Private basic schools in the Tema Metropolis in 2019 recorded better results in the Basic Education Certificate Examination (BECE) than their counterparts in public schools as 87 per cent of their 1,800 candidates passed.

Public schools in the Metropolis on the other hand, recorded an unimpressive 56 per cent pass out of the 2,014 candidates they presented.

The Metropolis, according to statistics presented by Mr Felix Mensah Nii Anang-La, Tema Metropolitan Chief Executive, at a General Assembly Meeting, revealed that the area achieved a total of 71 per cent in the 2019 BECE.

The data showed that 1,474 candidates made up of 726 boys and 748 girls from the private schools passed while a total of 1,011 candidates comprising of 453 boys and 558 girls from public basic schools passed.

Mr Anang-La said 55 per cent of boys in public schools passed the BECE whereas 45 per cent failed while 58 per cent of girls in public schools passed whereas 42 per cent also failed.

He said, to improve the situation in subsequent exams, the TMA had instituted a number of mitigating strategies such as intensifying supervision teaching and learning process at the basic schools, provision of learning materials.

  • Rent bill before cabinet for approval

The Minister for Works and Housing, Samuel Atta Akyea says due to the shortcomings of the existing Rent Act, 1963 (ACT 220), which does not significantly address the current challenges of rental housing in Ghana, a new Rent Bill (Rent Bill, 2020) has been prepared and presented to cabinet for approval.

Addressing the media in Accra on Wednesday, 24 June 2020 the Minister said the review of the existing rent act is intended to safeguard the rights of vulnerable tenants who have constantly been outpriced by the uncontrollable hikes in the cost of renting accommodation in the country.

“The Bill seeks to ensure that, property developers are not discouraged from investing in the housing industry by rigid rent control mechanisms that suppress chargeable rent to artificial levels. Currently, the Bill is before Cabinet for approval,” the minister said.

The minister, therefore, called on landlords and tenants to be law-abiding more than ever considering the strain COVID-19 pandemic has had on the rental housing market in the country.

“Although the review of the existing Law is on-going, let me reiterate that the law governing the landlord-tenant relationship has not been suspended”.

The bill, when approved will mitigate the seemingly unfair practices of some landlords such as wrongful termination of contracts, eviction, and other outrageous demands for rent advance. This will bring some sanity to the rental system.

Atta Akyea further announced that, the Real Estate Bill, 2020, which seeks to establish the Real Estate Agency has been finalised and submitted to Parliament. He said the bill, when passed, will regulate real estate agency practices, real estate commercial transactions including the sale, purchase, rental and leasing of real estate and related fixed assets.

Other bills which are at various stages of implementation according to the minister are Condominium Bill, Architects Bill and the Ghana Hydrological Authority Bill.

  • Web technology another avenue for job creation and economic empowerment – Darko-Mensah

Kwabena Okyere Darko-Mensah, the Western Regional Minister, has called on the youth to form stronger Patnerships to ensure talents boost in the field of entrepreneurship.

He stated that the most important thing that could help the country was for the young people to take a positive lead, which comes through learning and sharing of ideas in a more innovative manner that can solve societal problems.

Mr. Darko-Mensah was addressing a consultative stakeholders meeting in Takoradi on the “Role of Web Technology for Digital Transformation of the Local Economy for Job Creation and Economic Development”.

The programme was initiated by International Conference on Open and Distance Education (ICODE), Tech Firm in the Metropolis with support from Ghana TechLab, Young Africa Works, the World Bank and the Ministry of Communications to empower young people to create jobs and help develop their talents.

Digitization, he said, affected every aspect of human life and urged the youth who were into this kind of entrepreneurship to endeavour to solve societal problems.

“The introduction of digital technologies has triggered the creation of new business models and revenue streams. Emerging technologies such as artificial intelligence (AI), cloud archives, and the Internet of Things (IoT), accelerate transformation, while fundamental technologies such as data management and analysis are needed to analyze the huge amounts of data that result from digital transformation.

“Although technology and computing have been present in our daily lives for decades, the concept of digital transformation is relatively new though it has popularized the use of the Internet”.

The Project Lead at LogigTech, Nana Baisie, during a panel discussion, said the global COVID-19 pandemic, has exposed deficiencies in Web Technology and digital transformation and equally taught how certain breakthrough would not have been achieved without certain Web Technologies, describing it as a boom season in the Web Development Sector.

“Without the appropriate Web Technologies most of the things we are able to do and we are able to achieve today would not have be possible,” he added.

The Programmes Manager at ICODE, Ms Phoebe Addison, said “one of the most difficult issues in digital transformation visualization was the execution of the process aside obstacles such as budgets, finding talents and cultural changes”.

  • Commodities prices up five percent as GCX recovers from pandemic shock

Commodity prices are recovering from a pandemic-induced fall on the Ghana Commodity Exchange, closing about five percent higher on Monday, June 22.

Disruptions to supply chains from COVID-19 pushed trading volumes down 40 percent, causing prices to plunge ten percent year-on-year.

“Prices fell due to low market activity and the subsequent withdrawal by sellers to trade on the alternative market,” Dr. Kadri Alfa, Chief Executive Officer of GCX said.

Both demand and supply of commodities dropped since the outbreak, attributable to shutdowns and restrictions on movement to curb the spread of the virus.

But market activity on GCX is rebounding after restrictions on movement were eased, and bulk buyers (food processing companies) scaled-up production.

Grade one white maize traded from the Ejura Warehouse (GEJWM1) closed at GHS 1,240.00 on Monday, 17 percent lower than the opening price of GHS 1,500.00.

At the same warehouse, GEJWM2 and GEJWM3 closed trading at GHS 1,200.00 CEDIS and GHS 1,100.00 cedis, down 10 percent and 26 percent from the opening prices respectively.

“We are rebounding from the pandemic which affected our operations significantly. So far, trading has returned to some level of normalcy but we expect to do better to achieve our short to medium-term goals,” Dr. Alfa added.

Listed contracts on the GCX are white maize, yellow maize, sesame, sorghum and soya beans.

Impact of the pandemic on traded volumes

The halt in economic activity destructed demand as food processing companies whose operations were either on break or operating below capacity.

Supply volume contracted 45 percent within the same period, as smallholder farmers who supplied 90 percent of traded commodities in 2019, retained their produce “over fears of personal food security,” Dr. Kadri noted.

“It resulted in significant revenue losses for both GCX and trading partners, particularly the nearly 300,000 smallholder farmer groups supplying the exchange,” he added.

    Performance of listed contracts

The exchange went live with white and yellow maize contracts late 2018 and later listed soya bean, sesame and sorghum, as it sought to diversify its portfolio and meet market demands.

But, maize and soya bean have been the maximum traded contracts, leaving sesame and sorghum scrambling to register presence.

The exchange is awaiting approval from the regulator to enlist paddy rice, milled rice, and cashew contracts by the end of the second quarter.

“Ramos is one player who scores with his head and that is what I have been emulating. In the GPL I was scoring with my head and that tells you I am gradually becoming Ramos of Africa” he said.

Ramos was an integral member of the Spanish team that conquered the world in 2010 and Europe from 2008-2010.

  • Can Baba or Anguissa fill Partey’s big boots at Atletico Madrid?

While the future of Thomas Partey remains uncertain, the relentless mill of transfer speculation has already begun to turn up potential replacements for the influential midfielder.

Per recent reports, the Ghana international has a contract offer from Atletico Madrid to extend his stay in the Spanish capital. However, links to North London club Arsenal persist, no doubt sparked by a statement attributed to his father in April but now fuelled by the player’s own reticence toward signing the extension.

Partey’s importance within Diego Simeone’s system has continued to grow over the last two seasons. Following the departure of long-serving captain Gabi in 2018, the 27-year-old has assumed not just the position at the base of the Atletico midfield, but also a de facto leadership role within the team.

It is a level of responsibility he has risen to and relished: he leads the team in successful dribbles per game (1.8), is third for interceptions (1.4 pg) and second for completed passes (41.0 pg) .

More important than the volume, however, is the types of passes.

Per FBref, of players who have made at least 15 starts, Partey leads Atletico for passes played into the final third (6.92 per 90), touches (70.7 per 90) and is second only to Kieran Trippier for progressive passes (7.44 per 90).

For a side that is built first and foremost to be solid defensively, he is absolutely crucial to the construction of their attacking play.

Big boots to fill then if, as is widely expected, he leaves the Metropolitano.

Two names that have been strongly linked as replacements are Real Mallorca midfielder Iddrisu Baba and Villarreal’s Andre Zambo Anguissa, who is on loan from English side Fulham. While their styles are somewhat contrasting, they both have certain merits that make them interesting considerations for Atletico.

There are, of course, a few obvious similarities between Baba and Partey.

Both are Ghana internationals and, like his older compatriot did six years ago, the 24-year-old Baba is receiving a footballing education at RCD Mallorca.

That is not all he has going for him, however.

Even within the more humble stylings of Mallorca’s game, Baba asserts similar influence on their passing game. He is second in the club for passes into the final third (3.02 per 90) and second for touches (50.4 per 90).

While of players at the club who have at least 15 starts, Baba ranks fourth for progressive passes per 90, he does not carry the responsibility in terms of starting attacks that Partey does. That brief falls to the experienced Salva Sevilla; Baba is tasked with winning the ball, keeping it simple and establishing possession in the centre of the pitch.

Capped by Ghana for the first time last November, he could realistically play as a foil for a player like Partey, allowing his more attacking instincts to flourish. The self-effacing nature of his game is one that has reportedly attracted attention in the past from Real Madrid, interest which forced Mallorca to offer the player two contract extensions in 20 days in July 2019.

There will no doubt be concerns as to whether he can offer the same incision that Partey does. However, it is worth noting that Partey himself was not a like-for-like replacement for Gabi, so a slight difference in profile need not be a deal-breaker.

The Cameroon international endured a torrid time in the Premier League with a hapless Fulham side in 2018/19, but is rebuilding his reputation at Villarreal.

His strong performances for the Yellow Submarine have seen him earmarked as a possible replacement for Partey at Atletico.

An imposing figure in midfield, Anguissa excels at carrying the ball forward. He leads Villarreal in total dribbles (69) this season, a remarkable statistic considering he plays alongside Santi Cazorla, and is fourth for progressive carries.

However, his actual work in possession is good too. He has the second-highest passing accuracy in the team, and of players who have made at least 15 starts, he is second for passing the ball into the final third.

Physically more imposing than Baba, he is however less active defensively inside his own defensive third. Typically, Anguissa, perhaps by virtue of Villarreal’s high defensive line, plays higher up the pitch, using his engine to disrupt and break up play.

Vicente Iborra plays the more disciplined defensive role alongside him in midfield, and so he has license to storm forward and apply pressure to opponents.

While it would be a great ask for him to acquire the discipline needed to provide a solid base for the team to function, it is effectively the same route to first team prominence that Partey took, morphing from an energetic box-to-box player to a more metronomic presence.

The sheer difference in playing style between the mooted replacements tells a story in itself, and is a compliment to how aptly Partey has embodied the role at Atletico.

Certainly, the club’s preference would be to retain his services.

However, if Arsenal (or indeed anyone else) activate his release clause, either of the above would make for interesting replacements, but for quite different reasons: whereas Baba would need to show more, Anguissa arguably would need to strip back.

  • Lets give Okrakus FA some time – Aduana Stars coach

Assistant coach of Dormaa-based Aduana Stars, WO1 Paul Tandoh, has called on football administrators and the public to “hold their tongues” a little longer for the present administration of the Ghana Football Association (GFA) as it seeks to bring back football to its feet.

The present administration is only eight months in office, but already tongues are wagging in their direction amidst name-calling with others comparing their tenure to the immediate past administration and scoring the present low marks.

This, Coach WO1 Tandoh believes, is not right and too early for such comparisons.

“The GFA has just crawled as we just came out of the woods after the Anas Aremeyaw Anas exposé.This administration was putting things in place before the COVID-19 pandemic also came in, and within eight months, one should not expect them to change the face of the game within this period.”

In a chat with Times Sportsyesterday, he said although football is huge in Ghana and is the passion of a larger majority, people should exercise patience for the new administration as they seek to return footballto where it belongs.

“People should remember where we are coming from. All that happened with the Anas exposé would not take eight months to rub off. I plead with Ghanaians to stop trying to force their opinions on them; they came in with a plan, allow them to execute them before you start to pass judgment.”

According to the coach, the current administration has their own plans.

However,“the way people are running commentaries about them is not the best; the way they are drawing comparisons and casting slursis not the best.”

The 2017 league winner with Aduana Stars noted that if the present administration had finished the league season, then people could put pen on paper to mark them on whatever they said and what they have done.

“Because of the COVID-19 pandemic, one cannot say much about the current administration for now. However, in my view, the education and campaign on bringing back the love for the game as well as the setting up of the various committees to see to the various aspects of the game, are some good things they have done and if given time, I believe our game would come good.

“My hope is that these committees would not fail and push the efforts of the executives down the drain, but would work hard and bring Ghana football back on its feet,” he asserted.

Whilst urging the committees to uphold the integrity, loyalty and repay the trust reposed in them by the GFA and the clubs, he scored the administration 60 per cent stating he is pleased with what the FA has shown so far.

“However, I would task them (GFA) to intensify the appeal and education on bringing back the love for the game, especially at the grassroots level,” Coach Tandoh said.

  • Ghana is a difficult place for strikers to excel- Kotoko forward Kwame Opoku

Kwame Opoku has high hopes for his Ghana Premier League campaign but is being modest with his expectations as he relishes a tough opposition from defenders.

The striker told Kotoko Express App that he believes in his scoring prowess but is also aware of the opposition he stands to face due to the competitiveness of the league and quality of the defenders around.

The striker earned a three-year deal after a successful trial with the club, but could not make his debut as the league was suspended on the eve of what would have been his first game.

Though yet to taste the Premier League, his immediate record of four goals in five games for former club Nkoranza Warriors, makes him one of the most promising young forwards in the country.

“My dream is to win laurels with Kotoko, but on the personal score, I also want to win the Premier League Goal King title too,” discloses Kwame Opoku. “I do not have a target as to the number of goals I want to score per season because competitive football in Ghana is not an easy one for strikers.”

Emmanuel Baffour and Mahatma Otoo are the only players to have won the Premier League Goal King title with over 20 goals or more within the last ten years, with Emmanuel Baffour recording 21 goals in 2011/12 season and Mahatma Otoo getting 20 goals in the 2012/13 season.

“The reason is not that the strikers are not good,” stresses Opoku. “But, Ghana is blessed with good defenders. Ghanaian clubs are very good defensively. This is a challenge and not an obstacle, and overcoming it is what I hope to do.”

It appears the Queen of Kings has relegated all the rappers irrespective of the gender or height attained to the back whilst she takes the front seat of Ghanaian rap music.

According to her, she fears no one, not even King Sark nor Manifest strikes fear in her. You will recall Eno Barony fearlessly jabbed colleague rapper, Medikal in one of her diss songs to Singer, Sister Efia who she effortlessly decimated in a diss song as well. Her reactions and approach to the rap music has earned her the bragging right and the title “Queen Of Kings”. No wonder she fears no one.

  • ‘VAR is more important to them than the fight against racism’ – KP Boateng fires FIFA

Kevin-Prince Boateng is known not to be a man of quiet words. And that’s just as well! Because the former Bundesliga professional raises his voice especially in the fight against racism – FIFA does not get away well on this move from a native of Berlin.

The murder of George Floyd has opened the eyes of the world and, above all, made it clear to the whites that racism is an acute problem and not just a vague feeling of the blacks. The fact that it has come to this and that a murder of an innocent man, who was only killed because of his skin color, causes resistance movements is a testimony to humanity per se. But how long will the current protests and the newly sparked fight against racism continue?

In his column on The Players’ Tribune Boateng wrote: “It seemed perfect. I should continue to train and play games, but at the same time I was able to give input to these people and they would introduce campaigns, rules, and penalties. I also made a suggestion to Blatter [Sepp Blatter, then FIFA President, note]: cameras and put up microphones in the stadiums, like this, if someone chanted something racist – BANG, get out. ”

“I said to Blatter: ‘Listen, try it. If it works, you’re a hero. If it doesn’t work, then we tried,’” Boateng continued. “After that, the task force had meetings. We talked and exchanged a few emails.”

FIFA closes the task force again – Boateng appalled

So far a great plan, a great initiative – but then the disillusionment with the former Ghana international followed: “Nothing really happened. A month later, the media stopped talking about it. And then, in September 2016, I received an email from FIFA, and I will never forget what it said, essentially, “The task force has done its job. We have done our job.” They ended it. ”

Furious, Boateng called his agent: “This is a joke. What did they accomplish? What did they do? They fined the teams € 30,000? And then could the fans return to the stadium the next day? And your children will see that and take that as an example? What is 30,000 euros for a club? For nothing. That is the penalty? That is the consequence? ” The 33-year-old was and is deeply disappointed by the World Football Association and his “fight” against racism.

I think FIFA only used this task force to give the impression that they were doing something.

On The Players’ Tribune, the former Bundesliga professional has a tough verdict on FIFA: “I honestly believe that FIFA used this task force only to give the impression that they were doing something. I’m not even afraid to say it, it’s a fact, I don’t know why they’re not doing more, you have to ask them, I can only assume that it is more important to them that the VAR tells us whether the ball is over the line than getting rid of racism. They have so much money, they invest so much in cameras, goal-line technology, everything. But fight racism? No. It doesn’t bring more people to the stadium. It doesn’t bring in big money. It is my opinion, and remember, FIFA launched this task force in 2013. That was seven years ago, and now we’re still here talking about exactly the same problems … ”

In the fight against racism and oppression Boateng therefore also takes his foot all colleagues in the duty and wants more. A t-shirt with ‘No Racism’ or the #BlackoutTuesday are good and beautiful, but that alone couldn’t be it.

Boateng writes in his article on The Players’ Tribune what he demands from his soccer colleagues, what happened to him as a child in East Germany and what caused him to leave the field in 2013.

  • Thomas Partey stars as Atletico Madrid pip Levante

Ghana midfielder Thomas Partey played a pivotal role as Atletico Madrid defeated Levante on Tuesday night to strengthen their grip of third place in La Liga.

The want-away midfield ace lasted 82 minutes before he was replaced by forward Alvaro Morata as the Rojiblancos made it back to back wins to maintain their quest for a champions league spot.

Bruno Gonzalez’s 15 minute own goal was enough to secure all three points for Atletico Madrid. Marcos Llorente’s swinging cross meant for Diego Cost found the Levante defender who turned it into the wrong net.

Thomas Partey scored right after the break, but the goal was disallowed due to a previous offside.

Partey was immense in midfield, winning and distributing balls effortlessly.

The Ghana international has attracted interest from several top European clubs, with Arsenal leading the chase for his signature.

The 27-year old has refused contract extension as he desperately seeks a move away from Spain.

  • ‘Increase investments in boxing for more world titles’ – Former IBF Lightweight Champion

Richard Commey former International Boxing Federation (IBF) Lightweight Champion has called on corporate bodies and the government to invest more in boxing to ensure the continuous production of world title materials for the nation.

Speaking to the GNA Sports, Commey, said it was not proper for the nation to produce world champions occasionally adding that, Ghana has the capacity to produce world champions at least each year with the right investments.

“We have the talents and young people with the interest to venture into boxing but without the right investments, they would not be attracted to the sport and work at becoming world champions.

“The Bukom Boxing Arena is a perfect example of investment in boxing. It is nice and has the needed equipment but we need more to produce quality boxers for the country.

“Countries like Ukraine and Russia have invested hugely in boxing and that is why their boxers are making waves on the international scene.

“Vasyl Lomachenko had three Olympic medals to his credit before turning professional and you can see his performance on the world stage. This is the type of investments we need in our game,” Commey noted.

According to the former world champion, some of the investments made by corporate bodies in certain areas will not bring any benefit to the nation.

“I don’t mean to denigrate any programme but I recently saw Ghana’s Strongest on television with a lot of sponsors. I wonder what benefit such a programme would bring to Ghana.

“They should come and invest in boxer rather, it would bring us more benefits. We have the chance to grab more titles for Ghana,” he noted.

Commey stated that he was preparing well to reclaim his title and would be ready to take up a rematch with Teofimo Lopez, who defeated him to win his title.

The former IBF champion had been training at the Bukom Boxing Arena since his return to Ghana, after the world title defeat.

  • Supreme Court dismisses IMANI et al application in NDC vrs EC case

The Supreme Court has thrown out an application filed by four civil society organisations to be friends of the suit filed by the National Democratic Congress (NDC) against the Electoral Commission, Ghana (EC) and the Attorney General.

The CSOs IMANI Africa, Alliance for Social Equity and Public Accountability (ASEPA), Institute for Liberty and Policy Innovation and Conservative Policy Research Center had served notice to volunteer relevant information to the court in what is often referred to as amicus brief in law.

But the EC on Tuesday, June 23 prayed the Court to dismiss the application by the CSOs, arguing the public utterances of the CSOs on the matter is a clear indication that “they are not disinterested in the outcome of the case”, and can thus not file an amicus brief.

On Wednesday, the Court unanimously threw out the application, saying it has no place in law.

“The need for an amicus brief is not supported by law,” President of the panel, Justice Kwasi Anin Yeboah, who is also the Chief Justice, said.

“We have therefore dismissed the application for the CSOs on the amicus brief.”

The amicus brief, according to the EC, was sought by the CSOs “to seek leave of the court to point to the court some decision, whether reported or unreported or some point of law which appeared not to have been canvassed by the litigating parties or to bring for the benefit of the court some special expertise relating to the matter before it”.

By this decision, the Court can decide on the date on which to give judgement on the substantive case.

  • Tourism revival requires stern enforcement of safety protocols

To revive the ailing tourism industry from the doldrums of coronavirus, amidst the new normal business climate, it is imperative for industry players to brace themselves for stern enforcement of precautionary health measures and safety protocols, Mr. Joseph Appiagyei, Acting Manager of Ghana Tourism Authority (GTA), in charge of Bono, Bono East and Ahafo Regions, has stated.

He said once an end to COVID-19 impact on the tourism industry is not in sight now, any tourism recovery strategy must incorporate strict supervision and adherence to COVID-19 safety protocols to protect tourists and guests, indicating that this would be the surest way to revive the troubled industry by boosting public confidence that hospitality facilities and attraction sites are not infectious grounds for the deadly virus.

Globally, the tourism industry has weathered tumultuous times since the outbreak of the pandemic. Resultant precautionary measures such as border closures, restrictions on public gatherings and conferencing among others have crippled the industry. According to the Tourism Worldwide Statistics and Facts, projected travel and tourism revenue from 2019 to 2010 declined by a whopping US$264.53 billion. As at 2018, global hotel industry was valued at US$600.49 billion.

The situation at some hospitality facilities in the Bono Region epitomizes the devastating impact of COVID-19 in the country. Eusbett Hotel, a 3-Star facility in Sunyani with 150 rooms and ten (10) conference centres has had its occupancy reduced from 88 percent to two percent. Management of the Hotel responded to the situation by cutting down staff strength from 150 to 60. Tyco City Hotel, a 2-Star facility on the other hand has suffered a sharp occupancy drop to between 5-2 percent, accounting for 50 percent workers laidoff.

To support hospitality facilities and tourist attraction sites in the country to adjust to the new normal business environment, Mr. Appiagayei in an interview with the B&FT said the GTA had distributed sanitary items such as veronica buckets and liquid soap, adding “the Authority is also making provision to assist those who did not benefit from the initial supply.”

On his part, the Chief Executive Officer (CEO) of Tyco City Hotel, Nana Kwame Aning, stated that hoteliers are prepared to adjust to the new normal to help the revival of the tourism industry. “Sanitary items like veronica buckets, and sanitizers will be stationed at vantage points, nose masks will be provided at guest rooms, temperatures of guests will be checked at entry points and receptions. Emergency contacts will be displayed at various places of our facilities for swift response. We are also prepared to enforce wearing of face mask around our facilities,” he said.

The Regional GTA Boss therefore urged managers of hospitality facilities to institute crisis management plan based on COVID-19 model outlined by the World Health Organization (WHO) and Ghana Health Service to ensure that they can put their head above water in the current difficult times.

To make also make attraction sites safe for patrons again, he shared the view that effective implementation of the new Tourism Legislative Instrument (L.I) would be the magic wand to turnaround the dwindled fortunes of various sites across the country. The Tourism Act, 2011 (Act 817) seeks to among others encourage standardization by promoting good sanitation, safety and security for both visitors and workers at the sites.

“With the new L.I, the GTA will only issue license to operators of attraction sites based of their compliance to requirements such as adherence to safety protocols. This and other factors will inform classification of attraction sites. We have started with public awareness campaign and sensitization to educate operators on the modalities of implementation as well as requirements including safety protocols,” he said.

  • Coronavirus: Court allows telcos to share subscriber data to government

An Accra High court has ruled to allow the Ghanaian units of Vodafone and MTN to share subscriber data with government to help it track down the contacts of coronavirus cases.

This follows initial claims that the two giant telcos were already sharing subscriber data to government without a court permission.

According to Bloomberg, the presiding Judge on the case, Justice Stephen Oppong, in his ruling on Tuesday, June 23, 2020 said; “It would go against citizens and overall wellbeing for the court to stop telecommunications providers from sharing data with authorities amid a pandemic.”

“The purpose of the collection of the data is for the protection of the whole state of Ghana. Even the applicant benefits from that effort” Justice Oppong added.

Meanwhile, the move by the telcos drew the attention of some private citizens who had filed an injunction order asking the telcos to suspend data-sharing with the government after they called it a breach in domestic and international privacy laws.

But the National Communications Authority (NCA) in a statement issued on June 19, 2020 denied that claims of any consumer privacy breaches by the telcos were false and misleading.

“In March, 2020, the NCA requested “passive mobile positioning data logs” from Mobile Network Operators (MNOs). This allows the NCA to gather location information to assist the Ghana Health Service to map Covid19 hotspots by undertaking historical and current analysis of persons potentially infected with COVID-19 for contact tracing purposes. It is “passive” and “historical” because it is not live real-time tracking,” the NCA explained.

“This is in accordance with the Establishment of Emergency Communications Systems Instrument, 2020 (E.I. 63). The Instrument required network operators or service providers to cooperate with the NCA Common Platform to provide information to State agencies in the event of a public health emergency,” it added.

  • Coronavirus: EU considers barring Americans from travel list

EU ambassadors meet on Wednesday to plan reopening external borders on 1 July, and travellers from the US could be among those not allowed in.

A number of European countries are keen to open up to tourists but others are wary of the continued spread of coronavirus.

The 27-member bloc must first agree the measures that non-EU countries should meet before deciding on a safe list.

The virus is spreading in the US, so it is likely Americans would be barred.

Brazil, Russia and other countries with high infection rates would also be left off a safe list, according to reports from Brussels.

The EU is not yet thought to have agreed how they will assess which countries meet health standards – one of the criteria for entry. Part of the problem is assessing reliable health data, reports say.

Comparing infection rates with other countries

Latest figures from the EU’s health agency, the European Centre for Disease Prevention and Control, highlight Brazil, Peru, Chile, Panama and Saudi Arabia as countries with the highest “case notification rate”.

Russia and the US have a lower rate of cases per 100,000 inhabitants but are still higher than most of Europe. The US has seen 2.3 million infections and 120,000 deaths and cases are climbing in several states.

The European Commission is advising ambassadors only to consider countries that are comparable or better than the EU average when it comes to new infections, the trend in new infections, as well as testing and tracing.

Reports said member states were assessing two different lists. The Politico website said one covered countries with less than 16 cases per 100,000 people and the other with up to 20 cases, which would include Canada and Turkey. The New York Times said the list would be revised every two weeks, so the US could be added later.

Other criteria also being considered are reciprocity and links to the EU. France wants the EU to give access only when it is reciprocated by other countries, while Spain is said to be keen to reopen the border with neighbouring Morocco.

Earlier this month the European Commission also stressed that reopening borders with non-EU states in the Western Balkans were a priority from 1 July.

The US may also be a problem diplomatically, as on 14 March President Donald Trump unilaterally closed US borders to countries in the EU’s Schengen border-free zone. The EU condemned the move at the time.

  • Rakitic’s goal send Barcelona top of La Liga table

Ivan Rakitic scored the only goal as Barcelona beat Athletic Bilbao to move back to the top of La Liga.

The substitute latched onto Lionel Messi’s pass before slotting home with 19 minutes to go.

It was a 15th La Liga assist of the season for Messi, who remains on 699 career goals despite going close himself on two separate occasions in the closing stages.

Real Madrid can go back to the top if they beat Mallorca on Wednesday.

Barcelona were far from their best but did enough to grind out this victory. With Real Madrid having a better head-to-head record, Barca need their rivals to slip up even if they win every remaining game.

Mid-table Athletic had beaten the Catalans twice this season – on the opening day of La Liga and in the Copa del Rey quarter-final – but failed to test goalkeeper Marc-Andre ter Stegen once.

Messi, who turns 33 on Wednesday, was hoping his 700th career goal would come – and he was close when he cut in and curled wide, before again missing the target from Ansu Fati’s pass.

But he still helped Barca win the game when he fed Rakitic, who scored his first goal of the season. Messi’s 15 assists in La Liga this season have helped Barca pick up 15 points.

  • What killed Nana Adjei Sikapa – Bishop J.Y Adu speaks

Few days after the demise of seasoned newscaster Mr. Daniel Adjei Peprah, popularly known as Nana Adjei Sikapa of Peace FM, there have been issues surrounding his death.

One person, whose name keeps popping up amidst the hullabaloo is Bishop J.Y. Adu, Leader and founder of New Jerusalem Chapel (NJC) in Kumasi.

Speaking about the issue for the first time in an interview with Kofi Adoma Nwanwani, monitored by GhanaWeb, the Bishop revealed that he was the one who healed the late Nana Adjei in 2017.

Nana Adjei is reported to have died after a short illness at the Ridge Hospital in Accra.

Narrating how he was able to heal the late journalist, he explained

In 2017 July, He became very sick and was admitted to a private hospital in Accra for some months. He did all he could but was not successful so he was transferred to Korle Bu Teaching Hospital. His company made sure he was well attended to but his health kept deteriorating. He called me from the hospital and updated me about his status. So I told him to come to my church…though he agreed to come, he was not showing up as agreed after several weeks.

Finally, I was on my way to Takoradi to visit the branch there, when I had a call from my associate pastor in Kumasi that Nana Adjei had been brought to my church. The pastor told me how Nana Adjei was looking very lean, weak, couldn’t speak, swallow saliva and couldn’t eat.

After my arrival, I was directed by God to boil a specific leaf for him to drink. 3 days after that direction, he could now drink water and eat as well. In 2 months, he became very strong and healthy to even join us during church service…On March 18th, 2018, he now became 100% healthy to even start work.”

Bishop Adu claimed 5 months after Nana Adjei got healed, he was brainwashed by one prophet Obota, to make him belief, he (Bishop Adu) was an occultic prophet but not from God.

Further to that, Nana Adjei invited some people to his show to mock and defame his personality as a man of God, his church, and associate pastors.

Quite not happy about the turn of events, he tried everything to speak to Nana Adjei to find out if he together with his associate pastors and family had wronged the presenter in any way but he didn’t give a listening ear to him.

One and a half years after the incident, Nana Adjei’s son called to him that his father’s sickness had relapsed. Unfortunately, he (Nana Adjei) could not call the man of God because, during this period, he was at logger-heads with the man of God.

“The sickness relapsed again in 2019 August with symptoms. He lost his voice whenever he was speaking. So he stopped work for over 4 months. In August, Nana Adjei’s child who is studying law came home to meet his sick father. He was the one who came with his father to Kumasi when he first got sick. So he’s son asked him to go back to Bishop J.Y Adu, if he’s sickness had relapsed. But Nana Adjei told him God will see through it.” he said in Twi dialect in the interview.

He added though his wife came to apologize to him for all the wrongdoings there was nothing he could do as the presenter died in the hospital.

He re-emphasized the prophecy he gave on December 31st, 2019, that a renowned journalist was going to die.

“Journalists how are you. I have seen that you were having a big funeral of a renowned journalist who is very likable. Everybody likes this journalist. If you don’t take care, you will bury him this year(2020). Pray against accidents. A media car will be involved in an accident. They were convoy. A car will kill a big man and some journalists. Some will be severely injured,” he said in his church.

This he claims shows that he is a real man of God but not occultic as said by that Prophet Obota.

  • Sixteen upstream oil companies owe US$1.57m surface rental fees

Sixteen oil companies in the upstream sector have failsed to pay their surface rental fees, according to an audit report by the Auditor General Department.

The 2018 Petroleum Funds Report mentioned Tullow, Petrogulf Limited, Hess Ghana Exploration Limited, Kosmos Energy, Oil Field Energy Ltd, Britain-U Ghana Ltd, Springfield Exploration and Production Limited and Swiss African Oil Company Ltd as some of those that failed to pay as and when due.

The rest are AMNI Petroleum Dev. Co. Limited, GNPC Operating Services (GOSCO), Medea Development International Limited, PETRICA AS, Blue Star Exploration Ghana Limited and Erin Energy.

The report indicated that these entities have failed to honour their payments obligations into the Petroleum Holding Fund as stipulated by Section 3(2) of the Petroleum Revenue Management Act 2011 (Act 815).

Per the law, surface rentals are to be paid by the 15th day of each month.

However, the Auditor General observed that, regardless of stringent efforts to have especially Oil Field Energy Ltd, Britain-U Ghana Ltd, and Swiss African Oil Company Ltd to pay their obligations to the state, they have failed.

The report noted that the Ghana Revenue Authority (GRA) was collaborating with the Petroleum Commission to ensure they comply or face the necessary sanctions.

With reference to interest/penalty on late payment, it said section 93(5f) of the Petroluem Exploration and Production) Act 2016(919) compels the culprit to pay additional five percent of annual fee for each day of the first 30 days after the annual fee becomes due, in addition to the outstanding annual fee and after the 30-day period.

Regarding the unpaid surface rental fees, the report stated that the Ghana Revenue Authority has been informed of the situation and the Bank of Ghana was waiting its response.

“The estimated amount of penalties based on section 3(4) of Act 815 is US$10.79 billion. There is loss of income which would have been earned if the funds had been paid on time and invested,” the report said.

With respect to Gosco/Heritage Exploration and Production Ghana Ltd, the report said the company has not paid their surface rental fees for East Keta Ultra Deepwater Block for 2017-2018 assessments.

It has informed the GRA of a force majeure event that happened in December 2016 when the Togolese Navy interdicted and ordered the subcontractor engaged by the operator on behalf of the contractor parties to cease operations within the contract area.
