  • Ethiopia approves law that can warrant jail time for internet posts that cause unrest

The parliament of Ethiopia recently passed a law imposing jail terms for people whose internet posts stir unrest, a move the government says is needed to prevent violence ahead of elections.

This new law will fine upto 100,000 Ethiopian Birr ($3,000) and imprisonment of upto five years for anyone that shares or creates social media posts that are deemed to result in violence or disturbance of public order.

This law was passed by 297 law makers who were in favour of the bill and 23 were opposed to it. Lawmakers who were opposed to the bill said it violates the constitutional guarantee of free speech.

But even as Ethiopia has made efforts to free political prisoners and journalists and lifted a ban on opposition parties, the authorities have struggled to contain a surge in ethnic violence. An election this year is seen as the biggest test yet of whether his ambitious political reforms can stick. Some 297 lawmakers who were present in the chamber voted in favor of the bill while just 23 were opposed.

“Ethiopia has become a victim of disinformation,” lawmaker Abebe Godebo said. “The country is a land of diversity and this bill will help to balance those diversities.”

The law was first endorsed by Abiy’s cabinet in November. At the time, the U.N.’s special rapporteur on freedom of expression urged authorities to reconsider it, warning it would worsen already high ethnic tensions and possibly fuel further violence.

International rights groups say it creates a legal means for the government to muzzle opponents.

  • Prof. Martey is a hypocrite – NDC’s Anita Desoso fires

Former First National Vice-chairperson of the National Democratic Congress (NDC), Anita Desoso has chided former Moderator of the Presbyterian Church of Ghana, Rt. Rev. Prof. Emmanuel Martey, who said Christians, pastors and other religious organizations should stay away from politics.

According to her, Prof. Emmanuel Martey is a hypocrite because, under the erstwhile John Mahama administration, he consistently attacked his personality and tagged his leadership with corruption but has kept quiet under the crippling administration of President Nana Addo Dankwa Akufo-Addo.

“I’m disappointed in Very Rev. Prof. Emmanuel Martey for saying pastors and Christians should stay away from Politics. In 2016 Prof. Martey was always insulting and attacking former President Mahama, what has changed now? Prof. Martey and other religious leaders are all quiet now they are all hypocrites,” Anita Desoso said on Accra-based Kingdom FM.

“If you are a religious leader you must be fair and not biased, why have they fail to criticize the incompetent Akufo-Addo government?” she added.

This comes after the former Presby moderator advised pastors and other religious to desist from doing politics.

He said “Christian organisations and churches must use the Bible as a tool for the moral conscience of the government and political leaders, but not to use it to engage in partisan politics”, urging Christian organizations and churches to stay away from partisan politics, “but rather educate the public on political issues and matters of national interest”.

“Although there are instances of politics in the Bible, Jesus refused to partake in it by refusing to be crowned a king, and by refusing to enter into confrontations with the Jewish leaders, so should all Christian organizations also desist from entering into politics,” Prof. Martey said.

Rev. Prof. Martey’s comment comes after the Catholic Bishops Conference of Ghana said they don’t openly criticize the Akufo-Addo government because they engage with the government at several levels.

  • GPL Week 11: Preview of AshantiGold SC vs Dreams FC

Now top of the table, AshantiGold SC will be hoping to hold firm of their position on Wednesday when they tackle Dreams FC at the Len Clay stadium.

The Miners have not lost in their last four league fixtures which gives them enough confidence and morale going into midweek’s encounter.

AshantiGold held Asante Kotoko SC to a scoreless draw in the crunchy Ashanti derby last Sunday in Kumasi.

The Gold and Black lads have the highest number of clean sheets in the season having conceded in just two games out of the ten.

Goalkeeper Frank Boateng and his defence men will hope to prevent a goal once more on Wednesday.

Mark Agyekum and Amos Addai remain sidelined through their respective injuries.

Assistant coach Yakubu Sheriff Mambo will continue to be at the dugout to issue instructions following the termination of the contract of Turkish trainer Kasim Gökyildiz.

Dreams FC have been very patchy in form recently as they have managed only one victory in the last five league fixtures.

After winning their first two games of the season, the Believers have dropped in form drastically where they recorded only two wins in the last eight matches.

The Still Believe side are trekking to Obuasi on the back of a 0-0 draw with WAFA SC over the weekend, giving them some confidence for Wednesday’s game.

Godfred Amoah is expected to keep his place in the sticks after claiming his first clean sheet last weekend against WAFA SC.

Dantani Amadu is making a return to the team for the trip to AshantiGold. He served a one match suspension last Sunday.

Midfielder Patrick Arthur will be back with the rest of the squad for Wednesday’s match after he missed last Sunday’s fixture.

Prediction: AshantiGold SC 1-0 Dreams FC

  • Nigeria: FA boss defends Joseph Yobo’s appointment as assistant coach

Nigeria Football Federation (NFF) president Amaju Pinnick has defended the choice of Joseph Yobo as assistant coach of the senior national team, amid a huge public outcry over his appointment last week.

The former captain, 39, replaces Imama Amapakabo and is expected to work with manager Gernot Rohr as third in command.

But some fans and a section of the local media have questioned the decision to appoint Yobo saying he ‘lacks the right qualifications’.

“The concept behind this is to nurture and condition former captain Joseph Yobo to provide leadership and mentorship for the young team,” Pinnick said.

“He has an incredible experience playing for some of Europe’s biggest clubs. He is one of our most-capped players ever and also won the Nations Cup.

“I believe that as Nigerians we have a chance to make a positive step forward and it’s important to give him the opportunity to succeed.”

His country’s second most capped player, Yobo won the first of his 100 caps for Nigeria against Zambia in Chingola in 2001.

The former Everton, Fenerbahce and Norwich City star, who represented his country at the 1999 Under-20 World Cup, skippered the Super Eagles to Africa Cup of Nations success in South Africa in 2013.

However, the former NFF’s head of the technical department, Kashimawo Laloko, insists there are better options. He says there are more well known names in the country other than the defender who played in six Africa Cup of Nations tournaments between 2002 and 2013 in a 14-year career.

“I don’t think we should just appoint someone because of their name. As it is, Yobo is not qualified to be an assistant coach,” Laloko told BBC Sport.

“I have nothing against him as a person but his appointment lacks logic. There are other qualified former players who are more deserving to be assistant coaches.”

Despite the criticism, Pinnick says the football authority is ready to support Yobo to grow in the role and in his effort to obtain the required licences.

He also calls for patience and public support to enable Yobo to follow in the footsteps of his former coach, Nigeria legend Stephen Keshi.

“Yes Fifa rules say that the head coach and first assistant coach must have coaching licences, but Yobo is not the first assistant coach,” Pinnick added.

“That’s how Stephen Keshi started. Who says Yobo can’t be the next Nigerian to win the the Nations Cup as player and coach.

“We can tap into his wealth of knowledge because we can not keep relying on foreigners as coaches all the time. We as a nation can help build one of our own.”

In the last three decades, Austin Eguavoen, Stephen Keshi and Samson Siasia are the three former international players to have gone from assistant coaches to managing the Super Eagles.

Yobo featured in three World Cup tournaments in 2002, 2010 and 2014, playing ten matches at the World Cup finals in total – the most appearances for the West African nation on the biggest stage.

He became the first African to captain Everton in October 2007 and made more than 250 appearances for the Toffees, helping them qualify for the Champions League in 2005 and playing in the side that lost the 2009 FA Cup final to Chelsea.

These, he said, are some of the achievements of the former President that would make him win the elections.

He told show host Kwabena Prah Jnr (The Don) that the Akufo-Addo administration has failed to deliver its promises.

  • Ya-Na launches road safety campaign ahead of December polls

The Overlord of Dagbon, Ya-Na Abubakari Mahama has launched a road safety campaign to safeguard lives ahead of the December elections.

The campaign seeks to engage political parties and their supporters to adopt road safety measures such as wearing of crash helmets, avoiding overloading and reckless riding of motorbikes on the road.

The Northern region has suffered some fatalities through road accidents. In 2018, the region suffered one hundred and 84 deaths and over 900 injuries, while 2019 saw a drop in fatalities from one hundred and 84 to one hundred and 25.

The number of injuries also dropped from nine hundred to six hundred in 2019. According to the National Road Safety Commission, the rate of accidents in the region remains too high. The Commission has identified the political campaign season as a major period for indiscipline on the road.

The Ya-Na who is a road safety ambassador is, therefore, working to reduce the carnage on the road, particularly during elections. As part of the campaign launch, the Overlord presented some crash helmets to the various political parties to encourage their supporters to wear helmets during rallies.

The campaign also targets school children. The Ya-Na presented some textbooks on road safety to schools in the region. The Northern Regional Director of the National Road Safety Commission, Alexander Ayata, commended the Overlord for his foresight.

  • I didnt want to take Coronavirus to Africa First African to contract virus

When Kem Senou Pavel Daryl, a 21-year-old Cameroonian student living in the Chinese city of Jingzhou, contracted the coronavirus he had no intention of leaving China, even if that were possible.

“No matter what happens I don’t want to take the sickness back to Africa,” he said from his university dormitory, where he is now under a 14-day quarantine.

He was suffering from a fever, a dry cough, and flu-like symptoms.

When he became ill he thought of his time as a child in Cameroon when he contracted malaria. He feared the worse.

“When I was going to the hospital for the first time I was thinking about my death and how I thought it was going to happen,” he said.

For 13 days he remained in isolation in a local Chinese hospital. He was treated with antibiotics and drugs typically used to treat HIV patients. After two weeks of care, he began to show signs of recovery.

The CT scan showed no trace of the illness. He became the first African person known to be infected with the deadly coronavirus and the first to recover. His medical care was covered by the Chinese state.

Egypt has become the first country in Africa to confirm a case of the coronavirus. Health professionals warn that countries with weaker health systems may struggle to cope with a potential outbreak of the illness, which has led to more than 1,770 deaths and infected more than 72,000 people, mostly in China.

“I don’t want to go home before finishing studying. I think there is no need to return home because all hospital fees were taken care of by the Chinese government,” says Mr Senou.

    To evacuate or not?

Since late January governments around the world, led by the US, began evacuating their citizens out of Wuhan and neighbouring cities.

But thousands of African students, workers and families, remain in lockdown across the central Hubei province – the outbreak began in the provincial capital Wuhan – and some think their governments should do more to help them.

“We are sons and daughters of Africa but Africa is not willing to come to our rescue when we need it the most,” says Tisiliyani Salima, a medical student at Tongji Medical University and president of the Zambian Wuhan student association.

  • Horror crash mars end of Daytona 500

Denny Hamlin sealed back-to-back victories in an incident-packed Daytona 500 on Monday, winning a photo finish in a race marred by a horrific crash that left veteran driver Ryan Newman hospitalized.

Joe Gibbs Racing driver Hamlin followed up his victory in 2019 with his third career win at Daytona, becoming the first racer to win the opening leg of the NASCAR season since Sterling Marlin in 1995.

However, Hamlin’s celebrations were muted by a last-lap crash that left Roush Fenway Racing’s Newman in hospital.

The 42-year-old Newman’s Ford Mustang had led on the final lap but spun out of control, hit the wall and flipped onto its roof before bursting into flames at the Daytona International Speedway.

There was no immediate word on Newman’s condition, but several ambulances were brought on the track to attend to the driver as the race finished.

Black screens were erected around the site of Newman’s crashed car as workers tended to the scene.

  • Fresh arrest over Kasoa cops murder

A suspect has been re-arrested in connection with the gruesome murder of the two police officers at Buduburam, near Kasoa in the Central Region last year.

Michael Sarfo Ani was picked up initially as one of the suspects who allegedly aided the main suspect, Eric Kojo Dua, in firing a weapon at two police officers who were on a patrol duty, killing them in the process.

In October last year, the fresh suspect together with Kwasi Adjei, aka Kay, were hauled before a Kaneshie Magistrate Court charged with conspiracy in the murder of Sgt. Michael Dzamasi, a service driver, and L/Cpl Awal Mohammed at a place called Big Apple at Buduburam.

The two — Michael, Kay and another one called Theophilus — were said to have gone into hiding after the murder of the two policemen.

However, the three were later discharged by the court as the prosecution decided to drop the charge against them. But following what the prosecution led by ASP Sylvester Asare stated to be some “new developments”, Sarfo Ani has been re-arrested as a suspect in the murder of the two officers.

    Bill of Indictment

Appearing before the court yesterday, ASP Asare told the court presided over by Magistrate Rosemond Agyiri that they had intended to file the Bill of Indictment on Eric Kojo Dua within this week but they have not been able to do so “due to a new development in the matter.”

He said the police needed to do some more investigations in the wake of the latest development and the fact that the suspect had been re-arrested and pleaded with the court to give them some time to carry out the investigation.

ASP Asare assured the court that they would ensure they sort out the issues by the time they appear before the court again on March 2, 2020.

Kwame Owusu who held the brief for Augustines Obuor said the defence had no objection but urged the police to expedite their investigations so the case could move forward.

    Murder Case

The two police officers were killed on August 28 and initially it was speculated that it was armed robbers who perpetrated the heinous crime but it turned out later that Kojo Dua was on a revenge mission.

The policemen were on Task Force duties on the Kasoa-Winneba highway when the main suspect, Kojo Dua, and the other three people on board an unregistered Toyota Camry blatantly ignored the signal of the officers to stop and sped off.

Other events led to Kojo Dua shooting and killing both officers who had since been laid to rest.

Kojo Duah was on the run after the deadly incident and was arrested on the Senchi Bridge on Saturday, August 31, in the Eastern Region less than 72 hours after the crime was committed.

He is reported to have said he killed Sgt. Dzamesi out of revenge for the death of his mother because he was convinced that the deceased policeman was responsible for it

  • Uganda: ‘Children die after eating pesticide pancakes’

Two children in Uganda have died and 11 others have been hospitalised after they ate pancakes made with pesticides instead of cooking oil, according to the Daily Monitor newspaper.

All 13 children are from the same family in Budumba, western Uganda.

The newspaper reports that the children made the pancakes themselves – a dish commonly known in Uganda as Kabalagala.

But the Daily Monitor adds that they used the wrong ingredients – mistaking a pesticide, used to grow watermelons and vegetables, for cooking oil.

The children then started vomiting, the news site reports, and were taken to Busolwe hospital where two of them died and the 11 others are being treated:

  • Wenger defends record following Emery claims

Arsene Wenger has dismissed Unai Emery’s assertion that Arsenal were a club in decline when he took charge in 2018.

Emery, who was sacked as head coach in November, described Arsenal as a club on “downward slope” in an interview with France Football earlier this month.

The former Seville and Paris Saint-Germain boss said: “Arsenal was a club on a downward slope for two years before I arrived.

“We stopped this fall and even began to rebuild the club with the Europa League final and fifth place in the league, only one point off Tottenham despite the fact that we took just one point in our final five matches.

“We had Champions League qualification in our grasp and it went wrong in the end. But it was a good season and we had this notion of continuing to improve.”

Emery also accused some of his former Arsenal players of not having “a good attitude”, but Wenger outlined his case for his successor being wide of the mark with his verdict.

“In 2017 we made 75 points and won the FA Cup so you cannot say that [Arsenal were in decline] and the year before [2016] we finished second in the league,” Wenger said at the Laureus World Sports Awards.

“2018 was my last year but it is very difficult to come out on that.

“Arsenal is a club that is in a very strong position financially. It has good players, after that when you are a manager you have to stand up for what you do and your result and not look around you.

  • Man Utd beat Chelsea to close gap on top four

Manchester United moved to within three points of fourth-placed Chelsea with a smash and grab 2-0 win at Stamford Bridge thanks to goals from Anthony Martial and Harry Maguire on Monday.

Chelsea had two goals disallowed by VAR reviews and were furious Maguire was not sent-off early on for an off-the-ball kick out at Michy Batshuayi.

However, Blues boss Frank Lampard cut a frustrated figure as the flaws in both boxes which have seen his side win just four of their last 14 league games were exposed once more against ordinary opposition.

Victory lifts United up to seventh and within two points of Tottenham in fifth, which could be good enough to qualify for the Champions League next season pending Manchester City’s appeal again a two-season ban from European competition.

Lampard made a bold call before kick-off by again dropping the most expensive goalkeeper in football history, Kepa Arrizabalaga, to the bench in favour of the 38-year-old Willy Caballero.

Batshuayi also started with Tammy Abraham ruled out by injury and Lampard’s anger at missing out on a striker in the January window was borne out by a poor night for the misfiring Belgium forward.

Chelsea suffered another injury blow early on when N’Golo Kante hobbled off and the France World Cup winner is now a doubt to face Bayern Munich in the Champions League next week.

The loss of Kante did not disrupt the home side’s early rhythm as Reece James and Willian fired just wide.

Chelsea were then furious Maguire somehow escaped without being sent-off for kicking Batshuayi after the two collided in front of the dugouts.

The former Marseille attacker then squandered the first of a host of chances by firing wide from Mason Mount’s cut-back.

    – One-way traffic –

Chelsea’s sense of injustice increased when Willian was harshly booked for diving as he went down under a challenge from Bruno Fernandes looking for a penalty.

United had not made Caballero make a single save before going in front a minute before the break when Martial planted a brilliant header into the far corner from Aaron Wan-Bissaka’s cross.

There was still time for Batshuayi to miss another chance before half-time when he skewed wide from a narrow angle.

The one-way traffic continued at the start of the second period as Mount hit the post and a brave block from Wan-Bissaka deflected Pedro’s goal-bound effort behind.

But even when Chelsea did get the ball in the net through substitute Kurt Zouma, the goal was ruled out by VAR for a push on Brandon Williams by Cesar Azpilicueta.

Fernandes was unable to make much of an impact from open play in his second United appearance since a £47 million ($62 million) move from Sporting Lisbon.

However, the Portuguese international is a huge threat from set-pieces and nearly caught Caballero out with a free-kick that crashed back off the post.

Moments later, Fernandes provided his first assist for the Red Devils with a corner which Maguire powered home.

Lampard had seen enough from Batshuayi and handed Olivier Giroud a rare appearance off the bench for the final quarter.

The French striker thought he had given Chelsea a lifeline with a near post header, but was ruled offside after a VAR review.

  • Thomas Partey linked with Real Madrid again

Real Madrid coach Zinedine Zidane has been highly impressed with the performances of Thomas Partey and seeks to bring him to his star studded side according to reports.

The Ghanaian midfielder has been one of the best midfielders in La Liga this season and Zidane sees him as the perfect replacement for Casemiro, who is regarded as the best defensive midfielder in the world currently.

Atletico Madrid do not want to let their prized asset go however but if Real Madrid want to make the move, they would have to cough up €60 million.

Thomas Partey can play as a defensive midfielder and a central midfielder. He has even been fielded as a right back on occasion by Diego Simeone.

Partey has been a key player for Atletico Madrid this season, playing 22 times for them in the league and scoring two goals.

  • Why has Kenya been facing serious shortages of human blood?

Kenya is facing a shortage of blood supplies in its hospitals, with relatives and friends of patients increasingly having to put out calls for people to donate.

The Kenya Red Cross has been posting some of these social media appeals on Twitter.

Already this month, they have posted appeals for more than 10 people who need blood in different hospitals around the country.

So how much blood does Kenya need and why are there shortages?

How much blood does Kenya collect?

Based on World Health Organization guidelines for the proportion of donors relative to total population, Kenya should be collecting as much as one million units of blood a year.

Kenya’s population is 47 million, so even if just 1% donated blood, the country would have at least 470,000 units.

But in 2018/2019, only 164,000 units of blood were collected, much less than these guidelines, as Kenyans are reluctant to donate.

The figures have not changed much over the years.

In addition, in 2018, 77% of people who donated blood were first-time donors.

Repeat blood donors are better as they ensure a regular supply of blood and reduce the cost and effort involved in trying to find first-time donors.

    Why have shortages emerged?

The vast majority of funding for this blood collection programme – some 80% – came from outside donors, according to a recent government report.

This ensured there was money for essential supplies, personnel and other blood safety-related costs.

The main donor was the US government through the President’s Emergency Plan for Aids Relief – known as Pepfar for short. It’s a programme to help save the lives of those suffering from HIV/Aids around the world.

Kenya was a major beneficiary of this, but funding was cut back last September, as a result of which supplies and equipment for the blood supply programme stopped.

Ruweida Obo, a member of the national assembly, says the problem has been over-reliance on donors. “When the funds were cut the government didn’t have an alternative plan in place,” she says.

A government report in December warned of the impending risk, saying that “the national blood transfusion service stands a risk of extremely diminished collection” and called for “urgent funding from exchequer”.

But the funding was not provided on time.

US funding has dropped in 2020

    Source: US official data

Dr Fridah Govedi, the head of the national blood transfusion service, admits that the government was caught off guard by the decision to end funding, saying they had expected it to run up to March 2020.

“There was a gap in ensuring sustainability… I think that was an oversight,” she told the BBC.

She acknowledged that at one point after donor funding ended in September, they were down to 1,000 units of blood a day. “We require a minimum of at least 1,500 units daily, and ideally 3,000 units per day to be fully stable,” she says.

But she insists that currently the country is collecting between 2,500 and 3,000 units per day, and is now able to fund blood collection through reallocating resources at the Health Ministry.

Doctors have, however, told the BBC they are still experiencing shortages.

How can the situation be improved?

Dr Thuranira Kaugiria, a public health advocate, believes more autonomy should be given to the national blood transfusion service, rather than it being controlled by the government.

But he says the country is suffering because not enough people give blood.

“If only 1% of Kenyans donated blood we would have enough. But even with the funding, we don’t usually have enough blood. We need to instil a blood donating culture,” he told the BBC.

Image captionKenyans can sometimes be reluctant to donate blood

Dr Govedi says Kenyans do not appreciate the importance of donating blood.

“Some people believe that if you donate blood you will die, or if you give blood it is a bad omen. Some also fear being tested – that they could be called back for results – that’s the fear of the unknown.”

The government has been holding public blood donation events. It is also targeting adult donors to avoid blood shortages during school holidays as it relies heavily on donations by secondary school pupils.

  • ‘Period-shaming’ college forces students to strip to underwear

India’s uncomfortable relationship with periods is back in the headlines.

College students living in a hostel in the western Indian state of Gujarat have complained that they were made to strip and show their underwear to female teachers to prove that they were not menstruating.

The 68 young women were pulled out of classrooms and taken to the toilet, where they were asked to individually remove their knickers for inspection.

The incident took place in the city of Bhuj on Tuesday. The young women are undergraduate students at Shree Sahajanand Girls Institute (SSGI), which is run by Swaminarayan sect, a wealthy and conservative Hindu religious group.

They said a hostel official had complained to the college principal on Monday that some of the students were breaking rules menstruating women are supposed to follow.

According to these rules, women are barred from entering the temple and the kitchen and are not allowed to touch other students during their periods.

At meal times, they have to sit away from others, they have to clean their own dishes, and in the classroom, they are expected to sit on the last bench.

Female students of SSGI college protested on the campus
Female students gather outside the Shree Sahajanand Girls Institute (SSGI)

One of the students told BBC Gujarati’s Prashant Gupta that the hostel maintains a register where they are expected to enter their names when they get their periods, which helps the authorities to identify them.

But for the past two months, not one student had entered her name in the register – perhaps not surprising considering the restrictions they have to put up with if they do.

So on Monday, the hostel official complained to the principal that menstruating students were entering the kitchen, going near the temple, and mingling with other hostellers.

The students allege that, the next day, they were abused by the hostel official and the principal before they were forced to strip.

They described what happened to them as a “very painful experience” that had left them “traumatised” and amounted to “mental torture”.

One student’s father said that when he arrived at the college, his daughter and several other students came to him and started crying. “They are in shock,” he said.

On Thursday, a group of students held a protest on the campus, demanding action against the college officials who had “humiliated” them.

The college trustee Pravin Pindoria said the incident was “unfortunate”, adding that an investigation had been ordered and action would be taken against anyone found guilty of wrongdoing.

But Darshana Dholakia, the vice-chancellor of the university which the college is affiliated with, put the blame on the students. She said that they had broken rules and added that some of them had apologised.

However, some of the students told BBC Gujarati that they are now under pressure from the school authorities to play down the incident and not to speak of their ordeal.

On Friday, the Gujarat State Women’s Commission ordered an investigation into this “shameful exercise” and asked the students to “come forward and speak without fear about their grievances”. The police have lodged a complaint.

Using comics to combat India’s menstruation taboos

This is not the first time that female students have been humiliated on account of periods.

In a very similar case, 70 students were stripped naked three years ago at a residential school in northern India by the female warden after she found blood on a bathroom door.

Discrimination against women on account of menstruation is widespread in India, where periods have long been a taboo and menstruating women are considered impure. They are often excluded from social and religious events, denied entry into temples and shrines and kept out of kitchens.

Increasingly, urban educated women have been challenging these regressive ideas. In the past few years, attempts have been made to see periods for just what they are – a natural biological function.

    But success has been patchy.

In 2018, the top court in a landmark order threw open the doors of the Sabarimala shrine to women of all ages, saying that keeping women out of the temple in the southern state of Kerala was discriminatory.

But a year later, the judges agreed to review the order after massive protests in the state.

Surprisingly, the protesters included a large number of women – an indication of how deeply rooted the stigma over menstruation is.

  • Coronavirus: Armed robbers steal hundreds of toilet rolls in Hong Kong

Armed robbers in Hong Kong made off with hundreds of toilet rolls worth more than HKD1,000 ($130).

Toilet rolls are currently in short supply in Hong Kong due to shortages caused by panic-buying during the coronavirus outbreak.

Knife wielding men robbed a delivery man outside a supermarket in the Mong Kok district, police said.

Police have arrested two men and recovered some of the stolen loo rolls, local media reports said.

The armed robbery took place in Mong Kok, a district of Hong Kong with a history of “triad” crime gangs, early on Monday.

According to local reports, the robbers had threatened a delivery worker who had unloaded rolls of toilet paper outside Wellcome Supermarket.

An Apple Daily report said that 600 toilet paper rolls, valued at around HKD1,695 ($218), had been stolen.

Stores across the city have seen supplies massively depleted with long queues when new stock arrives.

Despite government assurances that supplies remain unaffected by the virus outbreak, residents have been stocking up on toilet paper.

Other household products have also seen panic-buying including rice, pasta and cleaning items.

Face masks and hand sanitisers are almost impossible to get as people try to protect themselves from the coronavirus, which has already claimed more than 1,700 lives.

“A delivery man was threatened by three knife-wielding men who took toilet paper worth more than HKD1,000 ($130),” a police spokesman said.

Authorities blame false online rumours for the panic buying and say supplies of food and household goods remain stable.

There has also been some panic-buying of toilet rolls, hand sanitisers and face masks in Singapore, which has 75 confirmed coronavirus cases.

  • Israeli soldiers duped by ‘fake women’ phone ruse

Dozens of Israeli soldiers have had their smartphones hacked by the Hamas militant group posing as women seeking attention, Israel’s military says.

A spokesman said the soldiers were sent fake photos of young females and lured into downloading an app without knowing it could access their handsets.

He said there was no “significant breach of information” before the scam was foiled.

Hamas, which controls Gaza, and Israel view each other as mortal enemies.

It is the third such attempt in recent years by Hamas to infiltrate Israeli soldiers’ phones, but was the most sophisticated yet, according to Lt Col Jonathan Conricus.

“We see that they’re of course learning and upping their game,” he said.

Col Conricus said the hackers had masqueraded as young women with imperfect Hebrew, claiming to be immigrants or to have visual or hearing impairments, in order to appear convincing.

After striking up friendships, the “women” would send links which they said would enable them to exchange photos, but which in reality caused the soldiers to download malware – programmes that can attack smartphones or computer devices.

Once the link was opened, the programme would install a virus which would give the hacker access to the phone’s data, including location, pictures and contacts.

It could also remotely manipulate the phone, using it to take photos and recordings without the owner’s knowledge.

Col Conricus said the Israel Defense Forces (IDF) had uncovered the plot several months ago but had let it continue under surveillance until they shut it down.

The IDF has previously warned soldiers about the need for vigilance when using smartphones and issued guidelines to try to prevent hacking attempts.

Israel and Hamas are in a permanent state of conflict and both are engaged in intelligence gathering against one another as part of their ongoing hostilities.

  • At least 140 travelers denied entry to US due to coronavirus outbreak

The Trump administration has prevented at least 140 travelers from entering the United States as it attempts to contain the spread of the novel coronavirus.

Fourteen foreign nationals were turned away at US airports and 126 people were refused entry at land ports from February 2 to 12, according to data provided to CNN by the Department of Homeland Security.

Airlines are responsible for removing passengers who are denied entry to the US out of the country. Additionally, 34 travelers were stopped at pre-clearance locations — airports where US officials conduct screening before passengers board US-bound flights.

On February 2, the US began implementing stringent travel restrictions that include temporarily denying entry to foreign nationals who visited China in the 14 days prior to their arrival in the US. US citizens returning from China are also subject to health screenings and potential quarantine. Those US citizens and others traveling to the US from China are being funneled through 11 airports where authorities can conduct additional screening and transfer people for quarantine if needed.

Last summer, as the Ebola virus threat was emerging from the Democratic Republic of Congo, DHS’ Countering Weapons of Mass Destruction Office implemented plans to provide enhanced airport screening at multiple airports throughout the United States. The department’s chief medical officer is housed within the CWMD office.

The department retrofitted its Ebola response plan to deal with the coronavirus outbreak, according to DHS.

Customs officers referred 43,263 air travelers for potential secondary screening since the efforts began on February 2. Of those referred at airports, 23,836 required secondary screening, according to the data.

Personnel has been added to deal with the virus as well. Around 95 CWMD contractors are employed per day across the 11 airports to conduct medical screenings. As of February 12, 19 DHS personnel were assigned to the US Department of Health and Human Services operations center.

There are also 150-200 Customs and Border Protection officers assisting with screening daily at the 11 airports.

  • Niger stampede kills at least 20 at handout for refugees

Twenty people, many of them women and children, were trampled to death on Monday in a stampede for food and money for refugees in southeast Niger, sources said.

“We have a provisional toll of 20 dead,” a medical source said. Aid workers confirmed the account and said about 10 people had been injured.

The accident occurred at a culture centre in Diffa, the main town of a region of that name that abuts Nigeria and Chad.

The region has been repeatedly hit by attacks by Nigeria’s Boko Haram jihadist group since 2015.

It hosts 119 000 Nigerian refugees, 109 000 internally-displaced people, and 30 000 Nigeriens who have come home from Nigeria because of the instability in its northeast, according to UN figures released October.

The aid being distributed had been given by Babagana Umara Zulum, the governor of Borno state in northeast Nigeria, a Nigerian official told AFP.

He had come to the region to visit the camps for refugees and the displaced, and had already left the town when the stampede occurred.

“They were distributing food and money – 5 000 naira ($13.75) per person,” a local resident told AFP. The naira is Nigeria’s national currency.

“Thousands of people, most of them refugees, heard about the handout and left the camps, sometimes travelling up to 100km to get to Diffa,” the source said.

Another resident said: “Even ordinary inhabitants of Diffa rushed there in the hope of getting the handout.”

“Many women trampled their child to death” in the rush, a medical source said.

  • Pompeo stresses economic ties, fight against corruption in Angola

U.S. Secretary of State Mike Pompeo met with Angolan President Joao Lourenco in Luanda Monday, with talks focused on strengthening economic ties and supporting Angolans in their fight against corruption.

Lourenco became president in 2017 when former President Jose Eduardo dos Santos ceded power after leading the country for nearly four decades. Lourenco has surprised many by appearing to tackle corruption head-on. Dos Santos’ daughter, Isabel dos Santos, who is estimated to be Africa’s richest woman, is now under investigation for rampant financial crimes, including embezzlement.

At a joint news conference in Luanda, Foreign Minister Manuel Augosto said he “wants to believe that Pompeo’s presence is a sign of President Donald Trump’s support,” and hopes it signals a new chapter, a whole new relationship between the two countries.

Pompeo said he could not answer a question about when Trump might visit Angola, saying he is very busy, especially in an election year.

Asked about U.S. competition with China in Angola and elsewhere in Africa, Pompeo said he would leave others to analyze how the U.S. model differs with China’s way of business, adding, “When we come, we hire Angolans.”

Pompeo told Augusto his visit comes at a pivotal moment in Angola’s history because business, civil society, and the Angolan people are clearly ready for change.

Pompeo said he and Angola’s leaders talked first about moving beyond the corruption that has stunted the nation for a long time, and praised Lourenco for his efforts.

“He has pursued bad actors. I am optimistic that he will continue to liberate Angolans from corruption,” said the secretary of state.

Pompeo also highlighted the success of U.S.-backed health programs, including PEPFAR and malaria initiatives. He said the number of malaria victims in Angola has been cut in half in recent years.

Pompeo arrived in Angola late Sunday after a productive visit to Senegal, where he witnessed the signing of five memorandums of understanding on private sector partnerships between Senegalese and American companies. The venture includes the building of a major road in Senegal and a new burns center hospital.

Both Pompeo and Senegal’s Foreign Minister Amadou Ba expressed concern about sharply increasing terrorism in West Africa. Ba said terrorism “knows no borders, and is costly.” Asked about a likely reduction of American troops in West Africa, Pompeo said the U.S. will consult with West African countries, France and others on the security issue to make sure that “we will get it right collectively.”

In both Angola and Senegal, Pompeo met with women entrepreneurs and spoke with them about how far along they are with their businesses.

From Luanda, Pompeo will travel on to Ethiopia, Saudi Arabia and Oman, on a sweeping nine-day trip to six countries.

  • Govt must be prepared for more sophisticated secessionist groups – Security analyst

Head of Institute for Security, Disaster and Emergency Studies, Dr. Ishmael Norman is warning government over the emergence of more sophisticated secessionist groups.

His warning is in reaction to the arrest made by the 66 Artillery Regiment of the Ghana Armed Forces of some twenty people described as rebels in the Volta Region town of Dzodze. The twenty are believed to be part of the Homeland Study Group Foundation.

Speaking to Joy FM, Dr. Ishmael Norman noted that the arrest will further validate their actions leading to the formation of more and sophisticated groupings.

“When you arrest a group of them, they become more validated. And because of that, the government must get ready for a much bigger, organised, sophisticated group. They are like that at the initial stages.”

“What bothers me is that because of the economic effect that they bring to a community, for the community to be this quiet all this while without reporting on them is worrying,” Dr. Ishmael said.

    Arrest

The Ghana Armed Forces said they have arrested twenty people they describe as rebels in the Volta Region town of Dzodze.

The twenty are believed to be part of the Homeland Study Group Foundation.

The group has been demanding separation from the Volta Region and parts of the Northern Region, North East and Upper East Region as well and they have been working on this for some time.

In November last year, they announced separation from Ghana through social media. They were arrested in December last year and that included the leader of the group who is above 80 years Charles Komi Kudzordzi.

Ten others were arrested in the Upper West Region but the charges against them were dropped by the Attorney General’s office subsequently.

Reports indicate that Mr. Charles Komi Kudzordzi, has been on the run ever since the charges were dropped against him last year, but he does some Youtube videos from time to time.

Pictures emerged last year of some uniformed group supposedly been trained at a place called the Western Togoland training grounds in the Volta Region.

Some twenty people believed to be part of the group were arrested, they were made up of nineteen males and one female.

  • Asante-Akim Central NPP youth invade party office over nomination forms

Some youth belonging to the governing New Patriotic Party (NPP) in the Asante-Akim Central Municipality, on Monday massed up in front of the Constituency Office of the Party to protest the alleged refusal by constituency executives to make nomination forms available for aspiring parliamentary candidates.

Clad in red and chanting war songs, the placard-wielding group calling itself “Concerned NPP Youth” vandalized the metal door of the office and set ablaze posters of the incumbent Member of Parliament (MP), Mr. Kwame Anyimadu Antwi.

They are accusing the constituency executives of scheming to allow Mr. Anyimadu to go unopposed by frustrating two other aspirants from accessing the nomination forms.

This is the latest protestation over alleged denial of access to nomination forms to interested aspirants of the NPP in the Ashanti Region, they said.

The last couple of weeks has witnessed such disturbances in the Bekwai and Mampong Constituencies of the NPP.

The angry protesters feared the situation if left unchecked, could lead to voter apathy among Party members in the Constituency and thus affect the fortunes of the NPP in the upcoming general elections.

According to the Asante Akim Central protesters, the executives had deliberately created an artificial shortage of the forms, yet they could not mention even one aspirant who had picked a form apart from the incumbent.

They, therefore, vowed to resist any attempt to protect the incumbent whom they accused of doing little to improve the lives of the people after serving two terms.

Two aspirants who have expressed interest in contesting in the forthcoming primaries are Mr. Ofosu Nkansah, Chief Executive Officer (CEO) of Accra Digital Centre and one Nana Agyemang, a banker by profession.

Sources from the Party in the Constituency say all efforts by the two to pick the forms at the Constituency, regional and national levels have proved futile and accused the executives of employing flimsy excuses to deny them the forms.

Mr. Nicholas Adu Berko, leader of the group, said they embarked on the action to bring the issue to the attention of the hierarchy of the Party after all efforts to compel the executives to do the right thing did not yield any results.

He said the NPP was a democratic Party that adhered to democratic principles, hence the action of the executives was a clear violation of the Party’s constitution.

He, therefore, appealed to the Regional and National leadership to intervene as a matter of urgency, to ensure sanity in the Constituency.

Failure to do so, he noted, would compel them to support any independent candidate who emerges from the Party.

  • NHIS service providers demand reimbursement of monies owed them

The Private Health Facilities Association of Ghana (PHFAoG) and the Health Insurance Service Providers Association of Ghana (HISPAG), on Monday, urged the government to ensure the urgent reimbursement of all monies owed them.

They said effective March 1, 2020, the providers would be compelled to withdraw some services that continued to create financial burden especially those that were not within their control.

They, therefore, advised the public and National Health Insurance Scheme (NHIS) cardholders to carry cash alongside their cards to pay for the cost of any service that the providers may not be able to offer immediately.

Mr Frank Torblu, the Executive Director of the Health Insurance Service Providers Association of Ghana, who addressed a joint press conference in Accra, said the advice to the government was based on the current pressure being mounted on their members by their creditors.

According to him, an alleged pronouncement by a Minister of State at a private television station, claiming that the government owed NHI Service providers only three months arrears, had created a situation for the Chamber of Pharmacy to cut supply of medicines and other medical consumables to Member hospital, clinics and maternity homes nationwide.

Mr Torblu said contrary to this the NHIS owed service providers between nine to 14 months which, covered arrears from 2018 for some providers, and 2019 for others.

He argued that the persistent narrative that service providers were unable to timely submit claims as the cause of the delay in reimbursement was untenable, as the Scheme had enforced strict timelines for submissions stated in the contract.

He said the two Associations were, therefore, demanding that the Finance Ministry as a matter of urgency transferred all monies due the National Health Insurance Authority (NHIA) in connection with the 2.5 per cent National Health Insurance Levy, and 2.5 per cent Social Security and National Insurance Trust (SSNIT) of workers contributions.

They also urged the Ghana Revenue Authority (GRA) to publicly account for the total amount received on behalf of NHIA, and that there should be a full reimbursement plan by the Authority after deliberation with the PHFAoG and HISPAG, as well as an immediate review and adjustment to the medicine tariff to reflect current economic prices.

Mr Torblu said this, would enable the various Service Providers and Health facilities to provide quality services to their clients, particularly National Health Insurance (NHI) Cardholders.

He also seized the opportunity to notify the government about the persistent harassment of their members by SSNIT, GRA and the Electricity Company of Ghana, with hospitals, Clinics and maternity homes with court action and in some cases closure.

He said the Association was not happy with the numerous court actions against its members by SSNIT and the GRA, saying “it is very sad for our clinicians to put their lives at risk to save lives of National Health Insurance cardholders for which payment has not been received from NHIA, but to be put before court for nonpayment of Pay As You Earn (PAYE) and SSNIT contribution on behalf of their staff”.

He urged the government to call these institutions to order, saying these facilities could only function well if they received their reimbursements on time, and advised all stakeholders to treat these issues with the utmost urgency it deserved to pre-empt any imminent action by service providers.

  • Western Togoland ‘military recruits’ evacuated from Fievue to Accra

The 66 Artillery Regiment in Ho has evacuated some 21 persons including a lady believed to be receiving military training from a secessionists group – Homeland Study Group Foundation, in thickets of Kpevedue and Fievue, a twin community on the Ghana-Togo border in the Ketu North Municipality of the Volta Region.

The ‘recruits’ were rounded up in a dawn operation by the military following weeks of surveillance.

Lieutenant Colonel Bernard Baba Pantoah, Commanding Officer, 66 Artillery Regiment, told the media they picked intelligence of illegal military training camp in the thickets and launched operation at dawn with over 40 military officers and men and two crime scene investigators from the Police Service.

He said during the operation, five of the ‘recruits’ including their instructors escaped but one was arrested later.

The Commanding Officer said the operations were not over and that they were on the heels of the secessionists and working hard to flush them out.

The Ghana News Agency was told the ‘recruits’ between 19 and 30 years were told they were being trained for the Ghana Army and made to submit their academic certificates and to pay GH¢800 each.

The thickets have natural cover and natural obstacles for ‘intruders’ and offer a safe haven for the ‘recruits’ in a valley with a stream.

Justine Abotsi, 21, the only female among the ‘recruits’ said she came from Anlo Afiadenyigba and reported for the training ten days ago after she received calls of her selection to be trained as a farm hand for a company abroad.

She said it was after she got to the training camp and had her mobile phones seized that she realised it was a military training camp.

Emmanuel Tannor, 19, and six others who came from Accra to the training camp said they were told Western Togoland had attained independence and was recruiting soldiers.

He said they met another group at the camp said to have completed training and going on “peace keeping”.

Mr Anthony Avorgbedor, Ketu North Municipal Chief Executive, said he was surprised illegal military training camp was being run in the Municipality and commended the military for the quick response.

  • Airbus, Excavator Scandals are both severe acts of criminality Kwaku Azar

Professor Stephen Kwaku Asare alias Kwaku Azar has stated that the  gravity of the criminality in both the Airbus scandal and the missing excavators scandal cannot be ignored or trivialized, insisting that the conduct of persons involved in both raging scandals is not just criminal but demonstrate an abuse of office at elevated levels.

“We cannot ignore or devalue the gravity of the criminality that has now become known as Airbus.

Nor, frankly, can we trivialize or dance around the severity of the criminality that has now come to be known as Excavators.

Airbus and Excavators are not just gravely criminal but they also represent a heightened abuse of office that strikes at the very core of our government and democracy,” he argued in a post sighted by MyNewsGh.com

The public intellectual is therefore calling for thorough investigations and prompt prosecutions of all who may be implicated so that they can pay for their crimes and the embarrassment they have caused the people of Ghana.

“Nothing short of airing and excavating all the facts followed by prompt prosecutions of all those involved will atone for the sin that these scandals have visited upon the people,” he recommended

In a Deferred Prosecution Agreement (DPA) between the Serious Fraud Office (SFO) and European plane maker, Airbus, it was revealed that Airbus engaged in the use of intermediaries to essentially induced the government of Ghana to do deals with it. It points out that monies were paid to intermediaries to influence an elected government official codenamed Government Official 1.

The missing excavator scandal involves the loss of some 500 excavators seized from illegal miners. The excavators are alleged to have been sold back to some of the illegal miners or some influential New Patriotic Party members for use, ironically, in illegal mining. While others have been sold to other individuals for their own use for other purposes.

  • IMANI raises concerns with shallow, simplistic UNIPASS contract

Policy think-tank IMANI Africa has raised concerns with the new single-window trade facilitation tool contract which is expected to improve port operations and boost the paperless system.

The 10-year UNIPASS Trade Facilitation and Customs Management System contract is being spearheaded by Ghana Link Services Ltd, in conjunction with Customs UNIPASS International Agency (CUPIA), of the Korean Customs Service (KCS).

Following a legal review of the contract, IMANI Africa said it found the contract covering the exercise “quite shallow and simplistic.”

The think-tank commissioned a review of the contract to help it understand whether it was fit for purpose after previously raising concerns about it.

After its evaluation, however, IMANI believes that Ghana may be rushing into something serious and complex with not enough contemplation and preparation.

In a report copied to Joy News, the think-tank said “Contracts covering contracts of significant size complexity are expected to be sufficiently detailed to contain all relevant information within one document so it can show as clearly as possible all pertinent issues under consideration by the parties and also express the rights and responsibilities in sufficient detail.

“For a contract of the magnitude of the UNIPASS contract, the brevity is worrying, so is the lack of detail. The pronouncements and warranties seem to have been made without connection to any proof of ability to perform or lien in default.”
