  • MCAs reject proposal for regional governors

Ward representatives and a section of civil society leaders have rejected a proposal for regional governors.

In their memoranda to the Building Bridges Initiative (BBI) task force that is validating its report, the leaders want the devolution structure to remain as it is.

“We instead call for the revitalisation of the economic blocs which will spur economic growth in the regions,” said Ms Florence Mwangangi the vice-chairperson of the County Assemblies Forum.

The forum has a membership of 2,331, who include 2,237 MCAs, the 47 Speakers and the 47 clerks of the regional Houses.

The idea of creating regional governments was first mentioned by ODM leader Raila Odinga during the 2018 Devolution Conference in Kakamega.

He suggested that these larger governments would manage the counties to make them financially viable and better managed.

Similarly, the Multi-Sectoral Forum, comprising civil society leaders, dismissed the regional government’s proposal as a bad idea.

    OVERSIGHT AGENCY

The forum, instead, proposed the establishment of a devolution oversight authority.

In its presentation, the County Assemblies Forum, chaired by Nyandarua County Assembly Speaker Ndegwa Wahome, called for financial autonomy from the county executive.

“It is unfortunate that up to now, county assemblies have to rely on the county executive to get funding. It does not make sense that a county assembly, which is at the mercy of the governor, has to oversight the county executive that decides when and how much money it gets,” said Ms. Mwangangi.

Similarly, the group wants strict adherence to the Commission for Revenue Allocation recommendations on revenue sharing, saying that any deviation by Parliament should not exceed three percent.

  • Just In: Military invades Western Togoland secessionist training camp; arrests 20 trainees

A special operation by the military has swooped 20 persons at an illegal training camp located at Kpevedue and Fievue, an isolated twin community on the Ghana-Togo border in the Ketu North Municipality of the Volta Region.

The arrested persons aged between 20 and 30 included one female and 19 males, who were from different locations across the country.

The leader absconded upon sensing danger when the military team invaded the camp at about 3:00 am on Monday.

According to the military, the camp is believed to be operated by the secession group, Homeland Study Group Foundation, a group fighting for the independence of the then Western Togoland from Ghana.

Upon interrogation, the arrested persons confessed they were deceived to be enlisted into the Military and charged an entrance fee of GhC800.00, only to be brought to the said location for training.

The military believes the mind behind the camp and training of these people might have some military background considering the sighting and set up of the camp.

  • Dr. Kwame Amoako Tuffuor writes: NPP Parliamentary aspirants should be allowed to register online

This is not an attack, it is not meant to open any kind of wounds, it is not meant to undermine anybody’s position and ideas or wishes. This is meant to unite the NPP towards 2020, so that we can see victory once again. Anybody who misinterpretes my intentions on personal grounds without  looking at the total picture of why this should be so is missing the whole point.
People are very angry and so are their supporters because  they cannot pick forms to register as Parliamentary Candidates. They feel their ambitions are being attacked, they feel their future is being attacked, they feel they have worked for nothing for their constituencies, and it just takes some  people to thwart their mission and their future.
These people over the country have lots of supporters and some volunteers. All that is fair is to allow them access to fair play, and with honest intentions. By the way, this does not mean we still cannot negotiate with people who are really MPs and some people that wish them to continue, so it’s all about talking to new opponents and discussing with them, and finding new ways out.
What is the “quid-pro-quo”? What could be the satisfying price to them? How can we please them, so that they can step down and give it to whoever we think deserves it. The next direction in this is that, after the elections and everything of 2020, the next time we should sit down as a party and make a decision that “so so and so” within parliament should be protected because of XYZ reasons, not now, not when the race has begun, it will bring untold hardship and division in the rank and file of this party. It will destroy our future, it has a potential to undermine our victory for 2020.
Let’s look at the process, even young people, students at the university, high school etc, they pick their results from the internet(i.e. online) these days, things have changed, things have improved. People register to go to schools etc through the internet. I’m appealing to the National Party Executives, please put everything aside, let fairness prevail, allow people to pick up their forms freely from the internet(online) this time.
Exercise their rights and see the ambition come unto fruition. It does not matter the number of say women who should be in Parliament after 2020. There are lots of women, extremely important  and powerful women who are not showing up in Parliament.  Why are they standing? Because, we as a party have not looked for them to encourage them to be part of the political process so that, they can bring their ingenuity and toughness to bare in Parliament.
When you identify these women in various constituencies and in various regions, that is the only fair way for the future fo that, once they are encouraged to stand the primaries, people will know their worth, they will  e advertised, they will be supported. I believe in women coming up, good potential women and we have lots and lots of them around. I have experienced them and I know them, but we must find the best way to rope them in to our political structure, into parliament to represent NPP.
The way we are going about this could be disastrous. This may bring about rebellion in the rank and file of the party. Dont say I’m predicting it, the facts on the ground will move us there. People are very quick to jump into useless conclusions but what is happening on the ground now, is that the people are getting more and more frustrated, increasingly defiant and they are going to undermine the party’s victory.
There’s absolutely no reason  why I cannot get up, go and see an aspirant, talk to him, discuss with him, why he should step down, people need to be respected. Their rights need to be respected.
This is a democratic party party, at least, there are founding fathers and we as fathers of this party, the NPP,  believe in democratic principles, we believe in fairness and even fair play. But we cannot turn round and act like dictators when democracy is the way for everybody around. At least, until we come up with another ideology, let us hold on to what has made us great. God bless you all.
    Thank you.

  • FLASHBACK: Prison made me a better person Kwaw Kesse

In April 2015, Ghanaian rapper Kwaw Kese was sentenced to day’s imprisonment for allegedly smoking cannabis in public.

He was asked to pay a fine of GHC1,200 as well.

The ruling was given by a Kumasi High Court after a number of adjournments, following the rapper’s arrest by police in Kumasi on November 22, 2014.

Fast forward to 2016, speaking in an interview with News-One, he confessed that his prison experience has made him a better person at heart and reignited his passion for charity.

“My stay in prison inspired me to be charitable towards prison inmates. I realised they need love, encouragement, and a show of concern from society. When I came out in February last year, I organised one charity event for inmates of the Kumasi Central Prison and donated a list of items. We followed up with another charity donation event at the Kumasi Teaching Hospital (sic).

“This time, we decided to visit inmates of the Nsawam Central Prisons in fulfillment of a promise the Kwaw Kesse Foundation made about a month ago that we would go and feed all the 4,000 inmates at that particular prison. That was the exact promise we fulfilled on Vals Day, February 14, when we fed the 4,000 inmates with food and drinks, entertained them with music performances and even played soccer with them,” Kwaw told News-One.

  • NDC to petition UN to revoke appointment of Akufo-Addo as SDGs co-chair

The NDC at a press conference at the banks of River Pra said President Akufo-Addo has failed to address the very issue of galamsey he has put his office on the line for.

Addressing the media, Communications Officer for the party Sammy Gyamfi said the petition will be ready by Tuesday, February 18, 2020.

“The NDC hereby served notice that in the coming days we shall petition the UN Secretary-General António Guterres to revoke the appointment of President Akufo-Addo as co-chair of the SDGs advocates.”

According to Sammy Gyamfi, the role of the President as a co-chair of the SDGs Advocates required him to protect the water bodies and the environment.

But the President from the various issues of alleged missing excavators and NPP members being given concessions for illegal mining when there was a ban on small scale mining show that he is unfit for the role.

“That petition will be ready by Tuesday because President has failed to show genuine commitment to the fight against illegal mining and the protection of the environment in his own backyard, his corrupt government has become an active enabler and promoter of galamsey and destruction of the environment in a way that affronts the Sustainable Development Goals of the United Nations, he is a bad example not worthy for emulation and he has proven to be unfit for the prestigious position of a co-chair of the SDGs advocates for this reason he must be removed without delay..”

  • Tutu asks De Klerk to withdraw apartheid comments

Anti-apartheid icon Desmond Tutu has added his voice to the mounting criticism against South Africa’s former President FW de Klerk over his comments that apartheid was not a crime against humanity.

Last week Mr De Klerk told national broadcaster SABC that he regretted the apartheid policy but did not believe it should be labelled a crime.

The political system of apartheid governed every aspect of life in South Africa from 1948 to 1991.

In practice, apartheid enforced a racial hierarchy privileging white South Africans and under this system only they had the vote.

The Desmond and Leah Tutu Legacy Foundation called on Mr De Klerk to withdraw his comments, adding that those who suffered from apartheid continued to suffer today.

“It is incumbent on leaders and former leaders of the white community, in particular, to demonstrate the courage, magnanimity and compassion necessary to contribute to societal healing,” a statement from the foundation said.

His comments also drew the ire of the radical left-wing party EFF, whose members called for him to be removed from parliament during the annual State of the Nation Address, held last week.

Pule Mabe, the spokesman for the governing African Nation Congress (ANC), said the party should block Mr De Klerk’s future invitations to parliament.

?It is expected that our own members of parliament reflect on this and begin to say what do you do with individuals who knowingly go out and spit in the face of our people and want to deny that apartheid was a crime against humanity when an international body like the UN had already spoken”

Mr. Dr. Klerk was the last leader of the white-minority government which was replaced after the 1994 election which elected Nelson Mandela as the first black president.

He and Mr Mandela shared the 1993 Nobel Peace Prize for their work to end apartheid.

  • Have faith, ongoing Eastern Corridor work not gimmick – Roads and Highways Minister

Residents in the Volta and Oti regions have been asked to be rest assured that the ongoing works on the Eastern Corridor road, is not a nine-day wonder, but genuine commitment to completing the most talked about road in the country.

The Eastern corridor road, which is considered one of the most important roads in the country that connects Northern Ghana and other landlocked countries north of Ghana to Southern Ghana has been a tool for propaganda.

For over a decade, the road has always been in the budget and plans of government, but little has been achieved in completing it.

The situation is heightened in elections years, when contractors are seen busily working.

Yet, immediately after the elections, the contractors disappear and the road becomes worse than it used to be.

However, speaking to the press in Jasikan, the Roads and Highways Minister, Amoako Atta stressed that ongoing works on the infamous Eastern Corridor is not a gimmick to buy votes, but a clear commitment to completing the roads once and for all.

    Eastern Corridor Details

He announced that seven contractors have been put on the Eastern Corridor road from Asikuma to Damanko.

Asikuma to Have and Have to Hohoe have been given to GS International who are mobilizing to get on sight. 31km Hohoe-Jaskian has seriously ongoing with RR Rolider as the contractor. A tour of the road shows that Santrokofi to Jasikan has seen bitumen surfacing while Hohoe to Santrokofi has seen leveling awaiting bitumen surfacing, except that the portion has become very dusty.

Jasikan to Dodo Pepesu which is under the Sinohydro project has also seen work beginning. The €25.9 million European Union (EU) funded Dodo Pepesu to Nkwanta road constructed by Messrs Enterprise Oumarou Kanazoe Freres under the erstwhile NDC government is to be awarded this year for porthole patching and resealing of the entire stretch. The road which is barely five years old has developed a lot of portholes, some of which could be described as gullies.

50km Nkwanta to Sibi is being handled by China Jiangxi International Corporation while 12 km Sibi to Damanko is being handled by First Sky, an indigenous company.

Mr. Amoako Attah noted that these contractors immediately they start work are not to vacate the road till it is completed. He therefore urged the media and residents to draw his Ministrys attention immediately they do not see the contractor on the road.

    Status of Roads

In a detailed explanation he noted that the NPP government inherited a country whose total road network of 78,000 had only 23 percent paved (bitumen surfaced) with only 39 percent of the total network classified as good as per road quality standards. Apart from that almost all roads, including the Eastern corridor road that were ongoing or abandoned had little or no funds allotted to it.

Despite the debt of the road sector, the government took time to access the roads, repackage, modify, engage the contractors and pay some of the debts, so the contractors can return to sight.

He said per the brilliant advice of the President, the Ministry in collaboration with contractors have devised a new model, where contractors working on critical roads like the Eastern Corridor are paid a fixed amount to take care of recurrent expenditure while they await their bulk payments.

This latest strategy among others is what has given impetus to the Year of Road Program which is ensure that all 16 regions and 260 Municipal and District Assemblies are having road, bridges and interchange projects ongoing simultaneously.

It is for this reason that I assure you that the Eastern Corridor Road will be completed. As they have started work. It will not stop. It will be continues till completion.

  • Stop using my brand to promote your family and friends awards Joyce Blessing

Ghanaian gospel musician, Joyce Blessing has called on the organisers of what she describes as “family and friends awards music schemes” to desist from using her brand to promote their awards if they will not put her songs in the categories they deserve.

The “I swerve you” hitmaker was speaking in an interview with Nana Kwame Gyan on NO.1 105.3FM in Accra.

In her opinion, she has worked really hard in the year under review and , therefore, finds it disrespectful to her brand if the organisers of the award schemes cannot place her in categories she is deserving of but rather add her to a few categories to promote their awards.

The artiste who indicated that most music award schemes in the country are not credible noted that organisers of such schemes use her brand to promote their awards while robbing her innocent fans of their money by asking them to vote for her.

Joyce Blessings cautioned the organisers of such schemes to put a stop to it if they will not put her music under the deserved categories.

  • Some people didnt have policies for Zongos; they only shared rice and sugar – Bawumia

Vice President Dr. Mahamudu Bawumia has charged the people living in the various Zongo communities to ask politicians who come to them with propaganda and empty rhetoric to provide their development policy for the Zongo Community.

Addressing thousands of members of the Zongo community in Aboabo over the weekend during the 52nd commemoration of the birth of the Prophet Muhammad by the Tijaaniya Muslims of Ghana, Dr. Bawumia said until the government of President Akufo-Addo came up with a national policy for the development of Zongo communities, Zongos in the past had been taken for granted by some politicians who claimed to love them but only provided sugar and tea as their development blueprint.

“When they come to you with their propaganda and empty rhetoric, ask them what is their development policy for the Zongos. Kindly ask them what was their policy and legacy for the people of Zongo when they had the opportunity to serve,” the Vice President said, in apparent reference to the opposition NDC.

“The good people of the Zongo deserve better, not lip service and occasional provision of tea, sugar and rice by opportunistic politicians without policies for our people.”

The Vice President noted that it was because of the deceit and marginalization of Zongos by opportunistic politicians that Nana Akufo-Addo came out with a development policy to help bridge the developmental gap between Zongos and other parts of the country.

“For us, we have not left the Zongos out of the development agenda of the government,” Dr. Bawumia said.

“Having realised how the Zongos were excluded and used by some politicians who claimed to have Zongo at heart, Nana Akuffo-Addo promised to create a special Ministry and a special fund to bridge the gap in development between the Zongos and other parts of the country.”

“True to his word, President Akufo-Addo has delivered by establishing the Ministry of Inner Cities and Zongo Development, as well as the Zongo Development Fund. For the first time in the history of this country, Zongos have their own budgetary allocation for development projects. And thanks to the Zongo Development Fund established by President Akufo-Addo, there are over 200 completed and on-going infrastructure and development projects in Zongos throughout the country.”

“Real, visible and traceable projects such as construction of access roads, health facilities, boreholes, recreational parks (astro turfs), water systems, class room blocks, toilet & drainage facilities, provision of street lights, desks and other educational materials, renovation of mosques and madrasats, as well as human development initiatives such as vocational training, computer literacy and public sensitisation initiatives, among many other development programs are going in many Zongos in the country across all 16 regions.”

Dr. Bawumia added that the development programs of President Akufo-Addo for the Zongos are sustainable, and designed not only to develop infrastructure and other social amenities, but also to develop human capital in the Zongos through education and training.

“These are real, sustainable development projects, which have emanated from a well thought out policy by a visionary leader, Nana Akufo-Addo and his government,” said the Vice President.

“The good people of Zongo, just like any other Ghanaian, deserve better. The strong and energetic youth, the brilliant student, the gifted athlete, the persevering parent, the hardworking artisan and the enterprising trader of our Zongos need a leader and government with progressive policies such as we have under the Zongo Development Fund to help them achieve their objectives and bring real development to our people and communities.”

Dr. Bawumia urged the people in the Zongo communities to continue to pray and support President Akufo-Addo and his government, so that they will continue to do more for them and the country.

“Let us also continue to support and pray for President Akufo-Addo and his government so that, inshaa Allah, we can stay on for 4 more years and do more for the good people of Zongo and Ghana.”

  • Children among 22 killed in attack on Cameroon village

At least 22 people have been killed in an attack on a village in north-west Cameroon, the UN says.

Over half those killed in Ntumbo were children, and local media report that several victims were burned alive.

No-one has claimed responsibility for Friday’s incident, but an opposition party blamed the army.

Cameroon’s government, which has been fighting separatists in the region for three years, denied involvement in the attack.

James Nunan, an official from the UN’s humanitarian co-ordination agency Ocha, told the BBC that a pregnant woman was among those killed.

Fourteen children, including nine under the age of five, were also among the dead, he said.

Mr Nunan said the incident has “terrified” the local population.

“Whichever group has done this has threatened that there will be more violence ahead,” he said. “The people we’ve spoken with are extremely traumatised and didn’t expect this.”

In a statement, one of the country’s main opposition parties – The Movement for the Rebirth of Cameroon – blamed “the dictatorial regime” and the head of Cameroon’s security forces for the attack.

Agbor Mballa, a leading figure in the separatist movement, also suggested that “state defence forces were responsible”.

An army official described the allegations as “false” when asked about the incident by AFP news agency.

Cameroon’s government has been accused of human rights abuses during the conflict, and US President Donald Trump has axed the country from a special trade program with America.

The government says separatists have killed dozens of civilians and security forces, but no official figures exist for civilians and separatists killed by government forces.

  • Church warns ‘adulterers’ amid Zambia divorce report

Churches in Zambia have called on citizens to act to lower the country’s divorce rate.

Infidelity, drunkenness, gender-based violence, difficulty conceiving, weight gain, and lack of access to marriage counselling were among key factors cited by the more than 20,000 couples who divorced last year.

More women than men initiated divorce, and the average age of couple was between 25 and 45.

Other reasons for divorce quoted in a report published by the state-owned Zambia Daily newspaper included the failure of some men to support their families and “the abuse of social media”.

“Those statistics are disappointing and defeat the biblical principles on marriage which says ‘only death should do us part,’” said Reverend David Masupa, president of the Independent Churches of Zambia.

Noting the prevalence of couples reporting adultery in their grounds for divorce, Rev Masupa said people needed to be reminded that “adulterers will not inherit the Kingdom of God”.

  • Nigerians have taken over Highlife – Amakye Dede

Highlife legend Amakye Dede has advised young musicians to do authentic Ghanaian music to keep our Highlife brand alive. In a recent interview with Graphic Showbiz, Amakye Dede said Ghanaians had allowed Nigerians to take our authentic Highlife sound from us.

“The only authentic music we have is Highlife but unfortunately it is only a few young musicians who are doing pure Highlife. We have allowed the Nigerians to take that from us and it is not so good for the future of our industry.

The likes of Kuami Eugene are doing great when it comes to Highlife music but I wish there were more young artistes taking up the genre,” he stated.

According to Amakye Dede, there is no way Nigerians should take Highlife music from us when it originated from Ghana.

“We can tell our own stories through Highlifeand that is what I mostly do on my songs. I try as much as people to make sure Ghanaians can relate to my songs,” he said.

Amkye Dede said his doors were open to any serious artiste who wants to do Highlife but it will only depend on how respectful the person was.

Amakye Dede began his career in 1973 when he joined the Kumapim Royals as a composer and vocalist. This band, led by the late Akwasi Ampofo Agyei (AAA), had hits such as Abebi Bewua Eso, Wanware Me A, Odo Mani Agyina, Ohohoo Batani.

  • Aspiring parliamentary candidate upset as NPP delegates endorse incumbent MP

Delegates of the New Patriotic Party (NPP) in the Bunkpurugu constituency of the North East region have unanimously declared support for the incumbent Member of Parliament, Solomon Namlit Boar, to run for the third time on the party’s ticket.

Mr Boar, who doubles as the Regional Minister, officially filed and submitted his nomination papers on Saturday at the constituency capital, amidst massive crowd of party supporters from distant villages.

After receiving and certifying the forms, the executives led the candidate to a rally ground held at the market square, where they mounted the platform, endorsed Mr Boar endorsement and urged other party supporters to campaign and vote for the incumbent MP.

    NPP B Solomon Boar

Speaking on the behalf of polling station executives, the electoral area coordinator for Binde, Chempong Iddrisu said, the decision to declare love, commitment, and support for the Regional Minister is based on observation and evaluation of the perspectives and agendas of the various candidates in the upcoming elections.

According to him, the MP has been tried, tested and proven to be the best bet for the constituency and it is for this reason that they are declaring and endorsing “him as their parliamentary candidate for election 2020”.

He described Mr Boar as someone who has acquired a great deal of experience of dealing with local politics and also earned respect from the public as well as lawmakers and Government officials at large.

    NPP B Solomon Boar

“Honesty, pragmatism and selfless dedication to duty and humility, and hopeful insights into our constituency’s problems and needs coupled with your willingness to examine the issues and listen closely to the general public concerns of Solomon Boar, sets him far apart from other candidates’ expected techniques and talk,” Mr Chempong stated.

The constituency secretary who represented the executives, Paul Louknaan also said Mr Boar has worked effectively in parliamentary affairs for the past seven years and brings excellent credentials to the position.

In response, the MP thanked the delegates and said it was another opportunity for members of the party to rally behind him to maintain the seat for the NPP.

    NPP B Solomon Boar

He promised more jobs for the youth and urged residents of the newly created region to trust President Akuffo Addo and his administration to bring rapid development to the area.

“I can assure every tom, dick and harry, that Nana means well for this country,” he said.

Reacting to the open endorsement, other aspirants indicated that the actions of the constituency executives go contrary to the party’s regulations that bar election committee members from declaring support for or promoting candidates and have called on the party’s regional executives to act.

An aspirant, Dr Francis Tingoti told JoyNews he expects the party executives at the regional level to bring down sanctions on the constituency chairman and his team.

Mr. Tingoti, who is a Finance officer at the Bagabaga College of Education in Tamale, described Saturday’s episode as “populism” and mind games” which will attract no attention from him.

  • Health officials alarmed by high HIV statistics in Tema metropolis

Health officials in Tema are worried about the latest HIV/AIDs statistics which put the municipality far above the regional figures.

Out of the 14,900 people who tested for the deadly virus in Tema, 1,222 were found to be positive.

While 817 out of the number tested at Tema South where the Tema General Hospital, a referral hospital is located, 103 cases were recorded in Tema North; the Manhean and Community One Clinics also tested 78 and 74 cases respectively.

“Currently, our outfit is working hard to reduce new infections among the population of Tema Metro and its environs by at least 10 per cent as well as to achieve the global aim of having at least 90 per cent of the people tested to know their status.

“Ninety per cent of those testing positive to receive sustained Anti-Retroviral Treatment (ART) and 90 per cent of those on ART to have their viral load suppressed”, Francisca P. Adzre, the Tema Metropolitan HIV Programme Coordinator, disclosed at the Tema Metropolitan Health Directorate during a performance review.

ouching on what she describes as an alarming revelation, the Tema Metropolitan Director of Health, Dr Sally Quartey attributed the increase in the last three years to careless lifestyle among residents.

According to her, although low publicity on the diseases can equally be blamed, less people will be affected if they pay attention to their health and lifestyle.

“In 2017, out of a total of 7,498 people who tested for HIV, 1,432 were found to be positive. That formed about 19% and then in 2018, a total of 7,830 people tested, of which 1,156 people were found to be positive. That formed 15%.

“Amazingly though, in 2019 the figures seem high. We realized that there were 14,900 people who tested and there were 1,222 who were positive and that means a percentage of 8.2.

“We believe that over the years we have become a bit complacent about HIV because long ago it became such a scare and everybody was jumping all over the place about HIV, but when it seems to be stable and coming down we have become relaxed. But this complacency has not helped,” she lamented.

Racism has been a bane of European football clubs and football governing body UEFA and even FIFA is struggling to deal with on a daily basis.

In their league game on Sunday against Preußen Munster, a fan from Preußen Munster hurled racist abuse towards the German born Ghanaian footballer and what happened next was incredible.

He added that the focus on his office was “sponsored nonsense in the media”, and insisted that his office did not procure arms for the government.

But Kenyan media say this latest tweet appears to be an admission that former Sports Minister Rashid Echesa, who is facing charges of being involved in an illegal arms deal, used Mr Ruto’s office to conduct his business.

In a previous tweet, Mr Ruto has referred to Mr Echesa and others as “fraudsters”, in relation to reports about these same allegations that Mr Echesa used Harambee House Annex for meetings.

Mr Ruto, whose office was raided by investigators over the weekend, said he never met the former minister and the business people he visited with, and was not involved in the alleged deal reportedly worth 40bn Kenyan shillings ($397m; £304m).

Mr Echesa has also denied the allegations.

The former sports minister was fired by President Uhuru Kenyatta in March 2019 for undisclosed reasons.

  • Kordzi powers Hearts past Bechem United

A last-gasp strike by Kofi Kordzi ensured Hearts defeated Bechem United 3-2 in a fascinating game at the Accra Sports Stadium.

Kordzi scored two goals on the day while Fatau Mohammed grabbed the other goal. Prince Adu and Hafiz Konkoni were on the scoresheet for the Hunters.

Hearts had a slow start to the game but created some decent chances in the early stages.

Kordzi should have put the home side ahead in the 12th minute but his effort on goal was feeble as Bechem United goalkeeper Daniel Afadzw gathered safely.

Hearts were on the front foot as they dominated possession half way through the first half.

Bechem United took the lead against the run off play after Referee Benard Domfeh awarded the away side a penalty after Hafiz Konkoni was brought down in the penalty box.

Prince Adu stepped up and struck home from 12 yards.

There was more drama past the half hour mark after Referee Domfeh awarded Hearts a penalty under controversial circumstances.

Kordzi made no mistake from 12 yards as he pulled parity for the Phobians.

The game produced some thrilling attacking football, but the first half ended with both sides level.

Hearts started the second half on the front foot playing some impressive football. Fatau Mohammed put Hearts in the lead in the 64th minute when he tapped in from close range after a shot from substitute Umar Manaf.

Charles Bosomtwe could have pulled parity for the away side on the 73rd minute mark but his header sealed wide off the cross bar.

Konkoni restored parity for the away side two minutes later after Randolf Augustine beautifully teed up the striker who calmly slotted from close range.

Benjamin Effutu had a glorious opportunity to put Hearts in the lead in the 77th minute but he shockingly missed from five yards to the despair of the home supporters.

The pressure from Hearts was relentless and deservedly grabbed the winner in stoppage time after Kordzi’s powerful header went past
    Bechem United goalie Afazdwu.

Kofi Kordzi was later adjudged Man of the Match.

The first surprise result of match-day 10 came at Golden City Park when Inter Allies produced a stunning 3-1 away victory, while Liberty Professionals thumped Aduana Stars 5-2 at the Carl Reindorf Park.

  • Police storm Okuapeman and Mt. Sinai Schools as students clash again

Armed Police personnel led by the Akropong District Police Commander, Stephen Tetteh, have stormed the campuses of Okuapeman and Mount Sinai Senior High Schools following renewed clashes between the two rivalry schools.

Students from the two neighboring schools attacked each other hurling stones and sticks creating pandemonium as the female students run helter-skelter for safety.

The renewed violence was triggered after a student from Okuapeman was caught defecating in the open on the boundaries for which students of Mt. Sinai attacked him. The attack angered his colleagues who also mobilized to launch a reprisal attack which was retaliated creating a chaotic situation.

Some students are reported to have suffered minor injuries during the violence.

According to Akropong District Police Commander, Stephen Tetteh, it took the swift intervention of Police to restore calm after maintaining police presence in the School till Sunday afternoon.

Meanwhile, the Municipal Chief Executive for Akuapem North, Dennis Aboagye, in his capacity as Chairman of the Municipal Security Council has visited the two schools to address them to remain calm.

There is a long-standing feud between the two schools which degenerates into attacks on trivial issues.

In November 2019, the two schools clashed during Inter -schools sports competition which led to the destruction of properties.

The swift intervention of Police amidst firing of warning shots to disperse the rampaging students armed with stones, sticks and other implements saved the situation. A Polytank in Mount Senai SHS and other properties were, however, damaged.

The adamant students launched reprisal attacks in the evening forcing the Police to redeploy armed personnel to the schools to maintain law and order.

At least three of the students suffered minor injuries during the disturbance. One of the injured students from Mount Senai SHS was pounced on and beaten after he went to defecate in the bush close to the boundary of Okuapeman SHS.

  • U.S.$4.6 billion Abacha loot returned in 18 years-I nvestigations

Nigeria has over the past 18 years recovered $4.6 billion (1.4trn) allegedly looted from the nation’s treasury and stashed abroad by the late Head of State, Gen. Sani Abacha. Data on the recoveries collated by Daily Trust indicates that the funds were repatriated mainly from four countries between 2002 and 2020 under the administrations of Olusegun Obasanjo, Goodluck Jonathan and Muhammadu Buhari.

The countries include Switzerland, Jersey Island in the United Kingdom, United States of America and Liechtenstein.

Under the administration of former President Olusegun Obasanjo, $1.2 billion was recovered in 2002; $149 million from Jersey Island, the UK in 2003; $500 million recovered in 2004 from Switzerland and another $458 recovered in 2005 from Switzerland.

During the Goodluck Jonathan administration, $1 billion was recovered in 2012 and $380 million in 2015, both tranches from Switzerland. The Jonathan administration also recovered $227 million from Liechtenstein in 2014 and $48 million from the United States the same year.

President Muhammadu Buhari’s government recovered $322 million from Switzerland in 2017 and $308 million from Jersey Island, United Kingdom in February 2020, being the latest.

Of the four countries, Switzerland tops the list of countries where the funds were recovered from.

A total of about $2.6 billion of the funds so far repatriated to Nigeria was recovered from Switzerland while the other recoveries came from UK and USA. Switzerland was the principal recipient of funds allegedly stolen under the Abacha regime. However, there are concerns that funds so far recovered may have been ‘re-looted’ or mismanaged by those at the helms in Nigeria.

Last week, an agreement was signed by the federal government, the government of Jersey and the United States to repatriate $308m of such funds to Nigeria, under some conditions.

The agreement which the Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami, signed behalf of Nigeria, tied the return of the funds to three major projects across Nigeria.

The projects include the Lagos-Ibadan Expressway (Western Region), Abuja-Kano Road (Northern Region), and Second Niger Bridge (Eastern Region).

    Conditional transfer

Negotiations for the return of the funds which began in 2018, according to the agreement, specifically indicated out who will manage the assets and the various organisations that would monitor the expenditure to ensure that they are not diverted to other purposes.

The tripartite agreement reads in part: “The projects on which the funds will be expended will be administered by the Nigeria Sovereign Investment Authority and independently audited. The Federal Republic of Nigeria will establish a monitoring team to oversee the implementation of the projects and report regularly on progress.

“The Nigerian government, in consultation with the other parties, will also engage civil society organisations which have expertise in substantial infrastructure projects, civil engineering, anti-corruption compliance, anti-human trafficking compliance, and procurement to provide additional monitoring and oversight.”

The attachment of the conditions was blamed on the poor accountability and high level corruption in the country, especially that previous repatriated funds were said to have been stolen.

The latest fund to be repatriated was looted through the US but was recovered and confiscated in Jersey Island at the request of the US government.

The funds were laundered through the U.S. banking system and then held in bank accounts in Jersey in the name of Doraville Properties Corporation, a British Virgin Islands company, and in the name of a son of the ex-military ruler.

“This agreement has culminated in a major victory for Nigeria and other African countries as it recognizes that crime does not pay and that it is important for the international community to seek ways to support sustainable development through the recovery and repatriation of stolen assets,” Malami said after the agreement was signed.

He said the funds would be administered by Nigeria’s sovereign wealth fund and used to develop roads that will boost supply chain connections and economic growth.

The Swiss government in 2017 said it would return to Nigeria about $321m in assets seized from Abacha’s family via a deal signed with the World Bank.

In a separate news release, the U.S. Department of Justice said it was seeking to enforce forfeiture judgments for approximately $30m in assets located in Britain and more than $144m in France.

The moves to recover the funds started just after former President Olusegun Obasanjo got to office in 1999.

In April 2002, the Abacha family returned $1bn to the federal government in a deal which involved the Swiss Federal Office of Justice.

The deal allowed the family to keep $100m and required the government to drop “some criminal charges” against Mohammed, Mr Abacha’s son, New York Times then reported.

According to Transparency International (TI), in 2006, another $723m was returned to Nigeria from Switzerland but was largely unaccounted for.

“That past experience led Switzerland to controversially attach conditions to the repatriation of this batch of $322 million in 2018, including third party oversight – meaning that the World Bank will now monitor the distribution of the funds,” TI said.

A Swiss court in December 2014, ruled that the Swiss government should repatriate the funds on condition that the World Bank would monitor its use.

This was followed by the federal government, the Swiss Federal Council and the World Bank Memorandum of Understanding (MOU) on December 4, 2017, capturing the tripartite agreement on the World Bank’s monitoring role and the modalities of the fund’s repatriation and disbursement.

While the World Bank’s role is limited to monitoring the use of the funds, the responsibility for the use of the funds is with the federal government.

    Previous arrangements

In 2005-2006, the funds were returned directly from Switzerland to the Nigeria and were programmed into the national budget and utilized by the Nigerian government in line with its National Economic Empowerment and Development Strategy (NEEDS).

At that time, at the request of, and in agreement with the Nigerian and Swiss governments, the World Bank carried out an ex-post analysis on the use of the repatriated funds, particularly in terms of the contribution for these funds to NEEDS.

The bank’s analysis took a two-pronged approached looking at general budget expenditure trends at the macro level while also conducting a field survey of randomly selected projects funded under the budget program. Its role was limited to analyzing spending of repatriated funds after they were disbursed, and had no role in supervising the implementation.

In addition, in order to provide independent monitoring of the use of the funds, Nigerian Civil Society Organizations under the umbrella of the Network on Asset Recovery (NAR) made up of civil society organizations with expertise in anti-corruption and asset recovery will monitor the use of the funds for cash to beneficiaries and provide bi-annual reports on the use of the funds.

    US warning

The United States warned Nigeria to be prepared for repayment if the latest $308m in question about to be released to the country was stolen again.

The spokesperson for the US State Department, Morgan Ortagus, in a statement said this was part of the deal with the Nigerian authorities before the Island of Jersey where the funds are being kept, agreed to its repatriation.

“The funds will be used by the Nigerian Independent Sovereign Authority for three infrastructure projects in strategic economic zones across Nigeria. To ensure that the funds are used responsibly and for the good of the nation, the agreement includes mechanisms for monitoring the implementation of these projects as well as external oversight, and it requires Nigeria to repay any funds lost as a result of any new corruption or fraud to the account established to hold the returned assets.

“This return reflects the growing international consensus that countries must work together to ensure stolen assets are returned in a transparent and accountable manner. This agreement is a symbol of the weight that the United States government places on the fight against corruption,” he said.

The US said they welcome President Muhammadu Buhari’s personal commitment and would continue to support civil society and other Nigerian efforts to combat corruption at all levels, as the fight against corruption is an investment in the future of Nigeria.

    Reactions

In one of the earliest reactions, a human rights lawyer, Mr. Femi Falana, advised President Buhari to reject Switzerland’s conditions for the return of $321m loot. Falana said the condition given by the Swiss government, which allows the World Bank to supervise the spending of the returned assets, breaches international law.

Falana urged the federal government to collaborate with relevant civil society organizations to mount campaigns locally and internationally to ensure full compliance by Switzerland, the United States and other countries with international law principles of accountability, sovereignty, equality, fairness and non-interference.

Also, the Civil Society Legislative Advocacy Centre (CISLAC) and the Transparency International’s chapter in Nigeria, expressed concern about a lack of parliamentary and public approval of the distribution scheme.

CISLAC’s Executive Director, Auwal Musa Rafsanjani, said the center had repeatedly called for a trust fund to be set up to manage the repatriated assets, and other assets seized within Nigeria. According to him, repatriated assets from abroad account for only 10 to 15 percent of all assets seized since 2015.

“We are supporting the government in this recovery but with the condition that there must be an establishment of integrity trust fund that would manage this money and assets. We want to ensure that we have an institutional framework that would monitor the recovered assets in Nigeria,” Rafsanjani said.

  • Uganda’s labour minister warns youth against social media misuse

Minister of State for Labour, Mr Mwesigwa Rukutana has warned ‘idle youths’ against what he described as increased tendencies of misuse of Social media platforms by posting hate and sectarian information aimed at frustrating government projects.

According to the minister who is also the MP Rushenyi County, social media platforms like Facebook, Twitter and Instagram were designed to help people keep up with friends, unite those with distinct ideas and help government where there are some loopholes.

However, social media users in Uganda have a tendency of spreading propaganda and sensational information, according to Mr Rukutana.

He said this had fueled cyber bullying and amplified social divisions among citizens.

“It is unfortunate that some youths have opted to use social media to criticize government programmes and sectors such as health and other infrastructural development and attack their leaders claiming that they have done nothing yet things are there. I want to tell you that your wishes are our wishes. If all wishes were horses, beggars would ride, ” Mr Rukutana said during an impromptu visit to Rubaare Health Centre IV in Rubaare Town council, Rushenyi County on Sunday.

The minister also refuted reports that Rubaare Health Centre IV was not working because it lacked equipment.

He said he was concerned about a viral social media post alleging that the health facility was ‘sick’ due to inadequate equipment.

“Such is done by wrong elements used by local leaders who failed to win political seats during last general elections. Local politicians who lost elections must stop misusing unemployed youths to criticise government facilities and programmes on social media platforms,” he said.

According to the minister, all departments of the health facility are operational except the theatre which developed cracks on the roof before the Ministry of Health suspended operations. He pledged to get all necessary materials to renovate the theatre.

According to Ntungamo District health officer, Dr Richard Bakamuturaki, the theatre has not been operational for the last five years because it needs Shs24 million to renovate the ceiling.

Ntungamo District has 41 health units including Itojo hospital and four health centre IVs.

Earlier, the minister donated Shs1 million to Rubaare Elders’ Association comprised of 260 members led by one Simeon Kakoona Biganja. The money was aimed at empowering the elders in both Rubaare Sub County and town council, according to the minister.

  • Work with right values – Kagame urges government officials

President Kagame cautioned Government officials against treating their jobs and institutions they run as if they own them.

President Paul Kagame on Sunday cautioned leaders who regularly fail to deliver on their responsibilities that it was fundamental to uphold the right values and character if they are to fulfil their duties.

He was speaking at the opening of the 17th edition of the National Leadership Retreat, also known as Umwiherero, at the Rwanda Defence Force Combat Training Centre in Gabiro, Gatsibo District.

The retreat brought together more than 400 leaders including the First Lady, central and local government, parastatals, private sector and youth representatives from different sectors.

The Head of State rejected the idea that everything the country has failed to achieve is a result of lack of skills or resources.

“The reason for not doing things right is having the wrong values. You have the skills and knowledge and you know what needs to get done but you have the wrong values,” he told the leaders.

The President cautioned the government officials against treating their jobs and institutions they run, as if they own them. He reminded them that they are public servants and should work in the interest of Rwandans. And, if they feel, they can not deliver, they should be honest enough to admit they need to step down.

While the country has made a lot of progress over the last 17 years, Kagame said, there was a lot more that needs to get done to deliver the country’s transformation goals.

While the President strongly criticized leaders for repeated cases of misconduct and negligence, he urged the younger audience against following a similar path.

“It’s never too early to be responsible and mature to understand the strategic objectives of our country,” he added.

Kagame highlighted scenarios where leaders failed to deliver on their responsibilities.

“When we experienced problems with our Ugandan neighbors, some of our people grieved. I learned that citizens had been driven to access basic services like health, education and other services from our neighbor,” he said.

“The situation made us look at things in a different lens. But the truth is, we had not failed to have these services, we had just abandoned our people,” Kagame pointed out.

    Economy thriving

Despite the challenges Rwanda has faced, Kagame highlighted that the country’s economy continued to grow.

In the past two years (2018 and 2019), the Head of State indicated that Rwanda achieved strong growth compared to previous years.

Rwanda’s economy grew at 10.9 per cent in the last three quarters of 2019, driven by different sectors, notably services, industry and agriculture.

The President challenged the private sector to even think bigger and do more to grow their businesses.

Kagame insisted that Rwanda is at a critical stage where leaders cannot afford to sit and just watch.

“We shouldn’t stop now,” he said.

The conversations on the first day revolved around what the country needs to achieve Vision 2050 – 30 years from now.

Prime Minister Édouard Ngirente said that it will require making strategic investment, efficient use of public resources, and working together to achieve that vision.

He stated that this year’s retreat will allow leaders to chart a new chapter of growth for the country.

“We see this gathering as a platform to examine ourselves. We also see it as an avenue to question those who didn’t deliver, but also chart a way forward,” he said.

According to the Premier, 43 activities out of 57 that were adopted from last year’s retreat were being implemented.

However, he admitted that the government was lagging behind when it comes to investing in education and correcting mistakes in health sector.
