  • What is the Forestry Commission doing for Okyenhene to plant trees – Jinapor quizzes

Member of Parliament for Yapei Kusawgu constituency in the Northern Region, John Jinapor, has raised concerns as to why an amount of GHC1.5 million was donated to Okyenhene for environment and greening when the forestry commission is functional.

According to him, GNPC must provide details on the kind of trees Okyenhene would be planting and if he is collaborating with the Forestry Commission in achieving the purpose of the project.

This follows after the Ghana National Petroleum Corporation (GNPC) approved an amount of GHC1.5m towards the 20th anniversay of the paramount chief of Akyem Abuakwa Traditional Area, Okyenhene Osagyefo Amoatia Ofori-Panin.

The GHC1.5m donation to Okyenhene is to be used for environment and greening and will be paid over a period of three years.

Concerns were raised after details of the financial requests by GNPC’s Brand, Communication and Corporate Social Responsibility (CSR) emerged.

Speaking on the matter, the legislator said “When this things come we need details. what kind of trees? Is he collaborating with the forestry commission; what is the forestry commission doing that Okyehene now has to be planting trees. We have agencies that conduct these jobs and so if you have another paramount chief who says he wants to conduct security the first question will be that what is the police service doing. Is the police service incapacitated? Is the person collaborating with the police service? Is the Okeyehene collaborating with the forestry commission. What trees are we growing? What is the cost and how do we sustain it. I think this are issues we ought to be looking at as a nation.”

“When we do these things is not as if we are against one chief or the other but we are only seeking to do what is proper or right and can other chief also engage in fish farming, snail rearing and all kinds of things. These are legitimate calls that has come up and we must take them up and deal with them”.

  • ‘When Journalists are targeted, societies as a whole, pay a price’ – UN Chief

“Without journalists able to do their jobs in safety, we face the prospect of a world of confusion and disinformation,” UN Secretary-General António Guterres has warned in a statement released ahead of the International Day to End Impunity Against Journalists, which falls on 2 November.

“When journalists are targeted, societies as a whole pay a price”, added the UN chief. “Without the ability to protect journalists, our ability to remain informed and contribute to decision-making, is severely hampered”.

Killings and attacks on the rise

A new study from the UN Educational, Scientific and Cultural Organization, UNESCO, underscores the risks that journalists face, showing that almost 90 per cent of those found responsible for the deaths of more than 1,100 of them, between 2006 and 2018, have not been convicted.

Read:U.S. arrests counterterrorism analyst over leaks to journalists

The report, “Intensified Attacks, New Defences”, also notes that killings of journalists have risen by some 18 per cent in the past five years (2014-2018), compared to the previous five-year period.

The deadliest countries for journalists, according to the statistics, are Arab States, where almost a third of the killings took place. The Latin American and Caribbean region (26 per cent), and Asian and Pacific States (24 per cent) are the next most dangerous.

Journalists are ofen murdered for their reporting on politics, crime and corruption, and this is reflected in the study, which reveals that, in the past two years (2017-2018), more than half of journalist fatalities were in non-conflict zones.

In his statement, the Secretary-General noted the rise in the scale and number of attacks on journalists and media workers, as well as incidents that make their work much harder, including “threats of prosecution, arrest, imprisonment, denial of journalistic access and failures to investigate and prosecute crimes against them”.

A high-profile example is the murder of Maltese journalist Daphne Caruana Galizia in 2017. The case is being followed by independent UN human rights expert Agnès Callamard, among others, who has suggested that too little has been done by the Maltese authorities to investigate the killing.

On Friday, as Haiti continued to face a protracted, violent crisis that has led to the deaths of some 42 people, and 86 injured, UN human rights chief Michelle Bachelet called on all of those involved in the violence to refrain from targeting journalists, and respect the freedom of the media to do its job: at least one journalist is among those killed, and nine other reporters have been injured, according to Ms. Bachelet’s Office (OHCHR).

    Keep truth alive

This year UNESCO has launched the #KeepTruthAlive social media campaign, which draws attention to the dangers faced by journalists close to their homes, highlighting the fact that 93% of those killed work locally, and featuring an interactive map created for the campaign, which provides a vivid demonstration of the scale and breadth of the dangers faced by journalists worldwide.

The Day is being commemorated with a flagship event in Mexico City next week on 7 November – an international seminar entitled “Strengthening regional cooperation to end impunity for crimes and attacks against journalists in Latin America” – and events are also taking place in 15 other countries, including an exhibition of press cartoons, under the headline: “Draw so as not to write them off”, at UN HQ in New York, which honours the memories of French journalists Ghislaine Dupont and Claude Verlon, murdered in Mali on 2 November 2013.

  • Old mortuary in South Africa becomes a home for the living

A  former mortuary in Springs next to the Geduld cemetery has become home to about 15 people. A number of them have lived there for five years.

The building has no doors, windows, electricity or toilets, but it has water.

Inside, residents have subdivided space for themselves using curtains. They use boards at night to close the doorways.

They say they have been warned several times to vacate the dilapidated building by people who live in houses nearby, who accuse the occupiers of committing crimes.

Noluthando Thinile lives with her partner and their child. Her partner finds odd jobs, such as gardening and guarding and washing cars around Springs. Thinile stays home. GroundUp met her cooking dinner on a small coal stove outside the building.

She says they tried renting a place, but it was too expensive. “To us this is home,” says Thinile. “There are no jobs out there. This place is all we have.”

Bulelani Maduna moved in after he lost his job and his accommodation as a caretaker at a block of flats in Springs.

Maduna, originally from Soweto, says he was orphaned at 12 and only went to school up to grade 8.

“Losing my job was very painful. I am a grown man and should be able to look after myself,” he says.

He leaves the building at 6am and returns at 8pm. He survives by guarding and washing cars on 3rd Street, Springs. He says he can make up to R70 a day.

“My real wish was to go back to school and make something better of myself. But l guess that dream only works out for people with real homes and families,” says Maduna.

Lucricia Taqu lives in the building with her partner. She survives through sex work and her partner works as a shop cleaner.

“I ran away from a man who was pimping me in Kimberley. I was never free. The only way for me to be free was to come to Joburg,” says Taqu.

She says there are many sex workers in the area and she doesn’t earn much, so she also sells secondhand clothes. Her partner is unhappy with her doing sex work.

“I have lived this street life since l was a teenager,” says Taqu. “My family did not understand me and even now no one understands me … No one understands our work, but it is all about survival. We cannot all do white-collar jobs.”

Muzi Mchale started living in the mortuary three years ago. He had been sharing a room with his mother at a house in Krugersrus where she was a domestic worker. When she died he was told to leave. He lived on the streets until he heard about the old mortuary building.

He makes money by guarding and washing cars in central Springs.

“My life has not been easy. This is the only real home l have had since my mother passed away,” he says.

The residents appear to get on together and Thinile is accepted as being in charge of organising the residents. Sometimes in the morning they find strangers have also slept in the building.

“Some people call us crazy for living in an old mortuary next to a cemetery, but home is home as long as we have a roof over our heads. It’s home sweet home,” says Maduna.

Oscar-winning Kenyan actress Lupita Nyong’o made historians sit up last week when Channel 4 television showed her documentary, “Warrior Women”, about the fearsome but virtually unknown Agoji females from West Africa’s past.

The Agoji were women fighters in the kingdom of Dahomey, present-day Benin, between the 17th and 19th centuries.

As to why their story remained so little known, Lupita said, “African history is often misrepresented as it is filtered through a European lens.”

In an interview with the UK’s Metro Daily newspaper, Lupita said she was overwhelmed on a daily basis making the documentary.

“I remember feeling a deep sense of sadness because I was learning about things that have been all but lost. History depends on who’s holding the pen and what their interests are.”

  • Sombre mood as Germany marks 30 years of Berlin Wall fall

Germany marks three decades since the fall of the Berlin Wall this week, but a hint of a return of the Cold War and the rise of nationalism is dampening the mood.

Leaders of former Cold War powers will be absent from anniversary festivities, as Donald Trump’s America First, Britain’s Brexit and Russia’s resurgence put a strain on ties.

Gone, too, is the euphoric optimism for liberal democracy and freedom that characterised the momentous event on November 9, 1989, as Germany grapples with a surge in far-right support in its former communist states.

“The spirit of optimism” that we saw 30 years ago, or even five or 10 years ago, “is not perceivable” today, said Berlin’s culture senator Klaus Lederer, whose office took the lead in putting together the capital’s festivities for the week.

The mood is therefore “reflective, but we are celebrating”, he said. “We are looking back at history together, and we are also talking about the future.”

Read:Germany adopts third gender identity for intersex people

As a sign of the tense times, Germany will put on a sober political programme to mark the epochal event that led to reunification and brought down the Iron Curtain dividing a communist East from a capitalist West.

Foreign Minister Heiko Maas said the anniversary was a chance to remind Europe why it needs to stay united in the face of rising geopolitical tensions around the world.

“Exhortations from individual European capitals fall on deaf ears in Moscow, Beijing and, unfortunately, to an increasing extent also in Washington, DC,” he wrote in an op-ed carried in newspapers across the EU on Saturday.

“It is only Europe’s voice that carries decisive weight. This is why unilateral action at the national level must finally be taboo in Europe.”

    – Serious tone –

While the spotlight five years ago was on world leaders from Barack Obama to Mikhail Gorbachev, this time round, the central focus is on Europe itself.

EU chief Ursula von der Leyen will set the tone with a speech on the eve of the anniversary at an event attended also by Chancellor Angela Merkel.

On November 9 itself, only central European presidents will headline the official ceremonies.

Read:Germany seeks common European response on Saudi arms sales over Khashoggi killing

Merkel and President Frank-Walter Steinmeier will be joined by his Polish, Czech, Slovak and Hungarian counterparts, in town to mark “the contribution of the central European countries to the peaceful revolution” that led to the collapse of the communist regime.

Merkel will speak at the Chapel of Reconciliation, which stands on the former Berlin Wall border strip.

Steinmeier, the moral arbiter of the country, will also make a speech at the Brandenburg Gate on the anniversary evening, before a series of concerts including by the prestigious Berlin Philharmonic Orchestra.

And US Secretary of State Mike Pompeo, who was stationed in Germany as a young soldier in 1989, will be in visiting from Wednesday but leave on the eve of the anniversary.

He meets Merkel and members of her cabinet on Friday, in meetings set to underline the growing divisions across the globe.

In a statement announcing his visit, Pompeo’s office said talks with his counterpart Maas will “discuss the importance of our Transatlantic partnership and the need for strengthened engagement in the face of growing threats from Russia, China, and Iran.”

    – ‘Cold war is back’ –

While the fall of the Iron Curtain that divided post-war Europe had led to hopes of a liberal democratic era and arms dismantlement three decades ago, the mood has soured today.

Within the EU, cracks have appeared as former eastern bloc countries like Hungary or Poland are accused by Brussels of challenging the rule of law.

On a broader arena, Trump’s go-it-alone stance on rejecting world treaties including on climate change and a nuclear disarmament deal with Iran has deeply shaken long-time allies in Europe.

Russia, meanwhile, is consolidating its foothold in the Middle East, while the US is also increasingly at odds with China.

For UN chief Antonio Guterres, “the Cold War is back — with a vengeance, but with a difference. The mechanisms and the safeguards to manage the risks of escalation that existed in the past no longer seem to be present.”

Gorbachev, who chose to stand aside instead of stopping the Wall from falling 30 years back, was also more pessimistic today.

Writing in his latest book, Gorbachev warned: “International politics is on an extremely dangerous trajectory… military operations currently have the characteristics of a real war.”

The local hospital authority said four men and one woman were injured, with two in critical condition.

One of the injured, a local councillor, had his ear partially bitten off by the as-yet unidentified male attacker, who was subdued by passersby in the mall.

Witnesses said the Mandarin-speaking attacker drew a knife after a political argument with people in the mall, which was the site of pro-democracy protests earlier in the day.

The local councillor, Andrew Chiu Ka-yin, reportedly was attempting to prevent the attacker leaving the scene when the man bit off a section of his ear. Witnesses said the attacker was badly beaten by passersby who intervened, before police arrested the man.

One of the victims, a woman, told the South China Morning Post that the suspect drew a knife after arguing with her sister and her husband, who were also injured. The Hong Kong Free Press reported that that attacker was a Mandarin-speaking pro-Beijing supporter.

Hong Kong has experienced five months of sometimes violent demonstrations by pro-democracy activists, who first took to the streets to protest against a bill that would have allowed extradition to mainland China, but evolved into a broader revolt against the way Hong Kong is administered by Beijing.

The wave of pro-democracy protests continued this weekend, days after a high-profile activist, Joshua Wong, was banned from standing in local elections. Police fired tear gas on Sunday into crowds of demonstrators in the eastern suburb of Taikoo Shing, home to the Cityplaza where the stabbing occurred.

Read:Police, govt condemn violence in Sunday Hong Kong protests

With no end in sight, China’s leaders signalled last week that they were preparing to change how the mainland administered Hong Kong.

Shen Chunyao, the director of the Hong Kong, Macau and Basic Law Commission, told reporters that officials were looking at ways to “perfect” how Hong Kong’s chief executive was appointed and removed. He did not elaborate on what exactly might change.

Last month, the leader of one of Hong Kong’s largest pro-democracy groups was taken to hospital after being attacked, apparently with hammers. Photographs on social media showed Jimmy Sham of the Civil Human Rights Front lying in the street, covered in blood.

From hospital, the activist said he “remained committed to the ideal of peaceful non-violence”.

  • Shame on you – Balotelli slams racist abuse and those who deny it

Brescia striker Mario Balotelli says those who deny he was racially abused during Sunday’s Serie A match at Hellas Verona are not “real men”.

Balotelli kicked the ball angrily towards Verona supporters early in the second half after hearing abuse , before threatening to walk off the pitch.

The referee brought play to a halt before following protocol, with a statement read out to the crowd in an attempt to resolve the issue

Balotelli was persuaded to stay on and see out the game by team-mates and Verona players, with the former Manchester City and Inter Milan striker going on to score a stunning late goal in Brescia’s 2-1 defeat at Stadio Marcantonio Bentegodi.

Read:I am proud to be a Ghanaian Mario Balotelli

Alongside a video showing his reaction to the abuse and his goal on Instagram, Balotelli wrote: “Thanks to all the colleagues on and off the field for the solidarity expressed toward me and all of the messages received from fans. A heartfelt thanks. You’ve shown yourself to be real men, not like those who deny the evidence.”

Balotelli also reposted a video taken by a fan of him being abused, and the Italy international wrote: “To the ‘people’ in this end who made the monkey noises: shame on you. Shame on you. Shame on you in front of your children, wives, parents, relatives, friends and acquaintances…shame.”

Verona’s chairman Maurizio Setti also denied hearing any racist abuse during the game.

“I confirm that we have heard nothing,” Setti said. “Verona fans are passionate but they’re not racists.

“When there are cases of racism we are the first to condemn them but it is wrong to generalise, speaking of racist chants and fans. Maybe two or three people among 20,000 fans might have said something.

“Those two or three people, if there are, we are ready to find them and punish them because I strongly condemn any such incident. I met Balotelli and I apologised if someone said something to him.”

The result leaves Brescia in the relegation zone, with the club announcing after the game they had sacked head coach Eugenio Corini.

  • Bayern Munich sack coach Niko Kovac

Bayern Munich on Sunday sacked coach Niko Kovac, a day after the German champions suffered a historic 5-1 loss against Eintracht Frankfurt — their worst Bundesliga defeat in a decade.

“FC Bayern Munich have relieved head coach Niko Kovac of his duties,” the club said in a statement.

The “mutual decision” was taken following talks with club president Uli Hoeness, chairman Karl-Heinz Rummenigge, sporting director Hasan Salihamidzic and Kovac himself.

“The performances of our team in recent weeks and the results have shown us that there was a need for action,” said Rummenigge.

“We all regret this development. I would like to thank Niko Kovac on behalf of FC Bayern for his work, particularly for last season’s double win.”

Read:Bundesliga: Lewandowski into the record books as Bayern Munich move top

Assistant coach Hansi Flick will take charge of the team “until further notice”, the statement added.

The 48-year-old former Croatia international said it was the right move for the side who sit in fourth place in the table after a series of disappointing matches.

“I think this is the correct decision for the club at this time,” Kovac said.

“I would like to thank FC Bayern for these past 18 months. During that time our team won the Bundesliga, the DFB Cup and the Supercup. It was a good time. I wish the club and the team all the very best.”

Bayern will play a Champions League match against Olympiakos on Wednesday before facing their biggest rivals Borussia Dortmund in the German top-flight on Saturday.

Read:Robben to leave Bayern Munich in 2019

    – ‘Not naive’ –

Saturday’s hammering by Eintracht was the club’s worst league defeat since a humiliating drubbing at Wolfsburg by the same scoreline in April 2009.

A 10-man Bayern was shredded by Eintracht after defender Jerome Boateng was sent off in the ninth minute, and leaving Kovac’s future at the club hanging in the balance.

“I know how this business works — I am not naive,” Kovac told reporters after the match.

Bayern have won only five of their last 10 Bundesliga matches, leaving them with 18 points — four points behind leaders Borussia Moenchengladbach.

Even their few victories have been lacklustre, with few goals to brag about and a shaky defence that has struggled to gain momentum.

“I don’t think the performance we produced will bring us serious success if we don’t get a handle on things,” Rummenigge bluntly told the squad after a hard-won 3-2 victory at Olympiakos in late October.

Read:Bayern president blasts Ozil after shock retirement

Germany’s top-selling Bild newspaper on Sunday reported Kovac’s men had started to lose faith in him.

“The players are criticising him more often and more openly, allowing them to shift attention away from their own shortcomings,” the daily wrote.

With Kovac’s departure, Bayern will be hoping to turn a page on the stuttering start to the season.

“I’m now expecting a positive development from our players and an absolute desire to perform so we can achieve our goals for the season,” said Salihamidzic.

After defeating the Bavarians in the German Cup final in his last match in charge of Eintracht in 2018, Kovac went on to win the Bundesliga and the German Cup in his first year in charge at Bayern.

Only one month ago, Kovac’s short-term future at Bayern looked secure after he masterminded a 7-2 win over Champions League finalists Tottenham in London.

Former Juventus boss Massimiliano Allegri, Jose Mourinho and Arsene Wenger are among the coaches named by bookmakers as possible replacements for Kovac, with the latter speaking fluent German and having previously expressed a desire to coach Bayern.

  • Arsenal distance themselves from Mourinho rumours amid Emery troubles

Arsenal are distancing themselves from a possible move for Jose Mourinho, with Unai Emery still having the support of the club’s hierarchy, sources have told ESPN FC.

Mourinho would be keen to speak to Arsenal should Emery be sacked this season, sources have told ESPN FC, but a move for the former Chelsea and Manchester United boss appears some way off at present.

It was claimed that Mourinho met Raul Sanllehi, Arsenal’s head of football, for dinner recently but sources have told ESPN FC that no such meeting took place. The two men have not seen each other for some time.

The chance to win trophies with three Premier League clubs would appeal to Mourinho, who won three titles with Chelsea, but he would need assurances that the conditions were suitable to allow a serious challenge at silverware.

Arsenal have lost two games this season but there are still 27 Premier League games to play in which the team’s fortunes can improve.

After a 1-1 draw at home to Wolves on Saturday, Emery’s men slipped six points off the top four.

“I’m more demanding of myself and feel a responsibility to work and come back better,” Emery said after the match.

  • NVRRC approves five rice genotype for cultivation in the north

The National Variety Release and Registration Committee (NVRRC) of the Ministry of Food and Agriculture (MoFA) has approved the release of five rice genotypes (varieties) onto the market for cultivation and consumption.

The approved genotypes which included 929, C93, Gbewaa Red, Waiqi, and Pac 801( a hybrid seed), are not only drought and disease tolerant, but also high in yielding, early maturing, have high nutrition, and tolerant to climate change.

Read: Govt plans to ban rice, poultry imports in 3 years Minister

Members of the NRRC made the approval at the weekend after inspecting the field trials of six proposed new rice genotypes carried out by the Savanna Agricultural Research Institute of the Council for Scientific and Industrial Research (CSIR-SARI) at Golinga, a community in the Northern Region.

The approved rice genotype is expected to be submitted to the MoFA for endorsement before they are officially released onto the market and subsequently placed at the national seed bank.

Mr Seth Osei-Akoto, the Acting Director of Crop Services at the MoFA, addressing the Committee after the field trip commended the institute for their efforts in developing the genotype to help improve on the seeds sector as well as increase food security in the country.

He said the rice had become a staple leading to an increase in its demand and indicated that this had created a gap in its production due to an increase in the importation of rice.

He said the Ministry had therefore set an agenda including the Planting for Food and Jobs programme to help improve on rice production in the country in order to make the country self-sufficient in its production by the years 2024 and 2025.

Mr Osei-Akoto said farmers were also encouraged to adopt the production of the improved rice seeds to help increase their yields and income.
He said even though there were some improved rice varieties released on the market some years ago, it was worrying that only two of the varieties namely “Gbewaa rice” and “Agra rice” had been promoted.

He urged the seed breeders to come out with very competitive improved varieties that could be promoted enough to make farmers adopt them for cultivation and consumption.

Dr Samuel Oppong Abebrese, a Seed Breeder, at the CSIR-SARI, who was also the research team leader said the institute had been examining these genotypes for about eight years and observed that “these proposed genotypes contained special features such as nutrition, high yielding between 4.7 to 8.9 tonnes per hector, early maturing within 83 to 130 days as well as tolerant to drought and diseases such as blast, bacterial leaf blight among others”.

He said the institute identified the six genotypes through a breeding programme set up in 2010 to provide for farmers, varieties that could cope with climate change situation such as flood and drought, as well as produce high yielding and early maturity crops.

He mentioned the six improved rice genotypes to include 929, C93 ,Gbewaa Red, Waiqi, and Pac 801( a hybrid seed) and Swarna 2 ( a hybrid seed).

Dr Abebrese said the trials of these genotypes were carried out in comparison with a check rice variety known as AGRA Rice and cultivated in areas such as Nyankpala and Golinga in the Guinea Savannah zone, Libi in the Transitional Savannah as well as Navrongo and Manga in the Sudan Savannah.

Read: We want trade, investment not raw material imports, exports Akufo-Addo to Putin

Dr Abebrese, however, said the only rice genotype which had not been approved by the Committee though it contained special features compared to the other genotype was Swarna 2.

He said the committee explained that the Swarna 2, rice genotype had already been registered and approved in Niger and contained other issues they deemed not fit to be cultivated and consumed in the country.

He gave the assurance that the institute would put in place seed production and dissemination plans to ensure farmers adopt these new rice genotypes.
Dr Stephen Nutsugah, Director for CSIR-SARI said the rice genotypes would help boost the seeds sector, reduce importation of rice as well as meet some demands of the niche market in the country.

He acknowledged the support from its partners such as Banse Tropical Food Limited, USAID, Jiangxi Academy of Agricultural Sciences, and AfricaRice among others.

  • Farmer loses 77.5 acres illegal maize farm in forest reserve

A total of about 77.5 acres of maize farm has been destroyed in the Chai and Asukawkwa forest reserves with collaborative efforts from guards and rapid response units of the Forestry Commission.

Mr Akwasi Adjei Adomako, the Krachi East Municipal Forestry Commander, who disclosed this to the Ghana News Agency in Dambai, in the Oti region said their intelligence led to the arrest of the culprit, one Lumba Akatsi, who illegally entered into the restricted area and cultivated the produce without permission, hence, the destruction.

Read: Two Chinese illegal miners arrested at Krofufruom

Mr Akwasi Adjei said upon assumption of duty in Karachi East he found out that some recalcitrant members of the public have continued to secretly enter into the reserve for their self-serving agenda of either felling timber or destroy some segments of the resource for farming activities, which is a breach of their statutes.

He said the reserves have, thus, witnessed declining tree or vegetative cover resulting from these illegal activities, which needed to be stemmed.

He said that the farmer was arrested and currently on police enquiry bail to assist in investigation.

    Read: Four illegal miners arrested

He believed that the arrest and prosecution of Lumbar served as a deterrent to those in the habit of destroying national resources for parochial means.

Mr Adomako said the Commission has stepped up afforestation exercise and had planted about 31,000 trees both on and off-reserve while, 44,000 of teak, Mahogany and Odum trees had also been planted to restore the reserve.

  • Huge recruit numbers force Ghana Fire Service to turn SHS into recruits training camp – Minister reveals

Officials of the Ghana National Fire Service have had to use a Senior High School (SHS) at Ada in the Ada West District of the Greater Accra Region as training camp due to the backlog of recruits who needed to be trained.

Minister of Interior, Ambrose P. Dery, who revealed this on the sidelines of a two-day training programme for Crime Officers, stated that the facility, though not approved, had to be used for three months in order to reduce the numbers of persons waiting to be trained.

Read: GRA risks missing 2019 revenue target as benchmark values reduction backfires

“The agencies are still struggling especially the Fire Service. They had to use a school in Ada for three months to be able to cope with the facilities”, he disclosed in reaction to claims made by the minority ranking member of Defense and Interior, James Agalga of secret recruitment in the security agencies.

The Minister stressed, “there is no truth in the fact that there is any secret recruitment anywhere.”

It would be recalled that the minority National Democratic Congress (NDC) on Wednesday October 30, 2019 accused the New Patriotic Party (NPP) of secretly recruiting party thugs into the security services, stressing that the 2018 list of qualified police recruits was replaced with a list of these persons.

In a press statement released and signed by James Agalga, the ranking member on the Defence and Interior Committee of Parliament, they accused the Interior Ministry of secretly recruiting persons into agencies under the ministry “in total disregard of established procedures for the recruitment of personnel into those agencies” in favour of “those connected to the NPP in one way or the other.”

“The attention of the Minority in Parliament has been drawn to an ongoing recruitment exercise of personnel into agencies under the Ministry of the Interior namely; the Police Service, Prisons Service and the Ghana Immigration Service in total disregard of established procedures for the recruitment of personnel into those agencies,” the press statement states in its opening paragraph.

The statement then detailed how the government halted the lawful process of recruitment into the police service and replaced the list of properly selected and qualified candidates with a list provided by the government:

“In specific reference to the Police, sometime in 2018, the government of President Akufo Addo announced that financial clearance had been given for the recruitment of 4000 personnel into the service. Accordingly, the service advertised for the recruitment of 2000 in the first instance, whereupon, prospective recruits applied through the e-recruitment model. The applicants, we are reliably informed went through all the necessary procedures including meeting the academic requirement of having a minimum of six credits (Maths and English inclusive), taking part in a competitive exam and going through a thorough medical examination. After this, the Police administration then compiled a list of qualified applicants in readiness for publication and the issuance of invitation letters for the commencement of training.

Read: Ghana Immigration Service debunks rumours of secret recruitment

The otherwise smooth recruitment exercise embarked upon by the Police administration took a nosedive when the government of President Akufo Addo suddenly ordered the former Inspector-General of Police, Mr. Asante Apeatu to suspend the recruitment exercise until further notice.

Subsequently, a new list other than the list originally prepared by the Police administration was compiled and submitted by the government of President Akufo Addo to the police administration for the issuance of invitation letters for training.

The crux of the above narrative is that the recruitment exercise undertaken by the police administration in 2018 following the grant of financial clearance by the Finance Ministry was truncated at the tail end and taken over directly by the NPP government contrary to its own commitment to stamp out fraud and cronyism from the recruitment of personnel into the security agencies,” the statement revealed.

  • Five men acquitted of gang-raping teenager in Spain

A court in Barcelona has acquitted five men accused of gang-raping a 14 year old girl of the charge of sexual abuse.

The men were convicted and jailed for the lesser crime of sexual abuse.

Under Spanish law, an offence can only be considered rape or sexual assault if physical force or intimidation is used.

The court ruled they had not committed rape because the victim was in an “unconscious state” and they did not need to use violence.

The decision comes despite Spain’s Supreme Court reversing a similar ruling earlier this year.

There is also an ongoing review into the law.

Read:Two women gang-raped to death at Abrepo in Kumasi

Six defendants were initially charged. The five who were convicted were sentenced to between 10 and 12 years in prison.

A more serious conviction of sexual assault would have carried prison sentences of between 15 and 20 years.

Women’s rights groups have reacted to the ruling with anger and dismay.

Warning: Some readers may find details of this story disturbing

The men were found guilty of abusing the girl during a drinking session known in Spanish as a botellón at a disused factory in Manresa, a town in the north-eastern region of Catalonia, in October 2016.

The case became known as the “Manada de Manresa” – Manresa Wolf Pack – for its similarities to another 2016 gang attack on a teenager which prompted widespread protests and an ongoing review of Spain’s rape laws.

Read:Gang rape paralyzes lady in Kumasi

    What happened in this case?
Prosecutors told the court the men took turns to attack the girl, who was under the influence of alcohol and drugs.

One of the defendants, named only as Bryan Andrés M, was said to have told each of them: “It’s your turn. Fifteen minutes each and no delay.”

At a previous court hearing, the girl said she remembered very little of what happened but that one of the men had been brandishing a gun.

All the defendants denied the allegations, although the DNA of one of them was found on the girl’s underwear.

The court ruled that the victim did “not know what she was and wasn’t doing, and consequently, did not have the ability to agree to or oppose the sexual relations most of the defendants had with her”, El Pais reported.

It added that the defendants “were able to commit sexual acts without using any type of violence or intimidation”.

The court awarded the victim €12,000 (£10,300) damages for an attack it described as “extremely severe and especially denigrating”.

What happened in original ‘wolf pack’ case?
A court in Navarra jailed five men for sexual abuse for a gang attack in Pamplona on an 18-year-old woman who was dragged into the hallway of a residential building.

As she appeared “passive or neutral”, according to a police report, the court decided no intimidation or violence had taken place.

In June, the Spanish Supreme Court overturned that ruling, deciding it was sexual assault and that the men were rapists. The five saw their sentences of nine years increased to 15.

Spain’s prime minister last year appointed a panel to review the rape laws.

  • Pakistan to build medical camps in Ghana

The government of the Islamic Republic of Pakistan is expected to provide some medical camps in Ghana.

The Ambassador of Pakistan to Ghana, Major General Waqar Ahmad Kingravi (RTD), made this known on Tuesday, 29 October 2019, in Accra, when he paid a courtesy call on Ghana’s Minister of Foreign Affairs and Regional Integration, Ms Shirley Ayorkor Botchwey.

The meeting afforded him the opportunity to enquire from Ms Botchwey the progress that has been made to grant diplomatic clearance to Pakistan’s navy and hospital ships that are expected to arrive at the port of Tema by the end of November 2019.

It also afforded him the opportunity to enquire from the Minister the arrangements made regarding where the camps would be established in Ghana.

He said the hospital ship is bringing along medical doctors, medical equipment and drugs. The camps, he told the minister, would provide free medical services to the people of Ghana.

All medical tests and surgeries will be free, he said, but noted that “we want first, diplomatic clearance for that”.

Responding to her guest, the minister observed that the medical camps were testament to the strong relationship between both nations and the mutual desire to enhance the relationship, even though either does not currently have a physical presence in each other’s country.

The camps are meant to enhance diplomatic relations between the two countries, she explained.

The minister promised to expedite action on getting the clearance since, according to her, the medical camps would benefit the people of Ghana.

  • At least 73 dead in Pakistan train fire, police say

At least 73 passengers died when a train travelling from the city of Karachi to Rawalpindi in Pakistan caught fire.

Minister for railways, Sheikh Rashid Ahmed, said the fire was caused by the explosion of a gas cylinder being used by passengers cooking breakfast.

The blaze is thought to have spread to at least three carriages.

According to officials cited in local media, many of the victims died as they tried to jump off the burning train.

Another 40 people have been injured. Officials say the number of dead may still rise.”Two cooking stoves blew up. They were cooking, they had [cooking] oil which added fuel to fire,” Sheikh Rashid Ahmed said.

Passengers bringing stoves onto trains in order to cook meals on long journeys is a common problem, the minister said. Though it is common to carry food on board, gas cylinders are banned.

District deputy commissioner Jamil Ahmed said some of the victims were so badly burnt they could not be identified, and they would need to use DNA to find out who had died.

Prime Minister Imran Khan said he was “deeply saddened by the terrible tragedy” on Twitter, adding that he had ordered an “immediate inquiry”.

The accident happened near the town of Rahim Yar Khan in the south of Punjab province. Many passengers were pilgrims heading to Raiwind near Lahore for one of Pakistan’s largest annual religious congregations, organised by the Tablighi Jamaat Sunni Muslim missionary movement.

This is Pakistan’s worst rail disaster in over a decade.

The country has a history of railway accidents with multiple deaths. Casualty figures are often so high because trains are packed with far greater numbers than they were designed for.

A self-acclaimed pastor, Saint John Walker, has appeared before an Accra Circuit Court, charged with stealing GH¢60, 000.00.

The accused allegedly collected the money from one Maame Dufie, who owed the complainant, Madam Tuffour GH¢100, 000.00.

He pleaded not guilty to the charge when he appeared in court few months ago.

Mr Walker together with some police officers went to Maame Dufie under the guise of being sent by Madam Tuffour to collect the money.

Counsel for the accused, Grace Garner, denied that her client stole the money.

She told the court presided over by Emmanuel Essandoh that Mr Walker and complainant had been friends for more than two years, and the accused used to run errands for her (Madam Tuffour).

However, during cross examination, Madam Tuffour told the court that Mr Walker knew her house because she used to send him on errands.

When counsel asked whether the complainant operated an account with ECOBANK, she said she could not give details of her bank accounts.

When asked if she ever gave out her Automated Teller Machine (ATM) cards and PINs to the accused to withdraw money on her behalf, she responded in the negative.

The facts are that, Madam Tuffour lent Maama Dufie an amount of GH¢100,000.00, which Maame Dufie failed to pay.

Later, the complainant sent her son to follow up on the debt only to be told that Madam Dufie had paid GH?60,000.00 in two instalments to the accused.

Madam Tuffour lodged a complaint with the East Legon police station.

  • Premier League considers ban on heading for youths amid dementia fear: reports

The Premier League has written to its clubs to tell them they are considering whether to ban some academy players from heading a football amid dementia fears.

According to British media reports on Wednesday, Premier League chiefs have emailed all 20 top-flight teams in the wake of a recent study into the link between football and dementia.

Last week, a report published and titled ‘Football’s Influence on Lifelong Health and Dementia Risk’ found footballers were three-and-a-half times more likely to suffer from degenerative brain conditions than the general population.

Read:Dementia in football: Ex-players three and a half times more likely to die of condition

The research looked at 7,676 Scottish footballers born between 1900 and 1976 who were matched with 23,000 people from similar areas and backgrounds.

It led to the Scottish Football Association considering a ban on children under 12 heading the ball and former player Lenny Johnrose, who was diagnosed with motor neurone disease in March 2017, called for children aged 14 and under to be banned from heading.

The United States is the only country in the world which has a similar ban. Children aged 10 and under are not allowed to head the ball in games or practice, while there are limits placed in training sessions for 11-to-13 year olds.

In the wake of the study, led by consultant neuropathologist Dr Willie Stewart of Glasgow University, Premier League interim chief executive Richard Masters is looking into the latest findings to decide if any age groups should be banned from heading.

The FA’s independently chaired medical and football advisory group does not yet believe there is enough evidence at this stage to make changes to the way modern-day football is played, at any level of the game.

It has reissued best practice coaching advice in youth football, which advises limiting repetitive heading practice and using age-appropriate balls and softer items like balloons or sponge balls.

  • ‘It was Cristiano-like’ – Rashford double sends Man Utd through

Marcus Rashford’s sensational free-kick winner was like something Cristiano Ronaldo would produce, Manchester United boss Ole Gunnar Solskjaer said after his side beat Chelsea to reach the Carabao Cup quarter-finals.

The England striker gave United the lead with a penalty after Marcos Alonso fouled Daniel James.

Michy Batshuayi equalised for Chelsea, who had won their last seven games, with a great run from the halfway line and finish from outside the box.

But Rashford won the game with a swerving, dipping 30-yard free-kick into the top corner.

“It was very Cristiano-like,” said Solskjaer. “The boy has nerves of steel, He takes a penalty no problem, and then steps up and hits the ball like he did and wins us the game. Fantastic.

“He works too much on it. I’ve always tried to get him scoring simple tap-ins and being inside the box. He always scores great goals.”

Read:Martial penalty ends Man Utds winless away run

The quarter-final draw will take place on Thursday at about 08:45 GMT on BBC Radio 2’s Zoe Ball Breakfast Show.

United’s decision to name strong team pays off

Manchester United manager Ole Gunnar Solskjaer named a strong side, saying he wanted to “keep the momentum going” – with 19-year-old Brandon Williams the only unfamiliar youngster to start.

And it worked as they won for a third game in a row, all away from home – after a run of six games without a win.

Scott McTominay had already gone close to an opener when Rashford – who missed a penalty in Sunday’s 3-1 win at Norwich in the Premier League – sent Willy Caballero the wrong way from the spot.

Chelsea made six changes from Saturday’s win at Burnley and did not look their usual selves. Christian Pulisic, who scored a hat-trick at Turf Moor, failed to have much of an impact, although he did drag a shot wide in the second half.

Batshuayi’s equaliser was wonderful as he flicked Caballero’s long kick on with his head, before beating Harry Maguire for pace and smashing home from 25 yards.

But the headlines belong to Rashford, who turns 22 on Thursday, who settled the game with a fantastic free-kick – his fourth goal against Chelsea this season.

‘I thought we were the better team’

Chelsea boss Frank Lampard told BBC Radio 5 Live: “There weren’t many chances in the first half. In the second half we showed the energy I wanted. We created chances and dominated the game.

“They got a bolt out of the blue to win the game. It’s an amazing goal, you can’t do anything about that. We felt like we were going on to win the game at that stage.

“[The winning run ending was] always going to happen. You can’t go on forever. Even [Manchester] City and Liverpool lose at some point. We changed the team a lot today, made a lot of changes. I thought we were the better team in general play.”

Chelsea’s worse home record than last season – match stats

Chelsea have lost three games at Stamford Bridge in 2019-20, one more than they did in the whole of the 2018-19 campaign.

Manchester United have recorded back-to-back away wins at Chelsea for the first time since February 1998.

Read:Man Utd always defend against us Jurgen Klopp

United have won seven of their last eight League Cup matches against Premier League opposition.

Marcus Rashford has scored five goals against Chelsea, his most against a single opponent. Four of those have come this season.

Since Ole Gunnar Solskjaer’s first game in charge on 22 December, Manchester United have taken more (17) and scored more (12) penalties than any other Premier League team in all competitions.

Michy Batshuayi equalled his longest scoring streak for Chelsea, having netted in three consecutive games for the third time for the Blues (previously doing so in May and September 2017).

Chelsea (24 years 166 days) named their youngest starting XI in a League Cup fixture since October 2012, which was also against Manchester United (24y 7d).

  • Lifestyle: Men are funnier than women, study claims

Men are funnier than women, researchers have claimed.

They looked at the results of various studies in which people were asked to rate men and women’s humour – without knowing their sex first.

Researchers found that 63% of men were funnier than the average woman.

The study looked at normal people rather than professional comedians, but Marina Bye, one half of the comedy duo Siblings, says the study feels “unnecessary”.

“With comedy that’s the last thing you want,” she told Radio 1 Newsbeat.

She worries it could put women off getting into comedy.

Read:Lifestyle: Women with demanding jobs tend to gain more weight Study

“You want the worst and the best comedians to try because you never know. This study will cripple bravery.

“I really think it’s unnecessary to do this study. They could’ve done something progressive.”

Researchers from Aberystwyth University and the University of North Carolina analysed 28 studies which looked at how funny around 5,000 people were.

They wanted to see whether the stereotype that men are funnier than women was true.

Writing in Psychology Today, lead researcher Dr Gil Greengross said: “This stereotype is shared by both men and women – but of course, just because it exists does not mean it is true.”

Read:LIFESTYLE: 19 Foreplay tips to please her in bed

In many of the studies they looked at, men and women were asked to write a funny caption to accompany a cartoon – and then independent judges rated their funniness without knowing their gender.

Dr Gil said the results found that “to the best of our knowledge, on average, men appear to have higher humour production ability than women”.

Speaking to Radio 1 Newsbeat on Tuesday, he added: “To clarify, the whole thing is not about ‘women are not funny’… obviously there are some very funny stand-up comedians and I know many female comedians, some personally.

“Sara Pascoe, for example, she’s a great comedian and she’s probably funnier than 99% of all males in the world… it’s just that on average we find there’s a difference.”

He says evidence suggests humour plays a “major role in mating”.

Read:Lifestyle: The Garden: Be careful who you sex

The lecturer said women tend to look for a sense of humour in a partner as it is “strongly correlated with intelligence”.

“Men, on the other hand, prefer women who laugh at their humour.

“That means that over our evolutionary history, men likely had to compete harder with other men to impress women with their sense of humour.”

Maddy Bye, who along with her sister Marina make up the comedy duo Siblings, says she finds the study “frustrating but also funny”.

“Being in the comedy world I don’t think we’ve done a gig in the last three years where there wasn’t an equal amount of men and women on the bill.

Read:LIFESTYLE: What did you wish you knew before marriage?

“There are so many amazing male and female comedy shows. I don’t know why they’re trying to make it a scientific fact that women aren’t funny.”

Maddy says being a female in comedy is “better than it was before” but it’s still a “man’s world”.

She recalls handing out fliers for their show at the Edinburgh Fringe Festival and a woman said it looked good but her boyfriend doesn’t “think women are funny”.

  • Energy Commission restores license to ECG to distribute and retail power

The Energy Commission has granted the Electricity Company of Ghana (ECG) the Electricity Brokerage Licence to enable it to sell electricity in bulk to consumers after the earlier license issued to Power Distribution Services (PDS) was canceled.

A statement issued by the Board of the Energy Commission said PDS and ECG were to facilitate a smooth transition process to ensure that customers were not adversely affected.

It said the Commission, therefore informs the public that based on communication from ECG, the Demand Guarantees submitted by PDS to ECG in respect of the Lease and Assignment Agreement (LAA) between the two companies were null and void.

It said the Commission per the provisions of Section 19 of the Energy Commission Act, 1997 (Act 541), has canceled the Electricity Distribution Licence No. EC/EDL/02-19001 and the Electricity Sale Licence No. EC/ESL/02-19-001 issued to PDS with effect from 23rd October 2019.

    Why the deal was terminated

PDS was in July 2019 found to have presented invalid insurance security for the takeover of ECG assets.

The company was initially supposed to furnish the ECG with payment securities in the form of either a demand guarantee or a letter of credit issued by a bank.

The insurance guarantee came about because of difficulties experienced with raising a bank guarantee.

PDS appealed to use a demand guarantee issued by an A-rated insurance company.

PDS thus submitted the Payment Securities in the form of demand guarantees issued by a Qatari insurance firm, Al Koot Insurance, and Reinsurance, which eventually became the source fraud after it was discovered that there were fabricated letters and forged signatures.

The government also noted that Al Koot could not engage in such a transaction-based on its net worth.

The company was also not authorized to issue demand guarantees.
