  • #EndSARS protests: Nigeria abolishes loathed federal special police unit

Nigeria has dissolved the special police force at the centre of protests against police brutality.

The government said a special presidential directive had ordered the immediate dissolution of the Special Anti-Robbery Squad (Sars).

All the officers in the squad will be redeployed and a new arrangement to replace the squad is being worked on.

Protests against the squad were sparked by a video of a man allegedly being killed by police.

President Muhammadu Buhari had earlier said he was determined to end police brutality, introduce reforms and bring “erring personnel… to justice”.

The Sars was widely accused of unlawful arrests, torture and murder.

The protesters demanded the unit be disbanded rather than reformed because previous commitments to change the behaviour of the police had had no effect.

The flagship programme seeks to change the structure of the country’s economy from import and borrowing to export of goods and services, manufacturing and value addition.

  • We made significant arrests in connection with secessionists disturbances – Dr Letsa

Dr Archibald Yao Letsa, Volta Regional Minister has revealed that a considerable number of key players of a Western Togoland Restoration Front, who committed crimes against the state in a September 25 attack in a bid to secede from Ghana have been arrested.

The Minister, made the revelation to the media when the Executives of the Small Arms and Light Weapons Commission paid a fact-finding visit to the Regional Coordinating Council to ascertain the extent of arms retrieval from the secessionist’s group and what assistance could be procured.

He, however, did not give numbers explaining that the figures kept on changing and therefore irrelevant.

He said what was important was the dispatch nature state security had moved into deploy intelligence to investigate and arrest key members of the group but stopped short of naming any of the perpetrators.

Dr Letsa, who is also Chair of the Regional Security Council (REGSEC) said: “We are duty-bound to maintain the peace in the region and also protect lives and property and that is the resolution of the security services.” “Even last night arrests were made and some were those who stormed the Police Station in Mepe and Aveyime. We are making headway,” reassuring the people to embark on their duties without fear, but provide information on suspicious characters in the communities.

He said there were still un-retrieved guns, and we have made several arrests that may lead to the retrieval of more of the weapons.

“We have made quite a significant number of arrests and we still following leads to retrieve more of them. We may not be able to retrieve all, but, whichever, if we are not able to retrieve them, our friends from the Commission will assist us.”

He acknowledged the diverse groups across the region and beyond, who have condemned the invasion of some roads by the secessionists group and subsequently the arson attack on the State Transport Corporation terminus in Ho, as revealing, but said the justification given by the same group have made their earlier positions untenable.”

Dr Letsa said the various justifications could be opinionated and not backed by forensic prove and therefore called for decorum, adding “we have a security situation on hand, at best let us unite to overcome it.

Mr Jones Borteye Applerh, Executive Secretary, Small Arms and Light Weapons Commission said members and some actors are in the region on a fact-finding mission on the recent disturbances from a separatist group seeking to secede from Ghana, pledging to be part of government’s strategy to resolve the matter. He said from the Commission’s viewpoint conflicts that weapons were used becomes their working apparatus and they are here ostensibly to have a conversation with the main actors, the VRCC, REGSEC and the Police Service in Ho.

The Executive Secretary said failure to return the weapons would trigger the Commission’s declaring it as illicit weapons, which would be placed on the United Nations Illicit Small Arms database insisting “this is part of the contribution that we bring to actors.” He said the Minister of Information, Mr Kojo Oppong Nkrumah, the Western Togoland issue is more about deregulation and misinformation stating that some people are deceiving these young men and women that what happened during the plebiscite gave opportunity for secession.

He said the Commission abhors the introduction of guns in conflicts let alone those demands from the secessionists groups because “no armed conflict really has been won using guns, by all means, we have to come to the negotiation table.”

Mr Applerh said there was nothing like Western Togoland anywhere in the literature books in the world that granted a breakaway year saying the young men must know that that adventure was nebulous and a self-seeking vendetta that cannot provide any relief to them in the long-run but a clear case of a myth that did not exist.

“Eventually, they will be losers and they will be at the bad side of the law and so it is better they lower or drop those request and get back to leading normal lives.”

“After all, we seize weapons belonging to other countries in Ghana, recently, a weapon from Ghana was found in Zimbabwe and was returned. The same way if we get to know the number of guns missing from the Police stations and struck their serial numbers, we can update the UN database on illicit weapons.”

The Commission later sought audience with the hierarchy of the Police Administration in the region.

Mr Okoe disclosed this in Accra at a fire simulation exercise at the premises of the Ghana Education Service (GES) Headquarters to test the preparedness of the staff in the event of a fire outbreak.

Mr Okoe expressed concern about the spate of fire outbreaks in schools, and called on educational institutions to train students to serve as anti-fire groups on campus to ensure that anything which was likely to trigger a fire outbreak was turned off.

As at September this year, four senior high schools witnessed fire outbreaks across the country.

They are: Accra Academy in the Greater Accra Region which experienced two fire outbreaks, Buipe SHS and St Charles Boys SHS, both in the Northern Region, and Oppong Memorial SHS in the Ashanti Region.

He said the exercise prompted the staff who occupied offices on the third and last floors of the GES building to rush out, in an orderly manner to join their colleagues at the assembly point through the designated emergency fire exits.

In a matter of five minutes, the entire staff of the company had gathered at the assembly point, asking each other what triggered the alarm.

Mr Michael A. Korsah, Assistant Director in charge of Safety, GNFS, who called the staff to order, described the exercise as “successful,” adding that the staff responded appropriately even though some delayed and wanted to go for their bags and phones.

He explained that there was no point for any staff to stay in the building anytime the alarm was triggered, saying “you could have been trapped in the process and cause harm to yourself.”

Mr Anthony Boateng, Deputy Director General in charge of Managerial Service, GES, expressed appreciation to the staff for making the right responses in the unexpected exercise.
He said the exercise formed part of GES strategy to reduce casualties during fire outbreaks, adding that the Service had collaborated with the Ghana National Fire Service to train some of its staff as local fire wardens to respond to fire outbreaks.

This, he explained, was critical because fire outbreaks destroy life and property hence the prudent need to its response.

He commended the GNFS officers for their timely response to the exercise.

  • Inadequate medical supplies affecting mental health disorder treatment – Regional Mental Health Coordinator

Mr Randy Agbodo, the Upper West Regional Mental Health Coordinator has expressed concern about the inadequate medical supply for the treatment of mental health disorder patients.

That, he said was negatively affecting service delivery in the Upper West Region.

“They turn up for treatment, but usually there are no medications. Even when there are medications, we even sometimes have to ration it, otherwise by mid-week in the quarter you are out of medicine, so that is the real challenge on the ground”, he explained.

Mr Agbodo said unlike other physical illnesses, where you could walk into the pharmacy shop to buy medicine, medication for mental health illness were rarely sold in the pharmacy and over the counter medicine shops.

He said this in an interview with the Ghana News Agency in Wa on the sidelines of a sensitisation workshop for health personnel on the Sexual and Reproductive Health Rights of Persons with Mental Disorder.

The workshop was organised by the Centre for People Empowerment and Rights Initiative (CPRI) in partnership with BasicNeeds Ghana as part of the implementation of the “SRHR for Mental Health Project in Ghana”.

The project, which was being implemented in the Lawra and the Wa Municipalities and Daffiama-Bussie-Issa District in the Upper West Region, was also being implemented in the Upper East, Northern and Greater Accra Regions with funding support from the AmplifyChange Fund.

The 24 month project, designed to target the sexual and reproductive health needs of persons with mental health disorders and epilepsy, was aimed to benefit 3,200 mental health disorder persons and 120 health personnel in the project areas.

Mr Agbodo observed that the Mental Health Act, Act 846 (2012) provided for free health care for persons suffering from mental illness, but that the inadequate supply of medicines was a source of worry.

Talking on the possibility of including mental health treatment in the National Health Insurance Scheme (NHIS), he indicated that the NHIS could not cover that because the Mental Health Act had already provided for free treatment of mental illness.

He, however, stated that there was consultation between the Mental Health Authority and the National Health Insurance Authority on the possibility of marrying the two laws to include mental health care in the NHIS.

Mr Agbodo emphasised the need for persons with mental health issues, especially pregnant women to be treated well just as any other person when they visited the health facilities for health care services.

He observed that mental health patients were the most marginalized group of people in the society with their right infringed upon.

Mr Agbodo was hopeful that with public discourse regarding metal health issues, there would be a change in the status quo.

Madam Lillian Kuutiero, the Project Coordinator for BasicNeeds Ghana, stressed the need for the NHIA to include; mental health care services in the NHIS to enable mental health patients to access free health care services.

She said due to the lack of sustained supply and access to medication, mental health patients relapsed in the course of treatment which affected their swift recovery.

On the progress of work, site clearing has already been done with the scope of works as widening of carriageway to 10.3m, construction of 1,467m new pipe culverts of various sizes, construction of 19,950m of 600mm concrete U-drains in communities along the road, construction of 2No. 30m span concrete bridge and 2000m/2 stone pitching of embankments slopes.

The project when completed would lower travel time and prevent unnecessary delays in the movements of machinery and human resources and thus enhance productivity in the small-scale mining companies within the road corridor.
The completion of the project would also address the transportation problems of cocoa farmers within the immediate surroundings of the road corridor and lead to overall reduction in production cost.

Addressing a durbar of chiefs and people of Dawurampong as part of his two-day working visit to the Western Region, Dr Bawumia explained that the project when completed would act as a catalyst for the economic growth of the various towns along the road.

He further explained that the road would improve on the socio-economic status within the surrounding communities and create direct and indirect jobs for the citizenry, especially the indigenes.

Dr Bawamia therefore called on the people and the traditional leaders to have the confidence in the Nana Akufo-Addo-led government and retain them to do more for the constituents and the people of Ghana at large by voting massively for the NPP in the December polls.

Mr Joseph Boahen Aidoo, Chief Executive Officer (CEO) of COCOBOD pointed out that the completion of the project would help increase mining revenue since production cost would be minimized.

According to him, accidents due to bad road conditions would be reduced, hence safety of lives and property would be enhanced while in case of emergency, there would be good roads to transport people, especially pregnant women and accident victims to nearby hospitals.

He enumerated the successes chalked in cocoa production in the first term of the New Patriotic Party (NPP) and urged the people not to take the National Democratic Congress’ ( NDC) propaganda of free fertilizer seriously.
He announced that the cocoa pruning and hand pollination initiative introduced by the Government has tremendously changed cocoa production in the country and is bringing a big relief to farmers.

He announced that 30,000 youth would be engaged on the cocoa tree cutting exercise in the area to rid the farms of the dreaded swollen shoot disease for a replant.

  • FIFA President Gianni Infantino impressed with Qatar’s World Cup preparations

Fifa president Gianni Infantino on Wednesday praised Qatar for pushing ahead with 2022 World Cup preparations despite the coronavirus pandemic, while the rest of the world “stood still”.

On a visit to Doha, during which he got into football kit to play a seven-a-side-match at the striking tent-style Al Bayt stadium, Infantino said he was “very pleased” with Qatar’s progress ahead of the tournament.

“We have seen the plans, but when you see the reality, it is even more impressive,” he said in a statement that added that all eight venues will be completed “well in advance” of the event.

“Qatar has been able to continue to advance during the last six months while the world stood still from infrastructure preparations to important developments such as the recent labour reforms announced by the government,” he said.

Qatar has made a series of reforms to its employment regulations since being selected to host the 2022 World Cup, which has required a vast programme of construction dependent on foreign workers.

However, rights campaigners say that widespread abuses persist.
The Gulf state will kick off the World Cup at the Al Bayt Stadium, which takes its shape from the traditional tents used by nomadic peoples in the Gulf region.

The timings of the competition, due to be held in November and December of 2022, remain unchanged by the coronavirus pandemic which has already forced the postponement of the European football championships and the Tokyo Olympics.

Qatar has had one of the highest per capita coronavirus infection rates in the world although infection rates have now fallen sharply.

Work continued at 2022 sites this year even as Doha imposed wide-ranging closures including on shops, restaurants, and mosques but was slowed to allow virus containment measures including screening and social distancing to be observed.

  • Central Region Minister wants Mfantsiman MP’s killers nabbed soon

The Central Regional Minister, Mr Kwamena Duncan, has described the killing of Mr Ekow Kwansah Hayford, Mfantseman Member of Parliament, by alleged armed robbers as a ” gruesome, bastardly act that must not go unpunished.”

The visibly distubed Minister, has therefore, tasked the Central Regional Police Commander, DCOP Habiba Twumasi, to quickly get to work and get the attackers to face prosecution.

He said the killing was a blot on the conscience of humanity, explaining, “For someone to look in the eye of a fellow humanbeing and shoot him without any provocation is really sad.”

The 49-year old New Patriotic Party (NPP) MP for Mfantseman, who was seeking re-election, was allegedly killed by armed robbers in the early hours of Friday when he was returning from a campaign trip from the Abeadze Dominase Area in his Constituency.

Speaking with the GNA in an interview on Friday morning, Mr Duncan said,”The news of his loss is very devastating”.

” As a native of Anomabo, Mr Hayford was my direct MP, but more importantly, he was like a real brother and I shared a lot with him. Beside being a party member and a Minister, I was part of his enterprise,” he said.

  • NDPC launches Adansi-Asokwa Medium-term Development Plan and Structure

Professor Stephen Adei, Chairman, National Development Planning Commission (NDPC), has launched the Adansi-Asokwa Medium-term Development Plan and Structure Plan Preparation as a model for other district assemblies.

“This has become necessary because we believe things can be done differently,” Prof Adei stated at the launch of the development plan at Asokwa, the District Capital of Adansi-Asokwa in the Asante Region.

“We live in an era, where Medium-Term Development Plans that addresses socio-economic development issues are well prepared for implementation, however, the spatial dimension that prescribes location of residents in relation to schools, recreation, retail, commercial and industrial activities are often relegated to the background.”

Prof. Adei said the neglect of spatial planning by Assemblies would “certainly have enormous consequences for the environment.”

He said notably among the concerns were; unauthorized and uncontrolled development, flooding, poor sanitation, health hazards, fire hazards, crime and squatter settlements.

Prof Adei said out of 260 Metropolitan, Municipal and District Assemblies, only eight had prepared their structure plan according to the 2019 Annual Progress Report.

“You can, therefore, imagine why most of our urban centres are being containerized with little development control,” he said.

“Structure plan is a highly regarded and long established planning tool that sets out a vision for the future development of a district or locality over the next 10-20 years.

“It incorporates the planning and management framework required to guide development and land-use changes that will achieve sustainable environmental, social and economic objectives.”

Adansi Asokwa is a newly created District, carved out from Adansi North in 2018.

The preparation of structure plan for the District, for the first time, places the Assembly in an ideal position to exercise greater control on current and future development of the area.

It will help the District to properly express its social and economic aspirations in space.

Prof. Adei said the structure plan would include; a promotional video that would capture the spatial development aspirations of the people; highlight the economic, social and cultural potentials of the area.

He said it would serve as an investment promotional tool for officials of the Assembly.

Prof. Adei said the implementation of the structure plan would span a 15-year horizon; adding that, therefore, the combination of Medium-term Development Plan with the Structure Plan was to allow for the first five years of the District Structure Plan to be incorporated into the Medium-term Development Plan to guide implementation.

He said, however, the structure plan must be reviewed every five years to account for the changing local, national and international environment.

Prof. Adei said relevant partnerships had been established with Land Use and Spatial Planning Authority and the Centre for Remote Sensing and Geographic Information Services to demonstrate the collaborative nature of planning and to also realise the objective of making Adansi Asokwa a Model District.

“By becoming a Model District, I challenge you to have the best of well laid out land use and spatial plans, clean and healthy environment and address effectively, the socio-economic issues confronting the district. I have no doubt that the Assembly will excel in this endeavour” he said.

Prof Adei said the Commission stood ready to deepen its advisory services to Regional Administrations and Metropolitan, Municipal and District Assemblies (MMDAs).

Madam Eunice Korankye, Coordinating Director, Adansi-Asokwa District, said the District was privileged to have been considered such an important project, which would lead to the completion of Ghana infrastructure plan (2013-2047).
She, therefore, expressed gratitude to the NDPC for the foresight.

  • Rains submerge 522 Tamale households, displace 1,355

The Tamale Metro Director of NADMO, Abdul Rahaman Abdul Razak has disclosed that 522 households have been affected by floods as a result of the heavy downpour which occured on October 4, 2020.

Some of the affected areas include; Waterworks, Gumani, Kalariga, Nalong Fong, Gumbihini, Asawaba, and Gurigu.

Mr. Abdul Razak, told Ghanaweb’s Northern Regional correspondent, Alidu Abdur Rashid that 203 out of the total number of affected persons were males and 382 were females.

Also, a total number of 770 children were affected.

“There was no death or injuries recorded ….,” He intimated.

Mr. Abdul Razak however attributed the cause of the floods to the narrow nature of gutters in the metropolis.

“In Tamale, the gutters constructed are very small, and People would sweep their houses, though they have dustbins in their houses they will leave it and go and dump it into the gutters……So the gutters were chocked and because the gutters are also small, and when it rains, it finds its own ways.people have built on the waterways, blocking the water channels and when you confront them, they tell you, it is their land, so you should leave them.Somebody will build a house, instead, there is a gutter behind him, they will go and project another room called chamber and hall.” This is our main problem, he said.

Mr. Abdul Razak further expressed gratitude to NADMO for being able to rescue victims from the incident.

“with the help of the skills acquired from the training, the team were able to rescue somebody and his motorbike, who was about to be carried away by the flood.”

  • Kejetia market has been now turned into a refuse dump – Minister bemoans

The Ashanti Regional Minister, Simon Osei-Mensah has described conditions at the ultra-modern Kejetia market constructed under the erstwhile National Democratic Congress (NDC) as an eyesore.

According to the Minister, the project is very nice from the outside but the sanitary condition is not best, pointing accusing fingers at traders, residents, and state institutions for reneging on their duty to keep the facility from filth and dirt.

“Outside the project, it is nice but when you go inside it is full of refuse… you will never believe it”, Hon. Simon Osei Mensah fumed when answering questions concerning sanitation in the regional capital, Kumasi.

Then-President Mahama in 2015 cut the sod for the construction of a modern Kumasi Kejetia and Central Market project with amenities including a CCTV monitoring system, a police station, clinic, a spacious bus terminal, fire station, and a crèche.

Simon Osei-Mensah also described the project as a waste adding that enough thinking did not go into the building of the facility for the people of Kumasi.

“Do you know why we are struggling to deal with Traffic Congestion in the Central Business Area? Before they started the project, the census they took about commercial vehicles that parked there numbered up to over one thousand but the car park they did for the place could take 108 so where should the remaining 900 go”.

“That is why the whole city is congested including in front of the Komfo Anokye Teaching hospital where cars are not supposed to park.”

  • Were solidly behind you in the fight against secessionism – Minority to Akufo-Addo

Minority Leader Haruna Iddrisu has assured President Nana Addo Dankwa Akufo-Addo that the House will remain united in the fight against secessionist movements in the Volta region.

Speaking on the floor of parliament on Tuesday October 6, Mr Iddrisu who is also the Member of Parliament for Tamale South described the action of the group as an ugly threat to the stability of the country.

“There is an ugly threat to the stability, sovereignty and integrity of Ghana in the Volta Region.

“The President as Commander-in-Chief of the Ghana Armed Forces (GAF) should be assured that he has the full support of the House to deal decisively, ruthlessly with the threat to the sovereignty and integrity of our country. We cannot afford a disunited Ghana,” he remarked.

About 60 persons have so far been arrested in connection with recent disturbances.

The disturbances were caused by suspected members of the Western Togoland secessionist group.

Fifty-four of these suspects have been remanded in custody as government intensifies security operations in the Region to bring the insurgency under control.

Various bodies have called on the government to be brutal in the response against the group.

The Christian Council of Ghana on behalf of all the Ecumenical Church Leaders in Ghana noted that the security agencies alone cannot deal with the insurgence in the Volta Region.

According to the Christian body, the matter has taken a political twist, therefore it requires the involvement of the political class to step in.

A statement issued by Most Rev Dr Paul K Boafo, Chairman of the Christian Council, on Monday, October 5 called on the government to constantly engage the chiefs and the people of the Volta Region on the way forward on this matter.

“The security breaches that these acts have become too common in Ghana and it is time they are stamped out.

“Some Police stations have been attacked recently and many innocent Ghanaians are killed, maimed and assaulted.

It added: “The present matter of the call of secession in the Volta Region is substantially a political matter. Security operations alone will be insufficient to address it adequately. We pledge our readiness to support government to address the issue amicable. In this regard, we will support the government in engaging the chiefs and people of the Region to achieve national cohesion.

“We would like to appeal to all Ghanaians especially the chiefs, youths and people of the eastern corridor communities of the country to remain calm in the face of provocation, to desist from being used to perpetrate the evil intentions of others and to safeguard the fledging peace we enjoy in Ghana.”

“We would like to call on the government to as a matter of urgency get all the security services to declare a war on violent crimes especially armed robberies and to eradicate this from our society,” the statement said.
