  • Premier League release statement over Alexander-Arnold handball

Manchester City were correctly denied a penalty just seconds before Liverpool opened the scoring in their 3-1 win at Anfield, according to the Premier League.

The ball appeared to strike Trent Alexander-Arnold’s hand on the edge of the Liverpool six-yard and City striker Sergio Aguero was adamant that his side should have been awarded a penalty.

However, referee Michael Oliver waved away the protests, which continued after Fabinho had given the Reds the lead with a sweet strike from 20 yards out.

A Premier League statement said: “The VAR checked the penalty appeal for handball against Trent Alexander-Arnold and confirmed the on-field decision that it did not meet the considerations for a deliberate handball.”

The Liverpool defender himself admitted he was worried about being penalised, especially with the use of VAR.

“I think it [the ball] might have hit my arm but it hit Bernardo Silva’s first,” Alexander-Arnold said.

“You have to carry on playing, they complained but you have to keep on playing.”

City boss Pep Guardiola was furious with the decision and was said to be asking TV officials in the tunnel at half-time why it wasn’t awarded – but he would not be drawn on the issue after the final whistle.

    “Ask the referees,” Guardiola said.

“Ask Mike Riley [the head of refereeing] and the referees in the truck.”

Former City captain Vincent Kompany, working as a pundit in the Sky Sports studio, reckoned Liverpool should not even have had the chance to score as they did.

“One way or another you should stop the action,” Kompany said.

“Alexander-Arnold’s arm is in an unnatural position. It’s a penalty.”

  • Liverpool beat Man City to go eight clear at top of Premier League

Liverpool struck a potentially decisive blow in the Premier League title race as victory over reigning champions Manchester City at Anfield opened up an eight-point lead at the top of the table.

The confrontation between the two domestic superpowers had been billed as a defining moment in Liverpool’s 30-year quest to land the title – and this outcome leaves them with a commanding advantage over Leicester City in second place.

Liverpool took the lead after only six minutes when Fabinho flashed a 25-yard drive past keeper Claudio Bravo, deputising for injured Ederson, the goal given after a video assistant referee check for handball against Trent Alexander-Arnold.

Manchester City were threatening in possession but Jürgen Klopp’s team are ruthless in attack, as proved when Mohamed Salah doubled their lead six minutes later, heading in at the far post from Andrew Robertson’s superb cross.

Raheem Sterling missed a headed chance and Sergio Agüero saw a shot deflected on to the post as City tried to find a foothold but it was all over six minutes after the break when Jordan Henderson’s pinpoint delivery lured Bravo into a critical moment of hesitation and Sadio Mané headed in.

Bernardo Silva pulled one back with 12 minutes left but it was too late for City, who will rue not making the most of their plentiful possession and opportunities as they now lie nine points off the top in fourth place.

Guardiola was fuming at the final whistle, appearing to thank referee Michael Oliver sarcastically before leaving the pitch, shortly after being enraged when another penalty claim against Alexander-Arnold was waved away.

  • Spain returns to the polls

Miguel Angel Goni is fighting for a better future. The 30-year-old has been campaigning relentlessly over the past few weeks for the social democratic PSOE party, which is predicted to come first in this Sunday’s election.

“I think the PSOE really is the only possible option for us young people — it stands for a fight against climate change and in favor of workers’ rights and gender equality,” he said as he handed out flyers together with a group of other young Socialists in the Madrid neighborhood of Arguelles.

Being center-left is a tradition in Goni’s family. He joined the PSOE youth branch eight years ago. But he thinks this election will be more crucial than ever. “If the center-right PP were to overtake us from their current second position and come first, they would certainly join forces with the far-right Vox and that would lead to a regression in our rights,” he warned.

Read:Five men acquitted of gang-raping teenager in Spain

“We need to get as high a share as possible so that we have a stable margin to govern,” he added.

But that won’t be easy — especially since judges recently sentenced several Catalan separatist leaders to years-long prison terms, prompting violent clashes between independence supporters and police in Catalonia. The PSOE had taken a relatively conciliatory approach toward independence supporters so as to not scare off voters in Catalonia, where the party regularly does well in general elections.

However, the PSOE’s soft stance hasn’t gone down well in other parts of the country. The party is now forecast to win even fewer seats than in the last round of voting in April this year. That’s certainly not what interim Prime Minister Pedro Sanchez had in mind when he called a snap election a few weeks ago, after failing to form a government with the leftwing alliance Unidas Podemos.

Madrid-based political analyst Paola Cannata Molero thinks Sanchez’s decision may also have made matters worse. “None of the parties will win an absolute majority, and they will again have to try to form a coalition. But that looks even less likely than before; our politicians are talking to each other as if they were enemies,” she said.

Read:Spain to hold fourth election in 4 years as talks fail

What’s more, Spain’s parliament is likely to become even more fragmented with additional small parties, such as the newly founded far-left Mas Pais, expected to win seats for the first time.

There are more optimistic voices though. “I think our politicians have learned the lesson,” said Valencia-based political analyst Carles Torrijos. “The market-liberal party Ciudadanos, for example, has been softening their stance, and I think they would abstain when parliament votes on the next Socialist government” rather than voting against it, he explained.

“But Ciudadanos won’t be able to be kingmaker on their own, and Unidas Podemos will also have to give in — otherwise, Sanchez just won’t get the necessary numbers,” he added.

Ciudadanos is expected to lose two-thirds of their seats, a number of which are likely to go to Vox, which has been winning over voters with its tough stance on Catalonia. Several polls predict the party will take Ciudadanos’ place as the third biggest force in parliament, up from fifth.

‘A party that speaks its mind’

Luis Felipe Ulecia thinks that’s more than deserved. He founded Vox’s youth branch last year. “People are right to trust us. Forty years ago, we handed Catalonia over to the enemies of the nation and we now need to send all our available police to suffocate this revolt, get the upper hand again and suspend the region’s status of autonomy,” he said, as he distributed flyers outside the ICADE School of Law, just hundreds of meters away from his Socialist counterparts.

Read:Spain offers closer ports to stranded migrant ship

The 24-year- old thinks Vox is what the country needs — not just in Catalonia. “There’s finally a party that speaks its mind without fear and gives us the right to be proud to be Spanish again,” he said. “Vox defends a strong central state that will bring prosperity to our country and doesn’t submit to this false feminism. It’s pro-life and advocates for a strong family.”

Ulecia is convinced that Vox’s stance will one day get its leader Santiago Abascal elected prime minister.

But Goni is determined to prevent that. This time around, he is banking on the roughly one third of voters who still haven’t made up their mind — and on Spanish politicians’ “common sense,” as he calls it.

“I think that everybody has by now understood that we need to put an end to this status of limbo,” he said. “So, if indeed no coalition can be formed, other parties should take responsibility and silently support the party with the highest share of the vote to let it form a minority government.”

Many Spaniards could come around to that option as a last resort. If there’s one thing that everybody in Spain seems to agree on nowadays, it is that the country doesn’t need yet another general election anytime soon.

  • KSI v Logan Paul 2: KSI wins on split decision in Youtubers’ contest

The biggest event in internet history? Possibly. Pure entertainment? Definitely.

In front of a global audience of millions, the YouTube boxing grudge match between Britain’s KSI and his American rival Logan Paul on Saturday produced, perhaps surprisingly for some, a superb sporting spectacle in Los Angeles on Saturday.

KSI won on a split decision in a tear-up that was dripping in controversy after Paul was deducted two points for hitting his opponent on his way down.

Here’s how the entertaining – and sometimes surreal – night unfolded in LA.

First, the fight. Fury-Wilder it wasn’t, but it was an entertaining bout from the first bell to the last.

Read:Shocking! TKO punch kills boxer in WBC title fight [Video]

KSI, 26, deserved to win. He was the better fighter for the first four rounds as he continually threw booming rights which rocked the taller, rangier Paul onto the back foot.

It was one-way traffic until Paul snuck through KSI’s defences with an uppercut and then, with his opponent on his way to the canvas, landed another blow which took the wind from the Brit’s sails.

The referee intervened because Paul broke KSI’s fall, following the uppercut, to land another blow and the official demonstrably gave the Brit time to regain his composure.

And while two points were deducted from Paul’s card, a knockdown was registered in the American’s favour on account of the first blow.

KSI belied his inexperience to stay out of trouble for the remainder of the fourth round – displaying much improved footwork from the pair’s first fight – and the frenetic pace continued for the full six round.

KSI – whose real name is Olajide Olayinka Williams Olatunji – was judged the winner 57-54, 56-55, 55-56 on the judges’ scorecards.

Read:Former WBO champ Isaac Dogboe turns to crowdfunding to reclaim title

It was a popular victory for the Brit, who was the more popular fighter inside the sell-out arena, despite crossing the Atlantic to fight on his opponent’s home soil.

You could tell it was going to be a something special from the moment the two YouTubers walked into the ring.

Logan Paul came in like a pantomime villain – booed and jeered in front of a home crowd as he strutted through in a star-spangled USA robe.

KSI arrived in a red and black mask covering most of his face, and American rapper Rick Ross walked him in performing Down Like That – a song they’ve collaborated on.

While most people became enthralled in the tense fight, there was also a Justin Bieber sideshow to keep an eye on. The Canadian singer was in Paul’s corner and after appearing with him backstage before the fight, Bieber was soon trending on social media after giving Paul a standing ovation after the second round.

The Staples Center was full of internet celebrities who wanted in on the action, and social media full of messages for the two fighters.

When both men were asked post-fight, Paul, 24, definitely fancied another crack at KSI. The victor less so.

    Read:McDan Amateur Boxing Competition relaunched

“It’s done,” KSI said. “I’m on to the next thing.”

In response, Paul, who said he would appeal against the decision to deduct him two points, said: “I’d love to fight KSI again – these are the best moments of my life. The more I practise the more I feel comfortable.”

British boxing promoter Eddie Hearn was pleased with his first foray into staging a show headlined by two men with a combined YouTube subscribership of 40 million.

“That fight was everything that is great about boxing,” said Hearn.

“There has to be a narrative and a respect for the sport and these two have that.

“If there are any other men or women who want to get into the ring – and they respect the code – then this can happen again.”

As with most great boxing narratives, beneath all the ugly words is a deep-rooted respect for each other.

When asked to make up with Paul at the end, KSI paused, looked down and then offered his hand. Drama to the bitter end.

  • Two dead, at least 150 homes lost in Australia bushfires

Catastrophic bushfires have killed at least two people and forced thousands from their homes in eastern Australia, with the death toll expected to rise as firefighters struggle toward hard-to-reach communities.

In the normally picturesque coastal town of Forster — one among dozens hit along a swathe of the eastern seaboard — vast plumes of smoke shot out from multiple blazes as water bombers swooped in overhead.

Prime Minister Scott Morrison said that, if needed, the military could be called on to help some 1,300 firefighters who are tackling around 100 separate blazes.

Several people are still said to be unaccounted for and 30 more have been injured — mostly firefighters forced to work for hours on end in smokey, hot and smouldering scrubland and blazing forests of towering eucalyptus.

Read:New South Wales battles dozens of winter bushfires

“Sadly, we have lost two Australians and I fear that we will lose more before the day is out,” Morrison said as hundreds of civilians also volunteered to help their hard-hit neighbours.

Emergency services said they had found the remains of one person in a car and a woman died despite medics struggling for several hours to save her.

As hot and windy weather eased slightly on Saturday, the number of most serious fires fell from an unprecedented 17 on Friday to just three.

But across an area spanning almost 1,000 kilometres (600 miles), schools were burned, at least 150 homes were destroyed, while the authorities were forced to evacuate detention centres and old people’s homes.

Read:European heatwave: Spain battles major Catalonia wildfire

Bushfires are common in Australia and a vast corps of firefighters had already been tackling sporadic blazes for months in the lead-up to the southern hemisphere summer.

But this was a dramatic start to what scientists predict will be a tough fire season ahead — with climate change and unfavourable weather cycles helping create a tinderbox of strong winds, low humidity and high temperatures.

New South Wales premier Gladys Berejiklian warned that next week’s weather forecast “could mean we’re not through the worst of it”.

Morrison, whose government has played down the threat of climate change sought to deflect questions about what impact it may have had.

“My only thoughts today are with those who have lost their lives and their families,” he said.

“Australia has been battling ferocious fires for as long as Australia has been a nation, and well before. And we will continue to do so.”

    ‘Too late to leave’

Firefighters had described the conditions Friday as “difficult” and “dangerous”.

“Unfortunately, many people have called for help but due to the size and speed of the fires we couldn’t get to everyone, even by road or helicopter,” New South Wales firefighters said.

In some areas, residents were stuck and told to simply “seek shelter as it is too late to leave”.

Local radio stopped normal programming and provided instructions about how to try to survive fires if trapped at home or in a vehicle.

Across the central coast, smoke could be seen billowing high into the sky and residents took to social media to post photos and videos of smoke-laden tangerine skies and flames engulfing storeys-tall eucalyptus within sight of their homes.

Authorities said some of the fires were creating their own weather conditions — pyrocumulus clouds that enveloped entire towns.

Read:Firefighters battle massive wildfires in Portugal

Meanwhile, high winds flung embers and burnt debris far ahead of the fires’ front lines, depositing the dangerous detritus on the balconies and front yards of unsuspecting residents.

Despite easing conditions, a prolonged drought and low humidity levels will continue to make circumstances combustible.

Earlier this month, some of the same fires cloaked Sydney in hazardous smoke for days. On Saturday it was Brisbane’s turn, with the fires enveloping the city centre in a veil of acrid fog.

Swathes of Australia have gone months without adequate rainfall, forcing farmers to truck in water, sell off livestock or leave their land to lie fallow.

Jim McLennan of La Trobe University said the bushfires were “unprecedented”, coming so early in the season and in areas that usually have moist soils and vegetation.

“However, the fire situation is consistent with our new world of bushfire threat associated with climate change”.

  • NPP executives hijack stores at Kotokuraba, Abura markets Traders

Some residents of Abura and Cape Coast in the Central Region have accused executives of the ruling New Patriotic Party (NPP) for allegedly allocating stores at the Kotokuraba and Abura markets in the metropolis only to members and sympathisers of their party.

Some residents who spoke to Kwame Minkah, co-host of Dwaboase on Power 97.9 FMs broadcast event at Abura lamented what they described as “selective way” of sharing the stores in the state of the art markets.

The traders disclosed that before the construction of the Abura market, the second largest and busiest market in Cape Coast, under the erstwhile Mahama administration, some individuals registered with the city authorities for the stores, but the arrangement changed when the NPP government assumed power in 2017.

“Some of us took the necessary steps to get our stores but the NPP executives have decided to allocate the stores to their cronies and people who supported their campaign,” one of the frustrated market women disclosed.

Others who also spoke at the programme told Kwame they had made some financial commitment as is usually done but they are yet to get the stores, claiming they have been sidelined because they are not frontline members of the NPP.

Notable among the names the residents mentioned was the Metropolitan Chief Executive of Cape Coast, Ernest Arthur, who they alleged is behind the allocation of the spaces.

They further expressed their disappointment in the Akufo-Addo government for denying the rightful owners of the market they (the NPP) never constructed.

  • Ghana police not ready to give MPs 24hr protection Security Analyst

A security analyst, Colonel Festus Aboagye says attempts to provide security protection for Members of Parliament will negatively impact the efficiency of the Police Service.

He explained that including legislators in the category of persons entitled to security protection will create human resource constraints on the police.

Read: Permanent police protection for MPs untenable Fritz Baffour

His comment comes on the back of demands for protection by some Members of Parliament following an attack on the Member of Parliament for Nhyiaeso.

In an interview with Citi News, Colonel Aboagye indicated that the demand can only be considered if sufficient evidence is adduced to suggest that the attacks on MPs come as a result of their position.

“If we have cases that are substantiated that parliamentarians are targeted because they are parliamentarians, then that would warrant further discussions as to how parliamentarians should be protected. I am not too sure there is a sufficient basis to establish that.”

Read: Speaker wants police protection report for MPs in two weeks

“I think already there are some categories of persons in this country who are entitled to police protection and going to add parliamentarians, considering that this number is going to go up, is going to have a toll on the police strength and the capacity of the police to deliver protection to the rest of the country. I will argue finally that everybody in this country needs protection and so we need to create a Police Service that is well resourced in order to create that safety and security umbrella that all of us on a day to day basis can go about our livelihoods,” he said.

An armed robbery attack on the Nhyiaeso MP, Kennedy Kankam in his Kumasi residence, reignited the calls by the legislators for each Member to be detailed with 24-hour police protection.

  • ROPAA: Make ‘meaningful, nonpartisan’ contributions EC to diasporans

A Deputy Chairperson of the Electoral Commission (EC), Dr. Bossman Asare has charged Ghanaians abroad to submit critical contributions to the election management body that will enhance the processes toward the implementation of the Representation of the People’s Amendment Act (Act 699).

Speaking at a forum to engage Ghanaians on best practices on the implementation of the law which allows Ghanaians abroad to take part in elections back home, Dr. Asare, who is the Chairman of the ROPAA Committee, asked the participants to make nonpartisan, meaningful and practical contributions that will further advance Ghana’s democracy.

Read: EC to meet Ghanaians in US over ROPAA

He recounted the numerous regional tours undertaken by the Committee as well as a trip to Senegal concerning the matter.

According to him, the Commission has to prepare a Constitutional Instrument (C.I.) based on the inputs obtained from the extensive consultations currently underway and present it to Parliament by December 2019.

For his part, the Chairman of the Progressive Alliance Movement Inc. USA, Dr. Kofi Boateng, expressed the hope that all qualified Ghanaians would be given the opportunity to exercise their franchise in the not-too-distant future, unlike the past where very few Ghanaians abroad took decisions for everyone.

The issues discussed at the forum ranged from eligibility, siting of polling stations and the credibility of election officials among others.

On the issue of residency, some of the participants argued that based on the right to vote as enshrined in Article 42 of the Constitution, it would be unfair to deny any Ghanaian citizen the right to register and vote irrespective of where they reside.

The Consul General of Ghana’s mission in New York, Professor Samuel Kojo Amoako, appealed to Ghanaians abroad to cooperate with the EC to make the implementation of ROPAA successful.

As part of the tour, the team is expected to visit Woodbridge (Virginia), Worcester, (Massachusetts) Washington D.C. Columbus (Ohio) and Silverspring (Maryland).

Meanwhile, Ghanaians in New York, who participated in the forum, have commended the EC for its efforts aimed at broadening consultations to operationalise the Representation of the People’s Amendment Act (Act 699).

  • Protesters forcibly cut off Bolivia Mayors hair

The mayor of a small town in Bolivia has been attacked by opposition protesters who dragged her through the streets barefoot, covered her in red paint and forcibly cut her hair.

Patricia Arce of the governing Mas party was handed over to police in Vinto after several hours.

It is the latest in a series of violent clashes between government supporters and opponents in the wake of controversial presidential elections.

At least three people have died so far.

    What happened?
A group of anti-government protesters was blocking a bridge in Vinto, a small town in Cochabamba province in central Bolivia, as part of their ongoing demonstrations following the presidential election on 20 October.

Read:Four Malawi protesters charged over stoning policeman to death

Rumours spread that two opposition protesters had been killed nearby in clashes with supporters of incumbent president, Evo Morales, prompting an angry group to march to the town hall.

The protesters accused Mayor Arce of having bussed in supporters of the president to try and break a blockade they had set up and blamed her for the reported deaths, one of which was later confirmed.

Amid shouts of “murderess, murderess” masked men dragged her through the streets barefoot to the bridge. There, they made her kneel down, cut her hair and doused her in red paint. They also forced her to sign a resignation letter.

Ms Arce was eventually handed over to the police who took her to a local health centre.

Her office was set alight and the windows of the town hall were smashed.

    Who died?
The person killed in clashes between supporters and opponents of President Morales was identified as 20-year-old student Limbert Guzmán Vasquez. Doctors said Mr Guzmán Vasquez had a fractured skull which may have been caused by an explosive device.

He is the third person to be killed since the clashes between the two sides erupted on 20 October.

Tension has been running high since election night when the results count was inexplicably paused for 24 hours.

The suspension prompted suspicions among supporters of opposition candidate Carlos Mesa that the result had been rigged to allow Mr Morales, who has been in power since 2006 to stay on for another five years.

The final result gave Mr Morales just over the 10-percentage-point lead he needed to win outright in the first round of the presidential election.

  • Government to support NMC to review mandate of GBC

Government is to assist efforts by the National Media Commission (NMC) to transform the Ghana Broadcasting Corporation (GBC) into an effective Public Service broadcaster.

A Committee to be chaired by veteran journalist and former Information Minister, Elizabeth Ohene to review the mandate of GBC from a state-owned media to a proper public service broadcaster, has been formed but lack of funding has delayed the start of its work.

Read: GBC risks going off-air over ¢25m debt

Chairman of the National Media Commission, Yaw Boadu Ayebaofoh, sought the assistance of government in reviewing the role of GBC when members of the NMC called on the President at Jubilee House.

President Akufo-Addo supported calls for GBC to be made an effective public service broadcaster that will not become a propaganda tool for any party in government.

The visit by the National Media Commission led by its Chairman, Yaw Boadu Ayeboafoh, was to formally introduce the reconstituted body to the President after a year of appointment.

The Commission used the visit to discuss three pressing issues facing the Commission.

The first was the mandate of the State Broadcaster and the need to review it.

It is the opinion of the NMC that the country needs an effective public service broadcaster and GBC is well placed to carry out that mandate. It is for this reason that transformation of GBC as a State-owned media to a Public Service Broadcaster has been muted.

Mr Ayeboafoh appealed for assistance to settle the over GH¢25 million debt owed the Electricity Company of Ghana (ECG).

President Akufo-Addo who is a strong admirer of public service broadcasting sighted countries like Britain and the USA, which have Public service broadcasters.

He said efforts should be made to review the mandate of GBC. This, he said, will make GBC a body independent and free from government machinations.

The NMC also discussed its role with the President and how lack of funding is affecting its work of ensuring free and responsible media.

Mr. Ayeboafoh described the NMC and NCCE as the orphans of all the Commissions. He also pointed out a possible power struggle over the appointment of Chief executives to state-owned media as a result of a new law governing the State Interest and Governance Authority, SIGA.

  • Burkina Faso: Gunmen ambush mining firm convoy and kill 37

At least 37 people have been killed and 60 wounded in an attack on a mining company convoy in Burkina Faso, authorities say.

Five buses carrying staff of Canadian firm Semafo were ambushed on Wednesday about 40km (24 miles) from the eastern town of Boungou, reports say.

A military escort vehicle was reportedly struck by an explosive device before gunmen opened fire.

It is said to be the third deadliest on Semafo staff in 15 months.

The West African country has been wracked by an Islamist insurgency that has killed hundreds of people in recent years.

The military has struggled to contain violence that spilled over the border from neighbouring Mali.

Semafo ramped up its security last year after attacks near its two mines in the country.

The latest attack happened on a road between Fada and its mine in Boungou, the company said.

Mr Assibey-Antwi, who made this known at the Kumasi Metropolitan Assembly’s (KMA) ‘Meet-the-Press’, said the government’s PfJ programme had received encouraging patronage from the people.

The programme introduced by the Nana Akufo-Addo-led Administration focuses on addressing the declining growth of Ghana’s agricultural sector.

It is a five-year-long policy geared towards increasing food productivity and ensure food security for the country, as well as reducing to the barest minimum the high food import bills.

Beneficiary farmers, he said, should make good use of materials they were provided with for increased productivity.

  • Anti-corruption commission in Zimbabwe closes in on 44 top officials

Forty-four serving and former Cabinet ministers, permanent secretaries, parastatal bosses and legislators are facing “imminent” arrest for corruption, Zimbabwe Anti-Corruption Commission (ZACC) chairperson Justice Loice Matanda-Moyo has said. She said the commission was mainly focusing on criminal abuse of office, theft of funds, bribery and flouting of tender procedures, among other offences.

“We are working round-the-clock to ensure all the corrupt ones are brought to book. The fight against corruption is real and we will not rest until we arrest all the perpetrators of corruption,” said Justice Matanda-Moyo.

Justice Matanda-Moyo’s statement comes amid reports that some whistle-blowers yesterday visited ZACC offices with more allegations against the Minister of State for Presidential Affairs in charge of Implementation and Monitoring, Joram Gumbo.

Gumbo was being quizzed yesterday on further allegations after he and the ZACC team were recalled from court to the ZACC headquarters as whistle-blowers levelled more allegations against the former.

The minister will now be released, but be summoned for trial when investigations are complete.

Justice Matanda-Moyo said her office had received more information with the potential of generating three fresh charges against the minister.

“Following his arrest, certain informants rushed here with more evidence. We had to recall him from court in order for us to further investigate and verify the new allegations being raised.

“We are in the process of recording statements from the witnesses and we will then call him to give his side of the story later. He is likely to be charged with additional three charges,” said Justice Matanda-Moyo.

The ZACC boss said witnesses came from as far as Kariba and if the evidence is proved to be credible, Gumbo will face the extra charges.

“We will allow him to go home while we prepare the necessary papers for him to go to court,” she said.

    Read:Teenage pregnancy spike in Zimbabwe

So far, two Cabinet ministers — Gumbo and Priscah Mupfumira — have been arrested for criminal abuse of office.

Mupfumira, who was the first to be arrested, is facing an array of charges mainly related to criminal abuse of office.

Her trial has been delayed at the request of the National Prosecuting Authority (NPA).

She was Environment, Tourism and Hospitality Industry Minister at the time of her arrest, but most of the charges against her arise from offences allegedly committed during her tenure as Public Service, Labour and Social Welfare Minister.

She is facing seven counts of criminal abuse of office involving US$95 million and her trial failed to take off on Monday due to the State’s unpreparedness.

Gumbo, was investigated for allegedly issuing corrupt directives during his tenure as Transport and Infrastructural Development Minister.

He is accused of reinstating fired Civil Aviation Authority (CAAZ) managing director David Chawota and Central Mechanical Equipment Department (CMED) managing director Davison Mhaka after the two had been legally and separately fired for misconduct by disciplinary tribunals.

He is also accused of showing favour to his relative Mavis Gumbo by arranging for her to rent out her house to Zimbabwe Airways, with the Government paying US$1 million for alterations and renovations despite the fact that she received the full rent.

Explaining Gumbo’s release, Harare lawyer Mr Gwinyai Shumba said if one is allowed to go home, they can be summoned to court when the investigations are complete.

“The 48-hour period during which one is supposed to be taken to court upon arrest only applies to those in custody.

“If one is released after being charged, there is no specific time frame in which you should be taken to court,” he said.

Mr Shumba, who served as a prosecutor for a long time, said one is considered charged upon the recording of a warned and cautioned statement.

President Mnangagwa has vowed to deal decisively with corruption which he described as deep-seated in most State institutions.

Speaking in a special Independence Day interview with ZBC at State House this year, President Mnangagwa said the various hurdles in successfully uprooting the scourge meant “the fight is so wide and deep”.

Read:IMF: Zimbabwe has the highest inflation rate in the world

“I now realise that corruption is deep-rooted. I thought that by pronouncing that let’s fight corruption, those who are corrupt will fear and stop; it’s not like that. It’s so rooted that you have to fight it from A to Z. (In) most systems, structures and institutions, there is an element of corruption,” said President Mnangagwa.

“To fight it, you need the police to unearth, investigate; but also within the police, there is corruption. The next stage, you need prosecution, that is the National Prosecuting Authority (NPA).

“They need to prosecute the cases, so once the case passes the corruption in the police, it has to pass the corruption in the NPA; then it must go to the courts and there is an element of corruption in the courts. So the fight is so wide and deep.”

Fighting corruption, he said, was a collective responsibility.

The President said his office would not interfere with judicial processes.

“However, I am happy that you find people who support the fight against corruption in all these institutions. In the police, not everybody is corrupt; in prosecution institutions, not everybody is corrupt; in the Judiciary, not everybody is corrupt. So because of that we are gaining traction slowly, but not as speedily as I had expected.

As you realise, there are so many cases of corruption now in the courts,” he said.

President Mnangagwa expressed frustration at the snail’s pace of some of the cases before the courts. A clean society, he added, would help the country to “develop faster” and lead to satisfactory service delivery.

President Mnangagwa committed to fight corruption by strengthening and restructuring key institutions such as the NPA, the Zimbabwe Anti-Corruption Commission (ZACC) and the Special Anti-Corruption Unit in the Office of the President and Cabinet.

  • Aubameyang named new Arsenal captain

Granit Xhaka has been stripped of the Arsenal captaincy, manager Unai Emery has confirmed, with Pierre-Emerick Aubameyang taking over the armband.

Xhaka, who was named the Gunners’ permanent skipper in late September, succeeded Laurent Koscielny in the role.

But he has increasingly come under fire from supporters with abuse aimed at his conduct and performances, culminating in a encounter with fans during Arsenal’s game with Crystal Palace on October 27.

He has not played for the club since and was left out of their squad for their Europa League trip to Portugal later this week, leading to speculation that he has played his final game for the club.

Reportedly elected to the captaincy on a full-time basis by his team-mates following a number of rotating skippers, Xhaka and the playing group were informed on Tuesday morning of the change in leadership.

Aubameyang, who joined in January 2018, is currently in his second full season at the Emirates Stadium, having claimed the Premier League Golden Boot last term.

The France-born Gabon international has been a standout performer since his arrival in North London and is likely to prove a popular choice to take on the armband.

Xhaka previously apologised for his actions following his substitution against Palace, during which he was seen to cup his ear in response to abuse from sections of the fanbase, whose escalating campaign against the 27-year-old has been brewing for much of the season.

“The scenes that took place around my substitution have moved me deeply,” he stated. “I love this club and always give 100% on and off the pitch.

“My feeling of not being understood by fans, and repeated abusive comments at matches and in social media over the last weeks and months, have hurt me deeply.

“People have said things like, ‘We will break your legs’, ‘Kill your wife’ and ‘Wish that your daughter gets cancer’. That has stirred me up and I reached boiling point when I felt the rejection in the stadium on Sunday.”
