    No proof South Africa provided Russia with weapons – inquiry

    President Cyril Ramaphosa has said that an investigation has concluded there is no proof that South Africa gave weapons to Russia.

    The group disagreed with the statements made by the US ambassador to South Africa that a Russian ship was filled with weapons and ammunition in Cape Town in December of last year.

    The claims caused people to doubt if the country was really staying neutral in the war with Ukraine.

    Mr Ramaphosa said that it had hurt the country’s money and how people view them.

    “The group determined that there was no proof to back up the assertion that the ship carried weapons from South Africa to Russia,” the president explained in a speech to the country on Sunday, broadcasted on television.

    No permission was given to send weapons out of the country, and no weapons were sent out.

    A representative from the US embassy in Pretoria said that the US understood that South Africa took the claims seriously, but they choose not to say anything about what was in the report.

    The investigation discovered that the Russian cargo ship brought weapons from Russia to South Africa, which were ordered in 2018.

    Ambassador Reuben Brigety talked about a boat called Lady R that arrived at the Simon’s Town naval base on December 6th to 8th, 2022.

    In May, during a press conference in Pretoria, he said that he was sure that weapons and ammunition were put on the ship as it sailed back to Russia.

    The next day, South Africa’s foreign ministry said Mr. Brigety had said sorry without holding anything back for the claims.

    The president will only share a brief summary of the report for safety reasons.

    The investigation went to the navy base and talked to about 50 people and looked at over 100 documents, Mr.

    South Africa has tried to be friends with Russia since it invaded Ukraine in February 2022. The US and other Western countries have criticized them for this.

    This country is one of the few that didn’t vote in favor or against in several UN votes about the conflict. They chose not to openly criticize Russia regarding this issue.

    The US has been worried before about Russia and South Africa doing naval exercises together.

    The US embassy in Uganda is saying that there is still a danger of terrorist attacks in Uganda and the surrounding area. This comes as the Ugandan police evacuated a business center in the capital city, Kampala, because they thought there might be a bomb inside.

    The US embassy has warned American citizens to be cautious and not to go to crowded places. This comes after the police in Uganda stopped a suicide bombing attempt in Kampala.

    Patrick Onyango, who speaks for the police in Kampala, said that they caught a 28-year-old person who they think was going to blow themselves up. They caught them just before they went into a church called Rubaga Miracle Centre, which is run by Pastor Robert Kayanja.

    Mr Onyango said that the person who got arrested was assisting the police in finding three more people suspected to be involved in a planned attack on churches in Uganda.

    The police say that the man hid a homemade bomb inside a food container which he put in a bag.

    The authorities were able to safely set off the explosive, which had nails, a cell phone, detonator, booster charger, and other parts included.

    Three men have been taken into custody for their involvement in a violent protest that occurred after a Quran was burned in Sweden.

    There was trouble when an activist from Iraq, Salwan Momika, burned a copy of the important Islamic book on Sunday.

    Police arrested 10 individuals for causing trouble in public in the city of Malmo.

    A lot of cars were set on fire because about a hundred people came together in response to the fire.

    On Sunday afternoon, Mr Momika burned a Quran in Varnhemstorget, a busy square in the city. He has disrespectfully damaged the Quran, during a number of protests against Islam, and his actions have made many countries in the Middle East very angry.
    A bunch of mad people who were against something fought with the police when they wanted to prevent something from being set on fire.

    Police officers said that people threw stones at them, and some protesters even threw electric scooters at their cars.

    A lot of police cars were burned in the neighborhood of Rosengard in Malmo. This neighborhood has many immigrants and has had other violent protests before.

    “I know that emotions run high during events like this, but we cannot accept disruptions and violent behavior like what happened on Sunday afternoon,” said Petra Stenkula, the commander of the police in Malmo, in an interview with local media.

    “It is very unfortunate to see violence and damage happening again at Rosengard. ”

    There have been a lot of Quran burnings in Scandinavia this year.

    In June, Mr. Momika burned a copy near Stockholm’s main mosque, while Muslims were celebrating a special holiday called Eid al-Adha – a very important festival for Muslims.
    The Swedish police allowed Mr. Momika to protest because of their strong belief in free speech. Later, it was found out that the incident was being looked into because it may have caused hatred.

    In January, Rasmus Paludan, a politician from a Danish far-right party called Stram Kurs (Hard Line), set fire to a Quran book outside the embassy of Turkey in Stockholm.

    Denmark, a nearby country that has experienced several instances of the Quran being burned in public, recently stated its intention to prohibit the public disrespect of sacred books.

    Sweden has promised to look into the possibility of making it illegal to burn books as a form of protest in some situations.

    Hepatitis B responsible for 75% of liver cancer cases – GASLIDD reports 

    President of the Ghana Association for the Study of Liver and Digestive Diseases (GASLIDD), Prof Yaw Asante Awuku, has stated that Hepatitis B infection is responsible for around 75% of liver cancer cases in the country.

    He explained that presently, Hepatitis B affects one out of every ten Ghanaians, and there is a reported increase in cases. He also pointed out that the transmission methods include lifestyle factors and transmission from mother to child.

    In response to this situation, he emphasized the need to strengthen the vaccination of children and conduct vigorous awareness campaigns. Furthermore, he stressed the importance of motivating individuals to undergo testing.

    “For those diagnosed to be positive, there are avenues to seek care and prevent one from developing liver cancer or any liver cirrhosis,” he said.

    Prof Asante Awuku spoke at the 2023 Africa HepatoPancreatoBiliary Cancer Consortium (AHPBCC) opening ceremony in Accra and also observed that liver cancer is on the rise.

    However, he added that there is a ‘Stop Hepatitis C’ project wherein those who are positive are being offered free treatment at all regional and teaching hospitals.

    The president of GASLIDD opined that it is important for the state to dedicate funds’ amounts for more research on viral hepatitis: “We are looking at eradicating viral hepatitis; so if we have something dedicated for that, a lot of academic and service institutions will tap into it and make it happen,” he stated.

    AHPBCC 2023 was hosted in partnership with GASLIDD and is an annual scientific conference organised to harness resources and expertise across Africa, the US and Europe to address gaps in research, medical education and training, and clinical care for patients with liver, pancreas and bile-duct cancers.

    The consortium has more than 200 clinicians and research investigators who inform new strategies for risk prevention, early detection and improved survival of patients with these cancers. The consortium’s membership represents eight African countries, eight institutions in the US and four institutions in Europe.

    The conference in Accra brought together more than 200 participants from across Africa, Europe and the US.

    “This is training people and setting the agenda for the future,” he added.

    Speakers at the three-day event included Dr. Manal Hassan from the USA and Egypt, who spoke on genomics and cancer risk; and Dr. Samuel Antwi from the USA spoke on the genetic epidemiology of pancreatic ductal adenocarcinoma and pancreatic neuroendocrine tumours.

    Others included Dr. Yvonne Nartey and Dr. Atsu, Ghana; and Dr. Manal El-Sayed of Egypt, who talked about the ‘Stop Hepatitis C’ project in Ghana, among many other renowned international health practitioners.

    Speaking on the second annual scientific conference’s side-lines, the Presidential Advisor on Health, Dr. Anthony Nsiah-Asare, disclosed that the ongoing ‘Stop Hepatitis C’ initiative is being supported with one million doses of medicines that cure Hepatitis C.

    Touching on the conference, he expressed confidence that the platform will empower practitioners and complement efforts by the government to tackle and eliminate Hepatitis C in the country.’

    He also disclosed that the Ministry of Health is planning to fast-track the passage of a law on organ transplants.

    The government of Algeria has stated that a bunch of tourists who accidentally entered their waters from Morocco on jet skis were given a warning before they were fired upon.

    Last week, two men died after a fight with the Algerian coastguard.

    In its first statement about the incident, the Algerian defense ministry said on Sunday that the tourists didn’t obey an order to stop multiple times.

    However, someone who lived through the event has disagreed with this statement – stating that they were never given a warning.

    “My brother Bilal was killed by gunshots right in front of me,” Mohamed Kissim told the Reuters news agency.

    The group started riding jet skis from the Moroccan resort of Saidia on Tuesday when they were hit by gunfire.

    In a previous interview with French TV BFM, Mr. Kissi talked about how they got lost when it became dark. They realized they had accidentally entered Algerian territory when they saw coastguard boats coming towards them.

    “They came towards us,” he said – mentioning that his brother, Bilal, gave a signal for them to go back before the coastguard began shooting at them.

    Mr Kissi also said that they were able to escape from danger because they ran out of fuel.

    Algeria’s defense ministry said that they gave a clear warning to the group, but the suspects didn’t listen and ran away.

    It said that the reason for firing the warning shots was because there was a lot of illegal activity by drug smugglers and organized crime at its borders.

    Morocco and Algeria have had a lot of problems with each other for a long time because of Morocco’s belief that they should control the disputed Western Sahara region.

    The line separating them was shut in 1994, and Algiers cut off connections two years ago. Morocco was accused of doing unfriendly actions, but Rabat denied this allegation.

    Algerian officials have also said that they found a dead man after an incident last week. They took his body to Tlemcen, a city near their shared border, to examine it.

    It is believed that Abdelali Mechouar, who is related to the Kissi brothers, is the second person who died in the incident, according to Moroccan media. His family still hasn’t received his body.

    The second man who passed away, Bilal Kissi, was buried on Thursday after his body was found on Saidia beach.

    The Algerian authorities arrested a man named Smail Snabe. He has now been found guilty and given a prison sentence of 18 months, as reported by Morocco’s National Human Rights Council (CNDH).

    The CNDH has asked for him to be set free and given to the Moroccan authorities.

    The council also criticized the Algerian coastguard’s actions. They said that not helping people who were lost at sea was very wrong and went against international rules and laws that protect human rights. This is particularly bad because the people were in a situation where it was unclear who should help them.

    The Moroccan authorities have said they won’t talk about the incident, as they see it as a legal matter. However, the office that investigates crimes is looking into the accident.

    The families of Bilal Kissi and Smail Snabe, who have both French nationality, want to take legal action in France, according to the AFP news agency.

    The foreign ministry of France said on Friday that it knew about the death of one of its citizens and the capture of another French person in Algeria.

    It said that it is talking to their families and the authorities in both countries.

    Australia recovers ill expedition participant from remote Antarctic station during winter months

    A person who was on a trip to Antarctica and got sick has been taken out of a faraway outpost during the winter. The rescue mission traveled thousands of kilometers. Australian officials announced this on Monday.

    According to the Australian Antarctic Division, the RSV Nuyina ship traveled over 3,000 kilometers (1,800 miles) from Hobart in Tasmania to the Casey Research Station in the east Antarctic to help a patient.

    The AAD said that the person on the expedition needs to see a specialist doctor in Australia for a health problem that is getting worse, but they didn’t say any more details.

    “Our main focus is bringing the person on the expedition back to Tasmania so they can receive the necessary medical treatment,” said Robb Clifton, who is temporarily in charge of the Australian Antarctic Division’s operations and logistics department. He made this statement on Monday.

    The Casey research station is situated on the edge of the Antarctic ice cap. It is found on the northern part of Bailey Peninsula on the Budd Coast. The station is about 3,880 kilometers (2,410 miles) south of Perth, Western Australia.

    There are three permanent stations in Antarctica that Australia operates. One of them is called Casey. It is always occupied by about 150 expeditioners, who stay there all year. During the summer, more people come to visit Casey. During the cold winter months, there are only around 16 to 20 people at the base.

    The Nuyina ship traveled for many days through rough seas in the Southern Ocean. It had to go through ice on the sea to get closer to a place where two helicopters could be used. The helicopters arrived at Casey on Sunday and took the patient back to the ship by air, according to the ADD.

    Clifton said that the initial part of the evacuation went well and the ship is now on its way back to Hobart.

    “The explorer will receive medical care in the Nuyina’s special medical facility, provided by our polar medicine doctors and staff from Royal Hobart Hospital. ”

    The boat, which can go as fast as 16 knots, is estimated to reach Hobart again next week, but it depends on the weather, the AAD explained.

    Casey has a small medical center, but in emergencies, other people may need to help the doctor at the station.

    During the winter months, it is usually not possible to take flights to the Antarctic base. The weather is extremely cold, with temperatures dropping as low as minus 30 degrees Celsius (-22 Fahrenheit). There are also strong winds due to sudden blizzards and very little sunlight.

    The closest runway to Casey is called Wilkins aerodrome. It is the main airport for the base and has a runway made of ice. However, it is only open and functioning during the summer, as stated on the APP’s website.

    According to the AAP, the icebreaker Nuyina will travel about 7,000 kilometers to rescue people from Australia’s Antarctic and sub-Antarctic research stations.

    The AAD said the family of the expeditioner is being updated about the situation and that all other people in the stations are safe.

    Deputy Chief Fire Officer (DCFO) James Owusu-Agyei, who serves as the Director of Rural Fires for the Ghana National Fire Service (GNFS), has revealed that there are five specific areas in the country that have been pinpointed as significant bushfire danger zones.

    According to him, in the period from January to July of the current year, there have been a total of 21 bushfires reported in the Ahafo region, 144 in the Central region, 104 in the Ashanti region, 70 in the Eastern Region, and three in the NorthEast region.

    In contrast, during the previous year, the Ashanti region reported 189 bushfires, the Eastern region had 168, the Central region recorded 199, the North East region had seven, and the Ahafo region reported 46 bushfires.

    DCFO Owusu-Agyei revealed this information during an interview with the Ghanaian Times in Accra yesterday.

    He mentioned that, in order to decrease the occurrence of bushfires in the recognized high-risk areas, the service is collaborating with various partners, including the National Disaster and Management Organization (NADMO), to implement early warning systems that can alert the service about bushfires in advance, allowing for prompt response.

    He revealed that bushfire causes a loss of three percent to the country’s Gross Domestic Prod­uct (GDP) annually and destroys the forest cover of the country.

    The Director stated that the service from January to July this year, recorded 607 bushfires nationwide as against 871 the previous year within the same period.

    “Central Region recorded the highest with 159 cases and Savan­nah recorded the lowest with six cases,” he added.

    He said farming activities accounted for 19 percent of the bushfires, hunting 15 percent, and charcoal production 10 percent.

    The Director said the reduction was a result of intensified sen­sitisation programmes, and effective collaboration with the stakehold­ers such as the NADMO, Forestry Commission, and other non-gov­ernmental organisations.

    “We also liaised with farmers, who we use as volunteers to pro­tect their farms,” he added.

    DCFO Owusu-Agyei mentioned the major causes of the fires as negligence, hunting of game, natural causes, and human activities.

    He mentioned some challenges such as funding, hence the ability to encourage people to be fire vol­unteers, logistics, and some certain festivals that require the use of fires.

    “During the festival, some people go out of order,” DCFO Owusu-Agyei added.

    He said enforcing the Con­trol and Prevention of Bushfire Act 1990 (PNDCL 229) would empower the GNFS to prosecute anyone who set fire to the bush and caused harm.

    “With the law, the GNFS would also liaise with the District and Municipal Assemblies to enforce the law and mandate us to establish volunteers,” he added.

    He encouraged farmers as the country was approaching the dry season to use new farming methods, farm belts and also call for assistance from the service to help prevent bush farming.

    The Director advised farmers to practice what they had been educated on and assured them of the GNFS’s determination to partner them to reduce the bushfires to save lives and properties.

    He appealed to the media to intensify their collaboration with the fire service to ensure lives and properties were saved.

    Medical Superintendent at Hillcross Medical Hospital, Dr Henry Nii Odai, has been taken aback by the revelation that a significant number of young individuals in Gbawe are afflicted with hypertension and diabetes.

    Henry Nii Odai reported that among the 180 individuals who received a diagnosis, 12 of them were young individuals, highlighting a worrisome prevalence of hypertension and diabetes among this demographic.

    He shared this information with the media while conducting a health screening event in the area at no cost.

    Dr Henry Nii Odai disclosed that the majority of individuals affected by hypertension and diabetes are oblivious to their condition, and those who are aware tend to rely on traditional herbal remedies, which is a cause for concern.

    The screening exercise was a collaboration with Radiance Oil and part of the Homowo Festival celebration.

    The doctor expressed concern about the prevalence of challenges due to unhealthy eating habits and lack of exercise, particularly among individuals under 40.

    “This is a significant challenge. When you speak with those affected, you will find that many are unaware of their conditions. Those aware have turned to herbal medicines and self-medication, which has exacerbated their conditions. The number of people affected by these conditions alarms us. This happened as it passed through the thickest part of Earth’s atmosphere. Inside the space vehicle, a shield protected the passengers from heat. The temperature should have been comfortable and not gone beyond 100 degrees Fahrenheit (37. 8

    The capsule then released sets of parachutes to help it descend more slowly. The rescuers are ready to bring the spacecraft out of the water and onto a special boat called the “Dragon’s nest. ” Once on the boat, they will do some important safety checks before the crew can get off.

    NASA said that they were watching the impact Hurricane Idalia had on Florida‘s Gulf Coast before the astronauts left the space station. The big storm hit northern Florida really hard and then went through southern Georgia and into the Carolinas.

    The Crew-6 team has four astronauts. They are Stephen Bowen and Warren “Woody” Hoburg from NASA, Sultan Alneyadi from the United Arab Emirates, who is the second astronaut from his country to go to space, and Andrey Fedyaev, a cosmonaut from Russia.

    While they were visiting, the Crew-6 astronauts also met with the Axiom Mission 2 crew. This crew consisted of a former NASA astronaut and three passengers who paid to be there. The passengers included an American businessman and two astronauts from Saudi Arabia. The flight was a part of a plan to regularly take tourists and other customers to the International Space Station. NASA wants to have more private businesses operating in the area close to Earth.

India’s achievement of landing a vehicle on the moon makes them the fourth country globally, and the second country in the 21st century, to accomplish this.

    Right now, Aditya-L1 is going towards a place called Lagrange point 1. This place is in between the sun and Earth, where the pull of gravity from both the sun and Earth is balanced.     According to the space agency, this position will allow for a better opportunity to observe solar activities and their impact on space weather in real-time.

    The spacecraft has seven tools for studying things in space. Four of these tools will be pointed directly at the sun. The other tools will study particles and magnetic fields that come from the sun and pass through a specific point in space called Lagrange point 1.

    The mission’s main goals are to study the sun’s upper atmosphere and different solar activities, like coronal mass ejections which are huge bursts of plasma from the outer layer of the sun.

    The data collected from Aditya-L1’s experiments will help us understand space weather better. Space weather refers to the magnetic waves in our solar system. Space storms can cause problems on Earth when they enter our atmosphere. They can sometimes affect satellites, radio communications, and power grids. The US National Oceanic and Atmospheric Administration has said this.

    India’s Aditya-L1 will contribute to the data collected by other missions studying the sun, like NASA’s Parker Solar Probe. The Parker Solar Probe is the first spacecraft to come into contact with the sun, which happened in 2021.

    The concerned priest, Opanin Boadi Panin Ababio, who is the Obrempong Agyemang Tano Bosomfour, told the media that his shrine had been locked up for almost a year without any justification.

    Opanin Boadi Panin Ababio expressed how the situation has negatively impacted him and the people who come to the location for consultation and other healing purposes, saying the gods were not happy.

    However, he has pleaded with the Ashanti overlord Otumfour Osei Tutu II to step in and save the day.

    Accusing some thugs of storming the palace to lock up the shrine, the Tano Bosomfour further fingered the chief of Kwamo for being the brain behind the closure of the shrine.

    According to him, since the shrine was shut down as a result of the Kwamo chief abusing his authority, Tano, which was meant to be spiritually strengthened before the Sikadwa, is now struggling with hunger.

    “What is the meaning of this? That’s why I’m pleading with our overlord. I have gone to inform him already. He assigned Baffour Sumankwa but he did nothing, and I’ve informed him again that the Tano shrine has been locked up. Tano is sadly going to eat outside during this Akwasidee, all because of the closure. I’m pleading with Otumfour, I’ve already whisper into his ears and I’m doing that again because I’m not supposed to stand before him according to traditions. I have said it once, twice and at this third time I’m saying it through the media. I’m pleading with him to send one of his spiritual wives to come here to unlock the shrine so that the Tano will stop eating from outside. I’m pleading because Tano is supposed to eat during Fodjour before the Sikadwa eats on Awukudae,” he said.

    “Who is he to lock up Obrempong Agyemang Tano for more than ten months now, something even the Asante overlord cannot do? I’m therefore pleading with Otumfour to come to the rescue of this unfortunate situation so that Obrempong Agyemang Tano can eat inside the room,” he appealed.

    The Obrempong Agyemang Tano Bosomfour played a significant part in the establishment of the Ashanti kingdom, according to the Bosomfour, who is also the local Ekuona Abusuapanin, who gave a brief history of the Tano Agyemang shrine.

    He claimed that it also had a significant impact on the Ashanti kingdom’s numerous military triumphs and other achievements. 

    The worried priest explained how Asante could never leave the Tano shrine and asked Otumfour to take immediate action to help correct the situation.

    He also urged thorough investigations so that those responsible for the crime could be held accountable.

    The National Identification Authority (NIA) has announced that Phase II of Ghana Card registration will commence today Monday, September 4, 2023.

    In a statement released on September 3, it was revealed that this registration opportunity is accessible to all Ghanaians aged 15 years and older. First-time applicants can take advantage of the free registration services provided at any of the NIA’s 276 District Offices situated throughout the country.

    Additionally, this complimentary registration service is also accessible at NIA Regional Offices located in Accra, Bolgatanga, Cape Coast, Dambai, Damongo, Goaso, Nalerigu, and Wa.

    “For the avoidance of doubt, the free service for first-time applicants will NOT be available in the following NIA Regional Offices which currently operate as Premium Registration Centers: Ho, Koforidua, Kumasi, Sunyani, Sefwi-Wiawso, Takoradi, Tamale and Techiman,” the statement added

    The NIA has specified that there will be a statutory fee of GH¢34.50 for replacement and update services at the non-premium centers.

    The Phase I, initially scheduled to run for 10 days (from August 28 to September 8, 2023), was shortened by the NIA due to an unexpectedly low turnout. This decision prompted the initiation of Phase II registration.

     “The decision to apportion ten (10) days for Phase I was based on the figures provided by the Controller and Accountant General’s Department, estimating 250,000 – 260,000 Public Sector Workers on GoG Payroll to participate in the Phase I. Unfortunately, only 87 of the targeted beneficiaries presented themselves for registration.”

    “Thus Phase II of the registration exercise will begin tomorrow, Monday, 4th September 2023. This is to ensure efficiency and effectiveness in the use of public resources, and to ensure that other members of the public are able to access NIA’s services,” portions of statement indicated.

    In the meantime, the NIA has reinstated Household and Institutional Registration services for groups consisting of five or more Ghanaians and institutions with 50 or more Ghanaians. The fee for Household Registration is GH¢150 per applicant, while the cost for Institutional Registration stands at GH¢100 per applicant.

    “He [Akufo-Addo] has appointed the biggest number of judges onto the bench, it is more than 80 towards 100 and counting. You can see what the current president has done.”

    “He has packed the court, and we know they have packed the court because they want to avoid accountability after they have left office.”

    So, in order to maintain a balanced party, the 2024 NDC flagbearer recommended the party members to pursue jobs in law.

    That, according to him, is the only way to fix the abnormality.

    “So, I encourage some of you to look at careers on the bench so that we can balance out what the current situation is. We must be prepared as NDC legal persons to also go onto the bench so that we can balance out the judiciary,” he urged.

    An eyewitness account of the incident describes how a fuel tanker from Tema slid along a road and collided with the former toll booth at the Accra end.

    “We heard a noise. Around 5am, when we came out, we saw a truck carrying some chemicals to Tema. The driver sustained serious injuries. We managed to move him out and he was taken to the hospital. The mate was trapped and dead in the truck. We had to call the Fire Service to come and cut the parts of the truck. It seems he went out of his lane and hit the toll booth. Maybe he was sleeping, if not this wouldn’t have happened,” an eyewitness said.

    Another also said, “The driver was speeding. So, we are pleading. The toll that was closed never favoured Ghanaians. Compare when the toll booth was in operation and now that it has been closed, and compare the accidents that have been recorded. The accidents have become rampant. So, the government should do something about it. The closed toll booth never favoured us. If they are going to reopen it, they should make it efficient, because the place is closed, drivers go full speed, but if it’s in operation, they will kill their speed before they reach the payment point.”

    According to witnesses at the scene, the fuel tanker driver was taken to the hospital for treatment after suffering injuries, but his companion passed away there and then.

    The damaged truck was later towed.

    At the scene of the accident, police officers and firefighters kept the traffic in order.

    Infantry Battalion: Kufuor disbands JJ’s “private army”

    The emergence of specialized units within African military forces tasked with safeguarding presidents and other high-ranking government officials has gained significant attention in the aftermath of the August 30 coup in Gabon.

    The leader of the Republican Guard, General Brice Oligui Nguema, an elite force responsible for the protection of the First Family and other dignitaries, orchestrated the overthrow of President Ali Bongo Ondimba, whom he had faithfully guarded since 2019.

    This pattern of presidential guard commanders unseating their superiors and assuming control has previously unfolded in Guinea, where Colonel Doumbouya removed President Alpha Conde, and in Niger, where Abdourahmane Tchiani played a similar role in the ousting of President Mohamed Bazoum.

    In contrast, Ghana, despite experiencing four interruptions to its democratic journey since 1957, has not witnessed such incidents. Nevertheless, the country does have a historical precedent of a private army known as the Commando unit, established in the early 1980s under the leadership of Jerry John Rawlings during the Provisional National Defence Council (PNDC) era.     “Even though the Commandos Unit has been incorporated into the Ghana Armed Forces to circumvent the Constitutional provision prohibiting the establishment of any private army, the 64thIR is the only unit where the other ranks are permitted to carry side arms even when off duty.”

    January 2001: The 64 Regiment pledges its support to the government

    GNA reports that soon after John Agyekum Kufuor became president in 2001, the then Commander of the 64 Infantry Regiment, Lt. Col. Larry Gbevlo-Lartey, pledged his regiment’s commitment to protecting the country’s constitutional rule.

    “We are not a coup-making regiment, neither was the unit established to perpetuate the rule of any one person but to ensure stability at all times and act as a rapid deployment force in emergencies,” he said.

    As part of a visit to the Ministry of Defence to interact with the top hierarchy of the Ghana Armed Forces on behalf of the President, Mr J. A. Kufuor, Lieutenant Colonel Gbevlo-Lartey gave the assurance when Dr Kwame Addo-Kufuor, Minister-designate, visited the unit to familiarise himself with the unit.

    “We are clear in our mission and the task assigned to us and we will continue to perform those duties to ensure stability in the country at all times,” the Commanding Officer stressed.

    June 2003 – 64 Battalion joins Regular Army

    In June 2003, the Kufuor government formally reintegrated the battalion into the regular army through a series of reforms.

    According to a GNA report at the time, the former 64th Battalion of the Ghana Armed Forces has been integrated into the regular army with clearly defined responsibilities.

    “The soldiers who, according to the Minister for Defence, did not have a clear task previously,” now have a clearly defined role in the Ghana Armed Forces, adding that none of them have been sacked or fired from the Ghana Armed Forces.

    Dr. Kwame Addo-Kufuor vehemently denied allegations made by an inquirer during the Meet-The-Press event, asserting that members of the Battalion had been dismissed. He clarified that it was not in the nation’s best interest to deploy such highly trained personnel onto the streets.

    Even after the disbandment, the Kufuor government continued to harbor concerns about the Battalion.

    According to various reports, the Kufuor administration at the time opted for a phased disbandment and reintegration of the battalion, fully aware that many of its members held allegiance to the Rawlings government.

    This decision was met with approval from security experts, who argued that caution was essential, given the apprehension of another potential coup.

He suggests that the IGP must make every effort to facilitate citizens’ exercise of their freedom to demonstrate, as it is part of his job.

    Furthermore, Ayariga points out that the IGP is paid and provided with the necessary resources to carry out his duties efficiently. Therefore, he believes that the IGP cannot refuse to work when the required resources are available.

    It seems that Ayariga is dissatisfied with the performance of government officials, particularly the IGP, and asserts that the Minority in Parliament will focus on holding public servants accountable for their constitutional duties and responsibilities.

    This statement underscores the importance of upholding democratic rights and responsibilities and ensuring that public officials fulfill their roles in a manner that respects citizens’ freedoms and maintains public order.

    He said that in order to fulfil the expectations of the public, public officials—including the IGP—must carry out their constitutionally mandated duties.

    According to the MP, it is the IGP’s duty to ensure residents have the necessary protection and security when they exercise their right to demonstrate.

    This is essential to ensuring that protests remain peaceful and that individuals or groups looking to disturb the peace are not allowed to do so.

    He warned that because of his actions, the IGP would be the next public official to be fired.

    “The IGP is not there on his own. He should take off his uniform and check to see if he is the IGP. He has constitutional obligations to live up to expectations when citizens must demonstrate, no matter how difficult the task. Even if it is difficult, the IGP must assure the demonstrators’ safety, security, and protection,” Mahama Ayariga stated.

    “We cannot offer you the resources, budget, recruit for you, or equip you with logistics such as vehicles, and you claim you are unable to accomplish your job. After the governor of the Bank of Ghana, we will demand the expulsion of the IGP,” he added.

    Security analyst, Adams Bonah, has expressed concern about what he sees as inconsistencies and a pattern of lies in Commissioner of Police (COP) George Alex Mensah’s testimonies.

    COP Former Director of Operations for the Ghana Police Service, Alex Mensah was one of the people named by Bugri Naabu as being one of the people behind the voices on the leaked tape calling for the removal of Inspector General of Police (IGP) Dr. George Akuffo Dampare from his position.

    COP Mensah initially asserted that the audio was altered during his appearance before the investigative committee and that he was unsure of the recording’s origin and content.

    However, he acknowledged the veracity of the voice on the tape in his later remarks.

    Reacting to this, Adam Bonah pointed out that the inconsistency in the confession shows a pattern of lies in what COP Mensah said.

    “When they put it to him that they could play his own voice back to him, he told them that he didn’t say them from his mind the previous day. And so, what I am saying is that you can see a pattern of lies from the COP.

    “In one way he admitted that is his voice, then yesterday he actually said it sounds like his voice. So, then you see the inconsistencies and the lack of flow. His inability to sustain a conversation every now and then. His lawyer also didn’t help him, you could see he was not very understanding with these answers,” he said.

    Adam Bonah also noted that COP Mensah appeared ill-prepared during his initial testimony, displaying confusion and hesitation in his responses.

    He contrasted this with Bugri Naabu’s demeanour during his testimony, describing the former Northern Regional Chairman of the New Patriotic Party (NPP) as relaxed and forthcoming.

    “In the two days of testimonies by COP Mensah and the other day of testimony by Bugri Naabu, you can see how relaxed Bugri Naabu was in giving his testimonies.

    “On the first day, you can see how the COP took things. He was a little bit confused, and he appeared he didn’t know whether to say a yes or a no to some of the questions he was being asked. He was not forthcoming with answers on the first day.

    He continued “On the second day, you saw bitterness in him, you saw confusion, tension and at a point he said some of the things he said, he didn’t say them from his mind,” the expert added.

    During a panel discussion on Peace FM’s Kokroo on September 1, 2023, he argued that several of the recent coups in Africa could be categorized as “palace coups,” wherein senior military or special forces officers seize control of the government.

    “Most of the coups that have happened in recent times are palace coups. Palace coups, in the sense that you will realize someone like a special forces commander who is protecting the president has taken power from him.

    “The way politicians treat security men is very important. You are holding a pen, and someone else is holding a gun. Who is more dangerous? The person with the gun is protecting you, but you are not treating him fairly,” Owusu asserted.

    According to him, approximately 77 security personnel at Jubilee House, including members of the military and police, quit because of perceived unfair treatment.

    “Go to Jubilee House and see, the police, soldiers and everyone complaining, it got to a point where almost 77 security personnels decided to leave Jubilee House and go back to the unit.

    “I am not sure that they are taking note that why would they struggle to get the seat of government and yet go back to where they came from… I know many of the people who have gone back. What type of treatment are you giving them?”

    As a result, he expressed concern about this exodus, asking why people would seek positions in government then return to their previous occupations.

    “What kind of treatment are you giving them? Ministers of state have been given police escorts, but they are treated like animals, as if they are not human beings,” he noted.

    He concluded: “It is for this very reason that the very idea of a coup, the truncuation of democracy or the imposition of an unconstitutional Government in either of these two countries is not only unacceptable and repugnant but would also be resisted with every fiber of our collective being.”

    Mali, Guinea, Burkina Faso, and most recently Niger have all witnessed the emergence of military governments following the overthrow of democratically-elected presidents.

    In an effort to address the coup in Niger, the Economic Community of West African States (ECOWAS) had initially threatened to deploy a standby force. However, this plan has encountered obstacles as the junta in Niamey remains firmly entrenched.

    Adding to the list of recent coups in Africa, Gabon, located in Central Africa, became the latest country to experience a coup when the military removed President Ali Bongo from power on August 30, 2023.
