“The police will not be able to provide the necessary security looking at the spread of Covid-19 and the kind of dangers that it poses to members of the public should they attend this demonstration,” DSP Effia Tenge stated in a Joy FM interview monitored by GhanaWeb.

The organizers in their letter outlined details on how it intends to ensure adherence to COVID-19 protocols but to the police “there is no way that we can be able to guarantee for a fact that such a large demonstrating public” will adhere to such a plan.

DSP Afia Tenge in the interview emphasized that the police will seek a court order to stop the protest if need be.

In a reaction to the statement by the Police, Oliver Barker-Vormavor, one of the conveners of the #FixTheCountry movement says the group intends to dialogue with the police and as well remind the police that it cannot be cowered.

The group member, however, reiterated that they will act in conformity with the constitution.

  • GII bemoans low performance of police narcotics unit

Despite recognising that Ghana has chalked up success in curbing drug trafficking, the Ghana Integrity Initiative (GII) says the investigative body of the Ghana Police Service (GPS), the Narcotics Unit, still lags behind in conforming to international standards.

The GII, has noted that the Office of the Director of Public Prosecution, which prosecutes matters related to drug trafficking, has low level of compliance with international standards on drug trafficking.

However, GII, the Ghana chapter of Transparency International (TI), has observed that the Criminal Division of the High Court has an appreciable level of conformance to such international standards on drug trafficking and corruption-related issues.

These revelations follow a research by GII in conjunction with the United Nations Office on Drugs and Crime (UNODC).

According to William Nyarko of the Africa Centre for International Law and Accountability (ACILA), a research GII conducted indicated that the Drug Law Enforcement Unit (Narcotics Unit) of the GPS was in “compliance by 20 per cent of international standards.”

He said that, “The Office of the Director of Public Prosecution was in compliance by 36 per cent while the Criminal Division of the High Court was in compliance by 48 per cent.”

Mr Nyarko made these findings public when he presented a report of the law enforcement accountability in Ghana at a forum of Civil Society Organisations (CSOs), the media and other actors within the law enforcement value change in Accra on Tuesday.

Miss Mina Mensah, the Director of the Commonwealth Human Rights Initiative (CHRI), underscored the fact that an independent oversight body was necessary to enhance accountability in the GPS.

“Policing demands additional control as it improves oversight and increases accountability,” she stated.

Miss Mensah also said the GPS needed an Independent Police Complaints Commission (IPCC) to halt the unfortunate recurring instances of police misconduct.

She added that the IPCC would increase the internal police oversight mechanisms to address and supplement existing oversight mechanisms to handle complaints.

This, she noted, would restore the confidence in the GPS to make it more engaging with the public and make the Service more responsive to individual and public concerns.

Miss Mensah further stated that the IPCC would always assure officers of an impartial process for resolving cases of misconduct and strengthen internal oversight.

This research forms part of the CRIMJUST project, which is aimed at enhancing the capacities and integrity of criminal justice institutions to tackle drug trafficking and transnational organised crime along the drug trafficking routes in Latin America, the Caribbean and West Africa.

The CRIMJUST project is being done in collaboration with the UNODC, which centres on three pillars capacity building, interregional co-operation and institutional integrity.

  • Two fake policemen arrested for extorting money from motorists at Kasoa

Some three commercial motorbike riders in Kasoa in the Central Region assisted by a police officer last Wednesday arrested and handed over two fake policemen who had mounted a roadblock on the Akweley Road and were acting as police officers solely to extort money from road users

The suspects Bismark Asabre and Bright David Mensah, an interdicted police officer who was with the Formed Police Unit(FPU), had mounted the road block at Adom Estate and were mercilessly taking at least GHc20from road users, especially the commercial riders, for trumped up road officers.

The fake officers were not in uniform but had proof that they were police officers in service.

But the commercial riders suspected that the two men, who seemed too eager to ask for the money, could not possibly be genuine officers. They promptly raised an alarm, called on the police and got them arrested.

According to the Kasoa Divisional Police Command, items retrieved from the suspects included: “a pair of handcuffs with no inscription, a shocker, ZTE Gota, SQ90 mobile phone, Nato pepper spray, Ghana Police card bearing the name of Sergeant Bismark Asabre, Infinix x5, a Samsung cell phone and cash amount of GH ¢75.00 being the proceeds of the extortion.”

The suspects have been detained for further investigations and will be charged for the following: conspiracy to commit crime, namely: extortion contrary to section 23 of criminal offences act 1960 (ACT 29); extortion, contrary to section 151 of criminal offences act, 1960(ACT 29); and falsely pretending to be public officer (section 237 of criminal offences act 1960 (act 29).

  • Police vow to deal with trouble makers at registration centres

The Ghana Police Service has pledged to deal with anyone who forments trouble at the registration centres.

“Any person or group of persons, political or not, who has been arrested or will be arrested will face the consequence of the law, as far as police powers are concerned,” it said in an official statement.

It expressed the concern of the Administration about reports of violence in the ongoing Voters Registration Exercise, which had created tension, alarm, fear and insecurity among the populace.

“However, Police assures all that the necessary police actions have been taken or are being taken to bring all culprits to book”.

The Police Administration said every complaint of violence reported to Police was being investigated with some already in Court and emphasised that due process would be followed in all the cases.

These were contained in a statement signed by Superintendent of Police, Mrs Sheilla Kessie Abayie-Buckman, Director of Public Affairs and copied to the Ghana News Agency.

It has, therefore, warned that per the Public Elections (Registration of Voters) Regulations, 2016 (C.I. 91), persons and groups outside the list provided under règulation 10 are barred from entering any Registration Centre.
“A person who disrupts proccedings at a Registration Centre or in any way interferes with the work of an official connected with registration of voters commits an offence,” it said.

The statement said the threat or intimidation by a person to further that person’s interest or an affiliate related to a political party or office holder, among others, also amounted to offence under the Vigilantism and Related Offences Act, 209 (Act 999).

“The Police Administration finally cautions all to adhere to the rules and regulations laid down for the registration exercise, including following the EC’s challenge procedure for ineligibility,” it added.

It asked political actors, individuals and groups to stop unwarranted movement to or at Voters Registration Centres, the busing of people or blockage of routes to such Centres.

The statement, therefore, asked those who claimed to have been receiving calls or reports of illegality from representatives assigned to Registration Centres should promptly contact local Police Officers for action, instead of proceeding to the centres as their presence contributed to the alleged illegality.

Police Administration identified some of the causes of the violence as movements of politicians to Registration Centres in groups, under the guise of familiarising themselves with the process or responding to calls of illegal actions from party representatives assigned to the Centres, the blockage of routes to Registration Centres and allegations of busing or transporting of applicants from one Electoral Area to the other.

These acts, it said, had resulted in physical and verbal attacks on Registration Officials.

  • Timbuktu’s jihadist police chief before ICC for war crimes

The war crimes trial of the former head of the Islamic police in the Malian city of Timbuktu has started at the International Criminal Court (ICC).

Al Hassan Ag Abdoul Aziz Ag Mohamed Ag Mahmoud headed the Islamic police when it was under the control of Islamist militants for seven months in 2012.

He has been charged in The Hague with war crimes, crimes against humanity, rape and sexual slavery.

Women and girls were allegedly forced to marry militants.

The Islamic police commanders are also believed to have ordered the destruction of historic monuments and buildings dedicated to Islam.

Mr Abdoul Aziz was handed over to the ICC in 2018 by the Malian authorities.

    Residents ‘terrorised’

Prosecutors accuse him of being a key member of Ansar Dine, the militants who occupied Timbuktu in May 2012 – one of several Islamist groups to exploit an ethnic Tuareg uprising at the time to take over cities in northern Mali.

They imposed strict Islamic rule in Timbuktu – prosecutors at pre-trial hearings said Mr Abdoul Aziz had “terrorised” local residents, the AFP news agency reports.

Many Muslim shrines were also destroyed during Ansar Dine’s rule, which lasted until January 2013 when 4,000 French troops were deployed to help Mali’s army fight back against the militants who were pushing south.

Timbuktu is famous for its distinctive mud and wood architecture. It was a centre of Islamic learning between the 13th and 17th centuries and was added to the Unesco world heritage list in 1988.

But Islamists regard the shrines and the city’s ancient manuscripts, covering everything from history to astronomy, as idolatrous.

Mr Abdoul Aziz is only the second person to face trial at the court over his actions during the devastating war in Mali.

The other man, Ahmad al-Faqi al-Mahdi pleaded guilty in 2016 to destroying nine mausoleums and a mosque, in the first case of cultural desecration heard by the ICC.

He was jailed for nine years, after declaring he was “really sorry” for his actions and asking for forgiveness.

In 2017 ICC judges found him liable for nearly €3m (£2.6m; $3,6m) in damages.

  • Coronavirus: Police arrest 57 persons at Asante-Mampong without face mask

At least 57 persons have been arrested at Asante/Mampong in the Ashanti Region for non-compliance with the mandatory wearing of face mask directive.

A team of officers deployed within the Municipality made the arrest as part of efforts to encourage, educate and enforce the Coronavirus safety protocols.

Asante Mampong Divisional Police Commander, Chief Superintendent Stephen Boadu said the suspects have been admitted to bail and will be arraigned before a court at Nsuta on Thursday, July 9, 2020.

“We have mounted a special operation at Asante/Mampong to ensure full compliance [of the law]. Four days ago 38 persons were arrested; 12 were females and 26 males. Yesterday, we continued and 19 persons; five females and 14 males were also arrested. We intend to put them before the court tomorrow,” the Police Chief said.

President Akufo-Addo made the wearing of face masks mandatory, in the wake of a sharp rise in the number of COVID-19 cases in Ghana and has through an Executive Instrument asked the police and law enforcement agencies to lead its enforcement.

People who fail to wear face masks in public risk a prison sentence of four to 10 years or a fine ranging from GHS12,000 to GHS60,000, or both.

    Concerns over the law

The new sanctions for not wearing face masks are contained in a new Executive Instrument (E.I. 164). But many have, however, questioned the terms and conditions under which the law and its corresponding sanctions will be applied without infringing on individual rights and liberties.

Aside from the perceived harshness of the law, concerns have been raised about the definition of a public place and if, for example, a person should wear a mask whilst in his or her car alone.

But the government has defended the move, insisting that the current sanctions for not wearing face masks are in order to protect the ordinary Ghananaian from contracting the virus.

“There is an imposition of the Restriction Act, which has now moved to the gazetting of an Executive Instrument to make mandatory the wearing of face mask and attach the necessary sanctions to it. The imposition of the restriction Act gives room for sanctions. What we need to do is to encourage people to comply with it so we all protect ourselves”, Information Minister, Kojo Oppong Nkrumah has maintained.

  • Tshegofatso Pule killing: South African police make arrest

South African police have arrested a 31-year-old man for the murder of a woman whose stabbed body was found hanging from a tree last week, triggering a national outcry.

Twenty-eight-year-old Tshegofatso Pule was eight months pregnant.

The man is due to appear in court later on Wednesday.

After her death, South African President Cyril Ramaphosa said the culture of silence around gender-based violence had to end.

Ms Pule went missing on 4 June and four days later a member of the public found her body in the Johannesburg suburb of Roodepoort.

She was hanging from a tree and had been stabbed through the chest.

There was a wave of outrage in South Africa after her death and the hashtag #JusticeForTshego trended on Twitter.

On Saturday President Ramaphosa released a statement denouncing gender-based violence.

As many as 51% of women in South Africa had experienced violence at the hands of someone they were in a relationship with, the president’s statement said.

“Gender-based violence thrives in a climate of silence. With our silence, by looking the other way because we believe it is a personal or family matter, we become complicit in this most insidious of crimes,” President Ramaphosa said.

Following an outcry over a spate of femicides last year, President Ramaphosa said South Africa was one of “the most unsafe places in the world to be a woman”.

  • Dont let pastors, chiefs pressure you to withdraw abuse cases Police advise

The Chief Inspector of the Accra Regional Office of the Domestic Violence & Victim Support Unit (DOVVSU), Kofi Atimbire has advised complainants of child abuse cases not to be persuaded by pastors and chiefs to withdraw cases reported to them for investigations.

He made the statement earlier today, June 16, 2020, at the Ministry of Information in Accra, as Ghana celebrates the 30th anniversary of the African Charter on the Rights and Welfare of the Child (ACRWC).

According to Mr Atimbire, complainants of child abuse cases are pressurized by people they hold in high esteem in the society to settle the cases with the abusers, in order to protect them. This continues a non-ending cycle of abuse in society.

“Complainants … whoever comes with a child that has been abused, whether physical, sexual and the others, after they have reported and evidence has been gathered and presentation has been made to the court, ready for persecution, then you find these same people backtrack in pursuit of justice for these children. Sometimes the pressure from chiefs, from elders, from pastors, is mounted on these complainants to not continue with the cases,” he said.

He added that complainant sometimes report child abuse cases very late, and gathering evidence during that period is not as easy as gathering them when they are reported earlier.

“Most of these cases are reported very late to us for investigations. And once most of the cases are reported very late, most of the evidence that we need to persecute, sometimes we find it difficult to get them, and that is the reality,” he said.

He advised parents to stop backtracking cases reported to the police to ensure that justice is served for children who have suffered abuse.

“Parents should endeavour to report to us as early as possible. Parents should also desist from the settlement of cases,” he concluded.
