    Ghanaian media personality Kwaku Sintim Misa, popularly known as KSM, has issued a sincere caution to creatives, urging them to steer clear of using drugs as a means of fueling their creativity.

    The seasoned satirist, drawing from his own experiences and observations in the creative realm, emphasised the risks associated with depending on substances for artistic inspiration.

    While acknowledging the initial allure of drugs in igniting unconventional ideas, KSM highlighted the dangerous cycle of dependency and its detrimental impact on long-term creativity.

    He advocated for a return to natural talent and the patience required for genuine creative exploration, emphasising that quick fixes through drugs often lead to short-lived and unsustainable results.

    “When you get on any drug, it can give you some amazing energy and some creative geniuses that can give you the boost. However, trust me, if you rely on the natural, and you give yourself enough time, you’ll be amazed at what you can accomplish. The deception is that that one gives you an immediate thing that you can do, and you think this is the way out. But the more you do it, the more you destroy that capacity. So you can be the greatest creative and everything but later on you realize that it brings you down again, very, very fast. So my advice is, don’t depend on any external high to get creative because it will give you just the boost but you can’t depend on that boost,” KSM stated.

    Reflecting on his personal experimentation with drugs for creative enhancement, KSM candidly shared how the initial burst of creativity soon gave way to a realisation of the folly in chasing artificial highs.

    “I did it to see how best it can help me to be creative and the ideas that I got were all very wild and to me wow ‘this thing is amazing, it can give you ideas and things’. But then once it starts dying down then you realise these are not wild ideas, these were stupid things. But at that time you don’t care. For me it doesn’t work.”

    He championed the concept of a ‘natural high,’ asserting that creatives who harness their inherent abilities without relying on external stimulants tend to achieve enduring success and fulfilment in their endeavours.

    Ghanaian rapper Amerado reaches out to TGMA board on ‘Kwaku Ananse’ snub

    The 2024 Telecel Ghana Music Awards (TGMA), Head of Public Events and Communications for the awards, Robert Klah has confirmed that Amerado’s team has contacted the scheme regarding the omission of his hit song ‘Kwaku Ananse’ from the Most Popular Song of the Year category.

    The controversy arose after the nominations were unveiled on March 28, with Amerado questioning why his original song was not included in that category.

    During an interview on the Daybreak Hitz show on Hitz FM on April 2, Robert Klah acknowledged Amerado’s petition and stated that it is currently under review.

    He mentioned that if the song merits it, it will be considered for inclusion.

    “Amerado’s team has already contacted us directly regarding the omission of ‘Kwaku Ananse’ from the Most Popular Song of the Year. He has submitted his petition. The board will sit on that, and if he merits the chance, his song will be included,” Klah said.

    Klah also encouraged other artists with concerns about their nominations to reach out to their outfit for clarification within the one-week grace period.

    Meanwhile, Amerado received nominations for Best Rap Performance with ‘The Hardest’ and Best Collaboration for ‘Kwaku Ananse Remix,’ featuring Fameye.

    “I believe the creative arts (industry) should be well-equipped. We should get more of the national cake.”

    Osei emphasised that the creative arts industry plays a crucial role in Ghana’s development and should receive a larger share of national resources.

    He stressed the importance of recognizing the contributions of creatives in providing entertainment and emotional relief to the public.

    “Until we start respecting the creative arts and paying attention to it, we are not going to benefit as much as we are supposed to.

    “This is because a lot of people tend to look down on actors and musicians, but we have the platform, and we have the numbers.

    “We can convince the people, persuade the people, cause great change in governance, and also get involved in the political discourse.”
    The actor called for greater respect and investment in the arts, pointing out that without proper support, the country misses out on potential benefits.

    He also noted the influence of creatives in shaping public opinion and participating in political discourse, highlighting the need for their voices to be heard and valued.

    This disclosure led to criticism on social media, with accusations of dishonesty directed at Mr Logic.

    Head of Public Events and Communications for the Telecel Ghana Music Awards, Robert Klah has encouraged Ghanaian singer and songwriter Sista Afia to reach out to the organization regarding any concerns she may have about her absence from the 2024 nominee list.

    The nominee list for the 2024 Telecel Ghana Music Awards was released on March 28, 2024.

    In response to the news, Sista Afia expressed her dissatisfaction on Twitter, alleging unfair treatment by the scheme, especially citing her hit song “Asuoden” from 2021 not receiving any nominations in the previous edition.

    She questioned if she had offended someone within the scheme and raised suspicions about some artists receiving nominations without applying.

    Robert Klah addressed Sista Afia’s grievances on Hitz FM on April 2, 2024, emphasising that all nomination processes were conducted fairly by the organisers.

    He stated that Sista Afia had not offended anyone within the scheme and that no unfair treatment had been directed towards her.

    “Sista Afia can always reach out to me. I am always accessible. I don’t think she has stepped on anyone’s toes as far as I am concerned. The same process we follow to nominate artists is the same thing we are doing,” Robert Klah stated.

    Klah refuted Sista Afia’s claims about artists securing nominations without applying, explaining the involvement of a dedicated research team responsible for merit-based nominations who always contact the artists beforehand.

    He encouraged all concerned artists to contact the Telecel Ghana Music Awards for clarification regarding their nominations.

    “It is not entirely true that people do not file for nominations and yet they get nominated. We have a research team who in some cases include certain songs that merit nomination. And even with that, we contact the artiste first.

    “If for any reason, anyone has a strong case, you can petition the board and we will do what has to be done.”

    “ Anas Aremeyaw Anas was paid by some powerful people to destroy me, they wanted to destroy me but they only ended up destroying my good name,” Kwesi Nyantakyi stated.

    According to Nyantakyi, he even attempted to prevent the release of the damaging video by offering $100,000 to Anas through his lawyers.

    However, despite this alleged payment, Anas’ legal team deemed the amount insufficient, leading to the eventual release of the exposĂŠ.

    The fallout from the ‘Number 12’ investigation was significant, leading to Nyantakyi’s resignation from his roles at the GFA, CAF, and FIFA, as well as a subsequent 15-year ban from football.

    Nyantakyi further disclosed that he later sought a refund for the money he had paid, receiving it in instalments after persistent requests.

    The revelations made by Nyantakyi have reignited discussions about corruption in sports and governance in Ghana, prompting calls for further scrutiny into the allegations he has raised against Anas Aremeyaw Anas.

    Scholarships bonanza: The powerful grab as double scholarships flow

    She was born to a farmer and a petty trader. Money was always hard to come by. However, her disadvantaged background was no hindrance to her quest for academic excellence. After obtaining an undergraduate degree with First-Class honours, Franklina Mensah (not her real name) knew better than to rest on her laurels.

    The next step on her academic journey required funding she was well aware her parents could not afford. But with her stellar academic achievements, she was hopeful that support would not be difficult to come by. At least that was what Franklina thought when she submitted her application to the government-run Scholarship Secretariat, seeking funding for a master’s degree programme in the United Kingdom (UK).

    If the scholarship was going to be awarded on merit, she felt she stood a very good chance. Her sense of optimism soared higher when she received plaudits from the interview panel, who were full of praise for her excellent proposal and academic credentials.

    But optimism gradually fizzled into heartbreak.

    Several weeks had gone by since the interview. She should be preparing to travel to the UK to start her new academic journey. But she hadn’t heard from the Scholarship Secretariat. She was getting anxious and the only way to ease her anxiety was to go to the Secretariat to find out what could be causing the delay. Maybe some clerical or administrative error was to blame. At the offices of the Scholarship Secretariat, Franklina met an official whose name she couldn’t recall. What ensued left her stunned.

    “I mentioned my name, and he said, ‘Your name was on the list but there is so much protocol they had to take people out.’”

    The official claimed requests come from highly influential offices including that of the President, Parliament and ministers “for this same scholarship.”

    “You should understand that people will have to go off the list,” he told Frankina.

    In other words, she had been shortlisted for the scholarship but a protocol list from some higher office or authority had forced her name to be taken off the shortlist.

    “I was dumbfounded,” Franklina told The Fourth Estate.

    As luck would have it, however, or perhaps as a testament to her perseverance and the quality of her graduate proposal, she obtained a different scholarship which enabled her to pursue her studies that same year – and in the UK as planned.

    Franklina’s story is just an example of how what is supposed to be a merit-based scholarship scheme to help brilliant but needy Ghanaians achieve their academic dreams has gradually and cruelly been rigged in favour of those who are connected to the political elite.

    Request for scholarship data

    After hearing numerous complaints from people like Franklina, The Fourth Estate asked in March 2021 for data from the Scholarship Secretariat on those who have been awarded scholarships in 2019 and 2020.

    The secretariat initially refused to grant the request, claiming the data was confidential. But the Right to Information (RTI) Commission ordered that personal information should be redacted and the data released. The Commission based its ruling on the premise that the scholarships were funded with public money.

    The Scholarship Secretariat’s response to the RTI request showed that it had spent GHS237.5 million and GHS200 million in 2019 and 2020, respectively, covering both foreign and local scholarships.

    The Scholarship Secretariat, an agency under the Office of the President, was established in 1960 with the primary purpose of providing local and foreign scholarships to academically gifted but financially needy students. Following the country’s liberation from colonial rule, the Nkrumah administration set up scholarship programmes as a means to incentivise and attract top talents to bolster the nation’s workforce by assisting citizens who lacked the financial means to fund their education.

    In recent years, however, the secretariat has faced criticism for allegedly perpetuating patronage, often overlooking deserving applicants in favour of those with political and high society connections.

    A major source of funding for the Scholarship Secretariat is GETFund. Section 2.2(b) of the GETFund Act requires the Scholarship Secretariat to allocate funds to support “gifted but needy students for studies in second cycle and accredited tertiary institutions in Ghana.”

    The Secretariat administers bilateral scholarships, funded by foreign countries, and non-bilateral scholarships, which are financed by the Ghanaian taxpayer. Non-bilateral scholarships include funding for both local and foreign categories.

    Scholarship for the well-connected and not-so needy

     The Fourth Estate asked for data covering 2019-2020 because the Auditor-General had released a report (covering 2009-2018) in which it highlighted how deserving but financially disadvantaged students were sidelined, while scholarships were granted to the well-connected.

    Our investigations revealed a similar trend—the funneling of scholarship funds to influential people as well as children, relatives and associates of powerful figures.

    The Fourth Estate conducted an analysis of the data specifically focusing on scholarships funded by the government of Ghana. This analysis included a breakdown of the expenditures on scholarship recipients in various countries, details of the programmes pursued by the beneficiaries and their backgrounds.

    From our analysis, in 2019-2020, the Scholarship Secretariat spent at least 291,480 pounds sterling (GBP), 146,502 US dollars (USD) and 7,685 Canadian dollars (CAD) respectively on influential individuals and the associates of the political elite.

    Notably, the founder and chief executive of a private hospital in Accra who recently contested and lost in the NPP parliamentary primaries in the Ashanti Region received USD50,031 for his master’s in public administration at Harvard University in the United States.

    An NPP constituency executive from the Eastern Region was awarded multiple scholarships for master’s programmes, totaling GBP57,210.

    An NPP youth activists and a management member of the National Service Scheme (NSS) funded her Master’s degree studies with a scholarship award worth GBP18,450.

    One of the most worrying details from the information we received concerned a special assistant to Second Lady, Samira Bawumia. GBP17,355 was paid for the special assistant to attend a university in the United Kingdom but he never stepped on campus and dropped out of the programme after attending only a few online classes from Ghana.

    There is also the case of the family member of President Nana Akufo-Addo and former Finance Minister, Ken Ofori-Atta whose path to law school in the United Kingdom was cleared with a GBP16,740 scholarship.

    A UK branch executive of the NPP, who has been living in that country since 2008, also received GBP28,380 for a Master’s Programme in Law.

    Two top diplomats are also on the list of beneficiaries of a scholarship meant to empower the underprivileged, according to information on the Scholarship Secretariat’s own website.

    Children of the political & social elite

    The data revealed that it wasn’t just the politically connected who obtain government scholarships. Children of Ghana’s political and social elite also received scholarships, leveraging influence and privilege to access educational opportunities intended for brilliant but needy Ghanaians.

    For example, the daughter of a former Inspector General of Police received GBP27,480 for a first-degree programme in the United Kingdom.

    In that same year, the daughter of prominent actress received USD41,026 for a pre-medicine programme in the United States.

    The children of two former Members of Parliament received GBP19,130 and USD36,675 for a first degree in law and a pre-medicine programme respectively.

    The daughter of a former national chairman of the NPP, who is a lawyer, got funding of almost GBP6,000 to qualify to practice as a lawyer in England and Wales.

    The identities of these beneficiaries would be revealed in subsequent publications.

    Multiple scholarships

     Data from the Scholarship Secretariat showed that at least 27 people received multiple scholarships which allowed them to pursue different programmes in two consecutive years or different programmes in a single year. This means while some needy students were struggling to secure a scholarship to fund one programme, others received funding for two different programmes.

    At least 13 individuals received multiple scholarships in consecutive years (2019 and 2020), with amounts ranging from GBP13,250 to GBP55,000 per school to cover tuition and living expenses. 14 others were granted two different scholarships within the same year, either in different countries or in the same country.

    The Fourth Estate confirmed that one beneficiary received GBP28,330 in 2019 to cover his living expenses and tuition for an MSc degree Management at the Brunel University in London. In 2020, the state again paid GBP15,750 for his MBA in Business Administration at the University of the West of England.

    Another beneficiary received USD38,475 for an MA in Design Management at Savanna College in the United States in 2019. In the following year, the same person received GBP14,500 for an MA in Visual Communication at the University of Derby in the UK.

    Discrepancies in criteria and guidelines

     The GETFund Act, which makes funding available to the Scholarship Secretariat, explicitly stipulates that government scholarships are meant to support brilliant but needy Ghanaian students.

    The Registrar of the Scholarship Secretariat, Dr Kingsley Agyemang, insists that this provision merely means that the primary criteria for receiving a scholarship are for the applicant to have a Ghanaian citizenship and an admission offer to a local or foreign university. The award of the scholarship has nothing to do with need, he claims.

    While rejecting suggestions that scholarships are being wantonly awarded to those who are well-connected to the political and social elite, Dr Agyeman implied that recommendations from powerful persons and offices sometimes influence the award of scholarships.

    I have journalists and the media making recommendations for people. I also do know that we have chiefs and the clergy making recommendations for people. I also do know that I have politicians on both sides also making recommendations for people they believe deserve an award,” he said.

    “We live in a society where we are somehow connected in so many ways and it becomes difficult when we want to separate these little interactions.”

    Despite Mr Agyeman’s insistence on the existence of selection guidelines, the Scholarship Secretariat failed to provide any document with such guidelines to The Fourth Estate. Repeated calls and Whatsapp messages requesting for the guidelines went unanswered.

    Dr Clement Apaak, the deputy minority spokesperson on education, insists that using any criteria other than “brilliant but needy” to award scholarships, defeats the purpose of setting up the Scholarship Secretariat.

    “When we bring in exclusive groups as being conduits through which scholarships can be given, then we are subjecting the process to abuse,” he said.

    Prof Peter Quartey, the Director of Institute of Statistical Social and Economic Research (ISSER), agreed with Dr Apaak and noted that relying on recommendations to assess need is not good enough.

    “For the politically-exposed people, they are Ghanaians. They pay taxes. They should meet the minimum standards that are set and they should all be part of the process,” he said.

    “If we have an independent committee or board that assesses every application, they will all be given equal opportunity. When politically-exposed persons want to apply, they can apply – except when there is influence and they are the ones who benefit most.”

    Dr Apaak, however, insists that influential or politically exposed persons and their close relatives should not be eligible to apply for government scholarships.

    He asserted that it was not for nothing that tax laws are designed to positively discriminate in favour of the poor and added that the needy also deserve their fair share of opportunities offered by the state.

    He described the offering of scholarship to influential people, children of the affluent and their associates as a form of greed. This, he said, has the tendency to widen the inequality gap between the rich and the poor in society.

    “It is in their own interest not to continue to be greedy and selfish, where they can afford to educate their wards and yet they choose to let their wards benefit from scholarship that should be going to the wards of the less fortunate in society,” Dr Apaak said.

    “Society ought to be designed in a way that [we] would always sacrifice collectively to bring up those who are down.”

     Multiple scholarships

    When The Fourth Estate pointed out concerns about double scholarships to some beneficiaries while other deserving applicants were rejected, Dr Agyemang claimed that those who received the double scholarships pursued complementary courses. He insisted that the number of such double beneficiaries was insignificant.

    Dr Agyemang also attributed some of the multiple scholarships to “administrative error” on the part of some staff of the secretariat who are accustomed to manual record-keeping.

    However, Prof Quartey of ISSER noted that such multiple awards could only be justified if they were for courses that could not be undertaken in Ghana or for specialties in science, technology, engineering and technology, with stringent requirements for beneficiaries to return to the country to pass on their knowledge and skills.

    Dr Apaak, on the other hand, described the multiple scholarship awards as unfortunate as they showed the insensitivity of the Scholarship Secretariat.

    State yet to recover all GHC51.2m paid to Woyome – Deputy AG

    The Supreme Court’s landmark decision in 2014 saw businessman Alfred Agbesi Woyome instructed to refund ¢51.2 million to the state.

    This ruling stemmed from the court’s determination that Woyome had received the funds from unconstitutional and invalid contracts between the state and Waterville Holdings Limited, dating back to 2006 for the CAN 2008 stadia construction.

    Further developments in 2020 saw the Supreme Court direct the government to acquire various properties owned by Mr. Woyome.

    This action followed a plea from then-Deputy Attorney General Godfred Yeboah Dame, requesting the court’s permission for the state to take ownership.

    The goal was to sell these properties to offset Woyome’s debt to the state.

    The properties earmarked for acquisition included two mansions in Trasacco Estate, his residence in Kpehe, an office complex of Anator Holdings, a residential building in Abelemkpe, and a stone quarry in the Eastern Region along with its associated equipment.

    Despite these legal maneuvers, the state has yet to fully recover the owed amount.

    Alfred Tuah Yeboah, the current Deputy Attorney General, acknowledged ongoing efforts to retrieve the funds.

    He noted that while some money has been recovered and attempts were made to execute on Woyome’s properties, the full amount remains outstanding.

    “Recoveries have been made but we have not recovered everything from him. I cannot be specific about what is left but I can say that some monies have been recovered.

    “We also attempted to do some execution when it comes to his properties. So we are still in the process but he has not paid everything,” Alfred Tuah Yeboah stated.

    On a separate but related front, negotiations are ongoing regarding a $170 million judgement debt awarded to Trafigura.

    This amount was awarded to Trafigura, a majority owner of Ghana Power Generation Company (GPGC), following a ruling by an arbitral tribunal in London.

    The tribunal found Ghana culpable of unlawfully terminating a contract with Trafigura for the installation and operation of two power plants.

    Mr. Tuah Yeboah assured that Ghana’s properties are secure as negotiations continue with the judgement creditors.

    The Finance Ministry is actively engaged in these talks to reach an agreement on the payment terms and ensure a resolution that safeguards Ghana’s interests.

    “We wrote to the Finance Ministry to enter into negotiations again with the judgement creditors and my understanding is that they are talking but where they are now I don’t know the state of it.

    “Currently the properties are safe but if we do not pay at the end of the day the creditors may want to find means but I can give the assurance that the Finance Ministry is taking every step possible to ensure that negotiations are made and we agree on how much we are to pay and when and where,” Mr. Tuah stated.

    “This is a very worrying trend and for me, I fear for the future of young girls in Ghana, and the future of Ghana because when you have a population that shows that females or women are more and we don’t have enough protection for our women. Then the country is heading to a doom because the female gender is not protected or supported,” Francis-Xavier Sosu stated.

    He highlighted the critical role of protecting and supporting women, especially given their numerical strength in the population.

    “At the end of the day, you want to count on the same people to be the future leaders or to actually be the people to anchor the future of our generation or the future of this nation, and I think that is a very worrying trend.”

    He challenged the Ministry to step up its efforts, noting a perceived lack of progress in the past seven years.

    “I want to challenge the Ministry of Gender, Children and Social Protection that they need to really up their games. I mean in the last seven years, I haven’t seen the ministry done much in protecting the vulnerable class, particularly women and children, and that is very worrying.”

    Additionally, Sosu hinted at petitioning the Inspector General of Police (IGP) regarding the aforementioned case.

    Three major pre-tertiary teacher unions have officially called off their strike, initiated nationwide on March 20, 2024.

    The unions, including the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT), and the Coalition of Concerned Teachers (CCT), ceased their industrial action citing the government’s lack of response to their service conditions.

    “We continue to ask the employer led by the Ministry of Employment and Labour Relations to commence negotiations this afternoon, today April 2 2024. So we can expedite the negotiations and come to a conclusion to forestall any other happenings in the future.”

    Awudu further urged the government, led by the Ministry of Employment and Labour Relations, to start negotiations promptly, aiming for a swift resolution to prevent future disruptions.

    Contrary to rumours, he clarified that she continues to attend school and does not live with the Wulomo.

    “She is still in school, she does not live with the Gborbu Wulomo. We started the traditional marriage of Naa Yomo Ayemuade (12-year-old) to ward off other men. When she matures, we will have our final rites”.

    During the elaborate marriage ceremony held on March 20, attendees were entertained by playful banter and innuendos, sparking laughter and controversy in equal measure.

    The shrine’s defenders argue that Naa Yomo’s role as a queen in training is part of a longstanding spiritual tradition, with strict guidelines ensuring no sexual relations occur until she is of legal age.

    “This is the third ritual she is going through which started six years ago. In fact, she is in school and we have ensured her mates and teachers are part of this journey”, he stressed.

    He added that “until the fourth ritual is performed, the Wulomo will not have any sexual relations with her. He will have to wait until she is mature or she reaches the legal age of marriage and childbirth”.

    This information, according to the IES, is crucial for ECG to plan its load response effectively, with a structured timetable in place.

    The IES stressed the need for ECG to focus on managing its load based on GRIDCo’s power supply and to ensure efficient revenue collection to achieve full cost recovery.

    “Such an information is vital for the ECG to plan its load response with a timetable,” the IES added in a statement signed and issued by its Executive Director, Nana Amoasi VII on April 1.

    Furthermore, the IES urged the Public Utility and Regulatory Commission (PURC) to extend its oversight beyond ECG and audit the upstream segment of the power sub-sector, particularly focusing on GRIDCo and export sales by the Volta River Authority (VRA).

    “The Public Utility and Regulatory Commission (PURC) must look beyond the ECG to audit the upstream segment of the power sub-sector, particularly the GRIDCo, and export sales by the Volta River Authority (VRA),” it added.

    This move, the IES believes, would contribute to a more comprehensive understanding and management of Ghana’s power infrastructure and operations.

Even at the time, in 2020, when we were in difficulty, the NDC was thinking that because we were in difficulty, Ghanaians were going to vote against the NPP. But I told you that before we will vote in the next election, the economy will be restored and Ghanaians will see the good works of the NPP government.”

    “I am surprised to hear reports of a patient’s demise due to oxygen supply being cut off during power outages. I find it difficult to accept,” Dr. Serebour stated, questioning the suggestion that the hospital lacked oxygen cylinders independent of electricity.

    He clarified that hospitals typically use backup cylinders during emergencies or power failures, as seen in his own facility, the Bekwai Government Hospital.

    Dr. Serebour underlined the importance of these cylinders for critical cases requiring oxygen support.

    Contrary to speculation, he explained that the cessation of monitors displaying zero readings does not directly cause patient fatalities.

    However, he noted that extended power outages, especially for patients on ventilators, could lead to life-threatening situations.

    Rashida Abubakar Tetteh, the troubled mother of a three-day-old baby, has spoken out about the tragic loss of her child allegedly due to a power outage at the Tema General Hospital on the evening of Tuesday, March 26.

    The 24-year-old mother, currently admitted to the Post C-S ward of the hospital, recounted her heartbreaking experience during an interview on Adom FM’s morning show Dwaso Nsem on Thursday, March 28.

    She revealed that, when she went to see her newborn son, a doctor told her the child could not survive due to the non-functional medical equipment during the power outage.

    “I went to visit my son but I didn’t see him. I was waiting outside when one doctor came to inform me that they were sorry but due to the lights out, my child could not survive because the incubator was not working.

    “The lights went off on Tuesday evening. No staff has spoken to me, and they haven’t said anything to me,” she narrated.

    The Ashaiman Circuit Court has issued fines totaling GH¢1320 to Safianu Osumanu and Aishatu Osumanu, siblings who admitted guilt to five counts of assaulting public officers, offensive conduct, and disturbance of court proceedings.

    Presided over by Mr. Simon Gaga, the court’s decision came after the siblings verbally assaulted four public officers, including janitor Ms. Millicent Zogli, Inspector Henry Tetteh Nartey, Corporal David Kwame Nyong, and Lance Corporal Rebecca Addo, during a civil suit hearing on February 1, 2024.

    The siblings risk a three-month prison sentence if they fail to pay the fines, emphasising the severity of their actions against law enforcement personnel.

    The incident occurred on February 1, 2024, when the siblings, accompanying their mother to court for a civil suit, disrupted proceedings by verbally assaulting the officers and causing a disturbance.

    Safianu, in particular, directed offensive language towards the first complainant, while both siblings resisted the officers’ attempts to maintain order, resulting in their arrest and subsequent court appearance.

    The recent passing of the Member of Parliament for Ejisu, John Kumah has ignited a flurry of political activity in the constituency.

    Nine members of the New Patriotic Party (NPP) are gearing up to compete for the now-vacant seat, creating a vibrant electoral atmosphere.

    According to a report from 3news.com, the race includes several prominent contenders.

    Notably, Kwesi Nyantakyi, former President of the Ghana Football Association, made his intentions clear during the ruling party’s campaign launch in the Ashanti Region.

    Also in the running is Abena Pokuaa Boaitey, known as ‘Ejisu Bronii,’ making her fifth bid to secure the constituency’s mandate.

    She serves as the CEO of Golden Beach Hotels Group.

    Joining the competition is Lawyer Portia Acheampong Abronye, the wife of the NPP’s Bono Region Chairman.

    Additionally, Helena Mensah, the current Presiding Member of the Ejisu Municipal Assembly, has entered the race, alongside former Presiding Member Michael Owusu.

    Further intensifying the contest, Kofi Agyapong, the current Constituency Chairman of the Ejisu Municipal Assembly, is also vying for the seat. Kwabena Boateng, an executive member of the assembly, has thrown his hat into the ring as well.

    Rounding out the list of contenders is Dr. Evans Duah, a lecturer at the Akenten Appiah Menkah University of Skills Training and Entrepreneurial Development (AAMUSTED), signaling a diverse and competitive field of candidates seeking to fill the void left by John Kumah’s untimely demise.

    Attorney-General and Minister of Justice Godfred Yeboah Dame has issued a directive to the Inspector-General of Police, Dr. George Akuffo Dampare, advising against the arrest of drivers for minor infractions.

    The letter, dated February 9, 2024, stressed that actions such as running red lights or lacking a valid insurance certificate should not result in vehicle impoundment.

    Mr. Dame, as the government’s principal legal adviser, emphasized the importance of fairness and reasonableness in applying road traffic regulations, particularly Regulation 158.

    He argued that impounding vehicles for minor violations not only imposes a financial burden on the state but also poses risks such as vehicle deterioration and theft.

    Mr. Dame warned of potential legal repercussions and judgement debts arising from unnecessary lawsuits if such practices continue.

    “As the principal legal adviser to the Government, I advise that police officers should desist from impounding or prohibiting the use of motor vehicles for minor offences such as alleged violations of road rules contained in Regulation 106, including crossing red lights or driving without a valid insurance certificate,” wrote the Attorney-General.

    The Attorney-General urged the police to exercise discretion judiciously, highlighting the need for fair and reasonable law enforcement practices to avoid legal action against the government.

    RE: IMPOUNDING OF OR PROHIBITION OF THE USE OF MOTOR VEHICLES FOR MINOR VIOLATIONS OF ROAD TRAFFIC REGULATIONS

    I wish your good self and the Ghana Police Service a Happy New Year.

    The Office of the Attorney-General and Ministry of Justice has received incessant complaints from members of the public including lawyers and senior public officials about the tendency of officers of the Ghana Police Service to impound or prohibit the use of motor vehicles deemed to have violated provisions of the Road Traffic Regulations 2012 (L. I. 2180).

    The provisions of L. I. 2180 under which police officers regularly exercise the discretion to impound vehicles, relate to alleged violations of the “Rules of the road” contained in Regulation 106. and other provisions pertaining to crossing the red light or driving a vehicle without a valid insurance certificate. A reason often advanced by police officers for impounding a vehicle is the necessity to “use the vehicle as an exhibit” in court proceedings. Whilst noting the mandate of personnel of the Ghana Police Service, we observe that relevant provisions of Regulation 158 of L. I. 2180 which govern the power to inspect, impound and prohibit the use of motor vehicles stipulate as follows:

    “158(1) An examiner, an authorised vehicle inspector appointed by the Licensing Authority or a police officer may inspect a motor vehicle or a trailer to ascertain whether the provisions of the Act or a regulation made or permit issued under the Act are being complied with.

    (2) In the event of non-compliance, an examiner authorised by the Licensing Authority or a police officer not below the rank of inspector may by order in writing prohibit the further use of the motor vehicle or the trailer until the provision has been complied with.

    (5) Where a motor vehicle or trailer is found parked on a road, a police officer may impound the motor vehicle or trailer or cause it to be taken to a police station or place of safety and be detained there until the owner of the motor vehicle or trailer and the person driving the motor vehicle or responsible for the trailer can be identified and dealt with as provided for under these Regulations.

    (7) A person who contravenes this regulation commits an offence and is liable on summary conviction to a fine of not less than twenty-five penalty units and not more than fifty penalty units or to a term of imprisonment of not more than three months or to both.”

    A careful examination of L. I. 2180 will disclose that the violations, for which police officers regularly impound vehicles, including Regulation 106 (Rules of the road) and other provisions relating to ignoring red light and driving without a valid insurance, are misdemeanours. This is easily discernible from the prescribed punishment of a maximum of fifty penalty units, or a term of imprisonment of not more than three months or to both. By virtue of section 1 of the Criminal Offences Act, 1960 (Act 29). a “misdemeanour” is construed in accordance with section 296 of the Criminal and other Offences (Procedure) Act, 1960 (Act 30). Section 296(4) of Act 30 stipulates as follows:

    “Where a criminal offence which is not an offence mentioned in subsection (5), is declared by an enactment to be a misdemeanour and the punishment for that offence is not specified, a person convicted of that offence is liable to a term of imprisonment not exceeding three years.” It is thus beyond doubt that the violations the subject matter of this letter are misdemeanours.

    An application of the road traffic regulations, particularly Regulation 158 requires fairness, candour and reasonableness. The impounding of a vehicle is not necessary for proof of a violation of any of the rules contained in Regulation 158 or indeed, most of the provisions in L. I. 2180. Thus, a position that the vehicle is required to be “used as an exhibit” in court is untenable and unreasonable.

    As Attorney-General and the principal legal adviser to the Government, I advise that police officers should desist from the impounding or prohibition of the use of a motor vehicle for minor offences such as an alleged violation of any of the rules of the road contained in Regulation 106, and other provisions pertaining to crossing the red light or driving a vehicle without a valid insurance certificate. etc.

    An unreasonable exercise of discretion or a failure to adhere to the advice herein has the tendency to result in unnecessary suits against the Government, occasioning needless expense and potentially avoidable judgment debts. The Office of the Attorney-General is already inundated with many suits arising from wrongful exercise of discretion and negligence by police officers. Further, it ought to be noted that responsibility for maintaining the condition of an impounded vehicle shifts from the owner of the vehicle to the State. Impounded vehicles are exposed to the risks of deterioration and theft of essential parts.

    A social media uproar has erupted over the New Patriotic Party‘s (NPP) priorities, as an outspoken user criticises the government’s focus on tablet procurement amid pressing education challenges.

    On various social media platforms, the user known as X has condemned the NPP, highlighting the country’s critical issues such as the lack of textbooks in basic schools, outstanding capitation grants, delayed school feeding programs, and unresolved buffer stocks debts.

    In a tweet, the user pointed out the staggering cost of Gh¢3,400 per tablet, totaling Gh¢4.46 billion for 1.3 million students, juxtaposed against the aforementioned education sector challenges.


    The Minister of Education, Dr Yaw Osei Adutwum, has announced that the first batch of 450,000 free student tablets fully funded through the Ghana Education Trust Fund (GETFUND) will be distributed next week.

    According to him, the distribution of tablets has been categorized into three phases, with 450,000 to be distributed to 32 schools to ensure the effective distribution of a total of 1.3 million tablets.

    President Akufo-Addo announced on March 25 the distribution of 1.3 million tablets to public Senior High School and Technical and Vocational Education and Training (TVET) students.

    The National Youth Organizer of the National Democratic Congress (NDC), George Opare Addo Esq., widely known as Pablo, has issued a challenge to Abetifi Constituency MP Bryan Acheampong, urging him to stand by his statement regarding power transfer if the NDC wins the 2024 general elections.

    Earlier, Mr. Acheampong declared that the New Patriotic Party (NPP) would not hand over power to the NDC, emphasizing his belief that the NDC cannot win the elections.

    “Last year I stood here in Mpraeso and said that whether NDC likes it or not they will never win the December 7 polls and therefore the NPP will not hand over power to them because they cannot win the elections. If you cannot win elections why do you want power to be given to you at all cost?

    “As at that time I made the statement Ghana was confronted with economic challenges which made it difficult for contractors to do their work, unable to continue agenda 111 projects among others”,  Mr Acheampong stated.

    Pablo from the NDC condemned these statements as irresponsible and unnecessary, cautioning the Abetifi MP to reconsider such claims.
