  • Cancellation of football season will affect many of our players – Bechem United CEO

Professor Nana Kwesi Darlington has argued that the abrogation of the 2019/20 football season will greatly affect the players of the club.

After football came to a halt in mid-March, the Ghana FA on Tuesday, June 30 announced the cancellation of the season.

The FA were hoping to resume football behind closed doors but the proposal tabled before government Covid-19 team was rejected.

This is the third successive year football in the country has failed to come to an end and according to the vociferous football administrators, the cancellation of the season will affect his players greatly.

“It worries me but it’s a majority decision so there is nothing I can do. We’ve never ended the league for three consecutive years and it’s a bad image to the GFA,” Prof. Darlington told OTEC FM.

“It’s (Bechem United) our biggest blow because we think about the players first and (taking them outside) enhances their future so this decision has affected many of the players,” he added.

  • Akuapem Poloo can be jailed for 3 years for nudity – Maurice Ampaw

Renowned Ghanaian legal practitioner, Maurice Ampaw has educated that actress Akuapem Poloo can be served with a 2 to 3-year term or fined for posing nude with her son.

Speaking in an exclusive interview with GhanaWeb, July 1, 2020, the outspoken lawyer said Akuapem Poloo’s conduct is against the Child’s protection law as well as a criminal offence.

“The punishment is that when they are found liable, they can be sentenced to 2-3 years, and they also be fined. They are all criminal offences.”

He explained that though the actress has her body and is entitled to do whatever she wants to do with it, she breaches the law when she decides to post her nudity on social media for public consumption.

“We all have rights and these rights that we have are regulated by law. You have your body, have your privacy with your body and you think you have the right to do whatever you want to do with your body.

So Akuapem Poloo thought that is her body, that is her child so therefore if she decided to go nude before the child, to her is exercising her rights and is her privacy. But she has forgotten, that same right is subject to the laws of the land.

And the laws of the land under section 108 of the Criminal offences Act 29 clearly state that if you go nude, or create a situation whereby you decide to spoil the minds of others, then you will be held responsible. So nudity is prohibited by the laws of the land,” he told GhanaWeb exclusively

He reiterated that making public a nude photo of one’s self or any material that has the potential of defiling and corrupting the minds of the public is a criminal offence.

“There’s a law that talks about obscenity, that if you publish anything that has the potential of debasing, corrupting, defiling and spoiling the mind of observers and readers. The Children Act protects children against all things. materials that pollute the minds of children.”

The celebrity lawyer as he’s fondly called told GhanaWeb that Akuapem Poloo’s conduct will not only leave a psychological scar on her son but it was offensive to the public.

“So we have a child, whose mother decided to go naked before the child, what is the mother doing? the mother is spoiling, debasing, and defiling the child. So Akuapem Poloo’s conduct is not only condemnable, abhoring, it’s very offensive. It is offensive to the public sensitivity and so there’s no way she should not face the consequence of her actions.”

He charged the Police to arrest the actress for her conduct.

“The Police must go all out and use Section 108 and the laws of obscenity, and the child’s interest to arrest her.”

  • Italian study shows 40% of cases in town showed no symptoms

A total of 40% of people infected with coronavirus in the quarantined north Italian town of Vo experienced no symptoms, according to a new study.

The study, led by a scientist at Italy’s Padua University and Imperial College London, also provided evidence that mass testing and localised lockdowns can help slow the spread of the virus.

Vo, which has a population of nearly 3,200, was put on lockdown for two weeks following the country’s first coronavirus death on 21 February. Almost the whole town was then tested.

Results showed that at the beginning of quarantine, 2.6% of the town – or 73 people – were positive. After two weeks, just 29 tested positive. Both times, around 40% of positive cases were asymptomatic.

However, the virus was controlled as those who tested positive – including those who had no symptoms – were quarantined straight away.

“Despite ‘silent’ and widespread transmission, the disease can be controlled,” said Andrea Crisanti, a professor at Padua and Imperial who co-led the work.

“Testing of all citizens, whether or not they have symptoms, provides a way to … prevent outbreaks getting out of hand.”

  • Coronavirus: EU to allow in visitors from 15 ‘safe’ countries

The EU has decided that from Wednesday EU borders will be reopened to citizens from 15 non-EU countries, including Canada, Morocco and Australia, but not the US, Brazil and Russia.

China is on the list, but subject to a reciprocal agreement, still pending.

The unanimous decision by the European Council is not legally binding, so states can choose not to open up to all those countries.

Diplomats spent five days debating the list, amid varying pandemic concerns.

The so-called “safe travel destinations” are, besides China: Algeria, Australia, Canada, Georgia, Japan, Montenegro, Morocco, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia and Uruguay.

The UK and four other non-EU states – Switzerland, Iceland, Liechtenstein and Norway – are automatically included as “safe”.

The BBC’s Gavin Lee in Brussels says there was intense lobbying by representatives of the US, Russia and Turkey to get included on the list.

EU officials say the decision was based on a number of scientific factors:

-Ensuring that the Covid-19 infection rate in the country was low enough (where nations had fewer than 16 in every 100,000 infected)

-That there was a downward trend of cases

-That social distancing measures were at “a sufficient level”

One diplomat from a north European member state told the BBC that a “certain amount of geopolitics influenced the decision too” and that “Balkan and Eastern European states had recommended” that Georgia, a former Soviet state, be included.

The Hungarian government is understood to have lobbied for Serbia’s inclusion. Spanish officials say they requested that Morocco be on the list, provided there was an agreement of reciprocity.

Denmark and Austria were among several member states arguing for the number of countries to be fewer than 15.

But in the end, it was adopted unanimously by member states.

Each state will have to announce when it intends to start readmitting citizens from some or all of those countries.

French officials say they expect to implement the decision in the “coming days”.

The Czech Republic has published a list of eight countries that it considers safe for travel.

The EU list will be updated every two weeks.

UK covered by Brexit transition phase

Many border controls have been lifted for EU citizens travelling inside the bloc. Future rules for UK travellers are part of the current Brexit negotiations.

But UK nationals are still to be treated in the same way as EU citizens until the end of the Brexit transition period on 31 December, the EU Commission says.

So during this period UK nationals and their family members are exempt from the EU’s temporary travel restriction.

EU nations in the 26-member Schengen zone normally allow passport-free border crossings for EU citizens, but national authorities have reimposed restrictions in this crisis.

The UK is currently negotiating temporary “air bridges” with several EU member states, so that the coronavirus pandemic does not totally block summer holidays – the busiest season in Europe for tourism, which employs millions of people.

In the EU discussions there were splits between those such as Spain – wanting the boost of tourism, but preferring to play safe because they have been hit so hard by Covid-19 – and others like Greece and Portugal, which depend on tourism but are less scarred by the virus.

  • Plane-maker Airbus to cut 15,000 jobs amid coronavirus fallout

Aerospace giant Airbus says it plans to cut 15,000 jobs as it deals with the effects of the coronavirus crisis.

It will cut 1,700 jobs in the UK, along with thousands more in Germany, Spain and elsewhere.

The move is subject to talks with unions which have opposed compulsory redundancies.

The Unite union said the Airbus announcement was “another act of industrial vandalism” against the UK aerospace sector.

Some 134,000 people work for Airbus worldwide, with around a tenth of them in the UK.

The firm said the UK cuts would fall only on the commercial aircraft division at its two sites at Broughton in Flintshire and Filton, Bristol.

More details of the job losses and how they will break down between the two giant factories will come at the end of the week after talks with unions.

However, Unite said it expected 1,116 manufacturing jobs and 611 office-based jobs to go, shrinking Airbus’s UK workforce by 15%.

The firm expects to make the cuts by summer 2021, but hopes the majority of redundancies will be voluntary or through early retirement of staff.

The company warned in April that it was “bleeding cash at an unprecedented speed” as it struggled with the impact of the coronavirus crisis.

  • Coronavirus: US officials warn ‘this is just the beginning’

Health officials across the US have expressed growing concern about the nation’s ability and willingness to slow or end the coronavirus pandemic.

A Centers for Disease Control and Prevention expert said on Monday the US has “way too much virus” to control.

It comes as top US disease expert Anthony Fauci, who is due to testify to Congress, says an “alarmingly large” number of Americans are “anti-science”.

Many US states have paused reopenings as their infection caseloads balloon.

On Tuesday, cases rose by more than 40,000 in one day for the fourth time in the past five days.

The surge – which is occurring particularly strongly in southern and western states – has forced at least 16 states to pause or reverse their reopening plans, according to CNN.

For some the new measures come over a month after they first began to reopen their economies.

Dr Anne Schuchat, principal deputy director of the Centers for Disease Control and Prevention (CDC), warned that the US is not responding like other countries who have shown success in containing the coronavirus, and has allowed the virus to spread much more widely and rapidly.

“We’re not in the situation of New Zealand or Singapore or Korea where a new case is rapidly identified and all the contacts are traced and people are isolated who are sick and people who are exposed are quarantined and they can keep things under control,” Dr Schuchat said in an interview with The Journal of the American Medical Association on Monday.

“We have way too much virus across the country for that right now, so it’s very discouraging.”

New Zealand declared the country infection-free on 8 June, and since then has had to contain several cases that came from international travellers. South Korea has aggressively employed contact tracers, and since 1 April has recorded fewer than 100 cases per day. Singapore’s outbreak peaked in mid-April when 1,400 new cases were reported in one day.

The US has recorded 2,682,897 confirmed cases of coronavirus as of Tuesday, according to Johns Hopkins University, and has a total of 129,544 deaths.

“This is really the beginning,” Dr Schuchat added.

“I think there was a lot of wishful thinking around the country that, ‘hey it’s summer’. Everything’s going to be fine. We’re over this and we are not even beginning to be over this. There are a lot of worrisome factors about the last week or so.”

On Tuesday, Dr Anthony Fauci, the director of the National Institute of Allergy and Infectious Diseases – along with CDC Director Robert Redfield – are testifying to the Senate on the subject of “getting back to work and school”.

Dr Fauci warned on Monday that the US is “unlikely” to develop herd immunity to the coronavirus even once a vaccine is available, which he earlier predicted could be available by early 2021.

He said this was due to the combination of a vaccine that is potentially only partially effective, and the large number of Americans who might refuse to get it.

“There is a general anti-science, anti-authority, anti-vaccine feeling among some people in this country – an alarmingly large percentage of people, relatively speaking,” he said, calling for more education to promote confidence in vaccines.

Dr Fauci added that he would gladly “settle” for a vaccine that is only 70% to 75% effective at first.

According to the CDC website, herd immunity is reached when “a sufficient proportion of a population is immune to an infectious disease (through vaccination and/or prior illness) to make its spread from person to person unlikely”.

  • Police should have arrested Nana Aba Anamoah & her accomplice – Fred Kyei Mensah

Legendary Music Producer, Fred Kyei Mensah a.k.a Fredyma has expressed disappointment in the Ghana Police Service for allowing broadcaster Nana Aba Anamoah to go free following her Range Rover saga.

Nana Aba Anamoah recently got herself embroiled in controversies after an unknown person gave her a Range Rover as birthday gift.

The car gift sent her into a state of ecstasy but her happiness was however truncated by some curious social media users who decided to check the validity of the number plate with the Driver and Vehicle Licensing Authority (DVLA).

Following the checks, the Range Rover number plate coincided with a Nissan Rogue which was also registered as GR 2050-20 and afterwards, the DVLA released a statement stating that Nana Aba Anamoah’s car was unregistered.

Nana Aba Anamoah has however reportedly registered the Range Rover with a new number plate, N 1-20.

Addressing the issue on Peace FM’s ”Entertainment Review”, Fredyma was unhappy that the Police didn’t show any interest in the Nana Aba car issue because, to him, if it were an ordinary Ghanaian who had committed same blunder, he or she would have been in the grips of the Police.

He stressed that Nana Aba should have been arrested together with the person who drove the Range Rover to the premises of GhOne TV to surprise her.

”The Police should have arrested her because, this law, if it were I (Koo Kyei) who was in the car and the Police had apprehended me; they would have said I am an armed robber”, he emphasized.

  • Premier League offers women’s football £1m to help start 2020-21 season

The Premier League has offered English women’s football £1m to help enable the 2020-21 season to start, chief executive Richard Masters has told MPs.

That investment would help cover coronavirus testing costs at the top end of the game.

Masters also told the Department of Culture, Media and Sport select committee he would like the Premier League to take over the running of the Women’s Super League.

But he said “now isn’t the right time”.

The 2019-20 Women’s Super League and Championship seasons, halted in March, were ended formally on 25 May because of the coronavirus pandemic, with Chelsea declared WSL champions on a points-per-game basis.

Kelly Simmons, the Football Association’s director of the women’s professional game, has since indicated there is a target to start the new season in September, although no dates have yet been announced.

For health and safety reasons, testing players for coronavirus is key to getting the WSL and Championship up and running again. No extra funding for coronavirus testing was available to allow those competitions to extend and complete the 2019-20 campaign.

Masters said: “What we’ve been able to do about the women’s game is to help them to the tune of around £1m to help get their testing programme up and running.

“We’ve recently made that funding gesture to them and I believe on that basis they are able to start their 2021 season.”

The Football Association runs the women’s game in England but Masters said there have been discussions about the Premier League taking over.

He said: “Over the past year, we’ve had lots of dialogue with the FA and our own clubs about the Premier League, at some point in the future, assuming responsibility for the professional game.

“We decided collectively, that’s the FA and the Premier League and the WSL and Women’s Championship boards, that now isn’t the right time but we will return to that topic at some point in the near future.”

The FA announced on Monday it was making extensive cuts to cover losses of about £300m caused by the pandemic.

“We want the women’s game to be successful, which is why we are helping them and why we’ve engaged in those discussions with the FA about resuming responsibility for it,” Masters added.

“From a personal perspective, it is something I would like to do in the future for this organisation – being not just responsible for top of the pyramid in terms of the men’s game but also the women’s game.

“Those two things would work hand in hand very well, and would inspire a generation of young female footballers to get involved in the game.”

  • Trade growth slowed in 2019 WTO report

The World Trade Organization (WTO) has said in its latest report, which covers new trade and trade-related measures implemented by G20 economies between 16 October 2019 and 15 May 2020, that trade growth slowed in nominal terms in 2019, as the dollar value of merchandise exports fell by 3 percent to USD 18.89 trillion.

The WTO added that world trade was already slowing before the COVID-19 pandemic struck, weighed down by heightened trade tensions and slowing global economic growth.

Merchandise trade was down 0.1 percent in volume terms in 2019, marking the first decline since 2009, the report revealed,

Although commercial services exports increased by 2 percent to USD 6.03 trillion in 2019, the pace of growth was down sharply from 9 percent in the previous year, it added.

The WTO further stated that, overall, the Group of 20 (G20) economies implemented 154 new trade and trade-related measures during the review period 16 October 2019 and 15 May 2020 of which 95 were of a trade-facilitating nature and 59 were trade-restrictive.

Sixty per cent of these measures (93 in total) were linked to the COVID-19 pandemic. Of these 93 measures, 65 facilitated trade while 28 restricted trade.

In the early stages of the pandemic, several of the measures introduced by G20 economies restricted the free flow of trade, principally for exports. But as of mid-May 2020, 70 per cent of all COVID-19 related measures were trade-facilitating.

Of the pandemic-related trade restrictions recorded, export bans accounted for more than 90 percent. Around 36 percent of the COVID-19 specific trade restrictions implemented by G20 economies had been repealed by mid-May.

In its trade forecast of 8 April, the WTO considered two scenarios for the crisis, one relatively optimistic and the other more pessimistic.

Under the optimistic scenario, the volume of world merchandise trade would fall by 12.9 percent and world GDP would decline by 2.5 percent.

Under the pessimistic scenario, trade would contract by 31.9 percent and GDP would shrink by 8.8 percent.

As of mid-June, preliminary trade data and trade-related indicators for the first half of 2020 are more consistent with the optimistic scenario than the pessimistic one but actual outcomes could easily fall within or even outside of the forecast range, depending on how the crisis unfolds.

  • BoG urges PPP to boost manufacturing capacity

The central bank has advocated an increased Public-Private-Partnerships (PPP) in crucial infrastructure development across the country to boost the local manufacturing of key products.

Mrs. Elsie Addo Awadzi, the Second Deputy Governor of Bank of Ghana said: “We need critical public-private sector investments in key infrastructure over the medium-term to increase the manufacturing capacity of our economy post-COVID-19.”

Though the country recorded a positive trade balance in 2018, key imports than continue to put pressure on available foreign exchange include refined petroleum (US$738M), cars (US$466M), rice (US$425M), non-fillet frozen fish (US$303M), and delivery trucks (US$274M).

She said the country needs to re-tool, re-equip and fund the Micro, Small and Medium Enterprises (MSMEs) to leverage technology for increased productivity so that some of the imported item can be made locally and reduce our dependence on imports.

Mrs. Awadzi, was speaking at Engine Business Network (EBN) Micro, Small, and Medium sized Enterprises (MSME) virtual conference on the theme: “MSME manufacturing capabilities, responding to covid-19 and opportunities beyond” in Accra.

She called for a renewed focus on equitable and inclusive growth to ensure that the MSME sector, and in particular, women and youth entrepreneurs were not left behind.

She said the Bank of Ghana has taken steps to improve access to credit for MSMEs through the banks, savings and loans companies, microfinance companies, and rural and community banks.

Mrs. Awadzi encouraged all the MSMEs to approach their financial institutions to explore financing and other opportunities available for them.

“I encourage you also to engage actively with the Ghana Association of Bankers, and industry associations representing the savings and loans companies, microfinance companies, and rural and community banks, to help these institutions better understand the needs of members and to fashion out specific products and services to support you,” she added.

She said the Central Bank was committed to ensuring that policies and regulatory measures help to promote macroeconomic stability and growth, not only for a few, but for all Ghanaians.

She said by promoting monetary and financial stability, “we seek to create an enabling environment that supports all economic players to contribute their fair share to socio-economic development and nation-building.”

She said the Bank of Ghana has recently launched the Ghana Sustainable Banking Principles in partnership with the Ghana Association of Bankers and the Environmental Protection Agency.

These are a set of seven principles adopted by banks in Ghana in November 2019, by which they committed to scaling up lending to five key sectors of the economy in a manner that promotes good environmental management practices and social justice including through gender equity and access to finance for all.

Mrs. Awadzi said while the impact of COVID 19 on the sectors has been severe, there is much hope with the recovery ahead, and there were enormous opportunities in the post-COVID world.

“What is more, policy makers have made interventions to help cushion the impact of the pandemic on the MSME sector,” she said.

  • Iran issues arrest warrant for Trump over drone strike that killed Qasem Soleimani

Iran has issued an arrest warrant for US President Donald Trump over the drone strike that killed a top Iranian general in January, the semi-official Fars news agency reported Monday.

Trump is one of 36 people Iran has issued arrest warrants for in relation to the death of Qasem Soleimani, commander of the Islamic Revolution Guard Corps (IRGC), according to Fars, but the Tehran attorney general Ali Alqasi Mehr said Trump was at the top of the list.

Mehr claimed Trump would be prosecuted as soon as he stands down presidency after his term ends, Fars reported.

Iran also said it had asked Interpol to issue a Red Notice for these 36 individuals, semi-official state news agency ISNA reported, though it was unlikely that Interpol would grant the request.

In a statement to CNN, Interpol said it “would not consider requests of this nature.” It explained that it was not in accordance with its rules and constitution, which states “it is strictly forbidden for the organization to undertake any intervention or activities of a political, military, religious or racial character.”

    ‘Political stunt’: US official

US Special Representative for Iran Brian Hook called the move a “political stunt” during a joint press conference with the Saudi Minister of State for Foreign Affairs Adel al-Jubeir on Monday.

“It’s propaganda that we’re used to,” Hook said. “This has nothing to do with national security, international peace or promoting stability, so we see it for what it is — it’s a propaganda stunt that no one takes seriously and makes the Iranians look foolish,” he added.

Soleimani was killed in a US drone strike at Baghdad International Airport in January along with five others, including Abu Mahdi al-Muhandis, the deputy head of the Iran-backed Iraqi Popular Mobilization Forces (PMF).

The strike, condemned by Iran and its allies as an “assassination,” raised the specter of further regional destabilization.

A spokesman for Iran’s judiciary, Gholam-Hossein Esmaili, announced in early June that an Iranian citizen had been sentenced to death for allegedly working for foreign intelligence agencies. Esmaili claimed that Seyed Mahmoud Mousavi Majd disclosed the whereabouts of Soleimani to US intelligence officials.

Barr and Pompeo shift justification for Iran strike from 'imminent' threat to deterrence

The Trump administration viewed Soleimani as a ruthless killer, and the President told reporters in January that the general should have been taken out by previous presidents.

The Pentagon blamed Soleimani for the deaths of hundreds of Americans and US allies in the months leading up to his killing.

“General Soleimani was actively developing plans to attack American diplomats and service members in Iraq and throughout the region,” the Pentagon said at the time, calling the strike “decisive defensive” action aimed at deterring future Iranian attacks.

  • UAE to host remainder of CAF Champions League, Confederation Cup – Reports

Ahmed Shobier, former vice president of the Egypt Football Association, has revealed that the United Arab Emirates is close to hosting remaining Africa’s inter-clubs competitions.

Shobier made the revelations through his radio program on “On Sport FM”, that the UAE may host the semi-finals and finals of the 2019/2020 CAF Champions League and Confederation Cup.

The ex-Al Ahly SC goalkeeper said that CAF will mostly decide to cancel the two-legged semi-finals due to fears of Coronavirus, and therefore the two championships may end in only five days on neutral grounds.

Shobier stressed that the idea of entrusting the organization and hosting of the remaining matches to the Emirates would be similar to the Doha (Qatar) hosting of the CAF Super Cup in the last two editions.

It is noteworthy that the Confederation of African Football (CAF) will decide on Tuesday 30 June 2020 the fate of the CAF championships, at the level of clubs and teams, especially after the suspension of activities more than three months, due to the global pandemic coronavirus.

There is a tendency within CAF to postpone the 2021 Africa Cup of Nations, due to be held in Cameroon in January 2021 and rescheduled to January 2022.

The dates for the matches of the African club championships will be determined, whether the rest of the suspended season or the dates of the new version of the Champions League and the Confederation Cup.

  • Import-restrictive measures cover US$417.5bn worth of merchandise trade WTO

Between October 2019 and May 2020, new import-restrictive measures unrelated to the COVID-19 pandemic covered an estimated US$417.5 billion worth of merchandise trade, the third-highest figure recorded since May 2012, the World Trade Organisation (WTO) has said.

Tariff increases, import bans, stricter customs procedures, export duties and other such measures introduced during the review period affected 2.8 per cent of G20 trade.

Meanwhile, the stock of import-restrictive measures implemented since 2009 and still in force continues to grow — now affecting an estimated 10.3 per cent of G20 imports (USD 1.6 trillion).

However, the WTO report also finds evidence of steps towards more open trade policies across sectors, including goods, services and intellectual property.

New import-facilitating measures, such as tariff reductions, the elimination of import taxes and the reduction of export duties, covered an estimated USD 735.9 billion worth of trade, excluding policies relating to the pandemic.

This figure is the highest recorded since 2014, and is sharply higher than the USD 92.6 billion trade coverage of import-facilitating measures recorded during the previous monitoring period from May to October 2019.

The initial COVID-19 outbreak saw many governments introduce trade restrictions, over 90 per cent of them export bans on medical products, such as surgical masks, gloves, medicine and disinfectant. Since then, G20 economies have repealed 36 per cent of these restrictions.

They have also lowered barriers to imports of many pandemic-related products. As of mid-May 2020, 65 of the 93 pandemic-related trade measures implemented during the monitoring period — or about 70 per cent — were of a trade-facilitating nature.

The remaining 28 measures, 30 per cent of the total, could be considered to have trade-restrictive effects.

Commenting on the report, Director-General Roberto Azevêdo said: “Historically high levels of trade-restrictive measures remain a source of concern, all the more so at a time when international trade and investment will be critical to rebuild economies, businesses and livelihoods around the world.

That said, we also see some encouraging indications: not since 2014 have import-facilitating measures implemented during a single monitoring period covered more trade.

“There are signs that trade-restrictive measures adopted in the early stages of the pandemic are starting to be rolled back. There is no room for complacency: building on these positive indicators will demand consistent efforts and leadership, starting with the G20. Exceptional circumstances require exceptional responses, and this is the time for G20 governments to work together to facilitate a rapid and inclusive economic recovery.”

The report — the 23rd in a series dating back to the global financial crisis in 2009 — was the first to be prepared against the backdrop of the COVID-19 pandemic. The full impact of the viral outbreak and associated lockdown measures is not yet reflected in trade statistics, but according to WTO data published on 22 June, world trade fell sharply in the first half of the year.

In addition to details about trade measures put in place during the review period, the report, in line with its mandate, provides details on general economic support measures put in place by governments.

The new report also describes the unprecedented number and extent of emergency support measures introduced in response to the economic and social disruption caused by the COVID-19 pandemic.

Most of the 468 COVID-19-related economic support measures identified appeared to be of a temporary nature and included a broad range of support programmes, loans, credit guarantees and stimulus packages.

Several measures were one-off grants, others included disbursements staggered over a period of a few months to up to three years. Some of these measures form part of emergency rescue programmes collectively worth in excess of several trillion US dollars.

Rangers legend, Ally McCoist says it was a correct decision not to have sent off Jordan Ayew during Crystal Palace’s 1-0 defeat against Burnley on Monday.

Early on in the second half, VAR closely checked a potential red card for the Ghana striker after he appeared to elbow Burnley’s Josh Brownhill in the face with the scoreline at 0-0.

But after review at the Selhurst Park, VAR decided not to punish Ayew and McCoist believes it was the right call.

Speaking after the final whistle on Amazon Prime Video, McCoist said: ‘I think he gave the referee an opportunity to make a decision. It was stupidity, absolutely.

‘But where I’m watching it, I think he sticks his arm up. I think he runs into his forearm, I don’t think it’s an elbow to the face. I understand on another day he could have been sent off.

He added: ‘I certainly think he sticks his forearm up and he gives the referee the opportunity to make a decision. I think he is a fortunate boy but I think it was the correct decision.’

And during the game, the former Scotland international backed Ayew up by claiming he was just trying to protect the ball.

While VAR checked for violent conduct, McCoist argued: ‘I think he is just trying to protect it. He definitely catches him with his left forearm, of that there is no doubt. I don’t think he tries to play his arm into his face.

‘I think he is definitely trying to hold him off there, catching him with the left arm but I genuinely don’t think there is any real malice. He definitely doesn’t try to hit him in the face with his arm, just tries to shove him out the road and protect him.’

But while McCoist labelled it the correct decision, both Lee Dixon and Clinton Morrison insist that Ayew was very fortunate to escape any punishment.

Former Arsenal and England right-back Dixon said: ‘I think he is lucky’.

Meanwhile, ex-Crystal Palace forward Morrison added: ‘Yes I’d have to agree with you. He is very lucky.

‘And you know why he is lucky? He has a look. Sometimes as a centre forward, you do put your hand out there but you can see he has had a look and wants to get in Brownhill’s face, so he is a lucky boy that he managed to stay on the pitch.’

Despite getting away with one, Ayew couldn’t inspire Palace to glory at Selhurst Park on Monday night.

Ben Mee scored the only goal of the game for the visitors in the 62nd minute as Burnley moved up to eighth in the Premier League.

  • Coronavirus: Fish farmers fear collapse of farms as fish prices sharply drop

The Coronavirus as said has come to stay with us until a vaccine is developed to cure it. This pandemic has impeded economic activities globally.

The economic impediment of the pandemic has negatively affected the aquaculture sector resulted in a sharp drop of about 33% in fish prices.

In an interview with some of the fish farmers, Mr. Emmanuel Eli Yeboah, the owner of the Total Solution Farms at Konongo in the Ashanti Region said that the prices of the tilapia have reduced from eighteen Ghana cedis (GHC18) per kilogram to twelve Ghana cedis (GHC12) per kilogram at his farm gate.

According to him, despite the fact that the price has dropped, customers are not purchasing the fishes.

“Our customers are not coming to the farm gate to purchase the fishes because of the social distancing protocols and restrictions imposed by the government on tourism and hospitality. Some are also hoarding their monies because of the breakdown of the economy”, he said.

Speaking to Agric Today, Mr. Yeboah said that the sharp drop in the fish price has collapsed their farms.

He added that he cannot purchase fingerlings to stock in his pond due to the accumulation of huge debt of feed-in keeping the fish in the water.

“I have laid off all my fifteen (15) workers because I cannot harvest to pay them, I am working alone just to maintain the pond to prevent it from blighting,” he cried out.

Mr. Johnson Doe Mensah, the Farm Manager at WNT Enterprise at Akuse disclosed that the drop of the fish prices amid the pandemic has compelled him to lay off three (3) workers.

“We used to expand the farm every harvest but due to huge decrease in revenue for the past 4 months. We are unable to expand and this has accounted for laying off of some of our workers, our business is collapsing and we need government support as urgent as possible,” he said.

The farm manager of Tasmen Farm, Kwasi Amponsah said that he is struggling to meet financial contractual obligations with his lenders.

”Despite the fact that prices have drop, customers are not purchasing, we the smallholder farmers are desperate to sell at any price to recover some of our investments”, he shared tears.

Speaking to the Chamber of Aquaculture Ghana on how to curb the menace of their members, the CEO, Jacob Adzikah told Agric Today that, fish farmers should not only depend on selling at the farm gate at this era.

“Farmers should take advantage of this era to market their fishes online. The Chamber in collaboration with Akuafo Market has provided a free online platform for our farmers with a huge or small stock of fish to sell. I would plead with their indulgence to register their fish products at www.akuafomarket.com”, he said.

Again, he said though some farmers have applied for the Coronavirus Alleviation Programme (CAP) stimulus package they have not received the loan yet, he is optimistic that the farmers would receive the loan sooner.

The Chamber pleaded with government to include imported fish feed raw materials in the agriculture inputs exemption list for fish feed production. This can significantly bring down the cost of fish feed in the market and sustain aquaculture production amid and post COVID-19.

Also, members of the Chamber are urging the government to encourage state institutions such as schools, hospitals, security services, etc. to patronize locally produced fish.

The Chamber of Aquaculture Ghana is also advocating for an expansion of the mandate of the National Buffer Stock Company to include locally produced fish.

Government projection for aquaculture industry producing 69,000 metric tonnes in 2020 may not be fulfilled as two times production cycles per year is disrupted and some farmers are folding up after getting rid of their stock, the government and the stakeholders should see this as a matter of urgent and act upon it.

  • Jordan Ayew reveals toughest defender he has faced

Ghana forward Jordan Ayew has disclosed the toughest defender he has played against in his football career.

The Crystal Palace forward revealed that Brazil and Paris Saint Germain defender Thiago Silva is the most difficult player he faced.

Ayew played against the strong defender several times during his days in France and admits Silva is one of the best defenders in the world.

Asked in a Twitter question and answers show on Crystal Palace TV about who the toughest defender he played against was, Ayew candidly answered,”To be honest Thiago Silva. I played against him in France.”

The 28-year old has become a fan favourite at Crystal Palace this season, netting nine goals in the English Premier League.

The in-form forward’s goals have been important to the club, fetching the Eagles 17 points as they lie 11th on the premier league table.

Ayew joined Crystal Palace on a permanent deal from Swansea last summer after excelling on loan a season earlier.

  • Should Orlando Pirates break the bank for Richard Ofori

Orlando Pirates have been given a lifeline in the race to sign Richard Ofori from Maritzburg United ahead of next season.

The Team of Choice recently confirmed their willingness not to stand in any of their players’ way should there be a willing buyer as they look to balance their financial books which have been hit hard by the suspension of the season due to the coronavirus.

On the other hand, the Buccaneers are on the lookout for a quality goalkeeper and have been linked with the Ghana international for the past few months.

This is because they have had to rely on Wayne Sandilands this season with Siyabonga Mpontshane clearly not in the coach’s plans after failing to make a single appearance thus far.

French shot-stopper Joris Delle hasn’t been reliable at all since his arrival – his record of conceding 11 goals in four starts has seen the majority of Pirates turn against him, and the technical team has opted to make him the club’s No.2 behind Sandilands.

Now, with Ofori seemingly available at the right price, should Pirates break the bank for his signature?

The Sea Robbers have never been afraid to buy or sign goalkeepers from other PSL clubs but it is how they perform once they arrive at Mayfair that determines whether or not management made the right decision.

Having already missed out on Ricardo Goss who is on his way to Mamelodi Sundowns following the sale of Bidvest Wits, Pirates have had to shift their focus on other goalkeepers, and while the club has remained mum on their targets, the availability of Ofori could well be what they need at this stage.

However, Ofori will not come cheap after recently extending his contract with the Team of Choice – whoever wants to sign him will definitely have to pay a lot of money to lure him.

Ofori has hardly disappointed since arriving in South Africa three years ago, and it is for this reason clubs such as Sundowns and Pirates have been linked heavily with him.

It’s a blessing in disguise that Sundowns opted to sign Goss because at 26, Ofori, with his goalkeeping qualities and abilities, deserves to be playing week in and week out.

And Sundowns pulling out of the race means Pirates are now the only club after Ofori’s signature, and they will have to break the bank if they really want to sign him because they need him more.

Over the past few seasons, Pirates have conceded more goals – and this is because of their lack of options in the goalkeeping department coupled with the shortage of quality centre-backs in the squad.

What Ofori would bring is stability more than anything to that leaky Pirates defence which at times cost the team crucial points.

Delle, a highly-rated goalkeeper upon his arrival at the start of the season due to the fact that he played in Europe, has proven that he’s nowhere near the level of goalkeepers in the PSL, and that could be because he’s yet to settle at Pirates.

The pressure of wanting to win trophies has also got into the heads of many players – and the supporters aren’t patient to any of the new players, meaning the expectations are very high for anyone who comes in from outside.

He has cracked under pressure thus far, and while he has kept the No.2 spot at the club, the fact of the matter is he knows very well that he’s there because Josef Zinnbauer doesn’t rate Mpontshane, and adding another goalkeeper to the ranks could see him improve or at worst get released if he’s not playing.

    Sandilands’ rise from the ashes

At 36, not many thought Sandilands would be this reliable given the magnitude of the club Pirates are.

However, he has kept the team in the game in so many games, and at one stage, football fans even wanted him to return to the South Africa national team.

Nine clean sheets in 23 matches played this season hasn’t been bad at all.

In fact, this goes back to last season where he featured less but so did most for the club after criticism from the fans because of the number of goalkeeping errors he made at the time.

But last season alone, Sandilands kept seven clean sheets in 17 matches – six of those clean sheets came in 13 league games he played, and credit should go to him for using his experience for the benefit of the team.

    Mpontshane’s fall from grace

Many expected Mpontshane to strongly challenge for the No.1 jersey at Pirates when Brilliant Khuzwayo was forced to retire and perhaps he is doing exactly that and he’s just not rated by Zinnbauer and other coaches before him.

After making 18 appearances last season, one would have expected Mpontshane to feature more but this hasn’t been the case as he has been relegated to just being a back-up goalkeeper behind both Sandilands and Delle.

Chances are that he may leave the club at the end of the season because he hasn’t been contributing anything so far, and that alone could open doors for Pirates to bring in another goalkeeper without hesitation.

Mpontshane is 34, and still has a few years left in him and he wouldn’t want to waste them by sitting on the stands when he should be playing.

  • Coronavirus: UK to open up European holidays from 6 July

Blanket restrictions on non-essential overseas travel will be relaxed in the UK from 6 July, ministers have said.

Holidaymakers are expected to be allowed to travel to certain European countries without having to spend 14 days in quarantine when they return.

They are thought to include Spain, France, Greece, Italy, the Netherlands, Finland, Belgium, Turkey, Germany and Norway – but not Portugal or Sweden.

The full list of travel corridors with the UK will be published next week.

A government spokesman said the new rules would give people “the opportunity for a summer holiday abroad” while also boosting the UK economy – but stressed the relaxation depended on risks staying low.

A traffic light system will be introduced – with countries classified as green, amber and red depending on the prevalence of coronavirus.

The UK is likely to discuss arrangements with countries over the coming days.

The government said it “wouldn’t hesitate to put on the brakes” if the situation changes.

Ministers in Scotland have said that a decision has not yet been taken to ease restrictions on holiday travel.

Although the UK government has powers over border controls, health protection issues on overseas travel must be supported by Scottish government regulations because health is a devolved matter.

Travel services have seen a sharp rise in the number of holiday bookings.

Andrew Flintham, managing director at TUI UK and Ireland, said the company had seen bookings increase by 50% this week compared to last, with Spain and Greece the most popular destinations.

John Keefe, director of public affairs at Eurotunnel, said phones have been “ringing off the hook” with eager customers wanting to make bookings.

Maximum service of four departures an hour at peak times will resume from 6 July, he added.

Mr Keefe said bookings had been “growing” in the past three weeks, but they “exploded when the news came out last night”.

Portugal has seen a rise in the number of new cases in and around Lisbon recently, while Sweden is also unlikely to be on the list because the infection rate there is higher than in the UK.

They are both likely to be classified as red.

But the government spokesman conceded there would be nothing to stop someone avoiding quarantine by flying into a Spanish airport, driving over the border into Portugal for their holiday and returning by the same route.

UK travellers will still have to hand over the address they plan to stay at on their return from abroad, no matter which country they are coming back from.

And they will also be legally required to wear face coverings on planes and ferries.

Portugal’s Secretary of State for Tourism Rita Baptista Marques told BBC Breakfast her country had been named the most secure destination in Europe by the World Tourism and Travel Council and is a “clean and safe destination”.

“Some countries are in this list and Portugal is fighting for a place,” Ms Marques said, adding that the situation is “completely under control”, with significant testing being carried out.

The travel sector has gone to war with the government over its blanket quarantine policy.

So a more nuanced, risk-based approach will quieten the critics to some extent.

But the storm of controversy swirling around this policy won’t completely go away.

Portugal, which will probably not be on next week’s list of exemptions, feels hard done-by.

The country is desperate that UK tourists return.

And although in public health terms the US is not currently close to being on the list, it does potentially present a tricky diplomatic dynamic, given the normally cosy relationship between Washington and London.

And the transatlantic flight market is lucrative too.

This announcement is a step in the right direction for UK aviation, but they want testing at airports to also provide another way for passengers to be exempt.

So far, in public, the government has said very little about that.

Greece’s Tourism Minister Haris Theoharis suggested that it could be up to three weeks before the country is happy to open up an air bridge to the UK, as discussions with health experts are continuing.

Mr Theoharis told BBC Breakfast: “As soon as we have more clarity, we’ll be able to convey the right dates and the right message so that’s why it’s not easy for me to pinpoint exact dates.

“Spain lifted its state of emergency last Sunday, reopening its borders to visitors from most of Europe and allowing British tourists to enter the country without having to quarantine.

Travel industry group ABTA said the travel sector “eagerly” anticipates confirmation of the list of countries, which “should encourage customers to book”.

“The blanket Foreign Office advice against all but essential travel is still a major impediment to travel, however, and we look forward to the government adopting a similar risk-based approach to that advice,” it said in a statement.

Jonathan Smith, from ABTA, told BBC Radio 4’s Today programme that more travel companies were likely to go bust before a full recovery was felt.

He said people should expect holidays to look different – not just at airports and on aircraft, but in terms of social activities, like eating out.

The UK introduced rules requiring all people arriving in the UK to self-isolate for 14 days on 8 June.

It was widely criticised by the travel industry and MPs of all parties.

What are the current quarantine rules? People arriving in the UK should drive their own car to their destination, where possible, and once there they must not use public transport or taxis Arrivals must not go to work, school, or public areas, or have visitors – except for essential support.

They are also not allowed to go out to buy food, or other essentials, where they can rely on others Those arriving in England, Wales and Northern Ireland could face a fine of £1,000 if they fail to self-isolate for the full 14 days, while they face a £480 fine in Scotland.

The maximum fine for repeat offenders in Scotland is £5,000 For more on the rules click here.

Foreign Office advice against all but essential international travel has been in place since 17 March.

“Our new risk-assessment system will enable us to carefully open a number of safe travel routes around the world – giving people the opportunity for a summer holiday abroad and boosting the UK economy through tourism and business,” said a government spokesman.

“But we will not hesitate to put on the brakes if any risks re-emerge.”.

  • Floods: Zanetor supports Assembly with cleaning equipment

Dr. Zanetor Agyeman-Rawlings, Member of Parliament (MP) for the Klottey Korle Constituency has donated cleaning equipment to all eleven electoral areas within the Korle Klottey Municipality.

The presentation was made during a meeting with Assembly Members of the various electoral areas.

The MP stated that her gesture was in response to calls made by residents to support them clean up excess garbage deposited in their environs by the rains.

She expressed her hope that the equipment will support the efforts of the electoral areas in ameliorating the effects of the rains on residents.

Speaking to the media, Dr. Rawlings added that as an ex officio member of the Assembly, the concerns of the Assembly are her concerns as well, and it has to do with the constituents too.

The cleaning equipment included 55 shovels, 55 rakes, and 22 wheelbarrows.

The assembly members expressed their gratitude to the MP, and assured her that they will put the equipment to good use for the benefit of the people in the electoral areas.

They also assured the MP that they will mobilize the youth for regular cleaning exercises to improve the sanitation conditions within the communities.

The Assembly members also used the opportunity to ask the MP for further support with street lights to help improve security within the electoral areas.

It will be recalled that recent rains have caused flooding in parts of the Korle Klottey Municipality resulting in loss of lives and property, and also sweeping excess garbage into peoples homes.

  • Coronavirus: UK economy hit worse than first thought

The UK economy shrank more than first thought between January and March, contracting 2.2% in the joint largest fall since 1979, official figures show.

The Office for National Statistics (ONS) revised down its previous estimate of a 2% contraction, with all the main economic sectors dropping.

There was a significant economic impact in March, as the coronavirus pandemic began to have an effect.

The data comes as the prime minister is set for a major speech on the economy.

Jonathan Athow, Deputy national statistician at the ONS, said: “Our more detailed picture of the economy in the first quarter showed GDP shrank a little more than first estimated.

Information from government showed health activities declined more than we previously showed.

All main sectors of the economy shrank significantly in March as the effects of the pandemic hit.

The first-quarter contraction is now the joint biggest drop since the July-to-September period in 1979.

Mr Athow said: “The sharp fall in consumer spending at the end of March led to a notable increase in households’ savings.

The new data showed 6.9% GDP contraction in March.

The first-quarter figures show that the services sector – which accounts for about three-quarters of UK GDP – shrank by a record 2.3%.

The ONS said production output fell by a revised 1.5% in the three months, driven by declines in manufacturing as factories temporarily shut down, while there was a fall in construction output of 1.7%.

When compared with the same three-month period a year ago, the economy shrank by 1.7%, worse than the previous estimate of a 1.6% contraction.

But as the coronavirus lockdown only came into force on 23 March, the second quarter will show the full hit on the economy.

Recent ONS monthly figures showed the economy plummeted by 20.4% in April – the largest drop in a single month since records began.

That contraction was three times greater than the decline seen during the whole of the 2008 to 2009 economic downturn.

Samuel Tombs, chief UK economist at Pantheon Macroeconomics, said the latest figures could be summed up in one line: “The biggest contraction for 40 years, even though Q1 contained just nine lockdown days.

“The data was just the prelude”, with worse to come, he added.

However, while economists are braced for a dire set of second-quarter figures, Howard Archer, at the EY Item Club, believes April’s sharp contraction is likely to have been the low point.

He predicted the economy would “return to a clear growth in the third quarter with GDP expanding close to 10% quarter-on-quarter” as lockdown restrictions are eased further.

Weaker finances Later on Tuesday, Boris Johnson is set to make a keynote speech on the economy, with a promise to “build back better”.

Speaking in the West Midlands, the prime minister will say he wants to use the coronavirus crisis “to tackle this country’s great unresolved challenges”.

As part of what he is expected to call a “new deal”, Mr Johnson will set out plans to accelerate £5bn of spending on infrastructure projects.

Meanwhile, separate ONS data on the nation’s finances showed that Britain’s current account deficit widened by more than expected in the first quarter.

The balance of payments deficit – the difference between the value of the goods and services that a country imports and the goods and services it exports – rose to £21.1bn, or 3.8% of GDP.

This means the UK is reliant on inflows of cash from abroad and leaves the pound vulnerable, according to Mr Tombs.

“Sterling almost certainly would depreciate sharply again if a major second wave of COVID-19 emerges or if the UK and EU fail to either sign a trade deal or to extend the transition period before the end of this year,” he said

  • Hydroxychloroquine trial to restart

The UK has approved the resumption of tests into whether a controversial malaria drug can be used to treat coronavirus.

Regulators say hydroxychloroquine and a similar drug, chloroquine, can be given to healthcare workers in a clinical study to test the theory.

Recruitment to the COPCOV trial was paused earlier this year due to concerns about the drug’s side-effects. An influential article had found it increases the risk of death in coronavirus patients, but the article has since been retracted over data concerns.

Although other studies suggest hydroxychloroquine is not a life-saver for people who are already ill with coronavirus, researchers are keen to continue exploring whether it might prevent infections.

The COPCOV trial will see chloroquine, hydroxychloroquine or a placebo given to more than 40,000 healthcare workers from Europe, Africa, Asia and South America.
