    SSNIT pays GHS510m in January pensions to over 253,000 retirees

    The Social Security and National Insurance Trust (SSNIT) has paid a total of GH₵510.21 million in pensions to 253,601 beneficiaries for January 2025.

    This payment, processed on January 16, 2025, highlights SSNIT’s dedication to ensuring retirees receive their benefits promptly.

    As part of its annual indexation process, SSNIT increased monthly pensions by 12% for 2025 in collaboration with the National Pensions Regulatory Authority (NPRA), as mandated by Section 80 of the National Pensions Act, 2008 (Act 766).

    For January 2025, the highest monthly pension under PNDC Law 247 reached GH₵201,792.37, while the lowest stood at GH₵396.58. Meanwhile, under Act 766, the maximum pension was GH₵28,703.01, with a minimum of GH₵300 for new pensioners.

    In December 2024, SSNIT distributed GH₵454.05 million to 252,766 pensioners. At that time, the highest pension under PNDC Law 247 was GH₵186,777.58, and the lowest was GH₵409.10. For pensions under Act 766, the maximum was GH₵26,506.66, with the minimum still at GH₵300.

    The next pension payment is slated for February 20, 2025. SSNIT has encouraged workers to safeguard their retirement by declaring their full earnings to the Trust, ensuring a secure and lifelong pension.

    Govt seeks to raise GHS6.353bn through T-bills this week

    The government plans to raise GH¢6.353 billion through a treasury bill auction this week as it continues relying on domestic borrowing.

    Following the swearing-in of President John Dramani Mahama, the first treasury bill auction of 2025 held on January 10 exceeded expectations, attracting bids worth GH¢8.075 billion.

    This was well above the target of GH¢5.198 billion, with an oversubscription of GH¢2.877 billion.

    According to auction results announced on January 13, the government accepted GH¢5.514 billion for the 91-day bills, GH¢1.417 billion for the 182-day bills, and GH¢1.145 billion for the 365-day bills, approving all bids submitted.

    The interest rates offered in the latest auction were set at 28.33% for 91-day bills, 28.96% for 182-day bills, and 30.17% for 365-day bills.

    With no access to international financial markets, the government has turned to treasury bills as a key borrowing tool to finance its operations.

    Sierra Leone’s ambassador to Guinea, Alimamy Bangura, has been recalled following the discovery of seven suitcases containing suspected cocaine in a vehicle belonging to the Sierra Leonean embassy.

    Guinean authorities detained the vehicle’s occupants on Monday after discovering “substances suspected to be cocaine,” according to Sierra Leone’s Foreign Minister, Alhaji Musa Timothy Kabba.

    The minister confirmed that the ambassador was not in the vehicle at the time and is not under arrest, but he has been called back to Freetown to provide a detailed explanation of the incident.

    “In light of this serious development, the government has urgently recalled Sierra Leone’s ambassador to Guinea…to provide a full account of the incident,” Kabba stated, adding, “It has not been proven that the ambassador is involved in this trafficking.”

    Guinean officials also reportedly found $2,000 in cash alongside the suspected drugs, though the exact quantity of the substances remains undisclosed. Kabba emphasized that Sierra Leone is fully cooperating with Guinea in an extensive investigation, vowing accountability for anyone implicated.

    “Anyone found guilty of breaking Sierra Leonean and international drug trafficking laws will face the full force of the law,” he pledged.

    This incident sheds light on West Africa’s persistent role as a transit hub for cocaine trafficking from Latin America to Europe. While most of the drugs are destined for international markets, local consumption has been on the rise.

    Sierra Leone has been grappling with a growing drug crisis, with President Julius Maada Bio declaring drug abuse a national emergency in April. The rise of “Kush,” a dangerous mix of addictive substances, has plagued local communities, prompting calls for government intervention to address both trafficking and the social impact of drug abuse.

    The would-be African nation in love with Donald Trump

    Many people in Somaliland are convinced that the United States, under the incoming presidency of Donald Trump, is poised to become the world’s first country to recognise the self-declared republic.

    The territory declared independence 33 years ago after Somalia descended into civil war – and in many ways has functioned as a de facto nation-state ever since.

    “Donald is our saviour. He is a wise and practical man. God bless America,” says university student Aisha Ismail, whose voice trembles with delight at the prospect.

    She is speaking to me from Hargeisa, Somaliland’s capital – a city 850km (530 miles) north of Mogadishu, the seat of the Somali government.

    For those in Mogadishu, Somaliland is an indivisible part of Somalia.

    “I doubt Donald Trump knows what Somaliland is, never mind where it is,” says Abdi Mohamud, a data analyst in Mogadishu, whose voice starts to shake.

    “I am spitting fire.”

    He is so angry because Ms Ismail’s great expectation is not necessarily a pipe dream, at least in the long term.

    Powerful and influential Republicans are pushing for the same thing, including Congressman Scott Perry who last month introduced a bill proposing formal US recognition for Somaliland.

    It followed the publication in April 2023 of Project 2025, a roadmap for the second Trump presidency compiled by the prominent right-wing Heritage Foundation and more than 100 other conservative organisations

    The document mentions only two African territories in its sub-Saharan Africa section – Somaliland and Djibouti – and proposes “the recognition of Somaliland statehood as a hedge against the US’s deteriorating position in Djibouti”.

    However, the fact that sub-Saharan Africa takes up less than two pages in the 900-plus page plan suggests the continent is very low on the priority list.

    Also, there is no guarantee the incoming administration will follow the blueprint, some of which Trump has already disavowed.

    But one thing is clear. The US has already started to change its stance on Somaliland, moving away from its Mogadishu-focused approach, known as the “one-track” Somalia policy.

    Somalia has cost the US dearly in financial, resource and human terms since the early 1990s when the bodies of 18 American servicemen were dragged through the streets of Mogadishu after US helicopters were shot down by Somali clan fighters.

    The battle, known as “Black Hawk Down”, was America’s worst in terms of casualties since the Vietnam War.

    “Any move towards recognising Somaliland’s independence would not only contravene Somalia’s sovereignty but also destabilise the region by setting a dangerous precedent,” says Somali State Minister for Foreign Affairs Ali Mohamed Omar.

    The African Union and other global powers believe territorial integrity is paramount. Recognising Somaliland could set off a chain reaction with separatists across the world demanding recognition for the territories they claim.

    Omar also highlighted concerns about a possible repeat of the first Trump administration’s decision to withdraw from Somalia most American troops who have been fighting al-Shabab, regularly described as al-Qaeda’s most successful affiliate.

    Under Joe Biden’s presidency about 500 US troops have been stationed in Somalia – carrying out special operations and training an elite Somali force, Danab, which means “Lightning” and has proved more effective than the regular Somali army at rooting out al-Shabab.

    The Americans have an airbase at Baledogle, north-west of Mogadishu, and conduct regular airstrikes against Islamist insurgents.

    “A withdrawal would create a significant security vacuum, emboldening terrorist groups and threatening the stability of not only Somalia but the broader Horn of Africa,” Omar warned.

    The minister’s remarks are in a similar vein but more measured than Somalia’s response to a deal between Somaliland and Ethiopia whereby recognition would reportedly be granted in exchange for sea access.

    I received late-night calls from Somalis who said they were unable to sleep over the controversial proposal.

    Somalia’s then-Environment Minister Aden Ibrahim Aw Hirsi told me at the time: “You are always going on about ‘political bombshells’ in your reporting.

    “People here are talking about a political earthquake. This is far more serious. It is a tsunami.”

    Turkey has since mediated an end to the feud but the fact that Somalia recently signed a $600,000 (£492,000) a year deal with top Washington lobbying firm, the BGR Group, suggests it is worried about relations with the incoming Trump administration.

    The US last month abstained from voting on a UN Security Council resolution to fund the latest incarnation of the African Union intervention force in Somalia.

    A key architect of Republican Africa thinking, especially when it comes to Somali issues, is Joshua Meservey, who recently moved from the Heritage Foundation to the right-leaning Hudson Institute.

    “The case for Somaliland in US terms is very compelling,” he argues. “I think the question of recognition will definitely be discussed, although the guiding north star is what is best for US national interests in practical terms.”

    Senior Africa officials under Trump mark one, including the former Assistant Secretary of State for African Affairs, Tibor Nagy, and Africa envoy, Peter Pham, are energetic supporters of Somaliland’s independence.

    Like many American Republicans, Somaliland’s Foreign Minister Abdirahman Dahir Adan sees the relationship in transactional terms.

    “If the deal is good for us, we will take it. If the US wants a military base here we will give it to them.”

    Recognition sympathisers argue that Somaliland is located at the site of several converging US interests – economic, military and strategic.

    Mr Meservey adds that the territory should be “rewarded” for adhering to democratic principles, not relying on foreign aid and having a small government.

    Its long coastline runs along one of the world’s busiest shipping lanes.

    Yemen’s Iranian-backed Houthi rebels may have replaced Somali pirates as the main disruptor of traffic in the area but the attacks remain a major threat to global trade and draw the region closer to the war in the Middle East.

    The scramble for foreign bases along the Horn of Africa’s coast is of concern to the US, which established its largest military facility on the continent in Djibouti in 2002.

    Russia has its eyes on Port Sudan; the United Arab Emirates (UAE) used Eritrea’s Assab to fight the Houthis and Djibouti is chock-a-block with foreign forces, including the Chinese, who not only have a well-placed military facility but also run the huge port.

    Turkey’s largest base on foreign soil stretches along Somalia’s coastline just south of Mogadishu.

    Dealing with a rising China is a top Trump priority.

    The US has accused the Chinese of interfering with its activities in Djibouti by shining lasers into the eyes of its air force pilots and is keen to move elsewhere.

    It also wants to disrupt China’s Belt and Road Initiative, which is taking over much of Africa.

    The Red Sea port of Berbera, whether you see it as part of Somaliland or Somalia, has much to offer as an alternative.

    China is not there; indeed it is outraged that Taiwan in 2020 established diplomatic relations with the breakaway republic.

    The UAE, a key US ally, runs the recently expanded port and hopes it will rival Djibouti.

    During the Biden administration, top American officials, including the chief of US Africa Command (Africom), conducted site visits of Berbera, which has a 4km runway ironically constructed by the Soviet Union during the Cold War.

    This was later identified by the US as an emergency landing site for space shuttles – interesting given Trump’s ally Elon Musk’s obsession with space.

    In 2022, the US National Defence Authorisation Act was amended to include Somaliland, enhancing security co-operation and potentially paving the way for stronger diplomatic and economic ties.

    Pro-recognition Republicans have presented Somaliland as a good business case, hoping to appeal to Trump’s deal-making approach. Project 2025 used the term “hedge”.

    A US-based Somaliland diplomat said: “It depends how they sell it to him. They have to make it attractive; they have to seduce him.”

    Whether he means it or not, bringing up the explosive issue of recognition would likely suit Trump the disruptor.

    It would certainly bring him attention and he could boast about being first.

    It would also enrage Somalia, a country he included in his reported 2018 list of “shithole” nations and a place to which he wants to deport undocumented Somalis, failed asylum seekers and criminals.

    There is already talk in Somaliland that the territory will be used as a “dumping ground” for such people in exchange for US recognition.

    US academic Ken Menkhaus, who has followed Somali issues for decades, brings much-needed balance to the debate.

    “It is very likely we will see significant shifts in US policy towards Somaliland and Somalia,” he says.

    “Mr Trump has a deep suspicion of foreign aid, is sceptical about state-building and is a neo-isolationist.”

    The Horn of Africa needs to be braced for change.

    Crop yields increased with distribution of 2.7m bags of fertilizer – Akufo-Addo

    Former President Nana Akufo-Addo has said that the Ministry of Food and Agriculture (MoFA) distributed more than 2.7 million bags of fertilizer as part of the previous administration’s flagship program, ‘Planting for Food and Jobs.’

    While presenting his final State of the Nation Address to Parliament on January 3, the former president revealed: “Through the distribution of over 2.7 million bags of fertiliser and improved seedlings, the sector increased crop yields and enhanced Ghana’s food security potential”.

    Former President Nana Akufo-Addo reported significant increases in crop production between 2017 and 2023, claiming a 110 percent rise in maize output, a 48 percent increase in rice, and a 150 percent surge in soybean production.

    He also highlighted the establishment of 140 agricultural mechanization centers and the rehabilitation of irrigation schemes, which he believes have modernized farming practices and reduced the sector’s reliance on rain-fed agriculture.

    However, contrasting views have emerged, particularly from the Peasant Farmers Association of Ghana (PFAG), which has been calling for a performance audit of the ‘Planting for Food and Jobs’ (PFJ) policy since 2019.

    In 2022, various agriculture stakeholders criticized the PFJ, deeming it a waste of government funds due to the negligible price difference between subsidized fertilizer and market prices—only about GH¢10. Farmers argued that they received better-quality inputs in the open market compared to the often subpar supplies distributed under the policy.

    Dr. Charles Nyaaba, former Executive Director of PFAG, expressed concerns that the PFJ did not fully benefit farmers. He claimed that much of the 2.7 million bags of fertilizer distributed was not actually given to farmers, but instead was hoarded for political purposes.

    “In the first phase of the policy, hoarding, smuggling and corruption dented the PFJ programme, wherein contracts were offered to distributors who supplied substandard inputs without any monitoring and quality control systems,” he said.

    Despite claims of modernizing farming practices and reducing dependence on rain-fed agriculture, the World Bank reports that only three percent of Ghana’s agricultural land is effectively irrigated.

    The Bank points out that Ghana has significant irrigation potential, with estimates suggesting up to 1.9 million hectares of land could be irrigated. However, only about three percent of the country’s cultivated land currently benefits from proper irrigation, leaving Ghana heavily reliant on rainfall for farming.

    Furthermore, the World Bank highlights that while Ghana has 104 central pivot irrigation systems, each covering at least 40 acres, nearly 98 percent of these systems are non-functional.

    In contrast, countries like Burkina Faso, Niger, and Nigeria are outperforming Ghana in terms of irrigation coverage.

    “The performance of peers in the region calls for drastic prioritisation of irrigation by governments and other stakeholders, if indeed the country’s agriculture is to reach the next level,” the Bank said.

    Equally, data from the Ghana Grains Council (GGC) indicate that dry spells and drought conditions have affected 1.8 million hectares of agricultural land in the country, resulting in crop revenue losses amounting to some GH¢22.2billion between 2023 and last year.

    The Council noted that Northern and Savannah Regions – which are responsible for significant portions of the country’s maize, millet, sorghum and rice – were hit hardest.

    According to the GGC, maize yields fell by 35 percent and rice production by 25 percent – with millet and sorghum yields dropping by some 20 percent between 2023 and last year.

    Education policy advocacy group, Africa Education Watch (Eduwatch), has called on Haruna Iddrisu, the Minority Leader in Parliament, to ensure that at least 20% of Ghana’s public budget is allocated to education.

    This appeal is aimed at facilitating the fulfillment of the National Democratic Congress (NDC)’s ambitious education promises outlined in its manifesto.

    In a statement, Eduwatch emphasized the importance of adequate funding to address the challenges facing Ghana’s education sector.

    “We expect the minister to influence the education budget to ensure that at least 20% of the public budget is allocated to education. This allocation would form the foundation for delivering on the 140 education promises in the NDC manifesto, with significant progress expected within the first year,” the statement read.

    The group argued that consistent investment in education is critical to improving access, quality, and equity across all levels of learning. It noted that the manifesto’s promises, which include infrastructure development, teacher training, and improved learning materials, can only be realized with a strong financial commitment.

    Eduwatch further highlighted the broader implications of education investment, pointing out that a robust education budget contributes to national development by building human capital and reducing unemployment.

    In addition to advocating for increased funding, Mr. Asare called for the convening of a national education conference.

    Former UT Bank CEO, Prince Kofi Amoabeng, has raised concerns about the influence of the International Monetary Fund (IMF) on Ghana’s banking reforms, particularly in the closure of his bank.

    Speaking on Joy News’ PM Express Business Edition on January 16, Amoabeng referred to a comment by the Bank of Ghana Governor suggesting IMF’s involvement in the banking sector reforms, stating, “It’s a sad statement… It means the leadership in Africa don’t have the independence and the will to do what is right for their country, and they have to be dictated to.”

    Amoabeng criticized the approach used in shutting down UT Bank, describing it as excessive and unwarranted.

    “Did IMF ask them to close UT Bank at 6 a.m. with Bank of Ghana officials and police in Rambo style to remove the signage? The process was certainly wrong,” he lamented.

    He also questioned the broader implications of IMF directives, accusing authorities of exceeding their mandate. “Did the IMF tell them to collapse the entire UT Group or attack the founder who had resigned 20 months earlier? These actions went beyond IMF’s instructions,” he said.

    Highlighting the human and financial toll, Amoabeng noted, “UT Bank was a listed company with about 15,000 shareholders. The government didn’t address the impact on staff, investors, or shareholders. Was that all under IMF orders?”

    Amoabeng’s reflections underscore concerns about Africa’s economic sovereignty and the repercussions of decisions made under external influence. He concluded, “The revelations expose weaknesses in governance and the economy, showing leaders who simply follow instructions without considering the consequences.”

    ECG privatisation gets backing from Energy experts

    Energy experts have thrown their weight behind the proposal by energy minister-designate John Abdulai Jinapor to involve the private sector in the management of the Electricity Company of Ghana (ECG).

    Speaking during his vetting by Parliament’s Appointments Committee, the minister-designate revealed his intention to roll out this initiative within six months of taking office.

    He argued that the significant debt burden in Ghana’s energy sector, exceeding US$3 billion, stems largely from inefficiencies in operations, which have resulted in unpaid electricity bills for power supplied and used.

    “If you take most of our debt, a chunk of it is power sold, delivered and revenue not collected,” he said.

    The ballooning energy sector debt has long been a significant financial challenge, placing immense pressure on state utilities and threatening the country’s economic stability.

    To address this issue, Mr. Jinapor outlined a plan to prioritise revenue collection and improve operational efficiency through private-sector participation, particularly in billing and revenue collection for ECG.

    Reacting to this development, Dr. Theo Acheampong, a petroleum economist, reckoned that considering the mess at ECG, some form of privatisation is the way to go.

    “However, the process of privatisation must be completely transparent and accountable. We do not want a repeat of the PDS situation where certain vested interests who were not fit to run such a utility wanted it for their own advantage,” Dr. Acheampong cautioned.

    He asserted that part of the inefficiencies in the sector is already included in the bills that households and businesses pay, stressing that private participation will force ECG to collect more of the power they sell.

    On local institutional participation in this potential privatisation, Dr. Acheampong said: “That goes for the proposed model—local institutional investors should have like 25–30 percent, GoG SPV another 20 percent, and the rest floated to other private sector”.

    Alternatively, he added that “they can contract a management team like we did with Ghana Water—remember Aqua Vitens Rand, although the lessons there were not great.”

    Similarly, the Executive Director of the Institute for Energy Security (IES), Nana Amoasi VII, stated that the involvement of PSP in the operation of ECG could lead to the introduction of advanced technologies.

    It will also help streamline processes, improve billing accuracy, reduce delays and fraud, and ultimately minimise revenue leakages.

    “Performance-based contracts associated with PSP tend to incentivise private participants to meet strict collection rate targets, service quality, among others. Again, privatisation can address ECG’s challenges with high operational losses and non-payment by introducing strict enforcement mechanisms set by the regulator,” he stated.

    However, he argued that outsourcing the billing and revenue collection functions could undermine transparency and government oversight.

    He further cautioned that if not properly regulated, private entities could exploit the system through practices such as inflated billing. He noted that privatisation might also be perceived by consumers as prioritising profits over social welfare, potentially sparking resistance from consumers, civil society organisations (CSOs), and labour unions.

    Equally important is the need for strong regulatory oversight to ensure that PSP does not lead to excessive tariffs or reduced access for low-income households, he said.

    To address this, he called for the strengthening of the Public Utilities Regulatory Commission (PURC) to set and enforce fair tariff structures while preventing price gouging.

    “The government must also include provisions in privatisation agreements that mandate operators to prioritise service expansion, particularly to underserved areas. Most importantly, they must engage with civil society and consumer groups in decision-making to ensure policies reflect the needs of all stakeholders,” he further stated.

    Dr. Elikplim Kwabla Apetorgbor, a power systems economist, has also advocated for ECG to leverage technology to enhance efficiency. He maintains that outdated monitoring systems undermine ECG’s ability to track usage and prevent theft.

    To this end, he recommended “adopting geospatial technology and real-time monitoring systems can revolutionise metre tracking, minimise losses and enhance operational efficiency”.

    On the energy sector debt, he noted that ECG’s US$1.82 billion debt to Independent Power Producers (IPPs) is unsustainable. He, therefore, asserted that exploring mineral resource-backed debt swaps and renegotiating terms can significantly reduce arrears, enhancing fiscal sustainability.

    While assessing the work of the Northern Electricity Department Company (NEDCo) and ECG, Dr. Apetorgbor noted that operating as separate entities has led to inefficiencies and redundancies. He suggested that a merger would streamline operations, cut costs and strengthen service delivery through unified management and expanded resources.

    “The Cash Waterfall Mechanism Committee (CWMC) currently controls ECG’s revenue allocation, limiting its operational flexibility. Restoring revenue management to ECG would improve accountability and resource prioritisation,” he stated.

    The Police Service has arrested three suspects for allegedly smuggling cocoa beans to neighboring countries, Togo or Burkina Faso. 

    The suspects include a driver and two assistants who were found transporting 1,473 maxi bags of cocoa beans hidden under lumber.

    The suspects have been granted bail and are assisting the police with investigations. Two additional drivers involved in the operation remain at large.

    The COCOBOD Anti-Smuggling Task Force intercepted the trucks—bearing registration numbers GR 7237-21, GR 314-24, and AS 5278-23—at Nkrankwanta in the Dormaa West District of the Bono Region.

    In a media briefing in Sunyani, Mr. Michael P.K. Asumanu, Regional Administrator for the Bono, Bono East, and Ahafo regions of COCOBOD, explained that the task force is made up of personnel from the Police Service, the National Investigative Bureau, National Security, and COCOBOD itself.

    The seized trucks are now secured at the Bono Regional Police Headquarters, while COCOBOD has taken possession of the cocoa beans, as no individual has come forward to claim ownership.

    Mr. Asumanu emphasized that smuggling causes significant economic loss to the nation, as cocoa is a major contributor to the economy. He urged the public to support efforts to combat the smuggling of cocoa beans, stating, “We have designed rewards for informants.”

    In addition, Mr. Emmanuel Ntiako, Acting Regional Manager of the Forestry Commission for the Bono Region, informed the media that the commission was also evaluating the lumber involved in the operation.

    Sammy Awuku labels betting tax as counterproductive following resignation

    Former Director-General of the National Lottery Authority (NLA) and New Patriotic Party (NPP) Member of Parliament for Akuapem North, Sammy Awuku, has commended the Mahama-led administration for its decision to scrap the controversial betting tax.

    In an interview with Adom News’ Parliamentary Correspondent, Ohene Amponsah, Mr. Awuku criticized the tax as ineffective, describing it as a “voluntary tax” that failed to meet its intended objectives.

    “I have been consistent with my position under both the Akufo-Addo government and now Mahama’s that the betting and lottery tax is counterproductive and will not help the nation. It is a voluntary tax,” he remarked.

    He called on the government to engage stakeholders in the gaming industry to establish specific revenue targets instead of shifting the tax burden onto players. According to him, such an approach risks driving bettors toward illegal operators.

    “Government must sit with the stakeholders and set targets for them to pay, rather than passing it on to the player. The tax will make illegal betting operators more attractive to players,” Mr. Awuku cautioned.

    He further advocated for stronger incentives for companies adhering to regulations and urged the government to review laws governing the gaming sector. He emphasized the need for stricter penalties for illegal operators, likening such offenses to financial crimes in other jurisdictions.

    “It is considered a financial crime in some jurisdictions, so punishments must not be based on the judge’s discretion,” he stressed.

    In August 2023, the Ghana Revenue Authority (GRA) introduced a 10% tax on winnings from sports betting and lotteries, sparking widespread backlash. Many critics blamed the NLA for initiating the policy.

    However, Mr. Awuku disclosed that during his tenure at the NLA, the authority was not consulted before the tax’s implementation.

    Ghana’s local currency, the cedi, has shown slight gains against key international currencies, including the US dollar, as observed in forex bureaus since October 2024.

    The Central Bank’s daily update reported that as of 9:00 AM on January 15, 2025, the cedi was trading at a buying rate of GH¢14.84 and a selling rate of GH¢14.85.

    For other notable currencies, the British pound was trading at GH¢18.17 for buying and GH¢18.19 for selling, while the euro was exchanged at GH¢15.28 and GH¢15.30, respectively.

    By 9:00 AM on January 16, 2025, GhanaWeb Business revealed that the cedi was slightly weaker at GH¢15.85 to the dollar and GH¢19.70 to the pound at major forex bureaus. Meanwhile, the euro was retailing at GH¢16.60.

    To mitigate the currency’s earlier depreciation, the Bank of Ghana injected over $200 million into the economy during the last quarter of 2024, reflecting efforts to stabilize the local currency.

    Who heads the National Insurance Commission?

    As President John Dramani Mahama continues to make appointments into key positions to help with his government’s agenda to reset Ghana, players in the insurance industry are beginning to wonder who may be heading to the National Insurance Commission (NIC) as Commissioner.

    The NIC is the regulatory body of the Ghana insurance industry and its mandate as enshrined in the Insurance Act, 2021 (Act 1061) includes regulation and supervision of the insurance industry, consumer protection, licensing and registration, market development, risk management and solvency monitoring, implementation of policies and standards, capacity building and training, data collection and reporting and support for government policies.

    Getting the appointment of the NIC Commissioner right has significant implications for the growth of the industry. As is well-known, the insurance industry has remained a pale shadow of its potential with a perpetually atrophied penetration rate below 2%. The industry has yet to become a major contributor to the economy by way of jobs and tax revenue.

    Even in its primary role of offering a financial cushion to citizens, the industry has failed to show any direction when disasters have struck the economy. Companies in the industry are bedevilled with unsustainable premiums, excessive stifling regulation, and slow growth. President Mahama has promised a strong economy and growth through the 24 Hour Economy among other initiatives.

    The soon-to-be-confirmed Finance Minister, Dr. Cassiel Ato Forson has signalled strong leadership to stabilise the economy and deliver shared growth and prosperity. Insuring the 24 Hour economy will require fresh thinking and a departure from business as usual if the insurance industry is to become relevant.

    A few names are making the rounds as the lobbying for the role of the Insurance Commissioner takes steam. Unlike in previous regimes, there are complex interests emerging. This article profiles some of the popular names and attempts a look at what each candidate brings to the position.

    Michael Kofi Andoh

    Michael Andoh is the Acting Commissioner, a position he was appointed into by the Akufo-Addo NPP government. The previous government had a strong interest in having him as the Commissioner but he failed to meet the qualification criteria before they were voted out by the people of Ghana. Kofi, as he is affectionately called, is fighting to stay in the position as Acting Commissioner and to eventually be confirmed by the Mahama government.

    In addition to his backers in the previous government who would want to keep their influence and control of the industry through him, he has managed to get the support of influential people close to the president, key amongst whom is Dr. Joseph Dorh, the Managing Director of Prime Insurance. If the attempts to hold on to power fail, Andoh would want to put forward Seth Eshun, an ally of his who was sacked from the NIC a few years back for Dorh to push forward.

    Faris Elias Attrikie

    Faris Attrickie was the General Manager in charge of Technical Operations at SIC until his employment was terminated by the immediate past Managing Director. Attrickie was a jovial character who created laughter everywhere he went.

    Faris is staging a come-back move into the industry and he has his eyes firmly set on the National Insurance Commission top job. Faris Attrickie is technically savvy in insurance operations and has over 20 years of industry experience.

    Seth Aklasi

    Seth Aklasi is an industry veteran who is on his way out as the Managing Director of Donewell Insurance Company Limited in a few months. The insurance industry has a regulation that limits Managing Directors who hold no shares in the companies they manage to a maximum of 10 years. Seth’s 10 years at Donewell is up and he is desperately looking for what he calls a “retirement job”.

    Being the current President of the Ghana Insurers Association (GIA), Seth has a lot going for him. Additionally, his bid is being championed by a strong man, Fiifi Kwetey, the General Secretary of the NDC. Fiifi’s interest is primarily to get the job for an Ewe brother.

    For an industry in need of fresh energy, experts are wondering whether the Commissioner job should be treated as a retirement job.

    Dr. Martha Adusei

    Dr Martha Adusei is the Ashanti Regional Area Manager of SIC. She is an experienced marketing professional with over 20 years experience in the insurance industry. Although strongly linked with officials of former president Akufo-Addo’s government, she is lobbying through members of the NDC Ashanti regional leadership.

    Martha is hardly known in the broader industry and it is difficult to tell what she could bring to the top job if she were to get selected.

    Dr. Abiba Zakariah

    Abiba Zakariah is an industry old lady and former Managing Director of Ghana Reinsurance Company. In addition to her gender advantage especially in the age of affirmative action, Abiba is a “Northerner” and is therefore viewed to enjoy the support of President John Mahama. Abiba recently enrolled as a trainee pastor at the Assemblies of God Church, a strategic move which is believed will give her a further advantage as President Mahama is himself a member of the church.

    The key question about Abiba is whether she has anything left in her tank to drive accelerated growth in the industry since she is in the dying embers of her career. Just like Seth, the NIC job appears to be her dream retirement job. People in her close circles speak of her personal ambition to become the most powerful woman in the insurance industry before she exits. As of now, the stars appear to be aligned for her to realise her long-held ambition.

    Henry Bukari

    Henry Bukari is the Managing Director of Phoenix Insurance. Henry is emerging as a compromise candidate who may surprise everyone and get the nod. He is being sponsored by Emmanuel Adu-Sarkodee, the owner of Phoenix Insurance Company Limited, the founder of CDH Group.

    Henry is currently the chair of the Ecowas Brown Card Board in Ghana. He is a lawyer and has been a stable hand steering Phoenix Insurance since becoming Managing Director about seven years ago. Henry is liked by the industry given his soft nature. Key concerns about Henry are how he will moderate the interest of Sarkodee if he were to get the job of Commissioner, and whether he has any innovation in his bones to lead the transformation of the NIC.

    Conclusion

    The last time the National Insurance Commission saw a real decisive leader was during the tenure of Ms. Lydia Lariba Bawah. Ms Bawah implemented the No Premium, No Cover Directive which saved the industry from near collapse. Justice Yaw Ofori who came after Ms Bawah was a strong man whose tenure served to strategically aid the industry take-over of Ken Ofori-Attah owned Enterprise Insurance. Since Justice retired and Andoh took over, the industry has almost ground to a halt. It remains to be seen what decision the appointing authorities will make to revive the insurance industry and reset it on a path of accelerated growth.

    Ghanaian actress and influencer Priscilla Opoku Agyeman, widely known as Ahuofe Patri, has shared a surprising story about being scammed while trying to order fried rice and chicken from the popular restaurant Papaye.

    In a video, the former Boys Kasa actress explained that during a film shoot, she got really hungry and decided to order some food.

    “The restaurant was close by, but I didn’t want to risk leaving the set and disrupting the schedule, so I decided to order delivery instead,” she shared.

    While searching online for Papaye’s contact, she unknowingly connected with someone pretending to work for the restaurant.

    “They asked me to make payment before delivery, and even though I was hesitant, I decided to go ahead,” Ahuofe said.

    After she made the payment, she received an SMS with a code and was told not to share it. Shortly after, she got another call demanding the code.

    “I told them I wasn’t comfortable giving out the code, but they insisted it was necessary to complete the transaction,” she explained.

    Reluctantly, she shared the code and soon realized she had been scammed.

    “I received multiple messages authorizing a withdrawal of 300 cedis from my account. I quickly cancelled the transaction,” she added.

    Frustrated but determined to eat, Ahuofe went to the restaurant in person to buy the food herself. However, she was stunned by how the staff reacted when she shared her experience.

    The event opened with a welcoming address by Yofi Grant, CEO of the Ghana Investment Promotion Centre, who highlighted AMW’s role in enhancing Ghana’s music tourism appeal and reinforcing the country’s position as a premier hub for cultural experiences.

    Julz Ossom, the Founder and President of African Music Week, presented the initiative, emphasizing its mission to strengthen connections within Africa’s music sector and elevate African artists on the global stage, particularly in Ghana and Canada. The program also included a keynote address by Ruddy Kwakye, Founder and CEO of The Rave Group, titled “Music Tourism in Ghana: Leveraging it to Build a Sustainable Music Industry,” underscored how music tourism can drive economic growth, cultural exchange, and industry development.

    Bank of Ghana issues new lending rules for financial institutions

    The Bank of Ghana has issued the Large Exposures Directive for Banks, Savings and Loans, Finance Houses and Financial Holding Companies.

    The objectives of the directive are to limit the maximum loss that Regulated Financial Institutions (RFIs) can incur in the event of the sudden failure of a counterparty or a group of connected counterparties to a level that does not endanger the RFI’s solvency; Provide direction to RFIs on regulatory requirements in order to eliminate any ambiguities in the interpretation of the rules related to limits on financial exposures; among others.

    Section 92 (2)(a) of Act 930 states that the Bank of Ghana may issue directives to provide for the lending limits on credits extended to insiders and the limitations for advances or credit facilities to a single borrower.

    Section 77 (1) of Act 930 provides that the BoG may, in respect of a prudential limit prescribed under this Act, impose a stricter limit for banks, specialised deposit-taking institutions or financial holding companies or a class of specialised deposit-taking institutions or a particular bank, specialised deposit-taking institution or financial holding company for the period that the Bank of Ghana considers appropriate.

    The effective implementation date of the directive shall be January 1, 2026.

    RFIs are expected to conduct impact assessments prior to the implementation date and where there are non-compliance with the requirements of this directive, submit a credible Board-approved plan acceptable to the BoG by June 30, 2025 detailing the manner RFIs propose to achieve compliance.

    The submitted plan shall include the proposed time frame within which it proposes to become fully compliant with this Directive which shall not, in any event, exceed six (6) months from the required submission date.

    This directive is applicable to all RFIs’ exposures to single counterparties and groups of connected counterparties irrespective of their performance or the quality of any pledged collateral.

    A Manhattan judge ruled on Thursday that an Alabama woman, who claims she was raped by Jay-Z and Sean “Diddy” Combs at the age of 13, can proceed with her lawsuit against the music moguls anonymously.

    In her written decision, Judge Analisa Torres allowed the woman, referred to as “Jane Doe,” to keep her identity private.

    “Jane Doe,” to remain anonymous during the early stages of the litigation. However, she indicated the woman might need to reveal her identity later if the case moves forward, enabling defense attorneys to gather evidence for trial. The judge also acknowledged the case’s “substantial public interest.”

    Judge Torres criticized Jay-Z’s lawyer, Alex Spiro, for submitting “combative motions” and using “inflammatory language” against the plaintiff’s attorney, Tony Buzbee. She described Spiro’s tactics as inappropriate and a drain on judicial resources, stating they would not expedite the legal process.

    Combs is currently in federal custody in New York, awaiting a trial for sex trafficking charges. He is also facing a growing number of sexual assault lawsuits, many filed by Buzbee, a Texas lawyer representing over 150 people, both men and women, who accuse Combs of sexual abuse and exploitation.

    The lawsuits claim that Combs hosted parties in New York, California, and Florida, where guests were allegedly drugged and assaulted.

    Combs’ legal team has called these claims “publicity stunts,” while Jay-Z has accused Buzbee of trying to blackmail him into settling the Alabama woman’s allegations.

    The lawsuit claims that in 2000, when the woman was 13, she traveled from Rochester to New York City to attend an MTV Music Awards after-party. She says she was assaulted by Jay-Z and Combs after meeting a limousine driver who took her to the event.

    Jay-Z’s lawyer, Spiro, who has only represented him for a few weeks, filed a motion to have Jay-Z removed from the case. He also requested a hearing shortly after the motion on December 18, pointing out inconsistencies in the woman’s story, including details from a recent NBC interview.

    One of the contradictions Spiro mentioned was that the woman said she watched the awards show on a jumbotron outside the venue, even though there was no jumbotron. He also pointed out that the woman’s father denied traveling to New York City to pick her up, as she had claimed.

    Judge Torres admonished Spiro for his aggressive filings, writing: “Counsel’s relentless submission of combative motions containing inflammatory language and ad hominem attacks is inappropriate, a waste of judicial resources, and a tactic unlikely to benefit his client. The Court will not fast-track the judicial process merely because counsel demands it.”

    Buzbee declined to comment on the ruling, citing firm policy, according to a report by AP.
