my belief that education is our sure way out of poverty, disease and ignorance. Whilst my government does its part to ensure the development of the human capital in Zongo communities, I appeal to you to ponder on the first set of verses of the Qur’an to be revealed to the Prophet Muhammad (Sallallahu Allayhi Wa’Salam). “Read! In the name of your Lord who created…who taught man by the pen. Taught man what he did not know” (Q: 96:1-5). In addition to the free senior high school programme, and the educational interventions by the Zongo Development Fund, I recently launched the Ghana Smart Schools Project, which will provide some 1.3 million tablets to students in senior high schools, that is One-Student-One-Tablet. All of these initiatives can only be meaningful if we take a keen interest in the education of our children. Certainly, let us give them the standard Makaranta training. But, by all means, let us ensure that they learn enough of the secular sciences to ensure that they become key players and well-rounded individuals in the development of the country.

    Ghana continues to be the envy of the world on account of the religious harmony that we foster among adherents of different religions in a secular state, which advocates religious freedom. I pray you to continue to promote religious harmony and co-existence. It is the essence of Islam, which means peace and submission to the will of Allah. I wish you a blissful celebration. Let us celebrate in moderation, so we can emerge from the celebrations in one piece to continue with nation-building.

    I wish all Muslims and Ghanaians a happy Eid ul-Fitr, and may God bless us all, and our homeland Ghana, and make her great and strong.

    President Akufo-Addo has urged Ghanaians to stay vigilant against the spread of fake news in the lead-up to the December elections.

    Highlighting the dangers of fake news in inciting unrest during elections, the president emphasized the need to reject such misinformation to maintain national unity and peace.

    Speaking at this year’s Eid celebrations at the Black Star Square in Accra, President Akufo-Addo emphasized the importance of avoiding the endorsement or propagation of fake news, warning against its dissemination.

    “We are in an election year and in election years, there is a tendency for self-seeking people to exploit our differences of religion and ethnicity to foment division to promote narrow and parochial sectarian and political agendas.

    The National Democratic Congress (NDC) flagbearer, John Dramani Mahama, has declared that he will not shield his appointees involved in corrupt practices, as done by the current government leadership if elected president in the upcoming December polls.

    Speaking to members of the Ghana Union of Traders Association (GUTA), Mr. Mahama urged Ghanaians to demand accountability from their leaders for the taxes they pay.

    “If people have taken advantage of the country, they must be dealt with, and that is why I said when I come into the office and I am swearing in the ministers, I will caution them, and if they don’t listen and do not do their work well and EOCO or OSP come after you, I am not a clearing agent and I won’t interfere and I will let them do their work,” Mr Mahama said.

    The NDC has tagged President Akufo-Addo as a clearing agent for failing to ensure his appointees accused of corrupt-related activities are probed. This name tag has however been dismissed by the president who says it is not his mandate to investigate or prosecute corrupt individuals.

    Mahama also mentioned plans to establish an independent valuation office to prevent sole sourcing and procurement infractions if he wins the general elections.

    “One of the reasons why you are suffering in terms of imposition of revenue and taxes is because of the expenditure side. If the government is raising the money and misusing it through sole sourcing, procurement and so forth, it is your taxpayers’ money that is being wasted and so we must take an interest in that and that is why I have suggested that we are going to have an independent valuation office and any sole sourcing contract must go for value-for-money audit to make sure that it has not been inflated.”

    “Aside from that, we must make sure that we cut down on corruption and allow the anti-corruption institutions to work,” he said.

    Quickly sign anti-witchcraft bill – CHRAJ tells Akufo-Addo

    The Commission for Human Rights and Administrative Justice (CHRAJ) has urged President Akufo-Addo to promptly sign the Anti-Witchcraft Bill, which was passed by Parliament about nine months ago.

    CHRAJ emphasized that the bill, once enacted, would directly address witchcraft allegations and attacks in the country.

    Mr. Joseph Whittal, the Commissioner for CHRAJ, made this appeal during a National Policy Dialogue on Access to Justice for Women Accused as Witches in Ghana, jointly organized by CHRAJ and Crossroads International.

    He highlighted that the absence of a concrete law to penalize individuals involved in witchcraft allegations and attacks has perpetuated these harmful practices in certain regions of the country.

    “The practice is still ongoing on the ground and the main instrument to cease or force the practice to come to an end is the deterrence of the Bill,” he stressed.

    Mr. Whittal emphasized the need to abolish customs and traditions that violate the constitutional rights of individuals.

    He mentioned that CHRAJ has been actively engaging with traditional leaders to prevent discrimination against vulnerable people and to ensure that their rights are not violated under the guise of tradition.

    CHRAJ has also been working to engage with individuals who have been accused of witchcraft.

    Mr. Whittal urged District Assemblies in areas where witch camps are located to take full responsibility for the welfare of the inmates.

    On July 28, 2023, Ghana’s Parliament passed the Criminal Offences (Amendment) Bill, 2022.

    The purpose of the bill is to amend the Criminal Offences Act, 1960 (Acts 29) to prohibit the practice of witch doctors or witch finders, and to outlaw the declaration, accusation, naming, or labeling of another person as a witch.

    The Private Member’s Bill was sponsored by Mr. Francis-Xavier Kojo Sosu, the National Democratic Congress (NDC) Member of Parliament (MP) for Madina, along with other sponsors including Hajia Laadi Ayii Ayamba, NDC MP for Pusiga; Dr. Godfred Seidu Jasaw, NDC MP for Wa East; Madam Helen Adjoa Ntoso, NDC MP for Krachi West; and Madam Betty Nana Efua Krosbi Mensah, NDC MP for Afram Plains North.

    Witch camps are settlements where women accused of witchcraft are kept for safety, often due to reasons such as mental health problems.

    In a scathing critique of the Akufo-Addo administration, renowned financial analyst and historian Scott Bolshevik has likened President Akufo-Addo to the infamous Mobutu Sese Seko of the Democratic Republic of the Congo, citing alleged corruption and mismanagement of state-owned corporations.

    Bolshevik’s criticism comes amidst concerns over the state of Ghana’s state-owned enterprises, particularly Tema Oil Refinery (TOR), Ghana Cocoa Board (COCOBOD), and Ghana National Petroleum Corporation (GNPC).

    TOR, once a cornerstone of Ghana’s energy sector, has been plagued by infrastructure decay, leading to reduced production capacity and increased maintenance costs. Financial challenges, including debt accumulation and inadequate funding, have further hampered its operations.

    COCOBOD, according to the Minority in Parliament, is on the brink of collapse due to considerable indebtedness to banks. The 2024 budget anticipates a substantial loss of 2.6 billion Ghana cedis, raising fears of potential defaults on loan payments.

    Meanwhile, GNPC faces an uncertain future as funding from the Petroleum Holding Fund (PHF) is set to cease after 2026, as mandated by the Petroleum Revenue Management Act (PRMA). PIAC has warned that without government support, GNPC may struggle to survive.

    Mobutu Sese Seko, the former president of Zaire (now the Democratic Republic of the Congo), was notorious for his corruption during his rule from 1965 to 1997.

    He amassed a vast personal fortune through embezzlement of state funds, often using the country’s treasury as his personal account.

    He used this wealth to maintain his grip on power, enriching himself and his associates while the country suffered from widespread poverty and underdevelopment.

    Mobutu’s rule was characterized by a lack of accountability, with little regard for the rule of law or democratic principles. His regime was marked by nepotism, cronyism, and a culture of corruption that permeated all levels of government.

    Parliament has formally made a request to the Office of the President for a specific date regarding the transmission of the Human Sexual and Family Values Bill for presidential assent.

    This action follows a directive from Nana Bediatuo Asante, the secretary to President Akufo-Addo, on March 18, urging Parliament to withhold the presentation of the bill, also referred to as the anti-LGBT+ bill, to the President.

    Asante’s request was issued pending the resolution of pertinent matters currently under consideration by the Supreme Court.

    Acknowledging the President’s office’s request to pause the bill’s progression, Cyril K. O. Nsiah, the Clerk to Parliament, communicated in a letter dated April 10, 2024.

    However, Mr Nsiah also requested the President’s office to specify a suitable day for Parliament to present the Human Sexual and Family Value Bill, 2024, to the President for his deliberation.

    “Accordingly, I await an indication in writing from your office on when to present the Human Sexual and Family Value Bill, 2024 to His Excellency the President for his consideration, pursuant to Article 106(7) of the Constitution, 1992” the letter read.

    The National Chairman of the opposition National Democratic Congress (NDC), Johnson Asiedu Nketia, has strongly asserted that President Akufo-Addo orchestrated the lawsuit that is supposedly preventing him from assenting to the Human Sexual Rights and Family Values bill recently passed by Parliament.

    Speaking on Joy News’ PM Express on Wednesday, April 10, the seasoned politician claimed that it was not a coincidence that the President could refer to a lawsuit that had not yet been filed as the basis for his decision not to sign the bill.

    As a result, Asiedu Nketia concluded that the President was part of an alleged plan to thwart the anti-LGBTQI+ bill from becoming law.

    “It is clearly an excuse and it’s a wrong excuse because he [President Akufo-Addo] was citing the court case even before anybody could file it. It tells you that he [President Akufo-Addo] orchestrated the filing.

    As at the time the President spoke, nobody had gone to court. If there’s an intention to file and the person has not filed, how do you restrain yourself over that? So, it means that you don’t want to do something but you want an excuse to cite not to do it. Because if you have heard that somebody is going to court, the person has not gone to court and yet you are injuncting yourself, then it means that you’re part of an orchestration to go to court in the first place.”

    Based on this, Mr Asiedu Nketia said, “I don’t trust in the independent-mindedness of whoever that filed the process.”

    The NDC Chair pointed to Richard Dela Sky, a private legal practitioner and journalist who filed the suit, suggesting that he was closely aligned with the government.

    “Who doesn’t know the Citi FM man, Richard Sky? Richard Sky works in the chamber of the Attorney-General, and he was sponsored to do his law course by this government. And the man has returned and he’s working with the Majority Leader. There’s circumstantial evidence and that’s my belief.”

    When the host raised the issue of the wild claims, the NDC Chair insisted that he was aware of those details about the plaintiff and had evidence to support them.

    The NDC National Chairman expressed particular disappointment that the President requested Parliament not to transmit the bill to him.

    “I am on the side of Parliament because the President has no reason to ask that Parliament should not submit the bill because the cases that are in court, the last time I checked, there’s no application for an injunction or any actual injunction granted that prevents the President from receiving the bill.

    The only application for an injunction that I have seen is to block the President from signing the bill. Receiving and signing are different things. So, if you don’t want to receive the bill, you don’t blame anyone who has gone to court because the reliefs being sought in court do not border on you not receiving. They say don’t work on it. But for the office receiving it, it’s a matter of impunity that is being shown by the President to frustrate the work of parliament” he argued.

    Mr Asiedu Nketia believes the President does not want to sign the bill but simply lacks the courage to state that clearly.

    “Because parliament has done their work up to a point, and they say to transmit this to the President. You don’t have the right not to receive. You can receive it, and after receiving it, you have options that have been provided under the constitution.

    And somebody is in court trying to injunct you from acting on the bill; that injunction does not say don’t receive the bill. So, for you to write to parliament that because I am on some injunction not to sign it, don’t bring it at all, it means you have a pre-meditated agenda. You don’t want to receive it or work on it or do anything with it, but you are not man enough to tell Ghanaians that I don’t want to do it” he noted.

    Meanwhile, Ghana’s Supreme Court is yet to sit on the case filed against the bill.

    Vice President Dr. Mahamudu Bawumia has highlighted the significant cost-saving impact of digitalization in Ghana, citing examples such as the Social Security and National Insurance Trust (SSNIT) and the National Service Secretariat.

    He revealed that SSNIT saved GH¢480 million by eliminating 29,000 ghost pensioners, while the National Service Secretariat eradicated 44,000 ghost workers, resulting in savings of over GH¢356 million.

    Speaking at the launch of LEADing Justice in Accra, Vice President Bawumia expressed enthusiasm for the Chief Justice’s emphasis on digitization within the judiciary, acknowledging Ghana’s progress in this area.

    “It is my hope that today’s event will herald a new dawn in the history of our judicial system propelled by efficiency, excellence, knowledge, and integrity.”

    He commended the Chief Justice for bringing renewed focus and energy to the judiciary since taking office.

    Bawumia emphasized the transformative power of digitalization, citing the dramatic increase in the proportion of individuals with Tax Identification Numbers after the introduction of the Ghana Card as an example.

    He also highlighted the effectiveness of digital tools in combating corruption, such as the elimination of ghost workers at the Controller and Accountant General Office.

    The Vice President stressed the importance of law, ethics, asset management, due process, and digitization as pillars of the judiciary’s image and advancement.

    “When we digitalized and gave everyone a Ghana Card and made the decision to make the Ghana Card Tax Identification number, we increased the proportion of individuals with Tax ID, the number moved from four per cent to 85 per cent just like that.

    “We have also seen through digitalization that you can deal with corruption. We have eliminated ghost workers at the Controller and Accountant General Office just by using the Ghana Cards because the ghosts don’t have fingerprints.”

    He lauded the positive impact of e-systems in improving the administration of justice, citing his personal involvement in launching a case tracking system in 2018.

    Bawumia called on all Ghanaians to support the Chief Justice’s vision for the judiciary, emphasizing the government’s commitment to investing in court infrastructure, residential accommodation for judges, and human resource development to enhance justice delivery.

    Minister of Justice and Attorney General, Mr. Godfred Yeboah Dame, praised the Chief Justice’s innovative approach in launching her vision for justice delivery, describing it as bold and transformative.
