“It is not COVID and the Ukraine war that have gotten us to this point as a nation. The banking crisis is one of the major critical issues because a whooping amount of close to $27 billion was used for bailouts,” he stated on Kumasi-based Hello FM.
He observed that the Bank of Ghana, which was tasked with the crucial responsibility of restructuring the banking sector through a cleanup in 2020, fell short in effectively tackling the issue.
The approach of collapsing multiple banks without a thorough case-by-case examination was, in his view, inadequate.

Professor Stephen Kwaku Asare, also known as Kwaku Azar, has strongly criticised the General Legal Council (GLC), labelling their actions as “professional bullying.”
His comments come in the wake of the GLC’s treatment of Elorm Aba Ababio, a social media influencer and aspiring lawyer known as Ama Governor.
The GLC recently announced that Ama Governor’s Call to the Bar has been suspended for the second time.
Her application to the Bar was denied just days before the scheduled call to the Bar ceremony set for October 20, 2023.
The decision was conveyed through a letter dated October 18, 2023, signed by Justice Cyra Pamela C. A. Koranteng (JA), the Judicial Secretary.
The GLC’s decision was based on their evaluation of Elorm Ababio’s conduct in the period leading up to her application.
In response to the GLC’s decision, Kwaku Azar took to Facebook to express his concerns, denouncing the denial of Ama Governor’s Call to the Bar as a type of persecution that could have negative repercussions for the realms of education, innovation, and productivity.
He questioned the need for what he viewed as unwarranted scrutiny, stating, “This professional bullying stifles learning, creativity, productivity, etc. Why is a moribund regulator spying on this young woman? Da Yie!”
Azar further urged the GLC to reflect on their own conduct, suggesting that the conduct monitors should begin by evaluating their actions.
“The conduct monitors should start with their own conduct! We tolerate too much unjust conduct in this polity. Da Yie!”
He added in another post, “GLC should stop the persecution of Ama Governor. It has no power to monitor her or deny her a place at the Bar. Da Yie!”
Following a meeting held on Tuesday, October 17, 2023, the General Legal Counsel resolved that Elorm Ababio’s application should be declined due to certain elements noted in her public conduct prior to the submission of her application.
The Council reached two decisions:
Elorm Ababio is permitted to complete the necessary forms for her application to be called to the Bar at any point in time after the October 20, 2023, event.
In the interim, the General Legal Council will continue to monitor Elorm Ababio’s conduct.
BACKGROUND
In 2022, Ama Governor, despite fulfilling all the necessary prerequisites, faced a denial of her call to the Bar.
The General Legal Council cited a complaint alleging “conduct unbecoming of an applicant to be called to the Bar” as the reason for their decision, triggering widespread public reactions both on and off social media.
Many individuals questioned the rationale behind this decision, while others praised the General Legal Council for its stance.
Ama Governor herself vehemently refuted any claims of offensive behaviour or inappropriate communication. She maintained that she had not been informed of any specific instances of misconduct and believed that she had been treated unfairly.
However, in September 2023, during the 2022-2023 bar conference, the General Legal Council revealed in a report that a committee had considered the complaint and Ama Governor had been granted permission to commence her application to be called to the Bar for the October/November 2023 sessions.
His choice, while not unexpected, is mainly attributed to his extensive injury setbacks and extended periods of inactivity during his tenure at Real Madrid.
In an interview with L’Avenir news outlet, Hazard disclosed additional factors that influenced his decision to step away from the game.
“I always said that I would stop playing as soon as I no longer had fun on the field,” he is quoted to have said.
Insinuating that he could have swapped Europe for the Gulf, where a number of his contemporaries are currently plying their trade, he said: “I didn’t want to go play somewhere for the money. I didn’t enjoy training, and I didn’t play anymore. The decision was simple,” told L’Avenir.

Upon completion, these centres will offer various amenities, including a 5,000-seat stadium expandable to 10,000, an eight-lane running track, tennis courts, a gymnasium, a basketball court, handball courts, an ICT centre, an entrepreneurship centre, and a restaurant.

He narrated that he made an inquiry about a house in London and when Zionfelix got to know about the details of the sale, he quickly made a payment to secure the house.
“I went to inquire about a house in London and they were demanding the money so soon. So I told him [Zionfelix] and he said he would make payment on Monday, which he did. So I’m happy for him because he has just bought a house in London. There is a difference between truth and gossip and this is the truth,” said DJ Azonto.

In a legal development in the United Kingdom, the Ghanaian Government’s challenge regarding the procedures used for serving proceedings related to a judgment debt claim by GPGC, a subsidiary of the international commodities company Trafigura, has been dismissed by the High Court.
This legal dispute stems from GPGC’s lawsuit against the Ghanaian government concerning the termination of two power deals, resulting in a UK court awarding a judgement debt of US$140 million to the company.
Ghana argued that, according to existing laws, GPGC should have served the government through diplomatic channels. However, the court ruled in favour of GPGC, allowing them to use alternative methods of service.
The High Court concluded that Ghana’s attempt to invoke the State Immunity Act provisions as a basis for preventing Trafigura from serving them with judgment debt documents via post and email was not valid.
Trafigura effectively served the court documents via email, involving the finance ministry in the process. All correspondence was properly acknowledged, and court dates were agreed upon, as the Ghanaian government instructed its legal representatives to engage with the company.
“Trafigura, a multinational commodities-trading company based in Singapore, is the majority owner of GPGC, a power company which secured the award in January 2021 after an arbitral tribunal found that Ghana had unlawfully terminated a contract for the installation and operation of two power plants,” Global Arbitration Review wrote in an October 13 publication.
In GPGC v The Government of the Republic of Ghana, GPGC was represented by James Willan KC and Catherine Jung of Essex Court Chambers, instructed by Stephenson Harwood.
Ghana was represented by Stephen Houseman KC and Luke Tattershall, also of Essex Court, instructed by White & Case.
Dismissing Ghana’s challenge:
In dismissing Ghana’s application, Master Davison considered the wording of Section 12 of the SIA, which specifies that the “document(s) requiring service through diplomatic channels are ‘any writ or other document required to be served for instituting proceedings against a state’” (judge’s italics) and therefore whether serving documents post-arbitration could fall under the “instituting proceedings” definition.
GPGC argued that the documents to be served were part of a continuing process and were therefore not instituting proceedings; rather, the applications being made “were simply steps in the enforcement proceedings so instituted and could therefore be served by one of the ordinary methods of service or by alternative service”.
This is perhaps best illustrated byThe European Union v. The Syrian Arab Republic (2018), in which Mr. Justice Bryan ruled that the relevant provision in the Civil Procedure Rules (6.44), which has been adjudged to be coterminous with Section 12 of the SIA on several occasions, “is not concerned with the service of documentation once proceedings have been served upon a state.”.
Aside from the definition of “instituting proceedings” the SIA also allows for service outside diplomatic channels if there is “good reason” for an alternative method of service; in this respect, Master Davison decided that the “good reason” test had been passed because “this is a case where to require service through diplomatic channels would generate multiple periods of serious delay”.
And, given that the lease on Regina House was soon to expire, any delay could prove critical to enforcement proceedings.
