    A surfaced video features Reverend Eastwood Anaba expressing concern about churches prioritizing entertainment over the core purpose of listening to the word of God.

    “When you go to these our churches, sometimes I just imagine. If there is no drum, there is no organist, there is no guitarist and you take away all the music and the entertainment, many of our churches will die.

    I mean, you remove that, it will be like the oxygen support has been removed and that is because the entertainment in our churches, sometimes, I think is too much,” he said.

    He added that when a pastor is invited to a convention to speak, it often turns into “one song after the other, one dance after the other, choreography and somersaulting and all that.”

    Using examples such as kiosks, mosques, lorry stations, and chop bars, he emphasized that each of these places serves a specific purpose, and he wouldn’t exchange that for anything else.

    “I’ve never entered a ‘chop bar’ and they said ‘praise and worship’ before the food is brought. They know exactly why they exist so as soon as you sit down, they come to you with a menu. They want to know what you want to eat because the purpose there is eating,” he Reverend Anaba noted. 

    He, therefore, stressed that the purpose of the church is not entertainment yet “you see a lot of the singing but the singing is not for worship. The singing is actually for entertainment and there is nothing wrong with that. But when the harp, and the viol, and the tabret and the pipe and the wine are in their feast but they regard not the work of the Lord, neither consider the operations of his hands.”

    He went on to explain that it meant churches had followed entertainment until they were no longer in a position of authority.

    “How many pastors walk into church on Sunday and their aim is that today is there is a leper in my church he should be cleansed, if a dead person is there he should be raised, if there is a cripple the person should walk?,” he asked.


    Reverend Anaba emphasized that many pastors are primarily occupied with providing entertainment, delivering appealing sermons, and collecting offerings. He concluded that there needs to be a shift in the church’s approach, emphasizing a greater focus on healing and salvation rather than mere entertainment.

    Former Assistant Commissioner of Police (ACP) Benjamin Agordzo, acquitted of charges related to an alleged attempt to destabilize the country, expresses dissatisfaction with the government’s treatment during and after his trial.

    ACP Agordzo emphasizes his discontent, particularly with the handling of his case, stating this during an interview on UPfront with Raymond Acquah.

    “I don’t have any misgivings about them, but I’m not happy with the way they have treated me, they’ve mistreated me, they have persecuted me.

    “Even when the court has pronounced me acquitted and discharged the Attorney General is walking out there to say that if they had done their work very well I would have been also in prisoned.”

    He added, “You could not receive visitors if you really have to receive visitors, whoever it was could be frustrated because it could take them six to seven hours before they could get to you; so they will prefer going back.”

    ACP Agordzo emphasized that, as a result of his fear of being poisoned, he went five days without food and lived only on water while being held captive by the National Intelligence Bureau (NIB).

    “I never went on hunger strike, but I decided not to eat at BNI for five days and that was a personal decision, and I’m not going to explain it.

    ACP Agordzo said when he was first arrested “I decided not to eat” stating that when he was arrested for the second time, he “decided not to eat their food and I wouldn’t explain…why I didn’t want to eat their food.”

    “I could not trust people who were fabricating stories, so I was never fasting,” he added.

    While ACP Agordzo and two others were acquitted and discharged by the court, six individuals now face potential consequences, having been found guilty of conspiracy to commit high treason and high treason.

    The International Monetary Fund’s (IMF) “2023 Article IV Consultation” Staff Report reveals that the Bank of Ghana has given approval to the recapitalization proposals submitted by undercapitalized banks.

    These banks are mandated to inject a minimum of one-third of the required capital annually over the next three years, concluding in 2025, to achieve a 13.0% Capital Adequacy Ratio without regulatory forbearance.

    Currently, a majority of banks have already submitted their recapitalization plans.

    “The BoG [Bank of Ghana] will initiate corrective measures by end-March 2024 against banks that fail to uphold these recapitalisation requirements (new structural benchmark). In the short term, the BoG [Bank of Ghana] stands ready to deploy contingency measures if needed to ensure financial sector stability.

    The Bretton Wood said this move will ensure that banks’ capital needs have been estimated based on reasonable forward-looking assessments of losses from government debt restructuring and increases in Non-Performing Loans.

    NIB’s insolvency plan to be addressed by end-2024

    “The authorities [government, BoG] also aim to address the legacy issues of the financial sector and strengthen the governance of state-owned banks. The remaining tasks from the earlier sector cleanup include addressing the challenges of NIB and long-standing undercapitalization of several special deposit taking institutions (SDIs)”.

    The report states that both the Bank of Ghana (BoG) and the Ministry of Finance will collaboratively formulate and initiate, by the end of March 2024, a credible, comprehensive, and cost-effective plan aimed at addressing the insolvency challenges of the National Investment Bank (NIB) by the end of 2024.

    In order to mitigate the accrual of additional risks until the completion of this plan, the Staff Report of the Fund indicates that the BoG is dedicated to strengthening the monitoring of NIB and imposing appropriate constraints on critical risk areas.

    The report emphasizes that the systematic resolution of other Specialized Deposit Taking Institutions and fund management firms, along with the settlement of outstanding payouts to clients of Securities and Exchange Commission (SEC)-licensed fund management companies, will be concluded by the conclusion of 2024. The government’s payouts will be executed through a burden-sharing approach to minimize fiscal costs.

    Furthermore, the authorities are committed to developing a strategy ensuring that state-owned banks adopt sound governance principles, effective business models, and robust risk management systems to secure their long-term viability and facilitate an organized government exit.

    Dr. Ben Nyanihorba Ayamba, the inaugural visually impaired UCC PhD graduate, successfully completed the rigorous seven-year journey in Guidance and Counselling, earning his doctorate degree.

    The achievement was celebrated at the university’s 56th Congregation, where he was one of 103 PhD graduands among 3,034 postgraduate students.

    Acknowledging his determination, Dr. Ayamba received the Special Chancellor’s Award of US $2,000. UCC, in its 56th congregation, graduated a total of 18,539 undergraduate and postgraduate students.

    Despite losing his sight in 1995, Dr. Ayamba persevered through rehabilitation and pursued education, eventually attaining his PhD in 2023.

    His journey, marked by faith and resilience, underscores the importance of supportive environments, with UCC’s resource center for Persons with Disabilities playing a crucial role in facilitating his academic success.

    “The Lecturers were also helpful; knowing our situation, especially those of us with visual impairment, they put the right methodologies in place to help us get the content and the necessary skills and competencies before completion,” he said.

    Instead of keeping their disabled child hidden from society, Dr. Ayamba pleaded with parents to seek advice and assistance so they can enroll their child in the right institutions and discover their potential and interests.

    “Some parents think once the child is disabled, he cannot do anything. They should contact the social welfare and the Ghana Blind Union and other organisations for the physically challenged,” he said.

    “There are a lot of educational facilities and rehabilitation centres to assess the capabilities of the child to know where they fit best; whether in an inclusive school, a mainstreaming school or to be placed in a special school,” he added.

    Despite his retirement in 26 days, Dr. Ayamba said he was still available for the country because he had earned a PhD in guidance and counseling.

    Government experiences 121.4% oversubscription of Treasury Bills valued at GH¢5.606 billion.

    The surge in demand for Treasury bills followed the receipt of the second tranche of the International Monetary Fund (IMF) bailout package by the government.

    As per the Bank of Ghana’s treasury auction report, interest rates observed a decline for the fourth consecutive week in 2024.

    The auction, showcasing strong investor interest, especially from banks, revealed notable figures. Approximately 50.6% of the total bids, amounting to GH¢2.839 billion, were directed towards the 91-day bill, with an uptake of GH¢2.72 billion.

    For the 182-day T-bill, GH¢1.532 billion were tendered, of which GH¢1.531 billion were accepted. In the case of the 364-day bill, all bids totaling GH¢1.234 billion were accepted.

    Simultaneously, there were declines in yields for the respective bills. The yield on the 91-day bill decreased by 29 basis points to 28.59%, while the 182-day bill witnessed a drop to 31.09% from the previous week’s 31.39%. Similarly, the one-year bill experienced a decrease to 31.79% from the previous 31.99%.

    Mali, Burkina Faso, and Niger have collectively declared their immediate withdrawal from the Economic Community of West African States (ECOWAS). Expressing discontent, the three nations asserted that ECOWAS has strayed from its original purpose, no longer serving their interests.

    In a joint press statement issued on Sunday, January 28, the countries formally announced the termination of their membership in the regional organization.

    “After 49 years, the valiant peoples of Burkina Faso, Mali, and Niger regretfully and with great disappointment observe that the (ECOWAS) organization has drifted from the ideals of its founding fathers and the spirit of Pan-Africanism,” excerpts of the statement said.

    Following their suspension by the regional organization for coups and noncompliance with its directives to reinstate civilian rule, Mali, Burkina Faso, and Niger have decided to leave ECOWAS.

    The nations have chosen to reject membership in ECOWAS during their suspension, demonstrating their disobedience of the regional body’s policies.

    “Indeed, the organisation has not provided assistance to our States in the context of our existential fight against terrorism and insecurity; worse, when these States decided to take their destiny into their own hands, it adopted an irrational and unacceptable posture by imposing illegal, illegitimate, inhumane and irresponsible sanctions in violation of its own texts; all things which have further weakened populations already bruised by years of violence imposed by instrumentalized and remote-controlled terrorist hordes.”

    During a summit held in Abuja, Nigeria, in December 2023, West African leaders called for a “short” transitional period towards civilian rule in Niger to consider easing economic sanctions imposed on the country.

    Sanctions were imposed following the ousting of Niger’s President Mohamed Bazoum in a coup in July 2023. The junta declared a three-year timeline for the restoration of civilian rule.

    Mali faced disruptions to civilian rule due to two coups, the first occurring in August 2020, while Burkina Faso witnessed the overthrow of its elected government in 2022.

    The recent choice of the three West African nations to exit ECOWAS signifies their dissatisfaction with the regional body’s actions and its departure from its original founding purpose.

    “However, when the road started deteriorating, the Company then constructed a private road into its operational territories and abandoned the main road,” he indicated.

    The CPP Parliamentary Aspirant additionally urged Ghana Gas to remove the blockade affecting the river that traverses from Beyin to old Nzulezo. This blockade has resulted in spillage and flooding in communities like Ellonyi, Benyi, Ngrekazo, Miegyina, and Kebaku during heavy rainfall.

    Nana Miezah emphasized that this situation has generated a heightened sense of insecurity among the residents of these communities.

    He said: “If Ghana Gas fails to respond positively to all the letters, we have written to them, I will lead traditional rulers and youth in the area to place an injunction on all activities of the Ghana National Gas Company.”

    The CPP parliamentary candidate declared that he would work to lead Jomoro’s development and that he represented the interests and goals of the people.

    The decision is influenced by the changing security situation and preferences of Israeli travelers.

    The move comes amid tensions between South Africa and Israel, with the International Court of Justice (ICJ) set to deliver a preliminary judgment on a case brought by South Africa, accusing Israel of genocide against Palestinians. Israel vehemently denies the accusation.

    The spokeswoman emphasized that the Israelis’ reluctance to fly to South Africa, in contrast to their interest in other destinations, played a role in the decision to pause the route.

    The company also cited the current security situation as a contributing factor.

    The West African bloc, Ecowas, has drawn criticism from Niger after delaying its negotiation mission to the country due to “technical problems” with the chartered plane meant to transport most of the delegation from Abuja to Niamey.

    Kenyan Court of Appeal rejects govt request to implement controversial housing levy

    In a blow to the government, Kenya’s Court of Appeal has dismissed a request to suspend a previous order blocking the implementation of a contentious housing levy.

    The government had sought permission to continue deducting the monthly levy from the salaries of Kenyan workers while awaiting the outcome of appeals challenging its introduction.

    Last June, President William Ruto signed the Finance Act, which introduced a 1.5% housing levy payable each month by both employers and employees.

    However, in November, the High Court declared the levy unconstitutional, citing its introduction without a proper legal framework and its exclusive imposition on salaried Kenyans. The court barred the government from enforcing the levy.

    The government contends that the levy aims to facilitate the development of affordable housing programs for low-income earners. The recent ruling brings relief to many Kenyans, although the Court of Appeal is yet to make its final decision.

    The Ghana Federation of Labour (GFL) has been actively promoting talks about a potential raise in the retirement age, suggesting a change from 60 to 65 years.

    The federation claims that reconsidering the retirement age could enable healthy retirees to continue making substantial contributions to the workforce, offering valuable experience and expertise.

    In an interview with Accra-based Citi FM, Dr. Abraham Koomson, the Executive Secretary of the Federation, explained the reasoning behind the proposal.

    He recounted an incident where a retiree, still in good health, was about to exit the workforce. This prompted the GFL to engage in discussions with stakeholders and the government, examining the potential of adjusting the retirement age.

    “We were in a program where somebody was going for retirement, and we realized that the person was strong and fit and could have stayed on for a while. So, we realized that why don’t we discuss and put this across for stakeholders and government and see whether some adjustment could be made so that we don’t waste these people who have institutional memories to help the growth and development of wherever they will be working,” Dr. Koomson explained.

    Yet, he recognized the need for a constitutional amendment to execute the suggested alteration. Initiating discussions with the government is essential because modifying the retirement age mandates a constitutional amendment. Dr. Koomson stressed that this process would demand time and careful consideration.

    “We have to engage the government and discuss the possibility. It is constitutional, so it means the constitution should be amended. It will not happen overnight, so we have to engage in discussions,” he stated.

    Making a comparison to the legal profession, Dr. Koomson pointed out that judges frequently serve until they are seventy years old, suggesting that people in good health may be able to continue working after the customary retirement age.

    “Even if we go to the judicial sectors, I think they spend about seventy years or something. So if a judge could be working at the age of seventy, it means that at a certain age, if you don’t have any health challenges, the person will be okay to work,” he added.

    In 2019, Mr. Kwesi Quartey, Deputy Chairman of the African Union Commission (AUC), stressed the need for Ghana to consider and reevaluate its retirement age, proposing an upward adjustment from the current age of 60.

    Mr. Quartey argued that such reconsideration is essential for the country to leverage the valuable knowledge and experience of individuals within that age group who remain highly productive. He asserted that many individuals at the age of 60 are still active, productive, and at the peak of their capabilities.

    Several developed nations have already shifted their retirement policies. By 2018, some countries had gradually increased their minimum retirement age from 60 to 62 years.

    As the GFL advocates for this change, the ongoing dialogue with the government is expected to play a crucial role in shaping the future of retirement policies in Ghana.

    Residents affected by the recent assault in Salugu, situated in the North Gonja District of the Savannah Region, are urging the government for assistance after losing all their belongings in the unfortunate incident.

    The victims, mostly women and children, now face a dire situation without food and shelter, struggling to salvage anything from the ruins left by the attackers.

    They are appealing for prompt action to ensure justice is served, underscoring that this is not the first time they have endured such assaults.

    On December 26, 2023, unidentified individuals on motorcycles reportedly invaded the farming community, setting fire to fifty houses along with food supplies and personal belongings.

    Despite a visit by the North Gonja District police to the area, no arrests have been made in connection with the attack.

    The impacted community comprises sixty-two children, thirty adult females, and twenty adult males, all of whom have experienced substantial losses. The victims describe how their hard-earned harvest from the 2022-2023 farming season, stored in their homes, was not spared in the merciless attack.

    During the visit to Salugu by Myjoyonline, scenes unfolded of distressed women making desperate efforts to salvage whatever they could from the charred remnants of their belongings. In a poignant moment, sixty-six-year-old widow Karimatu Alhassan was discovered alone in her burnt room, in tears, trying to gather anything she could find.

    “What pains me the most is that I have no husband or son around. The little that I harvested at home would have lasted me through the dry season, but now, everything is gone. It’s a big problem for me because how do I feed,” bemoaned Karimatu Alhassan.

    Kasim Adam, another victim, shared the heartbreaking account of losing all his belongings, including a flat-screen television, bed, mattress, clothes, and other valuables. He claimed to recognize the individuals responsible for the attack and alleged that when he attempted to intervene, two policemen pushed him away and fired warning shots.

    Upon further investigation by Myjoyonline, it was revealed that the assault on Salugu and Daboya communities originated from a dispute between a farmer, Alhassan Abu, and a herdsman.

    The farmer had sought compensation for damages caused by the herdsman’s cattle, leading to a confrontation.

    When the herdsman refused to pay, the farmer took custody of one of the cows, subsequently reporting the incident to the police. The police have now taken custody of the cow in Daboya.

    On Wednesday, January 24, 2024, the High Court in Accra sentenced six out of the ten individuals accused of plotting a coup against the government of Nana Addo Dankwa Akufo-Addo to death by hanging.

    Presided over by Justice Afia Serwah Asare-Botwe, Justice Hafisata Amaleboba, and Justice Stephen Oppong, the court found the six accused persons—Donya Kafui, Bright Allan Debrah Ofosu, Yohannes Zikpi, Warrant Officer Class Two Esther Saan Dekuwine, Lance Corporal Ali Solomon, and Corporal Sylvester Akanpewon—guilty of treason or conspiracy to commit treason.

    This verdict is shaping up to be a contentious issue between the executive arm of the government, led by President Nana Addo Dankwa Akufo-Addo, and the legislative arm, headed by the Speaker of Parliament, Alban Bagbin.

    The high court judges seem to have based their decision on the Criminal Offences Act, 1960 (Act 29), which prescribes the death penalty for individuals found guilty of crimes such as treason and other serious offenses, including murder.

    However, there is a dispute about whether this law is the current law or whether it has been amended. Some legislators, including Francis-Xavier Sosu, the Member of Parliament for Madina, argue that the death-by-hanging sentence handed down by the court cannot stand because the law has been amended to punish such crimes with life imprisonment.

    “Death Penalty Abolition – Ghana’s status of having abolished death penalty for ordinary crimes is same. The Criminal Offenses (Amendment) Act, 2023, (Act 1101) passed by @GhanaParliament & Assented to by @NAkufoAddo on Aug 2, 2023 and Gazetted the same day is the current law,” he wrote on X on Thursday, January 25, 2024.

    He provided some documents to prove that the said amended act was “passed by parliament and assented to by the president” on August 2, 2023.

    However, the presidency maintains that the president has never signed the amendment into law.

    In a memorandum to the Parliament of Ghana, President Akufo-Addo conveyed his refusal to give assent to the Criminal Offences Amendment Bill, Criminal Offences Amendment Bill (2), and Armed Forces Amendment Bill, citing their breach of Article 108 of the constitution as private members bills.

    Despite this, Alban Bagbin addressed the matter in detail on Friday, December 22, 2023, stating that the President had given his assent to the Criminal Offences Amendment Bill on the abolishment of the death penalty as far back as August this year. The bill was gazetted as Criminal Offences Amendment Act, 2023, Act 1101, published, and made available to the public.

    “By a letter dated 3rd August 2023 assented to on the same day by the President, the bill was gazetted as a Criminal Offences Amendment Act 2023, ACT 110 published and made available to the public. So, it was no longer a bill but an ACT,” Bagbin narrated.

    He continued: “The foundation of my disagreement with the President’s position and refusal to assent to the three bills is anchored on four critical aspects of the Constitutional interpretation procedural adherence.”


    The speaker has recently expressed his intention to escalate the matter to the judiciary, the third arm of government, seeking a final determination from the court.

    As a result, the fate of Donya Kafui, Bright Allan Debrah Ofosu, Yohannes Zikpi, Warrant Officer Class Two Esther Saan Dekuwine, Lance Corporal Ali Solomon, and Corporal Sylvester Akanpewon will once again be subject to the court’s decision.

    The ‘six convicted coup plotters’ face the possibility of being hanged, depending on whether the judiciary aligns with the executive or the legislature, especially if they lose their appeals.

    The Ghana National Fire Service (GNFS) has reported a distressing incident involving the collapse of a building onto firefighters while battling a blaze in Westland, West Legon.

    On Wednesday, January 24, 2024, as fire service personnel were diligently working to extinguish a fierce fire, tragedy struck, resulting in injuries to four firefighters.

    In an official press statement released on Thursday, January 25, by Timothy Osafo-Affum, the Director of Public Relations of GNFS, it was revealed that two of the injured officers, currently in critical condition, are undergoing treatment at the University of Ghana Medical Centre. They were referred from the Medifem hospital.

    The other two officers, who sustained minor injuries, received prompt medical attention and have already been discharged.

    The GNFS has initiated an investigation to determine the cause of the building collapse during the firefighting operation. The incident has sparked concerns and calls for a thorough examination to prevent such tragedies in the future.

    ‘Work on our roads or refrain from campaigning here, period!’ – Angry Ashaiman residents to politicians

    Upset inhabitants of Ashaiman, located near Tema in the Greater Accra region, are advising politicians to abstain from seeking votes in the municipality. They attribute their stance to what they describe as eight years of neglect in road infrastructure.

    Despite residents’ pleas and numerous demonstrations to highlight the deteriorating condition of their roads, no improvements have been made. The frustrated residents conveyed this warning during a road rehabilitation initiative led by the MP for the area, Ernest Norgbey, on January 25, 2024.

    Residents explicitly cautioned politicians against engaging in political campaigns until the roads undergo comprehensive rehabilitation.

    Francis Azorliade, a resident, asserted that “If they neglect Ashaiman’s roads, no political party should dare to campaign here. We are prepared to sacrifice for our people.”

    He added, “Our message goes out to the NPP, NDC, PPP, and all political parties: Address the roads in Ashaiman, or refrain from campaigning here, period!”

    A 38-year-old mother of three, who also engages in petty trade along the VALCO Flats to Lebanon road, emphasized the daily challenges she faces due to the deplorable state of the road. Expressing her frustration, she stated, “They only pay attention during elections; hence, we’ve decided not to vote.”

    The pervasive issues of air pollution, discomfort experienced by motorists, and the extensive traffic jams endured by Ashaiman residents prompted MP Ernest Norgbey to take action by initiating the reshaping of four kilometers of the most deteriorated sections within the municipality’s extensive 160 KM road network.

    During the road reshaping initiative, MP Norgbey commented, “I have received numerous complaints about the deplorable state of the roads. I empathize with their pain, having traversed these roads myself. Despite organizing demonstrations and raising the issues in Parliament, both the local assembly and the government remain unresponsive.”

    “I cannot stand by while my people suffer, so I have opted for a temporary reshaping of four or five kilometers of the road. I hope and pray that when the NDC government assumes power, the entire 166 km of roads in the municipality will be paved,” assured Ernest Norgbey.

    In response to residents’ concerns about the ban on political campaigning in Ashaiman due to the dire state of the roads, Norgbey believes that the NDC should be an exception. He urged residents to direct their frustration toward the current government, emphasizing the neglect of Ashaiman’s rightful share of national resources. Norgbey encouraged residents to heed his and John Dramani Mahama’s promises of action if the roads continue to be neglected.

    Residents, in turn, have pledged to disrupt any electoral process if the condition of the roads does not improve before the upcoming general elections later this year.

    Private Legal Practitioner, Maurice Ampaw, has chosen not to attend the invitation extended by the Kumasi Traditional Council following allegations of making derogatory remarks against the Asantehene.

    After being given a one-week ultimatum, alongside the New Patriotic Party (NPP) leadership, to present Chairman Wontumi, Bernard Antwi Boasiako, before the council at the Manhyia Palace, Mr. Ampaw explained his decision in a recent response on Kasapa Radio. He clarified that he would not honor the invitation due to what he perceives as a verbal attack on his integrity.

    While initially intending to attend the invitation out of respect for Manhyia, Mr. Ampaw expressed feeling insulted by certain traditional leaders. This has led him to believe that his case had been prejudged without giving him the opportunity to present his side.

    “I’ve been insulted, and these assaults have been published all over social media, and my enemies are using it against me.

    “I’ve been insulted on numerous media platforms. Nobody listened to my side of the story. So why do you expect me to be at Manhyia on Monday?” he questioned.

    “You’ve already judged the case,” he added.

    The attorney’s choice not to respond to the summons occurs against a backdrop of escalating tensions related to the alleged derogatory remarks against the Asantehene.

    Despite the Kumasi Traditional Council issuing a one-week ultimatum for Ampaw and the NPP leadership to present Chairman Wontumi, the attorney’s refusal to participate introduces a new element into the developing situation.

    As the controversy persists, it is uncertain how the Kumasi Traditional Council will react to Ampaw’s decision and whether additional measures will be implemented to address the perceived insults against the Asantehene.

    Video: New $250m BoG headquarters 70% done

    The Bank of Ghana‘s (BoG) new 21-story headquarters situated in Ridge, which is slated to be completed in September 2024, is currently at about 70 percent completion.

    The project consists of three main blocks, namely the Tower, Urban and Amenities Blocks including basements, podium and ancillary facilities.

    As of August 2023, the completed works on the project were: 13th Floor slab casting, Upper Roof slab casting, Upper Ground slab casting.

    Internal blockwork in both Tower and Urban blocks, as well as mechanical, electrical, and plumbing (MEP) first fixes, which were ongoing at various levels five months ago, are believed to be completed or nearing completion following a visit by the Independent Ghana to the site.

    From the current progress, it is likely that the construction of the edifice will be completed by September as per the Central Bank’s projections.

    Approval from Public Procurement Authority

    The Central Bank then wrote to the Public Procurement Authority (PPA) on January 14, 2020, for approval to use the Restricted Tender Method. This procurement method was based on national security considerations.

    The following firms, known to be operating in Ghana, were shortlisted: MAN Enterprise, WBHO Ghana Ltd, De Simone Ltd, Goldkey Properties Ltd., and Ronesans Construction.

    Subsequently, tenders were opened on June 19, 2020, at 11am and were later evaluated between July 6 and 17, 2020.

    After evaluation of tenders were received, the Entity Tender Committee (ETC) of the Bank at its meeting held on August 6, 2020 considered Tender Evaluation Panel’s recommendation and approved the award of contract for the project to Messrs Goldkey Properties Limited at the cost of $121,078,517.94.

    The PPA later revised the initial approved estimated amount from USD81,882,640.00 to USD121,078,517.94.

    Following this, the Central Tender Review Committee (CTRC) on September 4, 2020, granted concurrent approval to the Bank to engage the recommended Tenderer, Messrs. Goldkey Properties Limited, at a contract price of USD121,078,517.94.

    Commencement of work

    The project site was formally handed over to the contractor in March 2021 for commencement of preliminary site works and designs.

    Later on, there was a review of the design, prompting the ETC of the Bank at its meeting held on 19th December 2022 to revise the project cost of USD2,068.00/m2.

    CTRC subsequently granted concurrent approval for the revised scope of works at cost of USD2,068.00/m2 on 17th January 2023.

    Forex inflows anticipated to bolster market confidence

    Market confidence is set to experience a significant uplift with expected forex inflows in the coming week from both the International Monetary Fund (IMF) and the World Bank.

    On Tuesday, January 23, the World Bank greenlit a US$300 million Development Policy Operation for Ghana, marking the initial step in a three-part series. This initiative aims to address the country’s fiscal constraints while sustaining the momentum of its economic recovery.

    In a release, the World Bank emphasized that the Government of Ghana remains steadfast in its commitment to restoring macroeconomic stability and implementing enduring reforms to guide the economy towards robust, long-term sustainable growth and transformation.

    “The disbursement of this US$300million Development Policy Financing, the first in a series of three, will play a vital role in easing Ghana’s fiscal constraints, sustaining the momentum of economic recovery while protecting the poor and vulnerable,” said Ken Ofori-Atta, Minister of Finance

    “Restoring fiscal and debt sustainability, bolstering growth prospects, curbing inflation, and protecting the most vulnerable – measures supported by this financing – are urgent priorities for Ghana. They are also essential steps to allow the country to attract more foreign investment, revitalise its domestic private sector, build resilience against climate change, and improve the quality of life of its people,” said Ousmane Diagana, World Bank Vice President for Western and Central Africa.


    These initiatives, backed by the financing, play a pivotal role in attracting foreign investment, rejuvenating the domestic private sector, enhancing resilience against climate change, and elevating the overall quality of life for the people of Ghana.

    The Resilient Recovery Development Policy Operation is the inaugural phase of a three-part series, each amounting to US$300 million. It forms part of the World Bank’s broader commitment to crisis response and resilience for Ghana, with a focus on reinstating fiscal sustainability, supporting financial sector stability, promoting private sector development, improving energy sector financial discipline, and bolstering social and climate resilience.

    Specific reforms include strengthening domestic revenue mobilization, controlling expenditures, ensuring financial sector stability, promoting private investment, addressing energy sector challenges, fortifying the social protection system, and integrating climate adaptation and mitigation into policies.

    In addition, the government recently completed the first review of its three-year, US$3 billion Extended Credit Facility (ECF) arrangement with the IMF. This successful review facilitated the disbursement of the second tranche of US$600 million under the program, bringing total disbursements to approximately US$1.2 billion. This approval followed a constructive US$5.4 billion debt negotiation with Ghana’s official creditor committee.

    Furthermore, the World Bank is poised to disburse US$250 million in support of the Ghana Financial Stability Fund (GFSF), designed to address solvency issues in the financial sector.

    These injections are expected to result in a substantial FX inflow of about US$1.15 billion, further fortifying the stability of the cedi in the foreseeable future.

    However, despite some FX liquidity injection last week and the IMF’s first review, the cedi experienced a decline against major trading currencies, primarily due to a stronger US dollar. The USD index closed 100 basis points stronger following robust US economic data indicating a cautious approach by the Federal Reserve regarding policy rate cuts.

    According to Databank, an asset management company, this led to the strengthening of the US dollar against a basket of African currencies, including the cedi. Consequently, the central bank’s US$11.6 million spot market support failed to cushion the cedi, resulting in a 1.60 percent weakening against the US dollar to a mid-rate of 12.53/$ on the retail market.

    The local currency also experienced a 1.12 percent and 1.11 percent week-on-week decline against the GBP and the Euro on the retail market.

    “Despite the prevalence of corporate demand, we expect FX market sentiment to improve as the deal’s inflow should help increase supply-side intervention and cushion the cedi in the near-term,” Databank said.

    Ghana’s economic recovery hangs in the balance as cedi faces further depreciation – Financial Expert

    The ongoing struggle of the cedi to sustain its value over the long term is prompting concerns about the economy’s prospects for enduring transformation, according to financial expert Adjei Boateng.

    Mr. Boateng, a chartered financial analyst (CFA), underscored the significant devaluation of the cedi, which has lost 91.6 percent of its value since the 2007 redenomination of the currency. This devaluation is primarily attributed to inflation, fueled by excessive money supply and exchange rate volatility.

    He highlighted that the domestic broad money supply has experienced an alarming average annual increase of 29.4 percent for over two decades. This contrasts sharply with the less than four percent average growth observed in advanced economies and the less than 10 percent average in stable developing countries.

    Addressing the audience at the 2nd Annual Forecast Dinner and Recognition Ceremony by CFA Society, Ghana in Accra, he remarked:“In the last 23 years, the cedi has not appreciated once; it is almost as inevitable as the laws of physics that the currency will depreciate.”

    He added that holding cash without saving or investing over this period would render a certain amount of cedi practically worthless today.

    Illustrating the impact of these factors on the local unit, he analyzed hypothetical pension contributions primarily invested in Treasury bills. While nominal returns over 10 years, starting in January 1994, would reach a seemingly impressive 1,451 percent, adjusting for inflation – which averaged 29 percent during the period – paints a different picture, a meager 3.2 percent real appreciation.

    This pattern persists over longer periods, highlighting the illusion of high nominal returns.

    According to his analysis, while nominal returns would reach 7,036.5 percent and 44,411.1 percent over 20 and 30 years, respectively, the real returns would have been a negligible 48.3 percent and 65.3 percent.

    “We would pat ourselves on the back for the nominal returns to investors; but really, the needle has barely moved in real value terms,” he added, urging diversification of investment vehicles.

    Similarly, Nana Wiafe Boamah, President of the CFA Society, Ghana, expressed concern over the diminishing investor confidence resulting from recent challenges within the ecosystem in a candid address. He emphasized the adverse impact on the investment industry.

    Despite the setbacks, he highlighted the prospect of recovery and cited examples from other nations that successfully rebounded from similar crises.

    Drawing parallels with the United States’ historical financial challenges, such as the S&L and housing crisis, as well as more recent scandals involving Bernard Madoff and Alan Stanford, Mr. Boamah expressed confidence in the resilience of the local finance and investment sectors.

    He underscored that Ghana, too, can “build back better” through a concerted effort from all stakeholders.

    “We can restore the broken wall of trust within our industry if we will all, our regulators included, commit ourselves to excellence, professionalism and integrity in our dealings. In today’s rapidly evolving economic landscape, the need for astute finance professionals has never been more pronounced. The challenges we face require collective sharing of ideas, knowledge and a commitment to staying ahead of the curve,” he remarked.

    Despite the cedi’s relative stability since mid-2023 following its plunge in 2022, concerns persist. While the recent approval of the International Monetary Fund (IMF) loan program and debt restructuring offer temporary relief, the renewed depreciation against major currencies last week, driven by a stronger US dollar, underscores underlying vulnerabilities.

    During the previous week, the cedi weakened against major currencies as a surging US dollar outpaced the central bank’s efforts to support it. The dollar’s strength originated from robust US economic data, sparking speculation that the Federal Reserve would refrain from cutting interest rates in the foreseeable future.

    This led to the greenback rallying against various currencies, including the cedi. Even a US$11.6 million intervention by the Bank of Ghana in the spot market provided little restraint, resulting in the cedi losing 1.60 percent against the dollar to close the week at a mid-rate of GH¢12.53 per dollar on the retail market. The local currency also depreciated against the euro and pound, losing 1.12 percent and 1.11 percent, respectively, on the retail market.

    Nevertheless, analysts at Databank express near-term optimism despite these challenges.

    “Despite the prevalence of corporate demand, we expect FX market sentiment to improve as the deal’s inflow should help increase supply-side intervention and cushion the cedi in the near term,” Databank added in its forecast following last week’s development with the Bretton Woods institutions.

    The Minister for the Interior, Ambrose Dery, has adjusted the curfew hours for the Bawku municipality and its surroundings, changing them from 8:00 pm to 5:00 am to 6:00 pm to 6:00 am, effective Thursday, January 25, 2024.

    The decision to modify the curfew hours was made following the advice of the Upper East Regional Security Council, according to a statement from the Ministry of the Interior.

    “Meanwhile, there is a total ban on all persons in the Bawku Municipality and its environs from carrying arms, ammunition or any offensive weapons and any persons found with any arms or ammunition will be arrested and prosecuted,” part of the statement read.

    Ambrose Dery, representing the government, urged the Chiefs, Elders, Opinion Leaders, Youth, and residents of the area to demonstrate restraint amidst the challenges they face.

    He also encouraged them to employ non-violent approaches to channel their efforts toward maintaining peace.

    Not only did Reggie Rockstone criticize musicians, but he also implied that the makers of well-known digital streaming services, like Spotify, are making sizable profits off of musicians.

    He made it clear that the majority of the money raised goes to help people in other countries.

    “The white people are really enjoying our money out of the digital streaming platforms they’ve created like Spotify and the rest. They’re really spending our money, and they always find a new way to rip, so we have a lot of things that we have to look at,” Rockstone lamented.

    In a post on X, the former Trade and Industry Minister expressed concerns about the timing of the tax implementation, emphasizing that, considering the prevailing economic challenges faced by Ghanaians, it was inappropriate for the government to introduce additional financial burdens through new taxes.

    Brigadier General Nunoo Mensah, a former National Security advisor, has raised alarms, labeling the continuous killings of civilians by the military as a growing security threat.

    His comments come in the wake of an incident the military has termed a “neutralization” operation involving individuals engaged in gunfire.

    This encounter resulted in the deaths of three Bawku residents, escalating tensions in the area already dealing with renewed chieftaincy conflicts.

    The incident, which took place on the night of January 18, 2024, led to the unfortunate demise of three individuals. The military, assigned to maintain peace amidst the chieftaincy conflict, asserted that the deaths occurred during an exchange of gunfire at Sabon­gari around 8:30 pm. According to the military, officers on night foot patrols near Hasania School were attacked by four gunmen, prompting a defensive response.

    However, this version contradicts reports that emerged on January 19, 2024, suggesting that soldiers were responsible for the killing of three residents on the previous night. Despite these claims, the military has denied any involvement in the deaths, maintaining that their actions were in response to a direct threat. Brigadier General Nunoo Mensah’s statement underscores the need for a thorough investigation into the incidents and a reevaluation of the military’s approach to maintaining peace in the region.

    “It is worth mentioning that at about 2030 hrs same day, own troops conducting night foot patrols around Hasania School at Sabongari were fired upon by 4 gunmen. The troops returned fire spontaneously neutralizing 3 of the assailants. The fourth suspect managed to escape,” the statement said.

    The Armed Forces further stated in its release that “It is instructive to note that directly engaging the military is a development that could result in fatal consequences; as troops will spare no opportunity to defend themselves as well as protect residents of Bawku. Therefore, factions in the Bawku conflict are cautioned against drawing the military into direct armed confrontation while efforts are undertaken to resolve the current impasse.”

    In an exclusive interview with TV3’s Beatrice Adu, Brigadier General Nunoo Mensah, a former Chief of Defence Staff, attributed the recent killings to indiscipline within the military. He expressed the view that such indiscipline stems from the fact that military personnel are recruited from what he termed as “a rotten society.”

    “If Ghana is rotten, the military will be; that rot will also infect the military…. The individuals we are recruiting into the army come from the public. What do you expect?” he questioned.

    When questioned about whether Ghana was moving closer to that scenario, the former security advisor commented that the signs are already evident within our communities.

    Although ECG and the Northern Electricity Distribution Company (NEDCO) had been instructed to initiate the tax from January 2024, ECG has indicated that it has not yet implemented it.

    During an appearance on Joy News’ PM Express on Wednesday, January 24, Samuel Dubik Masubir Mahama, the Managing Director of ECG, stated that the company cannot simply comply with the government’s directive, especially when there are issues with the provisions in the law passed as far back as 2013.

    Mahama explained that in January 2023, he sought the opinion of ECG lawyers regarding the provisions in the law due to identified problems. To substantiate his claim, he presented a document to the show’s host, Evans Mensah, dated January 10, 2023.

    “I asked for a legal opinion from the lawyers for ECG, to find out if within the law, this provision is right and in its implementation what it will mean. So let’s not take it for granted that even the company ECG or the government itself is not taking proactive measures to close this gap and find a way out of it.


    The Managing Director of ECG holds the perspective that the government’s letter instructing the implementation of the tax from January 2024 provides an opportunity for additional engagement with stakeholders regarding the policy.

    When the host reminded him that the letter from the government was a directive, he retorted, “It’s a directive, but if you are giving a directive and there are bottlenecks, you don’t go implementing a directive that has bottlenecks. Every directive allows for conversations to be had. ECG itself you have to come to ECG to ask ECG how you are going to implement this. There has to be stakeholder engagement, there has to be some form of sensitization so if you call this as a directive to me, I didn’t treat it as a directive” he emphasised.

    He mentioned that he has engaged in additional discussions with the Ministers of Energy and Finance to review the law and consider subsequent actions.

    “Conversations are far advanced. If this thing would have been charged this year, then by 1st January it would have been charged. Clearly, where we are now, we are finding whether even the law that was passed, what are the restrictions on the law…if it can be passed. We are finding a lot of interpretations.

    “If this law has to go back to parliament for it to be looked at and reconsidered then yes, so be it. It should be a national consensus, so we need to applaud the TUC [Trades Union Congress] for what they are doing and also be clear that, if the thing is not being implemented and the last paragraph said, transfer the revenues collected from the implementation of the VAT on the subject matter as a domestic VAT collection, there are processes that need to be outlined.”

    As per the Managing Director of ECG, implementing the VAT on pre-paid electricity consumers will pose a particular challenge.

    “It’s a technical difficulty; it’s a nightmare. How do you go about this?” he quizzed.

    “First of all, one of the biggest challenges that will come up is this; are we charging the VAT on residential customers? If yes, are they on pre-paid meters? Yes. So, are you charging per the money or the consumption? Because with pre-paid the consumption will be known at the end of the day, so I will only know your consumption after you have consumed. So, if I charge you the VAT when you are about to pay that will not be fair if I am charging on consumption.

    “If I am to implement it that means that at the end of the day, when you are about to purchase again you will actually have a debt that needs to be settled. There’s a lot of stakeholder engagement that has to go into something like this. So, I see more of this letter as a letter setting in motion an enquiry into all of this” he reiterated.

    ACP Benjamin Agordzo, along with the late Dr. Mac Palm and eight others, faced charges in 2021 related to conspiracy to commit high treason and high treason.

    On January 24, 2024, the High Court acquitted ACP Benjamin Agordzo, while six others were convicted on counts of conspiracy to commit high treason and committing high treason.

    During an interview on Eyewitness News on Citi FM, Martin Kpebu asserted that the trial amounted to an assault on freedom of speech.

    “It was an affront to free speech to gauge public officers not to complain about President Akufo-Addo’s misgoverning. The very Arab Spring that he complained about was the same thing the man [ACP Agordza] was complaining about. Akufo-Addo had said that Arab Spring was in Ghana; and that there was hunger, unemployment, and everything was there to show that citizens would rise up against the government so they needed to do something about it. So nobody tried President Akufo-Addo in opposition, why do you try ACP Agordzo for Arab Spring?” he asked.

    ACP Dr. Benjamin Agordzo expressed confidence in his eventual acquittal from the outset of the legal proceedings in the coup plot case. Meanwhile, the six individuals found guilty of conspiring to commit a coup have been sentenced to death by hanging.

    Background:

    The charges, initiated on April 24, 2021, implicated Dr. Frederick Yao Mac-Palm, the late Chief Executive Officer of Citadel Hospital, and ACP Dr. Agordzo, along with eight others. The charges included conspiracy to high treason, abetment to high treason, and high treason.

    The accused individuals, including Dr. Mac Palm (A1 – now deceased), Donya Kafui alias Ezor (A2), Bright Allan Debrah Ofosu alias Bright Alan Yeboah (A3), Yohannes Zikpi (A4), Warrant Officer Class Two Esther Saan Dekuwine (A6), Cpl Seidu Abubakar (A7), Lance Corporal Ali Solomon (A8), and Cpl Sylvester Akanpewon (A9), faced charges of conspiracy to commit high and high treason.

    Colonel Samuel Kodzo Gameli (A5) and ACP Dr. Benjamin Agordzo (A10) were also charged with abetment during that period.

    The Lagos State Command has apprehended a Nigerian man who tried to sell his company’s car to fund the relocation of his family to Ghana.

    Hundeyin explained that on January 16, the State Criminal Investigation Department received information about a suspected stolen Toyota Hilux vehicle.

    Following the tip, police detectives initiated an investigation, leading them to Ilukogun village on the boundary between Lagos State and Ogun, where they recovered the vehicle from a man named Arthur Benjamin.

    The suspect was arrested, and during interrogation, he confessed to stealing the car from his workplace with the intention of selling it to finance his family’s move to Ghana.

    Hundeyin noted that the investigation is still ongoing.
