  • Kenya hunts those filmed fleeing coronavirus quarantine centre

Kenyans filmed escaping from a coronavirus quarantine centre will be hunted down and sent back there, President Uhuru Kenyatta has said.

“We know you and we will find you,” he said, adding that the escapees were putting the lives of others at risk.

The warning came after a video clip went viral showing several people scaling a wall to flee a quarantine centre in the capital, Nairobi.

Those in forced quarantine have been complaining about poor conditions.

They say some centres are not much better than prisons, with poor hygiene and complaints that social distancing is impossible because of overcrowding.

Others are angered about having to pay for their confinement, which costs between 20 (£16) and $100 a night – depending on the centre.

Hostels at schools and universities as well as hotels have been used to hold those put into quarantine for an initial 14-day period – though this has been extended twice at some centres.

More than 400 people are currently in quarantine. They include people who arrived in the East African country from areas affected by the virus before it closed its borders and those found to have been in contact with a coronavirus patient.

It is not clear how many individuals escaped from quarantine at the Kenya Medical Training College (KMTC) but some reports put the number at 50.

The breakout took place on Tuesday as a meal was being served. The centre’s residents had a chance to escape when it started to rain and the guards took cover, Kenya’s Citizen TV station reports.

The Daily Nation newspaper tweeted a video, showing some people jumping over a wall:

According to the paper, the KMTC centre has more than 200 people in quarantine – held as a consequence of contact tracing or after being arrested for flouting the curfew and social distancing rules.

The country has not gone into lockdown, but has imposed a dusk-to-dawn curfew and a ban on travel to or from Nairobi and several other areas considered hotspots for transmission.

    Ramadan plea

During a radio interview in Swahili on Wednesday morning, President Kenyatta urged Kenyans to take the restrictions seriously.

“For the safety of your family, and your loved ones, do what is necessary to protect them. Stay away. Do not put people at risk because you do not think it is serious,” he is quoted as saying.

He said that by the weekend, as many as 2,000 people a day would be tested for coronavirus, the Daily Nations reports.

The president also ruled out relaxing the curfew during the holy Muslim month of Ramadan, which begins at the end of the week and when there are usually gatherings after dusk to breakfast.

“We told Christians during Easter that you cannot mark this day… We respect all religions but we have said that let us all celebrate and mark these religious days in our homes, on radio and on television,” the Daily Nations quoted Mr Kenyatta as saying.

“I ask our Muslim brothers and sisters to mark the holy month of Ramadhan like they have not done before because these are extraordinary times.”

Kenya has recorded 296 cases of COVID-19, the respiratory disease caused by a coronavirus, including 14 deaths.

More than 50,000 people have been arrested in the country since a nationwide lockdown was introduced in mid-March and wearing a mask outside the home became compulsory.

There are 3,377 confirmed coronavirus cases in Morocco, making it the third worst-hit country on the continent.

  • Nigeria coronavirus: Cases reach 782, Buhari wants prisons decongested

117 new cases of COVID-19 have been reported by close of day April 21 according to NCDC tallies. Of the figure, 59 in Lagos, 29 in FCT and 14 in Kano.

6 in Borno, 4 in Katsina, 3 in Ogun and one each in Rivers and Bauchi States. “As at 11:25 pm 21st April there are 782 confirmed cases of #COVID19 reported in Nigeria,” NCDC said in a tweet. Discharged tally stood at 197 with 25 deaths.

President Buhari has meanwhile written to the chief justice asking that certain categories of cases be expedited to allow for decongestion of prisons in the light of the danger congestion presents amid the COVID-19 pandemic.

The presidency on Tuesday issued a statement that quoted the president as saying: “From available records, the inmates population at various custodial centres across the country presently stands at about 74,127 out of which 52,226 are Awaiting Trial Persons (ATPs).

“Most of these custodial centres are presently housing inmates beyond their capacities and the overcrowded facilities pose a potent threat to the health of the inmates and the public in general in view of the present circumstances, hence the need for urgent steps to bring the situation under control.

“It has become imperative for Your Lordship to request State Chief Judges to embark on immediate visit to all custodial/correctional centres within their respective States to identify and release deserving inmates where that has not been done already.”

He also suggested to the Hon. Chief Justice of Nigeria to “at this stage, consider taking immediate steps as appropriate to ensure the setting up or designation of Special Courts in all States, including the FCT, to try cases of armed robbery, banditry, kidnapping and other serious offences, in order to facilitate speedy trials.”

“There is the need to ensure that the Chief Judges of States and FCT High Courts direct lower courts to comply with requirements of the Administration of Criminal Justice Act/Law in issuing remand warrants in criminal cases especially in cases which are not within their jurisdiction.”

  • South Africa to deploy 70,000 more troops to enforce lockdown

More than 70,000 extra troops will be deployed in South Africa to help enforce a lockdown intended to stop the spread of conronavirus, national broadcaster SABC says.

Opposition leader John Steenhusien has tweeted a letter that President Cyril Ramaphosa wrote to parliament saying that he had decided to deploy an extra 73,180 soldiers because of an increase in reported cases across the country.

Initially, the president had approved the deployment of just under 3,000 soldiers to assist in the implementation of a strict lockdown.

Jogging, dog walking and alcohol sales have all been banned. But security officers have found it hard in some places to enforce the measures.

Defence Minister Nosiviwe Mapisa-Nqakula confirmed the letter’s details on local radio, the AFP news agency reports.

“If you look at the numbers and the rate at which the infection has gone up, you will realise that at some point we may actually need the kind of human deployment which has never been seen before,” AFP quotes her as saying.

There are 3,465 confirmed coronavirus case in South Africa and there have been 58 deaths.

  • Iran’s Revolutionary Guards successfully launch military satellite

Iran’s Islamic Revolution Guard Corps (IRGC) says it has successfully launched a military satellite into orbit for the first time.

The satellite, named Nur (“Light”), reached an orbit of 425km (264 miles) after being carried by a three-stage Qased launcher, a statement said.

Iran has attempted several launches in the past year that have failed.

If the success of Wednesday’s launch is verified, it seems likely to add to the tensions between Iran and the US.

Hours afterwards, President Donald Trump tweeted that he had instructed the US Navy to “shoot down and destroy any and all Iranian gunboats if they harass our ships at sea”.

He appeared to be referring to an incident in the Gulf a week ago, in which the US said 11 IRGC Navy vessels repeatedly conducted “harassing” approaches of six US Navy and Coast Guard ships

Iran accused the US of giving a “Hollywood version of events” and said the US Navy had blocked the path of an Iranian ship earlier this month.

A spokesman for the Iranian armed forces criticised Mr Trump’s tweet, saying that “instead of bullying others” the US should focus on “saving the contingent of their [armed] forces that has been infected with coronavirus”.

The countries came close to war in January, when the US killed a top IRGC general in a drone strike in Iraq. Iran responded by launching ballistic missiles at Iraqi military bases hosting US forces.

    • Iran ‘developing nuclear-capable missiles’
    • Iran nuclear crisis in 300 words

The IRGC said Wednesday’s satellite launch from the remote Central Desert would “be a great success and a new development in the field of space for Islamic Iran”.

Footage broadcast by state TV showed the Qased carrier inscribed with a verse from the Koran that Muslims often recite when going on a journey: “Glory be to Him, who has subjected this to us, and we ourselves were not equal to it.”

IRGC Aerospace Force commander Brig-Gen Amir-Ali Hajizadeh said the Qased “used a compound of liquid and solid propellants” and declared: “Only superpowers have such capability and the rest are just users of such technology.”

IRGC Aerospace Force commander Brig-Gen Amir-Ali Hajizadeh stands near the satellite launcher                          The IRGC said the satellite was carried into orbit by a three-stage Qased launcher

Iranian Telecommunications Minister Mohammad Javad Azari Jahromi congratulated the IRGC on the “great national achievement” and stressed that the Aerospace Force’s space programme was defensive.

“Part of Iran’s peaceful [space] programme is civilian which is pursued by the government, while another part is for peaceful defence purposes and naturally carried out by the armed forces,” he tweeted.

There was no immediate comment from the Trump administration, but it has expressed concern in the past that the technology used to launch satellites could help Iran develop intercontinental ballistic missiles (ICBMs).

It has said such launches therefore violate a UN Security Council resolution, which calls upon on Iran not to “undertake any activity related to ballistic missiles designed to be capable of delivering nuclear weapons”.

Iran has denied violating the resolution and insisted that its space programme is entirely peaceful and that it has no intention to develop nuclear weapons.

The same resolution endorsed a 2015 nuclear deal between Iran and world powers that US President Donald Trump abandoned two years ago, saying it was flawed.

A Pentagon spokesman told the Associated Press on Wednesday that the US would continue to “closely monitor Iran’s pursuit of viable space launch technology”.

“While Tehran does not currently have intercontinental ballistic missiles (ICBMs), its desire to have a strategic counter to the United States could drive it to develop an ICBM,” Maj Rob Lodewick said.

In February, Iran failed to put into orbit the Zafar communications satellite.

There were two other failed satellite launches last year, as well as a mysterious explosion that destroyed a satellite launch vehicle

According to her, these donations were received from corporate and private bodies towards the fight against the coronavirus.

She made this disclosure when the Fund donated an ambulance and some medical supplies to the Ghana Health Service (GHS) and Covid-19 Care Team to be used by health workers across the country.

Addressing a gathering at the Ga East Municipal Assembly, the retired Chief Justice assured donors and the public that monies donated towards the fight will be used judiciously in a transparent manner.

“Today marks two weeks since the board was sworn into office by the President and the board is overwhelmed by the numerous contributions made to the Trust Fund.

“The board is committed to its mandate and will ensure the transparent use of monies and every resource received for specific purposes. Today, Ghana Health Service is benefiting first from the fund.

“The items include various sanitary and health appliances needed to facilitate the care of persons affected by the virus.

“We expect that the items received will be allocated speedily to institutions engaged in the combat of the disease. As we accumulate more gifts in kind, we will make them available.

Receiving the items on behalf of the facility, Head of the Covid-19 Management Team, Dr. Ali Samba commended the fund for its timely donation.

“This is the biggest treatment centre and we are very excited about the ambulance because its arrival is timely,” he said.

  • East Mamprusi Police kill suspected armed robber, arrest others

Police in the North East Region last Sunday shot and killed a suspected armed robber and arrested three others in an alleged attempted robbery incident on the Gushegu/Gbintiri road in the East Mamprusi Municipality.

The deceased, whose name was only given as Mahamadu, was said to have been shot when he and his accomplices who were suspected to be on their way for a robbery operation engaged the police in an exchange of gunshots.

The three other suspects identified as Amadu Sumana, Hamidu Issaka, and Musah Alima, who sustained gunshot wounds, are receiving treatment at the Baptist Medical Centre in Nalerigu while the body has been deposited at the same facility.

The police also retrieved a single barrel shotgun, a locally manufactured Sten gun, 17 pistol ammunition in a magazine, 10 AAA cartridges, a rope, a hood, three mobile phones, two hats, three packets of royal cigarettes and a face mask from the robbers.

    Tip-off

Briefing the Daily Graphic, the North East Regional Police Commander, Deputy Commissioner of Police (DCOP), Mr Charles Domanban, said on Sunday, April 19, at about 2 p.m, the police received information that the suspected robbers who were armed with weapons were preparing to attack traders from their hideout at Kukpo, a village near Gbintiri.

The police, upon the tip-off, swiftly dispatched personnel to the scene, and on reaching there, the suspects opened fire on the police personnel who also returned fire and managed to overpower them, killing one of the robbers instantly.

    Traders attacked

DCOP Domanban indicated that the suspects were reported to have, earlier last Saturday, attacked some traders who were returning from Gbandabila Market at gunpoint and took their personal belongings.

The police on receipt of that information, proceeded to the scene but the suspects had absconded.

Upon a tip-off that the suspects were at their hideout preparing for another robbery on the Gushegu Gbintiri road, the police proceeded to the hideout, and on their arrival, the suspects opened fire on the police officers who also fired back. It was during this exchange that Mahamadu was killed and the other suspects, overpowered, DCOP Domanban stated.

He added that the suspects were assisting the police with investigation and would be arraigned within the week.

  • I will be happy if Thomas joins Arsenal- Jabob Partey

In an interview with Tru FM, Jacob expressed how much he would want his son to join the Premier League club.

  • Maamobi Hospital administrator denies report of selling PPEs to staff

The administrator of the Maamobi General Hospital, Helen Tetteh has debunked claims of selling Personal Protective Equipment (PPEs) to staff of the hospital.

There were reports in the media on April 22, 2020, that the staff were angry with her because they had to purchase their own PPEs.

Health workers at the facility can only access the PPE after paying 5 cedis in the wake of the COVID-19 pandemic the report said.

Ms Tetteh, however, says their stores always make available PPEs to staff on a regular basis but also admitted that they have limited resources and will need more from the government to combat the disease.

“I will say it is not true that we sell PPEs to our staff, we had in-stock quantity of face mask and management issued a memo to the effect that all unit heads must go for face mask from the general store and the records are there. We do not give it to them on a daily basis, we issue some specific quantity to the various units and it is expected that as and when it is exhausted they request for more. We have had some PPEs from the government but it is not enough we need more”

Some health workers have threatened to withdraw their services in the fight against COVID-19 if the government does not provide them with enough PPEs.

Their calls were heard as the government made provisions of these PPEs which includes nose/face mask, gloves gowns among others.

With the number of COVID-19 cases rising in Ghana, there have been calls to provide more PPEs to these health workers to ensure they perform their duties without fear.

Ghana has started manufacturing PPEs with some five local companies tasked to do so.

    Ghana’s COVID-19 cases as of April 22, 2020 stood at 1,154 with 120 recoveries and 9 deaths.

  • Emmanuel Adebayor respond to critics on donation claims

Togo striker Emmanuel Sheyi Adebayor claims he does not donate after being criticized for not being generous to aid the underprivileged amid the Coronavirus pandemic.

Many footballers have made donations to the vulnerable people and families in their various countries in order to help them survive the prevailing situation in the World at the moment.

But the former Arsenal FC, Manchester City and Tottenham Hotspur forward thinks otherwise.

The former Togo captain through videos circulating on social networks responded to his critics and said he didn’t bring the deadly disease to the country.

“For those who say that I do not donate, let me be very clear, I do not donate. Very simple,” he said

The former Real Madrid player almost snubs the idea of making donations to the people.

“I do what I want to do, I eat what I want to eat and this is the most important . Afterwards, there will be people who will criticize me for the fact that I did not make a foundation in Lomé.”

“But it seems that it was me who brought the coronavirus virus to Lomé. It is very unfortunate, but it is like that and it is the country that is like that.”

“You can compare me to Didier Drogba, you can compare me to Samuel Eto’o, but unfortunately I am not Didier Drogba, I am not Samuel Eto’o. I am Emmanuel Sheyi Adebayor and I will always do what I want to do.”he added.

  • Lifting of movement restrictions: 4 groups, 2 views

The lifting of the partial lockdown imposed on Greater Accra, Greater Kumasi, Tema and Kasoa to prevent the spread of the novel coronavirus disease (COVID-19) continues to elicit divergent views from various sections of the public.

Four associations have expressed varied views on the timing of the lifting of the restrictions on movement.

While two of the groups said the decision by President Nana Addo Dankwa Akufo-Addo was a step in the right direction, the rest said it could spell doom for the country if care was not taken.

The associations are the Ghana Union of Traders Association (GUTA), the Industrial and Commercial Workers Union (ICU), the Institute of Chartered Economists of Ghana (ICEG) and the Ghana Federation of Labour (GFL).

In separate interviews with the Daily Graphic last Monday, GUTA and the ICEG said the lifting of the restrictions was a positive development that would breathe some life into the economy.

However, the ICU and the GFL stated that although the partial lockdown had economic implications, it ought to have been extended for at least a month to flatten the curve of confirmed cases before a decision was taken to lift the restrictions.

    Lockdown

On March 28, 2020, President Akufo-Addo announced a partial lockdown to help halt the spread of COVID-19.

As part of that restriction, businesses were closed and movements restricted, with the exception of essential service providers.

The two-week restriction which took effect from March 31, was extended for another week until it was lifted at 1a.m. last Monday.

    GUTA

The President of GUTA, Dr Joseph Obeng, described the lifting of the partial lockdown as a huge relief to the business community.

He noted, however, that businesses would have to go through turbulent moments to pick up and give life back to the economy.

“There is going to be a lot of challenges for businesses within the next one month before we can settle down again. Liquidity has been suppressed because almost all of us were in the house so when we start again, people will now have to meet cost demands and look for money to buy goods,” he said.

To address that challenge, he called for the immediate implementation of the stimulus package announced by the government to give a lifeline to small-scale and medium enterprises (SMEs).

“The trader associations should be involved in any committee that will be set up to disburse this stimulus package so that we can make our inputs and ensure that the support is directed to the right beneficiaries,” he said.

Dr Obeng also called on the government to extend the suspension of the payment of demurrages and rent charges for at least one month.

According to him, that gesture would help importers to recover from the 21-day lockdown.

    ICEG

The Chief Executive Officer (CEO) of ICEG, Mr Gideon Amissah, said although the lifting of the partial lockdown had some health implications, the institute believed that it was a positive move for the economy.

“I believe that many perspectives, including political, medical and economic, came into play in the decision to lift the movement restrictions. From where I sit as a business person, I will obviously argue for the economic perspective.

“Probably, the government believes that they may have done enough because they have the overall picture of all the perspectives on the issue,” he said.

Mr Amissah stressed that lifting of the restriction was a step in the right direction, considering the fact that economic activities had been negatively affected within the lockdown period.

He noted that had the restrictions been stretched further, poverty levels would have worsened, unemployment would have increased, businesses would have shrunk, prices would have soared and that would have created a general high cost of living in the country.

The economist said the lifting of the restriction was a positive move to address challenges in public finance, such as dwindling income tax, unbudgeted expenditure and declining revenue from the oil sector.

    ICU dissents

For his part, the General Secretary of the ICU, Mr Solomon Kotei, said the lifting of the restriction was premature, given that the country had recorded more confirmed cases during the lockdown period.

“The ICU has always been of the view that a total lockdown will have dire consequences on the country but we expected that the partial lockdown would take at least a month,” he said.

He noted, however, that once the President had lifted the ban on movement in the affected areas, it was important for members of the public to protect themselves by adhering strictly to the health and safety protocols that had been outlined by health authorities.

“We should do our part by observing social distancing, wear nose masks, wash our hands regularly and pray that the systems put in place by the government work well,” he said.

Mr Kotei called on employers, especially those in the private sector, to try and pay the salaries of their workers in full.

    GFL

The General Secretary of GFL, Mr Abraham Koomson, described the lifting of the restrictions as “untimely and suicidal,” adding that it was not based on scientific proof.

He noted that the government ought to have ensured that exhaustive COVID-19 tests were done to scientifically assess the situation before lifting the partial lockdown.

“It is suicidal to play down the potential threat of this pandemic on people’s health unless the scary reports we continue to read and hear in the news are fabrications,” he said.

Mr Koomson added that although the partial lockdown visited some hardships on businesses and members of the public, the government ought to have prioritised the safety of the people and maintained the restrictions a bit more.

He stressed that it was important for the government to ensure that interventions in the form of stimulus packages for industries were implemented as early as possible to cushion businesses.

“When this happens, workers will not worry about job insecurity as employers will be able to sustain their businesses,” he said.

Mr Koomson also said once the President had maintained the ban on social gatherings that had been in place for about a month, there was the need to enforce it to ensure that no institution breached it.

  • Premier League warned over Newcastle takeover

The Premier League has been urged by one of its largest overseas broadcast partners to “fully interrogate” Newcastle United’s proposed £300m takeover.

The chief executive of the Qatar-based TV giant beIN Sport, Yousef al-Obaidly, has written to the chairs of top-flight clubs about the deal, which could see the Magpies bought by a Saudi-backed consortium.

In the letter, Al-Obaidly accuses the Saudi Arabian government of the “facilitation of the near three-year theft of the Premier League’s commercial rights – and in turn your club’s commercial revenues – through its backing of the huge-scale beoutQ pirate service”.

“It is no exaggeration to say that the future economic model of football is at stake,” added Al-Obaidly, who has also written to Premier League chief executive Richard Masters.

Broadcaster beoutQ has been illegally showing matches – mainly in Saudi Arabia – despite the rights to show games in the region belonging to beIN Sports, who are currently in the middle of a three-year deal with the Premier League worth £400m.

Last year football authorities attempted to shut the beoutQ service down without success.

Saudi broadcaster Arabsat has always denied that beoutQ uses its frequencies to broadcast illegally and has accused beIN of being behind “defamation attempts and misleading campaigns”.

Describing the issue as “a matter of urgency”, Al-Obaidly continues: “Given the crippling economic effect that coronavirus is having on the sports industry, this is all happening at a time when football clubs need to protect their broadcast revenue the most.”

Saudi Arabia’s sovereign wealth fund the PIF (Public Investment Fund) is understood to be set to acquire an 80% stake in the club as part of a consortium including financier Amanda Staveley and billionaires the Reuben brothers.

Mike Ashley has owned Newcastle since 2007 and put them up for sale in 2017.

In his letter to Masters, al-Obaidly says: “To the extent the reports about the acquisition of NUFC are correct, we consider it essential for the Premier League to fully investigate the potential acquirer of the club, including all directors, officers and other representatives from the KSA PIF or other Saudi Arabian entities involved in, or otherwise providing any financing for the acquisition.

“There appear to be several reasons why such an investigation is being called for by other parties; our request is purely based on Saudi Arabia’s past and present theft of your and your member clubs’ intellectual property rights.”

The Premier League must decide whether the group of investors backed by Saudi Arabia’s sovereign wealth fund meets its owners’ and directors’ test and is understood to currently be in the process of working through paperwork connected to the deal, which could take two to three weeks.

BeIN have asked the Premier League in its owners’ and directors’ test to consider “the direct role of Saudi Arabia” in the beoutQ service, the challenge the Premier League faces in “taking any action to protect its own intellectual property rights in the country” and its ability to “enforce” its rules against “Saudi Arabian based persons or entities”.

This comes during a time when both Saudi Arabia and Qatar are involved in a wider diplomatic row in the Middle East.

BeIN is not thought to be considering its partnership with the Premier League, though last year the group did threaten to pull its deal with Serie A over the decision to stage the Italian Super Cup in Saudi Arabia.

Human rights campaigners Amnesty International have also criticised the potential deal.

Amnesty UK director Kate Allen said in a separate letter to Masters: “So long as these questions [about Saudi Arabia’s human rights record] remain unaddressed, the Premier League is putting itself at risk of becoming a patsy of those who want to use the glamour and prestige of Premier League football to cover up actions that are deeply immoral, in breach of international law and at odds with the values of the Premier League and the global footballing community.”

BBC Sport has contacted the Saudi wealth fund and representatives of the consortium asking for a response to Amnesty’s letter.

The Premier League declined to comment on the Amnesty letter and Newcastle have also been approached by BBC Sport.

Amnesty – a non-governmental organisation which focuses on human rights – has long criticised Saudi Arabia’s human rights record, pointing to long-standing issues including women’s rights, the treatment of the LGBT community and the restriction of free speech.

Western intelligence agencies also believe the killing of journalist Jamal Khashoggi inside the Saudi consulate in Istanbul in October 2018 was ordered by the Crown Prince – something he denies. Saudi authorities blamed a “rogue operation” for Khashoggi’s death.

The country has also been accused of ‘sportswashing’, a term used to describe countries that try to improve their international reputation by investing in major teams or hosting big sporting events.

“The Crown Prince has been using sporting events and personalities as a means of improving the Kingdom’s reputation following the grisly murder of the journalist Jamal Khashoggi – widely believed to have taken place with his approval,” the Amnesty letter continued.

“Such positive associations with sporting events also distract attention from Saudi’s appalling human rights record, including the imprisonment and torture of women human rights defenders.”

Accusations of sportswashing have previously been rebuffed by the man heading Saudi Arabia’s unprecedented investment in sports, HRH Prince Abdulaziz bin Turki Al Faisal.

“We want to get people more engaged in sport,” he said. “In 2015 just 13% of Saudis took part in sports for half an hour or more each week; we want that to be 40% by 2030. This is all part of a programme designed to get people more active.”

  • I was better than all the three goalkeepers selected for 2014 World Cup – Richard Kingston

Former goalkeeper of the Black Stars Richard Kingston has said that he was better than all three goalkeepers selected for the 2014 FIFA World Cup which was hosted by Brazil.

The Black Stars failed to live up to expectation in the 2014 and the retired goalkeeper says he was disappointed when the then coach of the team, James Kwesi Appiah overlooked him.

Prior to the tournament, Kwesi Appiah named Adam Kwarasay, Fatau Dauda and Stephen Adams as goalkeepers in his final 23-man squad.

But Richard Kingston in an interview with Angel FM in Kumasi says he was better than all the goalkeeper selected for the tournament.

“Among the three goalkeepers selected for the 2014 world cup, i deserve more than them because i was the only Ghanaian goalkeeper who was playing active football”

“Low and behold the coach dropped me without any reason. Before the tournament i helped Balikesirspor to qualify to the premier in Turkey. Sometimes i feel pains” he said.

Richard Kingston was an integral member of the Black Stars squad that reached the quarter finals of the 2010 FIFA World Cup held in South Africa.

  • Fitch affirms Ghanas economic outlook to stable

Rating agency Fitch has affirmed Ghana’s Long-Term Foreign-Currency Issuer Default Rating (IDR) at ‘B’ with the economic outlook at stable.

The affirmation of the ‘B’ rating reflects Fitch’s expectation of a swift recovery after the coronavirus pandemic shock and the availability of additional fiscal and external financing options to the sovereign.

This comes a day after Moody’s downgraded Ghana’s economy from positive to negative.

According to Fitch, there is balanced against the risk that a deeper and longer economic shock will result in worsening fiscal and external debt metrics.

It said the coronavirus crisis will cause a shock to Ghana’s near-term growth and fiscal outturns.

“Public finances are already a rating weakness, as Ghana has a track record of fiscal slippage around elections and deficiencies in public financial management (PFM) that weakened the government’s ability to meet fiscal targets.

“In the years following the 2016 election, the government passed the Fiscal Responsibility Act, which caps the targeted fiscal deficit at 5% of GDP, along with a number of PFM reforms, which helped lower government deficits on a commitment basis”, it emphasised.

Fitch now forecasts the general government cash deficit to widen from an estimated 7.6% of GDP in 2019 to above 10% in 2020.

The 2020 cash deficit includes approximately 2.8% of GDP in arrears clearance and the realisation of contingent liabilities from the financial and energy sectors.

Continuing, it said “We expect that the fiscal deficit will narrow in 2021, supported by stronger growth and fewer materialising contingent liabilities. However, the December 2020 elections heighten risks of additional fiscal slippage this year and of possible post-election reversal of the 5% deficit cap and PFM reforms.”

Fitch estimates Ghana’s total 2020 financing requirement, including debt amortisation, at approximately GHS78 billion or 21% of GDP.

The issuance of US$3 billion (4.9% of GDP) in Eurobonds in January 2020, before the COVID-19 crisis effectively shut many emerging markets out of international capital markets, allowed the government to meet a significant portion of its financing needs.

The widening of the fiscal deficit will mean that the financing requirement will be approximately 3% of GDP higher than what was programmed in the 2020 budget.

To meet the extra financing needs, Ghana has come to an agreement with the IMF on a Rapid Credit Facility that will disburse US$1 billion (1.6% of GDP) and the government expects an additional USD300 million (0.5% of GDP) from the World Bank.

The government also plan to draw on approximately US$200 million (0.3% of GDP) in deposits from Ghana’s Petroleum Funds, Fitch added. The remainder of the financing needs will likely come by increasing the government’s call on the domestic debt market.

“If the fiscal deficit widens further than we currently expect, we believe that the government will be able to access additional financing from international financial institutions and draw further on its petroleum funds, which currently have a balance of just below USD1 billion (1.6% of GDP).

“The government has also considered amending the Bank of Ghana Act to allow direct borrowing from the Bank of Ghana up to 10% of the previous year’s revenue, which equals GHS5.3 billion (1.6% of GDP). The law allows direct financing of up to 5% of the previous year’s revenue but the government currently has no outstanding balance to the central bank”, said the UK-based rating agency”, said the UK based rating agency.

Fitch also expects fiscal outturns to improve over the medium term, but high general government debt will remain a constraint on the ratings.

Fitch anticipates general government debt to increase to 76.8% of GDP in 2020, owing to the combination of a wider fiscal deficit and cedi depreciation. Debt would equal 535% of government revenue, twice the ‘B’ median of 214%.

Furthermore, the cedi depreciation has increased external debt servicing costs in local-currency terms and we forecast interest costs to reach 40.3% of revenue compared with the ‘B’ median of 8.6%. We expect government debt to plateau in 2022, although there is a risk of larger-than-expected contingent liabilities from the energy sector.

It continued, saying, the government will continue to realise contingent liabilities from Ghana’s banking sector in 2020 from the financial sector clean-up.

The ratio of non-performing loans (NPL) to total loans fell to 13.9% at end-2019 from 18.2% in the previous year.

“We expect the NPL ratio to remain elevated in 2020 as a result of economic challenges, but bad loans in the energy sector will continue being cleared slowly through the Energy Sector Recovery Programme (ESRP). Real private sector credit growth increased to 15.2% YoY in January 2020, from 8.4% at end-2018, but we expect a sharp reduction for the rest of the year as the economy slows. Increased government borrowing requirements will also lead to some crowding out of private sector credit provision.”

    ESG – Governance:

It said Ghana has an ESG Relevance Score (RS) of 5 for both Political Stability and Rights and for the Rule of Law, Institutional and Regulatory Quality and Control of Corruption, as is the case for all sovereigns.

These scores reflect the high weight that the World Bank Governance Indicators (WBGI) have in our proprietary Sovereign Rating Model.

Ghana has a medium WBGI ranking at the 54th percentile, reflecting a recent track record of peaceful political transitions, a moderate level of rights for participation in the political process, moderate institutional capacity, established rule of law and a moderate level of corruption.

Dr Paul Kwabena Boafo, at the Jubilee House, when he addressed the President on behalf of his colleague clergymen and women at a meeting called at the instance of the President Nana Addo Dankwa Akufo-Addo to solicit the thought of leaders of the Church in Ghana on the way forward for the COVID-19 fight.

Rev. Kwabena Boafo said.

    State-Church Partnership

The clergy further observed that since the outbreak of the pandemic, the State-Church partnership has been deepened and it has become a stronger relationship. To this end, Rev. Kwabena Boafo noted that from Friday the 24th to the 26th of April 2020 will be fasting for the three day period and beseech the covering of God over Ghana and His intervention to arrest the spread of COVID-19 in our shores.

In his remarks to the clergy, President Akufo-Addo indicated that the thoughts and input of the Christian leadership in Ghana are invaluable to the fight against COVID-19 and that is what has motivated his decision to meet with them.

The President further noted that it is important to discuss with leaders of the Christian community the current ban on public gatherings and for that matter, church gatherings and to come up with modalities and timelines for the lifting of that restriction.

“You are major actors in the struggle, the banning of public gatherings that affects the churches affects each one of you. I felt that with all of this, as the background, with the role that you have already played, and continue to play, it would be a good moment for us to meet again and exchange views as to the way forward for our country” President Akufo-Addo stated.

  • First virus case in Lebanon Palestinian refugee camp – UN

A Palestinian refugee camp in Lebanon has been put on lockdown after the UN announced the first confirmed case of coronavirus in one of the country’s numerous and crowded camps.

The patient, a Palestinian refugee from Syria, has been taken to the state-run Rafic Hariri hospital in Beirut, the UN agency for Palestinian refugees, UNRWA, said in a statement late Tuesday.

Medical experts were due to visit the Wavel camp in the eastern Bekaa Valley later on Wednesday to carry out tests, the agency added.

The testing will focus on the woman’s relatives and people she has interacted with, as well as 50 others chosen arbitrarily “inside the camp and its surroundings,” said Lebanon’s official National News Agency.

In coordination with Lebanese security forces, Palestinian factions in charge of security have imposed a lockdown on the camp, preventing anyone from entering or leaving, the NNA report said.

The United Nations and aid groups have repeatedly warned that refugees and migrants in crowded camps worldwide are at special risk of the new coronavirus.

More than 70 million people globally been forced by conflict, persecution, violence and abuses to flee their homes, including more than 20 million people living as refugees, according to UN data.

    Weak sanitation, cramped conditions

More than 2,000 people live in Wavel, according to statistics released by Lebanon’s government after a 2017 census, but the UN agency says the population of those registered in the camp are much higher.

Aid groups have warned that hundreds of thousands of Palestinian and Syrian refugees living in Lebanon’s overcrowded camps are the most vulnerable and that self-isolating patients in the camps where sanitation is weak would be one of the top challenges.

“The main concern remains… the spread of coronavirus in the overcrowded Palestine refugee camps where there are very limited possibilities for home isolation,” an UNRWA spokeswoman said earlier this month.

More than 174,000 Palestinians live in Lebanon, according to official figures, with most residing in camps ruled by Palestinian factions beyond the reach of Lebanese security forces.

But unofficial estimates say the Palestinians, whose forefathers fled the creation of the state of Israel in 1948, could number as many as 500,000.

And out of the 1.5 million Syrians Lebanon says it hosts since the civil war broke out in the neighbouring country nine years ago, nearly one million are registered with the UN as refugees.

So far just one Palestinian, who lives outside a camp, and three Syrians have tested positive in Lebanon for COVID-19 compared to 677 infections and 21 deaths across the country, according to officials.

The Costa Atlantica first arrived in Nagasaki in January to undergo repairs, with top government spokesman Yoshihide Suga saying roughly 600 crew are on board.

Over the weekend, the ship’s operator contacted local authorities seeking help to test suspected cases on board.

An initial four tests carried out on the ship revealed a first infection on Monday, with additional testing among 57 crew finding a total of 34 cases by Wednesday.

“Many infections have been confirmed on the ship,” Nagasaki governor Hodo Nakamura told reporters on Wednesday.

“We hope that they will be able to go home in full health as soon as possible. We are asking the national government for help.”

Nakamura said those infected and other crew members remain on the vessel, adding that its Italian operator has told local officials that crew members are self-isolating.

But at least 130 are on duty to maintain the ship’s basic functions, Nagasaki officials added.

Japanese officials have not yet been on board, with testing carried out by medical personnel among the ship’s crew using kits supplied by local medical facilities.

More planning time, equipment and trained personnel were required before they could board the ship, officials said.

The prospect of a big infection cluster on the ship comes months after Japan dealt with a massive outbreak on the Diamond Princess, a cruise ship that docked in Yokohama after a former passenger tested positive.

Japanese officials opted to carry out a much-criticised onboard quarantine that they argued would limit infections, but more than 700 people ultimately contracted the virus and 13 died.

    – More testing expected –

Nagasaki officials said no one on board the Costa Atlantica was believed to be in serious condition so far.

Some are believed to have moved around inside Nagasaki city in recent weeks, including those returned home and new crews joining the ship.

“We have not yet decided exactly how many and how we will administer PCR tests (to detect the infections),” said Katsumi Nakata, chief of the regional government’s health and welfare department.

“We have to be careful and do it gradually. We have to be fully protected (to take samples from crew members) when we have so many people.”

Local officials, citing limited resources, said they may seek help from neighbouring regions if many crew members become severely ill and require hospitalisation.

Motoi Suzuki of Japan’s National Institute of Infectious Diseases said it was “unrealistic” to test the entire crew at once and called for calm.

Overall, Japan has seen a relatively small outbreak compared to parts of Europe or the United States, with around 11,500 infections and 277 deaths recorded so far.

But a recent jump in infections has caused concern, put pressure on local healthcare facilities and prompted the government to declare a month-long state of emergency that will run until May 6.

  • Brazil using soccer stadiums in fight against coronavirus

With 40,581 confirmed cases and 2,575 deaths, Brazil is facing the coronavirus crisis with a health system on the brink of collapse.

For this reason, the construction of field hospitals has been stepped up.

Even in a country that is a five-time world champion, sacred soccer temples are becoming large-capacity medical complexes to exclusively receive the COVID-19 infected.

On April 1, when the pandemic was already part of the daily lives of Brazilians, a 200-bed field hospital was opened in Paulo Machado de Carvalho Stadium, better known as Pacaembu, located in the central region of Sao Paulo.

The Pacaembu, inaugurated on April 27, 1940, served as the setting for the best days of Pelé. “El Rey” is, until today, the top scorer that has played in this field, with a record of 115 goals in 119 games.

In addition, it has already hosted five World Cup games in 1950 and three Copa Libertadores finals among various definitions of national and state championships.

“I am from Guapiara, in the interior of Sao Paulo, and I came to this city last year to work. I always dreamed of knowing this stadium, although I never imagined that it would be under these conditions,” said Edivaldo Lopes dos Santos, who was provisionally hired by the logistics team that operates Pacaembu during the emergency.

“I love football, I’m a fan of Palmeiras, and here my team played a lot. But today, we are talking about another situation, something more serious,” said the 37-year-old employee, who currently performs electrical maintenance and other tasks.

Beyond the precautions taken, contact is inevitable between the people who work as managers of health and maintenance of the place.

“The fear of the contagion is always there, although we all work with masks and try to be apart. But you have to keep going because many sick people are helped here.”

In the Pacaembu, which was privatized a little over a year ago, two large tents of 6,000 square meters were installed on the lawn.

“The people who arrive at the Pacaembu are cases of low complexity. They stay there for about 10 days and, once stabilized, they return home,” explained Bruno Covas, the mayor of Sao Paulo.

Those patients whose cases worsen will be referred to hospitals. Albert Einstein Hospital, one of the most prestigious institutions in Sao Paulo, is in charge of the tasks in the Pacaembu.

In Sao Paulo, there are 14,580 confirmed cases of coronavirus and 1,037 deaths so far, making it the state with the highest number of infections in Brazil.

    Maracana, a mythical scenario

The Maracana is the most famous stadium in Brazil and one of the mythical stages of world football where Uruguay was consecrated after the famous “Maracanazo” and Germany beat Messi’s Argentina in World Cup Finals in 1950 and 2014 respectively.

Work at the Maracana began on March 31, and according to the state government, the field hospital with 400 beds available will be inaugurated on April 30.

The difference with Pacaembu is that the field hospital will not be built on the Maracana grass, where Flamengo and Fluminense, the local clubs, played their matches every weekend. The provisional structure is being assembled where the Celio De Barros athletics track used to be.

In addition to the Maracana headquarters, another eight field hospitals are being built in the state of Rio de Janeiro, the second most affected region in Brazil behind Sao Paulo, with 4,899 confirmed cases of COVID-19 and 422 deaths.

One of these provisional units will be settled at the abandoned facilities of the 2016 Olympic Games, exactly in Riocentro, Barra da Tijuca, where the table tennis matches were played.

In total, these nine campaign structures will offer 2,300 beds in mid-May.

Not only large stadiums in Sao Paulo and Rio de Janeiro were transformed into emergency venues. In Salvador de Bahia, the renovated Arena Fonte Nova, which hosted World Cup games in 2014, is almost ready to house 240 beds dedicated to patients with the coronavirus.

“The structural renovation of the Fonte Nova Arena is almost ready. The state of Bahia has been innovative because here we have a better-planned architecture. We do not use the grass, but the stadium facilities,” said Tereza Paim, undersecretary of Health in Salvador de Bahia, located in the Brazilian northeast.

The Arena Fonte Nova, used by the Esporte Clube Bahia team, also ceded its facilities in Lauro de Freitas in the metropolitan region of the city of Salvador. There, the Fazendao hospital was built with 44 beds available.

Last Saturday, the Presidente Vargas Stadium in Fortaleza received the first 50 patients of low and medium complexity.

Around 336 beds, including a block for the treatment of patients in intensive care, will be put in this stadium.

In Boavista, the capital of the state of Roraima, northern Brazil, the Flamarion Vasconcelos Stadium received 120 beds from the General Hospital. There, however, only suspicious cases of COVID-19 will be handled.

Sao Paulo, Santos, Corintios, Palmeiras (in the state of Sao Paulo), Botafogo (in Rio de Janeiro), Atletico Mineiro (Minas Gerais), Goias (Goiania) and Athletico Paranaense (Parana) have already offered their facilities to fight the pandemic

Drivers, as part of the efforts to deal with the COVID-19 are expected to ensure social distancing in their vehicles by reducing the number of passengers.

This situation, they said, had led to a sharp decline in the amount of revenue they generate daily.

They said they will be forced to increase transport fares if the fuel prices are not reduced immediately.

Currently, oil is trading at -$15 on the international market which is about the lowest in several decades.

Following this, several Ghanaians expect the prices to drop at the local pumps.

The statement added: “We the National Concern Drivers Association would like to commend the President Nana Akufo-Addo and his government for their tremendous effort in fighting the Corona virus. • Tema residents call for social distancing at Tema Port, Oninku school park markets

Residents of Tema have expressed concern about congestion and the lack of social distancing among traders located between the Tema Port Clinic and the Oninku Primary School in Tema Community 1.

The foodstuff sellers are part of the sprawling market on the Oninku Junior High School Park.

The new market is one of three open markets created by the Tema Metropolitan Assembly as part of measures to decongest the Community 1 market (quarters) and to combat the novel coronavirus (COVID-19).

However, the other two at Twedaase Junior High School park and Chemu Senior High School park have observed good social distancing measures.

During a visit yesterday to the Oninku JHS market the Ghanaian Times observed that traders at the Oninku JHS side were observing good social distancing but the same could not be said of those located close to the Port Clinic.

A housewife, Mrs Leticia Abbey, after waving through the crowd to buy some foodstuffs said she felt very uncomfortable.

She called on the TMA to decongest that portion of the market by sending some of the traders to outlying areas of the park.

Public Relations Officer of the Tema Central Market, Kwabena Andoh, said he went round with officials of TMA on four occasions to encourage the traders to space out their wares but their advice fell on deaf ears because most of the traders chose to settle close to the lanes to attract patronage.

He said the issue was discussed at a meeting on Monday between the TMA and leadership of the market and a Task Force was asked to intervene.

A good number of the traders said they were aware of the outbreak of the virus but did not see how they could contract it by getting close to each other. Some of them requested for more Veronica buckets, soap and water to wash their hands as what they had received from the City Authority was not adequate.

When contacted the Public Relations Officer of TMA, Frank Asante, said TMA planned to install poly tanks to serve free potable water to all the open markets so that the traders could wash their hands often as directed by President Nana Addo Dankwa Akufo-Addo.

He added that the Assembly had ordered a large quantity of locally made face masks to be distributed to the traders to reduce the spread of the virus.

  • My constituents insult me because of poor road network MP confesses

Member of Parliament for Asane Akroso Manso in the Eastern region, George Kwame Aboagye has revealed how he has been subjected to severe verbal attacks by his constituents due to the poor road network there.

But he understands their plight because he believes the people deserve better.

“Even my family members have not been spared of these insults but I have urged them to remain calm since I owe the constituents the responsibility to get the roads fixed by lobbying through the Ministry of Roads and Highways,” he said.

The MP who is popularly known as Oluwa was quick to add that the move by the people demonstrates their desire for results, and not necessarily that they dislike him.

George Kwame Aboagye revealed this in an interview with Nana Yaw Opare (Wofa) host of Mantam Mpuntuo show on Onua FM, admitting that most of the road networks in the area are dilapidated.

The situation, he said, has negatively affected the livelihood, health and well-being of people there for years.

Touching on what he has done so far concerning the situation, the legislator revealed that about 80% of roads in the area have been awarded and contractors are currently on location.

For instance, he noted, together with the Asane Manso Akroso District Chief Executive Alex Inkoom, George Kwame Aboagye on April 21 cut sod for the construction of a 19.5 kilometers from Akyem Manso to Osenase under the cocoa roads project.

He said the project is a fulfillment of a campaign promise made by President Akufo-Addo during the 2016 elections campaign.

He was optimistic the contractors will complete the project before end of this year to enhance economic activities.

George Kwame Aboagye assured residents of Asane Akroso Manso that the Akufo-Addo-led administration will not disappoint them.

  • Passengers who exhibit coronavirus symptoms to be banned on domestic flights

Passengers who exhibit symptoms of the novel coronavirus after screening at the domestic terminal of the Kotoka International Airport will not be allowed to board flights

According to Director of the Public Health of the Ghana Health Service (GHS), Dr Badu Sarkodie, the directive is part of stringent measures to be implemented at the airports to check the spread of the virus as domestic flights resume operations later this week.

Speaking to Joy Business, Dr Badu Sarkodie said wearing of nose masks by passengers will also be compulsory.

“We will make sure that we screen the various passengers for signs and symptoms at the terminals which include checking their temperatures. We will ask if the people are coming from affected areas within the country with the use of a health declaration form because we know that internally, some areas have been identified as hot spots.

“We will trace to see if they have come into contact with any affected persons or non-confirmed cases and theses people will be closely monitored. If a person however shows symptoms such as high temperature, coughing and sneezing and we think you will pose a risk to others we will have to restrain you from going on board but this will be done upon dialogue with the Airline operators, airport operators and general information to people in the airport,” he said.

Also, according to a release by the Ghana Health Service face masks will be worn throughout the flight period and there will be no serving of food during the entire period of the flight.

All passengers will also be required to carry personal samples of hand sanitizers which will be used before embarking and disembarking the aircrafts.

Just as was done for commercial vehicles, airlines will also be required to come up with some strategy to space out passengers onboard to ensure social distancing.

Furthermore, airlines will be thoroughly cleaned under the supervision of  Port Health Staff after each trip.

  • Be transparent; we’ll demand accountability COVID-19 Fund Trustees told

The Ghana Anti-Corruption Coalition (GACC) has encouraged the Trustees of Ghana’s COVID-19 Trust Fund to be transparent and accountable in how they manage the resources.

The COVID-19 National Trust Fund was set up by President Akufo-Addo to fight the virus in Ghana and has a governing board chaired by former Chief Justice Sophia Akuffo.

The fund has received millions of cedis from corporate Ghana and individuals to help fight COVID-19.

While commending private companies, individuals, religious organisations and civil society organisations that have donated to the COVID-19 pool fund, GACC reminded all persons involved in expending the funds to ensure that transparency and accountability prevail.

“GACC is urging the government and all persons in charge of procuring goods and services to be guided by value for money considerations, and strictly abide by the emergency public procurement laws,” the anti-graft body said in a statement.

GACC noted that it will lead the charge of citizens to demand accountability from the people entrusted with the COVID-19 funds and resources.

Meanwhile, GACC expressed appreciation to all front line workers working to return the lives of Ghanaians to normalcy. The Coalition further commended the government for introducing social intervention measures to blunt the effect of the ban on public engagements on commerce, and thus the livelihood of Ghanaians, particularly the most vulnerable in society.

  • Coronavirus: Oil price falls to 18-year low as turmoil persists

The price of a barrel of Brent Crude – the UK benchmark for oil – has slipped below $20, its lowest level since 2002.

The close to 20% slump follows negative prices being recorded for a barrel of West Texas Intermediate (WTI), the benchmark for US oil.

Negative oil prices on Monday were a “quirk”, says one market expert.

The price of US oil – which slumped to minus $37 a barrel at one point – was produced by a trading deadline and is now back to a positive figure.

“Yesterday’s price action is best understood as a quirk or peculiarity of futures trading,” said analyst James Trafford of Fidelity International.

He reckons the unprecedented price movement confirms that near-term demand is very weak.

“But it isn’t cataclysmic,” he said. “We don’t see negative oil prices as a new normal, going forward.”

Oil prices have weakened sharply because of a combination of oversupply and a collapse in global demand due to the decline in economic activity caused by coronavirus lockdown measures.

    What happened?

The price of oil that we see reported is actually the future price of oil. Futures essentially contract to deliver the physical commodity at a later date.

So when we look at oil prices, we are actually seeing the market price for future months.

As the delivery date approaches, these contracts need to be rolled over to the subsequent period.

The price of a barrel of West Texas Intermediate (WTI), the benchmark for US oil, fell into negative territory for the first time in history on Monday.

But that only related to the May contract, which was about to expire.

Traders holding the contract were unable to find buyers, because no one with the ability to take delivery wanted it.

“Nobody wants to take delivery of oil next month because there’s nowhere to store it, so the price dropped below zero,” explained Rachel Winter, associate investment director at Killik & Co.

    Storage issues

The collapse in physical demand for crude products like petrol and jet fuel has left storage hubs at capacity or, as one trader put it: “They’re close to the brim.”

Storage at US oil hub Cushing has already grown to more than 15 million barrels in the past month – and is expected to soon be at capacity for the first time ever.

“Coronavirus is rewriting the rules of the global economy in front of our very eyes,” said Adam Vettese, an analyst at eToro.

“With oil demand virtually non-existent, this quite amazing sell-off is almost entirely down to fears over storage.”

Paying for extra storage for all that unwanted oil means extra costs for producers and traders.

“Storage constraints are not going away any time soon unless you get a pick-up in demand,” pointed out Neil Wilson of Markets.com.

Does that mean oil prices will fall further?

“Oil prices and associated equities in the sector will remain broadly weak over the near term,” predicted James Trafford.

He said the supply cuts recently agreed by the Opec group of oil-producing economies were not likely to be sufficient to balance the market any time soon.

Opec is believed to be looking to cut oil output immediately, rather than waiting until next month, to ease the pressure on price.

“The kind of dislocation witnessed on Monday, however much some may downplay it, points to a fundamental problem in oil markets, namely a lack of storage capacity and demand,” said Neil Wilson, senior market analyst at Markets.com.

“But it also shows the market trying to do its job, forcing the price down enough to shut production.”

Artur Baluszynski, head of research at Henderson Rowe, agreed that the effect was temporary, but warned of its implications.

“While Monday’s negative WTI futures price might have been a one-off glitch, it does confirm there is trouble ahead,” he said.

“The COVID-19 crisis is destroying the global demand for energy and without a timeline on the end of the lockdown in the developed world, the market is suffering from chronic oversupply.”

Will the price of petrol fall?

While the price of petrol is linked to the wholesale price of oil, it is driven by competition.

That means that what motorists pay is not directly linked to crude. Instead, suppliers control the prices they sell petrol at.

So you won’t see the wild fluctuation in pump prices that we’ve seen in oil in recent weeks.

Crucially, a key factor affecting the price of fuel is that the biggest proportion of the money you hand over for a litre of petrol in the UK goes to the government in the form of tax.

Fuel duty is charged at 57.95p per litre. On top of that, you have to pay VAT at 20% on the cost of petrol.

So there’s little scope for further reducing the pump price of petrol.

    Below £1 a litre?

Competition has driven the price of petrol down close to £1 in recent weeks at some supermarkets, where prices tend to be lowest.

Could this week’s oil price turmoil see prices drift below £1 for the first time since the late 2000s?

“In theory, petrol prices could fall below £1 per litre if the lower wholesale costs were reflected at the pumps – but at the same time, people are driving very few miles, so they’re selling vastly lower quantities of petrol and diesel at the moment,” pointed out RAC fuel spokesman Simon Williams.

This means many forecourts will be reluctant to trim their prices any further, he said.

At the same time, more price pressure on petrol could hit the viability of independent garages, he warned.

“We continue to be concerned about smaller forecourts that provide a vital service in areas where the supermarkets don’t have a foothold, as many are already finding conditions tough with sales having fallen off a cliff since lockdown.

“It would be bad news all round if these forecourts shut up shop for good.”

    Are pump prices fair?

Since the end of March, the wholesale price of petrol has been around the 16p a litre mark, according to the AA.

“Add fuel duty at 57.95p a litre, a generous 9p a litre supplier/retailer margin, plus VAT and the average pump price of petrol would normally be around £1 a litre,” said the AA’s fuel spokesperson Luke Bosdet.

Instead the average pump price is higher because the retailers say they need to charge 10p a litre more to offset the lower volumes of fuel they are selling, he pointed out.

Journey levels are at around 40% of the normal during the working week, falling to 20% by Sunday.

“That means that some drivers, such as NHS and other essential workers, are using their cars and being overcharged on average by more than a fiver a tank,” Mr Bosdet said.

“I suspect that when the lockdown comes to an end, coronavirus is beaten and driving starts to return to normal, questions will be asked about the fairness of pump prices during the great oil crash of 2020.”

  • Coronavirus: Best option now is to make wearing of nose masks mandatory – Dr Yankson

Dr. Justice Yankson General Secretary of the Ghana Medical Association (GMA), says Ghana has gotten to a point where the wearing of nose mask must be made mandatory.

The GMA believes that this one of the surest ways to ensure COVID-19 does not spread now that the President has lifted the restriction of movement of persons in Accra and Kumasi.

Even though the partial lockdown of Accra and Kumasi has been lifted, President Akufo-Addo has advised that everyone puts on a nose mask and observe social distancing.

Dr Yankson says the rate at which people have begun flooding town it is will be in the interest of the authorities to make the wearing of the mask mandatory.

“On the cloth face masks, once it is produced under the guidelines, it should be good to wear it. We think it should be mandatory for everyone to wear a mask, there are projections of having a higher number of cases in the future, but projections are not certainty, we can work towards that by preventing ourselves”

The GMA has called for the redeployment of police and military personnel to enforce the wearing of mask and social distancing protocol.

The Ashanti Regional Minister Simon Osei-Mensah said they had a meeting with the regional security council and have agreed to enforce the wearing of the mask, he said residents who are seen in town without the mask will be sent back home.

Ever since President Akufo-Addo announced the decision to lift the lockdown, there has been mixed reactions as some believe it is a good decision which will ease the financial burden on them.

Others also think this could have a negative effect on many as it could aid the spread of the novel coronavirus.

Ghana’s case count as of April 19, 2020, was 1,042 with 9 deaths and 99 recoveries.
