    NCA makes U-turn, ‘begs’ for Elon Musk’s Starlink amid Internet crisis in Ghana

    Three months ago, the operations of Starlink, the satellite internet service provided by SpaceX, owned by Elon Musk, were deemed illegal in Ghana.

    In a press release issued on December 7, 2023, the National Communications Authority (NCA) stated that Starlink has not been licensed to operate in the country, and none of its equipment has been approved.

    As such, the Authority warned the public against purchasing any equipment or services from Starlink. Also, individuals or companies involved in the sale or operation of Starlink services were directed to cease and desist immediately.

    Presently, it appears that the very company Ghana did not want to do business with is the very one that can mitigate the effect of the network crisis that has hit several countries, such Liberia, South Africa, Ivory Coast, Ghana, among others.

    On Thursday, March 14, mobile network customers observed hours of disruption in internet, data and voice services providers by telecommunication companies in the country.

    The difficulty experienced by companies and members of the general public has been attributed to outages on multiple submarines optic fibre cables that come into Ghana.

    The NCA, in its update on the crisis over the weekend, noted that information gathered indicates that it would take at least five weeks for challenges with the submarines optic fibre cables be resolved.

    On Monday, March 18, Ursula Owusu-Ekuful, who heads the Ministry of Communications and Digitalisation, which oversees the running of the NCA, made an appearance before Parliament to brief the House on the steps government has taken to ensure businesses and Ghanaians are protected during the internet crisis.

    Part of the interim solution is to run to Starlink for assistance, she said.

    “We have licensed satellite gateway air stations, landing rights, and satellite air station networks. One web has already been licensed. Starlink is in the process of being licensed and other operators are being encouraged to land in Ghana,” the minister said.

    The issue of Starlink’s past was brought up in Parliament and Madam Owusu-Ekuful has assured that the ministry has conducted due diligence and is prepared to grant an operating license to Starlink to enhance internet accessibility.

    “A draft framework was subjected to industry consultation and approved by industry. The objective of the framework is to provide increased regulatory oversight for the services, more connectivity solutions or options for consumers, and other measures,” she added.

    She noted, however, that the service provided by Starlink is costly. According to her, there are plans to involve other sector players to serve individuals across various economic backgrounds.

    “However, I must remind us all that the fee charged by the satellite, low-earth orbit satellite operators like Starlink for hardware and services show that they will cater for high-end value subscribers because they are expensive.

    “We’re currently also having discussions about affordable back-haul satellite solutions with all satellite service providers under the auspices of the ITU. This conversation has been ongoing for a while, but I believe what has happened in the recent past will activate and energise these discussions for solutions to be reached soon.”

    As of December 2023, it was reported that some middlemen in Ghana were offering Starlink services, quoting installation prices ranging between GHS1,100 and GHS18,000 monthly.

    Under the current circumstances, these prices are likely to increase by half of these prices or double due to factors such as increasing demand or producer pricing.

    Starlink, a constellation of Low Earth Orbit (LEO) satellites launched by SpaceX, aims to provide high-speed internet access globally, even in hard-to-reach areas.

    Nana Kwame Bediako, also known as Cheddar, the founder of The New Force, has expressed his interest in acquiring one of the two major English football clubs.

    The Ghanaian businessman, who is aspiring to run as an independent candidate in Ghana’s 2024 election, stated his desire to purchase either Chelsea FC or Manchester United to demonstrate that Africans.

    “As I sit here I hope to raise money to buy Chelsea at the blind side of the public or buy Manchester United and show the white man that the Black man is also powerful. I would like to invest and have an African Champions League just like what pertains in Europe.

    “Let’s build strong leagues in Africa so that we can sell our players outright to Europe instead of smuggling players through dubious means for peanuts,” he stressed.

    Nana Kwame Bediako, who hails from Kumasi, emphasized the importance of Ghana leveraging its former football stars, particularly in negotiating favorable deals for players’ transfers abroad.

    The leader of The New Force expressed his belief that Ghana has not effectively utilized its football legends in this aspect, which he finds puzzling.

    “A few days ago I went to the late Papa Arko’s home, he’s one of my legends along with the likes of Opoku Nti who were the big stars in football when I was a young boy.

    “We failed to ensure that these quality footballers gained legendary status because today these players I mentioned should have been big-time football agents and well-connected around the world. We are not serious as a country, that is why many of them end up broke after their playing time,” he said.

    Ghana to face Nigeria in women’s final football competition of African Games 2023

    Ghana and Nigeria will face off in the final of the women’s football competition at the ongoing African Games following their victories on Monday.

    Nigeria secured their spot in the final with a 2-0 win over Uganda earlier in the day. The match was held at the Cape Coast Sports Stadium and was expected to be closely contested. However, Nigeria dominated most of the game, securing a crucial victory.

    In another match, the Ghanaian team, the Black Princesses, faced off against Senegal. Ghana emerged victorious with a 3-1 win, securing their place in the final as well.

    Tracey Twum scored her second goal of the tournament, giving Ghana an early lead just 18 minutes into the game. Ophelia Serwaa Amponsah doubled the lead with a clever finish on the stroke of halftime, making it 2-0.

    Senegal managed to score from a penalty early in the second half, narrowing the gap. However, Ghana extended their lead with Amponsah scoring her second goal of the match shortly after.

    Ghana’s win sets up a final clash with Nigeria, a team they defeated in the final of the WAFU B U-20 Girls Cup last year in Kumasi. The final match is scheduled for Thursday, March 21, at the Cape Coast Stadium.

    National Democratic Congress (NDC) flagbearer, John Dramani Mahama, is rallying individuals aged 18 and older to participate in the upcoming voter registration exercise, citing its potential for the NDC to positively impact the country if he becomes president.

    As part of his presidential campaign, Mahama encouraged all eligible individuals to ensure they possess a valid voter ID card, particularly urging newly eligible youth to register using their Ghana Card.

    Mahama underscored the importance of civic engagement, reaffirming the NDC’s commitment to effecting change if given the opportunity to lead in December.

    “I urge everyone to ready his or her voter ID card. For the youth who recently turned 18, kindly note that from May, there will be a registration exercise. I encourage you to participate in it using your Ghana Card,” he said.

    The Electoral Commission has scheduled May 7th as the start date for voter registration ahead of the upcoming elections.

    Mahama expressed confidence in the NDC’s ability to transform the country’s fortunes if elected in December.

    The details of the alleged arrest of Albert Nat Hyde, also known as Bongo Ideas, which is said to have happened in two folds have emerged.

    Reports surfaced last Friday indicating that Bongo Ideas had been detained by security agencies. Barker-Vormawor, convener of Fix The Country, suggested that his arrest was linked to recent information released by Bongo Ideas regarding President Akufo-Addo and First Lady Rebecca Akufo-Addo.

    According to Barker-Vormawor, Bongo Ideas’ family searched various police stations in Accra but could not locate him.

    Subsequent reports indicated that Bongo Ideas had returned home. On March 16, Barker-Vormawor disclosed that Bongo Ideas had been arrested for the second time.

    In a Facebook post, he outlined the alleged circumstances of the police’s apprehension of the controversial socialite.

    According to him, over 10 individuals in two vehicles and motorbikes who claimed to have been sent by IGP came to pick up Bongo Ideas.

    He said the family insisted they wouldn’t let him be taken again without them.

    “The Police eventually agreed for the family to join, only to drop them off at around the Tesano Police Station; seized their phones and told them to go and make a report at the Tesano Police station,” Mr Vormawor recounted.

    He then went the Police Headquarters with Bongo Ideas’ family.

    “The police insist they didn’t bring them there. They went to Cantonment Police Station to lodge a complaint about his abduction. The Police refused to take the complaint.”

    In a subsequent post, Vormawor noted that “his Family got the call that he was being driven home at around midnight. At that time, the family were on their way to National Security after visiting the Cantonment Police Station; National Police Headquarters and the Regional Police Headquarters.”

    Also, a blogger who says he is in close contact with a source who is friends with the family shared the alleged harrowing experience. He corroborated the claim that Bongo was arrested on Friday but released on Saturday, and subsequently arrested again on Saturday night.

    But the Ghana Police Service and Ministry of National Security have denied claims of arresting socialite, Albert Nat Hyde also known as Bongo Ideas. After its attention was drawn to the issue, the Police say they have “contacted a relative who has confirmed that Bongo Ideas is at home”.

    In response, Mr Vormawor said the Police claim now to be investigating the circumstances under which unidentified individuals, presenting themselves as acting under the color of law enforcement, came to break in and pick up Albert the first time in the presence of his family.

    According to him, Albert had already filed a “formal police complaint about the events of the previous night; and the Police were aware of his complaint well before they released their statement yesterday, claiming that he was home and had not been arrested by them.”

    It is believed that Bongo Ideas is currently home.

    “While I have received an account from the Family and Albert himself of exactly what happened to him, I will refrain from discussing it publicly as it is a matter of live police investigation. There are a lot of things that need unraveling; and I am sure Albert himself will addresss what happened to him. My understanding however is that, at this time, his devices were confiscated from him, (phones and computer) and he has no access to his social media accounts.

    “I do hope that the Police are able to get to the bottom of this; and that Albert’s account of what happened to him are thoroughly investigated,” he added.

    Anas allegedly confessed to taking $100,000 bribe in Ken Agyapong defamation suit

    It is reported that investigative journalist Anas Aremeyaw Anas admitted to collecting a bribe worth $100,000 in one of his attempts to expose corrupt Ghanaian officials.

    X user, @naturalshark made this claim while responding to concerns raised by renowned activist and leader of the #FixTheCountry and #OccupyJulorbiHouse movements, Oliver Barker-Vormawor, over the Supreme Court’s ruling on a defamation suit which commenced in 2018 involving Assin Central MP, Ken Agyapong and Anas.

    The apex court, through its ruling, dismissed Anas’s application to reverse a lower court’s decision that dismissed his defamation lawsuit against Assin Central Member of Parliament, Kennedy Agyapong.

    Previously, the High Court ruled in favor of Mr Agyapong, characterizing Anas’ journalistic approach as “investigative terrorism” rather than legitimate journalism. Following this decision, Anas sought to contest the High Court’s ruling at the Supreme Court, expressing concerns regarding the judge’s jurisdiction and potential biases.

    In response to the apex court’s ruling, Oliver Barker-Vormawor said he was saddened for our democracy that it was the Chief Justice’s vote that sustained the horrible judgment which we should have been quick to wipe from our history books.”

    “But this was a ruling where tomorrow will be kinder to the minority than it would the majority. Justice Kulendi understood better than the majority, the moral responsibility of justice; and as such stood twice taller than the woman he was in competition with not too long ago,” he added.

    X user, @naturalshark replied that the court was fair as Anas admitted to receiving some cash and that Anas’ legal counsel failed to appeal the High Court’s ruling.

    According to the user whose real name is unknown, Anas reportedly made the confession in a video.

    “Anas’ lawyer didn’t know what he was doing. Instead of an appeal, he filed for certiorari, which was denied by all the justices. Anas confessed on video he had collected a bribe of $100,000. His defense didn’t rebut this evidence. That’s a crime! Be fair and balanced!,” he wrote.

    As it stands now, the said video was not provided, and The Independent Ghana cannot validate the claims made by the X user.

    Renowned activist and leader of the #FixTheCountry and #OccupyJulorbiHouse movements, Oliver Barker-Vormawor, has encouraged Ghanaians who are planning to use or sell Starlink in Ghana to do so.

    He gave the advice despite the fact that the operations of Starlink, a satellite internet network, are not licensed in the country.

    In a post on X on March 16, when the country began witnessing a disruption in internet connectivity, he wrote, “Just so you are better informed; it is not illegal to sell or use Starlink in Ghana. Don’t let anybody deceive you about the state of the law.”

    In December 2023, the ministry issued a warning to the public against purchasing products from Starlink, emphasizing that the company was not licensed to operate in Ghana.

    The notice said, “Any entity which provides electronic communication services in Ghana without a Licence or Authorisation from the NCA is in direct violation of Section 3(1) of the Electronic Communications Act 2008, Act 775 which states that, ‘Except as otherwise provided under this Act a person shall not operate a public electronic communications service or network or provide a voice telephony service without a licence granted by the Authority”.

    Presently, Madam Owusu-Ekuful has assured that the ministry has conducted due diligence and is prepared to grant an operating license to Starlink to enhance internet accessibility.

    “A draft framework was subjected to industry consultation and approved by industry. The objective of the framework is to provide increased regulatory oversight for the services, more connectivity solutions or options for consumers, and other measures,” she added.

    This move is aimed at tackling internet disruptions in the country.

One web has already been licensed. Starlink is in the process of being licensed and other operators are being encouraged to land in Ghana.

    “We must also invest in operationalising RASCOM, the Regional African Satellite Company, instead of each country going alone.”

    The UK Financial Intelligence Unit and the Border Agency are reported to have refuted claims suggesting that £15 million has been seized from an individual from Ghana.

    Earlier, Vice President of IMANI Africa, Bright Simons, revealed that it is rumoured that a Ghanaian bigshot was battling with British Airport customs over some millions being moved through the UK without the necessary paperwork.

    Following this, a prominent member of the ruling New Patriotic Party (NPP) was said to have been arrested in the UK with £15 million confiscated from him.

    Now, Citi FM reports that both agencies say they have no record of such an amount being impounded from any Ghanaian.

    Managing Director of the International Monetary Fund (IMF), Kristalina Georgieva, has emphasized the significance of inclusive society, particularly in response to Ghana’s Parliament passing the anti-LGBTQ bill.

    Speaking on the Point of View with Bernard Avle on Monday, March 18, she voiced support for a community that embraces all irrespective of their sexual orientation, race, ethnicity, while insisting that greater inclusivity contributes to a nation’s overall success.

    “I understand that people in Ghana have taken the bill to the court. All I can say is that a more inclusive society is a more successful society. You want Ghana to flourish, make it so that everybody can contribute to the fullest of this country.”

    On Wednesday, February 28, Parliament unanimously passed the anti-LGBTQ+ bill after completing the third reading. The bill has been a subject of intense debate and discussion since its introduction to the legislature three years ago.

    Proponents argue that it is necessary to uphold cultural and religious values, while opponents argue that certain provisions violate human rights and promote discrimination.

    Since its passage, many opponents have expressed their displeasure, with some civil society groups threatening legal action should President Akufo-Addo assent to the bill for it to become law.

    President Akufo-Addo has withheld his accent as the constitutionality of the bill is being contested at the Supreme Court.

    The Electricity Company of Ghana (ECG) has clarified the context of a video circulating on social media depicting its Managing Director, Samuel Dubik Mahama, as insensitive to customer difficulties.

    In a statement released on Saturday, the power-distributing company explained that the video is an excerpt from an interview conducted over a year and a half ago.

    The interview took place during the ECG and Manya Krobo dispute, during which ECG staff were reportedly assaulted for requesting payment of bills from customers.

    “We deeply regret the misunderstanding created by the resurfacing of this extract, which has been grossly taken out of context,” portions of the statement read.

    The company emphasized that it empathizes with its customers’ challenges and assured the public that the video “does not reflect the values and commitment of our MD and ECG.”

    Additionally, ECG stated that it is working closely with key industry stakeholders to address the issues and implement sustainable solutions.

    Asantehene, Otumfuo Osei Tutu II, has urged the government to reconsider its payment methods for road contractors to address the issue of abandoned road projects due to financial challenges.

    This concern was brought up by the Asantehene during a courtesy visit by the new Minister for Roads and Highways, Francis Asenso Boakye, at the Manhyia Palace on Monday, March 18.

    “It is not good to hold contractors up in waiting when it comes to payment. Put measures in place to deal with these incidents as you take over.”

    “When I heard about your visit, I intentionally went to take a look at the Kuntenase road. I realised at a point that the road was very bad and I noticed it had been awarded to a contractor but he was not on site and I realised it was due to payment,” he revealed.

    He proposed the adoption of a phased payment system to provide contractors with consistent financial stability, enabling them to meet project deadlines effectively.

    Highlighting the critical role of road infrastructure in Ghana’s socioeconomic development, the Asantehene emphasized the Ministry of Roads and Highways’ responsibility to prioritize the construction and rehabilitation of essential road networks nationwide.

    He stressed the importance of timely payments to contractors to address their ongoing challenges and ensure the quality and durability of road projects.

    In December 2023, the Concerned Cocoa Road Contractors in Ghana held an emergency meeting to deliberate and strategize on addressing the ongoing challenge of delayed payments, accumulating to a debt of Ghc4 billion owed by COCOBOD.

    A Ghanaian citizen, Hans Boachie, has accused investigative journalist Anas Aremeyaw Anas of stealing a plot of land belonging to his sister.

    Hans Boachie made the claim in a post on X when renowned activist and leader of the #FixTheCountry and #OccupyJulorbiHouse movements, Oliver Barker-Vormawor highlighted the pervasive frustration experienced by citizens, such as Anas, who seek to contribute positively to their country’s progress. 

    According to Mr Boachie, “Anas uses military men to brutalize people and take their lands.” He noted that he has spent over $50,000 in trying to reclaim the land allegedly stolen by Anas.

    “You are a joker! Anas stole my sister’s land and sold it, and we are still in court, and we have spent over $50,000 still battling it. So stop your erratic behavior. Anas uses military men to brutalize people and take their lands. Stop the nonsense already,” he wrote.

    Taking to the X platform, Barker-Vormawor on March 17 expressed profound distress over the alleged resistance faced by Anas from the very institutions meant to uphold the country’s democracy.

    He underscored the disheartening reality of facing trial for advocating for a better Ghana, juxtaposed with the expectation of justice.

    “The most distressing thing about this Anas situation is that, you as a citizen will wake up everyday thinking about how you can do your part to help advance our democracy; and make it better for all its citizen. Then some Judge will be sitting there angry that you do your bit to help improve our country. So that even when you have come seeking justice, they decide to put you on trial instead I see this everyday!

    “People who decide to get angry because why do you demand better? Why do you bother about doing something about our situation? Who elected you to ask questions? Why did you want a more accountable Ghana,” he added. 

    He questioned whether Anas Aremeyaw Anas would emerge given the harsh treatment and lack of reward for his efforts.

    The activist highlighted Anas’ sacrifices in exposing corruption and holding elected officials accountable, only to be met with accusations and condemnation.

    “This is the tragedy of believing in the possibility of Ghana. Because those who stand to benefit from our fight, are the loudest in applauding their oppression! How it is possible for a person to live with so much misery all around us, and not be in constant rage; is a thing of mystery to me.

    “With all that happens in this Country and what Anas has done, he comes to court for justice and you tell around and call him a murderer? We have no heroes in this county except politicians. Every other person we demonize! You think another Anas will rise from this ashes? For what recompense? For what reward?,” he added.

    He denounced the labeling of Anas as a murderer in the face of his pursuit of justice, branding it as a shameful reflection on the Republic.

    “Anas has given up his way of life, so we can hold our elected officials accountable; and for this, he is the devil! Shameful Republic!,” he added.

    In a statement issued and signed by Nana Bediatuo on Monday, the office revealed that the Attorney-General had informed the President, via a letter dated March 18, 2024, that he had been duly served with both applications over the bill.

    Thus, the Attorney-General advised the President not to take any action regarding the Bill until the issues raised by the suits are resolved by the Supreme Court.

    The Office of the President made this known when it requested Parliament not to forward the anti-gay bill to President Akufo-Addo for his assent.

    “It is the understanding of this Office that both applications have also been duly served on Parliament. Therefore, it would be improper for you to transmit the Bill to the President and equally improper for this Office to receive the Bill until the Supreme Court determines the matters raised in the suits,” it added.

    The Office also clarified that it is a well-established legal principle that during the consideration of an interlocutory injunction application, the status quo should be maintained. This means that no action should be taken that could prejudice the requested injunctive relief or undermine the authority of the court.

    “In the circumstances, you are kindly requested to cease and desist from transmitting the Bill to the President until the matters before the Supreme Court are resolved,” it added.

    Minister for Communications and Digitalisation, Ursula Owusu-Ekuful, has revealed the government’s intention to license Starlink, a satellite internet network, to operate in Ghana.

    This move is aimed at tackling internet disruptions in the country.

    Briefing Parliament on the issue of internet disruptions on March 18, she said “We have licensed satellite gateway air stations, landing rights, and satellite air station networks. One web has already been licensed. Starlink is in the process of being licensed and other operators are being encouraged to land in Ghana.

    “We must also invest in operationalising RASCOM, the Regional African Satellite Company, instead of each country going alone.”

    She advised organizations to learn from these internet disruptions by storing their content, databases, applications, and services in at least two tier-three or tier-four data centers in the country, located at different locations.

    Additionally, she recommended utilizing the National Data Center as either their primary or backup recovery data host.

    Before the recent internet disruption, the minister noted that her department lacked the framework for licensing satellites. However, over the years, it has acquired the necessary expertise to license these satellites.

     “The NCA did not have a framework for licensing satellites but the Authority has in the last year concluded bench-marking and learning from other jurisdictions where this has been implemented. Currently, they have developed a satellite licensing framework in Ghana which has been approved by its board and awaiting the final policy approval.

    “This framework will provide the policies and rules relating to the application for frequency authorisations for satellite services in Ghana. It outlines the various categories of satellite services, the licensing requirements, and its associated fees,” she added.

    In December 2023, the ministry issued a warning to the public against purchasing products from Starlink, emphasizing that the company was not licensed to operate in Ghana.

    The notice said, “Any entity which provides electronic communication services in Ghana without a Licence or Authorisation from the NCA is in direct violation of Section 3(1) of the Electronic Communications Act 2008, Act 775 which states that, ‘Except as otherwise provided under this Act a person shall not operate a public electronic communications service or network or provide a voice telephony service without a licence granted by the Authority”.

    Presently, Madam Owusu-Ekuful has assured that the ministry has conducted due diligence and is prepared to grant an operating license to Starlink to enhance internet accessibility.

    “A draft framework was subjected to industry consultation and approved by industry. The objective of the framework is to provide increased regulatory oversight for the services, more connectivity solutions or options for consumers, and other measures,” she added.

    She noted, however, that the service provided by Starlink is costly. According to her, there are plans to involve other sector players to serve individuals across various economic backgrounds.

    “However, I must remind us all that the fee charged by the satellite, low-earth orbit satellite operators like Starlink for hardware and services show that they will cater for high-end value subscribers because they are expensive.

    “We’re currently also having discussions about affordable back-haul satellite solutions with all satellite service providers under the auspices of the ITU. This conversation has been ongoing for a while, but I believe what has happened in the recent past will activate and energise these discussions for solutions to be reached soon.”

    Tragedy has struck the family of late New Patriotic Party (NPP) stalwart Albert Adu Boahen, as his son, Christopher Adu Boahen, was recently robbed and killed at his residence in East Legon, a suburb of Accra.

    According to a report by Asaaseradio.com, armed robbers forcibly entered his home, ransacked it thoroughly, and tragically took his life in the process on Monday, March 18.

    The report referenced a Facebook post by the 1995 year group of the Kwame Nkrumah University of Science and Technology (KNUST), where Christopher pursued electrical engineering.

    “Sad to announce the untimely passing of our classmate, Christopher. Wicked persons entered his home, ransacked the place, and robbed him of his life. His home, at East Legon, has been barricaded by the police and declared a crime scene.

    “May the soul of our brother find rest in the Lord. Bad news for a Monday morning but let’s keep our spirits up and look forward to a great week,” the post announcing the death of Christopher Adu Boahen read.

    Christopher Adu Boahen hailed from a prominent political family, with his father having been the NPP’s first presidential candidate in the 1992 elections, as Ghana returned to democracy under the Fourth Republic.

    Additionally, he was the brother of Charles Adu Boahen, who held positions as both deputy minister for finance and minister of state at the Ministry of Finance in the Akufo-Addo administration.

    Charles Adu Boahen resigned from the government in November 2022.

    The President emphasized that despite challenging economic circumstances, the decision to seek IMF support in July 2022 had proven beneficial and contributed to a noticeable turnaround in Ghana’s economy.

    “The dire circumstances in which we were at the time that we took that very difficult decision and where we are today is a very clear testimony that our decision to seek your support is a decision that was correct, and we have had some benefits from it”, the President pointed out.

    People living with HIV in Ghana are expressing deep concern as health officials begin to ration anti-retroviral drugs that are essential for their well-being.

    There are reports that the supply of medications is rapidly depleting and is expected to be completely exhausted by May if no action is taken.

    President of the National Association of Persons Living with HIV, Elsie Ayeh, has raised alarm over the situation, highlighting that a consignment of ARVs procured by the Health Ministry cannot be accounted for, leading to suspicions that it may have been lost or misappropriated.

    She further explained that the last supply of antiretroviral medication was received in October 2023. Despite expectations of a new supply between mid-December and the end of December 2023, no additional medication arrived as planned, exacerbating the current shortage.

    “As I sit here, those ARVs have not arrived. In fact, they cannot be traced. Usually, when they are procured, you know, they are on the high seas; they are at the harbor waiting to be brought out and waiting to be cleared; this is a complete blackout on information”.

    As a result, there have been reports of rationing of anti-retroviral drugs meant to sustain people living with HIV.

    Furthermore, Mrs. Ayeh highlighted delays in releasing malaria commodities, including malaria medicine that arrived at the port in May 2023. She emphasized the critical need for timely distribution, particularly as malaria cases typically surge during the rainy season.

    Among the items awaiting distribution are bed nets for malaria prevention and test kits for the early detection of malaria.

    “And then injections; sometimes you are given the medications, the tablets, but then when the quantity of the MP is so high, you are given injections; those injections are also stuck at the port, that is, for malaria; the 200 containers stuck at the harbor contain mainly malaria commodities.”

    On the other hand, Dr. Stephen Kyeremeh Atuahene, the Director-General of the Ghana AIDS Commission, has refuted claims that a consignment of antiretrovirals procured by the Health Ministry cannot be traced.

    “I am aware that the government procured ARV to fill the gap at least starting from May and if we do not receive government-procured ARV, that is when we begin to have shortage but presently, I cannot anticipate any shortage as being alleged and then speak to it specifically,” he said.

    Reports surfaced last Friday indicating that Bongo Ideas had been detained by security agencies. Barker-Vormawor, convener of Fix The Country, suggested that his arrest was linked to recent information released by Bongo Ideas regarding President Akufo-Addo and First Lady Rebecca Akufo-Addo.

    According to Barker-Vormawor, Bongo Ideas’ family searched various police stations in Accra but could not locate him.

    Subsequent reports indicated that Bongo Ideas had returned home. On March 16, Barker-Vormawor disclosed that Bongo Ideas had been arrested for the second time.

    In a Facebook post, he outlined the alleged circumstances of the police’s apprehension of the controversial socialite.

    According to him, over 10 individuals in two vehicles and motorbikes who claimed to have been sent by IGP came to pick up Bongo Ideas.

    He said the family insisted they wouldn’t let him be taken again without them.

    “The Police eventually agreed for the family to join, only to drop them off at around the Tesano Police Station; seized their phones and told them to go and make a report at the Tesano Police station,” Mr Vormawor recounted.

    He then went the Police Headquarters with Bongo Ideas’ family.

    “The police insist they didn’t bring them there. They went to Cantonment Police Station to lodge a complaint about his abduction. The Police refused to take the complaint.”

    In a subsequent post, Vormawor noted that “his Family got the call that he was being driven home at around midnight. At that time, the family were on their way to National Security after visiting the Cantonment Police Station; National Police Headquarters and the Regional Police Headquarters.”

    But the Ghana Police Service and Ministry of National Security have denied claims of arresting socialite, Albert Nat Hyde also known as Bongo Ideas. After its attention was drawn to the issue, the Police say they have “contacted a relative who has confirmed that Bongo Ideas is at home”.

    In response, Mr Vormawor said the Police claim now to be investigating the circumstances under which unidentified individuals, presenting themselves as acting under the color of law enforcement, came to break in and pick up Albert the first time in the presence of his family.

    According to him, Albert had already filed a “formal police complaint about the events of the previous night; and the Police were aware of his complaint well before they released their statement yesterday, claiming that he was home and had not been arrested by them.”

    It is believed that Bongo Ideas is currently home.

    “While I have received an account from the Family and Albert himself of exactly what happened to him, I will refrain from discussing it publicly as it is a matter of live police investigation. There are a lot of things that need unraveling; and I am sure Albert himself will addresss what happened to him. My understanding however is that, at this time, his devices were confiscated from him, (phones and computer) and he has no access to his social media accounts.

    Importers and freight forwarders at the Tema Port are urging the Ghana Shippers Authority to ensure that shipping lines do not impose additional charges for demurrages due to delays caused by the recent internet disruption in the country.

    The widespread internet disruption has adversely affected the clearance of cargo at Ghana’s largest seaport, resulting in demurrages.

    Paulina Abrokwah, co-chairperson of the Technical Committee of the Tema District of the Ghana Institute of Freight Forwarders (GIFF), highlighted the significant impact on the cost of doing business at the port.

    “We’re hoping that with the situation at least some of the service providers like the shipping lines and terminals will be considerate and waive the extra cost related to any delay that will occur.

    “We are hoping that the Ghana Shippers Authority will take the lead in this and ensure that traders or importers don’t have to suffer to pay demorages as a result of this general internet outage,” she explained.

    According to JoyNews, she anticipates the intervention of the Ghana Shippers Authority to prevent shipping lines from exploiting the situation to impose additional charges for the delays caused by the internet disruption.

    “One area that area that was really bad was the banks. They were unable to pay duty, at least, as of Friday. Once you’re not able to pay, you cannot continue with the rest of the processes,” she said.

    The National Communication Authority (NCA) has estimated that it could take at least five weeks to restore the faulty undersea cables and stabilize connections in the affected countries.

    In response, the Executive Secretary of the Importers and Exporters Association of Ghana, Samson Azaki Awingobit, has called on the Economic Management Team (EMT) to promptly devise a Plan B to prevent importers from facing hardships.

    South Africa has opted to withdraw both its men’s and women’s hockey teams from the ongoing 13th African Games in Accra.

    This decision aligns with recommendations and guidelines set forth by the International Hockey Federation.

    The withdrawal comes due to concerns regarding the readiness of the Theodosia Okoh Hockey Pitch to host the competition adequately.

    Team SA has communicated this decision to the Local Organising Committee (LOC) and the African Hockey Federation.

    According to South Africa’s Olympic governing body, SASOC, “despite repeated assurances that the pitches would be ready for international-standard competition, the pitches are unsuitable.”

    Additionally, a statement from the organization issued on Monday indicates that it has communicated its reasons for departing from Ghana to the Local Organizing Committee (LOC).

    “In correspondence sent to the LOC, Team SA team leader Ms. Patience Shikwambana states: “Over and above making this decision, our SA Hockey Federation consulted with Sports Flooring Warehouse, a South African-based specialist in carpet laying, and an FIH recognised service provider. They have also advised us – having analysed the images we shared with them – that the field is not satisfactory and may cause harm to the athletes.”

    Ms. Shikwambana also noted: “The rescheduling of the hockey competition, on three numerous occasions has, in addition, caused an inconvenience to us logistically, as a team, where we had to arrange for both the teams to fly to Ghana in time for the commencement of the competition.

    “In the first Chef De Missions’ site visit meeting at the end of October 2023, we were advised that there would be test events to ensure readiness of venues before the start of each competition. This, unfortunately, has not been the case for Hockey. In addition, according to the FIH field certification guideline, ‘If a field that is not certified is being considered as a tournament venue, it should be tested at the earliest convenience to demonstrate compliance with this specification’.

    “These tests should be conducted months in advance before a competition – which, in this case, have not taken place. Furthermore, ‘The FIH has a number of accredited test institutes, and these have accredited engineers located around the world’, which we are not certain if they have been involved and provided the necessary certification.”

    South Africa has already secured qualification for both its men’s and women’s hockey teams for the 2024 Paris Olympics.

    Given the proximity of the African Games to the Paris Olympics and the concerns surrounding the conditions in Accra, it was deemed a potential injury risk for Team SA to compete under these circumstances.

    “This government started their Agenda 111 as they call it and they started with 80 hospitals. I don’t know what survey was done before the hospitals were being put up, but most of them are at a certain stage of completion. One would have thought that they would start with what they can do and finish,” he is quoted by MyJoyOnline to have said.

    He proposed an alternative approach, suggesting that it would have been more sensible to begin with a smaller number of hospitals, such as 40, ensuring their completion before initiating further projects.

    “And so if you can do 40 hospitals, finish and open them, then you start another. But you spread to 80 hospitals, and by the time they leave office, I don’t think many of them would have been completed,” he said.

    Mrs. Owusu Ekuful is expected to provide Parliament with a briefing on the government’s efforts to prevent future occurrences of such internet blackouts.

    The Ghana Chamber of Telecommunications and the National Communications Authority have already issued statements regarding an undersea fibre optic disruption that is affecting internet services.

    During a session in Parliament on Friday, March 15, Samuel Okudzeto Ablakwa, the MP for North Tongu, emphasized the need for Mrs. Owusu Ekuful to appear before the House.

    He highlighted the magnitude of the disruption and expressed concerns about the lack of clarity regarding the extent of the damage.

    He also mentioned the frustrations experienced by citizens in various daily activities, such as financial services and bank transactions.

    “It’s even a national security issue. Mr Speaker, I note from the business statement that fortunately for us, the honourable minister responsible for Communications and Digitalization is expected in this House on Monday, the 18th of March, 2024, to answer two questions that are not related to this matter.

    “So I want to appeal to you if you can give a ruling that the honourable Minister, when coming to respond to these questions, shall come with a statement on this very important matter of national significance and what the government is doing to help restore normalcy so that we can have access to the internet and to our data services,” he said.

    The Member of Parliament for the Asawase constituency in the Ashanti Region, Muntaka Mubarak, has criticized the Minister’s delay in briefing Parliament on the internet disruption situation.

    He emphasized the importance of proactive communication from government officials to address public concerns and prevent speculation.

    “For me, even Monday [March 18] is looking far because this thing started yesterday in the morning like a joke. Then in the evening, it was coming back and up to now it’s not stable. Nobody knows what’s happening and the minister doesn’t find it necessary to run to this House to brief us on the reason for the country to know what is happening and give some assurances. Mr Speaker, it’s worrying,” he stressed.

    Nonetheless, the Majority Leader, Alexander Afenyo-Markin, reassured MPs that he had been in contact with the Communications Minister. They had agreed that she would present a statement on the situation to Parliament on Monday, March 18.

    “The Minister for Communication reached out to me yesterday and indicated that she wanted to come today to make a statement on that. Meanwhile, I drew her attention to the fact that she is supposed to appear before us on Monday.

    “So the understanding was that she would come on Monday instead and then do it all together. So members be assured that this will be done on Monday. So she will be here,” Afenyo-Markin stated.

    In an interview, Quaynor expressed disappointment, noting that the demolition took place despite an ongoing court case regarding the relocation of Fantasy Dome.

    He mentioned obtaining a court injunction in January to allow time for relocation before any such action could occur, but alleged that the Trade Fair Company did not respond.

    Additionally, he has declared his intention to pursue legal action against the perpetrators for the substantial damage inflicted, notwithstanding the existing court injunction.

    Quaynor recounted receiving a distress call on Saturday morning regarding the presence of individuals purported to be national security operatives at the site.

    Despite rushing to the location, he arrived to find that the demolition had already begun.

    Assessing his losses, Quaynor lamented, “this is the Fantasy Dome of almost 8,000 square meters of event space. They pulled down all the structures, all my production, about 84 bathrooms, and production equipment. I witnessed four bulldozers demolishing the entire building.”

    Mr. Quaynor, deeply distressed by the incident, is urging the relevant authorities to intervene and hold accountable those responsible for the demolition.

    Allegedly, Bongo Ideas‘ family searched through all police stations in Accra but could not locate him.

    According to Barker-Vormawor, when Bongo Ideas was initially picked up forcefully, the family insisted they would not let him be taken again without them.

    In a post on Facebook, he said the police eventually agreed to allow the family to join, only to drop them off around the Tesano Police Station.

    They “seized their phones, and told them to go and make a report at the Tesano Police station,” he said.

    However, both the Ghana Police Service and the Ministry of National Security have refuted claims of arresting Bongo Ideas.

    Following these reports, the police stated that they have “contacted a relative who has confirmed that Bongo Ideas is at home.”

    Despite the Police’s statement, Olele Salvador remains skeptical, noting that there could be an abuse of power as seen in Ghana by those with authority.

    Mr Domelevo, known for his crusade against corruption, highlighted the need for a robust tax system to ensure revenue collection but cautioned against abusive practices that could harm citizens.

    Mr Domelevo is said to have made such a statement by 3news.com during an interview with Kemenni Amanor on Hot Issues on Sunday, March 17.

    Domelevo’s comments come amid ongoing discussions about tax reforms in Ghana, with the government aiming to improve revenue collection and address budget deficits.

    However, his statement reflects broader concerns about the impact of taxation on ordinary citizens and the need for transparency and accountability in tax administration.

    As it stands now, industry stakeholders are applying pressure to the newly appointed Minister of Finance, Dr. Mohammed Amin-Adam, urging the removal of what they deem as burdensome taxes from the national tax framework.

    These stakeholders argue that the upcoming Mid-Year Budget Review, slated for presentation to Parliament in the coming months, presents an opportunity to eliminate taxes such as the Electronic Levy (E-Levy), taxes on electricity consumption, and emission taxes, among others.

    Former Auditor-General Daniel Yao Domelevo has voiced his concerns regarding President Akufo-Addo’s establishment of the Office of the Special Prosecutor (OSP) to combat corruption and related offenses.

    He emphasized that merely creating additional institutions does not guarantee success in the fight against corruption; rather, it requires a commitment from leadership, with ultimate responsibility resting with the President.

    During an interview with Kemenni Amanor on Hot Issues on Sunday, March 17, Domelevo suggested merging the OSP and the Economic and Organized Crime Office (EOCO) to enhance the effectiveness of the corruption fight.

    “It is not the number of institutions that we have which will help us do the work. I find it also a bit even disturbing that anytime mister A is not able to do his work, we set up mister B. If mister B too is not able, we put in mister C, so we keep creating several institutions,” Daniel Domelevo said.

    “We have several investigative and financial intelligence units and now we have the OSP. If it is not working, what else are we going to have? Are we going to continue building several institutions, or will we just strengthen the institutions on the ground, mandate them properly, and ensure that they deliver on their mandate?

    “I am of the view that if there was a need for bringing in any other institution, we first look at the existing institution and see the missing link, whether it is the legislation, so those powers could be given to existing institutions,” he added.

    The former Auditor-General also emphasized that establishing multiple independent bodies, much like corruption itself, deprives citizens of the benefits of public funds. He suggested that such actions amount to “engaging in wasteful expenditure.”

    “So, if you are creating too many institutions which are not delivering, you are being wasteful,” he said, adding, “In fact, in South Africa, their law refers to it as wasteful and fruitless expenditure, so if you continue creating a fruitless and wasteful expenditure, it is as bad as corruption.”

    He explained that using the public purse in such a manner deprives it of serving the public interest, which is its intended purpose.

    Additionally, the former Auditor-General refuted claims of being overage and due for retirement, as well as allegations of being born in Togo and therefore not being a Ghanaian.

    When questioned about whether he would accept a reappointment from former President John Mahama if he wins the 2024 general elections, Domelevo replied, “When we get to the river, we will cross it.”

    He added that “the system has not been set up clearly to ensure that it doesn’t matter who you are if you go contrary to the rules, sanctions will be administered on you. That is why I think that the level of impunity is growing all the time.”

    He emphasized that without deterrence for misbehavior, people are more inclined to misbehave.

    Furthermore, he stressed that Ghanaians exhibit respect for rules and proper behavior when in other jurisdictions such as the USA and UK because those systems are effective.

    “The same Ghanaian who travels to London or the US today, without any orientation, starts behaving rightly because he/she knows that this system would not tolerate me,” he stated.

    He continued by stating that the effectiveness of the system starts from the top, which is the President.

    “Discipline cannot be enforced from below, it comes from the top,” adding that “the tone from the top actually determines whether the people are going to take it or not.”

    He also cited Rwanda, where he said, “The tone is clear that if you misbehave, you will face it so everyone is doing what is right.”

    However, the former Auditor-General accused the Akufo-Addo government of selectively applying disciplinary actions in the fight against corruption.

    “The promises or the rhetoric are far higher than what we are seeing on the ground and of course disciplinary measures are swiftly put in place against those who do not belong to the group but there are some people for whom we can clearly see that they are committing atrocities or infractions and they continuously get away with it,” he stated.

    These remarks were made by the President during a meeting with the head of the IMF, Kristalina Georgieva, who visited him in Accra on Sunday.

    “The decision we made in July 2022 to come and seek your support for the difficult economic circumstances that we had, as far as I am concerned, is a decision that already has paid off.

    “It has paid off in terms of a clear turnaround that we are seeing in our economy,” President Akufo-Addo stated.

    He also emphasized that Ghana has reaped significant benefits from its engagement with the IMF.

    “The dire circumstances in which we were, at the time that, we took that very difficult decision and where we are today, is a very clear testimony that our decision to seek your support is a decision that was correct, and we have had some benefits from it,” he added.

    During the meeting, IMF chief Kristalina Georgieva remarked that investor confidence in Ghana’s economy is slowly rebounding.

    In 2023, Ghana secured a $3 billion IMF extended credit facility (ECF) after then Minister of Finance, Ken Ofori-Atta, was authorized by President Akufo-Addo on July 1, 2022, to commence formal negotiations with the IMF to secure a balance of payment support and resolve Ghana’s economic crisis impacted by the COVID-19 pandemic and the geopolitical armed conflict between Russia and Ukraine.

    Selah shared these views during an interview with Roselyn Felli on Joy Prime’s Friday edition of the Prime Morning show.

    “Samini copied me. He listened to my music to write his ‘Linda’ song. Shatta Wale also listened to one of my Sass Squad songs to become Shatta Wale. They all came from me,” he said.

    Fiifi Selah’s assertion came after he performed acapella and the host questioned whether he or Samini had copied each other due to their similar styles. He considers himself the pioneer in reggae-dancehall music, stating that all artists in that genre have followed his lead.

    He recounted promoting reggae-dancehall music aggressively during his time hosting a radio show, which helped popularize the genre in Ghana. According to him, “So, within my time, reggae-dancehall became big in Ghana.”

    Fiifi Selah also mentioned that Sarkodie is the only rapper capable of following and imitating his rap style, as it is not a style that every musician can easily flow with.

    Mr Cudjoe took to his Facebook page to emphasize the critical role of the internet in today’s world, likening it to blood due to its essential nature.

    He commended Bawumia’s efforts in driving the digitalization agenda but also called for a transparent framework to encourage true public-private partnerships in providing satellite technology for communication.

    Mr Cudjoe cautioned against past experiences with projects like SUBAH, KELNI GVG, and other location apps, urging a more sincere approach.

    “The reported cuts in underground fibre optic cables and the lack of lnternet access tells how the Internet is almost equal to blood.

    “Surely you appreciate Bawumia’s digitalisation drive. Now his team should be thinking about a transparent framework that encourages true public-private partnership in the provision of satellite technology for communication. Nothing like SUBAH, KELNI GVG, and jocular clever scams like the location apps when Google exists,” he wrote.

    The disruptions in internet access have affected countries like Ghana, Côte d’Ivoire, Senegal, Guinea, Nigeria, and South Africa due to damages to major undersea cables. Engineers are working to resolve the issues, but it is estimated to take four to five weeks.

    Bawumia’s digitalization agenda has been central to his vision for Ghana’s development, aiming to formalize sectors of the economy and improve access to services like healthcare and government documents.     Jubilee House workers reportedly ordered by Akufo-Addo to reject anti-LGBTQ bill from Parliament

    According to information obtained by The Herald from the Jubilee House, President Nana Akufo-Addo has directed that nobody from his office should receive the Proper Human Sexual Rights and Ghanaian Values Bill, also known as the anti-LGBTQI+ bill, which was passed by Parliament on February 27, 2024.

    Despite three attempts by Parliament to submit the Bill for the President’s assent, officials from the legislative arm were turned away each time.

    Interestingly, the President had previously accepted bills such as the Witchcraft Accusations Bill and legislation against the death penalty, which were also passed by Parliament through private member’s sponsorship. However, these bills had not received presidential assent due to concerns about their financial implications.

    The anti-LGBTQI+ bill imposes a prison sentence of up to three years for anyone convicted of identifying as LGBTQI+ and a maximum five-year jail term for forming or funding LGBTQ+ groups.

    Sources indicate that Cyril Kwabena Oteng Nsiah, the Clerk of Parliament, has attempted to deliver the bill to the President for his signature, but no one has been available at the Presidency to receive it.

    The Herald’s checks showed that the last attempt made by the Clerk of Parliament was March 11, 2024, but was told that the President through the Secretary to the President, Nana Asante Bediatuo, has directed that, nobody from his office, should receive the bill prohibiting LGBTQ+ activities.

    The bill also proposes a jail term of up to 10 years for anyone involved in LGBTQ+ advocacy campaigns aimed at children.

    It also encourages the public to report members of the LGBTQ+ community to authorities for “necessary action”.

    Interestingly, Amnesty International (AI) and its partner, Civil Society Organisations (CSO’s) Centre, led by its country director, Genevieve Partingtonhave paid a courtesy call on the office of the Minister of Justice and Attorney General to discuss some human rights issues in Ghana.

    On the Witchcraft Accusations Bill, she expressed concern with the continued prevalence of witchcraft accusations in Ghana, saying “such accusations often lead to violence, discrimination and human rights abuses against innocent individuals, particularly elderly women.”

    She called on President Akufo-Addo, to protect people from being physically and mentally abused because of witchcraft accusations.

    She urged the government to take decisive action to address this issue, “including implementing comprehensive awareness campaigns, providing support services for victims, and enforcing laws to hold perpetrators accountable.”

    Francis Nyantakyi, the board chair of AI Ghana, has expressed concern over President Akufo-Addo’s refusal to sign the Armed Forces Bill Amendment, which seeks to abolish the death penalty.

    He emphasized that the death penalty violates fundamental human rights and the President’s stance could undermine Ghana’s progress in upholding human rights standards.

    Nyantakyi also inquired about the process for reintroducing the bill to parliament and how Non-Governmental Organizations (NGOs) could support its final abolishment. He suggested commuting the sentences of those on death row to life imprisonment and sought guidance on the steps and support from civil society organizations (CSOs).

    During the discussion, other human rights issues, such as prison conditions and overcrowding, were highlighted by partner CSOs. They sought updates on the progress of the Community Sentencing Bill, aimed at reducing prison overcrowding and improving offender rehabilitation methods.

    Madam Partington emphasized the importance of addressing these human rights concerns promptly, stating that upholding human rights is not just a legal obligation but also a moral imperative for justice and equality. She expressed AI’s willingness to collaborate with the government and other stakeholders to advance human rights in Ghana and ensure dignity and respect for all individuals.
