  • UG: Delay in reopening should not prevent you from voting TESCON to students

Persons, especially students, who have their polling centres on the campus of the University of Ghana, have been asked not to hesitate in coming back to campus to cast their vote in the forthcoming December polls.

This is coming from the University of Ghana chapter of the Tertiary Students Confederacy of the New Patriotic Party.

It comes on the back an announcement from President Nana Addo Dankwa Akufo-Addo that tertiary universities are to commence the 2020/2021 academic year in January 2021.

Speaking to UniversNews, TESCON communications member, Kofi Ampong, admonished students to make efforts to come back to campus on election day just as they did during the voter registration exercise.

He pointed out the voting was their civic right, hence, the need to break any hindrance that may prevent them from exercising it.

“If we cast our mind back to the registration period, we were all aware that we were home but yet still students managed to find their way to campus to register. The same way by which students found their way to campus to register to vote, that is the same way by which they should find their way to campus to vote,” he said.

He was, however, quick to add that students may use the option of vote transfer if they believe that coming to campus will be a problem.

“In any case, if you are a student and you feel intimidated or that coming to campus to vote in December will be a problem for you, the Electoral Commission has opened a window of voter transfer where anyone who registered can transfer their votes to another place of your choice. So that is another option student can explore,” he added.

  • UG: Interim Accra City Campus SRC suggests 50/50 fees payment plan to management

The Interim executives of the University of Ghana Student Representative Council at the Accra City Campus (UGSRC-ACC) have suggested a 50/50 payment plan of school fees to the management of the University.

According to the interim vice president of UGSRC-ACC, Mr. Hammond Raphael Trebi, the move will help parents and guardians in paying fees as compared to the existing plan of 60/40.

Prospective students of the school are not allowed to register their courses for an academic year unless they make a minimum payment of sixty percent out of their entire school fees for the particular year.

Students are entreated to redeem payment of the remaining 40% amount before the beginning of the second semester of the particular academic year.

Trebi Hammond Raphael made this known in a courtesy visit to the Pro-Vice-Chancellor of the University of Ghana, Prof. Nana Aba Appiah Amfo.

“We Suggested a payment plan for students to make a 50/50 payment of fees instead of the 60/40. The Pro-Vice-Chancellor welcomed the idea but maintained that it is subject to further deliberations by the University council,” Trebi said.

He opined that the suggestion of the 50/50 payment plan “is not in relation to the 2020/2021 academic year so management should consider that going forward”.

He, however, maintained that the student body is not pleased with the increment of fees.

During the courtesy visit paid to the Pro-Vice-Chancellor, Leadership of the interim Accra city campus SRC reiterated the need to beef up security on and around campus as there have been threats of attacks.

“There have some off Campus threats so we called on her office and the university management to consider putting certain measures to curb that,” he said.

The interim Accra City Campus SRC has further reminded management of some infrastructure issues the satellite campus is facing even though the institution is rolling out online studies for students in the meantime.

In their closing remarks, the interim SRC delegation handed over a frame picture design of Prof. Nana Aba Appiah Amfo to herself as both a birthday gift and recognition of her work.

  • UG, GIJ given 14 days to reverse fee increment

A group identified as Concerned Tertiary Students of GIJ (CTSG) has given the management of two tertiary institutions University of Ghana (UG) and Ghana Institute of Journalism (GIJ), a 14-day ultimatum to reverse a decision they took to increase school fees for the 2020/2021 academic year.

According to a press release dated October 6, the group said it is determined to push for the reversal of the decision.

“With intense pressure from the administrative heads, students are poised and ready to, by any means necessary, seek redress and thus issue an ultimatum of fourteen days after which we will result in using other mechanisms to seek justice due to increasing number of students agitations”, the statement read in parts.

The group also said the 5% rise in school fees by management of the Ghana Institute of Journalism and the 12% increment at the University of Ghana Legon is unacceptable as many of the students are struggling to meet the requirement.

“A large number of students are on the verge of dropping out of school because of such an inconsiderate decision. The monetary commitment for the government in reducing school fees would not constitute a disadvantage to other beneficiaries of the coronavirus alleviation programme.”

In the height of the COVID-19 pandemic, tertiary institutions truncated their physical engagement and resorted to online studies. Students of most of these tertiary institutions have had to bear the cost of data for learning since the government did not make any special provision for students.

As it stands, it is unclear when tertiary institutions will resume and if there will be a physical interaction but some schools have already announced reopening dates and the fees for the next academic year, including the deadlines for the payment of fees.

Meanwhile, some students have taken to social media to express their discontent about the increment of school fees using the hashtag #TertiaryFeesMustFall.

  • UG, GIJ students kick against fee hikes for new academic year

A decision by two public tertiary institutions to increase fees for the 2020/2021 academic year has been met with resistance by students.

Both the University of Ghana and the Ghana Institute of Journalism (GIJ) have increased fees for the next academic year.

The University of Ghana, for instance, has increased fees by 12% but it is not clear if Parliament has approved the new fees.

Per the law, the fees of public universities must be ratified before they are enforced.

But since the new fees were announced, the students have mounted a strong protest.

Students say the timing of the new fees is insensitive, citing the disruptions caused by the coronavirus pandemic to businesses as among the numerous reasons why the fees should not have been increased.

“I think the new fees are expensive because looking at what COVID has brought on us, I expected the fees to be lower. Some of our parents have lost their jobs and money is hard to come by,” a student of the University of Ghana told Joy News.

Meanwhile, General Secretary of the National Union of Ghana Students (NUGS), has said the union intends to speak to the government to reduce the fees.

Devine Edem Kojo said “NUGS agrees with the section of students agitating because of the increase. We have been engaging with the government for the past two weeks to reduce the fees.”

He said NUGS has picked up hints that the new fees have been approved by Parliament.

  • UG SRC president breaks silence on 2020/2021 academic fee increment

The interim president of the University of Ghana Students Representative Council (UG-SRC), Kwame-Amo Ntow-Fianko, has responded to calls on the student body to fight against the increment of academic fees for the 2020/2021 academic year.

Management of the University, on Monday, September 14, 2020, published on their website the schedule for fees for the 2020/2021 academic year.

The academic fees for the 2020/2021 academic year saw a marginal increment of at least 12.30 percent from the 2019/2020 fee schedule.

Since UniversNews reported the upward review of academic fees for the 2020/2021 academic year, students have asked the SRC to quickly engage the management of the university to consider their decision.

According to these students, the timing is wrong as the finances of families have been heavily impacted by the outbreak of the coronavirus disease.

Responding to these, Kwame-Amo Ntow-Fianko, on his personal Twitter page, said that the SRC would do everything with its means to address the matter.

    Parliamentary approval

According to the Fees and Charges Act 983, any proposal to increase fees will first have to be approved by parliament. As it stands, it is unclear if the observed increment has been given the go-ahead by parliament.

Prior to this, tuition fees were increased for the 2019/2020 academic year by 5 percent. This was later assented to by parliament.

The University of Ghana is one of the few schools to have increased fees for the next academic year.

Ghana Institute of Journalism, earlier this month increased fees by 5 percent for the 2020/2021 academic year.

  • UG considering off-campus private residential facilities for Free SHS graduates Vice-Chancellor

The Vice-Chancellor of the University of Ghana is concerned about the ability of the institution to accommodate the influx of graduates from the Free SHS programme.

Prof Ebenezer Oduro Owusu said due to financial constraints, it is difficult for the university to expand its residential facilities.

Addressing the University of Ghana Maiden Virtual Congregation Ceremony, Prof Owusu said management is considering innovative ways to address the housing deficit on its Legon campus.

“The University for some time now, decoupled admission from accommodation due to financial obligations. This financial obligations and judgement debt, truly have affected our capacity to undertake further investments to augment the housing stock” VC said.

For some years now, fresh students have to fight for the limited space on the main campus with others having to forfeit their admission due to financial challenges in securing a room at a private hostel.

”To address the accommodation challenge which will be posed by the influx of the first cohort of graduates from the Free SHS policy, management is considering various approaches including an off-campus arrangement to identify suitable private residential facilities and recommend same for interested students” Prof Owusu indicated.

A total of 375,737 candidates are currently writing the WASSCE and will be struggling for the limited space in the various public universities in September 2020.

The Chancellor of the University, Mary Chinery-Hesse also said the management is working towards receiving the first of graduates from the Free SHS programme.

She indicated that the institution is improving its infrastructure to offer a multidimensional approach to learning.

”The University is preparing to receive the products of the first batch of the Free SHS Programme. The innovations thrust upon us by COVID-19 have afforded us the opportunity to explore both conventional and non-conventional ways of opening up access to higher education to these prospective students”

Madam Chinery-Hesse also added ”As the university works to complete the physical infrastructure to receive these students; we are also improving our IT infrastructure to strengthen our ability to offer a blended approach to teaching and learning.”

The virtual graduation held on July 30, 2020, saw 133 students having their academic toils crowned.

Eighty-eight of this figure graduated with Bachelor of Law Degrees whiles the remaining 45 passed out with either Bachelor of Medicine or Bachelor of Dentistry Degrees.

In all, the University of Ghana will hold congregation for 14,295 students, comprising 964 students in the non-degree programmes, 8,236 undergraduates, 4,668 postgraduate students and 427 PhD students, with 6,807 being females and 7,488 being males.

  • University of Ghana appeals to students to keep visitors out

Professor Nana Aba Appiah Amfo, Pro-Vice-Chancellor, Academic and Students Affairs, University of Ghana, has appealed to students of the institution to keep visitors out of campus, as part of measures to contain the spread of the COVID-19 pandemic.

She said the institution has put in various arrangements to ensure the safety of students while they were on campus.

Prof Amfo made the appeal on Monday, when she toured the University as part of activities marking the reopening of the institution for its final year students.

The re-opening is in line with the Presidential Directive that all tertiary institutions in the country should resume from June 15, as part of the gradual easing of the COVID-19 restrictions.

The Pro-Vice-Chancellor, who was accompanied by the Registrar, Mrs Mercy Haizel-Ashia, visited the Akuafo Hall, the Balme Library and the University of Ghana Business School.

The delegation was received at the Akuafo Hall jointly by Dr Gladys Nyarko Ansah, Hall Tutor and Dr Clement Appah, Hall Master, Akuafo Hall.

Prof Perpetua Dadzie, University of Ghana Librarian, conducted the delegation around the Balme Library.

Prof Amfo also appealed to the students to follow the University’s directives as part of measures to contain the COVID-19 pandemic.

She said some of the directives for containing the disease might seem to be a bit harsh but they were for the good of the students; citing, in particular, the one banning students from receiving visitors.

“They (students) are here for a short while to complete their exams and so, they should comply with the directives. Keep the visitors out, so that they are all safe.”

She said once the University took delivery of the personal protective equipment (PPE) promised by the government, they would be distributed to the students.

Prof Dadzie said the Library was practicising social distancing, hand washing with liquid soap and the use of sanitisers as part of measures to help contain the spread of COVID-19.

Dr Appah, in an interview with the Ghana News Agency, said to contain the COVID-19, the University Management has ensured that veronica buckets filled with water for washing of hands with soap and hand sanitisers were placed at all entry points of halls of residence, departments, faculties and colleges.

He said all their lectures and examinations were been conducted online.

In another development, the Ghana News Agency paid a similar visit to the Ghana Institute of Management and Public Administration (GIMPA).

Mr Rami Baitie, Director, Corporate Affairs and Institutional Advancement, GIMPA, said in line with the Presidential Directive, the Institute has formally reopened for the final year students.

He, however, noted that their examinations, which was being conducted online, started about two weeks ago and that it would be brought to a close by the end of the month.

  • Universities to reopen today after over three-month shutdown

Public and Private Universities across the country say they are ready to resume academic work as final year students return to school today, June 15, 2020.

The partial reopening as announced by the government will see final year University students resume lectures to enable them to take their exit exams.

Chairman of Vice-Chancellors Ghana, Professor Ebenezer Oduro says adequate measures have been put in place to protect students, teaching and non-teaching staff.

“All universities are obliging to reopen and so come the 15th, Monday, all universities will reopen so students who want to come to campus are free to come to campus. Those who for one reason or the other feel that they are safe where they are and they have access to internet facilities and they will want to stay at home while we continue our online things,” he said.

Earlier, the Vice-Chancellors called for the provision of adequate personal protective equipment to supply students.

Prof. Oduro Owusu at a different forum said it will not auger well for the schools if students demand on PPE and the schools are unable to make any provision.

“Students will start demanding PPE immediately they arrive on campus and if we are unable to supply them, you can rest assured that certain words will go to the public.”

“So we are pleading with you and your very good team to ensure that these PPEs are well provided,” Prof. Owusu stated.

The government over the weekend made available Personal Protective Equipment (PPE) and logistics to 234 universities in the country.

Addressing journalists in Accra, Information Minister Kojo Oppong Nkrumah said the 234 tertiary institutions are dotted across the country.

“In all, we are expecting about 200,000 persons to benefit from these logistics. In terms of the specific logistics, everybody is getting three face masks which are reusable so that will be about 600,000 unit of face masks,” he added.

The Minister said over 1,700 veronica buckets, over 200,000 two hundred ML units of hand sanitizers, and over 3,400 packets of soap and another 3,400 packets of tissue are being distributed.

“About 900 thermometers are also going to all of these schools in addition to the disinfection and other exercises that are going on there,” he added.

  • Coronavirus: UG Medical School backtracks on evacuation directive to Intl students

The University of Ghana Medical School has backtracked on an earlier ultimatum to International students to leave the country within 14 days amid the coronavirus pandemic.

On Monday, March 16, a communique was issued for all students to vacate the Korle Bu campus of the Medical School.

According to the communique, “students living in Accra and any other region of the country have been given up to Thursday to evacuate their hostels.

“International students have also been asked to book tickets to their home countries. They have been given a two (2) week period to finalize all travel arrangements.”

Some International students who spoke to Starrfm.com.gh on condition of anonymity said they would have preferred to stay in the country rather than go back to their countries where they stand a higher chance of contracting the coronavirus disease.

However, authorities of the University of Ghana have now given an opportunity for international students who wish to stay to remain at their hostels.

In an interview with Starrfm.com.gh, the President of the International Medical Students Association Ife Gemp declined to comment on the issue.

Ghana has so far recorded nine cases of the deadly COVID-19 disease.

The coronavirus pandemic has now infected more than 200,000 people around the globe after doubling in less than two weeks.

Between the start of the outbreak in December and March 7, there were 100,000 confirmed cases recorded.

But another 100,000 people have been infected in just 11 days since then, largely due to a surge in cases in Europe.

China, Italy, Iran, Spain and Germany have suffered the highest number of infections.

The John Hopkins University, which announced cases had surpassed the 200,000 mark, also recorded 8,006 deaths.

The current death toll suggests 4 per cent of patients who catch the virus die from it.

But experts say the death rate is probably lower than that because the true number of infections is much higher is far greater because some countries, including the UK, are only testing people hospitalised by the illness.

  • Sey elections: Two presidential aspirants disqualified over CGPA shortfalls

The forthcoming Junior Common Room elections for residents of the Frances Elizabeth Sey Hall at the University of Ghana will see the team of Dennis Kwasi Kumi and Mathias Susu Assey contest unopposed in the Presidential race as two other aspirants were disqualified.

The team of Daniel Obeng and Samuel Ofosu Amos, and Crispus Ohene Ankomah and Patrick Kwame Eyiah were both eliminated from the race by the vetting committee as their CGPA could not meet the required 3.0.

Stephan Osei Bonsu, the presidential aspirant who, barely two hours to the deadline, shocked his running mate with a resignation letter and opted for the office of Organizing Secretary, thereby submitting forms in that regard, was also disqualified over CGPA shortfalls.

He was the only aspirant gunning for the Organizing Secretary office.

His disqualification will necessitate the reopening of another window to allow other persons to pick nomination forms to contest just that office.

Meanwhile, UniversNews gathers that it is unlikely that the disqualified aspirants will seek for redress.

The 2019/2020 Sey JCR elections is scheduled to be held later this month.

It seeks to elect new JCR officers for the 2020/2021 academic year.
