  • Vatican synod proposes ordaining married men as priests in the Amazon

Catholic bishops approved a proposal Saturday allowing some married men to be ordained as priests in the Amazon region.

The proposal, which must be approved by Pope Francis, would be a historic change to the church’s centuries-old tradition of unmarried priests. It passed by a vote of 128-41 and applies only to some churches in the Amazon region that are experiencing a shortage of priests. The region includes parts of Bolivia, Brazil, Colombia, Ecuador, French Guiana, Guyana, Peru, Suriname and Venezuela.

The proposal, known as “viri probati,” refers to older Catholic men, who have stable families, are respected in their communities and who are already ordained as deacons in the church.

Read:Pope admits clerical abuse of nuns including sexual slavery

Allowing married men to become priests is not the same thing as allowing priests to marry, so the change would not affect the rule of celibacy for Catholic priests, who are not allowed to marry.

Pope Francis must approve the proposal for it go into effect, something he said he hopes to respond to by the end of the year. The pope has previously stated he was open to studying the possibility of allowing married men to be ordained.

Although the Catholic Church currently only ordains unmarried men to the priesthood, some converts, from Anglicanism for example, can become Catholic priests even if they are already married.

Read:Pope Francis summons bishops to Vatican amid sexual abuse claims

The proposal to ordain married men was one of the most contentious recommendations voted on Saturday evening at the conclusion of a three-week-long meeting at the Vatican to discuss environmental and religious issues affecting the Amazon region.

The Vatican invited 184 bishops and priest from the Amazon region and around the world for the special meeting known as a synod. Thirty-five women, mostly religious sisters and nuns, were invited but did not have voting rights.

Another proposal recommended continuing to study the possibility of ordaining women as deacons. A commission set up by Francis in 2016 did not result in any conclusive recommendations.

A 12-year-old boy has been charged with murder after he found his father’s gun and shot his little brother dead, Limpopo police said.

Their mother heard the gun shot on Saturday morning and rushed her younger child, 3, to the local clinic in gaMolepo in Mankweng but he was certified dead on arrival, said Brigadier Motlafela Mojapelo.

He said the father, 53, who is a former security officer, apparently left his firearm in a bag that was hung against a wall in his room.

  • Pulisics hat-trick fires Chelsea to seventh consecutive victory

Chelsea’s American forward Christian Pulisic scored his first Premier League goals for the club with a hat-trick and Willian added another in an entertaining 4-2 win at Burnley on Saturday.

Pulisic, who made his first league start since Aug. 31, was on target twice in the first half and made it 3-0 with a sublime header after the break before Willian got the fourth, stretching Chelsea’s streak to seven successive wins in all competitions.

The win left Chelsea fourth on 20 points from 10 games while Burnley are 11th on 12 points after a tepid performance in their 200th Premier League fixture and 100th at Turf Moor.

The 21-year-old Pulisic, who became the youngest Chelsea player to score a hat-trick, fired the visitors ahead in the 21st minute after shaking off two defenders and doubled their advantage with a deflected shot on the stroke of halftime.

The U.S. international capped a stellar performance in the 56th before the lively Willian fired an arrowed shot into the far corner from 12 metres after neat footwork in the area.

Chelsea then had a penalty rescinded after a VAR check before Burnley scored two late goals, as Jay Rodriguez rifled in a piledriver from 25 metres in the 86th minute and Dwight McNeil drove home a deflected effort three minutes later.

  • Man City see off Villa to close gap on Liverpool

Manchester City boss Pep Guardiola says his side showed relegation form in the first half of their win over Aston Villa, as they cut Liverpool’s lead at the top of the table to three points.

City, who are in second place in the Premier League, scored three second-half goals to see off a determined Villa side.

But Guardiola was unimpressed with the way the defending champions started the game – apart from Raheem Sterling, whom he felt led by example with his attacking play.

Speaking about his side’s title challenge, Guardiola said: “I am not concerned about the table, I am concerned all the time with how we play.

Read:Man City not ready to win Champions League Guardiola

“If we play at the level we did in the second half, we can be there until the end of the season, I am sure of that.

“But if we play like we did in the first half, we will be relegated or in the relegation positions, far away from leading the table. We did not play the way we should play, and the only player who was aggressive when we had the ball was Raheem.

“In the second half we imitated him. He showed us the way we wanted to play, and it was much better.”

Liverpool can restore their six-point advantage if they beat Tottenham on Sunday – although after dropping points last weekend, the Reds go into that game knowing they now have the defending champions breathing down their neck.

Read:Bernardo Silva: Man City forward charged by FA over Benjamin Mendy tweet

As Guardiola acknowledged, it did not always look like turning out that way for City, who had to work hard to break down a well-organised Villa side.

The visitors had largely frustrated City in the first half but their resistance lasted for only 20 seconds after the restart.

After Villa squandered possession from their own kick-off, Ederson’s long punt forward was flicked on by Gabriel Jesus and into the path of Sterling, who made no mistake.

Jesus should have made it 2-0 soon afterwards when a mistake by Bjorn Engels left him clean through, but a combination of a Tom Heaton save and a brilliant goal-line clearance by Tyrone Mings denied him.

Read:Sterling blasts 11-minute treble as Man City run riot

City had to wait until the 65th minute for their second goal, which confusingly was eventually awarded to David Silva, after a long delay for a VAR decision that had concluded it was Kevin de Bruyne’s goal.

It was unclear at first glance whether Silva or Sterling, who would have been offside from a Silva touch, had got a deflection on De Bruyne’s wicked curling cross but after a four-minute delay that was met with derision by both sets of fans, it was ruled it had gone straight in and was allowed to stand.

However, some time after the final whistle, the goal accreditation panel – an independent entity which has no affiliation with VAR – awarded the goal to Silva, who had wheeled away in celebration.

Nonetheless, Ilkay Gundogan made absolutely sure of the points a few moments later, when Fernandinho’s shot was cleared into his path, and he expertly adjusted his body to put away a fine first-time finish.

The hosts finished the game with 10 men after Fernandinho was shown a second yellow card.

  • Kanye West finally drops his ‘Jesus Is King’ album

Kanye West’s eagerly awaited “Jesus Is King” album released Friday.

It was a little later than his followers expected, but better late than never.
His followers had been waiting for the album to arrive at midnight, but West tweeted early Friday that there was a delay.

“To my fans Thank you for being loyal & patient,” the tweet read. “We are specifically fixing mixes on “Everything We Need” “Follow God” & “Water” We not going to sleep until this album is out!”

The rapper tweeted a track list Thursday to prepare his followers.

“JESUS IS KING,” the tweet read. “Midnight.”

The track titles include “Every Hour,” “Selah,” Follow God,” “Closed On Sunday,” “On God,” “Everything We Need,” “Water,” “God Is,” “Hands On,” “Use The Gospel” and “Jesus Is Lord.”

Read:Kanye West holds first church service on the streets

Folks have been checking for the album since August 29, when his wife, Kim Kardashian West, shared what appeared to be a handwritten track list with the date September 27 on social media.

Song titles included “God Is,” “Water” and “Sweet Jesus.”

But September 27 came and went with no album release.

Not that the river went completely dry — as West continued to host his Sunday Services, including in Atlanta and his native Chicago, and announced a forthcoming “Jesus Is King” IMAX film that documented those services.

On September 27, Kardashian West tweeted what appeared to be an undated track list with the words “Have faith.”

Two days later, West held an event in New York City where he reported debuted clips from the documentary and played music from the new album.

Pitchfork reported that West talked to the crowd a bit about his Coachella Sunday Service held this year during the music and art festival.

Read:No preacher can win more souls for Christ than Kanye West Sonnie Badu claims

“I wasn’t fully saved during Coachella,” West reportedly said. “I came to know the truth and joy of Jesus. This album is an expression of the gospel.”
The rapper/producer and provocateur has been holding his Sunday Services for months now.

The events, some of which have drawn celebrities such as Brad Pitt, are a special mix of hip hop and spiritual.

The weekly services started out are invitation-only, and followers first learned of them in January.

“It’s honestly more like a healing experience for my husband,” Kardashian West told Elle. “It’s just music; there’s no sermon. It’s definitely something he believes in — Jesus — and there’s a Christian vibe. But there’s no preaching. It’s just a very spiritual Christian experience.”
She said it’s open to all faiths.

“Everyone that comes understands it’s just a really healing experience with an amazing choir and amazing messages about love to start off your week,” the reality TV star said.

The album release comes the same day his IMAX film “Jesus Is King” is set to hit select theaters.

The movie was directed by Nick Knight and filmed in James Turrell’s large-scale artwork, the Roden Crater, in the desert of northern Arizona.
On Thursday, West told Zane Lowe in an interview for Beats 1 that he will also be releasing a Sunday Service album titled “Jesus is Born” at Christmas.

  • Portuguese doctor suspended after baby born without a face

A Portuguese obstetrician has been suspended after a baby was born without a nose, eyes or part of his skull.

The parents of baby Rodrigo had not been aware of their son’s severe physical abnormalities until he was born earlier this month.

Medical council officials have voted to suspend Dr Artur Carvalho over allegations of negligence.

It has emerged that other complaints, dating back more than a decade, have been made involving other babies.

Reports of those cases, detailed by Portuguese media, have provoked widespread outrage.

Dr Carvalho has not commented publicly on any of the allegations and the BBC has been unable to reach him directly.

    Read:US baby born on 9/11 at 9:11 weighs 9lb 11oz

    What happened to Rodrigo?

Rodrigo was born on 7 October at São Bernardo Hospital in Setúbal, about 40km (23 miles) south of Lisbon.

His mother had been under Dr Carvalho’s care for three ultrasound scans throughout her pregnancy at a private clinic and the parents say the doctor raised no concerns about the foetus’s health.

The mother then reportedly had a fourth, more detailed, 5D ultrasound at a different clinic while six months pregnant. During that scan the possibility of abnormalities was raised, only for Dr Carvalho to allegedly dismiss concerns.

“He explained that sometimes some parts of the face are not visible (on ultrasounds)… when the baby’s face is glued to the belly of the mother,” Rodrigo’s aunt was quoted by AFP as telling a local broadcaster.

After Rodrigo’s birth and his abnormalities became clear, his parents were reportedly told he would only survive for hours.

However, more than two weeks on, the boy is still alive under hospital care.

His parents have reportedly submitted a complaint about Dr Carvalho to the Portuguese Prosecutors’ Office.

    Read:Baby dies after home circumcision

    What are the other cases?

Amid outrage at baby Rodrigo’s case, other complaints against Dr Carvalho have come to light.

At least six medical complaints are currently open against him, dating back to 2013, according to health officials.

Other parents have come forward to share their personal stories with Portuguese media of Dr Carvalho’s alleged failure to detect health issues in their own pregnancies.

In one case a baby was born in 2011 with a facial disfigurement, deformed legs and severe brain damage.

The mother, named Laura Afonso, told Publico newspaper that she had submitted a criminal complaint against the doctor only for a prosecutor to dismiss it.

Now aged eight, her child had had multiple operations but still cannot speak or walk, she said.

Another criminal case where the child died months after their 2007 birth was also reportedly dismissed without reaching trial, Publico reports.

Read:Tunisian health minister resigns over 11 baby deaths

    What has reaction been?

The growing scandal has sparked outrage in Portugal. It has raised questions about how the country’s health system works, as well as procedures for complaints.

Miguel Guimarães, president of Portugal’s medical association (Ordem dos Médicos), last week gave a press conference where he said he had directly contacted Dr Carvalho, given the “social alarm” caused by the case.

The doctor, he said, had agreed to stop performing procedures while investigations continued.

The body’s disciplinary council then met earlier this week and unanimously agreed Dr Carvalho should be suspended for six months while investigations continued.

“There is strong evidence” of the doctor’s negligence, which “may lead to a disciplinary sanction,” Alexandre Valentim Lourenco, medical council chief for the southern region told a local broadcaster after the decision was announced.

Mr Lourenco said he hoped the suspension would go some way to help “reassure” pregnant women over the scandal.

  • EU delays vote on approving Brexit extension

The European Union said Friday it will delay voting on another extension for Britain to leave the European Union, until as late as Tuesday.

The EU’s chief Brexit negotiator, Michel Barnier, said there has been no decision yet from EU ambassadors about Prime Minister Boris Johnson’s request to push back the departure deadline to Jan. 31.

Johnson wrote in a letter to the EU that his government wants the option to leave the 28-nation bloc earlier than the end of January, if he can get an agreement through Parliament. Johnson’s deal, brokered with the union last week, has yet to receive enough support among British lawmakers.

Johnson has said he would grant Parliament more time to debate the proposal if they agreed to an early general election in December, so new lawmakers and a new government would be in place by Christmas. He’s also sought to pressure opposition Labor Party leader Jeremy Corbyn to make a decision by telling him to “Man up.

“Let’s have an election on Dec.12,” he said.

The move could prove divisive for Corbyn, as the Labor Party is split on the issue of an early December vote.

British Chancellor of the Exchequer Sajid Javid said an election would “put an end to this dysfunctional parliament.”

“If we don’t have this election then we will continue with this zombie parliament,” he said.

Corbyn, however, said he will only back an early election if Johnson abandoned his pledge to leave the EU without an agreement, if necessary.
“I’ve said all along, take [a no-deal exit] off the table, and we’ll have the election,” he said.

  • Private Lotto operators call on government intervention

Private Lotto operators and agents have called for the urgent need for the government to come out with a policy framework for private Lotto operations in the country.

The operators, who come under the umbrella of the Ghana Lotto Operators Association (GLOA) and Concerned Lotto Agents Association of Ghana (CLAAG), is of the view that this would help end an impasse between them and the National Lottery Authority (NLA).

Mr Kwaku Duah, Executive Secretary of CLAAG, who read a communique on behalf of the group, after a meeting in Kumasi, said the actions of the NLA, were creating a bad image for the government and it is time government intervened.

The meeting was to brief private lotto operators and agents in the Ashanti Region on the current developments in the private lotto business and seek their views on the way forward.

Mr Duah, said the NLA after collecting huge sums of money from private operators and agents to register and grant them licenses to use its numbers for the “Banker-to-Banker” Lotto operations, was trying to turn its back on the agreement.

NLA has also refused to refund the monies collected from members of the association.

Mr Duah said what the members were agitating for was a license for them to operate as independent business people and called for an amendment of the national Lottery Act to make the NLA a regulator and not a competitor in the lotto business.

Read:NLA has our support, ignore fake groups -Licensed lotto agents

He said private lotto operations directly employed more than one million people in the country and any attempt to cripple that business would be very disastrous for the government.

Mr Ato Conduah, a private legal practitioner working for the operators, said NLA was not being truthful with its dealings with the private sector operators.

He said the attempt by the management of NLA to get rid of the operators and agents and use their employees to retail for the NLA, would not work.

Mr Conduah said the government has a responsibility to come out with a clear policy direction to ensure that private lotto operators worked in a peaceful environment and pay taxes to the government for national development.

He said SSNIT understood that businesses “go through hard times and that is we engage employers who might for one reason or the other delay in complying.”

“So, when employers default and we show up with that demand notice, there is a 30-day grace period within which you can pay up or negotiate mutually beneficial terms of the settlement.

“However, we are sometimes compelled to take legal action against recalcitrant employers because as I said, the law places an obligation on us to pay benefits to workers and or their dependents,” he said.

  • Man arrested for robbing, raping Ho Technical University student

Two men armed with a machete and metal bar held two students of Ho Technical University, in Ho, in the Volta Region, hostage in their hostel rooms, robbed them of their cellular phones and other belongings, before raping them, a police enquiry has heard.

The men forced the students to disclose their mobile money transfer PINs to them.

Ho Technical University asked to develop policy on sexual harassment

After that, they proceeded to a mobile money merchant at 4am to withdraw GH¢80 from one of the phones, and that led to the arrest of one of the suspects, Emmanuel Courage Banitsi, a 22-year-old resident of Ho-Hliha.

The other suspect, Prince Adu, is now at large.

The Ho Municipal Police Commander, Deputy Superintendent of Police (DSP) Anthony Danso, told the Ghanaian Times in Ho, yesterday that the terrifying incident took place at about 2am on October 12 in the hostel block close to the university.

According to him, the men warned their victims not shout to attract the attention of other students at the hostel or else they would kill them.

It was after a report was made to the police that the mobile money merchant who knew Banitsi sought the assistance of other members of the public to arrest and hand him over to the police, six days after the incident.

DSP Danso said that the mobile money merchant trapped the suspect with a woman who asked Banitsi to accompany her to a drinking spot for fun.

More trouble for disputed Ho Technical University Vice-Chancellor

Unknown to the suspect, friends of the woman and the mobile money merchant had laid ambush near the spot.

As soon as the woman and the suspect arrived at the spot in the taxi, which he had chattered, the men who had laid ambush overpowered Banitsi.

The suspect was said to have struggled with the men ferociously in an attempt to escape, but his captors pointed daggers at him and warned him to remain calm and accompany them to the police station.

Banitsi, a Senior High School (SHS) dropout, in his caution statement at the Ho Central Police Station, admitted the offences, saying he raped one of the students while Adu raped the other.

The suspect, who claimed to be cellular phone repairer, further said that out of the GH¢80 which they withdrew from the stolen phone, he was given GH¢35 in addition to the Tecno phone, which he swapped with a portion of marijuana from “someone”.

DSP Danso commended the mobile money merchant and other members of the public for assisting the police in the arrest of Banitsi.

“We appreciate these forms of support and tip-offs on criminals from the public,” the municipal police commander said.

At the time of filing this report, Banitsi was being processed for court on charges of robbery and rape.

  • Juventus seek 300m euros boost to keep up with European rivals

Juventus president Andrea Agnelli on Thursday asked the club’s shareholders to approve a 300 million euro ($333 million) capital increase to help expand the Italian club’s global ambitions.

Despite losses of 39.9 million euros ($44m) last season, Agnelli asked shareholders for a major investment as part of a five-year plan to keep pace with European rivals such as Real Madrid, Barcelona and Manchester United.

“Today, we ask you, the Shareholders to approve a 300 million capital increase for our 2019/2024 development plan,” Agnelli said at the club’s Allianz Stadium in Turin.

“The objective of this capital increase is the future development in a wide-ranging horizon,” he continued.

“We must imagine this season as a new year zero, with the desire and determination to think big.

Read:Juventus win again to make best start to season in 88 years

“We must be extremely proud of our development and our growth rates, but we must keep with the pace.

“These numbers seem enormous when compared to the Italian reality, but our point of reference is the great European clubs.”

Portuguese star Cristiano Ronaldo’s signing in 2018 was central to Juventus’s ambitions to expand their brand globally.

And Agnelli said that he hoped the 34-year-old would lift a sixth Ballon d’Or title this year.

“I hope that Cristiano can win the Ballon d’Or because he deserves it,” said Agnelli.

Despite their domination in Italy, winning the last eight Serie A titles, Juventus have not lifted the Champions League trophy since 1996.

“Juve is the biggest football club in Italy but only one of the big ones in Europe,” he said.

“If we look at the big names of England, Spain and Germany, their turnover is between 500 million and a billion,” said Agnelli.

The recapitalisation would be part of a five-year development plan from 2019-24.

“The vision of the new plan must be to make Juventus prosper as a global brand, recognized by all stakeholders and future generations as a modern, innovative and iconic brand,” he said.

Club revenues up to June 30 last were 494.4 million euros, a 20 percent increase on the previous year, Agnelli said.

However, the financial year to June 30 closed in the red with losses of 39.9 million euros, nearly double the 19.2 million euro deficit in 2018.

After ditching their iconic black and white striped jersey last season, the club also have a new ‘J’ logo, and on the pitch are looking for a new eye-catching style of football under new coach Maurizio Sarri.

In addition the team have invested heavily in their new “J-Hotel,” 300 metres from their Turin stadium and the “J-Medical”, the private clinic of the club.

“We have allocated around 400 million euros to direct and indirect investments in real estate development,” said Agnelli.

“Our growth is confirmed by our UEFA ranking: We are currently fifth but we have reasonable grounds to think about finishing fourth,” said Agnelli.

“We have become the fourth fan base club in Europe. Furthermore, our new office in Hong Kong will allow us to grow further in that part of the world.”

Agnelli said women’s football was an area of growth with their Juventus women’s team winning the last two Italian league titles.

Meanwhile, Juventus announced on Thursday that US car manufacturer Jeep had agreed to increase its sponsorship from 25 million euros to 42 million euros a year for the next two seasons.

Jeep are owned by Fiat Chrysler Automobiles, which belongs to Juventus’s majority shareholder Exor.

  • South African man killed dad for reprimanding him about smoking, gets life sentence

A man who had his father killed because he was fed up of being reprimanded for smoking nyaope and using other substances, has been sentenced to life behind bars in the Gauteng High Court in Johannesburg, South Africa.

Brutus Mhlanga conspired with Caswell Ntsheula, Hloniphani Ntombela and Patrick Ziqubu to kill his father in August 2017.

Mhlanga offered his father’s car as a “down payment” to his co-accused and promised to pay them R150 000 once he received his inheritance.

On December 11 that year, Ntsheula, Ntombela, Ziqubu and a fifth suspect known only as Thando, went to Mhlanga’s parents’ house in Katlehong armed with a gun and a knife.

There, Ntsheula and Thando shot and stabbed Mhlanga’s father, Shiviti Freddy Mhlanga, killing him. They also shot Mhlanga’s mother, Cokweni Lizzy Mhlanga, but she survived.

The men then fled the scene in the deceased’s Toyota Hilux.

On Tuesday, Judge Seun Moshidi sentenced the men to life imprisonment and multiple years’ imprisonment for conspiracy to commit murder, murder, robbery with aggravating circumstances, the illegal possession of firearm and ammunition, and attempted murder, National Prosecuting Authority (NPA) spokesperson Phindi Mjonondwane said.

Ntsheula was sentenced to life imprisonment plus 45 years, Ntombela to life plus 51 years, Ziqubu to life plus 63 years and Mhlanga to life plus 51 years.

They were arrested after a police officer received information that Ntsheula was in possession of a firearm without a licence.

Searching Ntsheula’s home, police found one round of ammunition. When police asked where the firearm was, he told them that Ntombela had it.

Police then went to Ntombela’s home and searched it, but no firearm was found. Ntombela informed the police that he had another house which they could search.

    Car reported stolen

Upon arrival at the other property, police found the Toyota Hilux parked in the driveway. When they ran a check on the vehicle, they found that it had been reported stolen and that the owner had been killed.

“Ntombela was surprised as he was not expecting the vehicle to have been reported stolen as it was a ‘down payment’ [for the killing],” Mjonondwane said.

When asked about the vehicle’s keys, Ntombela directed police to Ziqubu’s home where a firearm was found.

When police asked them where the vehicle came from, the men directed them to Mhlanga’s home where they found a murder scene.

Mhlanga’s mother was taken to hospital because she had a gunshot wound to her chest.

Police said Mhlanga had his father killed because he was fed up with being reprimanded for smoking nyaope and using other substances.

Ntombela was arrested on December 12, 2017, and the other three men were arrested the following day.

“The NPA commends the persistent work by police officers to solve this senseless crime, as well as the commitment and dedication displayed by the prosecutor in securing a successful prosecution,” Mjonondwane said.

  • Tanzanian high court upholds minimum marriage age of 18

Tanzania’s highest court has upheld a landmark 2016 ruling that raised the minimum age of marriage to 18.

The Supreme Court of Appeals’ decision, announced Wednesday, was greeted by child welfare and women’s advocates as a win.

“This was a victory not only for girl children but also for Tanzanians in general,” said Ann Sangai of the Tanzania Gender Networking Program (TGNP), which advocates for girls and women’s rights.

Read:Islamic scholar debunks claims child marriage is common in the Muslim community

A legal challenge led Tanzania’s high court to strike down two sections of the country’s marriage law in 2016, effectively raising a girl’s minimum marriageable age to 18 from as young as 14. But the Eastern African country’s attorney general appealed the decision last year on the grounds that the lower minimum age actually protected girls who became pregnant out of wedlock.

Human rights analysts say the court’s decision to uphold the law benefits millions of youths, especially those in traditional communities or rural, disadvantaged areas who are most vulnerable to early marriage.

Read:MP advocates end to child marriage in Ghana

The Tanzanian advocacy group Msichana Initiative led the effort to raise the minimum age to 18. One of its lawyers, Alex Mngongolwa, told VOA that permitting marriage at an earlier age contravened the country’s constitution and disrespected international conventions ratified by Tanzania’s Parliament.

A growing body of research indicates that early marriage — sometimes prompted by pregnancy — disrupts a girl’s education, limiting prospects not only for her but also for her family and community.

  • Total sued by NGOs over Uganda oil project

Six NGOs said Wednesday that they had filed a lawsuit against the French energy giant Total over an oil field project in Uganda, accusing it of failing to avert “disastrous impacts” for local residents and biodiversity.

The groups hope the court in Nanterre, outside Paris, will force Total to conform with a 2017 law requiring it to elaborate a “vigilance plan” to prevent “serious infringements” of health and human rights as well as environmental damage.

The French law was passed in the wake of the Rana Plaza disaster in Bangladesh in 2013, when more than a thousand people were killed in the collapse of poorly maintained building housing garment companies working for Western brands.

Total plans to drill 419 wells near Lake Albert in western Uganda for the Tilenga project, which could produce some 200,000 barrels of crude a day.

Many of the wells will be in the Murchison Falls national park, and already many communities have been displaced from their lands

“The disastrous impacts of this project are already being felt by thousands of people whose lands and homes have been confiscated,” said Thomas Bart of the French NGO Survie (“Survival”).

“Many communities survive on rearing animals, growing food, and these areas are where we have most of our national parks… the activities of Total have been really in conflict and in violation of most of those activities,” added Dickens Kamugisha, head of the Africa Institute for Energy Governance based in Kampala.

“We believe that the justice system in France is much more strong and independent” than Ugandan courts, he said.

In total, four French NGOs and two based in Uganda filed the suit.

The Tilenga project was launched after the 2006 discovery of a field that could hold over 1.5 billion barrels of crude, a boon for Uganda, which hopes to export oil via a pipeline to Tanzania.

Asked for comment on the lawsuit, a Total spokesman referred to a company statement from September saying the Tilenga impact studies “were carried out with respect to national and international standards.”

It acknowledged that 622 people had been displaced in a first phase, but said all received either land or money as compensation.

“Total is fully aware of the potential impacts on local communities. Ongoing transparent dialogue ensures that any concerns expressed are handled appropriately,” it said.

  • Tension at Manya Krobo as Divisional Chiefs elevate stools to paramountcies

There is simmering tension in Manya Krobo following a decision by Divisional chiefs declaring the elevation of all six divisional stools to independent paramountcies without the approval of Konor of Manya Krobo, Nene Sakite II who is the Overlord of the Krobo area.

The six Divisions are Manya, Dom, Piengua, Suisun, Akweno and Djabiam.

The declaration, according to the Divisional Chiefs is to make Manya Krobo states revert to pre-konorship back to Anikaka Council which ruled the Manya Krobo people for over 500 years.

According to the Divisional Chiefs, the Kornoship of Manya Krobo State was a political Office created in 1835 by Kono Odonkor Azu, making the occupants overload of Manya but “no longer fit for the purpose of creation” therefore reverting to the original traditional structure of their ancestors.

The Anikaka Council, according to the Chiefs which has henceforth replaced the Manya Krobo Traditional Council will ensure that “all six divisions will have equal say, influence and exercise power and not subservient to the overload Konor.”

Addressing the media Wednesday, the Chiefs stated “we in the name of a joint declaration appoint and authorize the six paramount Chiefs to rotate the Over-Lordship of President of Manya Krobo Traditional Council on a two-year term of office as President of Manya Krobo Traditional Council ”

The Chiefs went on in their declaration “authorizing the Suspension of Manya Krobo Traditional Council pending the reconstitution of the Office of the Standing Committee of Paramount Chief of Manya Krobo Traditional area”

The Chiefs have thus appointed, Aklomuase Nene Okpatakplah Sasraku IV as acting President of the Interim Manya Krobo Council “until the completion of the legal statutes to formalize the Paramountcies and all statutory structures of the Manya Krobo Traditional Area”.

Per the declarations, divisional chiefs would now rotate to ascend the position of President of Manya Krobo Traditional Council for a two-year term of office.

  • Dont be deceived, Obetsebi-Lamptey interchange is Mahamas legacy Agyenim Boateng tells Ghanaians

Former presidential staffer, James Agyenim-Boateng has alleged that the construction of the Obetsebi-Lamptey interchange at Kaneshie is a legacy of former President John Dramani Mahama.

According to the former spokesperson for John Mahama, the realization to construct the interchange in question was one of several interventions the erstwhile administration had secured funding for, before they were unfortunately voted out of power in the 2016 general elections.

Read: Fact check: Mahama secured funding for Obetsebi-Lamptey interchange

In a short post on Facebook, Dr Agyenim Boateng advised Ghanaians to be vigilant and not succumb to the deceptive works of the Akufo-Addo administration.

Former President Mahama in his Final State of the Nation Address to end the sixth Parliament of the fourth Republic on January 5, 2017, revealed that funding had been made available for the construction of the Obetsebi Lamptey interchange.

The former president is quoted to have said, “…Many other projects are ongoing such as the Tema motorway roundabout decongestion project and a new bridge from flowerpot roundabout on the Spintex Road over the Accra- Tema motorway into East Legon. There are others ready to commence with financing arranged such as the Obetsebi Lamptey interchange, the Pokuase interchange, and Motorway expansion project among others.”

But at a short ceremony on Monday, October 22, 2019, President Akufo-Addo cut sod for the construction of the aforementioned project.

However, in his address, he failed to acknowledge his predecessor.

Read: Akufo-Addo cuts sod for construction works to begin on Obetsebi-Lamptey Interchange project

At the ceremony, President Akufo-Addo said, the construction of the interchange was part of a number of actions being undertaken by government to improve urban mobility within the western parts of Accra.

This seeming lack of due acknowledgement of the former president is believed to have triggered several rebuttals from the camp of the opposition National Democratic Congress.

In this regard, Mr Agyenim Boateng believes President Akufo-Addo is on an agenda to deceive Ghanaians by denying them knowledge of the rightful brain behind the construction of the interchange.

Meanwhile, the First Phase of the project will see the construction of the East-West flyover and other related works, whilst the second phase will involve the construction of the third-tier flyover on the Ring Road West. The first phase is expected to be completed in 18 months.

  • Mid-semester exams at Kumasi Technical University in limbo over TUTAG strike

Students of Kumasi Technical University have begun feeling the brunt of the ongoing strike action by the Technical Teachers Association of Ghana (TUTAG).

Mid-semester examinations scheduled for this week, October 21, remain uncertain.

This is after administrators of technical universities in Ghana joined lecturers on a strike that started more than two weeks ago.

Read: TUTAG strike: Academic calendar may be extended Vice Chancellors hint

“I am on a scholarship. My cheque is in so I had come to the administration to get it to buy some books and other things for my upkeep but I am unable to access it because the administrators had joined too,” a worried female student explained to Luv FM.

The lecturers, members of TUTAG, declared a sit-down strike on Tuesday, October 7, 2019, over poor conditions of service following the conversion of polytechnics to technical universities

They want the government to include them in ongoing negotiations to improve working conditions for teachers in tertiary institutions.

The situation has compelled many students, especially those coming from around Kumasi, to leave campus for their homes, while some of those from outside the Ashanti Region are still on campus hopeful that the impasse will be resolved.

Read: Government appeals to TUTAG to call off strike

“We thought it was a joke, we came here and the lecturers are not willing to teach us because of the strike,” said a student of the Kumasi Technical University.

“We are trying to learn by ourselves but you know that there are certain things you might not understand unless the lecturer takes you through, so it is really affecting us,” another student said.

As the strike continues, there are indications more students are expected to go home because, according to them, they are wasting the little resources they brought to school.

With a few weeks left on the academic calendar, students are hopeful the semester period will be extended to enable them to complete the required courses.

The London based side were beaten 1-0 by newly promoted side Shefield United at Bramall Lane on Monday October 21, a defeat which sent Arsenal outside the top four.

  • Sterling blasts 11-minute treble as Man City run riot

Raheem Sterling hit a brilliant 11-minute hat-trick as Manchester City inflicted a 5-1 thrashing on Atalanta in the Champions League on Tuesday.

Pep Guardiola’s side were rocked by Ruslan Malinovsky’s first half penalty at the Etihad Stadium.

But City responded superbly as Sergio Aguero struck twice before the interval.

Sterling had provided the assists for both of Aguero’s goals, but the England winger was just getting warmed up.

After the interval, Sterling struck three times to complete a personal masterclass that underlined his rise in the Guardiola era from enigmatic playmaker to lethal finisher.

Sterling has emerged as City’s driving force over the last 18 months and his second hat-trick of the season confirmed his place among the world’s best players.

Read:Sterling scores hat-trick as England thrash chech

The only frustration for Guardiola was a late red card for young midfielder Phil Foden.

City’s third successive Group C victory leaves them top of the table, five points clear of second placed Dinamo Zagreb with three games left.

Atalanta, making their Champions League debut this season, are still searching for their first point after a third consecutive defeat.

Guardiola had called on City to show they have the mentality to conquer the “little margins” needed to win the Champions League for the first time.

This was the perfect response as they erased a slow start.

Read:Check out how Raheem Sterling welcomes Hudson-Odoi to England squad

Kyle Walker, back in the City defence after illness, let Robin Gosens scamper down the wing to whip in a cross that Timothy Castagne headed over from close-range.

After going 22 minutes without a single shot, Guardiola’s men finally threatened when Aguero’s drive forced a save from Pierluigi Gollini.

But it was Atalanta who struck first in the 28th minute.

For the second successive game, Guardiola had responded to City’s defensive injury problems by deploying midfielders Fernandinho and Rodri as his two centre-backs.

    – Sterling sparkles –

It was an uncomfortable arrangement and when Josip Ilicic advanced into the City area, Fernandinho rashly stuck out a leg to trip the Atalanta winger and concede a penalty.

Malinovsky sent Ederson the wrong way with the spot-kick as City conceded their first goal in this season’s tournament.

Read:Frank Lampard wants Callum Hudson-Odoi to emulate Raheem Sterling

That blow woke City from their slumber and Aguero made up for his earlier miss with the 34th minute equaliser.

Sterling deserved much of the credit for a penetrating run and delicate cross that allowed Aguero to peel off his marker for a clinical close-range finish.

City had their rhythm back and Sterling was the catalyst again when they took the lead in the 38th minute.

Surging into the Atalanta area at pace, Sterling was clearly tripped by Andrea Masiello and Aguero stepped up to drill the penalty past Gollini.

It was Aguero’s 10th goal in all competitions this season, ending a three-game drought for City’s record scorer.

Rodri limped off before half-time, prompting John Stones’ introduction after missing six games with injury, but not before Guardiola, pounding the dug-out seat in frustration, appeared to chastise the City defender for his slow rise from the bench.

Guardiola had suggested this week that City aren’t clinical enough, even though they are the top scorers in the Premier League.

But Sterling had the perfect riposte with his man of the match display and he made it three in the 58th minute.

Kevin De Bruyne found Foden and he alertly laid off to Sterling, who drilled into the roof of the net.

Sterling wasn’t finished yet and he raced onto Ilkay Gundogan’s pass before deftly cutting back onto his right foot for a fine finish into the far corner in the 64th minute.

Capping a memorable evening for Sterling, five minutes later he scored his 11th goal of the season with a close-range finish from Riyad Mahrez’s cross.

Foden, making a rare start in midfield, saw red for two bookings in quick succession in the 82nd minute.
