  • Tropical storm to hit northern Somalia, UN issues alert

The United Nations food agency on Tuesday warned against imminent tropical storm heading to northern Somalia, more than a year after tropical cyclone caused massive destruction in the Horn of Africa nation.

The forecast by the Food and Agriculture Organization of the United Nations (FAO)- managed Somalia Water and Land Information Management (SWALIM) said the tropical storm dubbed Kyarr is expected to cause strong winds and some rains across Somalia’s regional states of Puntland and Somaliland.

Read:Ministry of Health reports 25 new cholera cases in Somalia

“A tropical storm named KYARR has been developing in the northern Indian Ocean and is expected to affect most parts of Puntland and Somaliland in the next 4 to 5 days,” says the alert.

The UN food agency said the storm is expected to affect the coastal areas of Puntland in the next 96 hours and spread further inland towards Somaliland and the central areas within 24 hours.

It said strong winds accompanied with light to moderate rains will therefore be experienced in areas situated along the storm path.

Read:Somalia hotel siege over, 12 dead

“Therefore, it is advisable to take the necessary precautions since the strong winds associated with the tropical storm might lead to destruction of weak structures,” said FAO.

It said the cyclone is going to affect the Puntland shipping line thus disrupting water transport in that area, noting that flash floods may also occur in some areas.

The latest forecast comes after a powerful tropical cyclone Sagar with winds in excess of 120 km/per hour and an entire year’s worth of rain hit northern Somalia in June 2018, killing more than 50 people and affected over 230,000 others, according to the UN.

  • WhatsApp sues Israeli firm over phone hacking claims

Facebook-owned WhatsApp has filed a lawsuit against Israel’s NSO Group, alleging the firm was behind cyber-attacks that infected devices with malicious software.

WhatsApp accuses the company of sending malware to roughly 1,400 mobile phones for the purposes of surveillance.

Users affected included journalists, human rights activists, political dissidents, and diplomats.

NSO Group, which makes software for surveillance, disputed the allegations.

In a court filing, WhatsApp said NSO Group “developed their malware in order to access messages and other communications after they were decrypted on target devices”.

Read:Facebook, Instagram and WhatsApp hit by file transfer glitch

It said NSO Group created various WhatsApp accounts and caused the malicious code to be transmitted over the WhatsApp servers in April and May.

“We believe this attack targeted at least 100 members of civil society, which is an unmistakable pattern of abuse,” WhatsApp said in a statement.

The affected users had numbers from several countries, including Bahrain, the United Arab Emirates and Mexico, according to the lawsuit.

WhatsApp said it is seeking a permanent injunction banning NSO from using its service.

The firm, which was acquired by Facebook in 2014, said it was the first time an encrypted messaging provider had taken legal action of this kind.

Read:Is the full stop rude when used on WhatsApp?

WhatsApp promotes itself as a “secure” communications app because messages are end-to-end encrypted. This means they should only be displayed in a legible form on the sender or recipient’s device.

“In the strongest possible terms, we dispute today’s allegations and will vigorously fight them,” the company said in a statement to the BBC.

“The sole purpose of NSO is to provide technology to licensed government intelligence and law enforcement agencies to help them fight terrorism and serious crime.”

  • RTI Act will reduce rumour-mongering — Oppong Nkrumah

The Minister of Information, Mr Kojo Oppong Nkrumah, has said the implementation of the Right to Information (RTI) Act will reduce the incidence of speculation and rumour-mongering in media reportage.

He has, therefore, charged media practitioners to study the RTI Law as captured in Act 989, to help them obtain credible and factual information when it was implemented.

Read: Proposed amendments not to blame for delay of passage of RTI Bill Coalition

“The RTI has a number of benefits for us. It will ensure media persons go through necessary procedures to get access to factual information, credible information with which they can put out their stories to enable people to engage in the kind of quality conversation which can move our society forward,” the minister said.

Delivering a keynote address at a forum on “The role of the RTI Law in deepening media freedom”, in Accra yesterday, Mr Nkrumah said: “I hope the RTI will tone down speculation and rumour-mongering because you will now have procedures by which you can apply and get the information and put that fact in your story.”

The forum was jointly organised by the Chevening Alumni Association of Ghana, in partnership with the Ghana Journalists Association (GJA) and the Media Foundation for West Africa (MFWA) on the theme: “Our voices must be heard”.

    Benefits

Mr Oppong Nkrumah said contrary to the erroneous impression that the RTI Bill was passed into law specifically to make the work of media practitioners easy, the law had immense benefits for all segments of the Ghanaian society.

“I think sometimes people erroneously think that the RTI Act is to make the work of media people easier, I beg to differ. The RTI Act is for all persons, citizens or non-citizens functioning within this democracy and it is to give a procedure by which you access your right to information in Article 21 (1) (f) in the 1992 Constitution,” the minister added.

He said the law would also enable the academia to access information for research purposes.

The minister further said there was no effort or attempt to roll back the freedom of expression that existed in the country.

He said the Ghanaian Press was free to publish what they deemed fit ahead of time without any controls or threats by the government.

    Significance

The President of the GJA, Mr Roland Affail Monney, said the enactment and implementation of the RTI Law would deepen the culture of transparency in governance and also enhance the fight against corruption.

He, however, said conscious efforts must be made by all stakeholders to ensure the creation of necessary structures for an effective RTI regime.

“The enactment of the RTI Law is one thing and its implementation is another. The reality is that effective implementation of the law will not be happenstance. It will take the dint of will and the provision of structures to arrive at the desired destination of an effective RTI regime.

REad: RTI Bill implementation to cost ¢750m

“Another essential prerequisite is strenuous and tenacious education. It is said that any law without education is a hallucination,” Mr Monney said.

    Panel discussion

During a panel discussion, Mrs Mina Mensah of the Commonwealth Human Rights Initiative said her greatest concern with regard to the implementation of the RTI Law was the poor record-keeping in many state agencies.

She said it was vital that citizens were educated about the law to make use of it well.

For his part, the Director of Advocacy and Policy Engagement at the Ghana Centre for Democratic Development, Dr Kojo Asante, said his outfit was producing an abridged and easy-to-understand version of the RTI Act.

  • Akufo-Addo calls for end to stigmatisation of infertility

President Nana Addo Dankwa Akufo-Addo has called for the elimination of stigma associated with infertility in Africa.

He said from being abandoned, depressed, humiliated, insulted and maltreated, women suffered the most when it came to issues of infertility.

    Read: D. K. Poison petitions Akufo-Addo

Quoting a World Health Organisation (WHO) source, the President added that “even though infertility in men is the cause of 50 per cent of cases of a couple’s inability to conceive, the economic, psychological, social and cultural burdens fall disproportionately on women”.

President Akufo-Addo made the call at the 6th Merck Africa Asia Luminary and the Second Merck Foundation annual conference in Accra yesterday, on the theme: “Together for a better future”.

Ten African First Ladies are attending the two-day conference, which also attracted about 1,000 participants, including policy makers, academics, researchers and healthcare experts from 58 countries around the world.

Merck Foundation is the philanthropic wing of Merck KGaA Germany, whose work includes the improvement of the health and wellbeing of people through science and technology.

    Findings

According to the WHO, 186 million people around the world experienced either primary or secondary infertility, with Africa being the continent with the highest birth rate, while some countries in Central and Eastern Africa were also described as “the infertility belt of the world”.

It said in Ethiopia, 85 per cent of childless marriages ended up in divorce within a period of five years, while in Tanzania “a childless widow may not inherit her husband’s wealth”.

And in Ghana, the President said, an infertile woman was treated as an outcast, often leading to the end of the marriage.

According to President Akufo-Addo, factors that led to infertility, whether anatomical or genetic, were not those that women wished for themselves, saying there might be other factors such as infection in the reproductive system and poor health practices, which, he said, were preventable.

The President further called for the incorporation of issues regarding infertility, prevention and its treatment into the maternal and reproductive healthcare policies of African countries.

He also stressed the need to train more gynaecologists and embryologists and to also make available and affordable, assisted reproductive technology, commonly referred to as in vitro fertilisation (IVF), to women facing infertility issues on the continent.

    Awareness creation

The President said in working to confront issues of infertility in Ghana, the country was also raising awareness of disease prevention and improvement of access to quality and equitable health services.

“We are focusing on the prevention and treatment of non-communicable and communicable diseases such as hypertension, diabetes, sickle cell, asthma and cancer, which are estimated to account for more deaths than those occasioned by communicable diseases,” he added.

President Akufo-Addo said Ghana was also working with Novartis Foundation, a drug manufacturing company, to pilot the use of information and communications technology (ICT) innovation in the management of hypertension.

He said through the use of ICT, patients now received SMS messages on the treatment of their ailments on their mobile phones.

President Akufo-Addo commended his wife, Mrs Rebecca Akufo-Addo, for the work she was doing in the fields of culture, education and healthcare delivery in the country.

Read: I made Ghana the fastest-growing economy not Akufo-Addo Mahama

    Platform

Mrs Akufo-Addo, who is co-chairing the conference, said for the past five years, Merck Luminary had provided a platform for scientific discussions, which, she said, had contributed to raising awareness of diabetes, fertility, cancer and other diseases.

She said blaming, mocking and shunning of perceived infertile couples must cease, adding that it was the responsibility of everyone to empower infertile couples.

“Fight against stigmatisation, change mindset, influence national policies on fertility and build fertility care capacity in Africa and developing countries,” Mrs Akufo-Addo said.

    Contribution

The Chairperson of Merck Foundation and Chief Executive Officer of Merck Africa Asia Luminary, Dr Rasha Kelej, said the organisation had been providing specialist training for cancer treatment specialists in countries which did not have personnel with such skills.

She said the organisation had so far trained more than 70 cancer specialists,140 fertility specialists and over 100 diabetes specialists in Africa and Asia.

Barcelona midfielder Arturo Vidal said superstar captain Lionel Messi is ‘from another planet’ after the Argentine produced a masterclass performance against Real Valladolid.

Messi was at his trademark best with a brace and two assists as Liga champions Barca routed Valladolid 5-1 at Camp Nou on Tuesday.

Argentina international Messi set up Vidal with an exquisite pass before scoring a stunning free-kick – the 50th of his career for club and country – prior to half-time.

“We are happy, we won and the team felt good. I have no words to talk about Leo. You have to take advantage of it and make the most of him.”

Although Clement Lenglet’s second-minute opener was fortuitously cancelled out by Valladolid’s Kiko Olivas 13 minutes later, Messi was able to inspire Barca against the visitors.

Barca are two points clear of Granada and Atletico Madrid the latter of whom have played an extra match due to the postponement of El Clasico last weekend after 10 games.

“These victories help you, but you have to keep improving,” Vidal, who has been linked to Serie A outfit Inter, added. “The game against Slavia (Prague in the Champions League when Barca won 2-1 last week) is not what we know how to do. Hopefully it won’t happen to us from now on.”

The Catalans have won seven games in a row in all competitions and face a trip to Levante in the league on Saturday.

Following their domestic duties, Barca return to the European stage on November 5 as they host Slavia Prague in the Champions League at Camp Nou.

  • Rwanda’s first electric car hits the road today

Electric vehicles will debut in Rwanda today through a partnership between Volkswagen and Siemens under a pilot project.

The vehicles, to be launched in the presence of Prime Minister Edouard Ngirente, are dubbed e-Golf. Rwanda is the first African country where Volkswagen is testing electric cars.

Today’s launch will see four of the cars unveiled on the local market with one charging station at the Volkswagen facility at the Special Economic Zone.

Officials at the firm say that more cars will join the market in the coming months to bring the number to about 20 cars and 15 charging stations across the city.

Read:Limited edition electric Volkswagen sells out before launch

Siemens role in the partnership involves setting up charging stations.

Michaella Rugwizangoga, the Chief Executive Officer of Volkswagen’s operations in Rwanda, said the cars are fully electric, not hybrid.

Prior to today’s launch, Siemens, alongside the City of Kigali and Rwanda Energy Group, conducted an assessment of the city’s grid to establish whether it can support innovation.

They said that the findings showed that the city’s grid was adequate to support the charging stations at the launch and consequent phases of the pilot project.

In June this year, Rwanda Energy Group said that there not adequate demand for energy in Rwanda compared to production capacity and called for firms to consume more energy.

The pilot project will involve data collection and analysis on aspects such as performance of the electric cars, reception by consumers, consumer trends and suitable conditions for the cars.

Read:Dyson has scrapped its electric car project

Nadege Gaju, the Head of Sales and Marketing, said that it’s this data that will inform the consequent rollout of the project’s other phases.

The electric vehicles will be added to the firm’s fleet to operate under its Mobility Solutions initiative where activities include ride-hailing, corporate car sharing and rentals.

They will not be sold into the market at the moment and will be under the custody of Volkswagen Rwanda during the pilot project.

Rugwizangoga said that the pilot project is also part of the Volkwagen’s global ambitions of phasing out the combustion engines in the next decade as the firm seeks greener ambitions.

    About the Car

The electronic car will be of the Volkswagen Golf Model. They are however not assembled in Rwanda but are produced in Germany and imported.

A fully charged car officials say can cover up to 230 Kilometres in ideal conditions. However, the distance is subject to conditions such as altitude, terrain and gradient among other factors.

Rugwizangoga said that the firm is currently training drivers and technicians on the driving and maintenance of the electric cars.

Read:Ferrari will expand its lineup of road cars, but not too much

Volkswagen entered the Rwandan market in June 2018 to assemble and also introduce a mobility solution.

During the launch of the facility in 2018, the firm said that they had the capacity to produce up to 1000 cars annually under the models (Passat, Polo, Amarok and Terramont)

It was expected to produce 90 cars by March this year.

Company executives were tight-lipped on the number of cars produced so far as well as the sales into the local market citing confidentially.

Volkswagen Rwanda’s model involves Semi Knocked Down kits during assembly.

A semi-knocked-down kit is whereby partially assembled parts and shipped in and then all put together for sale to customers.

The components of the cars are shipped from various markets such as South Africa, the US and Argentina.

They, however, disclosed that the Terramont model has the highest demand in the Rwandan market.

The ride-hailing app Move operated by the firm reported 250 drivers, 60,000 downloads with 30,000 active users.

  • Give us our $1.5bn so we can function well – IPPs to govt

The Chamber of Independent Power Producers, Distributors and Bulk Consumers (CIPDiB) has called on the government to pay the $1.5 billion debt owed them to guarantee uninterrupted power supply.

In a statement signed by their CEO Mr. Elikplim Kwabla Apetorgbor, it said its members expected the delays in payment to end with the introduction of private sector participation in the distribution of electricity when Power Distribution Service Ghana Limited came on board but that has not happened.

Read: Pay us our $1.5bn to avert dumsor IPPs to govt

“Sadly, the reality we have experienced is that the receivable accounts position of the independent power producers has deteriorated since the PDS arrangement came into effect,” the statement said.

Mr. Apetorgbor explained further that: “When on the 8th of July 2019 the CIPDiB issued a statement about having gone for four months without any payment, PDS came out in rebuttal, claiming they had honored their obligations to ECG. This was later found out to be untrue.

“The cumulative outstanding debt position of the GoG/ECG to IPPs alone has escalated to about USD$1.5 billion.

“The CIPDiB is, once again, compelled to ask that payment of the obligations of GoG/ECG be made as a matter of urgency. Immediate disbursement from funds that have been built up in the PDS accounts is essential to enable us to continue to produce”.

    Below is the full statement

Strengthening the power sector a national priority.

Strengthening the power sector, particularly the electricity distribution sub-sector, was a key rationale for private sector participation in ECG. The technical and financial capability of the selected private sector partner would address the need for additional investment in the distribution system complementing the US$500 million that would be provided by the Millennium Challenge Corporation (MCC).

For us, members of the Chamber of Independent Power Producers, who provide over 2500MW reliable power generation capacity (representing over 60% of the total generation in the power sector of Ghana), there were assurances that with private sector participation in ECG, delays in being paid for the power we generate would be a thing of the past. During countless stakeholder engagement sessions, MiDA and its Transaction Adviser, the International Finance Corporation (IFC), trumpeted these anticipated benefits of private sector participation.

It was indicated that, under the concession arrangement, the concessionaire would be paying in full all invoices of the power producers within 10 days.

The concessionaire was also to put in place a revolving letter of credit which could be called upon on the 11th day for settlement of the invoices.

Furthermore, the concessionaire was expected to replenish the revolving letter of credit in two weeks to ensure that there was always sufficient funding to cover the power produced by the Generators. Sadly, the reality we have experienced is that the receivable accounts position of the Independent Power Producers has deteriorated since the PDS arrangement came into effect!

When, on the 8th of July 2019, the CIPDiB issued a statement about having gone for four months without any payment, PDS came out in rebuttal claiming they had honoured their obligations to ECG. This was later found out to be untrue!

The cumulative outstanding debt position of the GoG/ECG to IPPs alone has escalated to about USD$1.5 Billion! The CIPDiB is once again compelled to ask that payment of the obligations of GoG/ECG be made as a matter of urgency. Immediate disbursement from funds that have been built up in PDS accounts is essential to enable us to continue to produce.

Read: IPPs threaten dumsor over US$1.5bn debt owed by ECG/PDS

The energy sector is clearly under serious threat and we would urge the Government of Ghana and its agencies, including ECG and MiDA, as well as the MCC to co-operate to ensure that decisions are taken that enable Ghanaians to have access, affordably, to reliable energy supply.

The CIPDiB, as a key stakeholder in the sector, is willing to engage in consultations about the process of securing private investment in the electricity distribution sub-sector in Ghana, and the interface with the generation sub-sector.

Our experience in bringing in billions of dollars of private sector investment into power generation in Ghana makes us confident that this can also be done in the distribution subsector.

With credible, transparent and fair processes, the right calibre of investors can be attracted.

We remain committed to helping Ghana strengthen its power sector so as to serve the needs of Ghanaians.

Mr. Ayeh-Paye also added that building retaining walls will not help if the structures on the hills are not demolished.

Similarly, the Director of Operations for NADMO, Emmanuel Adu Ansah also attributed the landslide to a bad fence wall of a house located on the hills.

  • Teenage pregnancy spike in Zimbabwe

Mashonaland central province has recorded the highest number of teenage pregnancies owing to an influx of illegal miners and farming activities in the area, according to official statistics.

Information from the Health Ministry shows that in 2018, 21 percent of girls between the ages of 1 and 19 dropped out of school due to Early Unintended Pregnancies (EUP).

United Nations Educational Scientific and Cultural Organisation (Unesco) programmes officer, Masimba Nyamucheta revealed the shocking figures at a media training workshop ahead of EUP campaign launch scheduled for this Thursday.

Read:7,575 girls drop out of school over pregnancy

Girls drop out of school and give in to early marriages due to poverty as economic hardships continue to worsen in Zimbabwe.

“At least 115 out of 1 000 girls drop out of school due to EUP every year in Zimbabwe. the prevalence is high in rural compared to urban areas,” said Nyamucheta.

“Statistics from the Ministry of Health and Child Care show that Mashonaland Province is the problem area with a prevalence of 28 percent having been recorded in 2018.”

Nyamucheta however said the problem continues to rise in Zimbabwe due to poverty and other drivers including lack of awareness and cultural practices.

Read:Stop having sex to prevent teenage pregnancies DCE to basic school students

He said last year alone, 411 primary school going girls dropped out of school across the country.

“The young girls cannot negotiate for safe sexual practices, a situation which exposes them to HIV and Aids infection. Some who get pregnant also face complications in giving birth resulting in increased mortality.

“In Zimbabwe, one in every three girls is likely to be married at the age of 16,” he said.

Meanwhile, to counter this social scourge, countries in East and Southern Africa (ESA) came together and signed a pact.

The agreement aims to scale up comprehensive sexuality education and sexual reproductive health services for adolescents and young people in the region.

  • Argentina gets new president amid economic crisis

Centre-left opposition candidate Alberto Fernández has been elected president of Argentina in a vote dominated by economic concerns.

Mr Fernández secured more than the 45% of the vote needed to win, beating conservative incumbent Mauricio Macri.

Raucous crowds gathered at Mr Fernández’s election headquarters to celebrate the result.

The vote was held amid an economic crisis that has left a third of Argentina’s population in poverty.

Mr Macri had trailed behind his challenger in pre-election polls and was trounced by the opposition in primary elections in August.

He conceded defeat on Sunday night. Congratulating his political rival, he said he had invited Mr Fernández to the presidential palace on Monday to discuss an orderly transition.

Read:How black people were eliminated in Argentina throughout history

Mr Fernández later told supporters he would collaborate with the outgoing president “in every way we can”, according to Reuters.

With more than 90% of ballots counted, Mr Fernández had 47.79% of the vote, compared to Mr Macri’s 40.71%.

o win in the first round, a candidate needs at least 45% of the vote, or 40% and a 10-point lead over the second-place contestant.

Alberto Fernández will assume the presidency on 10 December.

The vote was dominated by concerns over the economy. With nearly one in three people now living in poverty, voters backed the candidate they thought was best-placed to lead the country out of the crisis.

Read:Argentina closes airspace to Boeing 737 MAX flights

Mr Macri promised to achieve “zero poverty”, but things actually worsened during his four-year rule. His supporters say he inherited a broken economy when he came to power and needed more time to sort it out.

Mr Fernández has vowed to play things safe financially.

Career politician Mr Fernández has caused quite a stir since he first appeared in the limelight of Argentine politics some six months ago.

The former campaign strategist began his bid for the presidency in May – something of a surprise as ex-president Cristina Fernández de Kirchner had been widely tipped to be the centre-left opposition coalition’s candidate for the top office.

But Mr Fernández really came into his own in August when he defeated Mr Macri by nearly 15 percentage points in primary elections, a compulsory vote for all electors which is seen is a dry-run for the presidency.

This victory, defying all predictions, set him up as the clear favourite.

Mr. Short stated that protocol does not permit him to discuss the report as its findings could still be appealed in a Court. When asked if he would ever be able to speak on the issue, Mr. Short said “I’m not sure I’d be able to talk about it ever. Because of my role”

  • Today in 2002: Stop speaking Pidgin English – Vice Chancellor

In October 2002, the Vice Chancellor of the University of Ghana, Professor Kwadwo Asenso-Okyere gave council to university students to refrain from speaking Pidgin English on campus.

He argued that student’s resolve to speak Pidgin has deteriorated their performance in the English Language, stressing it is evidenced in their examination scripts and thesis.

Professor Kwadwo Asenso-Okyere, Vice Chancellor of the University of Ghana, Legon on Saturday expressed concern about the standard of English among university students and advised them to desist from speaking Pidgin English, which he said would not help them.

Speaking at this year’s matriculation of 7,959 freshmen out of the 10,301 admitted into the University, Prof Asenso-Okyere said there was evidence of deterioration in English Language among students in their examinations and theses, which some employers had also complained about. “The contributory factor to this development is the use of Pidgin English on the campus, especially among male students,” Prof Asenso Okyere said explaining that it was a “hang-over from the secondary schools”. “My advice to you is to desist from it if you are part of it. It will mot help you” the Vice Chancellor cautioned.

Prof Asenso-Okyere, who was inducted into office on October 1, this year, said the University administration was tailoring the curricula and teaching to provide skills and competence needed by graduates to meet the challenges of the society. He said with the huge investment in university education it was expected that they would use their knowledge for the benefit of society for the public to provide the funds needed for the mission of the University.

The greatest constraint facing universities, especially the public ones, was funding, the Vice Chancellor said adding that since university education generated both private and public benefits, it was the responsibility of the government, parents, students, the private sector and alumni to contribute towards its functioning. Prof Asenso-Okyere stated that the University would change the way some things were done to generate interest and confidence.

The Vice Chancellor said HIV/AIDS was becoming a big problem on campuses and asked the students to follow healthy moral behavior. He urged them to adhere to the AIDS Control Program message of abstinence, be faithful and to use condoms. The best was abstinence, he said and urged them to concentrate on their books. Students should develop their spiritual being by devoting some time to serve God, he said and urged them to spend their time usefully.

  • Ex-fugitive in Namibia sues police for N$12 million

A prison inmate serving a 57-year sentence is suing the Namibian Police for N$12 million, claiming he was wrongfully accused of having escaped after he was found guilty of rape, armed robbery and assault in the Windhoek High Court in February 2016.

In a civil claim lodged at the High Court in September, Charles Namiseb is alleging that a police constable released him from custody after he had been found guilty, and that this release violated his constitutional right to dignity and to not be subjected to cruel, inhumane or degrading treatment or punishment.

He is also claiming that his alleged release from custody caused a delay in the finalisation of his trial, and that the police defamed his character when they issued an alert calling for assistance to re-arrest him.

Read: Nigerians groan under taxes, bank charges

Namiseb (37) is suing the minister of safety and security, the inspector general of the Namibian Police, police officers who held senior positions in the Khomas region in 2016, and the police officer who investigated his alleged escape from the Windhoek Central Police Station for N$10 million for having allegedly violated his constitutional right to dignity.

He is also suing the named defendants for N$2 million for defamation of character.

A government lawyer has given notice that the defendants will be opposing Namiseb’s claim.

According to Namiseb, a police constable released him from custody in 2016, and also made entries in record books to indicate the reason for his release.

In actual fact, however, Namibiseb was found guilty on three counts of rape, a charge of robbery with aggravating circumstances, and two counts of assault with intent to do grievous bodily harm on 29 February 2016, and was ordered to remain in custody until a scheduled presentence hearing about two weeks later.

In spite of that, he disappeared from custody on the same day that the verdict in his trial was delivered, and remained on the run until he was arrested in South Africa in May 2017.

Following his arrest, he resisted extradition to Namibia, but was eventually sent back in July 2018.

His trial in the High Court was concluded in May this year, when he was sentenced to an effective 57 years’ imprisonment. A week after that sentencing, Namiseb was found not guilty in the Windhoek Magistrate’s Court on a charge of escaping from lawful custody.

It is understood that his acquittal on that charge came after evidence indicated that a police officer had let Namiseb go free from the Windhoek Central Police Station.

Read: South African boy, 12, charged with murder after shooting brother, 3, dead

In his civil claim, Namiseb says he was charged with having escaped, despite evidence being available to indicate that he had been released from police custody.

He is also complaining that after his arrest in South Africa, he was detained in Pretoria, and was deemed “a very dangerous escapee” by the authorities, and placed in custody with other detainees who were also regarded as dangerous.

During his detention in South Africa, he “was exposed to dangerous detainees that resulted in a lot of sleepless nights, just to be sure to stay alive”, Namiseb claims.

He also complains that while in custody in South Africa, he was treated “as a worthless fugitive and/or escapee”.

Namiseb further states that an alert that the Namibian Police circulated through Interpol to appeal for assistance in tracing him and having him arrested defamed his character worldwide, caused him to be “tortured emotionally”, and also damaged his family ties.

Namiseb filed his claim for damages against the police in person, without legal representation.

A case planning conference for the matter is scheduled for 7 November.

  • Central University turns on solar plant

The Central University is set to increase its usage of solar energy as part of efforts to reduce the school’s spending on electricity.

The school started using electricity from solar at its Miotso Campus at Dawhenya, near Tema, this month and is now convinced that the resource was the best bet in cutting down its power bills.

Read: Jubilee House to switch to solar power in coming days — Senior Minister

The Vice-Chancellor of the Central University, Professor Bill Buenar Puplampu, disclosed this at the inauguration of a 401-kilowatt (KW) solar system last week.

The plant was built and installed by Yingli Namene West Africa, a solar provider, but funded by Ecoligo, a German-based firm that specialises in sourcing funds to support green technologies.

The total cost of the project was €445,000.

    Why solar

Explaining the rational behind the project, the vice-chancellor said the decision to add solar to the energy mix at the Miotso campus was to help reduce the increasing energy costs that the school was saddled with.

The Central University, he noted, was spending over GH¢1 million on power every year, something he described as unsustainable, given that power tariffs would not go down.

“Our lecture halls are always in use and we have to always power the lighting systems, public address systems and air conditioners. The cost in terms of the standard power grid has been incredible.

“The solution is simple; renewable energy and that is why we chose solar to try and cut down on cost of providing power to the university,” he said.

He said estimates showed that the school would make some savings by using solar.

Those savings, he noted, would help the university to provide additional infrastructure for students over the lifetime of the project.

    Promoting solar

The Managing Director of Yingli Namene West Africa, Mr Firmin Nkamleu Ngassam, noted that the company was playing its role to promote the use of solar in Ghana.

“We have been in the market since 2015. We believe that the environment is suitable for solar energy and the government is setting up the framework progressively and we are also trying to promote the use of solar,” he said.

He said although the entire campus was not off-grid, the university was prioritising solar energy which would help make some savings for the university.

Read: Aggrico Solar partners GCAP to test solar powered irrigation system on farms

He said using solar was relatively cheaper compared with consuming power from the national grid.

    Funding partner

The Senior Marketing Manager of Ecoligo, Ms Emma Patmore, said the company covered the upfront costs of the solar system by funding each project through its crowdfinancing platform ecology investments in Germany.

“We also manage the installation and maintenance of each system in collaboration with our technical partners such as Yingli Namene West Africa.

“Our customers pay for the use of their solar systems through a payment plan which covers all maintenance and repair costs for the lifetime of the contract,” she said.

Ecoligo, she noted, provided a fully financed solar as a service solution which allowed customers to use clean energy while focusing on their core business.

  • Bonaboto Chiefs to storm Jubilee House over bad roads and airport

Chiefs from the Upper East region are set to visit the seat of government over the state of roads in the region and other developmental challenges including the outstanding issue of an airport for the region.

The decision to meet the President Nana Addo Dankwa Akufo-Addo follows agitations by residents in several parts of the region over deplorable road networks in the regional capital Bolgatanga and several other urban and feeder roads.

Read: Mudslide: Peduase-Ayi Mensah road closed again

The siting and construction of an airport for the Upper East region which has generated some apprehension among communities and residents of the region is said to be top on the agenda of the meeting with the President.

Information available to MyNewsGh.com further suggests some Paramount and Sub-Chiefs from Tongo, Bongo, Nangode, Sakoti and Bolgatanga make up the team of traditional authorities and rulers to be led by the Paramount Chief of the Talensi Traditional Area Tongraan Naab Kugbilson Nalebegtang who doubles as a Member of the Council of State to storm the jubilee house.

Recently the state of roads in Upper East Regional capital was described as nothing to write home about as Naab Kugbilson Nalebegtang could not fathom why a Regional capital should have its roads in their current terrible state.

Speaking at the Regional Townhall meeting in Bolgatanga organised by the Ministry of Information and covered by MyNewsGh.com, the former Member of Parliament (MP) now traditional ruler called for special attention on the roads situation in the Upper East region.

Read: Arrears of road contractors to be paid by government

“Everything that we are doing now, if you count us among other regions in terms of roads, in terms of infrastructure, we are almost always at the last end. It is on this grounds that I will like to appeal that in spite of what we have seen in terms of road infrastructure that is going on, we still need an accelerated approach on our road construction works,” he said.

Touching particularly on the state of roads in Bolgatanga township, the obviously unhappy Paramount Chief noted that the situation defeats the status of Bolgatanga as a Regional capital of the Upper East region.

“One area I will like to say without mincing words is the Bolgatanga township road which is our regional capital. The Regional capital roads are nothing to write home about and I think for us to also boast as a region, there should be an accelerated approach to the road network within the Bolgatanga township so that we can also knock our chest and say that when you come to Bolgatanga as the Upper East Regional capital the road network is so good,” he added.

  • Man saves his nail clippings for a year and turns them into engagement ring

When it comes to engagement rings, we know that not everyone will be able to afford a real diamond – and that’s nothing to be ashamed of.

Instead of splashing the cash, some couples decide to buy cheaper ones or craft unique rings themselves out of sentimental items for a low-budget alternative.

And while a lot of people have no qualms about being proposed to with a homemade trinket, it seems there’s one thing many people would really hate to receive.

Let it be known that the people of social media, and surely all sane people out there, draw the line at an engagement ring made from a man’s fingernail clippings.

Read:Man drowns during underwater marriage proposal

Yes, it seems one man really spent an entire year collecting his nail clippings to turn into a “diamond” ring.

The whole process was shared on Twitter in a disturbing viral video by SCMP News.

The South China Morning Post reported that a Japanese man, who creates videos on YouTube under the name Kiwami Japan, collected his fingernail clippings for 365 days and filmed the process of them being turned into a piece of jewellery.

Once he had collected a sufficient amount of clippings, the man started by putting them into a blender.

However, this didn’t give the desired consistency, so he then ground them into a very fine powder, before mixing with water in a pan.

The fourth step saw him compress the nail powder and water mixture and put it into an oven for 90 minutes.

Read:Ariana Grande and Pete Davidson end engagement

What came out of the oven can only be described as looking like a lump of dark clay.

The man took the mixture and put it into a diamond-shaped mould before inserting it into a silver ring – which he also made himself.

When all was done, the finished product was a ring with a dull black stone, which thankfully looked nothing like fingernails.

SCMP News’ video has been watched over 189,000 times and had hundreds of likes and shares.

Many people were disgusted by the footage, even going as far as to brand it “hell”.

Another joked: “Nothing says romance quite like ground up fingernails.”

A third said: “That’s nasty bruh.”

Someone else added: “That’s just flat out gross.”

Over the past two weeks there has been a minimal decreased in the number of cholera cases. The most affected districts in Banadir are Madina and Hodan.

The overall reduction in the number of new cholera cases is attributed to improved implementation of preventive interventions including OCV and strengthening water, sanitation and hygiene (WaSH) activities in the hot spots.

Of the 813 stool samples tested since December 2017, a total of 161 samples tested positive for Vibrio cholerae.

  • Donald Trump confirms Islamic State leader killed by US military

Donald Trump has confirmed that Islamic State leader Abu Bakr al Baghdadi was killed in a US military operation.

The notorious terror group leader was one of the world’s most wanted criminals, with a bounty of $25m (£19.5m) on his head.

He was at the centre of an international manhunt for years but he had not made an appearance since 2014.

Speculation began on Saturday night when President Trump tweeted “Something very big has just happened!” but gave no further explanation.

The Syrian Observatory for Human Rights earlier reported an attack in Syria’s northwestern Idlib province, where IS operatives were believed to be hiding in the area.

The UK-based observatory documented nine deaths in the attack.

The strike came amid concerns that a recent US pullback from northeastern Syria could infuse new strength into the militant group, which had lost vast stretches of territory it had once controlled.

Al Baghdadi, who led IS for the past five years, was seen in the summer of 2014 in the pulpit of the Nouri mosque in Mosul.

He urged Muslims around the world to swear allegiance to the caliphate and obey him as its leader.

  • Manchester United officials set to visit Saudi Arabia as rumours of a takeover looms

A delegation of Manchester United top brass are set to visit Saudi Arabia as rumours of a take over by the Gulf state’s Crown Prince refuse to disappear.

Discontent surrounding United’s ownership by the American Glazer family has been apparent since their takeover in 2005, paving the way for reports of a possible takeover by 34-year-old Mohammed Bin Salman.

Although they have attended in the past, an appearance by United officials at the Future Investment Initiative organised by the Saudi Royal Family’s sovereign wealth fund later this month will do little to quash rumours of a purchase.

According to The Transfer Window podcast’s Duncan Castles, the Glazers themselves have attended in the past and United are set to be represented again at the conference in the Ritz Carlton in Riyadh in just over two days time.

Manchester United is valued at £2billion by the New York Stock Exchange and Mohammed Bin Salman could use part of the Saudi Royal Family’s £1 trillion wealth to become a major player on the football ownership scene.

He would join the likes of Manchester City’s Abu Dhabi owners and the Qatari royal family behind Paris Saint-Germain.

While all three of the nations may not be football hotbeds, the world of football ownership opens up colossal monetary opportunities and indeed that is what the FII focuses on.

On its website, it is described as a collection of individuals ‘with the power to shape the future of global investment.’

Aside from the financial aspect, sport journalist Castles believes that club ownership offers a good publicity vehicle for the Crown Prince and his family.
