    Continuous strike by CETAG affecting Ghana’s tertiary education system – Prof Abdulai

    The Acting Director General of the Ghana Tertiary Education Commission (GTEC), Professor Ahmed Jinapor Abdulai, has raised alarm over the strike by the Colleges of Education Teachers Association of Ghana (CETAG).

    He warned that the strike is having a negative impact on the country’s tertiary education system.

    Since June 14, CETAG members across all 46 Colleges of Education have been on strike, demanding the government address their arbitral award and conditions of service. This action has caused students to vacate their campuses.

    “This continual strike by CETAG does not augur well for the educational tertiary architecture that we hope for,” Prof Abdulai said in an interview on Channel One TV.

    The Acting Director General of GTEC urged CETAG to reconsider their strike action, stressing that it harms the reputation of the institutions involved.

    “I will plead with them that look we cannot continue to bastardise our institutions in this manner of continual perennial strikes because the more you go on strike the more you make your institutions unattractive,” he stated.

    The MP for Binduri, Abdulai Abanga, has alleged that the National Democratic Congress (NDC) is behind the attack on a New Patriotic Party (NPP) branded vehicle in his area.

    On Monday, three masked assailants are alleged to have poured petrol on the MP’s campaign vehicle, fired shots at it, and ignited a blaze.

    Speaking to Citi News, Abdulai Abanga condemned the incident as politically driven, citing it as a result of threats from their political rivals.

    “It’s politically motivated because I didn’t take anything valuable from the car. For some time now, we have been receiving threats from our political opponents. So, this is just the manifestation of the threats that they have been issuing. It’s obvious they don’t want the constituents to support the NPP, particularly our flagbearer.

    “They go to various radio stations and those threats are issued by the leadership of our political opponents. The NDC leadership in the constituency has severally issued threats.

    “During the limited voter registration at the EC office, they amassed their executives and all kinds of macho men were always there. And they were selecting persons who should register and not. The signals were there, the threats they said openly. We have intelligence on the ground, they know that they will not succeed if they don’t capitalise on the Bawku conflict and threaten people,” the Member of Parliament for Binduri said.

    However, Abdallah Salifu, the Upper East Regional Communications Director for the NDC, refuted the allegations in a statement to Citi News. He denied any involvement by the NDC in the incident and called for a thorough investigation.

    “We condemn whatever happened and we commiserate with the family of the NPP constituency chairman, and members of NPP. But we want to state categorically that we the NDC members in Binduri constituency, have no hand whatsoever in the burning of the vehicle.”

    President Akufo-Addo has urged for enhanced transparency and accountability within the judiciary, stressing that public trust is vital for the successful operation of the country’s democracy.

    He emphasized that maintaining the highest standards of conduct for judges is key to fostering deeper public confidence in the justice system.

    At a ceremony held at the Jubilee House, President Akufo-Addo took the opportunity to administer the Oath of Allegiance, the Judicial Oath, and the Oath of Secrecy, advising the judges to administer justice impartially and without prejudice.

    “The judiciary should be free from any form of external influence or interference being political, economical or social. It is only through preserving this independence that we can be sure that justice is administered impartially.

    “If the rights of all citizens are protected and the oath that judges take to act without fear or favor is fulfilled, we must continue to strive for greater transparency and accountability. The publics trust in the judiciary is essential for the effect functioning of our democracy.

    “It is therefore incumbent upon us to ensure that our judicial processes are opened and transparent and that judges are held to the highest standard of conduct.”

    The President also advocated for innovative approaches to address the backlog of cases in the courts.

    “One of the key challenges that we face is the need to address the backlog of cases that continue to burden our courts. Justice delayed as we already know is justice denied. It is imperative that we find innovative solutions to expedite the resolution of cases to ensure that justice is delivered in a timely manner.

    “This will require not only efficient case management, but also the adoption of new technologies and practices that can stream our judicial processes.”

    2024 Mid-Year Budget shows NPP is headed for opposition – Minority

    Minority Leader, Dr. Cassiel Ato Forson has voiced his disappointment with the 2024 Mid-Year Budget Review, stating that it signals the governing New Patriotic Party’s (NPP) impending transition to the opposition.

    Dr. Ato Forson’s remarks followed the presentation of the review by Finance Minister Dr. Amin Adam on Tuesday, July 23, which highlighted the government’s efforts to reverse negative economic trends and control expenditures.

    The minister reported a provisional total debt of GH¢742 billion (US$50.9 billion) as of June, accounting for 70.6% of GDP, and assured that the government is adhering to its budget.

    However, Dr. Ato Forson criticized the review for failing to abolish certain taxes, such as the COVID levy, E-levy, and emission levy, which he believes have contributed to Ghana’s high tax burden and driven businesses and citizens out of the country.

    He described the review as a “missed opportunity” lacking new policies and ideas, and referenced the majority caucus jubilation song “Abamu awie” saying they are now “on their way to opposition.”

    “At the very least Ghanaians expected that this mid-year review would have removed or abolished a number of taxes that has made Ghana a high tax regime to the extent that businesses are moving out of the country and the ordinary Ghanian is actually leaving the shores of this country. For example example COVID levy, E-levy, ‘Borla’ tax, tax on domestic electricity, emission levy.”

    “Mr Speaker this is a missed opportunity. Mr Speaker instead the minister did not announce one single new policy. The minister did not introduce new ideas. Mr Speaker unfortunately Ghana is on autopilot, and our economy is on autopilot…All what I want to tell them, they are bereft of new ideas and I’m happy that they sang’ abamu awie’, you are on your way to opposition.”

    Deputy National Communication Officer of the National Democratic Congress (NDC), Malik Basintale, has denounced the government’s new plan to distribute mobile phones to Ghanaians on credit as a “misplaced priority.”

    In an appearance on TV3 Newday on July 22, he contended that the government should be addressing more urgent concerns, such as resolving outstanding payments for NABCO trainers and school feeding caterers.

    “Providing smartphones doesn’t meet the demands of Ghanaians. After they get the smartphones on credit, will it solve the unemployment problem?”

    “Go to the airport and see the number of people leaving the country. We must advise Dr. Bawumia to be serious. He should look at Mahama and the kind of policies he wants to bring. Dr. Bawumia has suddenly become a jocular person; if he doesn’t lie, he will joke,” he added.

    He emphasized that campaigns should be about crafting policies while actively listening to the needs and concerns of the people.

    “As I speak, the rains have started. The people in Dr. Bawumia’s hometown are waiting for the spillage of the Bagre Dam, and Dr. Bawumia believes a smartphone is needed at this time,” he noted.

    Malik Basintale questioned whether Dr. Bawumia believes that providing smartphones is a priority when NABCO trainers and school feeding caterers are still awaiting payment.


    “Do you think the policy is a smartphone on credit, school feeding caterers, a bag of fertilizer has shot up, and you stand before people and all you think is a smartphone on credit? The biggest regret Ghana ever had is Dr. Bawumia as head of the economic management team of this government,” he noted.

    Presidential candidate and Vice President Dr. Mahamudu Bawumia has pledged to improve smartphone accessibility for Ghanaians if elected. During a recent campaign event, Dr. Bawumia detailed his plan to work with phone manufacturers to offer smartphones on a credit basis.

    “We will make mobile phones accessible. My government will partner with phone manufacturers so that Ghanaians can afford them on credit and pay 1 or 2 cedis every month.”

    He emphasized that this initiative is a key component of his administration’s digital inclusion strategy and overall digitization agenda.

    The Minister of State at the Ministry of Energy, Herbert Krapa, has confirmed that the Tema Oil Refinery (TOR) is set to restart operations within the next three months.

    In a recent Facebook post following his visit to TOR and Sentuo Oil Refinery on July 23, 2024, Mr. Krapa revealed that the refinery’s management has agreed on this timeline.

    He emphasized the government’s commitment to TOR’s operational revival, noting that they are in the process of securing a strategic partner to support the refinery’s reopening.

    In his post, Mr. Krapa stated, “Earlier today, I paid working visits to Tema Oil Refinery and Sentuo Oil Refinery. I am happy to announce that together with the Management of TOR, we agreed on a three-month timeline for the resumption of the plant.

    “I also announced the government’s plan to immediately revive TOR’s Testing Laboratory for revenue generation. I charged both TOR and Sentuo to see each other as partners and collaborate for the growth of both refineries.”

    During his visits, Mr. Krapa urged all stakeholders to support the revival of the facility.

    “There is no gain in saying TOR needs all our support, and attention and we all need to put our hands on deck it is for these reasons that I chose TOR to be my first official visit to the institutions that work under the ministry. I don’t think it’s late in the day.”

    The facility is currently overseen by Managing Director Kofi Tagoe Mocumbi.

    TOR ceased operations several years ago due to a shortage of crude oil, the essential raw material for the refinery.

    Previously, the refinery had the capability to process approximately 45,000 barrels of crude oil daily.

    However, some stakeholders in the oil industry are worried that the refinery’s inactivity is impacting the cost of imported fuel.

    The National Association of Graduate Teachers (NAGRAT) has called for the dismissal of the Executive Director of the National Schools Inspectorate Authority (NASIA), Dr. Haggar Hilda Ampadu.

    NAGRAT claims that NASIA has not effectively collaborated with teacher unions and has overlooked trained teachers from the Ghana Education Service in school inspections.

    Angel Carbonu, President of NAGRAT, emphasized that a more capable individual should replace Dr. Ampadu.

    “One wonders whether it’s right for the Inspector to be the one to collect fees and charges. And again, I have never seen the report that NASIA is supposed to bring out quarterly on the inspection work that they have done. It looks as if the leader of NASIA as of now does not understand the job that is been given to her.

    “We humbly plead with the government to change her and get a more competent person to manage NASIA and see how we operate in that [area]. Since that agency was formed, it has never had any meetings with the representatives of the teachers in this country, and I’m talking about the unions.

    “There has not been a single meeting, we have reached out to the head of NASIA, the leadership, all these years, and we’re talking about six years now, zero, no meeting,” Angel Carbonu said.

    “We are calling on Mahama to accept Dr. Bawumia’s debate challenge. We want to avoid the politics of insults and personal attacks. If Mahama truly wants to demonstrate that he is a changed leader, he should stand alongside Dr. Bawumia and debate the critical issues,” Afenyo-Markin urged.

    He further stated, “Dr. Bawumia is ready to present his case. If Mahama believes the current administration has not delivered, a debate is the appropriate forum to discuss these issues thoroughly.”

    Isaac Adongo, a ranking Member on Parliament’s Finance Committee, has declared that the National Democratic Congress (NDC) flagbearer, John Dramani Mahama, will not engage in a debate with the New Patriotic Party (NPP) flagbearer, Dr. Mahamudu Bawumia, to salvage Bawumia’s struggling career, which is allegedly tainted by dishonesty and incompetence.

    This statement follows Majority Leader Alexander Afenyo-Markin’s challenge to Mahama, suggesting that a debate with Bawumia would allow Mahama to highlight the government’s shortcomings.

    In an interview on Eyewitness News on Citi FM, Adongo argued that Bawumia has failed as Vice President and is discredited due to his perceived dishonesty.

    Adongo also questioned why President Akufo-Addo did not debate Mahama in 2020, speculating whether it was due to a lack of preparedness or fear of being exposed.

    He urged Bawumia to address the press, as Mahama has done, to account for his actions instead of seeking a debate to boost his career.

    “In 2020, was it because Akufo-Addo was clueless, was it because Akufo-Addo was insulting? Why wasn’t Akufo-Addo prepared to meet John Mahama in a debate in 2020? And now you are calling for a debate after you’ve messed up your career, you want to use John Mahama to resurrect your career, not because you’re going to say anything, you’re going to lie.”

    “If you know that you are better and you have done well, John Mahama met the press, even as an opposition leader. Why are you not meeting the press? Let them put the questions to you, go and account to the press.”

    The Convention People’s Party (CPP) has announced the timetable for its forthcoming internal elections.

    The election process will begin on July 24 and conclude on August 24, 2024.

    During a press conference at the party’s headquarters, Congress Committee Chairman Nana Mireku Tumi stated that the nomination period for the National Flagbearership election will run from July 24, 2024, to August 20, 2024.

    He further mentioned that the vetting of flagbearer candidates will take place on August 6 and August 7, 2024.

    The campaign season is set to start on August 9, 2024, and end on August 23, 2024, with the elections scheduled for August 24, 2024.

    Key highlights from the Mid-Year Budget Review presentation

    After a nearly four-hour delay due to a standoff between the leadership of the Minority caucus and the government, the Minister of Finance, Dr. Mohammed Amin Adam, delivered the Mid-Year Budget review on Tuesday, July 23, 2024.

    This review, in compliance with Section 28 of the Public Financial Management Act, 2016 (Act 921), requires the minister to present the mid-year fiscal policy review of the Budget Statement and Economic Policy of the government.

    With Ghana’s economy showing signs of recovery from recent challenges, the Mid-Year Budget review provided the finance minister an opportunity to update Parliament and the nation on the progress made and highlight major upcoming policies.

    Return of Road Tolls

    Dr. Mohammed Amin Adam announced that the cabinet has approved the reintroduction of road tolls.

    According to the minister, this decision aims to generate additional revenue for the maintenance and development of the country’s road network.

    “Mr. Speaker, Cabinet has approved the establishment of a framework for the reintroduction of road and bridge tolls in 2025,” he said.

    Economic Growth at 4.7%

    The finance minister revealed that Ghana’s economy is on an upward trajectory, with a 4.7% growth in the first quarter of the year. This growth reflects the effectiveness of the government’s policies in building a resilient economy.

    “Our economy grew by 4.7% in the first quarter of this year, surpassing our expectations. This growth demonstrates the resilience of our economic policies and the hard work of Ghanaians,” he stated during his mid-year budget review presentation to Parliament on July 23, 2024.

    Third Coupon Payment for Investors in August 2024

    Following the successful implementation of the Domestic Debt Exchange Program (DDEP) in 2023, Dr. Amin Adam announced progress in paying returns to investors. He confirmed that the third coupon payment would be made in August, demonstrating the government’s commitment to honoring its financial obligations.

    “I am pleased to report that the Government has made substantial progress since the completion of the Domestic Debt Exchange Programme (DDEP) in September 2023.

    Ghana’s Public Debt Reaches GH¢742bn

    The finance minister disclosed that the country’s public debt has increased from GH¢658.6bn to GH¢742bn as of June 2024, representing 70.6 percent of the Gross Domestic Product (GDP).

    “This indicates an increase of 22.0 percent due to the effect of the cedi depreciation and continuous disbursements from creditors.”

    “The stock consists of external debt of GH¢452.0 billion and domestic debt of GH¢290.0 billion, representing 60.9 percent and 39.1 percent of the total debt stock, respectively.

    GH¢9.9 Billion Spent on Free SHS Since 2017

    During the presentation, it was revealed that the government’s flagship Free SHS education program has cost over GH¢9.9 billion since its inception.

    Dr. Amin Adam emphasized the government’s commitment to providing free high school education to Ghanaians.

    “The impact of the program is evident. To date, a total of over GH¢9.9 billion has been spent on the program and a cumulative total of 5.7 million young people have benefited from this initiative, many of whom may not have had this opportunity.

    Mr. Speaker, to further support this initiative, we have established facilities under TVET to equip our youth with employable skills, enrolling 168,000 students in the 2023-2024 academic year.

    Additionally, we are constructing 10 STEM schools and 10 STEM centers nationwide, and have distributed 900,000 tablets to secondary school students. We have placed a significant emphasis on quality education. The students’ performance at the 2023 WASSCE is the best since 2015,” he explained.

    NPP pickup car allegedly burnt to ashes by gunmen

    On Monday night, gunmen set fire to the official vehicle of the New Patriotic Party (NPP) in Binduri Constituency at the residence of the party’s Chairman, Samuel Ayaago, in Atuba, Binduri District.

    According to eyewitnesses, between 9:00 PM and 10:00 PM, three masked men on two motorbikes approached the chairman’s house, fired gunshots, and then doused the party’s Nissan Pickup with petrol before setting it ablaze. The vehicle, with registration number GX 4164 – 17, was reduced to ashes.

    The motive behind the attack and the identity of the assailants are still unknown.

    However, there have been recent threats circulating on social media targeting individuals in Binduri, Bawku Central, Zebilla, Garu, Tempane, and Pusiga constituencies, warning against displaying NPP symbols and support for the party’s Presidential Candidate, Dr. Mahamudu Bawumia, in the Kusaug traditional area.

    The targeted vehicle featured images of Dr. Bawumia and NPP Parliamentary Candidate Abdulai Abanga, which may have made it a specific target of the attack.

    On Tuesday, July 23, 2024, constituents of Binduri gathered at the party chairman’s residence to view the charred remains of the vehicle and to express their solidarity. They condemned the act as regrettable and unwarranted.

    An anonymous resident suggested that the attack might be politically motivated, aimed at dissuading support for Abdulai Abanga and the NPP amidst the ongoing conflict in Bawku.

    Abdulai Abanga, the Member of Parliament for Binduri and Deputy Minister for Local Government, visited the site and expressed faith in the police’s ability to identify and apprehend those responsible. He asserted that violence will not deter the people of Binduri from exercising their democratic rights.

    Abanga urged party supporters to stay calm despite the intimidation and called for unity among NPP members and sympathizers aligned with Dr. Bawumia and himself.

    The police have launched an investigation into the incident, but no further details have been made public as of yet.

    An Accra High Court, overseeing the criminal trial of the defunct gold dealership firm Menzgold, has directed Nana Appiah Mensah’s legal team to submit witness statements by October 26, 2024.

    The trial judge specified that the three-month period is adequate for the defense to secure witness statements and for the prosecution to review them before the case resumes after this year’s legal vacation.

    The defense attorneys for the embattled businessman indicated their intention to present “more than three witnesses” during the ongoing trial. This development follows the court’s recent dismissal of a submission of no case from the CEO of Menzgold.

    On July 11, Justice Ernest Owusu-Dapaah ruled that the CEO of Brew Marketing Consult and Menzgold must respond to the charges against them.

    The case involves 39 counts of various offenses, including operating without a license, deposit-taking activities, inducement to invest, fraud by false pretenses, breach of trust, and money laundering exceeding GH₵340 million.

    The prosecution concluded its case after presenting nine witnesses.

    The court must now determine whether sufficient evidence has been provided for the case to proceed.

    According to court procedures, following the prosecution’s case, the court will decide whether the evidence presented justifies continuing with the trial based on the submissions and arguments presented.

    In a detailed 110-page ruling, Justice Owusu-Dapaah confirmed that the prosecution had proven that Menzgold and its CEO were engaged in the sale of gold.

    The Member of Parliament for Tamale Central, Ibrahim Murtala Muhammed, has sharply criticized the forthcoming mid-year budget, labeling it as lacking vision, purpose, and effectiveness in addressing the issues created by the current government.

    In remarks made to Gh One TV prior to the budget presentation, Murtala Muhammed argued that the budget fails to inspire hope among Ghanaians, who are already disheartened.

    He pointed out that the prevailing sense of hopelessness has cast a shadow over the budget discussions, reflecting a general skepticism about the budget’s ability to tackle the nation’s pressing concerns.

    “The demoralizing state of this country under the watch of President Nana Addo and Dr. Bawumia is not only limited to those of us in opposition. Even our colleagues in the NPP themselves are demoralized because they can tell that this mid-year budget is visionless, purposeless, and cannot salvage the mess that we have been subjected to by Dr. Bawumia and President Nana Addo. I guess that is the reason why you don’t find the euphoria that characterizes mid-year budgets.

    “Because if you observed, the previous mid-year budgets except even the last one and this one, the euphoria is not there. People are not enthused, people are not even interested because they know that once again it’s going to be the usual propaganda and stories…”, he said.

    Power supply restored at LEKMA Hospital after disconnection on July 16

    Electricity supply to LEKMA Hospital has been reinstated following a cut-off on Tuesday, July 16, 2024, due to unpaid bills.

    The hospital had been relying on its backup generator throughout Wednesday, July 17, 2024, until Member of Parliament Benjamin Ayiku stepped in to resolve the issue and restore power.

    In March, the Ministry of Health had assured the public that 91 health facilities, including LEKMA Hospital, were safe from electricity disconnections.

    However, despite the assurances, the hospital faced a power cut due to an outstanding debt of approximately 3 million cedis.

    While the hospital attempted to settle the debt through installments, the Teshie office of the Electricity Company of Ghana (ECG) deemed these payments insufficient.

    The disconnection threatened to halt hospital operations and compromise patient care.

    The hospital’s reliance on the generator, costing over 20,000 cedis daily, was not viable in the long run and rapidly drained the hospital’s funds. Staff were instructed to minimize power usage and increase ventilation by opening windows.

    Electricity was restored on Thursday morning after MP Ayiku engaged in negotiations with the Teshie ECG office, highlighting the urgency of the situation for patient care.

    Mr. Ayiku underscored the critical nature of the issue, emphasizing the importance of uninterrupted power supply for the hospital’s operations.

    “We were there about for 30mins, and we were told they were not going to reconnect until they paid. We were told there owed about 3million Ghana cedis.”

    “After my intervention with the manager, he even told me it’s beyond him, so he called his regional director and he said that is their policy and I told him this is about human lives and if someone dies, we can’t do anything about it. I even knelt down, It was very critical”, he added.

    Mr. Ayiku also urged the hospital’s management to reassess the facility’s metering system in order to mitigate high electricity costs.

    “Even for the monthly bills, they struggle to pay. They should get a dedicated fund to manage the debt while concentrating on current bills. Separating meters will help manage the costs,” he said.

    This strategic decision aligns with GPCL’s plan to establish a regional branch aimed at streamlining operations, increasing revenue, and reducing service delivery costs for clients in the Ashanti region.

    Deputy Managing Director of GPCL, Sammy Binfo Darkwa, emphasized that the decentralization initiative will bring significant savings and enhance the company’s operational efficiency.

    “With our new branch in the Ashanti Region, we can efficiently manage resources internally without having to pay extra fees associated with using Ghana Post’s services.”

    As part of the transition, the GPCL head office in the Ashanti Region will now oversee deliveries previously managed by Ghana Post.

    The Deputy Managing Director reassured that while there may be minor changes due to this restructuring, maintaining customer satisfaction and delivering consistent services will remain a top priority for the company.

    He added that” the partnership between GPCL and Ghana Post had proven advantageous for years, changing circumstances prompted GPCL to reassess and modify its logistical arrangements”.

    Sammy Binfoh Darkwa emphasized that as GPCL transitions to its new regional operations, the company will remain dedicated to meeting clients’ needs without interruption.

    Although the partnership with Ghana Post ends in the Ashanti Region, it will continue in other major areas of the country.

    The Minority in Parliament has postponed its planned protest against the Governor of the Bank of Ghana (BoG), Dr. Ernest Addison, and his two deputies.

    The demonstration, originally scheduled for July 30, will now take place on August 13.

    In a letter addressed to the police on July 23, the Minority cited the launch of the National Democratic Congress’s (NDC) 2024 campaign in Tamale on July 27 as the reason for the delay.

    Many Minority members will be participating in the campaign launch, leaving them inadequate time to prepare for the protest.

    The letter, signed by Dr. Casiel Ato Forson, noted “following our discussion and conclusion of the date with your office, the National Democratic Congress (NDC) announced the 27th of July 2024 as the date of the launch of our national campaign in Tamale.”

    “Given that this date is so close to our planned demonstration in Accra, the 27th July date has become inconvenient.”

    The Minority requested the rescheduling of the protest, citing sections 1, 2, and 3 of the Public Order Act 1994 (Act 491).

    “Pursuant to sections 1, 2, and 3 of the Public Order Act 1994 (Act 491), I hereby write to request for the rescheduling of the demonstration from its original date of Tuesday 30th July, 2024 to Tuesday 13th August, 2024, between the hours of 8:00am and 6:00pm. The route remains the same,” the letter signed by Dr Casiel Ato Forson stated.

    Following a heated exchange in Parliament on Monday, July 22, 2024, which led to Speaker Alban Bagbin ordering the removal of the Member of Parliament (MP) for Sefwi Wiawso, Dr. Kwaku Afriyie.

    The MP has criticized the marshal’s handling of the situation.

    In an interview with Okay FM on Tuesday, July 23, Dr. Afriyie described how, after the Speaker’s order, the marshal aggressively attempted to force him out, despite his voluntary compliance.

    Dr. Afriyie argued that the marshal’s actions were unnecessary, as he had already started to leave the chamber on his own after packing his belongings.

    “My bowing out did not even convince him to rescind on his directive. Some people were misinterpreting that I was resisting to be walked out. Actually, when he (the Speaker) first gave the order, I had already started packing my belongings so there was no resistance.

    “It was the marshal who tried to hold my hand to push me out as if I had committed a crime,” he clarified.

    Videos from the incident reveal Dr. Kwaku Afriyie being forcibly escorted out by the marshal while attempting to bow before Speaker Alban Bagbin.

    The Speaker had instructed the removal of Dr. Afriyie after the MP made disparaging remarks in Parliament. This occurred following the Speaker’s announcement of new Supreme Court judge nominations.

    Dr. Afriyie, dissatisfied with the Speaker’s preliminary comments, criticized them as prejudicial.

    In response, Speaker Bagbin, displeased with the MP’s remarks, directed the marshal, “Marshal, take him out of the House. I will not entertain such disrespect. It lies in my mouth.”

    The Institute of Economic Affairs (IEA), a public policy think tank, has addressed allegations of bias from the opposition National Democratic Congress (NDC) regarding its plans to organize a Presidential Debate for this year’s General Elections.

    The IEA clarified that its announcement of the debate was not intended to favor any particular party.

    The IEA’s decision to host the debate, especially between the candidates of the NDC and the New Patriotic Party (NPP), came shortly after NPP’s presidential candidate, Dr. Mahamudu Bawumia, challenged NDC’s John Mahama to a debate.

    In response, John Mahama’s campaign team accused the IEA of acting on behalf of the NPP. However, in a press release dated July 22, 2024, and signed by Dr. Charles Mensa, Chairman of the IEA Board, the think tank emphasized that it is merely continuing its longstanding tradition of organizing such debates since 2000, and is not serving the interests of any single party.

    “The IEA is on record as having initiated Presidential Debates in the country in the year 2000, and has consistently pursued this noble public-spirited function with integrity, with the exception of 2020 where no Debates were organized because of the COVID-19 pandemic.

    Respectfully, in our press release of 17th July 2024, the IEA did not indicate that it had engaged or informed any political party or Presidential to participate in the debates. Indeed the IEA had not engaged any Political Party or Presidential Candidate prior to it’s press release. The institute intended to follow its release with individual letters inviting them to the debates and other activities,” the release said.

    The Colleges of Education Teachers Association (CETAG) leadership has pledged to fight any unlawful attempts to freeze their members’ salaries and will continue their indefinite strike until the government enforces the arbitral award and agrees to the negotiated service conditions.

    In a press briefing in Accra, CETAG President Prince Obeng-Himang stated that the strike will persist until all unresolved issues are resolved.

    “Any attempt to illegally freeze salaries would lead to legal action, as the strike is a legitimate response to the government’s delay in implementing the arbitral award and negotiated service conditions,” he cautioned.

    CETAG insists that its ongoing strike, which started in June, is legally justified and criticizes the National Labour Commission (NLC) for disseminating false information about their actions.

    The Association refutes claims that members have received their Book and Research Allowance arrears for the 2022/2023 academic year.

    Since the strike began, all academic activities at Colleges of Education nationwide have been disrupted, as members protest the government’s failure to implement the agreed-upon conditions.

    Additionally, CETAG has denied allegations that its members are administering quizzes and tests during the strike.

    They clarified that students who miss over 21 days of lectures or classes are ineligible for examinations based on affiliate universities’ attendance policies.

    “CETAG advises students, principals, and affiliate universities to respect this policy and warns of legal action against any violations,” Obeng-Himang stated.

    A 23-year-old Zimbabwean man, Emmanuel Chingwaru, has been charged with murder and appeared in Magistrates’ Court.

    The fatal incident occurred on July 15, 2024, following a dispute over an apple.

    The confrontation reportedly began when Chingwaru forcibly took the apple from the victim, which had been given to him by a relative.

    The victim wanted the apple back, leading to a violent altercation.

    According to reports, Mr Chingwaru assaulted the victim multiple times, targeting his head, nose, and mouth, and using his own head in the attack.

    He then stabbed the victim behind his left ear.

    The victim, Mwasura, died from his injuries shortly after being taken to a District Hospital.

    Mr Chingwaru fled the scene but was captured two days later.

    Chingwaru had his first court appearance at the Chegutu Magistrate’s Court and has been remanded in custody until August 2, 2024, as further legal proceedings are awaited.

    The National Prosecution Authority of Zimbabwe has called on the public to resolve disputes peacefully and avoid resorting to violence.

    A fire has ravaged one of the dormitory blocks at Ahantaman Girls’ Senior High School in the Sekondi-Takoradi Metropolis.

    The blaze occurred on Wednesday, July 17, while the students were in their classes.

    Five students lost all their personal belongings in the fire.

    Charles Mintaba, Chairman of the School’s Parents and Teachers Association (PTA), confirmed that the suspected cause of the fire was an electrical fault.

    He said, “Trunks, beds, bed sheets, provisions, books, and other belongings of students amounting to thousands of Ghana Cedis have been completely burnt”.

    Mr Mintaba added that the Ghana Fire Service from Sekondi responded promptly to extinguish the flames.

    “It will be difficult for their parents to replace the burnt items immediately. We are, therefore, calling on organisations, philanthropists and other individuals to come to the aid of the school and the students,” he pointed out.

    The Ada-East Director of the National Disaster Management Organisation (NADMO), Ebenezer Teye Nartey, has reported that the Akosombo Dam spillage last year impacted 5,685 individuals and 1,135 households across 28 communities in the district.

    During a stakeholders’ meeting organized by the Volta River Authority (VRA) at the Ada East District Assembly, Mr Nartey revealed that 776 affected individuals took refuge in the designated safe havens, while 4,909 chose to stay in their flooded communities.

    He noted that the spillage also affected 283 farms, seven fishermen, livestock farmers, and oyster miners. Additionally, eight schools—five on the island and three on the mainland—along with one Community Health Planning and Services (CHPS) compound and one clinic, both on the island, were impacted.

    Nartey highlighted that local businesses suffered indirect effects due to the halt in fishing activities, which disrupted food vendors reliant on fish and other farm products.

    On the first day of the evacuation, over 120 flood victims from Alorwusedekope, Aflive, Kewuse, Kweunor, and Azizakpe were moved to safe havens.

    Later, additional safe havens were established at Azizanya and Methodist Basic School, with support from the Volta River Foundation and various NGOs.

    A total of 63 donors, including companies, churches, individuals, the Ada Traditional Council, and VRA, contributed to the relief efforts. The victims resided in the camp from October 15 to December 19, 2023, receiving guidance, counseling, medical supplies, and prayers, alongside security and administrative support.

    Nartey mentioned that cash donations from the Anglican Church, Tema, and the World Food Programme, in partnership with international and national organizations, ranged between GHS 700 and GHS 1,800 per victim, based on their needs.

    He reported that of the GHS 95,000.00 spent on relief efforts, only GHS 15,000 had been paid, leaving an outstanding balance of GHS 80,000.

    Nartey recommended providing flood victims with start-up capital, settlement centers for vulnerable individuals, and access to potable water. He also called for increased community and media engagement to raise awareness and prepare residents for future spillages.

    A Junior High School graduate tragically lost his life during the Wulensi Fire Festival in the Nunumba South District of the Northern Region on Wednesday, July 17, 2024.

    Initial reports suggested that the fatality occurred when a musket the boy was attempting to fire exploded. However, the family of the deceased has contested these claims.

    Yakubu Mananu, a cousin of the deceased and assembly member for Takpema Electoral Area, clarified that his 16-year-old cousin, Kylan, was not involved in firing any weapon. Instead, Kylan was a bystander who was struck by a stray bullet. Mananu emphasized that Kylan was merely observing the festival, not participating, and thus would not have been handling a musket.

    He also pointed out the lack of police presence at the festival, which led to the use of high-caliber weapons like AK-47s, rather than the traditional leaves, branches, and locally made gunpowder devices.

    He said, “I am an indigene, you understand. At the fire festival, it is not allowed for you to be holding an AK-47. These are very serious weapons, you understand. The only things that are allowed are leaves, some branches, and these locally manufactured gunpowder machines. These are the things that we normally use during the fire festival. So where did the AK-47 and these big, big machine guns come from?”

    Mr Mananu added that community leaders are planning to enforce stricter regulations for next year’s festival to prevent the carrying of dangerous weapons. The family has since laid Kylan to rest.

    This will be Dr. Amin Adam’s inaugural presentation in Parliament since he assumed office as Finance Minister in February 2024, in accordance with Section 28 of the Public Financial Management Act, 2016 (Act 921).

    The government, through the Ghana Tertiary Education Commission (GTEC), has instructed the Controller and Accountant General’s Department to withhold the salaries of all teaching staff at Colleges of Education for July.

    In a letter dated July 22, 2024, the Commission explained that the directive, initiated by the Minister for Education, Dr. Yaw Osei Adutwum, is due to the Colleges of Education Teachers Association Ghana (CETAG) failing to end their ongoing strike, which began in June.

    “At the instance of the Minister for Education on the non-adherence of CETAG members to call off an illegal strike from June 2024, you are by this letter requested to stop the salaries of all teaching staff of the Colleges of Education (CETAG) except for the College Principals for July 2024. By this letter, the College Principals are not to validate the July 2024 salaries of all teaching staff,” the letter signed by the Head of IPP at GTEC, Prof. Ahmed Jinapor Abdulai, stated.

    Meanwhile, CETAG, asserting that their strike over the non-implementation of an arbitration award by the National Labour Commission (NLC) is lawful, has warned of legal action against any government attempt to freeze their salaries.

    The National Road Safety Authority (NRSA) has reported that about 7,600 people lost their lives in road crashes from January to June 2024.

    The NRSA linked a significant portion of these deaths to improper overtaking by drivers and a disregard for traffic signals.

    Pearl Adusu Sateckla, Head of Public Relations at the NRSA, expressed concern over the situation, calling it alarming.

    “The contributory factor might be a result of head-on collisions, which are caused by wrongful overtaking and overspeeding.

    Research indicates that approximately 90% of drivers on our roads ignore speed limits, with higher speeds increasing the severity of crashes, she added.

    In response, The Chartered Institute of Logistics and Transport (CILT) Ghana has urged the government to quickly form a committee to conduct a comprehensive investigation into the recent road accidents and release its findings to the public.

    Tikese questioned KT Hammond’s lack of diplomatic approach to resolving the conflict between his ministry and the cement manufacturers, criticizing his confrontational stance.

    During a discussion with the CEO of the Chamber of Construction and Industry, Tikese advised the cement manufacturers to remain patient, suggesting that KT Hammond may not continue as trade minister after the 2024 elections.

    He noted that if the NPP government remains in power, it is unlikely that Dr. Mahamudu Bawumia would retain KT Hammond in his current role.

    “He claims he couldn’t withstand the cement manufacturers. Has he established a company? Ever since he was born, has he set up a company?

    “Be patient and exercise some restraint. He will be gone in December. He will be gone because I don’t think even if Bawumia wins the election, he will retain him as the trade minister,” he said.

    KT Hammond recently made headlines after viral videos showed him ejecting members of the Cement Manufacturers Association from a meeting.

    One video from the event captured Minister Hammond firmly insisting that the cement manufacturers vacate the room before the meeting could begin.

    “I was invited by the Chamber of Construction. I wasn’t invited by the Association of Cement Manufacturers. I wasn’t invited by them. Can they leave?” the Minister asked.

    He explained that he had previously met with the cement manufacturers and that this meeting was specifically intended to engage with the Chamber of Construction.

    “It’s either I leave or they leave,” the minister firmly stated, despite efforts from representatives of both associations to justify the manufacturers’ presence.

    On Monday, July 22, 2024, Speaker Alban Sumana Kingsford Bagbin criticized Kwaku Afriyie, the MP for Sefwi Wiawso, for challenging his authority.

    During his announcement of the president’s nominations for two new Supreme Court justices, Bagbin suggested that the House should debate legislation to limit the number of judges on the court.

    Afriyie, representing his constituency, objected to Bagbin’s remarks, asserting his right to question the Speaker’s position.

    “Mr. Speaker, with all due respect to your chair, this preliminary comment you are making is prejudicial, and I believe that as representing the good people of Sefwi-Wiawso, it doesn’t lie in your mouth to remind us of the things that you have said, thank you,” he remarked.

    The MP’s comment, however, was not well received by the Speaker, who considered it rude.

    In response, Speaker Bagbin emphasized his superior role and subsequently ordered the MP’s immediate removal from the chamber.

    “This is a completely rude remark, and I can send you out of the House now. It lies in my authority to do so. You represent the good people of Sefwi-Wiawso; I represent the whole country. Please, Marshal, take him out of the House. I will not entertain such disrespect,” he ordered.

    Following the Speaker’s order, Majority Chief Whip Frank Annoh-Dompreh issued an apology to Mr. Bagbin on behalf of his colleague and the caucus.

    “Speaker, we acknowledge the wisdom you have guided us with and how you have navigated us to this point. We have had moments of tension; we have had some tense moments in the House, and through all that, you have shown leadership, and it is incumbent upon us as leaders to help you right now. What happened a moment ago was unfortunate,” he told the Speaker.

    However, in an interview on Monday evening, Mr. Kwaku Afriyie maintained that his objection was justified and rejected the apology issued on his behalf.

    “He (Hon. Frank Annoh-Dompreh) does not have my permission to apologize to the Speaker. And this one you can put on record: I haven’t done anything wrong; why should I apologize?

    “Whatever happens, I will advise myself. I will not be prejudicial in saying some things. That will be very unfortunate on my part, so you let the issue unfold, and then we shall see. So far, I haven’t done anything wrong; I haven’t insulted the Speaker; I haven’t disrespected him; where’s the disrespect?” he stated in an interview on Citi FM.

    “Actually, it was with a lot of humility that I acted, and that was why I told the Marshal to let me bow to the chair. I was raised in the palace. That is all. I have not done anything wrong to apologize for,” he added.

    In an interview with Joy News, Dr. Afriyie stated that he will not pursue further actions against Alban Bagbin, as he doubts such efforts would yield any significant results.

    “I want to speak to the substance of the issue and not how I was treated. That is a small amount of humiliation that I’m willing to suffer. I feel humiliated and my people too were humiliated. That’s why I said that I was brought up in a palace and referenced my constituency, and he said he represented Ghana.

    “I represent the people of Sefwi Wiawso, so if you humiliate their representative from speaking his opinion on a matter of procedure and process, then I will stand by it,” he said.

    Alban Bagbin, the Speaker of Parliament, ordered the removal of Kwaku Afriyie, the Member of Parliament for Sefwi Wiawso, after he allegedly made contemptuous remarks in Parliament.

    The incident occurred following the Speaker’s announcement of new Supreme Court judge nominations.

    At a grand durbar marking the conclusion of the Ohum-Kan festival in Kyebi on Saturday, Osagyefuo Amoatia Ofori Panin, the Overlord of the Akyem Abuakwa Traditional Area, voiced his concerns about the attempts to undermine the policy.

    “We all know how our President [Akufo-Addo] was determined to let every child attend school, ensuring that money does not become a barrier preventing any child from accessing secondary education. Hence, the introduction of the Free SHS policy, which is one of the greatest policies in the world,” he stated.

    He added, “But having made education free for our children, giving them free food even PTA free. Why should the teacher or the matron steal the food meant for the children and then bring cameramen to lament to the whole world that the students are not being fed well? Some even go to the extent of stealing the foodstuffs belonging to physically challenged students. This means their interest is to sabotage and undermine the policy.”

    Okyenhene described the phenomenon as worrying. “This is something I am worried about because it happened right in a school at Kyebi, where foodstuffs and provisions belonging to the hearing-impaired students were stolen. I want to let you know that if you are a teacher or anyone in charge of supplying food for our children and you decide to steal the food, it means you are not only undermining the policy but also retarding the development of the country.”

    The Leader of the Liberal Party of Ghana (LPG), Kofi Akpaloo, has asserted that elections in Ghana are more credible than those in many advanced countries.

    He insists that no one in Ghana, including the Electoral Commission, can manipulate election results to favor any political party.

    The opposition National Democratic Congress (NDC) has frequently accused the Jean Mensa-led Electoral Commission of conspiring to rig the upcoming crucial election in favor of the ruling New Patriotic Party (NPP), an allegation that the Commission has firmly denied.

    Jean Mensa, the Chairperson of the Electoral Commission, assured last Wednesday during the presentation of the Democracy Cup to the EC by the leadership of Parliament in Accra that the elections would be transparent and urged political parties to accept the results of the 2024 general elections.

    The NDC reacted strongly to the EC Chairperson’s remarks.

    Speaking on the Ghana Kasa show on Kasapa 102.5FM/Agoo TV on Monday, Kofi Akpaloo expressed bewilderment over the controversy surrounding the EC Boss’s statement.

    “It is only in Africa that we always have election result disputes. Go to the grassroots, go on the field—that is where you will get your votes and convince people to vote for you come the December 7 election. Elections are not about being rowdy and resorting to violence. Who can rig either the Presidential or Parliamentary election in Ghana?

    …Has EC Boss Jean Mensa rigged an election for anyone before? We have no evidence to suggest that the EC boss may rig the election in someone’s favour. Let nobody deceive you—nobody can rig elections in Ghana. The days of elections being rigged, as happened in 2012, are fast gone.”

    “Now, we have a biometric verification device to check voters before they cast their ballot, so how can someone steal an election? The Ghanaian media keenly follows the election from the beginning to the end, so how can someone steal the election? Anyone who thinks an election can be rigged in Ghana has a small mind.”

    “Elections in Ghana are more credible than in Europe. With the eyes that are keenly monitoring the election, including the media, who can steal the election? Who is the EC to rig an election, and who will the EC rig the elections for?” he asked.

    President Akufo-Addo has put forward two new nominees for the Supreme Court bench following their endorsement by the Judicial Council.

    The nominees are Professor Richard Frimpong Oppong, a distinguished legal academic and fellow of the Ghana Academy of Sciences, and Justice Sophia Rosetta Bernasko Essah, a justice of the Court of Appeal.

    President Akufo-Addo announced that these nominees are to undergo vetting by Parliament as stipulated by the constitution.

    Upon approval, Prof. Frimpong Oppong will join Prof. Henrietta Mensah-Bonsu as one of the legal academics on Ghana’s Supreme Court.

    Justice Bernasko Essah, with her extensive experience as a State Attorney, private legal practitioner, and Justice of the High Court and Court of Appeal, will bring significant expertise to the Supreme Court.

    These nominations follow a recent request from Chief Justice Gertrude Sackey Torkornoo to President Akufo-Addo, urging him to nominate five judges to the Supreme Court to manage the high volume of cases.

    The Chief Justice recommended Justice Afia Serwaa Asare Botwe, who is currently handling the Ato Forson ambulance procurement trial, along with four other judges: Justice Cyra Pamela Koranteng, Justice Edward Amoako Asante, Justice Eric Kyei Baffuour, and Justice Angelina Mensah Homiah.

    This procedure faced criticism from various groups and individuals, especially from the opposition National Democratic Congress (NDC), with some demanding the Chief Justice’s resignation.

    However, the President’s latest nominations did not include the names suggested by the Chief Justice, leading to speculation about whether those recommendations were rejected or are still under consideration.

    If Parliament approves the two new nominees, the number of justices on the Supreme Court will rise to 17.

    Speaking on Adom TV’s Badwam show on July 12, Jinapor discussed Ghana’s energy sector and emphasized that the NDC would aim to keep fuel prices stable rather than drastically reducing them.

    “There are two fundamental issues about petroleum prices. If you cannot reduce it, don’t let it go up too much. That’s the first thing we should look at. If you reduce the price, you have to make provision for it in the budget. I will not tell you that because we want to win power, I should lie to you that if we come we shall reduce fuel prices, no, that will not happen,” the NDC MP said.

    The lawmaker stressed the importance of maintaining a balanced economy, highlighting that sectors such as health, road infrastructure, and education must also be prioritized.

    He noted that the government would allocate resources to develop these areas to ensure growth.

    “We have to be realistic because we need to pay hospitals, we have to build roads and schools. When you are managing an economy, you have to balance it,” he added.

    Despite initial claims that the artifacts were a loan, Awua-Ababio revealed that they are expected to remain in Ghana indefinitely.

    He criticized the British for using their own laws to justify the prolonged retention of these items, which were originally acquired under questionable circumstances.

    “We all know it is rightfully ours, and therefore I can safely assume that it is never going back again. It belongs to us as Ghanaians, we created those artefacts, nobody can take them away from us.”

    He shared these insights during an exclusive interview with Kasapa News’ Akokoraba Nyarko at a high-level forum on global reparations and racial healing, organized by Justice and Repair (J&R) of the Africa Transitional Justice Legacy Fund (ATJLF) in Accra.

    Akwasi Awua-Ababio emphasized that the government views the diaspora as a vital asset and aims to leverage their potential through this policy to drive national development.

    Justice and Repair is a key initiative of the Africa Transitional Justice Legacy Fund (ATJLF) dedicated to advancing racial justice. This program focuses on advocating for global action against both contemporary and historical injustices affecting Africa and the Global African Diaspora. J & R functions as an intermediary grant maker, convenor, narrative builder, and a repository for research related to racial and reparatory justice and healing.

    The mission of Justice and Repair is to bridge the gap between Africans and the Global African Diaspora, fostering unified advocacy for racial and reparatory justice. As an intermediary funder, J & R facilitates connections through grant-making, advocacy, convenings, and storytelling. The initiative aims to dismantle the barriers and structures of inequality that marginalize Africans and the Global African Diaspora.

    Recently, J & R hosted a high-level consultation on global reparations and racial healing, organized by the African-America Institute from the USA. This forum included key stakeholders such as Maya Sahil-Fadel, Head of the Diaspora Division at the AU Commission, and Dr. Ahmed Zanya Bugre, Senior Coordinator for Reparatory Justice.

    J & R also organizes events and programs that unite experts and practitioners to promote reparations. Notably, in 2022, it hosted the Accra Summit, where the Accra Declaration was adopted.

    Fifteen individuals have been injured in a crash on the Cape Coast-Accra highway near the Childcare School junction in the Central Region.

    The incident involved a Toyota Hiace with registration number GB 2053-22, which occurred at approximately 6:30 AM on Monday, July 22, 2024. The vehicle was en route from Takoradi to Accra when it veered off the road and into a nearby bush.

    Emergency services were called to the scene and successfully rescued 10 passengers who were trapped inside the vehicle, while five others had managed to escape before their arrival.

    The injured were transported to the Cape Coast Teaching Hospital by the National Ambulance Service using three ambulances for medical treatment.

    Fire officials, who are investigating the cause of the accident, reported to Kasapa News’ Yaw Boagyan that the vehicle sustained significant damage.

    GAF’s letter dismissing Jakpa lacks crucial details – Security Analyst

    Security Analyst Colonel Festus Aboagye (Rtd) is demanding more clarity from the Ghana Armed Forces (GAF) regarding the dismissal of Richard Jakpa.

    Mr Aboagye is questioning the authenticity of the evidence presented by the Military Secretary in court last week, which was solely a letter purportedly confirming Jakpa’s dismissal.

    Colonel Aboagye, joining the criticism of the GAF’s handling of the case, follows retired Lieutenant Colonel Larry Gbevlo-Lartey, who previously raised concerns about the confidential nature of the dismissal report and its disclosure to the Attorney-General.

    The Military High Command recently confirmed Jakpa’s dismissal due to persistent misconduct, a claim Jakpa denies, stating he never received any dismissal letter during his 17-year absence from the military.

    On June 27, Deputy Attorney General Alfred Tuah-Yeboah introduced the dismissal letter as evidence, but Jakpa’s legal team contends that this move is an attempt to undermine his credibility in the trial involving Dr. Cassiel Ato Forson.

    In court on July 18, Air Commodore Nana Adu Gyamfi, the Military High Command’s Secretary, rejected Jakpa’s claims of not receiving a dismissal letter.

    He justified Jakpa’s dismissal on grounds of inefficiency and misconduct.

    Colonel Aboagye, speaking on JoyFM’s Top Story on July 18, emphasized that military dismissal involves several procedural steps and documentation.

    He expressed concern that presenting only a letter as evidence suggests something might be amiss.

    “In that disciplinary court Marshal, witnesses will be called so a number of the things that are been referenced, he owed the regimental fund, he owed this, he owes that, he did not pass his promotion exams, all of these are documentary evidence.

    “All of this would be recorded and at the end, the president of the disciplinary court martial will write a report with recommendations and because the commanding officer cannot dismiss or release an officer from the service, reference will be made to the appropriate superior authority.

    “So it is that appropriate superior authority who has to approve the sentence. In this case, the dishonourable or whatever release that would be documentary evidence. It must exist. If it does not exist and the letter that is being referenced is only a letter written by my good friend, Col Okyere then I think something would have been missing,” he said.

    Addressing the question of whether the alleged misconducts were detailed in the dismissal document and provided to Mr. Jakpa, Nana Adu Gyamfi clarified that the military does not include specific details of offenses in release instructions.

    “Before such a letter would be written about an officer, he would have been taken through a series of processes. When officers commit offences, there are several interviews conducted. These interviews are documented and kept on record. These records are kept, and if nothing happens again, the records are discarded. But if the conduct continues then, the document is referred to in sanctioning the officer. Formal and informal interviews of the accused did not yield any results, hence his dismissal”, he explained.

    He continued, “Upon persistent offenses and misconducts, such a letter is written. The misconduct of the said officer will be at the officer’s unit before the unit will write to the general administration.”

    Nana Adu Gyamfi stated that Mr. Jakpa’s behavior within the regiment over time was deemed unacceptable and indicative of indiscipline.

    He detailed a series of misconducts that were documented in Mr. Jakpa’s records.

    The conduct of Mr Jakpa in the regiment over the period, he said, was not only unacceptable but smacked of indiscipline.

    He recounted a series of misconducts kept on the records of Mr Jakpa.

    “Mr Jakpa, failed to return to his unit after taking part in officers’ promotion exams. After attending the course in Accra, he failed to return to the unit. In addition to these acts, he was indebted to the tune of 400 dollars involving a Lebanese, an act that became notorious in his unit and the whole military command, because of his refusal to repay the money to the businessman. This was settled by an officer.”

    Asked whether Mr Jakpa was given a copy of the letter, the Air Force Officer, confirmed that “Lieutenant Jakpa”, the third accused was given a copy of that report, also revealed what was contained in one report which he said Mr Jakpa had a copy of.

    “He was granted a loan of $400 from the unit PRI. The money was granted to the officer (Richard Jakpa) when he was in financial difficulties. Upon persistent demands, he failed to pay the loan. In 2007, the money was converted into cedis and was deducted from his salary.”

    The document of his indebtedness in 2004, was tended into evidence by the prosecution. The court, thus, admitted the document on his indebtedness into evidence.

    The witness, Air Commodore Nana Adu Gyamfi, was discharged. Upon his discharge, counsel for the accused contended that they still needed the Chief of Defence Staff (CDS) himself to answer some questions. This was objected to by the Attorney General, saying the CDS at this material moment is not a material witness.

    But the court indicated that judging from the nature of the case being criminal, if the accused says he needed the CDS, their wishes should be granted.

    The case was adjourned to tomorrow, Tuesday, July 23, 2024, after the list of persons who have been invited to testify before the court was thoroughly discussed.

    The Speaker of Parliament, Alban Bagbin; Alex Segbefia, and Samuel Silas Mensah are among the persons due to mount the witness box.

    Godfred Yeboah Dame and his team, had been pushing the report against Jakpa in court during the ambulance purchase case to attest to Jakpa’s character, including how he failed his promotional exams.

    The document detailed that Jakpa, lagged in his military career, unable to progress from Lieutenant to Captain and Major, therefore, was dismissed.

    However, Gbevlo-Lartey, an ex-senior military officer, suggested the document was not a dismissal letter as some claimed, but merely a “recommendation from Army HQ to GHQ (COS) with confidential security classification.”

    He emphasized that “not even the officer affected was to see this document.”

    With a picture of the one-page document, on his Facebook wall on Friday, June 28, Gbevlo-Lartey stated in parts that “GHQ (COS) owes the Ghana Armed Forces an explanation on how the document became public.”

    “The document was a recommendation from Army HQ to GHQ (COS) with confidential security classification. Not even the officer affected was to see this document. GHQ (COS) owes the Ghana Armed Forces an explanation on how the document became public,” wrote Lt Col. Gbevlo-Lartey, a widely respected Infantry Officer.

    Currently, Larry Gbevlo-Lartey practices law privately and holds the position of Executive Chairman at the Human Security Research Centre of the University of Ghana, where he also lectures. He previously served as the African Union Chairperson’s Special Representative for Counter Terrorism in Algiers before being replaced by Yaw Donkor during President John Dramani Mahama’s tenure.

    In the ongoing ambulance trial at the Accra High Court, a document revealing Richard Jakpa’s dismissal from the Ghana Armed Forces (GAF) in 2007 for “unsatisfactory conduct” was introduced into evidence. Jakpa faces allegations of causing a €2.37 million financial loss in an ambulance deal with Minority Leader Dr. Cassiel Ato Forson.

    On June 27, 2024, Deputy Attorney-General Alfred Tuah-Yeboah presented a letter purportedly detailing Jakpa’s 2007 dismissal, which included claims of misconduct and breaches of military protocols.

    Jakpa’s legal team, led by Thaddius Sory, challenged the relevance of the letter, but Justice Afia Serwah Asare-Botwe admitted it into evidence, noting that the witness had acknowledged the document and its relevance.

    The letter, signed by the late Brigadier General M.K.G. Ahiaglo, then Commander of the Southern Command of the GAF, outlined Jakpa’s unsatisfactory service, marked by consistent failures, indiscipline, and financial mismanagement.

    It noted Jakpa’s inability to progress in rank and his problematic conduct, which the letter suggested was detrimental to both the GAF and himself.

    President Akufo-Addo has urged African leaders to act swiftly to halt the illicit financial outflows from the continent.

    He emphasized the need for serious attention to this issue, which is robbing Africa of crucial resources that could drive its development.

    The President made this appeal during the opening of the Sixth African Union (AU) Mid-Year Coordination meeting in Accra on Sunday.

    The meeting’s objective is to harmonize the AU’s policies with those of the Regional Economic Communities (RECs) and Regional Mechanisms (RMs) to advance the Union’s integration agenda and discuss critical issues related to interregional trade and operations.

    The meeting is on the theme “Educate an African Fit for the 21st Century: Building Resilient Education Systems for Increased Access to Inclusive and Lifelong Quality and Relevant Learning in Africa.”

    A host of African Heads of State and Governments, the heads of the regional economic communities, the heads of the regional mechanisms, and members of the AU commission, along with continental stakeholders, participated in the meeting.

    Addressing the gathering, President Akufo-Addo emphasized the urgent need to implement the recommendations of the Mbeki Commission on illicit financial flows from Africa, which, since 2011, has highlighted the alarming rate at which resources are being illegally siphoned out of the continent.

    He stressed that decisive action must be taken to stop this outflow and retain these crucial resources for Africa’s development.

    “Despite the recommendations and the call to action, we have struggled to curb effectively these flows. The persistence of illicit financial flows undermines our ability to finance development projects, weakens governance structures and perpetuates inequality.

    “It is imperative that we intensify our efforts to implement the Commission’s recommendations, strengthen our legal or regulatory frameworks and enhance international cooperation to combat these illicit activities.

    “By reclaiming these lost resources, we can boost our development financing and ensure that the wealth generated within Africa remains in Africa to benefit our people,” he stated.

    Furthermore, the President emphasized the need for the AU to consider the proposal for African countries to deposit 30 percent of their reserves in foreign multinational banks.

    He suggested that instead of allowing these resources to remain idle in international banks, often with negative interest rates, placing them in African multinational banks would enhance the continent’s self-reliance and strengthen the capacity of its financial institutions.

    “By retaining a sizable portion of our reserves within the continent, we can enhance the stability and liquidity of our financial systems, providing a stronger foundation for economic growth,” he said.

    President Akufo-Addo expressed optimism that this approach would enable African banks to back large-scale development projects and foster a more resilient financial ecosystem, reducing reliance on external financial institutions.

    “I am hopeful that the EU Commission will complete its evaluation of the proposal soon so that action can be taken on it as quickly as possible,” he said.

    AU Chairperson Mr. Mohamed Ould Ghazouani stated that the Union is targeting to raise approximately $100 billion. He emphasized that effective coordination between the AU and regional blocs is crucial for advancing continental integration and achieving the goals of Agenda 2063, which focuses on inclusive and sustainable socio-economic development over the next 50 years.

    Mr Ghazouani highlighted that a robust economic integration among African nations would strengthen the AU’s influence at key global institutions, including the United Nations General Assembly, the International Monetary Fund, G20 nations, and the World Bank.

    He also noted that the African Continental Free Trade Area (AfCFTA) provides an excellent framework for enhancing bilateral trade and fostering economic integration across the continent.

    President Akufo-Addo’s request for the Seventh Day Adventist (SDA) Church to reconsider its decision against voting on December 7 appears to have been unsuccessful.

    The Church reiterated in a statement that while voting is a civic duty for all Ghanaians, the scheduled election date, which falls on a Saturday, conflicts with their religious practices.

    The SDA Church is urging the Electoral Commission and relevant stakeholders to change the election date, stating that voting on a Saturday goes against their religious convictions.

    “The Seventh-day Adventist Church in Ghana recognises the civic responsibility of its members to participate in the democratic process, including exercising their right to vote. However, we wish to reiterate our longstanding conviction that voting on Saturday, the Sabbath of the Lord, is not in alignment with our religious beliefs.

    “The Sabbath, observed from sunset on Friday to sunset on Saturday, holds deep spiritual significance for Adventists. It is a day dedicated to worship, rest, and communion with God. Our long-standing conviction and teaching have been that members should not engage in non-religious activities, including voting. Voting on the Sabbath is therefore contrary to our understanding of its sanctity.

    “The leadership of the Seventh-day Adventist Church has consistently advocated for an election date change to accommodate members’ religious observance. The Church’s efforts were based on our belief that moving the election day away from Saturday would allow all citizens, regardless of faith, to participate fully in the democratic process.

    “The Seventh-day Adventist Church in Ghana respects the right of its members to vote. However, on the matter of voting on Saturday, we urge members to prayerfully ensure that their decisions are consistent with the Adventist belief on the sanctity of the Sabbath.

    “While we respect the diversity of opinions within our membership, this statement, issued by the Southern Ghana Union Conference and Northern Ghana Union Conference is the Church in Ghana’s official position on Sabbath observance and voting on Saturday, December 7, 2024.”

    The acquisition of state properties by outgoing officials has been a contentious issue, sparking debates on the ethics and legality of such transactions.

    Joyce Bawah Mogtari’s name appearing on the list of those who bought state assets has added fuel to the ongoing discussions about accountability and transparency in the transfer of government property.

    “Since we took our petition to former President & NDC Flagbearer H.E. John Dramani Mahama last Friday, strange things have been happening,” he wrote on Facebook.

    During a courtesy visit to former President John Dramani Mahama on Friday, July 19, 2024, Dr. Papa Kwesi Nduom expressed his astonishment at the Bank of Ghana’s decision to revoke GN Bank’s operating licenses. Dr. Nduom highlighted that he had been in extensive discussions with the central bank’s management and had developed a plan to revive the bank, making the revocation particularly surprising.

    Dr. Nduom has previously argued that GN Bank’s difficulties in fulfilling customer obligations were largely due to government debts owed to contractors who also owed money to the bank.

    In a follow-up post, Dr. Nduom claimed that ruling New Patriotic Party communicators were using Bank of Ghana statistics to promote a biased narrative, further fueling his concerns about recent events.

    “An attempt is being made by some NPP communicators and supporters to use some statistics supplied by the BOG to counter the presentation we are making to the public. We expected it. They should pay contractors so they can pay GN Companies,” he wrote.

    Trade and Industry Minister K.T. Hammond has confidently stated that efforts to prevent the Legislative Instrument (L.I.) for regulating cement pricing will ultimately fail.

    Introduced to Parliament on Tuesday, July 9, by K.T. Hammond, the L.I. has encountered significant resistance from cement manufacturers.

    During a recent stakeholder meeting with the Ghana Chamber of Construction Industry, Hammond disclosed that attempts to block the L.I. from becoming law were underway. He emphasized that such attempts would not be successful.

    Hammond stressed that the L.I. aims to address excessive profiteering by some cement producers and promote greater transparency in cement pricing within the country.

    “Those who are not happy with it, they themselves and their agents are going all over the place asking some leading Members of Parliament to ensure that it is blocked. It is an exercise in futility. You can’t do that. When it is laid, it is laid.

    “What is important that I want you to take away from here is that the L.I does not seek to control prices. It doesn’t control. We can only continue to use the word regulation.

    “I think we have taken some trouble to explain what we mean by regulation… to get the perfect balance between the two – the production end and the purchase end,” K.T Hammond said.

    Say no to corruption, say no to Mahama – NPP to Ghanaians

    Deputy Director of Communications for the New Patriotic Party (NPP), Ernest Owusu-Bempah, has criticized former President John Dramani Mahama’s aspirations to return to the presidency.

    He argued that Mahama has not reflected on his own time in office.

    Mr Owusu-Bempah claims that Mahama’s legacy is marred by being the first president to be ousted through a popular vote, attributing this to his administration’s lack of a clear agenda and alleged mismanagement of public funds.

    “Let’s all say no to corruption, and say no to Mahama,” he said in a statement while fingering Mr Mahama in another ‘government official one corruption’ in the United States.

    The issue came to light when former Goldman Sachs executive Asante Berko was indicted by the U.S. Securities and Exchange Commission.

    Mr Berko, who was arrested for allegedly orchestrating bribes to Ghanaian officials during his tenure at Goldman Sachs Group Inc., has been extradited from the United Kingdom to the United States.

    This indictment follows Berko’s settlement of a related civil case with U.S. securities regulators three years ago. Initially, the U.S. Securities and Exchange Commission (SEC) filed a lawsuit in 2020, accusing Berko of arranging $4.5 million in bribes to Ghanaian officials. These bribes were allegedly intended to secure a power-plant contract for a Turkish energy company in Ghana. According to the SEC, Berko personally delivered at least $66,000 to members of Ghana’s parliament.

    Below are excerpts from the U.S. court documents “For example, in April 2015, bribes were paid to five Ghanaian officials during an all-expenses-paid trip to Turkey to view equipment for the power plant, during which the officials each received $5,000. After the power plant deal was ratified by the Ghanaian parliament in July 2015, Berko and his co-conspirators exchanged detailed emails regarding their bribe payments. In August 2015, they discussed $250,000 in bribe payments paid to various individuals, including $20,000 to the “MoP Girls”—who were with the Ghanaian Ministry of Power and who a co-conspirator described as “vital to our communication and information acquisition.” The emails further detailed tens of thousands of dollars in bribes that Berko had personally paid and for which he was still owed. Payments in furtherance of the bribery scheme were laundered through U.S. and foreign bank accounts, including several in Berko’s name.”

    Owusus Bempah in a statement said “At this juncture, the question that remains to be answered is, can Mahama pass the probity and Accountability test?

    “This is the man who the former Special Prosecutor, Martin Amidu had concluded that he is the beneficiary architect of the stinking Airbus deal, of which official UK government records refer him as Government Official One.”

    It’s said that a leopard never changes it’s spot, and this native wisdom has a direct correlation with former President John Mahama.

    Indeed, it has come to light yet again that Mahama’s inherent corrupt nature won’t just go away.

    This all blew up when a former Goldman Sachs executive Asante Berko was indicted by the U.S Security’s commission.

    Berko was arrested on charges that he orchestrated bribes to Ghanaian officials while employed at the investment bank, Goldman Sachs Group Inc., and has been extradited to the United States from the United Kingdom.

    As a matter of fact, paragraph 136 of the US Court documents is quite instructive.

    It reads:

    “In furtherance of the scheme, the defendant ASANTE KW AK.U BERK.O and others caused more than $700,000 in bribes to be transferred to Ghana Official 1, Ghana Official 2 and other Ghanaian officials, including officials in the Ghanaian parliament, Pure and GridCo, corruptly in exchange for, among other things, their assistance in ensuring that Turkish Energy Company was successful in winning the bid to build and operate the Power Plant”

    Intriguingly, the bribes Berko is accused of arranging took place between December 2014 and March 2017, according to prosecutors, and interestingly, John Mahama happened to be President of Ghana at the time.

    In all honesty, everyone who is privy to the core details of the series of court documents published by the Department of Justice (DOJ) of the United States cannot allege ignorance of the persons who have brought our nation into this international shame.

    In fact, Ghana official 1 referenced in the US Court documents actually is no other person than John Mahama.

    The same way Mahama was caught red handed as Government Official I in the Airbus corruption, I strongly believe Mahama’s culpability in this stinking corruption case as established by admissions and supporting court documents from the US can never be in doubt.

    At this juncture, the question that remains to be answered is, can Mahama pass the probity and Accountability test?

    This is the man who the former Special Prosecutor, Martin Amidu had concluded that he is the beneficiary architect of the stinking Airbus deal, of which official UK government records refer him as Government Official One.

    We are talking about the same Mahama whose government signed onto a half-baked contract of $1.2 billion for the Ghana Retail Payments Systems Infrastructure.

    Again, we talking about the same Mahama who took a bribe (Ford vehicle) from Kanazoe Contractors. The same Mahama whose government spent over GHC 6 million to paint portraits of former Heads of State on public buses purchased by the NPP government, which have now been left to rot, at a time that his own party rented those buses to cart unwilling NDC supporters to his uninspiring rallies in the 2016 general elections.

    Mahama is ambitious to return to the seat as Head of State, but failing to examine his own tenure in office; the ugly legacy of being the first-ever President to be booted out of office in a popular election mainly as a result of running a government that had no agenda than the siphoning of the public purse.

    Let’s all say no to corruption, and say no to Mahama.

    EC can’t change election results in favour of any candidate – Jean Mensa

    Chair of the Electoral Commission (EC), Jean Mensa, has firmly stated that the EC cannot alter election results to benefit any candidate.

    In her address to Parliament on July 19, Madam Mensa assured that any staff member who engages in misconduct during this year’s elections will face strict penalties.

    She emphasized that the Commission will not tolerate any questionable behavior and will act decisively within the bounds of the law.

    “I can assure you if any of our staff misbehaves we would not take it lightly. We will sanction our staff and do what we have to do within the remits of the law.

    “There is no way EC can change election results in favour of any candidate.

    “We accepted this job knowing posterity will judge us, we have integrity,” Madam Jean Mensa said on Friday, July 19 when she briefed the lawmakers on the conduct of the 2024 general elections.

    Earlier, she had promised that the process leading up to the 2024 general elections would be transparent and equitable, with involvement from all stakeholders, including political parties and the public.

    This statement was made during the presentation of the Democracy Cup to the EC by Parliament’s leadership on July 17, 2024.

    “Just like the football match we serve as the midwives that birth the elections, we are the referees that conduct, that lay the elections and the processes that lead to the election day itself.

    “So as referees we are committed to ensuring that our activities from now in the lead up to the election and all our electoral processes are transparent, they are open, they are fair, and they involve the collaboration of our key stakeholders, that is, the political parties and the citizenry.”

    “We commit to ensuring transparency in all aspects of our work…We will commit to maintaining and showing that level of transparency across all aspects of our work.

    “So, we also want to entreat and call upon the contestants of the election to accept the outcomes of the election. Surely there will be a winner and surely there will be losers,” she stated.

    Curfew hours on Kpatinga extended

    The Interior Minister, Henry Quartey, has extended the curfew hours for Kpatinga and its surrounding areas.

    The curfew will now be in effect from midnight to 4:00 AM, starting Friday, July 19, 2024.

    This extension follows advice from the Northern Regional Security Council and is implemented through an Executive Instrument.

    The government appreciates the cooperation of the Chiefs, Elders, Opinion Leaders, Youth, and residents, urging them to remain calm and resolve conflicts through peaceful means.

    Additionally, there is a complete prohibition on carrying arms, ammunition, or any offensive weapons in Kpatinga and the surrounding regions. Violators found with such items will face arrest and prosecution.
