  • Residents ordered to weed, desilt choked gutters for failing to wear face masks

Some recalcitrant Sunyani residents who failed to wear their face masks were yesterday arrested and made to undertake clean-up exercise for some hours by security agencies who were on the streets to enforce directives and protocols of coronavirus disease (COVID-19) announced by the President, Nana Addo Dankwa Akufo-Addo.

The Sunyani COVID-19 Prevention Taskforce led by Supt. Haruna Alhassan of the Ghana Immigration Service were on the streets of Sunyani to ensure that residents adhered to the directives and protocols announced by the President to check the spread of the COVID-19 pandemic in the area.

The taskforce was made up of representatives from the Sunyani Municipal Assembly, Sunyani Traditional Council and Service Commanders of the various security agencies in the Bono Region.

The about 100 residents who were found without masks were compelled to weed, clean and desilt choked gutters within the municipality.

Supt. Haruna Alhassan told the Ghanaian Times that the operation was not only limited to the Sunyani area, but other suburbs such as Chiraa, Odumase, Kwatiri, Fiapre and Adentia, among others.

He noted that although the region had not witnessed a surge in the COVID-19 cases after it recorded a case in March this year, authorities are not leaving anything to chance, hence such punitive measures adopted to deter the people from flouting the order to wear their masks.

  • Kwasi Appiah wants late payments of national team coaches to end

Former Ghana coach Kwesi Appiah has said he is being treated in a way no white coach in Africa would be as he awaits salary arrears totalling nearly $200,000 from his time in charge of the Black Stars.

Appiah’s second spell in charge of Ghana, which started in April 2017, ended at the turn of the year.

The Ministry of Youth and Sports says it will pay the money “soon”, blaming the delay on the coronavirus pandemic.

“I was owed money since August 2019 when there was no Covid-19,” Appiah told BBC Sport Africa. “Would they owe a white coach for 11 months?”

The 59-year-old, who has previously said he feels ‘disrespected’ by the way his case is being handled, says he is owed $185,000, most of which covers five months’ unpaid salary.

“(My predecessor) Avram Grant was not owed more than a month when his contract ended,” Appiah explained.

The reason the Israeli, who led the Black Stars between 2014-2017, was not paid at that time was because he had yet to file a report on the 2017 Africa Cup of Nations on time, but his arrears were swiftly settled once he did.

In recent times, some white coaches in Africa – such as Nigeria’s Gernot Rohr – have not been paid on time while others, such as Botswana coach Adel Amrouche, who holds both Algerian and Belgian citizenship, is still awaiting payment from an old job.

Appiah simply wants this practice of late payments to just end for good.

“It’s not right and should not be encouraged – irrespective of whether (the coach is) local or foreign,” he added.

BBC Sport Africa understands that it is not just Appiah awaiting salary for his role with Ghana, but the country’s current national youth team coaches as well.

Both the U17 and U23 coaches declined to comment but U20 coach Karim Zito confirmed that he is owed money.

Zito, a former international, was first drafted into the coaching set-up of Ghana’s youth teams in 2013 when he was assistant coach for the Under-23 team and says this is a familiar tale. “We had only collected our salaries for three months when we received a letter stating that we will no longer be paid – no reason was given,” Zito told BBC Sport Africa.

“I was appointed as coach of the (Under-20) national team in January this year but I am being owed. I will attribute the failure of to pay our salaries to the coronavirus pandemic.” Appiah’s outstanding payment of $185,000 equates to five times his monthly salary of $35,000 in addition to a $10,000 bonus for beating Sao Tome prior to his contract expiring in December 2019.

Kofi Asare Brako, a spokesperson for the Ministry of Youth and Sports, has blamed the failure to pay the outstanding salary on the coronavirus pandemic causing a financial constraint on the ministry.

“The salary of the head coach of the Black stars has always been paid through a sponsorship package, and it is unfortunate this has now dragged into the period of the coronavirus pandemic,” Kofi Asare told BBC Sport Africa.

“We have paid him for the two-year contract period of 24 months. What is left is the extended contract period of eight months, of which we have already paid three months.” “We are still in touch with the former coach and in no time we will pay him. Soon, all money will be paid to Appiah.”

  • Thomas Partey reacts to Atletico Madrid’s emphatic victory over Osasuna

Thomas Partey has taken to social media to express his delight as Atletico Madrid claimed a big 5-0 win at Osasuna in La Liga on Wednesday night.

The Ghanaian midfielder started from the bench after playing 90 minutes in the 1-1 draw at Athletic Bilbao.

He came on in the 69th minute for Portuguese sensation Joao Felix who scored a goal in both halves.

Marcos Llorente, Alvaro Morata and Yannick Carrasco scored the other goals on the night.

It was the first time in two years Atletico scored five goals in a game, the last time being a 5-2 win at Sevilla on February 25, 2018. Diego Costa (brace), Antoine Greizmann (brace) and Koke, were all on the scoresheet that day.

“Important three points for the team, now to keep working hard,” Partey posted on Instagram.

The victory was only Atleti’s third win in their last nine league matches, drawing five and losing once against fierce rivals Real Madrid.

They are back into the top four temporarily pending Real Sociedad’s clash at Alaves in the Basque Derby on Thursday evening.

Partey’s 21 minutes on the pitch saw him produce 21 touches and 17 accurate passes at 85%. The 27-year-old was also accurate in playing two long balls from three.

It is just the fourth time in La Liga this season he did not make the starting XI, the last occasion coming in a 1-1 draw at Alaves on October 29, 2019.

Partey has been on the radar of several European clubs particularly Arsenal, who are looking to activate his €50 million release clause. Atleti manager Diego Simeone has acknowledged that the continent’s best sides want him because of his fine qualities.

“Thomas is the one who best understands this position and the transition from defence to attack, shooting, scoring, providing assists and playing passes between the lines,” Simeone told the media before the Osasuna game.

“When he’s at his best level consistently, he’s so good that all the best teams in Europe are looking at him.”

Los Rojiblancos will be playing at the Wanda Metropolitano for the first time since resumption when they take on Ghana defender Mohammed Salisu’s Valladolid on Saturday night.

  • Queen to honour Ghana’s fundraising WW2 veteran Pte Joseph Hammond

A 95-year-old Ghanaian World War Two veteran is to be honoured by Queen Elizabeth for his fundraising efforts.

Private Joseph Hammond walked two miles (3.2km) a day for a week in May, raising $35,000 (£28,000) for frontline health workers and veterans in Africa.

“I was overwhelmed and filled with joy,” he said on hearing he was to get a Commonwealth Point of Light award.

He said he had been inspired by fellow veteran Capt Tom Moore, who raised more than £32m in the UK to fight Covid-19.

Capt Moore completed 100 laps of his garden in the run-up to his 100th birthday in April for NHS charities.

This prompted Pte Hammond to start his own campaign to raise money to buy personal protection equipment (PPE) for health workers and to protect vulnerable veterans on the African continent.

He started each day’s walk in the capital, Accra, early in the morning so he could complete his two miles before the heat and humidity of the day peaked, reports the BBC’s Thomas Naadi.

He wants to raise about $600,000 in total, so the former Ghanaian soldier, who like Capt Moore fought in Burma, hopes donations will continue to be made, our reporter says.

‘He is a force of nature’

Iain Walker, the UK high commissioner to Ghana who joined Pte Hammond on his walk, said the Queen presented Points of Light awards to outstanding volunteers across the Commonwealth who changed the lives of their community.

“Pte Hammond exemplifies these qualities. It has been a privilege to get to know Pte Hammond and to experience his selflessness,” he said.

“He is a force of nature and an inspiration to many, including me.”

Pte Hammond, who was drafted into the Royal West African Frontier Force at the age 16, will receive the award at the UK High Commission in Accra at a date still to be decided.

“This is marvellous, this is wonderful, it’s beyond my comprehension,” he tweeted in a video produced by the Guba Foundation and Forces Help Africa, the two non-governmental organisations helping him in his fundraising efforts.

“Surprises keep coming – I’m short of words, I don’t know what to say,” he said.

Earlier this month, he had received a letter from Prince Harry, the Queen’s grandson, commending him on his walk.

Pte Hammond had met Prince Harry, who works to support veterans, during an event at the Field of Remembrance in the grounds of Westminster Abbey in London last year.

Three years after the end of World War Two, Ghana, then the Gold Coast, was rocked by riots following the killing of three Ghanaian veterans who had been demanding compensation for their service during the conflict.

It became a milestone in Ghana’s struggle for independence from the UK, which was achieved in 1957.

  • RE: Misleading consumer privacy breach claims

The attention of the National Communications Authority (NCA) has been drawn to some misleading media reportage regarding breach of privacy of consumer information.

The NCA would like to clarify that in March 2020, we requested passive mobile positioning data logs from Mobile Network Operators (MNOs) for undertaking historical and current analysis of persons potentially infected with COVID-19 for contact tracing purposes in accordance with the Establishment of Emergency Communications Systems Instrument, 2020 (E.I. 63). The Instrument required network operators or service providers to cooperate with the NCA Common Platform to provide information to State agencies in the case of an emergency including a public health emergency.

All MNOs i.e. AirtelTigo, Glo, MTN and Vodafone, complied with the request for information which was subsequently processed and forwarded to the Ghana Health Service for contact tracing purposes. There was no objection by any Party in respect of COVID-19 contact tracing data request until an application for injunction order was filed.

The NCA would like to assure consumers and the general public that there has been no breach of personal data and privacy in the compliance of MNOs to the requirements of law.

  • Government yet to give out coronavirus equipment

Basic schools in the country, have reminded government to honour it promise to equip them with necessary COVID-19 tools as they feverishly prepare for the reopening for final year students.

According to the school heads, they are set to reopen except that they are yet to receive equipment and materials for the management of the killer virus as promised them by government for smooth stay of students and teachers.

The authorities, who spoke in turns to the media during a disinfection exercise by waste management company Zoomlion, financed by the Ghana Education Service (GES), said they are set for the task ahead as the fight against COVID-19 continues, but said their job would be smoother when government fulfills its part of the bargain.

Meanwhile, the leadership of the Conference of Assisted Secondary Schools (CHASS) yesterday expressed similar concern, when it met President Akufo-Addo at the seat of government, Jubilee House.

But the President allayed their fears assuring by Sunday, the promised materials will be delivered to the various schools nationwide.

Government on announcing the resumption of schools for final year students, disclosed plans to provide schools with items such as Veronica Buckets, thermometer guns, sanitizers, facemasks among others at no cost to parents and students.

But barely a week to the reopening of these schools, there is been no sign of these important items from neither the Education Ministry nor the Ghana Education Service, though the schools say they are in constant touch with them to have the items supplied.

Speaking in separate interviews with journalists during the disinfection exercise on Wednesday in Ho in the Volta Region, the headmasters and headmistresses expressed concern about the near delay and called on those in charge to hasten the process to forestall any setback.

The nationwide exercise has seen basic and Senior High Schools in the Volta and Oti Regions disinfected to rid the schools of any bacteria or virus causing diseases, including the novel coronavirus.

It is the second time in two months, second cycle institutions for instance, are being disinfected since the outbreak of the virus in Ghana in March.

The one week exercise has seen several schools, including the Dome A.M.E Zion Basic School, Fiavi SDA Basic School, Fiavi M.A /Global Basic School, and the Fiavi E. P Basic School all in the Volta Region benefitting.

In the same vein, the Holy Spirit College of Education, Sacred Heart Senior High School, Prosper College Senior High School, Wallahs Academy Senior High School, all in Ho and many others in Volta and Oti regions also disinfected on Tuesday.

Assistant Headmaster of Dome A.M.E Zion Basic School, Ernest Adrator, thanked government for the initiative, adding the school was fortunate to have been provided with sanitizers before it was closed down, but are looking forward to what government has promised.

“For my colleague teachers, they are ever ready, they want to come because they want to prepare the final year students. Now seeing that the government has sent another group to come and fumigate the classrooms for us, we are very grateful to the government for that particular one also.

But we already heard also that government will provide Veronica Buckets, sanitizers and face masks, that one has not yet come, but we are hoping that they will live up to expectation so that when they come things will move on well”.

With the final year student population of just 20, Mr Adrator, said they are sure to follow the safety protocol measures outlined by the government to the latter.

While applauding government for the disinfection programme, Fiavi S.D.A Basic School headmaster, Lona Kodzotse, said the school is going to ensure the 51 final year students follow strictly, the protocol measures.

He said, anyone who flouts the directive by the president, would be punished to serve as a deterrent to others.

“What we are saying is that we are appealing to the government to send the things that are needed for the smooth resumption of school, i.e. the hand sanitizers, facemasks and Veronica Buckets and everything that is needed to bring confidence to both students and teachers”.

Headmistress of Ho Fiave E. P School Complex, Lenna Evelyn Abena Ackah, was appreciative of the initiative to disinfect the schools by the government, as the virus continues to spread in the midst of the resumption of schools.

She assured, school authorities are committed to do their part, so that the final year students can complete their examination with success.

She also added her voice to calls to government to release the promised COVID-19 materials on time.

  • Chelsea linked with sensational €120 million move for Juventus star Cristiano Ronaldo

Chelsea have been linked with a sensational summer move for Cristiano Ronaldo.

The Blues have already looked impressive in the transfer window – and it hasn’t even opened yet!

Frank Lampard’s side have already agreed a €40 million deal for Ajax’s Hakim Ziyech, who will arrive at Stamford Bridge on July 1.

Timo Werner is also expected to move to London, with Chelsea reportedly activating his release clause – which actually expires today (Tuesday).

While The Blues are trying to get that deal across the line, it seems they also have their eyes on an even bigger transfer – one for Juventus superstar Ronaldo.

According to Marca, who cite the global press, Chelsea are prepared to part with €120 million to secure the forward’s signature.

Ronaldo only arrived at Juventus in 2018 – costing the Italian champions €117m and although he’s been an integral part of the team, he has looked off the pace recently.

But could we really see him return to the Premier League with Chelsea? It’s hard to imagine.

It's unlikely we'll see Ronaldo at Chelsea

Yes, Roman Abramovich appears to be splashing the cash this summer. But he’s building Lampard a project for the future and Ronaldo doesn’t exactly fit that philosophy.

The five-time Ballon d’Or winner is 35-years-old now and although he’s still undoubtedly one of the world’s best players, he doesn’t have too much time left at the very top.

When you look at the other players Chelsea have been linked with signing – 24-year-old Werner and Ben Chilwell (23) – it seems unlikely Abramovich will spend over 100 euros on a 35-year-old.

Werner is on his way to Chelsea

Ronaldo to Chelsea? Sorry, we just can’t see it happening. We may have already found the craziest transfer rumour of the summer – and the window hasn’t even opened yet!

  • Mining drives Producer Inflation in May 2020

For a second straight month, the mining and quarrying sub-sector has been the lead driver of producer inflation, as the index in the month of May 2020 recorded an increase to 8.4 percent, data from the Ghana Statistical Service (GSS) has shown.

This rate represents a 1.0 percentage point increase in producer inflation relative to the rate recorded in April 2020 at 7.4 percent.

During the month, the manufacturing sub-sector, which constitutes more than two-thirds of total industry, also contributed marginally to the increase in the all industry rates.

The producer price inflation in the Mining and Quarrying sub-sector increased by 4.5 percentage points over its April 2020 rate of 38.0 percent to record 42.5 percent in May 2020, whereas the producer inflation for Manufacturing increased by 0.6 percentage points to record 1.1 percent.

The Producer Price Index (PPI) measures the average change over time in the prices received by domestic producers for the production of their goods and services.

Undoubtedly, the continuous increase in demand for gold as a safe haven with regards to value, has been a key contributor to the rates upsurge for May 2020.

The Government Statistician, Professor Samuel Kobina Annim affirmed this, saying, “The increase in the Mining and Quarrying inflation rate from 38.0 percent in April 2020 to 42.5 percent in May 2020 was as a result of increases in the price of gold in May 2020 and the depreciation of the local currency.”

Amidst the coronavirus pandemic, the World Gold Council have affirmed that, in the short-term there is risk and uncertainty, where market downturns often boost investment demand for gold as a safe haven asset.

Further to this, the Council stated that opportunity cost representing the perceived relative value of competing assets including bonds (interest rates) and currencies, influence investor attitudes towards gold. More often than not, three variables capture this theme in the form of the nominal 10-year U.S. Treasury bond yields, a developed market currency index and an emerging market currency index.

The price of gold on the international market rose from about US$ 1,702.75 per ounce on April 30, 2020 to US$ 1,717 per ounce as at May 28, 2020. The commodity was trading at US$ 1,724.35 per ounce as at June 17, 2020.

For the Manufacturing sector, the Government Statistician said, “The marginal increase in the manufacturing sector inflation rate from 0.5 percent in April 2020 to 1.1 percent in May 2020 was as a result of increases in an inflation rate for the manufacture of other non-metallic minerals products from 9.9 percent in April 2020 to 12.7 percent in May 2020.”

    Trends

In May 2019, the producer price inflation rate for all industry was 6.7 percent. The rate then increased consistently to record 10.2 percent in August 2019 but declined to 8.9 percent in October 2019. The rate then increased again continuously to record 14.5 percent in January 2020 but thereafter declined to record 6.8 percent in March 2020. However, the rate increased again to record 8.4 percent in May 2020.

  • George Afriyie not ready for Kotoko job

Mr George Afriyie, former Vice President of the Ghana Football Association, has said he is not ready to take up the Chief Executive Officer mantle at Asante Kotoko.

The President of Okyeman Planners Athletic Club has been strongly linked with the CEO job after the George Amoako-led management team was dissolved by the board.

But Afriyie who has vast experience in football administration said he was happy to be linked with the job and still upholds the strong bond between him, supporters, and life patron of Kotoko, Otumfuo Osei Tutu II but cannot assume the Kotoko role due to some other commitments.

”I am blessed to have personal relationships with His Royal Majesty “The Wise King” Otumfuo Osei Tutu II and the Board Chairman Dr. Kwame Kyei.

“They are truly priceless. I am also fortunate to share such an unbreakable bond with some part of the Kotoko fraternity.

“In the aftermath of the GFA Presidential elections, I received several calls from Kotoko faithful and followers urging me to consider taking up the position of the CEO of the club. I still continue to receive such calls and messages on a daily basis”.

“Kotoko is a great club and would want to serve one day. But, I want to state that I have currently taken up a commitment which would not permit me to take up the role”

“I urge all (both the media and the sporting public) to respect the decision of the Great One-Otumfou Osei Tutu II, who in his wisdom has appointed the board to enact policies and steer the affairs of the club”

“I am of the strong conviction that the board is made up of highly competent individuals who have unquestionable expertise to make the right choices for the club,” Mr Afriyie said in a statement.

This puts Nana Yaw Amponsah in strong contention for the Kotoko job with the board set to announce a new management team in the coming days.

  • Late payment of coaches is not right, end that practice – Kwesi Appiah to MoYS

Former Black Stars head coach, James Kwasi Appiah has kicked against the late payment of salaries of national team coaches in the country as he stresses that the practice must be abolished.

The experienced tactician and former Ghana international have been owed by the Ministry of Youth of Sports for the past 6 months with some 5 months salary arrears before partying ways with the national team.

In an interview with BBC Sports Africa, Coach Kwasi Appiah has lamented over the practice of delay in payment to coaches in the West African country as he calls on employers to stop that practice.

“It’s not right and should not be encouraged – irrespective of whether (the coach is) local or foreign”, the gaffer shared.

  • Ghana spends GH¢6.40bn on interest payments in 1st quarter

The government of Ghana spent GH¢6.40bn on interest payments in the first quarter of 2020.

This represented 1.7% of Gross Domestic Product (GDP) and in line with the envisioned target of GH¢6.42 billion.

According to the Bank of Ghana, total interest payments constituted almost 64% of domestic revenue, undermining fiscal flexibility.

While domestic interest payments outturn was close to the proposed target, external interest payments were somewhat above the planned target due to additional payments not factored in the programme targets, it said.

Together with wages and salaries, they accounted for over 120% of domestic revenue, suggesting a lack of fiscal space and inherent rigidities in the budget execution.

Wages and salaries amounted to GH¢6.50 billion (1.7% of GDP), above the envisioned target of GH¢5.94 billion (1.5% of GDP).

The situation means that government depends on grants and other sources of funds to finance capital projects, raising concerns going forward.

In 2020, the government is expected to spend GH¢23 billion on interest payments but that may not be so because of the coronavirus pandemic.

Some multilateral institutions and sovereign nations that support the government budget may cut loan repayment schedule or cancel some debts owed them.

  • US$310m remains outstanding to Petroleum Holding Fund

An audit assessment undertaken by PricewaterhouseCoopers on behalf of the Auditor General has revealed that a total outstanding debt of US$310.34 million is owed the Petroleum Holding Fund Most of this is debt of Ghana National Gas Company Limited which owes US$308.77 million for gas supplied by the Ghana National Petroleum Corporation (GNPC).

The remaining outstanding debt of US$1.57 million comprises surface rental fees which have not been paid by a number of petroleum exploration entities namely, GOSCO/Heritage Exploration and Production Ghana Ltd, Sahara Fields Energy Ltd, Britannia-U Ghana Ltd and Swiss African Oil Company Ltd.

Regarding Sahara Fields Energy Ltd, Britannia-U Ghana Ltd and Swiss African Oil Company Ltd, the audit assessment indicates that the three companies have failed to honour their payment obligations despite stringent efforts to have them pay.

To ensure payment, the Ghana Revenue Authority (GRA) is collaborating with the Petroleum Commission to ensure the companies comply or face the necessary sanctions.

This is contained in the recent report on Management of Petroleum Funds for 2018 which has since been submitted to Parliament.

In fact, section 3 subsection 2 of Petroleum Revenue Management ACT 2011 (Act 815) requires that petroleum revenue assessed as due in each month shall be paid by direct transfer into the Petroleum Holding Fund by the 15th day of the ensuing month by the entities obliged to make the payment. However, such petroleum entities failed to make payments.

Also, section 3 subsection 4 of Act 815 states that where the liability of an entity to make a payment is not discharged on the required date, the entity shall pay as a penalty, an additional five percent of the original amount for each day of default or the default rate established under any other law.

Consequently, the Auditor General estimates the number of penalties due from the default to be US$10.79 billion as per section 3 subsection 4 of Act 815.

The failure of the petroleum entities to make payments to the Petroleum Holding Fund implies that there a loss of income which would have been earned if the funds had been paid by the entities on time and invested.

To strengthen business control and improve operational efficiency, the Auditor General is recommending that monies due to the Petroleum Funds should be promptly collected and any late payments should attract interest as stipulated by Section 3 subsection 4 of Act 815.

  • Embrace digitisation or risk your job security – Bank staff advised

Staff of banks and financial institutions have been urged to adapt to the rapid developments in digitisation in order to stay relevant in the industry.

Speaking at the maiden Ghana Banking Sector Report Webinar organised by Business24 Media Limited, the Head of Channels at UMB Bank, Myles Hagan, cautioned that any banker who wants to remain employed would need to enhance their education and skills in digital banking operations.

“Presently, certain institutions have adopted working from home, which means you do not necessarily have to come to the office but can use digital tools to execute your functions. Moving forward, in terms of workforce and digital adoption, staff who can equip themselves with knowledge to use technology are in a better position to remain in their jobs, as against those that may find challenges in adopting digital tools,” he said.

Several major technological trends are converging and transforming digital banking services for businesses. The result is that banks across the country and beyond are waking up to growing competition and the changing demands of their clients.

Mr. Hagan said companies of all sizes across the continent are embarking on their own digital transformations.

Businesses want faster and more convenient methods to transfer funds and analyse their financial data. This means shifting away from manual paper-based processes and adopting electronic, increasingly automated payment processes that also allow more sophisticated, data-driven decisions, he said.

He also explained that digital channels such as ATMs, internet banking, and mobile apps have always been around, but it was the adoption and uptake that was missing.

However, he said, the onset of Covid-19 has spurred growth in digital adoption, with most entities in the ecosystem (banks, fintechs and allied services like telcos) reengineering their existing portfolio, which has affected processes.

“For example, if there was patronage initially of a mobile app, customers now want a little bit more than what used to be on the app. Most banks will be recording about 90 percent uptake in digital services—and that is very good. It helps us drive more uptake by advising customers and putting up educative materials so most customers will move towards digital rather than analogue.”

He added that banks need to provide a better, more relevant service, and invest in products that meet the changing customer needs of real-time, mobile, frictionless and simple banking.

On how well banks are prepared to meet the dynamics of customer expectations, he stated: “Most banks are enhancing their levels of investments in the adoption of predictive analysis, artificial intelligence and business analytical tools, which can help us preempt customer expectations. So what is going to happen is most banks can forecast that this customer per his strength may need this.”

At UMB, Mr. Hagan indicated, they have pushed digital uptake to 90 percent, and for the future they plan to ensure that all banking services are done digitally.
