    Agric Minister was involved in conflict of interest – Sophia Akuffo reacts to botched SSNIT Hotels deal

    Sophia Akuffo, former Chief Justice of Ghana, has criticized Minister of Food and Agriculture Bryan Acheampong for being involved in a situation she views as a conflict of interest concerning the sale of hotels owned by the Social Security and National Insurance Trust (SSNIT).

    In an interview with TV3’s Alfred Ocansey on July 25, Akuffo expressed her disapproval, emphasizing that a conflict of interest cannot be dismissed by personal opinion.

    She argued that the perception of conflict, even without explicit legal constraints, can undermine public trust and integrity.

    Akuffo likened the situation to a legal case where one cannot simultaneously fulfill multiple conflicting roles.

    ” Yes of course, because conflict of interest is conflict of interest, you can’t be the judge and the jury, you can’t be the lawyer and the judge, you can’t be the litigant and after you have given your evidence and everything, your lawyer has done his submission and it is time to determine the outcome and now you are going to sit among the jury and you want to be part of that.

    “Conflict of interest is not defined by the individual. Sometimes a conflict of interest, when you are managing standards, it is part of the performance standards. When you are managing ethical standards, sometimes it is simply perception. Will a reasonable man in the street, if you were to tell them of this, what will they say about it? If here, you can surmise that they will say it smells, then it smells. When you are a public person just because there is no law that says you cannot do it does not mean you should do it. Even in the Bible, it says I can do all things but not all things are good.”

    Akuffo also accused SSNIT management of intentionally devaluing the hotels to facilitate their sale, a practice she believes has plagued many state entities in Ghana.

    She criticized the justification provided by SSNIT for the sale, which claimed the hotels were consistently unprofitable and that selling them was necessary to address the issue.

    According to Akuffo, this rationale is a cover for mismanagement and self-serving motives.

    In response to the labor unions’ strong opposition to the sale, Akuffo commended their efforts, and SSNIT eventually decided to halt the sale.

    On July 12, SSNIT officially announced the termination of the process, reassuring the public of its commitment to managing the Trust responsibly.

    In an exclusive interview with TV3’s Alfred Ocansey on July 25, Akuffo expressed skepticism over SSNIT’s justification, suggesting that the deterioration of the hotels was a deliberate tactic.

    She praised labor unions for opposing the sale to Agric Minister Bryan Acheampong, stating that their resistance was commendable.

    Akuffo also criticized the notion that there was no conflict of interest in the matter, emphasizing that conflict of interest is not solely defined by the individual but also by public perception.

    She argued that even without explicit legal restrictions, ethical considerations should guide decisions to avoid any appearance of impropriety.

    The controversy surrounding the sale led SSNIT to suspend the transaction after labor unions threatened a nationwide strike.

    On July 12, SSNIT officially announced the termination of the sale, with Board Chair Elizabeth Akua Ohene affirming the Trust’s commitment to managing its assets responsibly for the benefit of pensioners and contributors.

    The Supreme Court ruled that Section 104, which criminalizes ‘unnatural carnal knowledge,’ is constitutional.
    This section of the law defines ‘unnatural carnal knowledge’ as sexual intercourse conducted in an unnatural manner with another person or an animal.

    Convictions under this provision can result in imprisonment ranging from five to twenty-five years.

    The court, led by Justice Baffoe-Bonnie, found the challenge to be without merit, thereby affirming the continued criminalization of certain consensual sexual practices.

    A panel of seven Supreme Court judges, led by Justice Baffoe-Bonnie, unanimously ruled that the plaintiff’s case lacked merit.

    “There is no merit in the action. In the circumstances, the whole action fails and is dismissed,” the court stated in a report on Graphic.com.

    According to Section 104 of the Criminal Code 1960, unnatural carnal knowledge is defined as engaging in sexual intercourse with a person in an unnatural manner or with an animal.

    This same section mandates that individuals found guilty of violating this provision could face imprisonment for a minimum of five years and a maximum of twenty-five years.

    Gov’t negotiation of IPP debts expected to yield $6.6 billion in savings – Finance Minister

    Finance Minister Dr. Mohammed Amin Adam has announced that the government has successfully negotiated with five out of seven Independent Power Producers (IPPs), achieving an estimated $6.6 billion in savings over the duration of the Purchasing Power Agreements (PPAs).

    This achievement was highlighted during the 2024 Mid-Year Budget Review presented in Parliament on July 23.

    The IPPs involved in these negotiations include Amandi, Cenpower, Early Power, CENIT, and AKSA.

    Dr. Amin Adam had previously mentioned the progress of these negotiations during a joint press briefing with the IMF and the Bank of Ghana earlier in the month.

    The negotiations were part of the Energy Sector Recovery Programme (ESRP), which aims to address over $1 billion in legacy debt and restructure existing agreements to reduce arrears and implement essential reforms for the sector’s financial stability.

    The final round of talks, concluded in June 2024, resulted in revised debt restructuring and PPA terms for the involved IPPs.

    “As part of the implementation of the Energy Sector Recovery Programme (ESRP), Government has, for some time now, been negotiating with the energy sector Independent Power Producers (IPPs) to restructure legacy debt of over a US$1 billion owed to the IPPs and Power Purchase Agreements (PPAs) to address the accumulation of arrears in the energy sector and work towards implementing critically needed reforms to make the sector more financially sustainable,” he noted.

    “The final round of negotiations in June 2024 after several months of negotiations resulted in commercial agreements being reached on headline debt restructuring terms and renegotiated PPA terms with Amandi, Cenpower, Early Power, CENIT and AKSA,” the Finance Minister added.

    The National Food Suppliers Association of Ghana (NAFSAG) has announced plans to stage a protest at the Ministry of Education’s offices if the outstanding debts owed to its members are not resolved.

    NAFSAG is expressing frustration over what they describe as excessive and unexplained deductions from their payments.

    According to Kwaku Amedume, a spokesperson for the association, significant amounts have been withheld almost three thousand cedis in his case alone without adequate explanation. Deductions by Buffer Stock of 3% and 2% have further compounded their concerns.

    Amedume criticized the lack of response to their previous letters and warned that if the situation does not improve, they will hold a press conference on Monday and initiate a serious picketing campaign.

    He emphasized that the delayed payments are having a detrimental impact on their businesses and livelihoods and called for the government to settle the debts promptly.

    “They have been deducting our money left, right, centre and when you ask for an explanation they are not willing to give it to you. In my case like this they have deducted almost three thousand cedis, so imagine the others.

    “Buffer Stock deducting 3% and 2% and a whole lot. By Monday we will be calling a press conference. We have written a few letters but nothing is working,” the spokesperson for the National Food Suppliers Association, Kwaku Amedume said in an interview with Citi News.

    Mr Kwaku Amedume also added that the delay in payment of funds owed was affecting their businesses and livelihood.

    “We want the government to pay our money in full. We are planning on serious picketing because it looks like they are bent on taking our monies,” he stated.

    Sylvester Ofori, a self-proclaimed prophet and former leader of Floodgates of Heaven International Ministries in Orlando, Florida, has admitted to killing his estranged wife but disputes claims that the murder was premeditated.

    Ofori’s defense attorney, Christopher Smith, informed a local judge during jury selection that while Ofori acknowledges the act of homicide, he will contest the assertion of premeditation.

    This comes despite evidence, including recordings of Ofori threatening to kill his wife, Barbara Tommey, the day before the incident.

    Ofori, 39, faces charges of first-degree murder in connection with Tommey’s death on September 8, 2020.

    Reports indicate that Ofori approached Tommey as she was attempting to enter her workplace at the Navy Federal Credit Union.

    Witnesses saw him following her with a gun, and after she knocked on the doors for help, he shot her, later inflicting additional fatal wounds. Ofori then calmly left the scene and drove away.

    Tommey’s sister captured a confrontation between the couple on video, where Ofori threatened to kill her, which was later verified by detectives. The couple had been separated for about three months prior to the shooting.

    Described on its website as a renowned prophet, Floodgates of Heaven International Ministries characterized Ofori as a powerful spiritual figure with deep roots in his Christian faith.

    In a different perspective, Prophet Elisha Salifu Amoako of Alive Chapel International in Ghana suggested that Ofori’s actions were influenced by what he termed a “calculated witchcraft attack.”

    Amoako claimed that he had previously warned Ofori about potential dangers and attributed the incident to supernatural forces rather than Ofori’s character.

    The court documents, filed on Thursday (July 18), mention Diddy 77 times under various pseudonyms, including Puffy, Puff Daddy, Puff, and his legal name, Sean Combs.

    They highlighted a statement from Davis suggesting that Sean Combs paid Eric Von Martin a million dollars for the assassination.

    In a transcript, Davis testified about Diddy’s involvement, indicating that Combs expressed his willingness to pay for the death of Suge Knight, whom he feared, and had issues with Shakur due to a diss track.

    Prosecutors presented these documents to oppose Davis’ latest bail request, which was rejected last month over concerns about the source of the $112,500 bail bond. It remains unclear if Diddy will be subpoenaed or indicted in connection with the case.

However, the industry encompasses far more than music and theatre,” he added.

    Ablakwa shared documents showing that Stephen Okoro, a key director at Service Ghana Auto Group Limited, has been a close business partner of President Akufo-Addo’s daughters, Gyankroma and Edwina Akufo-Addo.

    Specifically, Okoro and Gyankroma are listed as directors of SFO Initiatives Limited, established on August 9, 2013.

    Additionally, they, along with Edwina, co-founded Goodbox Limited on August 12, 2020, with Okoro serving as secretary.

    Another company, Good Grow Limited, incorporated on August 20, 2020, also lists the daughters as directors and Okoro as secretary.

    Ablakwa asserts that these connections may explain why Finance Minister Ken Ofori-Atta expedited the $34.9 million deal before leaving office despite numerous red flags. He has urged the Special Prosecutor to investigate the matter further.

    Irregularities: Audits revealed that Service Ghana Auto Group Limited was engaged for maintenance services before its official incorporation. Additionally, the company was paid for services before being formally contracted, and there were multiple procurement breaches and inflated invoices.

    Family Connections: Ablakwa’s investigation uncovered that Stephen Okoro, a director at Service Ghana Auto Group Limited, has business ties with President Akufo-Addo’s daughters. Okoro is linked to several companies formed with Gyankroma Akufo-Addo and Edwina Akufo-Addo, including SFO Initiatives Limited, Goodbox Limited, and Good Grow Limited. The latter is focused on cannabis farming, capitalizing on Ghana’s new legal cannabis regime.

    Nepotism Allegations: The documents suggest that the approval of the deal and payments to Service Ghana Auto Group Limited were influenced by family connections, challenging President Akufo-Addo’s earlier promises to avoid nepotism in his administration.

    Ablakwa has submitted these findings and supporting documents to the Office of the Special Prosecutor and urges a thorough investigation. He is also advocating against the remaining $24.9 million payment.

    Ablakwa concludes that the scandal is a stark example of corruption, which he argues disproportionately affects the poor, echoing Pope Francis’s criticism of corruption.
