  • Ethiopia arrests inciters of violence in universities

    The Ethiopian authorities say they have detained people suspected of inciting ethnic violence in some universities which has led to death of three students, state-linked Fana news site reports.

    Samuel Kifle, State Minister of Science and Higher Education, did not give the number of those arrested but said an operation was continuing to arrest others.

    He said two students were killed and others injured after clashes between learners in Woldia University, in northern Ethiopia.

    Metu and Jimma universities in the south-western region, and Medawelabu university in the capital, Addis Ababa, also experienced similar problems, Mr Samuel said.

    The BBC has spoken to groups of students who are saying that they have stopped attending classes due to fears around the current wave of violence.

    Security forces have been deployed to several universities in an attempt to control the unrest.

    Mr Samuel said that the authorities were consulting students and religious leaders to facilitate the return of those who fled the fighting in the universities.

    There has been a rise in inter-ethnic violence in Ethiopia since Prime Minister Abiy Ahmed came into power in 2018, as different ethnic communities have been expressing more freely their historical differences.

    Universities are more prone to violent incidents as members of different communities come into closer contact at campuses.

  • South African Airways cancels flights ahead of strike

    South African Airways (SAA) said Wednesday it was cancelling all its flights as thousands of workers vowed to press ahead with an indefinite strike the following day, after the troubled national carrier announced a major retrenchment plan.

    Around 3,000 workers, including cabin crew, check-in, ticket sales, technical and ground staff, are expected to take part in the open-ended strike starting Friday, their unions said.

    The looming shutdown forced SAA to announce in a late-night statement on Wednesday that it “has cancelled nearly all its domestic, regional and international flights scheduled for Friday, November 15 and Saturday, November 16”.

    “The airline’s key objective is to minimise the impact of disruptions for its customers,” it said.

    Unions earlier Wednesday vowed their members would forge ahead with the strike, which the state-owned airline warned could collapse the embattled carrier.

    “We are embarking on the mother of all strikes,” Zazi Nsibanyoni-Mugambi, president of the South African Cabin Crew Association (SACCA) told a news conference in Johannesburg.

    “We are grounding that airline on Friday,” said Irvin Jim, general secretary of the National Union of Metalworkers of South Africa (NUMSA).

    The unions are pressing for a three-year guarantee of job security and an eight percent across-the-board wage hike.

    Pilots — who are not taking part in the strike – have accepted a 5.9-percent increase, they said.

    The airline had announced on Monday a restructuring process that could affect 944 employees and “lead to job losses”.

    The airline, which employs more than 5,000 workers, is one of the biggest in Africa, with a fleet of more than 50 aircraft providing dozens of domestic, regional and European flights each day.

    But the company is deep in debt, despite several government bailouts, and has not recorded a profit since 2011.

    The unions blamed the SAA board and executive management for the airline’s crisis.

    “They have deliberately destroyed what used to be one of the world’s best airlines, because of maladministration, rampant looting and corruption,” they said in a statement.

    SAA Chief Executive Officer Zuks Ramasia warned that the strike would “exacerbate rather than ameliorate our problem” and urged the unions to make affordable demands.

    “The unions and all employees should be mindful of the current financial constraints the company is facing,” she said in a statement.

    She said the unions were aware that the airline’s financial woes were “caused by a number of factors, including a severely distressed global airline industry.”

    This, she argued, had resulted in “numerous airlines retrenching staff, embarking on cost-reduction programmes, implementing wage freezes, reducing operations, or even closing down.”

    The airline has been surviving off government bailouts. Finance Minister Tito Mboweni announced in February that the government would reimburse the company’s 9.2-billion-rand ($620-million) debt over the next three years.

    South Africa is struggling to get its state-owned companies back on track after nine years of corruption and mismanagement under former president Jacob Zuma.

    Analyst Daniel Silke warned in a tweet that the planned strike “may kill an airline already on its knees affecting the jobs of thousands more.”

  • Two Namibian ministers resign following Al Jazeera investigation

    Two Namibian government ministers resigned following allegations of corruption and money-laundering in the Namibian fishing industry.

    The Minister of Fisheries and Marine Resources Bernhard Esau and the Minister of Justice Sacky Shanghala were accused of receiving bribes in return for giving preferential access to Namibia’s rich fishing grounds to Samherji, one of Iceland’s largest fishing companies.

    Esau and Shanghala stepped down “following press and media reports in which allegations of corruption have been made against” them, presidential spokesman Alfredo Hengari said in a statement.

    The resignations came in the wake of a joint investigation between Al Jazeera’s Investigative Unit, the Icelandic State Broadcaster RUV, and the Icelandic magazine Stundin based on leaked documents provided by the whistleblowing group WikiLeaks.

    WikiLeaks on Tuesday released the “Fishrot” archive, a database of more than 30,000 documents containing internal emails, memos, powerpoint presentations, and media provided by former Samherji employee-turned-whistle-blower Johannes Stefansson.

    Al Jazeera’s investigation exposed the roles of well-connected Namibians who facilitated Samherji’s entry into the industry.

    ‘Fishrot’
    From 2012, Icelandic fishing company Samherji made payments to businesses associated with Shanghala worth close to $10m, the investigation found.

    Shanghala had a swift ascent in Namibian politics, from being the chairman of the Law Reform and Development Commission, to being the country’s attorney general until becoming justice minister.

    The well-connected politicians appear to have fixed a bilateral fishing agreement with neighbouring Angola in order to provide the Icelandic company Samherji with greater access to Namibian fishing quotas.

    Samherji is one of the country’s largest fishing conglomerates with an annual turnover of more than $700m. The company sells its fish to supermarket chains such as Marks and Spencer’s, Carrefour, Tesco and Sainsbury’s.

    In a statement, Samherji said it took the allegations seriously and solicited the aid of an international law firm to investigate.

    “We are deeply shocked that Johannes Stefansson not only admits being involved in illegal activities, he is now also making allegations against colleagues. This is not how we do business. This is not Samherji,” Samherji CEO Thorsteinn Mar Baldvinsson was quoted as saying.

    In a press release, Namibian President Hage Geingob thanked Esau and Shanghala for their “patriotism and contribution to the work of government”.

    Geingob appointed acting ministers to replace them.

    Following his resignation, Esau denied allegations of corruption and said “no one has presented [him] with any evidence of monies or favours that Bernhard Esau received” in exchange for “duties as a minister”.

    When Shangala was first confronted with evidence against him, he told Al Jazeera: “I have no recollection of money coming from any relationship with Samherji.”

  • Asante Kotoko sack Zachariassen after poor continental campaign

    Ghana Premier League side Asante Kotoko have fired head coach Kjetil Zachariassen after four months of association, the club have announced.

    The Norwegian has been shown the exit on the back of the Porcupine Warriors’ underwhelming performances in Africa this season.

    He joined the Kumasi-based fold in July, taking over from Charles Akonnor.

    “Management has terminated the contract with Norwegian Coach, Kjetil Zachariassen after a meeting at the club secretariat in Kumasi today,” Kotoko announced on social media.

    On his appointment, Zachariassen was given a first task of leading the club to the group stage of the Caf Champions League.

    The Porcupine Warriors, however, only managed to reach the first round where they lost to Etoile Sahel of Tunisia, forcing a drop to the less prestigious Caf Confederation Cup.

    Their new journey in the second tier competition could not also go beyond the first hurdle as they were eliminated following a defeat to San Pedro of Cote d’Ivoire in the play-off round.

    Under Akonnor last season, Kotoko reached the group stage of the Confederation Cup, their first since 2008.

  • South Africa coach Molefi Ntseki reveals admiration for Ghana goalkeeper Ofori

    Head coach of South Africa Molefi Ntseki says his side are mindful of Richard Ofori’s quality ahead of their 2021 Africa Cup of Nations qualifier against Ghana on Thursday.

  • Five-member committee set up to investigate death of 2-year-old boy

    The Upper West Regional Minister, Dr Hafiz Bin Salih has inaugurated a five-member committee set up by the Regional Coordinating Council to investigate circumstances that led to the death of a two-year-old boy at the Wa Regional Hospital on November 9, 2019.

    The death of the boy which sparked outrage in the Wa Municipality was said to have occurred after he was denied treatment to a snake bite because he had no folder at the time he was rushed to the hospital.

    The Members of the committee are Alhaji Issaka Hassan (retired nurse), Abdul-Gafar Yakubu (journalist), D/CPL Richman Ayittey (GPS), Lawyer F.K. Nimarkoh (AGD) and Alfred Anzagirah (GHS)

    The committee among other things is expected to investigate the exact circumstances that led to the untimely death of the boy and to establish whether there were professional and ethical breaches or not.

    The committee is also expected to investigate the readiness of the OPD to contain the high patient numbers that visit the facility.

    The committee is further to investigate the readiness of the hospital to treat snakebites and whether the anti-snake bite serum is available at the place.

    The committee also after its investigations, is expected to make recommendations on sanctions for persons who may be culpable in the circumstances that led to the death of the two-year-old boy.

    The committee is expected to submit its report two weeks from the start of its investigations and not after November 26.

  • Were working to lower interest rates Ofori-Atta

    The government of Ghana is working around the clock to further lower interest rates in the country in order to assist businesses to grow, Finance Minister Ken Ofori-Atta has said.

    He told Parliament on Wednesday, 13 November 2019 during the presentation of the 2020 budget statement that there are a few structural defects in the financial system in Ghana that are making it difficult for the rates to further drop.

    But the government is working to fix those problems, he said.

    He said the “average bank lending rate” has “fallen significantly from 31.7 per cent in 2016 to 24 per cent in 2019 but we have more to do”.

    “Lending rates are still high, improvement in macroeconomic environments alone could not bring interest rates down; there are many other structural factors in our financial system that are causing high interest rates.

    The Minister of Finance, Ken Ofori-Atta, today presented the 2020 Budget Statement and Economic Policies of the government to Parliament.

    The minister dressed in his usual white apparel, holding his famous brown bag delivered what he described as the “Nkosuo ne Nkabom budget” for 2020.

    According to the Finance minister, the year 2019 has been “a very good year for Ghana.” This he said was evident in the growth recorded in the various sectors of the economy.

    Ken Ofori Atta says the government has directly or indirectly put an amount of GHC1 12.2 billion into the pockets of many Ghanaians since 2017 through its major initiatives and social interventions.

    He said the Free SHS policy has saved parents a total of GH?11.8 billion over the last three years.

  • Akufo-Addo has redeemed virtually all his pledges to Ghanaians – Finance Minister

    The Minister of Finance, Mr Ken Ofori-Atta has stated that President Akufo-Addo has redeemed “virtually all the pledges he made to the people of Ghana”.

    Among the promises, he listed include the provision of access to secondary education to 1.2million Ghanaian students by 2020, the completion of 200 dams and the Planting for Food and Jobs programme which he said had benefited 1.9million people.

  • Andre Ayew rallies Black Stars players for difficult qualifiers

    Andre Dede Ayew has implored his Black Stars teammates to anticipate a difficult qualifying process to the 2021 Africa Cup of Nations to be staged in Cameroon.

    The four-time champions will have to negotiate their way through Group C where they are paired with South Africa, Sudan as well as São Tomé and Principe.

  • BoG receives $71.5m in bids for third forward forex auction

    The Bank of Ghana (BoG) received $71.5 billion in bids from dealers, businesses and banks that participated in its third forex forward sale.

    This means the Central Bank got more in bids than the $25 million that it was willing to sell in its forward forex sale.

    Based on the auction results, 49 bids came from banks and dealers that were looking for $47 million from the Bank of Ghana in seven days.

    However, the Bank of Ghana is prepared to sell $10.5 million within a range of GH¢5. 37 and GH¢5.38 by accepting 10 bids. 30 Bids came from dealers who were looking for $18.5 million in 15 days, but the regulator was prepared to sell $9 million at a price of not more than GH¢5.43.

    Dealers and banks that wanted dollars in 30 days, submitted bids worth GH¢5 million at a price of GH¢5.42.

    For this particular auction, the Bank of Ghana accepted all the bids in terms of price and the amount that they are looking for. The central bank also accepted all the bids coming from dealers that wanted $500, 000 in 45 days.

    From the results, it was clear that there is more market players wanted more dollars, however, Bank of Ghana was able to supply a limited amount.

    The next auction would be done on 26 November 2019 and December 10 2016. The Bank of Ghana is looking at selling $125 million at the end of the auction results by the end of this year.

    Structure of the auction

    The Bank of Ghana, the Foreign Exchange Forward rate Auction is limited to 7-day, 15-day, 30-day, 45-day, 60-day and 75-day tenors starting on October 01, 2019 to December 2019.

    The Central Bank also said, in addition to the auction guidelines, all Authorized Foreign Exchange Dealer Banks shall also comply with the provisions of the Code of Conduct for the Interbank Foreign Exchange market in Ghana.

    Bank of Ghana on the forward auction

    Speaking to JoyBusiness, the Head of Financial Markets at the Bank of Ghana, Stephen Opata noted that the initiative would help businesses plan for their forex needs.

    He said, “It creates more certainty for clients for future FX needs and alleviates unnecessary pressure on the spot FX market”.

    Mr Opata indicated that it is another window to provide foreign exchange to bank clients based on verified commitments.

    He added that this move is an ongoing reform to streamline operations of the foreign exchange market.

    According to the Bank of Ghana, it would issue a one week notice, before the sale of these forexes, for businesses and commercial banks.

    This would also allow businesses and banks to plan properly for their forex needs; a development that would help reduce pressure on the spot market.

    Mr Opata added that after the first forward auction on October 1, the regulator plans to come out with a calendar for further sales.

  • Solomon Asante named in USL Championship All-League Team of the Season

    Phoenix Rising captain Solomon Asante has been named to the 2019 USL Championship All-League First Team the league.

    Asante broke the USL Championship record for assists (17) and combined goals and assists (39).

    The diminutive attacker’s 22 goals scored broke a single-season club record and was just three goals shy of the league record.

    He was also USL’s Golden Boot Winner. This is the second time Asante has been named to the All-League First Team. He was a First Team selection in 2018.

    This is the fourth time in club history a player has been named to an All-League team.

    Head coach for the Black Stars, James Kwesi Appiah has shared that he will not coach the team forever while citing that there should be someone capable enough to handle the team when he leaves his post.

    According to the gaffer who is currently under fire, there are a lot of good coaches in the country but someone must be prepared for the top-most job in case the need arises.

    Speaking to journalist after the Black Stars’ first training session in Accra yesterday, Coach Appiah shared, “Me one day I won’t coach the national team again but we should all sit back and ask ourselves who will replace some of us if we should stop coaching or leave this team”.

    He added, “Who have we prepared to step in when some of us leave the scene we should have other capable options who we can consider due to their experience with the national team”.

    “I believe C.K is not a new person in the football arena, he has coached all the top clubs in the country.”

    “I don’t believe in the idea that we have very few coaches handling the national teams, I believe other people too should be given the opportunity”, he added.

  • Sterling-Gomez row should have been handled internally – Ferdinand

    England boss Gareth Southgate’s decision to drop Raheem Sterling for a clash with teammate Joe Gomez will only heap the pressure on the winger and the issue could have been dealt with better, former defender Rio Ferdinand said on Tuesday.

    Sterling was dropped from the squad to take on Montenegro in Thursday’s Euro 2020 qualifier at Wembley after a “disturbance” at the national team’s training camp on Monday, the Football Association said.

    The Daily Mail said that Manchester City’s Sterling had clashed with Liverpool’s Gomez at the England team’s Burton on Trent training centre — less than 24 hours after City were beaten 3-1 at Anfield in the Premier League.

    “Now Raheem is left to defend himself from all of the haters that had their keyboards turned off due to him becoming a very worthy ambassador for the English game,” Ferdinand wrote in a Facebook post.

    The Attorney General Department has directed the Keta Divisional Police to charge the Volta regional chairman of the rulling New Patriotic Party (NPP), Makafui Kofi Woanya and three others identified as Alex Tugba, Koffie Gakpovi and Gameli Avevor for assaulting a journalist Akpagana-Kesedovo Logah.

    In a criminal summons served on Mr. Woanya through his secretary at the party office in Ho, he is to appear before the Anloga Magistrate Court on Wednesday 13th November, 2019 to defend two charges leveled against him.

    The charges

    Assault on Akpagana-kesedovo Logah, and abetment of crime could not be prosecuted by the Keta Divisional Police but for the intervention of the Police Professionalism Standard Bureau (PPSB) and the Attorney General Department that gave expert advices on the case about two years ago.

    Mr. Woanya is expected to inform the Keta Police about the whereabout of his three accomplices who have since 2016 been at large.

    It has been three years of investigation by the Keta Divisional Police Command in to this assault case.

    It could be recalled that attack on journalists in Anlo and the Volta region at large came to limelight when a thug led by Mr. Makafui Woanya(the then regional Youth Organizer of the NPP) assaulted and chased Mr. Logah when he was investigating dangers posed by the Anloga market in in September 2016.

    Another instance was what nearly turned bloody when Mr. Woanya in the company of the Keta Municipal Engineer, Samuel Dompreh attacked same journalist together with Eyram Kingsley Ameshie (also a journalist) on their investigation into some shoddy construction works in the Keta Municipality in 2018.

  • Alima resources NPP candidate for Chereponi with cross country vehicle for 2020

    Hajia Alima Mahama, Minister of Local Government has donated a Galloper cross country vehicle to the parliamentary candidate of Chereponi in the North East Region as part of efforts to win the “significant” Chereponi seat.

    The donation according to the Minister was not for the personal use of the candidate, but to resource him ahead of the 2020 polls underscoring the significance of reclaiming the seat which is a traditional seat of the NPP.

    According to her, the 2020 polls is an election of ideas noting that despite doing well under three years, the party structures need to be properly resourced to propagate the message of transformation to Ghanaians.

    The vehicle was received by the Regional Executives of the party led by the Chairman and handed over the candidate Tahiru Abdul-Razak who was tasked to use it for the intended purpose in pursuant of the overall agenda of the party.

    Speaking after the donation, Regional Secretary Lawyer Sulley Sambian disclosed that the gesture by the Minister is a wake-up call to other appointees from the area to consider supporting the party to ensure that the agenda of snatching all seats is not a mirage.

    He said the party is strategically positioning itself to make the North East Region a stronghold of the New Patriotic Party (NPP) in appreciation of the numerous projects and pro-poor policies being embarked on by the current administration.

Party work in the region should not only be about one person but a concerted effort and I wish to take this opportunity to comment Hajia Alima Mahama for the gesture.   • Banking cleanup: Go beyond talk, pay customers Mahama to govt

    The flagbearer of the National Democratic Congress (NDC), John Dramani Mahama, has bemoaned the effect the collapse of banks and other local financial institutions is having on individuals, businesses and especially the thousands who lost their jobs in the process.

    Many people lost their jobs overnight following what government says is a financial sector cleanup, closing down banks, microfinance, savings and loans and fund management companies. The decision has not only affected the livelihood of those rendered unemployed but also individuals and businesses with investments in many of these firms.

    Speaking during an interaction with the leadership of the Coalition of Affected Savings and Loans Customers (CASLOC), bankers and fund managers, Mr. Mahama among others, urged government to go beyond lip service and pay affected customers what is due them. Many of these people are suffering, he noted.

    Former President Mahama also explained that the two previous NDC administrations deliberately encouraged more Ghanaian participation in the financial sector, expressing regret that the clean-up has affected mainly local institutions.

    “We promoted indigenous participation in the financial sector because we realized that the sector was dominated mostly by foreign interests, big foreign banks… we said that this sector was such an important sector, so Ghanaians should participate in it”, he stressed.

    Explaining further, President Mahama said the microfinance and savings and loans companies helped in expanding the participation of indigenous capital in the sector.

    “Specifically, the purpose for that was to improve small and medium enterprise lending because the big banks were not attuned to SME lending”, he added.

    According to President Mahama, before the change of government, the NDC administration had begun working to streamline the activities of the local banks, leading to the passing of the Depositors Insurance Scheme and other bills. Institutions that were operating out of their permitted remit were also given a two-year window within which to regularise their operations.

    He lamented that if the process had not been truncated immediately the Akufo-Addo government came into office, coupled with the huge increase in the minimum required capital to GH¢400 million, many of the Ghanaian owned institutions would not have been closed down, people would not have lost their jobs and deposits would have been saved.

  • Man commits suicide over deportation from Dubai

    A 30-year-old man, Emmanuel Obiefuna, has allegedly committed suicide after being deported to Nigeria from Dubai.

    According to sympathizers, Emmanuel started making suicidal posts two years ago via his Facebook page to inform his family about his intention.

    It was also gathered that he blocked anyone that talked him out of his plan to commit suicide.

    Shaken by the news of his death, social media users who knew the deceased man disclosed that all attempts by his family and friends to change his mind proved futile.

  • Akufo-Addo nominates three new judges to Supreme Court

    President Nana Akufo-Addo has made three appointments to the Supreme Court subject to the approval of Parliament.

    The three; Justice Mariama Owusu, Justice Lovelace Johnson and Justice Gertrude Tokornoo, have been elevated to the Supreme Court bench from the Court of Appeal.

    The Speaker of Parliament announced the nominees in Parliament today, Tuesday.

    They have been appointed to replace three justices who are on retirement or are due for retirement by the end of the year namely, Justice Vida Akoto-Bamfo, Justice Sophia Adinyira and Chief Justice Sophia Akuffo.

    Sophia Akuffo, the current Chief Justice, will retire on December 20, 2019, after serving since November 30, 1995.

    She is the only remaining Justice that was appointed to the Supreme Court by Jerry John Rawlings.

    Per Article 144 (2), the President consults with the Council of State by submitting the names and curricula vitae of the nominees for appointment to the Supreme Court.

    Also in accordance with Article 144 (2), the President has to seek the approval of Parliament for the appointment of the nominees as Justices of the Supreme Court.

    The last Supreme Court appointments were made in July 2018.

    Four new justices; Justice Samuel K. Marful-Sau, Justice Agnes M. A. Dordzie, Prof. Nii Ashie Kotey and Nene A. O. Amegatcher, were appointed at the time.

    Former President John Dramani Mahama has accepted an apology from the Management of the Multimedia Group, operators of Asempa FM after one of their on-air staff “used words that were unpleasant” on his person in a radio broadcast.

    The Multimedia Group apology signed by the Programmes Director of Asempa FM, Mr Sammy Yirenkyi and Mr A.C. Ohene, the Head of News and Current Affairs apologised unreservedly over the conduct of the host of the ‘Kanawu’ show Nana Akua Acheampomaa Sarfo-Adu.

  • Nigerian citizens can also do retail business in Ghana – NUTAG claims

    The leadership of National Union Traders Association Ghana (NUTAG) has accused their counterpart in Ghana, the Ghana Union of Traders Association (GUTA) of being ignorant regarding trade laws in Ghana

    “Do they [GUTA] know more than the government; the people who govern this country [Ghana]?”, Ashanti Regional Chairman of branch of NUTAG, Chief Kizito Ikechukwu Obiora justified why their members are still engaging retailing businesses contrary to Ghana’s trade laws.

    According to Chief Kizito Ikechukwu Obiora, Nigerians in Ghana have not broken Ghana’s trade laws as claimed by members of GUTA, therefore, members can engage in retailing.

    “Ghana government gave us ultimatum to all foreigners in Ghana here to regularize our business through GIPC act or the person leaves the market. Out of fear and panic we went to Abuja ECOWAS Parliament to report the matter which brought ECOWAS Parliament here in Ghana [and] Ghana government made it clear we have to register our business as a Ghanaians”, he revealed in an interview monitored.

    According to Chief Kizito Ikechukwu Obiora, few of their members who have not registered their business is a result of the cumbersome processes and hassle foreigners pass through in getting documentation to do so.

    “Before you get residence permit you must get doctors’ report at the cost of Ghcc900. Police report Ghc1200. None citizen I.D. card 120 dollars before you pay Ghc400 in addition to residence permit”, he stated in an interview Kwabena Danso-Dapaah monitored.

    GUTA is demanding the closure of all retail shops belonging to foreigners by Monday with claims that the government has not fulfilled its promise of ridding the market of such traders despite several appeals.

    Already, the Association has begun serving these foreign traders with eviction notices, and have already locked up a few adding that they cannot tolerate the foreigners anymore.

  • Rwanda denies rebels ‘killed and stole army uniforms’

    Rwanda has denied claims by a rebel group that at least 20 government troops operating in the south-west of the country near the border with Burundi had been killed and their weapons stolen.

    Army spokesman Lt Col Innocent Munyengango told the BBC Great Lakes Service that he would not comment on the “baseless social media posts”, adding that the region in question was safe.

    The attack happened on Friday night near Nyungwe forest in Rusizi district, said Herman Nsengimana, spokesman for Front de Libération Nationale (FLN) rebel group, to the BBC.

    “We killed 20 of them and we lost one of ours… the Rwandan army uniforms you saw us wearing, their identity cards we have shown [on several pro-opposition websites], where do you think we got them from? We have moved them from their position and collected all their belongings,” Mr Nsengimana said.

  • Jimmy Carter in hospital for brain procedure

    Former US President Jimmy Carter, 95, has been admitted to hospital in Atlanta for a procedure to relieve brain pressure.

    The pressure comes from bleeding caused by recent falls, the Carter Center said in a statement.

    The procedure is scheduled to take place at the Emory University Hospital on Tuesday morning local time.

    “President Carter is resting comfortably, and his wife, Rosalynn, is with him,” the statement said.

    Mr Carter is the country’s oldest living leader.

    Since leaving the White House, he has remained active, carrying out humanitarian work with his Carter Center in recent years.

    Coach of the Black Stars Kwasi Appiah says it is irrelevant to hold press conferences and explain his choice of selection of players to the senior national team.

    There have been calls from a lot of quarters more especially those who disagree with how national team call ups are done that coach’s should explain reasons for handing out certain call-ups and reasons behind leaving certain players out.

  • At least 12 dead after two trains collide in Bangladesh

    At least 12 people have been killed and around 100 others injured after two trains collided in eastern Bangladesh in the early hours of Tuesday morning.

    Rescue teams are at the scene trying to pull survivors out of the wreckage, Mohammed Shawkat Ali, Additional Superintendent of Police for Chittagong Railway, told CNN.

    “The rescue operation is underway. Casualty numbers could rise as we recover people trapped under carriages,” Ali said.

    The incident occurred in Brahmanbaria district, about 100 kilometers (62 miles) east of the capital Dhaka.

    One train was traveling from Sylhet, a city in eastern Bangladesh, to the southern coastal city of Chittagong, when it collided with a Dhaka-bound train traveling from Chittagong in the opposite direction.

    The two trains crashed at Mondobhag Railway Station at around 3 a.m. local time (4 p.m. ET) during a track change, according to Ali.

    “The trains got onto the same track. The (Chittagong)-bound train hit the back of the Dhaka-bound train,” he said.

  • C.K Akonnor joins Black Stars as assistant coach for the first time

    Charles Akonnor oversaw his duty as Black Stars deputy coach for the first ahead of the forthcoming 2021 Africa Cup of Nations double-header qualifiers against South Africa and São Tomé and Príncipe.

    The former Hearts of Oak and Asante Kotoko manager replaced Ibrahim Tanko as deputy trainer late last month for the four-time Africa champions ahead of the two qualifying matches.

  • Euro 2020 qualifiers: Adama Traore withdraws from Spain squad

    Wolverhampton Wanderers’ winger Adama Traore has withdrawn from the Spain squad after picking up an injury just a day after he was called up.

    The 23-year-old was named by Spain on Saturday, despite reports suggesting he had decided to represent Mali.

    “Unfortunately, I will not be able to attend the call of the national team because of an injury in the game we played this Sunday against Aston Villa,” Traore told the Spanish team’s official website.

  • Peter Amewu confirmed as NPP candidate for Hohoe constituency

    Energy Minister, John Peter Amewu, has been confirmed as the New Patriotic Party (NPP) parliamentary candidate for Hohoe constituency for next year’s election.

    Party activists defied a heavy downpour on Sunday to massively endorse Mr Amewu who once served as a Municipal Chief Executive of Hohoe during the John Kufuor-led government at a ceremony witnessed by government functionaries.

    Volta Region Chairman of the NPP, Makafui Kofi Woanya, told party supporters gathered at the ceremony that a huge task lies ahead of the NPP in its bid to retain power.

    According to him, that is the only way Mr Amewu’s can secure victory in the 2020 elections.

    He lamented that although voters in Hohoe go to the polls to get people to represent them in Parliament, the constituency does not get its share of development projects.

    He urged residents to vote for Mr Amewu because he will bring development to the constituency.

    He commended the delegates for the confidence reposed in him and promised to win the seat for the NPP.

    The former Lands and Natural Resources Minister called for support from all delegates.

    A man believed to be mentally deranged has been shot by Police at the premises of the GCB Bank branch at Akyem New Tafo in the Eastern region.

    The incident occurred Monday afternoon.

    It would be recalled that there has been inconsistency in the reopening dates of students enjoying Free SHS lately. It has also been reported that both first and second year gold track students will now report to school for the first semester of the 2019/2020 academic year on Friday, November 15, 2019.

    Recounting the number of inconsistencies in the sector, the Executive Director of Africa Education Watch stressed that “on the 14th of October, 2019, just a day before vacation for Form 2 Track Green students, the GES suddenly announced a one-month postponement of their vacation from October 15 to November 12, 2019. November 8, 2019 the GES again announced a change in the reporting date for Track Gold Form 1 student from November 12, 2019, to 16th and November 17th, 2019. This means that both Form 1 and Form 2 students on Track Gold will for the first and second time respectively, have to delay their reporting schedule.”

    The group is, therefore, calling for a clearly defined roadmap that will lead to a conclusive time table for the double-track SHS academic calendar.

    Meanwhile, they are giving Ghana Education Service a two-week ultimatum to publish the next academic calendar to help stakeholders prepare for it.

  • Chemistry exam leaves Kenyan students and teachers ill

    A number of Kenyan students sitting a chemistry practical exam have taken ill after being exposed to a poisonous chemical, the local Daily Nation newspaper reports.

    One exam invigilator, a pregnant teacher, is also reported to have developed complications following the exposure. She was admitted to a hospital, the newspaper said.

    The incidents have been reported in schools in Kisumu and Trans Nzoia counties in the country’s western region.

    The Kenyan National Examinations Council (Knec) reportedly directed headteachers to buy and use xylene as an alternative for cyclohexane, which they were supposed to use, but which was unavailable.

    Breathing xylene vapors in small amounts can cause headache, dizziness, drowsiness, and nausea, according to the Agency for Toxic Substances and Disease Registry. In some cases exposure to xylene can even lead to death.

    During the practical exam, candidates were expected to heat the chemical and observe the sample without wearing protective gear.

    It is not clear if officials at the education ministry were aware of the adverse health effects of the compound.

    “We had to rush some of the students to hospital after the exam because they were complaining of chest pains, headaches and stomach discomfort. We gave milk to the rest,” a teacher is quoted as saying by the Daily Nation.

    Meanwhile, teachers have accused the examinations council of negligence.

    “Knec should not just be concerned about the integrity of the examination and overlook the health of the teachers who are manning the examination. Our lives matter,” a union official said according to the newspaper.

    Knec has not yet commented.

  • Works on Oforikrom interchange to begin this year – MCE

    Works on the construction of an interchange in Oforikrom of the Oforikrom Municipality of the Ashanti region is to commence before end of the year, 2019 and this is according to Gloria Temma Gambrah, the Municipal Chief Executive of the Oforikrom Municipal Assembly.

    During a Meet the Press session Wednesday, Gloria Temma Gambrah indicated snippets of information gathered by her revealed the interchange is a project that would be started by the government this year, so as to most importantly, ease the heavy vehicular traffic on the stretch leading directly to Adum and Kejetia.

    The stretch which also connects to some towns within the municipality, Accra, the Western and Bono regions often is prone to heavy vehicular traffic which in turn leads to a heavy human traffic which indirectly affects businesses and movement. This been a problem to pedestrians and road users has necessitated the need for the construction of an interchange.

    All things been equal, the congestion witnessed now will be over with the hope that the construction of the interchange will commence this year as the MCE sounded very optimistic.

    “From the information I have, before the end of the year the project will be started. It will help by reducing traffic in the Municipality and once traffic is reduced, it means that it is going to boost the economic activities within the Municipality” she averred.

    Meanwhile, other developmental projects across areas within the Municipality since the Assembly was carved out of the Kumasi Metropolitan Assembly (KMA) was touched on.

    Although the Assembly is an infant one, quite a number of success has been chalked. Below are some of the projects done by the Municipal Assembly within its one-year existence.

    Routine maintenance of 16.20 km roads in the Municipality and will extend similar exercise to other communities within the municipality that are grappling with poor road network.

    Water channels at Ayigya-Akatego, Emena, Accra Town, Anloga, Boadi, Apemso, Deduako, Kotei and Anwomaso have been dredged to manage disaster and flooding.

    In the area of provision of water, the Assembly has drilled mechanized boreholes for residents of Deduako, Kotei-Twumduase, Anwomaso, Bomso (Tech electoral area) and the Kentinkrono CHPS compound.

    The Assembly has also renovated a 10-unit classroom block at the St. Louis Senior High School (SHS) and has also built three-unit classroom blocks for the Oforikrom M/A, Apiadu M/A and the Ayeduase R/C schools.

    The Bomso M/A, Deduako M/A and Emena M/A schools have also had their playing fields graded and levelled for them.

    The Assembly has also constructed a wooden footbridge at Anloga- Susan Akyi.

    42 market stalls at Kotei has also been constructed.

    Streetlights have also been installed within some areas of the Oforikrom Municipality.

  • Ghana striker Caleb Ekuban returns to training with Turkish side Tranzonspor

    Ghana striker Caleb Ekuban has returned to Turkish side Tranzonspor and started training after completing his injury treatment in Italy, Ghanasoccernet.com can exclusively reveal.

    The 25-year-old started fitness training on Monday at the club’s gym after recovering from the injury that has kept him out of action for two months.

    Ekuban, who was part of Ghana’s squad for the 2019 Africa Cup of Nations in June, spent the past two months in Italy undergoing expert treatment for a broken bone.

    He picked up the injury in training after breaking a bone in his left foot following a challenge by his team-mate Ivanildo Fernandes in September.

    But following the successful treatment in Italy, he has now regained his fitness and returned to the club to start training with the burgundy-blue under the supervision of a doctor.

    The club doctor Hakan Ayaz supervised the Ghana star as he walked, jogged and rode the static bicycle at the club’s gym.

    The in-form forward, who has scored five in seven games already this season will missed the games against Gençlerbirligi, Getafe in the Europa League, Sivasspor and Besiktas.

    He was not called by Ghana coach Kwesi Appiah for this week’s Africa Cup of Nations qualifying matches against South Africa and Sao Tome & Principe because of the injury.

    Ekuban has been a key cog in the Trabzonspor set up in the early stages of the season, bagging in five goals in seven games as the Trabzon based club qualified to the groups stages of the Europa League.

    Trabzonspor are having a good start to the season as they lie third in the Turkish Super Lig table but the return of the attacker will be a huge boost for the club.

  • Scouting for U-15 national team begins today

    The newly constituted technical team of the National Under 15 (U-15) male side will begin a nationwide scouting program tomorrow to select players for an upcoming WAFU Under 15 Tournament in Burkina Faso next month.

    The scouting program will take place in the ten football regions in the country from Tuesday November 12 to Wednesday November 20, 2019.

  • Parents must lead sexuality education of children Catholic Bishops

    The Ghana Catholic Bishops’ Conference has urged parents to take up the responsibility of educating their children about sexuality.

    The bishops say instead of allowing foreign interests to fund the government to draw a programme on sexuality education, parents must lead the process.

    The President of the Catholic Bishops’ Conference, Most Rev. Philip Naameh, said the issue of Comprehensive Sexuality Education (CSE) that became topical in the country recently, would not have arisen if parents played a good missionary role in the lives of their children.

    Addressing the 2019 plenary assembly of the Ghana Catholic Bishops’ Conference in Cape Coast, the Metropolitan Archbishop of Tamale asked parents to rise up and provide a proper parental role in the lives of their children.

    Many groups have questioned the supposed introduction of CSE believed to subtly condition pupils to explore Lesbian Gay Bisexual and Transgender (LGBT) lifestyles.

    But the Ghana Education Service and the Education Ministry have denied it.

    The Ghana government and United Nations Education, Scientific, and Cultural Organisation (UNESCO) launched the CSE programme this year in a bid to empower adolescents and young people to attain a Comprehensive Sexuality Education (CSE).

    Known as the “Our right, Our lives, Our Future (O³), CSE is supported by governments of Sweden and Ireland.

    It is being implemented in Ghana, Eswatini (formerly Swaziland), Malawi, Tanzania, Zambia and Zimbabwe for what proponents say will be an effective delivery of quality comprehensive sexuality programmes.

  • Akufo-Addo attends 2nd Africa Investment Forum in South Africa

    President Nana Akufo-Addo has left Ghana on Sunday, for Johannesburg in South Africa to attend the 2nd Edition of the Africa Investment Forum.

    The Forum, organised by the African Development Bank (AfDB) and its partners, is the largest multi-stakeholder and multi-disciplinary marketplace in the world, aimed at raising capital, advancing projects to the bankable stage, and accelerating financial closure of deals.

    Whilst in South Africa, President Akufo-Addo will participate in the Invest in Africa Space event, a panel discussion on “Reshaping the African Narrative: Branding for Success”

  • Tanzania drops plan to bar candidates in elections

    The Tanzanian authorities have reversed a decision to disqualify many opposition candidates from local elections on 24 November.

    Minister of State Selemani Jafo said leniency would be shown to allow previously barred candidates to stand.

    A number had been told they would not be allowed to take part due to spelling mistakes and other errors on official forms.

    Several opposition parties – including the biggest, Chadema – had announced that they would boycott the local elections, condemning them as a mockery of the democratic process.

  • ‘Mentally ill people being mistreated in Nigeria’

    The campaign group, Human Rights Watch (HRW), says thousands of mentally ill people in Nigeria are being abused and kept in chains in care facilities.

    Its researchers visited nearly 30 private and state-run centres across the country.

    In all but one, they found patients were being chained up.

    Staff at the facilities said the practice stops the patients from leaving or harming others.

    HRW is calling for those rescued to be given proper support by the government.

  • Age and criminal liability in Ghana: The child who commits no crime

    Generally in law, age is a necessary factor in assessing culpability, liability or capacity. In many instances and matters, the age of a person in question is very necessary to assess whether the particular law can be applied to such a person. For instance, under the companies act, a person cannot qualify as a director where the person is an infant. An infant is defined under the schedules to the companies act as any person below the age of twenty-one years. Thus the law on directorship cannot be applied to a person who is less than twenty-one years (subject to some exceptions).

    Within the criminal jurisprudence of countries, age is also a very vital component. The age of criminal culpability varies from country to country and from crime to crime. Some crimes (especially the sexually related offences) cannot be deemed to have been committed unless the age requirement is proven. For instance, for a person to be guilty of the offence of rape, it must be proven that the victim is sixteen years or above. A person can be guilty of the offence of unnatural knowledge only when the victim is above 16 years. The age requirements of these sexual offences as discussed apply to the victims.

    For alleged perpetrators of offences, the law deems some people as being unable to commit offences. At common law, for instance, the crown could be guilty of no crime. This stemmed from the Maxim, the King can do no wrong. Thus, the crown could not be dragged to any court in England for committing any offence even if in fact, the crown committed that offence. An immunity was created on behalf of the crown. Within the Ghanaian jurisdiction also, the President (our crown) cannot be liable personally for a crime whiles in office.[i] Thus, so long as the president remains in office as a president, criminal charges under the Ghanaian laws cannot be pressed against him. No one then can prosecute a sitting president in Ghana under the Ghanaian criminal law for an offence the person may deem the president to have committed.

    Children of a certain age are also persons exempted from criminal culpability. They are in law termed as Doli Incapax (that is to say “they are incapable of doing wrong”). They are deemed as not being able to appreciate their choices and decisions. They are further deemed as being unable to distinguish between right and wrong. The different jurisdictions peg the age for Doli Incapax differently. Initially at common law, the age for Doli Incapax was seven years. A child under seven years was deemed as being unable to commit an offence and as such cannot be prosecuted for any alleged crime committed. This was later increased to ten years.[ii] In France, the age is pegged at thirteen (with a qualification of a proof that the child is without discernment).[iii] In Canada and the Netherlands, it is pegged at twelve years. In the United States, the age varies in accordance with the state laws. In Texas and South Carolina for instance, the age is pegged at 16. In New York, however, the age for Doli Incapax is 15.

    In Ghana, section 26 of the criminal offences act, 1960, Act 29 provides that for the purposes of the criminal law a person under twelve years of age is incapable of committing a criminal offence. That means that in Ghana, the age at which a person cannot be criminally liable for an offence is the age of 12. Thus, if a child of ten years takes a gun, pulls the trigger at another and kills that person instantly, that child will not be held criminally liable for that act of killing. In the same vein, if the child of 11 years, takes a knife and stabs his/her mother for preventing him/her from watching a show on TV, that child in law commits no offence and as such goes scot-free. The law assumes that the child at that age was unable to appreciate the consequence of his/her action from a legal point. This is still true even if the child pre-meditated the act and in fact intended to kill such a person.

    Having in view the fact that some persons prefers to commit crimes undercover, the law anticipates that some persons may take advantage of the fact of Doli Incapax in committing a crime. The law foresees that since children under the age of twelve in Ghana cannot commit an offence, some persons will rather use them in perpetrating their heinous intents. As such, it is provided under section 13 (1) of the criminal offences Act, 1960, Act 29, that when a person causes an involuntary agent to commit a crime, that person will be deemed to have committed the crime and not the involuntary agent. In effect, if an adult harbours an intention to commit a crime and uses a child under twelve to commit the crime on his/her behalf, the adult will be held criminally liable for the offence and not the child. The child will be considered as a mere instrument in the hand of the adult in committing the crime. To illustrate, if a wife of forty-five years intends to kill her husband but is aware of the ramification of the law, and as such sends her 8-year-old child to put poison in the meal of her husband for the husband to eat that meal, the wife will be deemed as putting the poison in the food of her husband and as such the wife will be criminally liable for anything that happens to her husband. In the same way, if an adult sends a child of nine years to steal a thing, that adult will be deemed to have stolen that thing because the child was merely an involuntary agent.

    Given the age requirements in law especially within our criminal jurisprudence, children under the age of twelve must be dealt with a bit more carefully. Their acts do not count in our criminal laws as offences and as such what they do may go without reprimand. Adults must not also seek to take advantage of that to perpetrate their heinous crimes because the law may not hear their excuse as saying the act was committed by the child and not them.

  • Pae Mu Ka @ 20: The love for Obrafour was deep

    Twenty years ago, when rapper Obrafour released his debut album Pae Mu Ka, he could not have anticipated the huge impact it will make not only on the music industry but young boys who would grow up into artistes of repute. It did and inspired a generation of musicians who fell in love with him and his music and who have openly professed his influence on them.

    And on Saturday, November 9, as he celebrated two decades of Pae Mu Ka and his stay in the industry at the Pae Mu Ka @ 20 concert at the Accra International Conference Centre, that love was on full display as some of the biggest names in the industry hit the stage to celebrate him.

    It was amazing to see the likes of Reggie Rockstone, Sarkodie, Stonebwoy, EL, Samini, TiC, Edem, Kwaw Kese, Bisa Kdei and Akwaboah paying homage to Obrafour on stage.

    Each of these artistes spoke about how Obrafour impacted their music career. An excited Stonebwoy said it was Obrafour who gave him the chance and featured him on his Ghetto Love song. “This man is amazing and I ask that Ghanaians support music.

    Reggie Rockstone said Obrafour was worth celebrating having been around for a good 20 years and still making hits. Samini said Obrafour inspired a lot of musicians including him.

    The event started at 9:30 p.m. with performances from Posta Boy, Eva Mariah and Church Boy. The likes of Article Wan, King Promise, Joey B, Krymi and Joyce Blessing all delivered in their performances. Joyce Blessing received the loudest applause from the audience for her energetic performance.

    Obrafour’s entry on stage was something else; In the traditional setting of a king addressing his members; a king was seated on stage and Obrafour was brought on stage to explain why he chose to do rap.

    Performing Pae Mu Ka as his entry he got everyone applauding for him; he began his performance with three Gospel songs before he sang songs such as Oko, Yaanom, Kwame Nkrumah, Who Born U By Mistake, Kasiebo among others.

    While on stage he invited his colleague musicians he had worked with including Kofi B, Cy Lover, Bisa Kdei, Stonebwoy and TiC who all joined him on stage and made the event entertaining and enjoyable.

    The climax of the event was when Reggie Rockstone came on stage when Sarkodie and Obrafour had finished performing Okodie. Kwaw Kese and Edem joined them and the whole place was full of screams and applause.

    Put together by Execution Entertainment and Kri8 Concert the eight-hour show was superb. The stage set up was simple, the sound was good and it was well organised.

    Although the likes of Kofi Mole, Fameye, Shatta Wale, Flowking, R2Bees, Wendy Shay and Fantana could not perform the fact they came to show their support meant that Obrafour has indeed paid his dues in the music industry and deserves to be celebrated.

    Asante Kotoko will make a decision on the future of beleaguered coach Kjetil Zacharissen after meeting with him today.

    The Norwegian tactician arrived in Ghana on Sunday after leading the team to a disappointing defeat to San Pedro in Ivory Coast in the CAF Confederation Cup.

    Zacharissen did not travel with the team back with pressure mounting from fans that he should be sacked.

    The 20 times Ghana Premier League champions will end the celebrations with a friendly encounter with a yet to be announced team.
