    The Awomefia of Anlo State, Togbe Sri III, offered his support to Energy Minister Dr. Matthew Opoku Prempeh, urging him to remain focused on his commendable work for the nation during a courtesy visit to his palace in Anloga on Wednesday, May 8th, 2024.

    Expressing delight at seeing the Energy Minister, whom he referred to as his son, Togbe Sri encouraged Dr. Prempeh to make regular visits to his palace and continue his diligent efforts that have defined his tenure in public office.

    “I fully support you and urge you to maintain your focus. Greater things lie ahead, so don’t let anything distract you,” the Awomefia advised Dr. Opoku Prempeh.

    “I am solidly behind you and I want you to keep being focused. What is ahead of you is greater and so do not be distracted by anything,” the Awomefia told Dr. Opoku Prempeh.

    Dr. Prempeh, in turn, acknowledged the longstanding relationship between himself and Togbe Sri, which motivated his visit. He also reminisced about the strong bond between his grandfather, the Asantehene, and Togbe Sri, which prompted a previous visit by the Asantehene to the Awomefia.

    The discussions further revolved around the enduring collaboration between the government and traditional leadership in Ghana, emphasizing a mutual commitment to inclusivity, dialogue, and development.

    “I have enormous confidence in Ghana’s future, where the political class and traditional authorities work together harmoniously for the advancement of the growth and prosperity of the people,” Dr. Prempeh said.

    Vice President Dr. Mahamudu Bawumia has revealed a significant increase in revenue collection at the Electricity Company of Ghana (ECG) following the government’s digitalization initiatives.

    Dr. Bawumia credited the surge in ECG’s revenue collection to the digitalization of its operations, noting that monthly collections rose from GHC450 million to over a billion.

    Addressing the 14th Commonwealth Regional Conference for Heads of Anti-Corruption Agencies in Africa, Dr. Bawumia urged other member states to adopt Ghana’s approach of utilizing digital tools to combat corruption.

    He expressed dismay over the introduction of malware into the system during its initial stages by ECG staff in the IT department.

    Dr. Bawumia highlighted this transformation as a testament to the efficacy of digitalization in enhancing efficiency and curbing corruption.

    “Can you believe that workers within the system sabotaged it, they put ransomware into the whole system. And the system essentially collapsed. We had to send in national security to eventually find that it was some of the staff at the IT department who were culpable.

    He stressed, “We found the computer in which the ransomware was injected into the system. It took us a while to restore the system. They asked for a ransom actually for this to work. Can you imagine? That we should pay, they submitted a bill that we should pay for the system to work. Anyway, they were arrested.

    “And we restored the system, and we digitized the system, and we said that no more cash payments for electricity in Ghana. You only pay with your mobile money or electronic bank transfers. So that is now the case. Can you believe that from GHC450 million a month, the collection has now gone to over a billion cedis a month?” he asked.

    Former President, John Dramani Mahama, has expressed his dismay at the squandering of $190 million designated for private sector involvement in electricity distribution under the US Millennium Compact.

    Taking to Facebook, the National Democratic Congress (NDC) flagbearer criticized the “corrupt, ‘yenkyendi’, and cronyistic governance practices” he attributed to President Akufo-Addo and Vice President Dr. Mahamudu Bawumia for the loss of the $190 million US Millennium Compact.

    The former president pledged that he “will work diligently to enhance private sector efficiency in the electricity distribution system, including metering, revenue management, and fault response,” when he is reelected as president in the upcoming December 7 general elections.

    Mahama vowed to prioritize enhancing private sector efficiency in electricity distribution, focusing on metering, revenue management, and fault response, should he regain the presidency in the upcoming December 7 general elections. He also pledged a thorough investigation into the PDS scandal to ensure accountability.

    The Power Distribution Services (PDS) Ghana Limited takeover, a contentious deal where the Ghanaian government awarded a 25-year concession to manage the Electricity Company of Ghana (ECG), was suspended in July 2019 amidst fraud allegations.

    In March 2019, Ghana was poised to receive crucial funding of $190 million for long-term infrastructure sustainability and financial recovery in the energy sector as part of the second tranche of the MCC power compact.

    However, due to the terminated concession agreement with PDS, the US government halted the fund transfer, emphasizing the importance of private sector involvement under MCC’s Ghana Power Compact.

    Dear fellow Ghanaians,

    It’s disheartening to learn that the $190 million we negotiated for private sector participation in electricity distribution under the US Millennium Compact has been lost due to Nana Addo and Bawumia’s corrupt, ‘yenkyendi’, and cronyistic governance practices.

    This is unacceptable, and we deserve better as a people.

    As I gear up to assume the presidency in January 2025, thanks to your votes and endorsement in this year’s election, I want to assure you that I will work diligently to enhance private sector efficiency in the electricity distribution system, including metering, revenue management, and fault response.

    My administration will prioritise accountability and ensure a thorough investigation of the PDS scandal to hold those involved accountable.

    We can work together to build a brighter future for Ghana’s power sector that benefits citizens and businesses.

    Let’s stand together, fight against corruption and cronyism, and work towards building the Ghana we want.

    Checkout the 3 new subjects added to BECE


    Final-year Junior High School (JHS) students across the country will encounter three new subjects in the upcoming Basic Education Certificate Examination (BECE) for School Candidates.

    These newly introduced subjects are Career Technology, Creative Art and Design, and Arabic. Career Technology and Creative Art and Design, derived from the former Basic Design and Technology (BDT) course, will be compulsory for all candidates, as stated by the West African Examinations Council (WAEC).

    However, Arabic will be an elective subject for candidates attending Islamic basic schools.

    Extended Examination Duration

    Due to the inclusion of these new subjects, the 2024 examination period has been extended to six days from the previous five.

    The examination will commence on Monday, July 8, 2024, and conclude on the following Monday, July 15, 2024.

    Providing further details on the 2024 examination, WAEC’s Head of Public Affairs, John Kapi, informed the Daily Graphic that new subjects could be introduced at any time, as the BECE is uniquely Ghanaian, allowing the government to determine the curriculum content.

    Mr. Kapi mentioned that candidate registration had recently concluded, and WAEC was now finalizing the breakdown of candidates writing each subject. He assured that WAEC was fully prepared for the examination, with all related meetings concluded and sample questions distributed to schools and posted on the council’s website.

    Regarding Arabic, Mr. Kapi noted that this was the first time the subject would be examined at the BECE. He described Arabic as an elective subject, available for candidates who felt proficient in it and sought certification.

    Timetable

    According to the official timetable released by WAEC, English Language and Religious and Moral Education will be written on Monday, July 8, 2024. On Tuesday, July 9, 2024, candidates will sit for Science and Computing, previously known as Information, Communication and Technology (ICT), followed by Social Studies and Creative Art and Design on Wednesday.

    Mathematics and Ghanaian Language examinations are scheduled for Thursday, July 11, 2024, while French and Career Technology will take place on Friday, July 12, 2024.

    Arabic will be examined on Monday, July 15, 2024.

    Before the BECE registration, the Ghana Education Service outlined the mandatory subjects as English Language, Mathematics, General Science, Social Studies, Religious and Moral Education, Career Technology, and Creative Art and Design.

    Ghanaian languages were categorized as elective subjects, with French, Arabic, and Computing listed as optional subjects.

    Curriculum

    This year’s BECE candidates will be the first cohort to sit the examination under the Common Core Curriculum. Consequently, WAEC stated that school and private candidates would be assessed differently due to the curriculum’s implementation.

    The curriculum aims to enhance learning experiences and shift learners from rote learning to acquiring critical learning skills.

    With the escalating integration of digitalization into both governmental services and daily life, along with intentions to implement the utmost levels of data security within these services, Ghana is swiftly progressing towards becoming the premier blockchain-powered government in Africa and among the select few globally, as announced by Vice President Mahamudu Bawumia.

    “We are going to adopt blockchain technology for government to ensure that all data and transactions in the Government space are transparent and tamper-proof, no one can change them, and so ours could well become the first blockchain-powered government in Africa” the Vice President stated in Accra on Thursday, 9th May, 2024.

    Speaking in Accra on Thursday, May 9, 2024, Dr. Bawumia outlined a brighter, more secure digital future for Ghana during his keynote address at the 14th Commonwealth Regional Conference and Annual General Meeting of Heads of Anti-Corruption Agencies in Africa.

    The conference, attended by representatives from 20 African countries and global anti-corruption bodies, serves as a testament to Ghana’s commitment to combatting corruption through digital means.

    Dr. Bawumia highlighted significant achievements in Ghana’s digitalization journey, noting that nearly all government agencies (1507 out of 1517) have been integrated into the Ghana.gov digital platform.

    This platform enables electronic access to almost all government services, with electronic payments replacing cash transactions.

    Notably, Ghana.gov has already collected GHC 201 billion for the government, significantly reducing revenue leakages caused by corruption.

    Moving forward, Ghana aims to integrate databases through the X-Road Integration infrastructure, similar to Estonia, and implement blockchain technology across all government sectors.

    This blockchain integration ensures the rapid and immutable identification of data modifications, effectively blocking corruption and enabling the tracking and tracing of all government transactions.

    Vice President Bawumia emphasized the devastating impact of corruption on Africa, estimating losses of at least one trillion US dollars ($1 trillion) over the past five years. To combat this scourge, he urged African governments to invest in digital tools, including digital forensics, to disrupt corruption networks and enhance anti-corruption efforts.

    In Ghana, digitalization of public service processes, reduction of human interface, and digital payment systems have already reduced opportunities for bribery and revenue leakages. By further implementing digital platforms and systems, Ghana aims to disrupt corruption networks and curb poverty and underdevelopment in Africa.

    Dr. Bawumia concluded by urging collective action to leverage digital tools to track, trace, and disrupt the entire corruption value chain, thereby providing the continent with a fighting chance against corruption in all its forms.

    Per reports from JoyNews the Millennium Challenge Corporation has indicated that despite the ongoing power crisis, it has no current intentions to resume operations in Ghana and has officially concluded Ghana’s Millennium Challenge Compact.

    In March 2019, Ghana was poised to receive vital funding of approximately $190 million aimed at ensuring the long-term sustainability of infrastructure investments and financial recovery in the energy sector as part of the second tranche of the MMC power compact.

    However, due to a failed 20-year concession agreement with Ghana’s Power Distribution Services (PDS), where PDS was supposed to take over the operation and management of the Electricity Company of Ghana (ECG), the US government suspended the transfer of funds, citing private sector participation as a pivotal reform under MCC’s Ghana Power Compact.

    At that time, the U.S. Government expressed its anticipation of continuing collaboration with MiDA and the Ghanaian government to execute the remainder of the Power Compact.

    In light of Ghana’s resurging power crisis, experts have advocated for financial support for the energy sector, which is burdened with a debt exceeding $1.5 billion to Independent Power Producers (IPPs).

    The country’s Public Utilities Regulatory Commission (PURC) further disclosed a deteriorating situation where the southern distribution company ECG was defaulting on its renegotiated fixed monthly energy purchase price of US$43 million with all IPPs.

    When asked about the possibility of MCC providing funding once more and extending support under the compact, Alice P. Albright, the CEO of MCC, stated, “We did have a compact with Ghana and the compact is closed,” noting that significant progress was made during that period.

    Albright further informed JoyNews’ Blessed Sogah during the Thursday, May 9, 2024 press briefing organized by the U.S. Department of State that while she acknowledged the importance of energy to Ghana’s overall development, immediate support from MCC for Ghana was unlikely.

    “Right now we don’t have any immediate plans to work again in Ghana, but we can always look again to see if Ghana may be,” Alice added.

    Despite Ghana not being an immediate priority, the Millennium Challenge Corporation mentioned that it is engaged in several energy compacts across the continent to address Africa’s growing energy needs.

    Footballer, 4 others detained in connection with 2 police officers killed at East Trasacco

    Five individuals, among them a footballer, a gardener, and a public servant, have been detained by the police for their alleged involvement in the shooting and killing of two police officers at East Trasacco on May 2, 2024.

    During a court session held on Wednesday, May 9, 2024, Chief Inspector Margaret Ofori Boadi from the Legal and Prosecution Unit at CID Headquarters presented the case details.

    She informed the court that the accused individuals, along with others who remain at large, purportedly conspired to shoot and murder the two off-duty police officers.

    Identified as Mohammed Alhassan Damba, a Public Servant; Chinkor Abdullah Alhassan, a foreman and Arabic translator at Hakska Block factory at East Trassaco; Alex Appoh, a gardener; Bright Nana Kwame Owusu, also a worker at Hakska Block Factory, and Ganiu Iddrisu, a footballer, the suspects allegedly committed the crime around 6:30 pm on May 2.

    The victims, Lance Corporal Tasigya Ngapun Isaac and Constable Benjamin Tindum, were seated in front of their private residence near Hakska Block Factory at East Trasacco, East Legon, Accra, when the incident occurred.

    Chief Inspector Boadi requested the court to keep the accused in custody pending further investigations.

    In response, Nelson Noble Adedawonu, counsel for the accused, appealed for bail, asserting that the evidence did not support the charges.

    He particularly highlighted that the primary accused was not present within the court’s jurisdiction at the time of the alleged offense.

    Adedawonu also contended that the police had arrested individuals who were unaware of the incident at East Trasacco.

    Following deliberation, the trial magistrate, Prince Osei Owusu, remanded the accused individuals into police custody, citing his lack of jurisdiction to grant bail.

    He advised the defense counsel to seek bail from the appropriate authority and scheduled the next hearing for May 20, 2024.

    The competition serves as a platform for SHS and TVET students to develop projects addressing societal challenges within the realms of Science, Technology, Engineering, and Mathematics (STEM).

    This year’s competition focuses on four key areas: environmental sustainability, food sovereignty, sustainable energy, and digital technologies. Dr. Adutwum emphasized that nurturing creativity and innovation aligns with the government’s educational objectives, aiming to equip students with the skills to drive the nation’s transformational agenda.

    Highlighting the significance of modern educational infrastructure, the Minister stressed the necessity for 21st-century learning environments. He called upon industry and corporate entities to collaborate with the Ministry in supporting students’ STEM initiatives.

    The STEMNNOVATION competition, now in its third year since inception in 2022, has showcased impressive projects from participating schools. Notably, Kumasi Academy and Ahafoman Senior High School emerged victorious in the inaugural and subsequent editions, respectively.

    The Disease Control Officer at the Tema Metropolitan Health Directorate, Ms. Linda Adjapong, has advocated for COVID-19 vaccination among residents, emphasizing the significant role it plays in mitigating the adverse impacts of the disease.

    Speaking to the Ghana News Agency (GNA), she underscored the ongoing relevance of vaccination efforts, noting the endemic nature of the disease with new cases persisting throughout the year.

    Despite a current absence of severe cases, Ms. Adjapong highlighted that Tema had reported instances of COVID-19 this year, emphasizing the importance of vaccination as a crucial component of the national strategy to minimize the spread of the virus.

    “Currently, there are no severe or critically ill people, but we still have cases. Tema has recorded some cases this year,” she said.

    She mentioned that while some individuals had received their initial vaccine dose, many were yet to complete the vaccination schedule, prompting the continuation of the ongoing vaccination campaign.

    Updating on vaccination progress within the Tema metropolis, Ms. Adjapong revealed that approximately 76% of the local population had received at least one dose since the campaign’s inception in March 2021.

    The campaign primarily targets individuals aged 18 and above who haven’t received any COVID-19 vaccine, including those awaiting their second dose of AstraZeneca, as well as individuals eligible for booster shots.

    To ensure widespread coverage, vaccination teams are employing a multifaceted approach, including house-to-house visits and outreach at various community hubs such as markets, lorry parks, schools, and organized gatherings.

    Vaccination centers have been established at key locations like the Tema General Hospital, Tema Health Centre at Community One, and the Manhean Polyclinic for easy access.

    Ms. Adjapong highlighted the diverse methods employed to raise awareness about the campaign, ranging from radio discussions to social mobilization efforts and targeted engagements at marketplaces.

    She also assured individuals experiencing any adverse reactions within 28 days of vaccination of free care at public health facilities and offered assistance for replacing lost or damaged vaccination cards through the Tema Metro Disease Control Unit at the Health Directorate.

All of us, including the Hausas, we lived in harmony. When we were young, we used to say in Hausa, ‘for the sake of God, truthfully, everybody likes good things.’ I am saying this because everyone knows that we the Ashantis love people.”

    The Asantehene initiated his anniversary festivities with the unveiling of a book on Otumfuo Sir Agyeman Prempeh II, followed by a grand food fair (Feast Ghana) held at Manhyia.

    However, some attendees were observed with party-related items, leading the organizing committee to discourage such conduct for future events.

    On April 24, the ‘Ahohor Durbar’ celebrated, drawing visitors from across the globe to pay homage to the Asantehene, coinciding with Awukudae, a significant event in Asante culture.

    Upcoming events include the ‘Fireworks Night’ scheduled for Thursday, April 25, 2024, followed by a musical concert and a grand non-denominational church service at Dwabrem on Friday, April 26, marking the exact anniversary of the Asantehene’s ascension to the throne 25 years ago.

    A former member of the New Patriotic Party (NPP), Hopeson Adorye, has made accusations against Gabby Otchere-Darko, a prominent figure within the party, suggesting that efforts are being made to have him arrested.

    Speaking to Onua TV, Mr Adorye asserted that Gabby Otchere-Darko is pushing for his arrest due to what he perceives as a threat on the party.

    Mr Adorye claimed that Otchere-Darko has reached out to the National Security Coordinator in an attempt to gather evidence against him.

    However, Mr Adorye stated that the supposed reason for his arrest, as conveyed by the National Security Coordinator, is the unauthorized use of a siren on his vehicle.

    He further alleged that Otchere-Darko explicitly instructed security officials to apprehend him as soon as he begins to move his car.

    “An intel I have gathered about Gabby Otchere-Darko is that he called the National Security Coordinator to find something against me because I am disgracing the party. And the person said I am guilty of nothing but just the siren on top of my vehicle. Gabby asked them to use that against me. He instructed them to arrest me when I move my car,” he added.

    Cheddar revealed this during a live Q&A session on the TikTok platform.

    However, he refuted claims of involvement in fraudulent activities in London, dismissing them as baseless attempts to tarnish his reputation. 

    He characterized these accusations as politically motivated maneuvers aimed at undermining his campaign, lacking any factual foundation.

    “I don’t have a criminal record in London. I grew up in London. From 1994 to 2001 was when I moved from London to Ghana. In the times I was in London, there were times I was arrested for driving wrongly, clubbing and these were when I was young. I don’t have a criminal record for being arrested in London. So if someone is saying otherwise let the person prove it”.

    “I’m not bothered by the allegations against me because I see them as part of life’s challenges. It’s ironic that they’re attempting to pull me down now that I’ve reached this level. However, I trust in God to handle those individuals. If they have any evidence of criminal activity, they should present it. But let me be clear, I have never been arrested before. In England, people can be arrested for minor offenses, but arrests are based on truth,” he added.

    In 2016, during a New Patriotic Party (NPP) rally in Osu, an unidentified individual in the crowd threw a stone at opposition leader Akufo-Addo while he addressed supporters.

    Akufo-Addo, who was on the second leg of his tour in the Greater Accra Region, had visited Alajo in the Ayawaso Central constituency before proceeding to Osu Klottey Korle on October 5, 2016.

    As Akufo-Addo spoke about the need to remove President Mahama and the governing National Democratic Congress (NDC) due to alleged economic mismanagement, he was interrupted by a stone thrown by an unknown individual.

    Although momentarily disrupted, he continued his speech, stressing the importance of supporting the NPP’s parliamentary aspirant for the area, Philip Addison.

    Addressing the incident, Akufo-Addo expressed disappointment but urged supporters to remain focused on the party’s objectives.

    “Someone just threw a stone at me, why?” he asked. But he quickly resumed his delivery, saying: “No problem, this is our politics in Ghana.

    “I would wish that when we are moving [to the Flagstaff House], you allow Philip Addison to come along with me. Our party, the party of the Elephant, we know of only one candidate for Klottey Korle. He is Philip Addison. We know of no other person. We go to primaries to elect someone before he can contest [on our ticket]. So please make no mistake – NPP is the only party capable of removing the NDC from power. No other political organisation in Ghana can do it.”

    He emphasized that the NPP, represented by Addison, was the sole viable option for replacing the NDC in power.

    ”Despite being scheduled for dialysis sessions on Tuesdays and Fridays, I’m yet to undergo the procedure. This past week my sessions were missed entirely. Despite my reluctance to complain, my nights are plagued by sleeplessness and difficult breathing and even shot walks leave me exhausted.

    “However, the availability of the machines and receiving the sessions brings immense relief. Each sessions cost 400 cedis for a dialysis with additional expenses totalling 500 cedis for consumables.”

    In a bid to alleviate patient suffering, Finance Minister Dr. Mohammed Amin Adam fulfilled his promise by donating three state-of-the-art dialysis machines within a month of committing to do so.

    Dr. Adam reiterated the government’s dedication to enhancing healthcare services for all Ghanaians and made a cash donation of GHc100,000 towards repairing the hospital’s underground water reservoir.

    TTH CEO, Dr. Adam Atiku expressed optimism that the new dialysis machines would address the rising demand for services and mitigate water shortage concerns in the coming months.

    “So that’s why we are appealing to the philanthropist if they come to our aid and support us with roofing sheets and anything. We are also appealing to the Ministry of Education. “

    Richard Kwami Sefe, Member of Parliament for Anlo, pledged efforts to initiate parliamentary procedures to garner support from the education minister to aid the affected schools.

    He expressed his commitment to addressing the issue promptly and ensuring necessary assistance is provided to rebuild the damaged structures and support for the affected schools.

    “I’m thinking as soon as we are recalled to parliament, I’ll post an urgent question, especially with the Anlo SHS issue. Because that one is virtually finished so what’s holding the contractor up I think the minister will be in the position to answer that.”

    Conversely, the renewal fees for licenses and registration for corporate trustees, pension fund custodians, and pension fund managers have remained consistent with last year’s rates, ranging from GHC3,000 to GHC5,000.

    Similarly, application, licensing, and registration fees for service providers have been upheld, with costs ranging from GHC2,220 to GHC5,550.

    Moreover, registration fees for pension schemes, including master trust, employer, personal, or group personal schemes, have not seen any alterations and continue to range between GHC5,550 to GHC11,100.

    The NPRA emphasizes that this updated fee structure is imperative for sustaining the pension industry and upholding effective regulation and supervision of pension funds in Ghana.

    Service providers are urged to adhere to these new charges to evade potential penalties or sanctions from the regulatory body.

    An Accra High Court has granted bail of GH₵200,000 each to four individuals arrested for their alleged involvement in the train accident at Abortia in the Volta Region.

    Presided over by Justice Mrs. Lydia Osei Marfo, the court ordered the accused — Koku Koudjo, a 34-year-old gas welder, Patrick Kwaku Sosu, a 52-year-old laborer, Alaza Prosper, a 28-year-old laborer, and Fiadugbe Emmanuel, a 31-year-old laborer — to provide sureties with justifications. They must report to the police every Friday.

    Furthermore, the court instructed the accused and their sureties to submit copies of their Ghana Cards to the Court’s Registry.

    It warned that failure to appear in court would result in bail revocation, and tardiness would prompt a bench warrant for arrest.

    The case has been adjourned to June 6, 2024, for the prosecution to file their disclosures.

    The accused face charges of abetment of unlawful damage, accused of aiding jailed truck driver Abel Dzidotor in causing damage to the Diesel Multiple Unit Train.

    In granting bail, the court noted that investigations involving the accused were nearing completion. It asserted that the assessment of damages could still be conducted while the defendants were out on bail.

    The prosecution, represented by Assistant State Attorney Christabel Selma Anafure, informed the court that the state had requested experts to assess the damage and requested an adjournment, advocating for the accused to remain remanded.

    In response, defense counsel led by Richard Laapo brought to the court’s attention a bail application made on behalf of the accused.

    Mr Laapo argued that the Republic’s request for an adjournment should not preclude the court from exercising its discretion in granting bail.

    He emphasized that the assessment of damages should not affect bail decisions.

    “Per the submission of the Republic, they have invited experts to value the damage caused or suffered by the train.

    “The assessment of the damage has no bearing on the grant of bail by the court,” he said.

    The prosecution’s case alleged that the complainant, Dr. Divine Olutey, an Engineer with the Ghana Railway Corporation, was involved in the April 18, 2024 incident.

    The accused, traveling in a Hyundai Gold Truck driven by Dzidotor Abel, purportedly attempted to cross the railway tracks instead of using the designated underpass.

    Despite knowledge of the inaccessibility of the railway lines to motor vehicles, they allegedly used it as a shortcut.

    Subsequently, the truck became stuck on the tracks, leading to a collision with a Diesel Multiple Unit train during a test drive. Both vehicles incurred damage, prompting legal action.

    Investigative journalist Manasseh Azure Awuni has raised concerns regarding President Akufo-Addo‘s formal rejection of a request to disclose a complete audit report recently submitted to him.

    Through a letter dated May 7, 2024, the presidency declined a Right to Information (RTI) application filed by the Media Foundation for West Africa (MFWA), seeking access to the comprehensive KPMG audit report concerning the revenue mobilization agreement between the Ghana Revenue Authority (GRA) and Strategic Mobilization Ghana Ltd (SML).

    Manasseh, part of the MFWA team that reported on the “SML scandal,” criticized Akufo-Addo’s refusal to release the complete report, referencing a similar action taken by Akufo-Addo’s predecessor, John Dramani Mahama.

    In a post on X dated May 8, 2024, Manasseh wrote: “Even when we did not have the Right to Information Law, President John Mahama released a white paper and released the full GYEEDA Report as well. The Akufo-Addo-led opposition NPP was the loudest in asking president Mahama to release that report which was also a subject of my investigation in 2013..”

    He added: “What is Akufo-Addo hiding from us? The SML deal stinks. If they think hiding the KPMG report will make us forget the SML scandal, they should think again. The SML scandal will not die.

    “And those behind in it in the past and in the future will face justice, no matter how long it takes,” the post concluded.

    Reasons for Akufo-Addo’s rejection of the full KPMG report:

    In a letter addressed to the MFWA and signed by the Chief Director to the Chief of Staff, H. M. Wood, the Presidency expressed regrets over its inability to fulfill the media outfit’s request.

    “Upon careful consideration and in accordance with section 5 (1) (a) and (b) (i) of the RTI Act, I regret to inform you that your request has been refused. Section 5 (1) (a) and (b) (i) states that information prepared for or submitted to the President or Vice President containing opinions, advice, deliberations, recommendations, minutes, or consultations, is exempt from disclosure and that disclosure of such information would compromise the integrity of the deliberative process by revealing the thought process, considerations, and influence on decision-making reserved for the highest offices of the land.

    “The full KPMG Audit Report comprises opinions, advice, deliberations, and recommendations that are integral to the President’s deliberative process and, therefore, qualifies as exempt information under section 5 (1) (a) and (b) (i),” the letter read in part.

    The Presidency emphasized that the findings and recommendations of the KPMG report had been disclosed in a detailed press statement.

    The commission emphasized, “The error is confined to the Registration Slip, which is used merely as a reference for instances where an Applicant might need to replace his/her Voter ID Card. Importantly, this error has no bearing on the voter’s eligibility to vote.”

    Meanwhile, due to widespread network challenges on the second day of the ongoing voter registration exercise, the EC has instructed its officers to switch to offline mode.

    “The Commission wishes to inform all its stakeholders and the General Public that some challenges were experienced with the network this afternoon, affecting the Online mode of registration. The Commission has directed its District Officers to switch to the Offline mode of registration beginning tomorrow, the 9th of May, 2024.

    “The Commission apologizes for the delays experienced this afternoon,” the statement concluded.

    Furthermore, the commission assured that if the challenge affects the 21-day exercise, it will ensure an extension to the May 27 deadline.

    The Presidency has rejected a Right to Information (RTI) application filed by the Media Foundation for West Africa (MFWA) seeking access to the complete KPMG audit report regarding the revenue mobilization agreement between the Ghana Revenue Authority (GRA) and Strategic Mobilization Ghana Ltd (SML).

    Citing sections 5 (1) (a) and (b) (i) of the RTI Act, the Presidency stated that the report contains sensitive information deemed crucial and falls under exempt categories under the law.

    In a letter addressed to the MFWA and signed by the Chief Director to the Chief of Staff, H. M. Wood, the Presidency expressed regrets over its inability to fulfill the media outfit’s request.

    “Upon careful consideration and in accordance with section 5 (1) (a) and (b) (i) of the RTI Act, I regret to inform you that your request has been refused. Section 5 (1) (a) and (b) (i) states that information prepared for or submitted to the President or Vice President containing opinions, advice, deliberations, recommendations, minutes, or consultations, is exempt from disclosure and that disclosure of such information would compromise the integrity of the deliberative process by revealing the thought process, considerations, and influence on decision-making reserved for the highest offices of the land.

    “The full KPMG Audit Report comprises opinions, advice, deliberations, and recommendations that are integral to the President’s deliberative process and, therefore, qualifies as exempt information under section 5 (1) (a) and (b) (i),” the letter read in part.

    The Presidency emphasized that the findings and recommendations of the KPMG report had been disclosed in a detailed press statement.

    “Understanding the public interest in the GRA-SML contract, the President has published the principal findings and recommendations of the KPMG report in a detailed press statement issued by the Office of the President on 24th April 2024. Thus, the public remains informed while respecting the statutory restrictions on specific disclosures,” it added.

    Regarding the KPMG report:

    The audit, commissioned by President Akufo-Addo on January 2, 2024, with a deadline initially set for January 16, 2024, but later extended to February 23, 2024, was conducted by KPMG, an auditing firm.

    The report indicated that SML received a total of GH¢1,061,054,778.00 from 2018 to date while partially fulfilling its obligations. However, it also acknowledged SML’s contribution to revenue increase in the downstream petroleum sector.

    Responding to the report, SML disputed the stated figure, arguing that KPMG failed to consider their investments and taxes paid during the review period.

    In his response, Sulemana Braimah, Executive Director of the MFWA, reiterated the foundation’s commitment to transparency by submitting an RTI request for the full KPMG Audit Report.

    The Office of the Special Prosecutor (OSP) has responded to the Economic and Organised Crime Office (EOCO)’s apparent disinterest in investigating the money laundering allegations against former Water and Sanitation Minister, Cecilia Abena Dapaah.

    Initially, OSP had passed on the case file concerning the former minister to EOCO for further action. However, EOCO’s Executive Director, Maame Yaa Tiwa Addo-Danquah, during a media engagement at the 14th Commonwealth Regional Conference of Heads of Anti-corruption Agencies in Africa, mentioned plans to return the docket to OSP.

    Contrary to EOCO’s assertions, Samuel Appiah Darko, OSP’s Director of Strategy, Research, and Communications, clarified that EOCO had indeed returned the docket regarding Cecilia Dapaah much earlier.

    He insinuated that EOCO’s lack of awareness regarding the status of the case might indicate a disconnect within their organization.

    Furthermore, Madam Addo-Danquah stated that any actions EOCO could have taken had already been redirected to the police CID.

    Mr. Appiah Darko expressed doubt over EOCO’s commitment to investigating and prosecuting the former minister, emphasizing the need for transparency regarding their intentions.

    “The second point I want to make is this whole idea that the docket that the OSP sent to EOCO was baseless and if you will indulge me, I am going to be a bit detailed, although we are not supposed to do this but our point is that if there is no appetite to want to investigate and prosecute, tell the people of Ghana that there is no appetite but don’t try to put the blame on the OSP,” Mr Darko told the host of the Citi Breakfast Show, Bernard Avle, on Citi FM.

    “The AG saying that we had cleared Cecilia Dapaah of any offence is also not accurate because the OSP has never cleared Cecilia Dapaah because when you say you have cleared someone, it means that you have investigated and come to the conclusion that no offence has been committed.”

    Additionally, there are concerns raised by the Executive Director of Ghana Integrity Initiative (GII), Mary Adda, regarding the handling of the investigation.

    She criticized the lack of communication between EOCO and OSP, which she believes has hindered progress in certain investigations, fueling perceptions of bias and impunity among high-profile individuals.

    On May 6, EOCO announced its intention to return the docket to OSP, citing advice from the Office of the Attorney General against pursuing money laundering investigations into Cecilia Dapaah due to insufficient evidence of corruption or related offenses.

    The Attorney-General’s office highlighted discrepancies in OSP’s findings, stating that investigations failed to establish any evidence of corruption or procurement breaches against the suspects.

    They also questioned the basis for OSP’s suspicion of money laundering and structuring, citing a lack of clarity in the submitted documents.

    Ultimately, the situation underscores the need for clarity, cooperation, and transparency among law enforcement agencies to ensure accountability and fairness in such high-profile cases.

    To mark one week since Lance Corporal Michael Danso tragically lost his life in Kasoa, his family returned to the site where he was shot to death to conduct a cleansing ritual.

    Following tradition, the family performed rituals and poured libations at the scene of the incident to facilitate the spiritual return of their son as seen in a viral video.

    Videos of the ceremony depicted traditional leaders and members of the soldier’s family pouring libations and reciting incantations.

    L/Cpl Michael Danso was caught in the crossfire of a land dispute at Kasoa Millennium City, where he was brutally shot multiple times near a police station.

    The soldier lost his life on Tuesday, April 30, 2024, in an unprovoked attack while accompanying his colleague, Cpl Omar Abdul-Rahman, to his half plot of land at Kasoa, where reports suggested someone was encroaching.

    The prime suspect in the case, Benlord Ababio, allegedly engaged in a confrontation with the soldiers at the police station, leading to the fatal shooting of Lance Corporal Danso.

    According to both the Ghana Armed Forces and the Ghana Police Service, the dispute centered around a half plot of land claimed by Lance Corporal Omar Abdul Rahman, who was present during the incident along with Lance Corporal Ametus Matthew.

    Contrary to initial reports, the soldiers reportedly sought police intervention before the confrontation escalated.

    During the altercation at the police station, shots were fired, resulting in Lance Corporal Danso sustaining fatal injuries. The police disarmed and arrested the shooter upon realizing the severity of the situation.

    The Ghana Armed Forces retrieved Lance Corporal Danso’s body, which has since been placed in the morgue at the 37 Military Hospital.

    His prediction comes after the President of the Ahafo Regional House of Chiefs, Nana Ansah Adu Baah, called on all and sundry to rally behind the New Patriotic Party’s (NPP) flagbearer, Dr. Mahamudu Bawumia in his quest to become the president of Ghana.

    Nana Ansah Adu Baah added that “Dr. Bawumia’s humility and policies are good for the country and the next generation. I have no doubt in my mind that Bawumia means well for Ghana”.

    The Supreme Court has postponed Richard Sky’s application seeking a declaration of nullity for the Human Sexual Rights and Family Values Bill, commonly referred to as the anti-gay bill, to May 17, 2024.

    Chief Justice Her Ladyship Justice Gertrude Araba Esaaba Sackey Torkornoo adjourned the case to allow the plaintiff’s counsel to “submit a revised motion paper along with supporting affidavit and statement of case.”

    Thaddeus Sory, counsel for the first defendant, proposed to the court that the applicant amend paragraphs five and seven of his applications to align with his reliefs.

    Paragraph five of the applicant’s writ seeks “an order restraining the Speaker of Parliament and the Clerk to Parliament from presenting The Human and Sexual Values Bill, 2024 to the President of the Republic for his assent.”

    Paragraph seven of the application is also seeking “an injunction barring any attempts to enforce the provisions of The Human Sexual Rights and Family Values Bil 2024, particularly those criminalizing same-sex relationships and related advocacy efforts.”

    The Chief Justice, in her ruling, supported the suggestion of the counsel for the first defendant and postponed the amendment to May 17.

    “By listening to all the counsels, the court agrees with the suggestion of counsel for the first defendant and orders the plaintiff applicant to file a fresh motion paper with supporting affidavit and statement of case. Plaintiff is also given leave to address any matters of fact and issues of law in the new process.

    “Plaintiff applicant is given up to May 17, so now you have moved from May 9 to file the new process on May 17, 2024. Counsel for defendants are given seven days after service on them to file any processes that they may wish to.”

    In a recent development regarding the Cecilia Dapaah case, Constitutional Lawyer Kwame Adofo has criticized the Office of the Special Prosecutor (OSP) for the challenges faced in handling the matter.

    Adofo expressed concerns that the integrity of this “significant case” is at risk of being compromised due to the OSP’s failure to conduct thorough investigations and submit proper reports before alleging that the millions found in Cecilia Dapaah’s office and home constitute laundered money.

    “The Special prosecutor was asked to submit his report on the investigation conducted that says her money is laundered, but he couldn’t provide that report because no investigation was conducted,” he told Nana Yaa Brefo and Isaac Ekow JB, Yen Nsempa, Onua FM.

    Elaborating on this, he explained, “The law states that as a Special Prosecutor, if you investigate and see that the money is tainted money, he has 7 days to go to court and report the issue immediately for the needed actions to be taken but the OSP did not do this. He waited for more than 14 days before even going to court, meaning the laws he is supposed to work with, he did not comply with it, he faulted it.”

    Mr Adofo further revealed that upon realizing the mishandling of the case, the OSP resorted to alleging “money laundering” and transferred the case to the Economic and Organized Crime Office (EOCO) as a cover-up.

    Explaining this he said, “The law states that as a Special Prosecutor, if you investigate and see that the money is tainted money, he has 7 days to go to court and report the issue immediately for the needed actions to be taken but the OSP did not do this. He waited for more than 14 days before even going to court, meaning the laws he is supposed to work with, he did not comply with it, he faulted it.”

    Adding that “because he delayed, the Court told him he has faulted hence the OSP had no case and had to return the millions of money to Cecilia Dapaah, and he did not appeal to the Court either.”

    However, Thaddeus Sory, representing the Speaker of Parliament, opposed this amendment, citing prior objections raised in filed documents and arguing that allowing the amendment would undermine his objection.

    After deliberation, the Chief Justice Gertrude Torkoornoo-led Justices of the Supreme Court ruled, stating, “our considered view is that the preliminary objection is unnecessary and does not seek to assist any process before this court.”

    The court maintained that every party possesses the inherent right to present their case’s appropriate formulation for the court’s determination of the actual issues in contention, ultimately dismissing the objection.

    The Chief Justice further admonished the Speaker’s legal team, remarking, “You have taken our time and energy for nothing.”

    The Ashanti Regional Chairman of the ruling New Patriotic Party (NPP), Bernard Antwi Boasiako, widely known as Chairman Wontumi has hinted at the party’s contemplation of expanding the current delegates’ register universally.

    Chairman Wontumi disclosed that he has discussed with the party’s General Secretary, Justin Frimpong Kodua, about enlarging the current register to prevent issues that could potentially divide the party.

    “To be sincere, I am going to fight. I have talked to the General Secretary and he agrees with me that every card bearing member of our party be allowed to vote in all our internal elections.”

    “He has accepted and I know there are a lot of people in our party who also support this” Wontumi said in an interview on his radio station.

    This isn’t the first time the expansion of the NPP delegates’ register has been discussed. During the party’s annual delegates congress in December 2021 at the Baba Yara Sports Stadium in Kumasi, various proposals emerged, including one from former MP for Manhyia North Constituency, Collins Owusu Amankwah, suggesting the inclusion of all former MPs in the electoral college.

    A member of the Constitutional Review Committee of the party and former Deputy Attorney General, Joseph Dindiok Kpemka, remarked in an interview with TV3’s William Evans-Nkum that they are reviewing these proposals and they can only be adopted by Congress.

    Over the years, there have been complaints from party members regarding their exclusion from the delegates’ list, leading to growing disillusionment.

    Member of the Council of State, Mr. Sam Okudzeto, has criticized some Ghanaians for being dishonest in their criticisms of former Minister of Sanitation and Water Resources, Cecilia Abena Dapaah, who faced investigation for large sums of money found in her home.

    Mr. Sam Okudzeto questioned why other individuals with extravagant properties in the country were not being scrutinized for the sources of their wealth, unlike Cecilia Dapaah.

    In an interview with TV3’s Beatrice Adu, Mr. Sam Okudzeto, also a private legal practitioner, stated that Ghanaians were being dishonest in singling out Cecilia Dapaah for criticism without evidence of wrongdoing.

    He emphasized that Ghanaian laws do not convict people based on circumstantial evidence and require proof beyond a reasonable doubt.

    Mr. Okudzeto further highlighted the limitations of state institutions involved in Cecilia Abena Dapaah’s case, including the Attorney-General’s Department, the Office of the Special Prosecutor, and the Economic and Organised Crime Office (EOCO).

    He criticized some lawyers for making commentaries on the case without proper understanding, emphasizing the complexity of legal matters and the need for thorough research and discussion within the legal profession.

    “If you come and you find money with me, do I owe you any duty to explain to you to whose money when nobody has complained that I have stolen his money?

    “You Ghanaians are not honest people, the number of people, all these huge buildings that they are building, who has asked them where they got the money from, nobody does. So you just pick on one individual and you want to make it as if she was just an extraordinary rogue who has stolen money when you don’t even have any evidence that she has stolen money.”

    “Do the laws convict people on circumstantial evidence? when you go to the criminal court you must establish the issues beyond all reasonable doubt, that is what the criminal law says . The criminal law is not based upon suspicion or mere allegation.”

    Member of Parliament (MP) for Odododiodioo, Edwin Nii Lantey Vanderpuye, has predicted Ghanaians will choose former President John Mahama in the upcoming December elections to erase what he terms the ‘horrifying’ legacy of President Akufo-Addo.

    President Akufo-Addo, on Tuesday, May 7, cautioned Ghanaians against voting for the National Democratic Congress (NDC) flagbearer in the upcoming December elections, fearing it might jeopardize the strides made during his tenure and threaten the nation’s trajectory.

    Addressing supporters at a mini rally in Doboro, Greater Accra, after a visit to Blue Skies Limited, President Akufo-Addo endorsed Dr. Mahamadu Bawumia as the ideal presidential candidate.

    However, in an interview on Citi FM’s Eyewitness News with Umaru Sanda Amadu, MP Vanderpuye contended that Ghanaians are ready for change, suggesting President Akufo-Addo should apologize to disappointed citizens for leading the country into significant hardships.

    Mr Vanderpuye further asserted that President Akufo-Addo’s tenure would be marked as the worst in the nation’s history, citing alleged corruption and economic decline.

    “If I were Nana Addo, the best thing I would do as a person is to apologise to the millions of Ghanaians who voted for me and whom I have hugely disappointed. Nana Addo will go into history as the worst president ever in the fourth republic of this country.

    “He is the most corrupt president in our history. He is the one who has collapsed our economy. Ghana’s economy today is worse than at any time in our history. Is that the legacy he is talking about? Of course, John Mahama will come and correct all.

    “The youth of this country are looking for somebody who will come and change that legacy that he has left of joblessness, youth unemployment, hopelessness…So Ghanaians will vote for a change so that somebody will come to erase this horrifying and very disgraceful legacy from our history,” he stated.

    The Office of the Special Prosecutor (OSP) has confirmed that it provided the Economic and Organised Crime Office (EOCO) with all essential information required to initiate an investigation into former Sanitation Minister Cecilia Dapaah.

    This statement is in response to EOCO’s claim that effective collaboration with the OSP was lacking, impeding the investigation process.

    However, the Director of Strategy, Research, and Communications at the OSP, Samuel Appiah Darko, rebutted EOCO’s claim, asserting that they cannot shift blame onto the OSP for their failure to investigate Cecilia Dapaah.

    During an interview on Eyewitness News with Umaru Sanda on Citi FM, Mr. Darko clarified that every piece of pertinent information was provided to EOCO by the OSP.

    “We had a standing committee. Every information that we had and we needed to give to EOCO, the OSP gave to EOCO. And the standing committee that has been working between OSP and EOCO, there are unofficial communications between OSP and EOCO.

    “What I am trying to tell you is that EOCO said they want the findings of our work on corruption but you don’t need that because everything has already been kept in the file.”

    The Public Accounts Committee of Parliament has strongly rebuked the Accra Metropolitan Assembly and issued a two-week ultimatum to its internal auditor, Ridwan Kokroko, demanding details regarding an unaccounted GH¢110,000 in revenue.

    According to the Auditor General’s report, six revenue collectors of the AMA failed to deposit GH¢151,000 into the assembly’s account.

    AMA officials claim that a portion of the funds has been recovered, but GH¢110,000 remains unaccounted for.

    Committee chairman James Klutse Avedzi attributed the situation to the internal auditor’s negligence, emphasizing the urgency of providing documentation for the missing funds within two weeks.

    Failure to do so will result in the auditor being held accountable for refunding the money.

    “Don’t think that this committee doesn’t know anything. You are not doing your work as an auditor. You are not! I don’t believe that an officer is not well, and for that matter, the file cannot be retrieved.

    “We are giving you two weeks to go and locate the file and show it to the auditors to ensure that lodgement had been made for these GH¢110,000 and if you fail, we will make you pay the money,” he added.

    Banking consultant Dr. Richmond Atuahene has praised French Bank Société Générale for its decision to withdraw from the Ghanaian market, deeming it a prudent business strategy.

    After operating in Ghana for two decades, Société Générale has opted to exit the country, joining similar departures from Tunisia and Cameroon.

    Dr. Atuahene believes Société Générale’s move may set a precedent for other banks to follow suit, citing the government’s failure to foster a conducive business environment for financial institutions.

    He expressed concerns that the departure of multinational companies from Ghana could exacerbate unemployment and negatively impact the economy.

    Dr. Atuahene cautioned that the departure of multinational corporations like Société Générale reflects a lack of significant economic progress, contrary to assertions by institutions like the World Bank and IMF.

    “It is going to make our unemployment situation worse and you know, SG [Société Générale]has been in the country for twenty years and they have participated in the cocoa syndication and some other businesses but now they are going.

    “It means that they are no more there with the cocoa syndication and they are going with their taxes and so we are not going to get corporate taxes from them and so it will affect our fiscal situation.”

    “With all the literature that the World Bank and IMF, especially the Bretton Woods institutions saying the economy is turning around, these international banks have strong research departments and they have studied the variables that make economic indications very stable and they have seen it and they know it is not going to happen today or tomorrow. So the earlier they pack their bags, the better for them.”

    The Ashanti Regional Security Council has taken decisive steps to tackle the issue of stray cattle on the streets of Kumasi by establishing a dedicated task force.

    Announcing the initiative during a press briefing, Regional Minister, Simon Osei Mensah stated that the objective is to reclaim the city from the intrusion of these animals.

    Following an inspection of newly planted trees as part of the Green Ghana Day initiative, the Regional Minister emphasized the negative impact of roaming cattle on the region’s greening efforts.

    Recognizing the challenge of restraining cattle, Mr. Osei Mensah explained the rationale behind forming an external task force. He mentioned that task force members would be compensated for their services and entrusted with protecting the planted trees from cattle interference.

    Mr. Osei Mensah assured that the allocated budget would cover the task force’s expenses for an initial one-year period and could be renewed based on resource availability.

    “You know, it is not easy to catch a cow. It is extremely difficult, so we are going to get some of those people who are good at it to do the work for us. We are going to engage them, we will pay them, and it will be their responsibility to ensure that the trees that we planted will not be consumed by or destroyed by the cattle.

    “We will pay them during the period that is for a whole year, and if it is possible to have adequate resources to sustain it, then we sustain them the following year too.”
