  • Government urged to support informal sector

Mr Kofi Oppong, the Manager of Cosby 1 Fashion College at Madina in Accra, has called on the Government to streamline existing policy measures to support the informal sector.

That, he said, would provide the private sector the needed assistance to grow and contribute to the national Gross Domestic Product (GDP) to enhance development.

Mr Oppong, in an interview with the Ghana News Agency on Friday, said the COVID-19 had added on to the relevance of the informal sector, which had produced protective items such as nose masks, hand sanitizers, and veronica buckets.

“The pandemic has brought to the fore the need for industries to be given support in order to reduce unemployment in the country to achieve some of the Sustainable Development Goals,” Mr Oppong said.

He urged government not to relent in its efforts at promoting skills training through technical, vocational education and training.

Mr Oppong said the Cosby 1 Fashion College, since its inception, had churned out graduates poised to use their knowledge to enhance the wellbeing of society.

“Until the COVID-19, the school was in the process of rolling out a fee-mitigation scheme for the underprivileged who want to enrol but not in a position to pay fees.”

He advised the public to learn one vocation or the other, which could boost their incomes.

Mr Oppong commended government for purchasing large consignments of locally-made protective gears and other health products for domestic use.

He said that should be sustained to keep the private sector in business and create job opportunities for the citizenry.

Craze for fameMr Tagoe said it was important to reorient the young people on their quest and craze for fame on social media platforms.

“Children of today are always anxious to engage in anything that would make them popular, without thinking of the consequences” he noted.

Aside from this, he mentioned that a number of women are having unplanned pregnancies, therefore, end up having unsafe abortions.

“These are issues that should concern every parent and guardian as such unsafe abortions can lead to death and other serious illness,” he stated.

    Sexual gender-based violence

The Central Regional Director for the Department of Gender, Mrs Thywill Kpe, said sexual and gender-based violence (SGBV) affected a lot of women and advised the public not to shield perpetrators but to be advocates against issues on SGBV.

The National Communications Authority (NCA) on Friday, June 19, 2020, said no mobile network operator or telecommunication company has breached any personal data or privacy of customers in compliance with the requirements of law.

A statement copied to the Ghana News Agency by the NCA said the attention of the Authority had been drawn to some misleading media reportage regarding the breach of privacy of consumer information.

The NCA said in March 2020, it requested passive mobile positioning data logs from mobile network operators for undertaking historical and current analysis of persons potentially infected with COVID-19 for contact tracing purposes in accordance with the establishment of Emergency Communications Systems Instrument, 2020 (E.I. 63).

It noted that the Instrument required network operators or service providers to cooperate with the NCA Common Platform to provide information to state agencies in the case of an emergency including a public health emergency.

“All MNOs i.e. AirtelTigo, Glo, MTN and Vodafone, complied with the request for information, which was subsequently processed and forwarded to the Ghana Health Service for contact tracing purposes,” the statement said.

“There was no objection by any Party in respect of COVID-19 contact tracing data request until an application for injunction order was filed.”

  • Settle customers of collapsed financial institutions with ESLA fund Terkper

A former Finance Minister, Seth Terkper, believes the Akufo-Addo has no excuse for not paying customers of the collapsed financial institutions because of the opportunities afforded by the Energy Sector Levy Act (ESLA) fund.

According to him, the Energy Sector Levy was expected to generate GHS28 billion by 2022.

On Eyewitness News, he argued that this could be used to settle the aggrieved customers, in line with a promise by President Akufo-Addo.

“If we are talking about the payment of GHS5 billion, GHS10 billion or even up to GHS 15 billion or even GHS20 billion, there should be enough money in the ESLA fund to have paid the depositors their full amount.”

“The question is where did the money go,” Mr. Terkper added.

He was speaking after former President John Mahama had accused President Akufo-Addo of reneging on his promise to the aggrieved depositors because some of them are not getting their full deposits back immediately.

Mr. Terkper said the Mahama administration used funds from the Energy Sector Levy to bolster the financial sector.

“Therefore it is erroneous to give the impression that the former administration did not do much about the financial sector situation.”

He recalled that there was some restructuring in 2016 by NDC costing GHS2.2 billion as well as an injection of GHS250 million.

“It was negotiated directly with the banks and for all that we know, no haircuts were made to depositors.”

The financial sector clean-up commenced by the Akufo-Addo administration in August 2017, has led to the collapse of nine universal banks, 347 microfinance companies, 39 microcredit companies or money lenders, 15 savings and loans companies, eight finance house companies, and two non-bank financial institutions.

  • Meet the 27 years old MP and what awaits her in the 2020 election

Francisca Oteng-Mensah is the incumbent member of parliament of the New Patriotic Party for the Kwabre East Constituency. Born on Valentine’s Day in 1993, Hon. Francisca Oteng-Mensah was known as the youngest parliamentarian of the fourth republic of Ghana at the time of being elected in 2016.

She happens to be the daughter of Mrs. Joyce Oteng and the CEO of Angel Group of Companies Dr. Kwaku Oteng, who is a doctor and a businessman.

She was a second year Law student at the Kwame Nkrumah University of Science and Technology when she contested and won the 2016 election as the MP for Kwabre East Constituency. Before KNUST, she attended the Mamponteng Roman Catholic School, then to Revival Preparatory School at Breman and finally to Supreme Saviour International. She completed her Junior High education at Angel Educational Complex then went to St. Roses SHS for her senior high school education.

In the 2016 general elections, she managed to win by a huge percentage but it is yet to see if she will be able to manage such huge numbers in these years elections. These were the results in the previous election which guaranteed her the seat 71,757 votes out of the 86,611 valid votes cast = 83.08%. Others: Adams Iddisah (NDC) 13,673 = 15.83%, Grace Affram (PPP) 403 = 0.47%, Jahdilhaq Mohammed Mustapha (PNC) 364 = 0.42% and Emmanuel Boadu Osei (CPP) 172 = 0.20%.

Hon. Francisca Oteng-Mensah is contesting the seat once again in this year’s election hoping to be re-elected for a second term and futune seems to be on her side considering the reviews she is receiving in her first term in office. Majority of the delegates in her constituency believes she is the right person to represent the party at the general elections although the party is yet to organise it’s primaries. Twenty-six (26) out of the thirty-one New Patriotic Party (NPP) Electoral Area Coordinators in the Kwabre East Constituency of the Ashanti Region have declared their support for a second term for the sitting Member of Parliament (MP) for the area, Francisca Oteng Mensah.

It has been suggested she will be going unopposed in the party’s parliamentary primaries. A press statement issued by the party executives read in parts “The kind of leadership that Hon. Francisca Oteng Mensah is exhibiting in the constituency is one of humility, selflessness, representative and sensitive with the necessary competence to deliver the needful; her level of intelligence, coupled with her burning desire to empower the youth and women is a great testimony to the fact that, she again becomes the face of the Kwabre East Constituency in Parliament”.

Based on comments such as this alone, one can be assured that the young MP has got the support of the party. She has even got the support of the President who once made a pronouncement at a durbar of chiefs and people of Kwabre East Municipality of the Ashanti region at the palace of Mampontenghene, Barima Saasi Ayeboafo II on Thursday, October 10 2019.

The only thing that stands in her way now is the aspirants from the other political parties although the Ashanti region happens to be the strong hold of the NPP. The closest challenge at the 2016 elections managed only 15.83% so if that is anything to go by, Hon. Francisca Oteng-Mensah should be very optimistic about retaining the seat.

Over one thousand delegates of the governing New Patriotic Party (NPP) in the Jomoro Constituency of the Western Region have approved the candidature of Mr. Paul Essien, to contest the party’s parliamentary seat in the upcoming General Elections.

Mr. Paul Essien who is the sitting MP and the Deputy Minister for Chieftaincy and Religious Affairs was overwhelmingly endorsed by a popular acclamation by the delegates on Friday, June 19, 2020.

His acclamation followed a decision taken by the National Executive Council (NEC) of the party to disqualify his two main contenders namely; Mrs. Christine Komba and Mr. Paul Hopeson Kwaw from contesting him.

The NDC in 2016 lost the Jomoro Parliamentary seat to the NPP for the first time since 1992.

Mr. Paul Essien won the seat for the NPP with 18,694 represented 39.49%. as against the NDC candidate, Mr. Thomas Yankey who pulled 14,241 represented 30.08%.

In this regard, the NPP’s NEC saw the need to allow the Deputy Minister for Chieftaincy and Religious Paul Essien to run unopposed as an appreciation for winning the parliamentary seat for the first time for the party in 2016.

Before the popular acclamation, the NPP in Jomoro Constituency was divided into two camps of which some supporters of the incumbent MP called on President Akufo-Addo to sack the Municipal Chief Executive (MCE) for the area for allegedly sabotaging the MP.

But, speaking to the delegates on Friday, June 19 at Half Assini, the Municipal Chief Executive (MCE), Mr. Ernest Kofie who was the Constituency Chairman for the party in 2016 called on the delegates and party supporters to bury their differences and rally behind the incumbent MP Paul Essien to retain the seat.

He, therefore, seized the opportunity to urge the close followers of the MP to be mindful their communication not to give problems to the MP.

He said the NPP could not afford to lose the seat to the NDC in the coming general elections.

Mr. Ernest Kofie also called on the party faithful to work hard for President Akufo-Addo to governing this country for eight years as the NDC was given the opportunity to serve this country for good years.

He, however, hailed the incumbent MP for chalking success in the Constituency.

He said the MP had proven to the whole the Constituency that if giving another chance he would do more.

He, therefore, pledged to collaborate with the MP to develop the area.

On his part, the incumbent MP Paul Essien pledged to bring all aggrieved party members on deck to maintain the seat for the party.

He said he was ready to work with all NPP members and ready to accept all aggrieved members.

He stated that interest of the party should be their first priority and thanked those who supported him financially in 2016 to claim the Jomoro Parliamentary seat for the first time in the history of Ghana’s politics.

    New voter’s register

The Municipal Chief Executive (MCE) for the area Mr. Ernest Kofie charged the NPP supporters to involve themselves in the exercise and asked them to be vigilant during the exercise.

He said the compilation of the new voter’s register should be embraced by all Ghanaians.

He assured his teeming supporters that the party would not allow foreigners to be registered and decide for this country.

The Jomoro NPP Parliamentary acclamation brought all the Constituency Executives together as a sign of cohesion.

Apart from Jomoro Constituency, aspirants in Evalue-Ajomoro Gwira, Prestea Huni-Valley, Tarkwa-Nsuaem, Sekondi and Essikado-Ketan Constituencies are contesting unopposed.

However, the NPP is holding Parliamentary primaries on Saturday, June 20, 2020, in 103 Constituencies across the country where the seats are being occupied by incumbent MPs.

  • Schools Re-opening: Kwamena Duncan assures parents of safety of children

Mr Kwamena Duncan, the Central Regional Minister, has allayed the fears of parents with the assurance that their children will be safe when schools re-open on June 22 for senior high and June 29 for junior high.

He indicated that the safety standards put in place in all the schools would be religiously followed to secure a safe environment for teaching and learning and asked the students and parents not to entertain any fears.

Mr Duncan was addressing a stakeholders meeting at the Regional Coordinating Council in Cape Coast.

It was attended by MMDCEs, heads of senior and basic schools, regional and district health directors, the police and heads of department and agencies with the aim to establish a clear cut operational instructions for the re-opening of basic and senior high schools.

Among the measures taken are the fumigation and disinfection of senior high schools by Zoomlion, provision of three reusable nose masks for each student and hand washing stations positioned at vantage points.

Mr Duncan tasked MMDCEs to strictly monitor the activities of the schools in their respective districts to ensure they complied with all the protocols.

He admonished parents and students to also play their part by taking charge of their safety and observing all the outlined protocols to help achieve the desired impact.

Mrs Martha Owusu Acheampong, the Central Regional Director of the Ghana Education Service (GES), cautioned teachers to refrain from staying at home with the excuse that they were not teaching form-three students.

She indicated that more hands were required as a result of the split of classrooms for effective physical distancing protocols.

The Regional Director enumerated a number of safety protocols that the GES had put in place to avoid the spread of the COVID-19 among which are the maximum 25 and 30 students in a class in SHS and JHS respectively.

Other measures included aligning each school to a health facility for regular routine surveillance and to effectively handle any reported case.

Also, students would go through daily enhanced protocol before being allowed entry into their classrooms.

The JHS student would spend eleven weeks for revision and one week for their Basic Education Certificate Examination while the SHS would spend six weeks for revision and five weeks for their West Africa Senior School Certificate Examination.

Mrs Acheampong stressed that there would be no mass gathering, no religious activities, no sporting activities, no entertainment and no visitors for the period that the students would be in school.

Commissioner of Police (COP)Paul Manly Awini, the Central Regional Police Commander, said the police were committed to enforcing the wearing of nose masks and other protocols as their mandate demanded.

They had since March arrested 131 persons for non-compliance of the COVID-19 protocols, some of whom had been processed for court, he said.

COP Awini said the police would intensify its operational strategies and embarked on patrols at the various schools to ensure compliance with the established public health protocols.

  • Video: Acclamation of Sefwi Wiawso MP turns violent

But for the Rapid Response Team of the Ghana Police and some military person, some delegates in the Sefwi Wiawso Constituency of the Western Region could have been injured and murdered in a riot that broke during the acclamation of the Parliamentary Candidate for the New Patriotic Party.

Several gun shots were fired into the air by the security agencies to disperse these rioting groups, as party executives undertake processes to acclaim the incumbent Member of Parliament, Dr. Kwaku Afriyie as thier parliamentary candidate for the 2020 parliamentary elections on December 7.

Eyewitnesses say, a gang of macho-men who are aligned with a disappointed aspirant; Martin Bonyen invaded the Sefwi Dwenase Pentecost Church, where the exercise was held this evening to disrupt the acclamation. Some party men explained that Martin Bonyen was tipped to contest the incumbent MP but was disqualified some few days leading to this event.

Bodyguards of the MP were caught in a brawl with these ‘militants’ puttiing the entire exercise in disarray.

Luckily the security agencies managed to calm issues for the exercise to resume. No arrest was made as the ‘invaders’ eloped when the gun shots were fired.

An eyewitness shared this video of how things went.

  • Why election 2020 not a done deal for President Akufo-Addo

Election 2020 is a little over five months away. As it is with all general elections in the fourth republic, the stakes will be high. Already, the tension has started rising and, by October – November, will reach a crescendo.

Former President John Dramani Mahama is hoping for a glorious comeback on account of his own record as president from 2013 to 2016 and on the negatives of the current regime.

Nana Addo Dankwa Akufo-Addo, the sitting president is also hopeful that his mandate will be renewed for a second term by reason of his government’s good performance, coupled with the fact that his most credible opponent at the poll is a man Ghanaians overwhelmingly rejected four years ago.

The confidence level must be higher in the New Patriotic Party because of the following reasons.

Since the fourth republic started, voters have always returned the ruling party to a second term in office. Rawlings’ NDC first served from 1993 to 1996, and returned to office for another term – 1997 – 2000. J. A. Kuffour’s NPP was voted into office first in 2001 and then given another term in 2005

NDC under Prof. J. E. A. Mills was voted into office in 2009 and the party under J. D. Mahama also retained in office from 2013 to 2016. On the basis of this alone the renewal of the mandate of the NPP government, still under Nana Addo, could be taken for granted.

The monumental Free Senior High School policy introduced by Nana Addo seems to be the magic wand that will secure electoral victory, come December, 2020. Indeed, free senior high school has brought so much relief to many Ghanaian homes. But it remains to be seen if it will be a case of one good turn deserving another.

In addition, the NPP believes that the dismal performance of the John Mahama administration that led to the outright rejection in December 2016, is still fresh in the minds of Ghanaians. Mahama is therefore expected to be rejected again.

Ongoing projects and policies already rolled out by the government are being relied on to secure victory for the NPP administration. One District One Factory (1D1F), One Village One Dam, Planting for Food and Jobs, NABCO, on-going road projects, etc. . are expected to deliver victory for Nana Addo.

Is victory for Nana Akufo-Addo and the New Patriotic Party a forgone conclusion? I don’t think so.

Some Ghanaians may be disappointed in the Nana Addo led government and may want to punish them electorally.

The ban on illegal mining (galamsey) with all the good intentions was frowned upon by many. Businesses collapsed, livelihoods and properties were lost. Though the ban has been lifted, some people suffered irreparable damage. Those bearing the scars may want to exact their pound of flesh.

The circumstances under which seized excavators disappeared in broad daylight under the watch of a cabinet minister left a sour taste in the mouth of many Ghanaians.

A good number of the good people of Ghana think Nana Addo and his government have not matched their anti corruption rhetorics with concrete actions.

What’s more, there is perceived corruption among some of Nana Addo’s appointees. To date, no concrete action has been taken against any appointee beside loss of job.

The Office of the Special Prosecutor which many thought was going to send the corrupt running for cover has had no impact at all.

The NPP is also shooting itself in the foot in the manner it is conducting the selection of parliamentary candidates for December 2020. The party doesn’t seem to learn from history. The insistence on forcing some candidates to stand unopposed at the party’s primaries is highly unpopular and is frowned upon by the rank and file.

Anytime the party adopts this approach, it invariably affects their fortunes at the polls. It is therefore surprising that the party hierarchy insists on traversing this path.

The Ghanaian voter has been more sophisticated and therefore less predictable. Ghana’s foremost pollster, Ben Ephson will tell you how difficult it is to accurately predict election outcomes these days.

Nothing is therefore settled. Recent happenings with regard to the voters’ register suggest that the NPP believes a newly compiled register will boost their chances of winning in December. The NDC on the other hand have their hopes of emerging victorious hinged on the current register.

  • “Pack and go, you don’t deserve the Barca shirt anymore” Angry Barca fans blast player.

FC Barcelona played a 0-0 draw against Sevilla at the Ramon Sanchez stadium as they dropped two big points in the title race. Real madrid can now take lead the lead should they beat Sociedad. Sevilla Was there for the taking but questionable line up and substitution by Setein barely made Barca look dangerous.

Barcelona fans who are not happy with Suarez performance  said “we don’t want to see Suarez in Barca shirt anymore”. Luis Suarez was the worst player in the pitch, he hardly link up with Messi, can’t dribble, and finds it difficult to play a 1-2 in compact spaces, it’s no longer 2014 Luis Suarez needs to be coming off the bench.

“Its not an exaggeration BUT half of this Barcelona squad should be shown the door this summer. Yet most of them refuse to even entertain the possibility of leaving. Luis Suarez is the prime example.”

However Lionel Messi tried everything possible but to no avail while griezmann gets the ball on a counter on one-on-one with defender he slows it down and plays it back. Barcelona offered nothing in front of the goal, shaking off Messi dependency for Barca, now or near in future.

  • Nana Aba Anamoah’s birthday Range Rover gift’s number plate is fake – Twitter user proves

Award-winning Nana Aba Anamoah has been trending on social media today, June 19, 2020, following the celebration of her birthday.

As earlier reported, Nana Aba started her birthday by dropping some stunning photos on social media.

After her photos and the many well wishes which followed, YEN.com.gh reported that Nana Aba had been given a brand new range Rover as a birthday gift.

Our report was based on a photo shared Nana Aba’s protege, Joyce Serwaa Amihere, which went viral on social media.

The photo showed Nana Aba standing in front of the Range Rover which was believed to have been gifted to her while Serwaa congratulated Nana Aba in her caption.

The black Range Rover happened to be an already registered vehicle with the licence plate number GR 2050-20.

Following the viral photo, a Twitter user by name @CitizenYao has cast doubts over the genuineness of the car gift.

According to him, the GR 2050 – 20 number plate as embossed on the Range Rover is not originally for that car.

Using a shortcode from the National Insurance Commission to check car insurances, he claimed to have discovered that the number plate belongs to a Nissan Rogue vehicle which’s insurance was registered on January 6, 2020, with expiration on January 5, 2021.

He shared a screenshot from his fact-finding on Twitter while describing the whole gift as fake.

The guy’s tweet has so far gone viral with many people wondering what had really happened.

  • ‘Not enough to say sorry’ for slavery links

Companies that benefited from slavery must go further than apologising, the chairman of the Caribbean Reparations Commission has said.

Many British and European firms and their predecessors “drank from the well of Caribbean slavery”, said Prof. Sir Hilary Beckles in a Reuters interview.

The comments came as several financial institutions apologised for their historical links to the slave trade.

He called on British firms to fund development projects in the Caribbean.

“Unfortunately, one cannot go back and remake the history but you can make atonement: it is not enough to make your apology as a public spectacle, it is not enough to present it as public relations exercise,” said Prof. Beckles, who is vice-chancellor of the University of the West Indies.

The historian added that British institutions should sit down with Caribbean nations to fund development projects. Alternatively, they could consider a type of “Marshall Plan” – a reference to the US aid given to Europe after World War Two.

“All the institutions that created this mess really have to come and help in practical ways to clean it up,” he said.

The Bank of England and the Church of England have apologised for the role that some of their senior figures played in the slave trade. The Daily Telegraph, which first reported the news, said the Church called its links a “source of shame”.

The Bank said it would ensure that images of former governors who were involved in the slave trade are not displayed in its buildings.

Pressure has been growing on companies around the world to address links to slavery and tackle racial inequality following the death of George Floyd in the US last month while in police custody.

“Racism – the ideology used to justify slavery – is a legacy that still shapes the life chances for people of African and Caribbean heritage in the UK,” said Dr Katie Donington, a senior lecturer in history at the London South Bank University.

“It is an important step that firms with historical links to trans-Atlantic slavery are now beginning the process of acknowledging the past.”

Slaves branded In 2006, the Church voted to apologise to the descendants of victims of the slave trade.

Its missionary arm, the Society for the Propagation of the Christian Religion in Foreign Parts (SPG), inherited three sugar estates in the Caribbean.

The plantation was run for the Church by professional planters, but its profits went to the missionary group. Slaves working on the estate were branded on their chests with the word “society”.

And now, the Telegraph has reported that nearly 100 clergymen also benefitted individually from slavery.

“While we recognise the leading role clergy and active members of the Church of England played in securing the abolition of slavery, it is a source of shame that others within the Church actively perpetrated slavery and profited from it,” the spokeswoman said.

When slavery was abolished in 1833, the UK government raised huge amounts for compensation. However, that money was not paid to those who had been enslaved, but was given instead to slave-owners for their “loss of human property”.

‘Unacceptable part of history’ A database compiled by University College London shows that at least 11 former Bank governors and 16 early directors either benefitted from those payments or had links to the slave trade.

“There can be no doubt that the 18th and 19th Century slave trade was an unacceptable part of English history,” a Bank spokeswoman said.

“As an institution, the Bank of England was never itself directly involved in the slave trade, but is aware of some inexcusable connections involving former governors and directors and apologises for them.”

She said the Bank had started a “thorough review” of its image collection to ensure no pictures of anyone involved in the slave trade remained on display.

Pressure has been growing on companies around the world to address links to slavery and tackle racial inequality following the death of George Floyd in the US last month while in police custody.

Videos showed Mr Floyd, who was unarmed and in handcuffs, dying after a white policeman knelt on his neck for nearly nine minutes.

On Wednesday, pub chain Greene King and insurance market Lloyd’s of London also apologised for their historical links to the slave trade.

One of Greene King’s founders owned a number of plantations in the Caribbean, while the maritime insurance business, which centred around Lloyd’s, thrived on the trans-Atlantic slave trade.

  • Your focus on a nice body killing your career Poloo advices Wendy Shay

Socialite, Rosemond Brown known popularly as Akuapem Poloo says Wendy Shay does not produce good songs hence the need for PR gimmicks to get the needed buzz around her.

According to Poloo, the recent walking out of the studio at Accra FM was all a set up to get Ghanaians to talk about her in order to appear relevant and be much talked about.

Poloo who was addressing issues with regards to which female musician is worth calling herself a Queen said Wendy Shay does not fit in the category and therefore there will be the need for her to take away the Queen from her name.

She noticed Bullet has been trying so hard to ensure Wendy Shay becomes a sensation but that effort has proven futile in recent times so there is the need to focus their attention on collaborations with Internationally acclaimed musicians so she can get the International recognition.

Rosemond Brown used the opportunity to advise Wendy to stop focusing on her body because her career is currently on the verge of hitting rocks.

  • Zimbabwe: Coup plot tensions as security forces seal major towns

Zimbabwe’s security forces sealed the country’s major cities without notice amid claims of plots to topple President Emmerson Mnangagwa’s government.

Armed soldiers and police set up checkpoints on major roads in Harare, Bulawayo and Kwekwe beginning Monday.

Government buses – the only mode of public transport allowed under a lockdown to stop the spread of Covid-19- were being forced to drop off passengers at the check points.

They were only allowed to proceed with health workers and members of security forces.

The government has issued conflicting statements on the heightened security clampdown, but President Mnangagwa’s spokesman George Charamba said it was meant to stop an uprising.

“The state decided on a lockdown last week acting on the basis of information and threats, which civilians will never know unless informed,” Mr Charamba said.

On the other hand, lnformation minister Monica Mutsvangwa said the military activities were linked to the ongoing lockdown to slow down the spread of coronavirus.

“As much as our president has opened the economy, we will make sure that we adhere to the containment measures, otherwise the disease will spread,” Mrs Mustvangwa said.

“We are still telling our people to stay at home and only go out when necessary.

“What the police are doing is in line with what the (Covid-19) taskforce put in place and we are singing from the same hymn book.”

Army spokesman Overson Mugwisi said the military was only helping police to enforce lockdown regulations.

The military activities also coincided with threats of protests by civil servants over salary cuts.

In Harare, health workers from one of the largest referral hospitals on Wednesday staged a peaceful protest over poor work conditions.

Unions representing other government workers also threatened to roll out protests in the coming days. A week ago security chiefs issued a statement disassociating themselves from alleged rumours of an ‘imminent’ coup.

The military said the rumours were being spread by members of the former regime of the late Robert Mugabe and the opposition.

President Mnangagwa’s government is under increasing pressure to deal with a worsening economic situation characterised by raging inflation.

Zimbabwe’s inflation surged to 785.55 percent year-on-year in May from 765.57 percent the previous month as the government grapples with a weakening currency.

As of Wednesday, Zimbabwe had recorded 391 Covid-19 cases with four deaths.

  • Corruption dents Zimbabwe’s mining sector recovery

The mining sector is in turmoil, with bureaucratic red tape and corruption, among other factors, causing loss of business confidence and sparking capital flight, Business Digest has learnt.

Although the government is targeting to build a US $12 billion mining sector by 2023, inconsistency, double standards, double allocations, as well as incompetence caused by a bureaucratic system, could stand in the way if decisive action is not taken.

The mining sector is reeling under the impact of delays in the processing of mining certificates, verification of applications, ground inspection, and delays in the settlement of disputes.

Zimbabwe Prospectors Association (ZPA) president Samson Dzingwe this week said the issuance of mining certificates is taking several years in some mining provinces, with torn and obscure maps causing several mining disputes.

“Blanketing or carpeting of the whole country’s mineable areas with speculative EPOs (exclusive prospecting orders) is a thorn in the flesh for small-scale mining and the prospecting business. You will realise that the implication of delays in verifying of applications, ground inspections or verifications and issuance of mining certificates is that prospective miners will now have to spend most of their productive time chasing their applications, thus creating a breeding ground for corruption,” Dzingwe said.

He said delays in the issuance of mining certificates breeds illegal miners, reducing the flow of gold through formal channels like Fidelity Printers and Refiners.

“It creates a conducive environment for red tape or corruption, which is an enemy of economic growth. This is the reason why a target of 40 tonnes of gold per year is difficult to achieve,” Dzingwe said.

He said the lack of registration certificates causes miners to channel their gold through the black market, which is not good for the growth of the mining industry and the economy.

“Delays close Zimbabwe for business when it is supposed to be open for business, thus chasing away potential investments.”Some of the delays are caused by missing or lack of up-to-date data sources, making verification processes difficult.

He said the government needs to look into the closing of prospecting or pegging areas through blanketing or carpeting of speculative EPOs, as it shrinks the small-scale mining business while promoting speculation on vast mineral lands, which militates against productivity.

Dzingwe is frustrated over government’s dithering in amending the Mines and Minerals Bill.

“We are also concerned with the silence on the Mines and Minerals Bill, which was rejected and sent back to Parliament by President Mnangagwa in 2018. As a stakeholder, we have not yet been consulted about the bill. We were disheartened to learn that the Bill was discussed by other stakeholders in our absence,” Dzingwe said.

“We wrote to Ministry of Mines, Parliamentary Portfolio Committee on Mines and Attorney-General’s office, seeking clarity on that issue but up to now we are in the dark on what is happening to that Bill. We even wrote to the Ministry of Mines in connection with this issue, but nothing concrete have been heard from them. Our greatest concern is that we had previously been sidelined, yet we are key stakeholders. By right, we deserve to be consulted before laws that affect our operations are crafted. It is also my belief that laws are crafted for people concerned through exhaustive consultations.”

Dzingwe added that miners are worried by government’s silence on the Mines and Minerals Bill of 2015, which was earmarked to replace the current Mines and Minerals Act (Chapter 21:05), saying it remains unclear what has been done by the government.

“In other words, it is a total overhaul of the current Act with an addition of computerised or digital Cadastre system and it went through Parliament several times without succeeding. It was thrown back to the Ministry of Mines because of issues to do with transparency and accountability.

“The greatest challenge we had as an association is that the Bill removed us (approved prospectors) from the amendment text without consulting or engaging us as concerned stakeholders That is why we challenged this Bill in 2018. We also wrote to President Mnangagwa after the Bill was passed in Parliament and Senate. We were glad when the President rejected the Bill and sent it back to Parliament. There were promises that when Bill is returned to Parliament, all key stakeholders would be consulted and this has not yet happened,” he said.

Dzingwe said there was no need for the ministry to totally overhaul the existing Act just because the government wants to add a computerised or digital Cadastre (mining records) system, but a few amendments in order to accommodate the system. He said the Ministry of Mines should ensure that the verification of applications is done timeously while tattered maps are replaced with clear digital topography maps to ensure the mining sector’s recovery.

  • Ghana spends GH¢6.40bn on interest payments in Q1

The government of Ghana spent GH¢6.40bn on interest payments in the first quarter of 2020.

This represented 1.7% of Gross Domestic Product (GDP) and in line with the envisioned target of GH¢6.42 billion.

According to the Bank of Ghana, total interest payments constituted almost 64% of domestic revenue, undermining fiscal flexibility.

While domestic interest payments outturn was close to the proposed target, external interest payments were somewhat above the planned target due to additional payments not factored in the programme targets, it said.

Together with wages and salaries, they accounted for over 120% of domestic revenue, suggesting a lack of fiscal space and inherent rigidities in the budget execution.

Wages and salaries amounted to GH¢6.50 billion (1.7% of GDP), above the envisioned target of GH¢5.94 billion (1.5% of GDP).

The situation means that government depends on grants and other sources of funds to finance capital projects, raising concerns going forward.

In 2020, the government is expected to spend GH¢23 billion on interest payments but that may not be so because of the coronavirus pandemic.

Some multilateral institutions and sovereign nations that support the government budget may cut loan repayment schedule or cancel some debts owed them.

  • NBSSI extends stimulus package application deadline by six days

The National Board for Small Scale Industries, managers of the Government stimulus package, has announced a six-day extension of the deadline for applications from June 20 to June 26, 2020.

The decision, taken in consultation with the Coronavirus Alleviation Programme (CAP) Business Support Steering Committee, was to give trade and business associations more time for members with specific challenges who are yet to submit applications to do so.

At a media briefing in Accra on Friday, Mrs Kosi Yankey-Aryeh, the Executive Director of NBSSI, said the grace period would present an opportunity to rectify complaints and errors of applicants with wrong credentials recorded on the digitised application portal.

The extension will also provide eligible businesses the chance to acquire the Tax Identification Number to complete their applications and allow for mop up of paper applications from communities and rural areas with no internet for processing into the digitised system.

“We are currently analysing the data to get a better understanding of the challenges,” Mrs Yankey-Aryeh said.

As at June 18, more than 450,000 applicants, representing micro, small and medium enterprises had registered on the programme of which 337,000 had successfully completed their applications.

Applicants who registered via the USSD Code on the various mobile networks represent 58.8 per cent while the remaining 41.2 per cent registered directly on the portal.

Mrs Yankey-Aryeh said so far 66 per cent females and 34 per cent males had submitted applications.

She said the online portal had also detected over 5,200 fraud alerts such as multiple applications with same mobile money or bank details.

She said to ensure that the six-day extension was well utilised, the NBSSI had intensified collaboration with the Ghana Revenue Authority to facilitate TIN acquisition for applicants.

Also, the NBSSI had undertaken to train IT personnel engaged by the Business and Trade Associations to facilitate data entry for members into the digitised system.

In addition, the NBSSI was deploying additional IT personnel to support applicants with wrong credentials based on specific needs.

The Coronavirus Alleviation Programme Business Support Scheme was instituted by government to provide support to MSMEs negatively impacted by the pandemic.

It was launched on May 19, 2020 by President Nana Addo Dankwa Akufo-Addo to ensure the MSMEs access the fund to sustain their businesses.

  • Rwandan government to establish sex offenders’ registry

Rwanda Public Prosecution Authority (NPPA) has started the process to a national registry of all individuals convicted for offences of rape and defilement.

In a letter seen by The New Times, the Minister of Justice, Johnston Busingye requested the public prosecutor to leverage existing electronic platforms to get the registry ‘up and running’ as soon as possible.

The registry will be open to the public.

Busingye explains that the registry will help law enforcement and justice to track repeat offenders and contribute wherever background information is required about a particular individual for particular administrative and/or legal reasons.

“Individuals who get convicted for attempted or actual rape and /or defilement need to be put on notice that Government, the justice system and the public will do what it takes to ensure they transform, they are prevented from or they will pay heavily for raping or defiling again,” he said.

He reminded that sexual crimes continue to plague society and uniquely inflict lifelong harm on their victims.

“It is therefore imperative that in addition to current policy and operational measures in place, we need to think constantly about more deterrent measures. These offences should be fought relentlessly until they become too scary to commit,” he said.

Rwandans have recently taken to social media to criticise Members of Parliament, particularly women, for being silent on the continuous rise of rape and defilement cases.

According to official statistics, 17,849 underage girls were impregnated in 2016.

The number slightly eased to 17,337 in 2017 before jumping to 19,832 in 2018.

From January to August last year, teenage pregnancies increased to 15,696, which translates to an average of 1,962 a month. Based on this, an estimated 23,544 children were born to teen mothers in 2019.

Broken down by leading districts in 2018, Nyagatare registered 1,465 teen pregnancies, Gatsibo 1,452, Gasabo 1,064 and Kirehe 1,055.

For MP Suzanne Mukayijore, a member of the Rwanda Parliamentary Network on Population and Development, there is a need to take the fight against teen pregnancies to the grassroots level.

    ‘Culture of silence’

Drawing from the success story of the ‘Gerayo Amahoro’ road safety campaign by Rwanda National Police, Mukayijori said that the same resources and zeal can be used to intensify the battle against teenage pregnancies.

“Why can’t we invest the same energy in campaigns to fight teenage pregnancies? Let us involve every teacher, religious and local leader, parent and every child. Let us tackle this issue from the bottom,” she suggested.

One of the challenges that have come at the forefront of the reasons behind the rise in the number of teenage pregnancies is the ‘culture of silence’.

Some families continue to cover up for the people involved in impregnating teenage girls; owing it to family ties, fear of social alienation and financial incentives.

Mukayijori told The New Times that speaking up is still a challenge in the Rwandan society, especially in rural areas, but holding families and society accountable will significantly contribute to lowering the numbers.

“The people making these girls Pregnant are known to society but no one is willing to speak up. Families keep silent, neighbours follow suit and in the end, you have a society that is covering for people who in some circumstances end up being repeat offenders,” she said.

Mukayijori suggested that authorities should find a way to hold such families or members of the society accountable for their silence.

  • All telcos provided data for coronavirus contact tracing, no privacy breached NCA

National Communications Authority (NCA) has said that all telecommunication companies operating in the country provided data to assist the Ghana Health Service contact trace persons suspected to be COVID-19 positive.

The clarification comes a few days after a group calling itself STRANEK-Africa and a private legal practitioner, Francis Kwarteng Arthur, filed a complaint with Vodafone Group PLC in UK, the mother company of Vodafone Ghana over alleged breaches of his privacy.

Francis Kwarteng Arthur, is also in court suing the National Communications Authority, Kelni GVG, MTN and Vodafone Ghana, that he has cause to suspect that his mobile network subscriber, Vodafone Ghana, may have violated his privacy by giving out his details to the government without consent.

But the NCA in a statement said: “The attention of the National Communications Authority (NCA) has been drawn to some misleading media reportage regarding breach of privacy of consumer information.

The NCA would like to clarify that in March, 2020, we requested passive mobile positioning data logs from Mobile Network Operators (MNOs) for undertaking historical and current analysis of persons potentially infected with COVID-19 for contact tracing purposes in accordance with the Establishment of Emergency Communications Systems Instrument, 2020 (E.I. 63).

The Instrument required network operators or service providers to cooperate with the NCA Common Platform to provide information to State agencies in the case of an emergency including a public health emergency. All MNOs i.e. AirtelTigo, Glo, MTN and Vodafone, complied with the request for information which was subsequently processed and forwarded to the Ghana Health Service for contact tracing purposes. There was no objection by any Party in respect of COVID-19 contact tracing data request until an application for injunction order was filed.”

The statement ended by assuring consumers and the general public that there has been no breach of personal data and privacy in the compliance of MNOs to the requirements of law.

  • President cant prescribe punishment for persons not wearing face mask Inusah

The Ranking Member on the Constitutional, Legal and Parliamentary Affairs Committee of Parliament, Inusah Fuseini says the Executive Instrument 164 is in breach of the law-making function of Parliament.

According to him, the law which penalizes persons who fail to wear face masks in public criminalizes the offence in a manner that is outside the powers of the Executive.

Speaking to Citi News, the Tamale Central MP said, the law is not only harsh but a breach of the powers of the executive to prescribe such punishment.

“…You remember the first time the President brought the Imposition of Restrictions Bill, the President sought to arrogate himself the power to determine [certain restrictions] for persons under the Bill. That was resisted by Parliament. That was why we created a function called offences and penalty and so it is the sole preserve of Parliament to penalise and not that of the President. That is a long-standing principle of law. The President has no right to penalise. That is the long-standing principle of law.”

The new Executive Instrument, which was signed by President Akufo-Addo on June 15, 2020, makes it mandatory for people to wear face masks in public.

Persons who fail to wear masks could face a jail term of between four and 10 years or pay a fine of between GHS12,000 and GHS60,000 or both.

Section 6 of Act 1012 states that “a person who fails to comply with the restrictions imposed under the Executive Instrument issued under subsection 1 of Section 2 commits an offence and is liable on summary conviction to a fine of not less than 1,000 penalty unit (Gh¢12,000) and not more than 5,000 penalty units (Gh¢ 60,000) or to a term of imprisonment not less than four years and not more than 10 years or to both.”

Section 4 (1) of the E.I. 164 states that the police have the authority to make random checks to “ensure enforcement compliance”

  • HSBC to press on with 35,000 job cuts

HSBC, the UK’s largest bank, is to resume its plans to cut 35,000 jobs.

New chief executive Noel Quinn gave the news to his 235,000 staff around the globe in a memo seen by the BBC and confirmed as authentic by the bank.

The lender had originally announced the plan in February, but put it on hold amid the coronavirus pandemic.

HSBC said it would try to find internal jobs for those affected but that redundancies were likely.

In April, the bank had said it would hold fire on the cuts, explaining that it did not want to leave staff unable to find work elsewhere during the coronavirus outbreak.

The move is part of a restructuring programme which aims to achieve $4.5bn (£3.6bn) of cost cuts by 2022.

Some cuts are likely to come from merging support roles in the commercial bank and investment bank.

The bank will also review less-profitable areas of business.

‘Why now?’ At its peak, the bank employed more than 300,000 people, but since the global financial crisis around 2008, HSBC has sold businesses and left some countries, including Brazil in 2016.

Various chief executives have aimed to make HSBC a simpler business, especially after the bank agreed to pay $1.9bn to regulators in 2012 over poor money laundering controls.

Trade union Unite said the news would cause apprehension with many lockdown measures still in place.

“The question that must be asked today is why now HSBC?” Dominic Hook, Unite national officer said.

“At present vast numbers of HSBC staff are making massive sacrifices working from home or taking risks travelling into offices and bank branches to help customers.

” “Unite will continue to oppose any compulsory job losses within HSBC and work vigorously to ensure staff are heard and their jobs protected,” he said.

The bank also faces political challenges.

It is reliant on China’s attitude towards its massive home market of Hong Kong, and on the US to be able to bank in dollars, the currency of choice for many commodity markets.

Earlier this month, US Secretary of State Mike Pompeo criticised HSBC for supporting China’s move to impose new security legislation in Hong Kong.

Mr Pompeo also said the US stood with its allies against China’s “coercive bully tactics”.

The Trump administration has repeatedly attacked Beijing for what it says is an attempt to end Hong Kong’s autonomy.

HSBC, which is UK-based but was formed in Hong Kong in 1865, declined to comment on Mr Pompeo’s remarks.

Last month, China’s parliament approved a resolution that would impose legislation on Hong Kong that criminalises criticism of the city’s government.

  • Coronavirus: 3,000 military facilities in Ashanti Region disinfected again

About 3,000 military facilities and installations in the Ashanti Region received disinfection again. The two-way exercise, carried out by waste management company, Zoomlion Ghana Limited, began last Tuesday and ended on Wednesday, June 17.

The exercise covered military facilities including barracks, offices, parade grounds among others. It was part of an agreement between the Ghana Armed Forces (GAF) and Zoomlion Ghana Limited to have all GAF facilities disinfected against COVID-19.

Addressing journalists at the Kumasi Military Command Headquarters in Kumasi, the Ashanti Regional General Manager of Zoomlion Ghana Limited, Mr Philip Yeboah Asante, explained that per the World Health Organisation (WHO) standards, such an exercise was required to be done every three months to ensure that viruses, microorganisms were well dealt with.

He said it was also to assuage fears of the public against the deadly coronavirus disease (COVID-19).

He said that as per the WHO specifications, the chlorine disinfectant will, after spraying, last for a three-month period.

To this end, he urged corporate bodies to repeat the exercise on quarterly basis.

Military facilities and installations in the region that benefitted from the exercise on the first day were, the Central Military Command headquartered in Kumasi, Fourth Garrison Vaddara Barracks among others.

In addition to the military facilities, Zoomlion disinfected the Adventist Senior High School in readiness for its re-opening for final-year and Form Two students.
