  • Coronavirus: Brazil’s Bolsonaro joins anti-lockdown protests

Brazil’s President Jair Bolsonaro has come under criticism for joining protesters demanding that restrictions on movement introduced to stop the spread of coronavirus be lifted.

Mr Bolsonaro has clashed in recent weeks with state governors who have imposed lockdowns, denouncing the measures as “dictatorial”.

As of Sunday, Brazil had more than 38,000 confirmed cases, the highest number in Latin America.

More than 2,400 people there have died.

President Bolsonaro addressed a crowd of a few hundred supporters outside army headquarters in the capital, Brasilia, on Sunday.

He said the protesters were “patriots” for defending individual freedoms.

As well as demanding an end to the lockdown, some of those attending the rally also held up signs calling for Brazil’s Congress and the Supreme Court to be closed down.

Others said they wanted the military to take over the handling of the coronavirus crisis.

Brazil was under military rule for more than two decades from 1964 until 1985 and calls for the armed forces to be given more power are highly controversial.

While the president did not make any reference to those demands at the time, his appearance at the rally – at which people were calling for the closure of the country’s democratic institutions – was labeled “provocative” by his critics.

On Monday, however, while talking to journalists, Mr Bolsonaro quickly responded to one of his supporters who called for the closure of the Supreme Court by stating that Brazil was a democratic country. He said that the nation’s top court, as well as Congress, would remain open.

Journalists have noted that at Sunday’s rally the president neither wore a face mask, even though he coughed on occasion, nor gloves – precautions which many other politicians in the region are taking.

He has in the past dismissed coronavirus as “little more than a flu”.

Rodrigo Maia, the speaker of Brazil’s Chamber of Deputies and a critic of Mr Bolsonaro, tweeted that “the whole world is united against coronavirus, but in Brazil we have to fight the coronavirus and the virus of authoritarianism”.

“In the name of the Chamber of Deputies, I reject any and all acts which defend the dictatorship,” he added.

Relations between the president on the one hand and Congress and the Supreme Court on the other have been tense, with Mr Bolsonaro claiming they are trying to curtail his powers and even oust him.

Last week, the president sacked his health minister, Luiz Henrique Mandetta, who had backed the lockdown measures.

President Bolsonaro argues that the lockdown measures are damaging the economy and has argued that they should be eased and Brazil’s borders reopened.

At the Agbogbloshie market where dredging works were on-going in the Odaw river, Madam Dapaah said that the government had secured a World Bank fund for the project.

That, she indicated, will help clear all the debris in the river, and prevent flooding, particularly when the rains were about to set in. She indicated that the Chemu Lagoon was also a part of the dredging exercise including the drains on the Nima Highway.

For his part, the Mayor of Accra, Mohammed Adjei Sowah, gave the assurance that his outfit together with the local government ministry would enforce the sanitation bye-laws, warning that offenders would be dealt with according to the full width of the law.

  • Security officers must be maintained on the streets to enforce wearing of mask – Dr Owusu

Dr Michael Owusu a virologist at the Kumasi Centre for Collaborative Research says there is a need for security officers to be in town to enforce the wearing of masks and social distancing protocol.

Even though the partial lockdown of Accra and Kumasi has been lifted, President Akufo-Addo has advised that everyone puts on a nose mask and observe social distancing.

Dr Owusu says the lifting of the lockdown will make no impact if Ghanaians abuse it and refuse to observe all the necessary measures which have been provided by the Ghana Health Service.

He believes that now is the time we need the security officers more to enforce the wearing of masks and social distancing protocol.

“We should put in surveillance in all our public transport, if someone is infected and enters a public transport and we are doing contact tracing and you don’t have a list how do you do that. The disease is in the system and is trying to get hold of it and if that happens we will have a hike in people at the hospital. The police and all security officials must ensure that all the measures be followed, if you go out without a sanitizer or nose mask you must be sent back home, I don’t think the security leaving the streets now is the best decision”.

Residents in Accra and Kumasi are free to move about currently but have been advised to be very careful and observe all measures to ensure they do not contract COVID-19.

Ever since President Akufo-Addo announced the decision to lift the lockdown, there has been mixed reactions as some believe it is a good decision which will ease the financial burden on them.

Others also think this could have a negative effect on many as it could aid the spread of the novel coronavirus.

“The patient is stable now, but the stigma attached to the hospital and the staff is not good at all. Now taxis are refusing to pick us because they think we will transmit the virus to them,” she said when an NDC aspiring MP, Haruna Appau Wiredu, donated some items to the facility.

Sounding emotional, she added” our staff go out to buy porridge in the morning and the porridge seller refuse to take the money from them. This is so bad!”

Ms Annor requested that the GPRTU in the area make special arrangements to transport health workers to the facility.

“If the GPRTU will make arrangements to ask all health workers to converge at a point so they pick us to work, that would be very appreciated,” she said.

Some residents who spoke to 3news.com said they fear contracting the disease should they get in contact with the health workers

Already, 3news.com has gathered the emergency health team in the area is battling with residents on getting an isolation centre.

Meanwhile, the aspiring MP has donated hand washing items to other health facilities, market women and transport unions in the district to help them prevent contracting the coronavirus.

  • K.P Boateng reveals reason behind good spell at Las Palmas

Ghana forward Kevin Prince Boateng says he excelled at Spanish side Las Palmas because he arrived at the club without any pressure of achieving a set target.

The Besitktas forward revealed he joined the club without even knowing where it was located, but it was also a time where he had his reputation questioned for several reasons.

Boateng became an instant hit at the club despite spending just a season, where he emerged the club’s top scorer.

“You know why I was happy,” he responded to a question from Thierry Henry in an Instagram Live interview. “It was a point in my career where my character, my body, it was all at a point where it was in question,” he added.

“Everybody questioned me. They were like is he still good enough ? Is he crazy ? Because we have heard a lot of stories, we see a lot of thing.

“So I came there without a target. I just said I wanna play football again. Just wanna enjoy the game again and you know football becomes work and we sometimes lose the love.”

The 33-year old ended up in Las Palmas without knowing if there was a club on the canary Island but the Ghanaian wanted to use the opportunity to cleanse his dented reputation.

“I came there, the money wasn’t great. I never heard of the place before, to be honest,” he told Henry. “My agent called me and said we have to go to Las Palmas and I asked where is Las Palmas. He said the grand canaria.

“So I came there and I was like okay, let me just prove myself to everyone,” he conclude.

After an impressive campaign, Boateng left to join German side Eintracht Frankfurt.

  • K.P Boateng reveals marketing strategy behind Micahel Jackson dance celebration at AC Milan

Former AC Milan star Kevin Prince Boateng has revealed that it was the idea of the Marketing Manger of the club for him to perform the moon walk after the Rosenerri’s scudetto triumph in 2010.

The Besiktas attacker disclosed the interesting story behind his iconic Michael Jackson dance celebration to France legend Thierry Henry in an Instagram live interview for Puma Football.

“It was funny you know, two months before we won the league there was an interview with Gazetto dello Sport, the Bible of Football, they asked Thiago Silva who is the funniest player in the dressing room, and he said Prince Boateng because he likes to dance and sing,” Boateng recalls to Henry.

“So in my interview they asked you like to do the moon walk, if you win the league will you do the moon walk and I yea I will,” he added.

But Boateng did not know he would end up performing on a stage in full glance of the fans and his teammate.

“You know it’s like two months when I had the interview so you never know,” he said. “But the day before we won the league the marketing manager came to me with the program line up and I see on the top Prince Boateng- the moon walk, five minutes, And I was like what,” he exclaimed.

“‘We’ve built the stage, we brought the gloves’ and I was like are you crazy?. He said you gonna perform but luckily I was suspended because I had yellow cards so I had 90 minutes to think about it and in the end had to perform, and this funny thing came out, it was fun,” he concluded.

  • Im not going out until the country is cleared of the Coronavirus Juliet Ibrahim

Ghanaian actress, film producer, singer and author, Juliet Ibrahim has vowed that until Ghana is cleared of the deadly global pandemic, COVID-19, she and her family will not step out.

She revealed this after President Nana Addo in his 7th update on the COVID-19 lifted the partial lockdown in Accra, Kumasi, Kasoa and Tema.

This decision according to him is due to the newly developed capacities and measures that put the government in the right position to better understand and manage the virus.

He, however, stated that lifting the lockdown does not mean that we will disregard safety measures. This means people within Accra and Kumasi are free to go back to their normal duties starting from Tuesday 21st April 2020.

Nonetheless, commercial buses and ban on social gatherings remain the same, as well as international flights.

Despite the upliftment of the lockdown, he pleaded with Ghanaians to observe social distances and be cautious of their movement.

Right after his speech, Juliet Ibrahim took to social media to write:

“Not sure about this decision but oh well🤷‍♀️ …. AS FOR ME AND MY HOUSEHOLD WE REMAIN ON PARTIAL LOCKDOWN UNTIL WE HEAR REPORTS OF NO MORE NEW CASES AND EVERYONE SUSPECTED HAS Tested negative AND ALL CONTACTS HAS BEEN TRACED AND TESTED and cleared. Till then… ✍🏼✍🏼✍🏼✍🏼✍🏼🤐.”

Members of the GFA, including clubs, Regional Football Associations and all stakeholders are being reminded to continue with the use of the online systems of the GFA (email, Registration System – FIFA Connect etc) to communicate with the Secretariat.

The Association says football clubs are advised to strictly comply with the ban on gathering and sporting activities and are therefore reminded that group training is still not allowed until the ban on social gathering is lifted by the state.

  • Prince Harry and Meghan tell tabloids: No more co-operation

The Duke and Duchess of Sussex have told the UK’s tabloid press they are ending all co-operation with them.

In a letter to editors of all the Sun, Mirror, Mail and Express titles and websites, a representative said the pair had taken the step due to “distorted, false or invasive” stories.

Harry and Meghan said they refused to “offer themselves up as currency for an economy of click bait and distortion”.

The couple have relocated to California after stepping back as senior royals.

In the letter, the couple’s public relations representative wrote it was “gravely concerning that an influential slice of the media” has printed “distorted, false or invasive” articles.

“There is a real human cost to this way of doing business and it affects every corner of society,” the letter said.

“The Duke and Duchess of Sussex have watched people they know – as well as complete strangers – have their lives completely pulled apart for no good reason, other than the fact that salacious gossip boosts advertising revenue.”

The BBC was told that the letter had been sent to the editors of the Sun, the Daily Mail, the Daily Mirror and the Daily Express newspapers.

The new policy will apply to the four newspapers, their Sunday editions and associated websites, the Guardian’s media editor Jim Waterson reported.

The Daily Star, which was not specifically mentioned, is published by the same group that publishes the Mirror and Express titles.

The ban on engagement with the papers will mean that the couple’s PR team will no longer even answer calls from the papers asking them to confirm whether claims made about the couple are true or not.

‘Not avoiding criticism’ Outlining the new policy of “no corroboration and zero engagement” with all the publications that received it, the letter said the measure would also protect the couple’s communications team “from the side of the industry that readers never see”.

“This policy is not about avoiding criticism,” the letter continued.

“It’s not about shutting down public conversation or censoring accurate reporting. Media have every right to report on and indeed have an opinion on the Duke and Duchess of Sussex, good or bad. But it can’t be based on a lie.”

The letter said the couple will continue to work with other media and “young, up-and-coming journalists” to raise awareness of the issues and causes they care about.

In recent days, photographs of the Sussexes delivering food to vulnerable people in Los Angeles have been published by two of the newspapers to receive the letter.

And it comes ahead of a court hearing this week in a legal case Meghan has brought against the publisher of the Mail on Sunday over the publication of a letter written to the duchess by her estranged father.

The couple officially stepped back as senior working members of the Royal Family at the end of March as part of a transition following an announcement of their intention to become financially independent in January..

The letter in full As The Duke and Duchess of Sussex now settle into the next chapter of their lives and no longer receive any publicly funded support, we are writing to set a new media relations policy, specifically as it pertains to your organisation.

Like you, The Duke and Duchess of Sussex believe that a free press is a cornerstone to any democracy— particularly in moments of crisis. At its best, this free press shines light on dark places, telling stories that would otherwise go untold, standing up for what’s right, challenging power, and holding those who abuse the system to account.

It has been said that journalism’s first obligation is to the truth. The Duke and Duchess of Sussex agree wholeheartedly.

It is gravely concerning that an influential slice of the media, over many years, has sought to insulate themselves from taking accountability for what they say or print—even when they know it to be distorted, false, or invasive beyond reason. When power is enjoyed without responsibility, the trust we all place in this much-needed industry is degraded.

There is a real human cost to this way of doing business and it affects every corner of society.

The Duke and Duchess of Sussex have watched people they know—as well as complete strangers—have their lives completely pulled apart for no good reason, other than the fact that salacious gossip boosts advertising revenue.

With that said, please note that the Duke and Duchess of Sussex will not be engaging with your outlet. There will be no corroboration and zero engagement. This is also a policy being instated for their communications team, in order to protect that team from the side of the industry that readers never see.

This policy is not about avoiding criticism. It’s not about shutting down public conversation or censoring accurate reporting. Media have every right to report on and indeed have an opinion on The Duke and Duchess of Sussex, good or bad. But it can’t be based on a lie.

They also want to be very clear: this is not in any way a blanket policy for all media.

The Duke and Duchess of Sussex are looking forward to working with journalists and media organisations all over the world, engaging with grassroots media, regional and local media, and young, up-and-coming journalists, to spotlight issues and causes that so desperately need acknowledging. And they look forward to doing whatever they can to help further opportunities for more diverse and underrepresented voices, who are needed now more than ever.

What they won’t do is offer themselves up as currency for an economy of click bait and distortion.

We are encouraged that this new approach will be heard and respected.

  • United Airlines sees first-quarter $2.1 billion pre-tax loss on coronavirus impact

United Airlines (UAL.O) said on Monday it expects to report a pre-tax loss of about $2.1 billion for the first quarter, hurt by a precipitous drop in travel demand from the coronavirus pandemic.

The U.S. carrier said it expects to borrow up to about $4.5 billion from the U.S. Treasury Department for a term of up to five years. (bit.ly/2RT2r9h)

That money would come on top of $5 billion that United is set to receive from a separate government aid package specifically for its employee payroll.

The pre-tax loss reflects $63 million of special charges, including a $50 million impairment for its routes in China, where the coronavirus first started to affect travel in January.

United also wrote down the value of its investments in Brazilian carrier Azul Linhas Aereas Brasileiras and allowed for a $697 million expected credit loss related to its investment in Avianca Holdings (AVT_p.CN) in Latin America.

Chicago-based United said it only plans to fly about 10% of its normal schedule in May and June.

  • UEFA president says leagues across Europe ready to play behind closed doors

UEFA president Aleksander Ceferin said Monday that leagues across Europe were ready to return to action behind closed doors in a bid to limit the damage caused by coronavirus.

Football leagues have been suspended since mid-March due to the pandemic which has claimed more than 100,000 lives throughout the continent. But the head of European football believes that playing would be an important step towards a return to normal life and avoid heavy financial losses for leagues.

“I believe there are options that can allow us to restart cup championships and to complete them,” Ceferin said in an interview with Italian daily Corriere della Sera.

“We may have to resume without spectators, but the most important thing, I think, is playing games.”

“It is early to say that we cannot complete the season. The impact would be terrible for clubs and leagues. Better to play behind closed doors than not at all.”

“In such hard times it would bring happiness to people and a certain sense of normality even if the games can only be seen on TV.”

“All activities are being organised to start again, everyone needs to find their lives.”

“If safety measures are respected and if the authorities give the green light, the training could resume like the rest.”

“Further consent will be needed for matches.” Ceferin said that if leagues returned “soon enough” then Champions League and Europa League matches could “be played in parallel” with no date limit for the finals. The Slovenian said he was not in favour of the season going into September and October as it “would have a heavy impact” on the 2020-2021 campaign.”

“We can finish, but we must respect the decisions taken by authorities,” he continued. “The priority is the health of fans, players and coaches.”

As for countries who have decided not to finish the season, Ceferin said that UEFA “will review the cases”.

“Such decisions were not made alone,” he said. “Football is interconnected, we have seen how important it is for UEFA and leagues to work in good cooperation. The executive committee will review the cases.”

He added: “Leagues are the revenue base for clubs nationwide. If completed, the financial consequences will be limited. “UEFA, on the other hand, will lose a lot of money for postponing Euro 2020.”

  • Coronavirus: Uefa update due on Tuesday on plans to finish season

Uefa will provide an update on plans to finish the 2019-20 season to all its 55 national associations at a video conference on Tuesday.

European football’s governing body hopes to end the campaign in August, although with every league bar Belarus still suspended there are doubts over whether that deadline can be met.

Uefa has launched two working groups, one specifically assessing the fixture calendar. It is hoped specific proposals will be presented by mid-May at the latest.

However, the continuing uncertainty over the spread of coronavirus is creating major issues, with some leagues – including Germany and Denmark – talking optimistically about a resumption next month, while others – England among them – believe it will be June at the earliest before they can play games, and some Premier League clubs feel it will be longer than that.

Uefa is still hoping to complete its own tournaments in the normal two-legged format. However, there is an understanding that it may not be possible, so one-off games, and a week-long mini-tournament from the quarter-finals onwards for both the Champions League and Europa League, have also been discussed.

Tuesday’s meeting will be followed on Thursday by a meeting of the Uefa executive committee.

That is expected to provide an update on the Womens’ European Championship and the Nations League, both of which have been moved to allow Euro 2020 to take place a year later than scheduled, plus plans to relax financial regulations this season.

In addition, it is anticipated, Uefa will confirm that it will listen to requests to end domestic leagues early.

It has previously warned against this, saying countries risk their places in next season’s European competitions.

  • Social distancing takes a hit as Taiwan baseball teams brawl

Playing to empty stadiums, Taiwan has managed to keep its baseball league running during the coronavirus pandemic — but social distancing went out of the window on Sunday when a game descended into an on-field brawl.

The island has been held up as a model for how to battle the virus outbreak.

Despite its close proximity and economic links with China, it has just 422 confirmed cases and six deaths.

As a measure of its success, Taiwan has one of the few professional sports leagues in the world still operating, and a new international audience starved of games back home.

But on Sunday night, fans following on TV watched as the Rakuten Monkeys against Fubon Guardians erupted in a bench-clearing brawl.

The melee broke out after Fubon pitcher Henry Sosa hit in-fielder Kuo Yen-wen in the hip with an inside ball, the fourth inside pitch at Kuo.

“There are some tempers exploding out there right now,” an English-speaking commentator said on Eleven Sports Taiwan, which has started broadcasting Rakuten Monkeys home games in English worldwide.

“For our international viewers, you need to understand that this never really happens in the CPBL,” he added, referring to the league’s formal name.

“It’s usually a very conservative league. They don’t even argue balls or strikes or outs very often.”

Taiwan’s new baseball season opened last weekend — although fans are not allowed into the stands in a bid to keep infections down.

Rakuten made headlines after they unveiled a troupe of robots to bang drums and mannequins to stand it for real fans.

Eleven Sports Taiwan said it had close to a million views during two games live-streamed with English commentary last week.

Many other sports leagues have tough decisions to make on whether and when to let new seasons begin during the ongoing pandemic.

Pro baseball leagues in South Korea and Japan are targeting starts in May and June respectively after delays.

But the US Major League Baseball (MLB) may cancel the 2020 season altogether as America’s coronavirus deaths soar past 40,000.

  • Okyenhene issues one-month ultimatum to families to bury their relations to free spaces in morgues

The Okyenhene Osagyefo Ofori Panin II has issued a one-month ultimatum to families within the Akyem-Abuakwa state to retrieve bodies of relatives so as to free up space in various morgues within the jurisdiction.

He said the morgues are piling up with bodies because families are waiting for the ban on social gatherings to be lifted so they organise funerals for the departed relatives.

The Okyenhene said the situation is now posing health threats among the public hospitals.

“Families must appreciate that compliance with this order is in their own interest as reports indicate the state of the corpses is deteriorating.

“This will also avoid the unhealthy situation where corpses that are not retrieved before the stated period are buried in mass graves,” a statement signed by his State secretary, Ofori Atta read.

Since the directive by President Akufo-Addo for a ban on public gathering and strict adherence to social distancing, many Ghanaians have postponed the burial of dead relative although a private funeral with an attendance of 25 persons is permitted.

Morgues at the Pantang Hospital in Accra and Bono Regional Hospital have already reported congestion.

Health authorities have blamed this development on the alien nature of private burials in the Ghanaian culture.

The Police Hospital also released a statement announcing mass burial for some departed souls so as to free up space in its morgue.

But the situation continues to persist with more regions reporting similar fates.

But encouraging private burial among his people, the statement from the Okyenhene said these private burials that will be held will be done with supervision from the hospitals, health authorities, MMDCEs and the security services so as to ensure that all directives by President Akufo-Addo are followed.

  • Coronavirus: Government spends GHC280m to provide free water & food to the vulnerable

President Nana Akufo-Addo has disclosed that 280 million cedis has been allocated to absorb water bills for Ghanaians in the months of April, May and June.

This amount also covers relief packages to the vulnerable in society.

Delivering his seventh update on COVID-19, President Akufo-Addo highlighted that GHC 1.2 billion has been contributed towards the Coronavirus Alleviation Programme which is to provide livelihood for households and also support businesses in the country.

According to him, the government is hopeful the alleviation programme will help cushion Ghanaians as the nation fights against the COVID-19 pandemic.

”I know the effects of the measures to contain the virus have been difficult for many, and that is why I mandated the creation of the GH¢1.2 billion Coronavirus Alleviation Programme to support households and businesses. Out of this amount, two hundred and eighty million cedis (GH¢280 million) is being used to provide food for the vulnerable and free water for all Ghanaians for three (3) months, i.e. April, May and June, three hundred and twenty-three million cedis (GH¢323 million) is being used to motivate our health workers, and six hundred million cedis (GH¢600 million) of assistance is being provided to micro, small and medium-scale businesses. I expect disbursements of the six hundred million cedis to start in May’,’ he said.

  • Security officers must remain on the streets to enforce wearing of masks, social distancing – Dr Owusu

Ghana’s case count as of April 19, 2020, was 1,042 with 9 deaths and 99 recoveries.

  • Dozens dead in fresh wave of Taliban violence in Afghanistan

The Taliban have killed at least 23 Afghan troops and nine civilians, officials said Monday, as a fresh wave of violence grips Afghanistan despite a deal with the US and a worsening coronavirus crisis.

Under the terms of the US-Taliban deal, the Afghan government and the insurgents were by now supposed to have concluded a prisoner exchange and started talks aimed at bringing about a comprehensive ceasefire.

But the stalled prisoner swap has been beset with problems — with Kabul claiming the Taliban are demanding the release of some of the group’s most notorious warriors — and peace talks seem as elusive ever amid ongoing attacks.

Late Sunday night in Takhar province in northeast Afghanistan, the Taliban struck an Afghan army base, killing 16 soldiers and two policemen, provincial police spokesman Khalil Asir told AFP.

The governor’s spokesman, Mohammad Jawad Hejri, confirmed the attack and also blamed the Taliban, putting the death toll at 19.

In the south, the Taliban attacked a police checkpoint near Tarin Kot, the capital of Uruzgan province.

“Five Afghan policemen were killed and three others were wounded,” Zilgai Ebadi, the provincial governor’s spokesman, told AFP.

The toll was confirmed by the head of Uruzgan provincial council, Amir Mohammad.

In the northern province of Balkh, the Taliban killed nine civilians after they resisted when insurgents tried to extort money from them, district governor Sayed Arif Iqbali told AFP.

The Taliban did not immediately comment, but they have previously complained their fighters are still being targeted by US and Afghan forces.

The violence has mostly been limited to rural areas and small towns. Under the framework of the US-Taliban deal, the insurgents have agreed not to attack cities.

Under the US-Taliban deal, American and other foreign forces are meant to quit Afghanistan by July 2021, provided the Taliban stick to several security guarantees and hold talks with the Afghan government.

Fighting has continued even as coronavirus spreads throughout Afghanistan.

It has so far seen 1,026 cases of coronavirus and 36 deaths, though real numbers are feared to be much higher as the impoverished country has only limited testing capabilities.

  • E-Commerce protocol incorporated into AfCFTA phase III

Despite a potential delay regarding Phase I implementation of African Continental Free Trade Area (AfCFTA), the African Union Commission has incorporated an Electronic Commerce (e-commerce) protocol into the pan African trade agreement.

The acceptance of the e-commerce protocol came about during the 33rd AU Ordinary Session recently held in Ethiopia. Phase III protocol is expected to kick-in immediately after conclusion of Phase II negotiations, which include competition policy, intellectual property rights and investment protocol.

With the increasing need and demand for products online in the e-commerce industry as a result of the novel Coronavirus (COVID-19) pandemic which is making it difficult for people to transact business physically, most businesses in Ghana and beyond are using online commerce to remain in business and this indeed delivers comprehensive benefits to both counterparties in commerce transactions.

The use of e-commerce within AfCFTA is made even more imperative by the poor intra-continental transport links which makes travel across the continent both logistically challenging and inordinately expensive. Travelling by air between many African countries requires a transit in Europe; the long distances involved makes inter sub-regional road transport impossible; and there are very few cross-border railway links, such as are common in Europe..

Since Ghana is hosting the AfCFTA Secretariat, is it expected that the e-commerce protocol is implemented to the letter locally, to set a good example and this would benefit many Ghanaian business entities.

Importantly, the Executive Council of the AU has directed the AU Commission to embark on preparations for the upcoming negotiations and to mobilize resources for capacity building for African trade negotiators to be involved in the negotiations of e-commerce legal instruments for AfCFTA.

“Member States must critically review approaches that are being made to them by bilateral partners to enter into bilateral e-commerce legal instruments with them in order to ensure that Africa is able to negotiate and implement an AfCFTA protocol on e-commerce such as data and products being traded under e-commerce.

“This will promote the emergence of African owned e-commerce platforms at national, regional and continental levels”, says an AU report.

Following a summit convened by the World Economic Forum (WEF) and the International Trade Centre (ITC) last year, steps were initiated to have e-commerce protocol incorporated into the agreement.

This follows a release of the African E-Commerce Agenda an eight step action plan put forward by the WEF and ITC as they unveiled a roadmap on e-commerce for African governments.

  • 21 persons under monitored self-quarantine in Central Tongu District

Some 21 persons have been ordered into self-quarantine by the district health authorities of the Central Tongu District of the Volta Region for fear of COVID-19.

The decision to put the persons into self-quarantine with supervision from health authorities became necessary after they are traced as persons to have had contacts with a person who is now a confirmed COVID-19 patient.

According to the District Chief Executive (DCE) of the area, Hon. Thomas Moore Zonyrah, the 48 years old Ghanaian who tested positive for the virus and in isolation center at the Ho Teaching Hospital when traveling from Accra to Ho made a stopover at the Central Tongu District where he visited relatives in a village.

All these relatives are traced by the district’s contact tracing technical team and subsequently asked to self-quarantine.

The DCE further revealed that blood samples from the 21 persons have been sent to the Noguchi Memorial Institute of Medical Research in Accra for testing.

The persons, according to the DCE are doing well and stable and are closely monitored in self-quarantine by the contact tracing technical team for early detection of signs and symptoms.

The DCE, however, called on residents of the area to remain calm as they await the test results of the 21 persons.

He also admonished the residents to keep observing the recommended health protocols in order to prevent the spread of the deadly coronavirus which has claimed the lives of nine individuals in the country.

  • ESLA makes GH¢581m debt payment to bondholders

ESLA Plc. has announced the servicing of its debt to the tune of GH¢581.30 million to holders of ESLA 2024, 2027 and 2029 bonds from the Energy Debt Service Account (DSRA)

A total of about GH¢214.8 million and GH¢267.1 million, representing net interest and withholding statement amount due to Tranche E1 and E2 bondholders respectively, has been transferred from the DSRA Bank to the Paying Bank.

The payment is being made in accordance with the terms of the Bond Prospectus which states that disbursements for repayments will be made from the DSRA by the DSRA Bank to the trust account of the paying bank from the 90th day of the calendar year before any interest Payment Date.

Last year, ESLA made an amendment to decrease the Debt Service Coverage Ratio from 2x to 1.25x under Condition 12.3(c) of the Prospectus, in order to issue GHc 260 million worth of additional bonds for the outstanding energy sector debts.

This meant that the ESLA inflows would only be required to cover one and a quarter times the value of debt servicing obligations to bond holders rather than two times as agreed with bondholders at the time of the offer, which indeed provided the comfort that influenced them to subscribe to the bonds.

By reducing the cover, more ESLA bonds can be issued for the same expected inflows from the levy underpinning their issuance. While the lower debt coverage ratio will have caused some original bond holders some degree of worry, they are however comforted by the fact that ultimately government would stand ready to cover any shortfalls, in order to preserve its credibility.

The statement further indicates that an amount of about GHc 99.250 million has also been transferred from the DSRA Bank to the Paying Bank.

As at March 2020, the ESLA Receivables Account had accrued an amounts of GH¢443.6 million towards servicing the bond programme,

Since its inception, ESLA Plc has issued bonds worth GH¢6.664 billion, from issuances in November 2017 (7-year tranche E1 and 10-year tranche E2), January 2018 (tap of 10-year tranche E2-B), August 2018 (tap of 10-year tranche E2-C) and June 2019 (10-year tranche E3), August (tap of 10-year tranche E2-C) and June 2019 (10-year tranche E3).

  • NCA shuts down Radio Tongu for operating without valid authorisation

The National Communications Authority (NCA) has ordered the Tongu Community Multimedia Network (Radio Tongu) in the Volta Region to cease operations.

The shutdown, according to the regulatory body is on grounds of “the illegal activities of some persons involved in the operations of Radio Tongu 92.1 MHz without a valid authorisation.”

It was also in accordance with the Electronic Communications Act, 2008 (Act 775) which provides that “the Authority may suspend or revoke a license or a frequency authorization where the suspension or revocation is necessary because of national security or is in the public interest”.

A statement from the NCA and copied to Ghanaweb.com further noted that Radio Tongu has “defied all odds and illegally re-opened the Station for mass communication in spite of the fact that the Authorisation of the Station is suspended”, adding that the “equipment used in the illegal operations have been seized and confiscated, and the persons involved in the illegal operations have been arrested for prosecution.”

Earlier this year, the National Security in the Volta Region picked up the Director of Radio Tongu, Bestway Zottor, at his residence over some comments he allegedly made about his involvement in the activities of the secessionist group, Homeland Study Group Foundation.

  • Police clash with residents in Paris suburbs amid lockdown

Police fought running battles overnight in Paris’s low-income northern suburbs with residents alleging heavy-handedness by officers enforcing France’s strict coronavirus lockdown.

Residents burned trash and cars and shot fireworks at police, who responded with rubber bullets and tear gas in the suburbs of Villeneuve-la-Garenne and Aulnay-sous-Bois, witnesses and police said on Monday.

The tensions were ignited in the early hours of Saturday when a motorcyclist was injured during a police check in Villeneuve-la-Garenne, prompting about 50 angry bystanders to gather.

A police statement said the group targeted officers with “projectiles” in a near two-hour standoff.

The motorcyclist, 30, was hospitalised with a broken leg and had to undergo surgery after he had crashed into the open door of a police car.

Residents allege the door was opened deliberately so that the rider would smash into it.

The man will lodge a complaint against the officers, his family and a lawyer told AFP, while prosecutors have opened an investigation.

By Monday morning, calm had returned to Villeneuve-la-Garenne after a second night of riots marked by suburban fires and explosions, an AFP journalist observed.

The trouble had also spread to nearby Aulnay-sous-Bois, where police claimed they were “ambushed” by residents in a district of dense, high-rise social housing of mainly immigrant occupants who claim they are regularly the victims of harsh police treatment.

Police said they were targeted by residents using fireworks as projectiles. Four were arrested.

    ‘Confinement and tensions’

After the motorcyclist was injured on Saturday, rights group SOS Racisme issued a statement calling on authorities to shed full light on the incident, and urging police restraint “in this time of confinement and tensions”.

Earlier this month, prosecutors opened an investigation into the death in detention of a 33-year-old man arrested for allegedly violating the home confinement measures imposed by the government to curb the spread of the coronavirus.

Police said the man resisted arrest. According to his sister, he had suffered from schizophrenia.

Prime Minister Edouard Philippe said Sunday police had carried out 13.5 million checks since the lockdown started on March 17, with people allowed outside only for essential purposes, and then with a self-certified letter explaining their reasons for leaving their home.

More than 800,000 people were written up for violations.

Several complaints of brutality were lodged against French police during recent months of pension reform protests and “yellow vest” anti-government rallies.

  • Workers advocate tax waivers off salaries of government employees

The Trade Union Congress (TUC) General Secretary, Dr. Yaw Baah, is quoted to have said recently that workers should exercise cool heads as Labour negotiates with the government to ensure that workers are properly cushioned in the wake of the partial lockdown leading to slow economic activities.

Besides, the government also needs to put in place mechanisms to cushion employers and for that matter businesses, in general, to stay afloat even in PostCOVID-19.

In all of this, some workers are appealing to President Akufo-Addo to completely waive taxes on their salaries in view of the hike in prices of food and basic needs and the continuous hardship brought to bear on families as a result of those who are home without earnings, as these people have become a burden on their families and many are afraid the situation could grow precarious if nothing is done soonest.
