  • Stop using children for farm work Employment Minister

Minister for Employment and Labour Relations Ignatius Baffour Awuah has advised parents to desist from using their children for farm works.

He said children should be given ample time to study at home to improve their academic performance, without involving them in excessive farming activities.

The minister gave the advice when he commissioned a six-unit classroom block for a Methodist Primary School at Dumesua in the Sunyani West District, Bono Region.

The six-unit classroom block with an office, a library and a computer laboratory was built at a cost of GH¢450,000 through the efforts of the Member of Parliament (MP) and the district assembly.

Addressing teachers, parents and pupils before the commissioning, Mr Baffour Awuah lamented that Ghana is being classified as one of the countries that engage in child labour and there was the need to stem the tide.

“According to a recent CNN report, Ghana is accused of engaging in child labour mainly in the agricultural sector (cocoa growing areas), the fishing industry and in the mining sector, quarry and galamsey activities. This is not the best and we must reverse it,” he said.

The minister who is also the Member of Parliament for the area (Sunyani West Constituency) emphasized that using children for hazardous work classified as child labour, retard their potential for academic work and reduces their normal growth.

“Rather I would plead with you to allow your children to patronise various community and school libraries that have been provided to improve academic work. Headmistress of the school Patricia Adjei Konadu commended the MP and the assembly for the building, and said it is going to enhance academic work, saying “before this, we were teaching four classes including KG 1, Class 2, 3 and 4 in the Methodist Chapel so we are happy for it.”

  • Two-headed turtle born in Malaysia

A two-headed baby turtle has been born in Malaysia, captivating conversationists, but it only survived a few days after being discovered.

It was found Monday on Mabul island, off the Malaysian part of Borneo, in a nest alongside more than 90 other recently hatched green turtles.

David McCann, marine biologist and conservation manager for group SJ SEAS — which oversees the nesting site — said the creature was “utterly fascinating”.

“The right head seems to control the front right flipper, and the left head the front left flipper. Yet they are capable of coordinating their movements in order to walk and swim,” he said in a statement.

SJ SEAS chairman Mohamad Khairuddin Riman added: “We have released around 13,000 hatchlings from the hatchery and have never seen anything like this before.”

But the turtle died late Wednesday, Sen Nathan, a vet from Sabah Wildlife Department, told AFP.

He said the cause of death was not yet known but added the turtle would have had little chance of surviving long in the wild.

“It would have been poached by an eagle because it could not swim well,” he said.

While rare, it was not the first time a two-headed baby turtle has been found.

Nathan said one was discovered in 2014, on an island off Malaysia’s east coast, which survived for three months.

Green turtles are one of the largest sea turtles, and are mainly found in tropical and subtropical waters.

Classified as endangered, they are threatened by habitat loss as well as by poachers who hunt them for their meat and eggs.

  • We’ll find missing RCC vehicle; driver’s account doesn’t add up – Savannah Regional minister

The Savannah Regional Minister, Salifu Adam Braimah has given assurance that the missing Savannah Regional Coordinating Council (SRCC) vehicle which has since become a subject of controversy will be found.

Speaking on the matter for the first time on Citi Eyewitness News, the Salaga South legislator took full responsibility for the circumstances that led to the alleged snatching of the Toyota Hilux pick-up, adding that, the driver’s account on the alleged snatching of the vehicle does not add up.

“He (the driver) has been arrested because he is giving conflicting account of what he has done with the car and we are saying we will get the car back. The police are doing their job,” he assured.

Read: Missing pickup: My hands clean Mutawakilu

The minister disclosed that the said driver is not an assigned driver from the SRCC, but a friend to the caretaker of the vehicle, one Alhaji Sulemana Illiasu, under whose guardianship he had instructed that the vehicle be kept.

The Deputy Savannah Regional Coordinating Director, Mr. Abubakari Forgor in an interview with PAD FM’s political show host, Ananpansah B Abraham revealed that the minister opted to park the vehicle at his friend’s residence because of the proximity of the residence to the airport.

He said the matter is currently under investigation and appealed to the general public on behalf of the minister to remain calm and allow the security agencies to do their work, calling on all patriotic citizens to assist the police with relevant information leading to the retrieval of the vehicle.

The Public Relations Unit of the Savannah Regional Coordinating Council in a press release described as unfortunate the myriad of distortions in reportage so far on the missing Toyota Hilux pick-up with registration number ER 3516-19 and Chassis Number AHTKK8CDD200679016.

Portions of the statement narrated that,” A forth night ago, the Hon. Savannah Regional Minister was travelling to Accra on an official assignment. His flight was scheduled to take off about 8:30am on Thursday, 4th July 2019. His driver alighted him at the Tamale Airport and was instructed to part the vehicle at Mr. Sulemana Illiasu’s residence”.

It continued, “the driver complied as directed. Unfortunately, according to Mr. Sulemana Illiasu, on Saturday 6th July 2019 (ie 8:30pm-9:00pm), unidentified armed men wielding AK47 guns broke into his house and forced him (Mr. Sulemana Illiasu) out of his living room and ordered him at a gunpoint to surrendered the key of the vehicle. Thereafter, Mr. Sulemana Illiasu further disclosed that he was dragged to the compound where the vehicle was parked, blindfolded and bundled him into the back seat of the Toyota Hilux Pick-up and drove him away to a remote bushy area where he was abandoned and took away the vehicle”.

Meanwhile, two persons have so far been arrested in connection with the missing vehicle. The suspects, one Mr. Alhaji Sulemana Illiasu, the complainant under whose trust the vehicle was kept and one Mr. Opoku Kwadjo Evans, the driver, were arrested on Tuesday evening and are currently assisting police with investigation.

  • Instagram hides likes count in international test ‘to remove pressure’

Instagram is hiding the number of likes on posts in several countries, including Australia and Japan, in order to “remove pressure” on users.

At the moment, Instagram users see a running total of people who have liked a post. In the trial, users will see a user name “and others” below posts.

Instagrammers can still view the number of likes their own posts receive.

There is concern social media platforms can contribute to low self-esteem and feelings of inadequacy in young people.

Read:Facebook, Instagram and WhatsApp hit by file transfer glitch

Instagram launched a similar trial in Canada in May and the new test is rolling out in Australia, New Zealand, Ireland, Italy, Japan and Brazil, the company told the BBC.

“We hope this test will remove the pressure of how many likes a post will receive, so you can focus on sharing the things you love,” Mia Garlick, Facebook Australia and New Zealand director of policy, said in a statement.

The goal, she adds, is that users feel less judged and to see “whether this change can help people focus less on likes and more on telling their story”.

Instagram said the test would not affect measurement tools for businesses. And users can still see the list of people who liked other people’s content by clicking into it.

When the test was first run in Canada, Instagram chief Adam Mosseri said the aim was to minimise the stress of posting online with users competing over the number of likes their posts receive.

“We want people to worry a little bit less about how many likes they’re getting on Instagram and spend a bit more time connecting with the people that they care about,” he explained at the time.

The number of likes a post gets is a measure of success or popularity on Instagram.

Read:South Africa musician arrested over assault captured on Instagram

Studies suggest this kind of instant feedback on content can boost people’s self-esteem but bring others down if they do not get as many likes.

Studies have linked social media platforms to affecting mental health, especially of young people.

The number of likes is also the way to put value on a post for the business side of Instagram.

Influencers who get paid for the content they showcase in their posts are measured by the number of likes their social media activity draws.

Earlier this month, Instagram also revealed a new feature to tackle online bullying.

  • Boeing crash: I miss them every minute

A father who lost his whole family in the March Boeing crash, said he misses them “every minute of every day”.

Paul Njoroge said he has “nightmares about how (his children) must have clung to their mother crying” during the doomed flight.

The Canadian’s wife, three children and mother-in-law were on the Boeing 737 Max that crashed after take-off.

The loss of the Ethiopian Airlines’ flight was the second fatal accident involving a 737 Max in five months.

A near identical aircraft, owned by the Indonesian carrier Lion Air, went down in the sea off Jakarta in October 2018.

The 737 airplane model has been grounded since then.

Boeing’s decision not to ground the 737 Max after the first crash is now under scrutiny.

In emotional testimony to US Congress, Mr Njoroge said: “All I could think about was the 737 Max struggling to gain height and eventually diving to the ground, killing my whole family and 152 others. Every minute of every day they would be all around me, full of life and health. I miss them every minute of every day.”

He said the airplane manufacturer – which has apologised publicly to the victims’ families – had not apologised personally.

“Boeing have not to apologised to us personally. No letters. They have not reached out to us at all.

“They appear on cameras to apologise to us,” he said.

Read:Ethiopian Airlines crash: FAA says Boeing 737 Max 8 is airworthy

Also sitting at the witness bench with Mr Njoroge was Michael Stumo whose 24-year-old daughter, Samya Rose Stumo, was also killed.

They are part of a group of families who are pushing Boeing, the Federal Aviation Administration (FAA), and the US government for answers.

“On April 4, three weeks after the deaths of my family, in what I have since learned is a shameful pattern of behaviour by Boeing and airplane manufacturers, Boeing shifted focus from the root cause of the crashes – the design flaws in the 737 Max and MCAS – and started talking about ‘foreign pilot error’,” Mr Njoroge said.

Congressman Sam Graves at a hearing in Washington in May argued that “facts in the preliminary report reveal pilot error as a factor”.

The discussion about foreign pilots being responsible for the crash has angered the families.

Mr Njoroge told the hearing: “Would they have used the term “domestic pilot error” if the crash happened in the United States? The term ‘foreign pilot error’ is utter prejudice and a disrespect to pilots and Boeing customers across the world”.

Boeing and its relationship with the FAA is also a key battleline for the families.

Under an arrangement formed in 2005, the FAA delegated to Boeing the authority to perform some safety-certification work on its behalf.

The families said they believe the FAA “recklessly left Boeing to police itself”.

“If Boeing’s wrongful conduct continues, another plane will dive to the ground killing me or you or your children or other members of your family. It is you who must be the leaders in this fight for aviation safety in the world,” said Mr Njoroge said.

Read:Ethiopian Airlines: Ground all Boeing 737 Max 8 jets, says CEO

After the crash in March, it was revealed by insiders that pilots had trained to fly the 737 Max, a new version of the 737, after completing an iPad course that lasted an hour.

The “families demand that the 737 Max 8 be fully re-certified as a new plane because it is too different from the original certified plane. We demand that simulator training be required,” Mr Njoroge told Congress.

The biggest question in global aviation is when will the 737 Max begin to fly again? Just this week, major airlines in the US confirmed they’ll be out of service until at least November, maybe even 2020.

In response to the points made at the congressional hearing, Boeing said: “We truly regret the loss of lives in both of these accidents and we are deeply sorry for the impact to the families and loved ones of those on board.

“These incidents and the lives lost will continue to weigh heavily on our hearts and on our minds for years to come. We are committed to working with the communities, customers and the aviation industry to help with the healing process.”

  • GUTA welcomes Africa free trade agreement; pledges full support in implementation

The Greater Accra Regional branch of the Ghana Union of Traders Associations (GUTA) has welcomed the actualisation of the Africa Continental Free Trade Area (AfCFTA) Agreement and pledged its support for it.

According to the association, the full implementation of the trade agreement would help to promote local businesses on the international stage and create opportunities for them to grow.

The branch also said it was optimistic that the AfCFTA and the subsequent choice of Ghana to host the secretariat of the continental body would create employment opportunities in the country.

The Chairman of the Greater Accra Regional GUTA, Mr David Amoateng, stated this in an interview with the Daily Graphic in Accra last Monday.

Read: Roadmap for Africa Free Trade Area to be drawn

    Trade Minister lauded

He commended the Minister of Trade and Industry, Mr Alan Kyerematen, for the pivotal role he played in the birthing of the AfCFTA and called on local traders to support the implementation of the trade agreement.

“We welcome the AfCFTA initiative because it will help to boost local businesses and also create employment opportunities in the country, especially when the secretariat is going to be established here.

“We met the Trade minister about the AfCFTA and its impact on the retail trade and we have been assured that the coming into force of the agreement will not interfere with the laws on local retail sector. We can assure our people that foreigners will not hijack the retail sector because of the AfCFTA so they should not be worried,” he said.

Mr Amoateng said if the trade agreement was properly implemented and the government also facilitated the provision of warehouses, the local small-scale and medium enterprises (SME) sector would be boosted.

    Law enforcement

Mr Amoateng called on the law enforcement agencies to take steps to enforce Section 27 of the Ghana Investment Promotion Corporation (GIPC) law (Act 865) that barred foreigners from participating in the domestic retail sector.

The enforcement of section 27 of the GIPC Act has been a subject of great controversy with some people saying that once Ghana had signed on to be part of some international organisations such as ECOWAS, local traders could not prevent foreigners from engaging in retail trade.

However, Mr Amoateng maintained that members of GUTA were not against foreigners trading in the country but rather, they wanted to protect petty trading from being taken over from local people.

    Background

Ghana was selected among six other countries which submitted bids to host the AfCFTA Secretariat, namely Ethiopia, Kenya, Senegal, Egypt, E-Swatini and Madagascar.

  • GPRTU takes custody of 83 buses from abandoned fleet of vehicles purchased in 2016 by MASLOC

The Micro Finance and Small Loans center (MASLOC) has today [Tuesday] delivered 83 buses to the Ghana Road Transport Union (GPRTU) to work and pay over a 3-year period.

It would be recalled that MASLOC procured these buses for private transport operators in 2016 but the vehicles were abandoned for years over claims of overpricing.

The vehicles acquired by MASLOC were left abandoned because their intended beneficiaries, the GPRTU, rejected them since the former management and government inflated the cost of the vehicles to US$2million.

Investigations by rainbowradioonline.com in 2017 revealed that the vehicles, comprising 100 33-seater buses and 250 saloon cars, were to be used for commercial operations.

The vehicles were purchased for GPRTU but the transport operators rejected the vehicles because of the alleged overpricing.

The Chief Executive Officer of MASLOC, Stephen Amoah, told Rainbow Radio in an interview that the transport union rejected the vehicles because they are overpriced.

He disclosed at the time that the GPRTU agreed with the government to purchase a saloon car at a high purchase but the price was GHc85, 000 including insurance, one percent interest, and other cost but the union rejected the offer.

The buses were to be purchased by GPRTU at a cost of GHc700, 000 each but they refused to purchase them claiming the buses were overpriced.

But after renegotiation, GPRTU has taken custody of the vehicles at a cost of GHc300, 000.

Speaking at the handing over ceremony, CEO of MASLOC, Stephen Amoah expressed joy that GPRTU has finally taken the buses.

He further expressed gratitude to other stakeholders in getting these buses where they are today.

He also announced that MASLOC has done so well by reducing the interest rate by 50% from 24% per annum to 12% per annum.

He said an amount of GHc20,000 could be borrowed without collateral.

The Board Chairman of MASLOC, Mr. Seth Adjei Baah aka Shaaba admonished the GPRTU to use the buses decently and achieve the target for the repayment.

He also asked the GPRTU to use the buses as a way to improve the transport system as well as improve their income and contribute their quota to the national development agenda.

Touching on road accidents and the need to maintain discipline on our roads, he encouraged GRPTU to operate the buses in a manner that would help promote safety and curb the carnage on our roads.

Chairman for the GPRTU, Mr. Kwame Kumah on his part described the ceremony as beautiful and great.

He extended gratitude on behalf of the GPRTU to the Chief of Staff, Frema Opare for her role towards the renegotiation.

He advised drivers who would have access to the buses to make good use of them.

  • Continue to show compassion – Mahama urges Christians

John Dramani Mahama, former President of the Republic of Ghana, has called on Christians to continue to show compassion to others as it is a key requirement of the Christian faith.

“Without showing consideration to people in adversity, we fail to live up to our faith as Christians.”

Read: John Mahama was speaking as the special guest of honour for the launch of CEM Ability Village

Former President Mahama said this, when he spoke as the special guest of honour at the maiden project launch of the Charismatic Evangelistic Ministry (CEM) Ability Village, on Sunday in Accra.

Touching on the CEM Ability Village project which would provide a safe haven for physically challenged persons, he said it was most unfortunate that some people discriminated against others who were challenged physically.

Read: Lack of succession planning affects many institutions Mahama

The Former President said besides the fact that it was wrong to discriminate against people because they had physical defects, it was worth realising that anybody could become physically impaired at any time as a result of a number of factors such as accidents and ailments.

He said it was worth every effort to discard all forms of discrimination against the physically challenged and rather find ways at all levels, to ensure that such persons did not unduly suffer because of their circumstances.

The former President said the decency of a nation is judged by the general state of the physically challenged within that state, and urged the citizenry, organisations and policymakers, to be sensitive to the needs of the physically challenged in the society.

Mrs Cynthia Morrison, Minister for Gender, Children and Social Protection, said government through her Ministry would work with all stakeholders to ensure the success of the project.

She said being physically impaired puts one in a challenging position that required a lot of support and understanding.

The Minister said one of the ways in which the society could help physically challenged persons, was to support them with an environment which brought out their creative and productive abilities and ensured that they found as much fulfilment in life as possible.

Reverend Steve Mensah, General Overseer of the CEM, and President of the CEM Ability Village said in his sermon that the time had come “for us to invest our resources to lift persons with disabilities from the quagmire our society has placed them in”.

He said as Christians, it was not enough to perform religious duties adding that showing kindness, care and concern, formed part of the core duties of every Christian.

Rev Mensah said it was not right for society to treat persons living with disability in a manner that stripped them of their dignity as human beings.

“We have a responsibility to support and encourage people with disabilities to realise their dreams and lead fulfilled lives,” he said.

Mr Yaw Debrah, chairman, National Disability Council, said the initiative was most laudable because physically challenged people typically found comfort in each other.

He said an environment which was particularly created to suit their needs and also ensure that they could find several others who shared in their plight was thus most soothing.

Mr Debrah said the project would improve upon the image of the disabled and as well as their well being and comfort and appealed for support from all stakeholders.

The CEM Ability Village, an initiative of the Charismatic Evangelistic Ministry, is a charity focused on empowering persons with disabilities to live more fulfilling and dignified lives in the society.

It seeks to help eliminate stigmatization against the physically challenged, raise awareness of their needs and provide the requisite services to enable them to integrate effectively into society.

The Village is a proposed residential and livelihood empowerment community that would be located on a one thousand acre land at Ningo in the Greater Accra Region, purposely designed for persons with disability.

The project is estimated to cost 85 million United States dollars, and funding is mainly expected from international donor organisations, corporate organisations, government and non-governmental organisations amongst others.

The spokesperson for the International Spouses Association of Ghana, Katie Danquah said “despitefully supporting the aim of producing a new national ID and electronic register that will enable the government plan for all persons living within Ghana, we strongly believe that foreign spouses of citizens of Ghana cannot be placed on the same categories as all other foreigners,” she said.

She added that, “the special circumstances of foreign spouses entitle them to equal treatment within socio-economic laws that benefit from their Ghanaian counterparts.”

  • Registrar dragged to Special Prosecutor for allegedly awarding himself GHC2m contract

Nurses and Midwives Council registrar has been reported to the Special Prosecutor over claims he awarded himself a ?2m contract to build a house.

A group, Alliance for Social Equity and Public Accountability (ASEPA) in a petition said, it has evidence of procurement breaches, tax fraud and corruption against the Registrar, Felix Nyante.

Read: Amidu using Special Prosecutor office to settle personal scores Edudzi Tamakloe

The Executive Director Mensah Thompson who signed the petition said these infractions occurred between 2014 and 2016.

The petition reads that in 2016, Mr. Nyante, without recourse to the Public Procurement Authority (PPA), constructed a file house where documents of the council are stored.

Read: Anas to petition Special Prosecutor over Galamsey fraud video

He first obtained approval from the PPA to allow the restrictive tendering process in the bid for the construction. Three companies were selected for the bid as letters show.

But the project, first valued at ?400,000 went ahead without any award to these companies. According to ASEPA, the Registrar built the house by himself in contravention of Section 38(b) of the Public Procurement Act.

The project also ended up costing the NMC more than ?2million, the petitioner says.

The Registrar and the Chief Accountant who are the signatories to the NMC account, acted in concert to pay Mr. Nyante the monies, ASEPA says in the petition.

In September 2015, the NMC also procured CCTV cameras at an inflated cost of more than 300%, the petitioner states.

According to the petition, a company Jin Hong Yi Ltd, was selected without any valid procurement process to buy for the Council, CCTV cameras in September 2015.

ASEPA said as at September 2015, the average market value of 42 high-resolution cameras was ?150,000.

In exhibit 2A attached to the petition, the NMC paid more than ?594,000, the group said and decried an over bloated cost of 300% for the 42 cameras.

In the allegations of tax fraud, the petitioner explained that in March 2014, a set of furniture was procured on the instructions of the Registrar.

In March 2014, the Council contracted a Company called Okore Technology at the instruction of the Registrar to supply furniture to the Council.

Payment voucher raised for the payment of this contract which is attached and labeled as Exhibit 1A indicates that, a Withholding Tax of about ?17,688 was accrued in the payment of about ?415,688 to Okore Technology.

In total, the tax component for the said procurement amounted to about ?144,000 after the procurement process.

Checks at the Ghana Revenue Authority, however, revealed that as at 2014 when this procurement was done, the Company Okore Technology, was not registered with the Ghana Revenue Authority and was not paying taxes to the Government, according to the petitioner.

ASEPA said it suspects the company was formed by persons within the Council to facilitate the award of contracts to themselves.

According to ASEPA, when the internal audit unit of the Council raised concerns in November 2015, over alleged illegal activities at the Council, Felix Nyante wrote a memo instructing all pre-audits at the unit to stop.

The petitioner says this is in breach of the Public Financial Management procedures.

Felix Nyante confirmed he is under investigations by the NMC Board which was also copied in the petition.

He would not confirm or deny the allegations and stated he had been instructed by the Board not to speak until its internal investigations are completed.
