  • Amazon fires: Record number burning in Brazil rainforest – space agency

Brazil’s Amazon rainforest has seen a record number of fires this year, new space agency data suggests.

The National Institute for Space Research (Inpe) said its satellite data showed an 84% increase on the same period in 2018.

It comes weeks after President Jair Bolsonaro sacked the head of the agency amid rows over its deforestation data.

The largest rainforest in the world, the Amazon is a vital carbon store that slows down the pace of global warming.

It is also home to about three million species of plants and animals, and one million indigenous people.

Conservationists have blamed Mr Bolsonaro for the Amazon’s plight, saying he has encouraged loggers and farmers to clear the land, and scientists say the rainforest has suffered losses at an accelerated rate since he took office in January.

Read:Why 500 million bees have died in Brazil in three months

Meanwhile, US space agency Nasa said that overall fire activity in the Amazon basin was slightly below average this year.

The agency said that while activity had increased in Amazonas and Rondonia, it had decreased in the states of Mato Grosso and Pará.

It was earlier reported that a blackout on Monday in the city of São Paulo – more than 2,700km (1,700 miles) away – had been caused by smoke from the Amazon fires.

But some metereologists say the smoke came from major fires burning in Paraguay, which is much closer to the city and not in the Amazon region.

Why are there fires in the Amazon?

Wildfires often occur in the dry season in Brazil but they are also deliberately started in efforts to illegally deforest land for cattle ranching.

Inpe said it had detected more than 74,000 fires between January and August – the highest number since records began in 2013. It said it had observed more than 9,500 forest fires since Thursday, mostly in the Amazon region.

In comparison, there slightly more than 40,000 in the same period of 2018, it said. However, the worst recent year was 2016, with more than 68,000 fires in that period.

The satellite images showed Brazil’s most northern state, Roraima, covered in dark smoke, while neighbouring Amazonas declared an emergency over the fires.

Read:Brazil jail riot leaves more than 50 dead

Mr Bolsonaro brushed off the latest data, saying it was the “season of the queimada”, when farmers use fire to clear land. “I used to be called Captain Chainsaw. Now I am Nero, setting the Amazon aflame,” he was quoted by Reuters news agency as saying.

Inpe said it had detected more than 72,000 fires so far this year

Inpe, however, noted that the number of fires was not in line with those normally reported during the dry season.

“There is nothing abnormal about the climate this year or the rainfall in the Amazon region, which is just a little below average,” Inpe researcher Alberto Setzer told Reuters.

Mr Bolsonaro has been criticised over his environmental policies

“The dry season creates the favourable conditions for the use and spread of fire, but starting a fire is the work of humans, either deliberately or by accident.”

Ricardo Mello, head of the World Wide Fund for Nature (WWF) Amazon Programme, said the fires were “a consequence of the increase in deforestation seen in recent figures”.

    Why is Bolsonaro being criticised?

The reports of a rise in forest fires come amid criticism over Mr Bolsonaro’s environmental policies. Scientists say the Amazon has suffered losses at an accelerated rate since the president took office in January, with policies favouring development over conservation.

Over the past decade, previous governments had managed to reduce deforestation with action by federal agencies and a system of fines. But Mr Bolsonaro and his ministers have criticised the penalties and overseen a fall in confiscations of timber and convictions for environmental crimes.

Last month, the far-right president accused Inpe’s director of lying about the scale of deforestation in the Amazon and trying to undermine the government. It came after Inpe published data showing an 88% increase in deforestation there in June compared to the same month a year ago.

The director of the agency later announced that he was being sacked amid the row.

Inpe has previously insisted that its data is 95% accurate. The agency’s reliability has also been defended by several scientific institutions, including the Brazilian Academy of Sciences.

  • Death toll in Afghanistan wedding blast rises to 80

The death toll from a suicide bomb attack at a wedding hall in Afghanistan’s capital Kabul has risen to 80.

The death toll stood at 63 on Sunday, a day after the blast, which jumped to 80 by Wednesday. Interior Ministry spokesman Nusrat Rahimi said 17 civilians died from their wounds in recent days.

He added that 30 people were in critical condition after the attack.

“Seventeen others have succumbed to their injuries in hospital and over 160 are still being treated either in hospitals or at home,” Rahimi said.

The blast was so powerful that it blew much of the roof off the huge wedding hall, where hundreds of guests had gathered.

Read:Afghanistan: Bomb rips through wedding in Kabul

The Islamic State of Iraq and the Levant (ISIL or ISIS) group claimed responsibility for the attack.

It was Kabul’s deadliest attack since January 2018 when the Taliban packed an ambulance with explosives and detonated it in a crowded street – killing 103 people, according to an official toll.

Many Afghanistan independence day celebrations that were scheduled to take place on August 19 were suspended in the aftermath of the horrific attack.

    Security failure

So far, security officials have yet to provide any explanation as to why the wedding was targeted.

Mansoor, a 28-year-old Afghan who had 12 relatives attending the wedding, said he was told by some survivors that the attacker arrived on a bicycle.

He said he believed the target of the attack was not the wedding party.

“If you pay attention, there is a police headquarters on this road. There are at least two checkpoints he would have passed. Everyone said he appeared to be heading further along the road, but somehow he turned back,” he said.

Read:Roadside bomb tears through bus in Afghanistan, officials say

Though Afghan wedding events have been targeted in the past, the attacks have mostly taken place in remote areas and usually attended by high-profile officials or strongmen targeted by rival forces or armed groups such as the Taliban or ISIL.

US forces have also been accused of attacking several wedding parties across the country during their military air campaigns.

Afghanistan President Ashraf Ghani strongly condemned the attack, vowing to “take revenge for every civilian drop of blood”.

“Our struggle will continue against [ISIL], we will take revenge and will root them out,” he said on Monday.

He urged the international community to join those efforts.

The speaker of New Zealand’s parliament has cradled a lawmaker’s baby while he presided over a debate in the House of Representatives.

Trevor Mallard tweeted a photo of himself feeding MP T?mati Coffey’s baby boy in the speaker’s seat.

Mr Coffey, Labour MP for Waiariki, announced the birth of his son, T?t?nekai Smith-Coffey, in July.

The baby was born via a surrogate mother and is the biological son of Mr Coffey’s partner, Tim Smith.

In a tweet about the baby’s birth, Mr Coffey said he and his partner were “overwhelmed at the miracle of life” and the surrogate mother – a friend of Mr Smith – was “doing awesome”.

The man, in his 70s, had been attending a crayfish party at the Skansen Aquarium in Stockholm on Tuesday.

According to police, the man had his “arm on the wrong side of the security glass” when he was bitten.

  • Cardinal George Pell loses appeal against sexual abuse convictions

Cardinal George Pell, the most senior Catholic cleric to be convicted of sexual abuse, has failed in a legal bid to quash his convictions in Australia.

Pell was jailed for six years in March after being found guilty of abusing two boys in a Melbourne cathedral in the 1990s. He maintains his innocence.

A court of appeal rejected Pell’s argument that the verdict was unfair.

The former Vatican treasurer, 78, will now consider a final appeal in the nation’s highest court.

Last December, a jury unanimously convicted Pell of sexually abusing the 13-year-old boys at St Patrick’s Cathedral.

Pell challenged the verdict by arguing it was “unreasonable” because there was insufficient evidence to convict him beyond a reasonable doubt.

Read:Cardinal George Pell found guilty of sexual offences in Australia

The cleric’s lawyers said the jury had relied too heavily on the “uncorroborated evidence” of the sole surviving victim. But his appeal was dismissed 2-1 by a panel of three judges in Victoria’s Court of Appeal on Wednesday.

“Justice [Chris] Maxwell and I accepted the prosecution’s submission that the complainant was a compelling witness, was clearly not a liar, was not a fantasist and was a witness of truth,” said Chief Justice Anne Ferguson.

Pell’s conviction has rocked the Catholic Church, where he had been one of the Pope’s closest advisers. The Australian cleric will be eligible for parole in October 2022.

    What did the trial hear?

Pell was archbishop of Melbourne in 1996 when he found the two boys on cathedral premises and sexually assaulted them. He abused one of the boys again in 1997.

The trial heard testimony from one of the victims. The other died of a drug overdose in 2014.

A jury rejected the defence argument that the allegations were fantasies. It convicted Pell of one charge of sexually penetrating a child, and four counts of committing an indecent act on a child.

The verdict was kept secret from the public until February, when additional charges of sexual offences against Pell were withdrawn by prosecutors.

What did the court of appeal say?

The two judges who upheld the conviction said that they “did not experience a doubt” about the verdict.

“We note that Cardinal Pell did not have to prove anything in the trial. Rather, at all stages of trial, the burden of proof rested with the prosecution,” Justice Ferguson said.

Pell, who was present for the hearing, had faced the prospect of a retrial or being immediately set free if his appeal had been successful.

    Pell expressionless

    Phil Mercer, BBC News, Melbourne

Read:Assisted dying: Australian cancer patient first to use new law

It took less than five minutes for George Pell to learn his fate. Dressed in black and wearing a clerical collar, the man who was once in the Pope’s inner circle was impassive as Justice Ferguson handed down the decision.

Occasionally, he looked down, his gaunt features betraying no emotion. When the news filtered through to campaigners and survivors of abuse outside, there was a loud cheer.

“Pell looks better in green than black,” one activist told me, referring to the cardinal’s prison uniform.

Campaigners accept, however, that Pell’s fight for freedom probably isn’t over and that a final court challenge could remain.

    What’s the reaction?

Pell’s surviving victim, who cannot be named, said he was “grateful for a legal system that everyone can believe in”.

“My journey has not been an easy one,” he said in a statement read by his lawyer. “It has been all the more stressful because it involved a high-profile figure.”

Pell’s lawyers said he was “disappointed” with the decision and maintained his innocence.

Australian Prime Minister Scott Morrison told reporters: “My sympathies are with the victims of child sexual abuse. Not just on this day, but on every single day.”

He said Pell was likely to be stripped of his Order of Australia honour.

    Will there be another appeal?

Pell’s lawyers said they would “thoroughly examine” the judgement to make a possible last-ditch appeal in the High Court of Australia.

However, there is no guarantee that the court will agree to hear the case.

    What does the Church say?

The Australian Catholic Bishops Conference said it accepted the court’s decision, but added that it would “be distressing to many people”. It reiterated its commitment to tackling abuse.

Cardinal Pell was demoted from the Pope’s inner circle last year. His five-year term as Vatican treasurer elapsed soon afterwards.

Pope Francis continues to face calls for Pell to be defrocked.

  • Coordinate activities to speed up policy implementation — Nsiah-Asare

The Director-General of the Ghana Health Service (GHS), Dr Anthony Nsiah-Asare, has charged departments under the service to coordinate their activities to speed up the implementation of policies and programmes to achieve universal health coverage.

He said what they did at their respective departments had an impact on the people; and, therefore, urged them to build synergies to ensure they achieved their various targets for national development.

Dr Nsiah-Asare recognised the partnership that existed among agencies in the sanitation and environment sectors and the National Malaria Control Programme (NMCP).

Read: Ghana Health Service sacks Dr Gandua

“The all-hazard approach for the detection of unusual health events makes identifying these synergies prudent since some expertise can be located outside the health sector,” he said and called on the GHS to strengthen activities of its Public Health Emergency Committees and also offer platforms for discussion on potential areas of common interest.

    Event

Dr Nsiah-Asare was speaking at the 16th National Public Health Retreat of the GHS which began in Sunyani yesterday on the theme: “Accelerated health interventions with e-Health and other essential tools for achieving universal health coverage and sustaining the developmental goals”.

The four-day retreat is to enable key actors in the implementation of health policies and programmes to reflect on their mandates, core functions, performances, achievements, progress and challenges and brainstorm on modalities for effective integrated service delivery at all levels.

They will also discuss strategies that will contribute to a Global Health Security Agenda.

    HIV prevalence

Dr Nsiah-Asare commended management and staff of the GHS for working hard to maintain adult HIV prevalence rate below two per cent over the past two decades.

He said the national prevalence of 1.7 per cent in 2018 and the continuing decline of linear trend among Ante-Natal Care (ANC) clients over the past 10 years attested to how the GHS had contributed to improving access to service delivery coverage through various interventions.

Dr Nsiah-Asare said in spite of prevailing challenges in implementation gaps, the GHS was determined to achieve the 90-90-90 aspirational goals to ensure that HIV spread was controlled sooner than the 2030 target.

Disease control On malaria control, the director-general stated that there was more than 50 per cent reduction in malaria in-patient cases and 65 per cent reduction in malaria-associated deaths in the country.

“From 2014 to 2018, more than 18 million insecticide treated mosquito nets were distributed in the country through a Global Fund support,” he said.

Read: I never welcomed drone health service GMA General Secretary

Dr Nsiah-Asare, however, noted that the challenge with tuberculosis was its low case detection rate, which increased incidence of multi-drug resistant tuberculosis (TB) from four in 2010 to over 200 in 2018.

The director-general said an Expanded Programme of Immunisation (EPI) coverage had steadily improved in most regions in the country.

“It is gratifying to mention that for more than 15 years, no child has died of measles as a result of positive impact of measles vaccination. “The last case of guinea worm in Ghana was in 2010. Ghana was certified guinea worm-free in 2015. We remain free of guinea worm till date,” he said.

    Partnership

The Director, Public Health Division of the GHS, Dr Badu Sarkodie, called on public health practitioners to inform, educate, empower and mobilise communities to identify and address health problems.

He also stressed the need to enforce laws and regulations that would protect the health and safety of the people.

The Krontihene of the Sunyani Traditional Area, Oboaman Bofotia Boamponsem, also called for collaboration between health authorities and chiefs for effective implementation of policies and programmes at the local level.

According to him, Mahama will destroy the Free SHS programme just as he did to the NHIS and other programs rolled out by the NPP after the NDC assumed office.

Read: Free SHS has reduced the number of people who ask for financial support Diana Asamoah

The NPP stalwart said he was scandalized by the sudden U-turn by Mahama that Free SHS has come to stay.

“The NDC has been very emphatic with their disdain for the program. They said it will only be possible in the next 20 years so Ghanaians should wait for 18 more years before the NDC can come and implement theirs,” Mr Ntim observed.

Mr Ntim expressed worry but also hopeful that Ghanaians will not make that mistake again in voting for NDC to come and destroy all the good policies of the New Patriotic Party like what happened after 2008.

He, therefore, called on the party to stay focused in delivering the promises and that the good people of Ghana will maintain the NPP in power for the next two terms and beyond, to bring the needed transformation to the country.

  • Insiders giving social media trolls info – Gloria Sarfo

NO one is spared trolling on social media with celebrities often getting bearing the brunt of most of it. Sometimes the kind of information some of these trolls have is surprising but for actress Gloria Osei Sarfo it is not because in her opinion,’insiders’ feed trolls with information.

Taking her turn on Afia Pokua’s Vim Talk show on Adom TV last Saturday, Gloria Osei Sarfo said she was convinced people close to celebrities fed the trolls with their private issues.

Read:I am not offended by slay queen tag Gloria Sarfo

“I would say that I’m one of the few celebrities who is trolled very much on social media. Inasmuch as sometimes I try to ignore some of the negative comments about my person, as a human being, some of the comments hit me so hard.

“But I have also observed that these trolls are fed with information that you are so very sure that only close people are privy to.

“For instance, I read some comments on my page and I’m convinced that some people close to me are divulging my personal issues to people to use against me in the name of trolling. That is unacceptable and when I realise that, I will definitely fight back,” she said.

According to Gloria, who came into the limelight through local television series, Efiewura and has starred in movies such as Somewhere in Africa, Friday Night and The Most Beautiful Hour, the fear of competition compels close associates to feed trolls with information about others.

“Most people don’t like competition, they hate to see other people progressing apart from them. This pushes them to feed people with information to hit you because they know what can get to you.

“But this industry is big for everyone to explore their potentials and from experience, I’m more careful about how I talk about my issues to people now,” she stated.

  • Ghana’s financial nightmare: 70,000 people can’t access savings

Isaac and Bless Boahen saved for months to fund her economics doctorate, but when the time came to cash in the investment, they were left empty handed.

The couple are among at least 70,000 investors who have become collateral damage from a cleanup of Ghana’s banking industry. The crackdown, which reduced the number of lenders by a third and saw the closure of 23 savings and loans companies, also triggered a run on fund managers, who couldn’t sell their holdings fast enough to meet demand.

Read: About 4,000 Savings and Loans workers to lose their jobs Tweneboah Koduah

That’s tying up as much as 9 billion cedis ($1.6 billion) of investments, more than a third of the 25 billion cedis in assets that private fund managers oversee for retail and institutional investors.

“My wife was very disturbed,” the 36-year-old said by phone from Kumasi in Ghana’s Ashanti Region. They’re not getting answers and are now worried they’ll never get back the 12,000 cedis they expected back from their investment. “If I knew this would happen, I wouldn’t have gone there.”

They’re in for a long wait. The nation’s markets regulator is looking into whether 21 fund managers violated rules by placing their clients’ money into illiquid assets. The Securities and Exchange Commission has stepped up the pressure, blocking these money managers from accepting new investments for fear they may use the funds to pay out existing investors.

“The harm has already been done,” Lord Mensah, a senior finance lecturer at the University of Ghana, said by phone. “Assets need to be protected.”

As much as 5 billion cedis is tied up in unlisted bonds, direct private-equity stakes and other deals with small- and medium-sized businesses, according to the SEC. Another 4 billion cedis is stuck in fixed-term investments with banks rescued during the clean up, savings and loans companies, and microlenders.

The SEC hasn’t yet released a list of all the fund managers it is investigating. An 11.2 billion-cedis bailout for lenders that were closed down and another package of about 925 million cedis for microcredit companies whose licenses were revoked is helping to release some of the funds locked up in those segments. The number of fund managers dropped to 140 in 2018 from 155 a year earlier as some voluntarily shut down and the licenses of others were revoked, according to the SEC.

“It’s cutting across all the finance houses and when it happens like that the government needs to step in to build confidence again,” Mensah said. “There’s nothing we can do apart from making sure that we create that necessary environment to regain investors’ confidence again.”

That’s of little comfort to the Boahens, who were going to use the money to cover the costs of field-data collection for Bless’s thesis with the University of Ghana. After being promised a return of 26% a year on the investment, Isaac, an accountant, had to borrow money against his provident fund.

While he got the loan at a reduced rate of 10% a year, Boahen didn’t want to go the route of raising debt, he said. “It’s costing me more now.”

  • Kabul wedding blast: Groom has ‘lost hope’ after deadly attack

The bridegroom whose wedding was targeted by a suicide bomber in the Afghan capital Kabul says he has “lost hope” after the deadly attack.

In a TV interview, Mirwais Elmi said his bride survived but his brother and other relatives were among the 63 people killed in Saturday’s attack.

The Islamic State (IS) group has admitted carrying out the bombing, which also wounded more than 180.

President Ashraf Ghani described the attack as “barbaric”.

He blamed the Taliban for “providing a platform to terrorists”. The Taliban, who are engaged in peace talks with the US, condemned the attack.

In the interview with Tolo News, Mirwais Elmi recalled greeting smiling guests in the packed wedding hall only to see their bodies carried out hours later.

“My family, my bride are in shock, they cannot even speak. My bride keeps fainting,” he said.

“I’ve lost hope. I lost my brother, I lost my friends, I lost my relatives. I will never see happiness in my life again.

“I can’t go to the funerals, I feel very weak … I know that this won’t be the last suffering for Afghans, the suffering will continue,” he added.

The bride’s father told Afghan media that 14 members of his family had died in the attack.

Despite the ongoing talks to try and end the 18-year US war, civilians across Afghanistan continue to suffer a tremendous toll.

Read:Afghanistan: Bomb rips through wedding in Kabul

The latest attack underscores how difficult the path to peace in Afghanistan will be: IS, who have a presence in eastern and northern Afghanistan and are fighting against both the government and US-led international forces, are not part of the talks.

    What happened?

An IS statement said that one of its fighters blew himself up at a “large gathering” while others “detonated a parked explosives-laden vehicle” when emergency services arrived.

The attack took place in a district populated mainly by Shia Muslims.

Sunni Muslim militants, including the Taliban and the Islamic State group, have repeatedly targeted Shia Hazara minorities in Afghanistan and Pakistan.

Funerals have been taking place for the victims of the blast

Speaking from a hospital bed, wedding guest Munir Ahmad, 23, said his cousin was among the dead.

“The wedding guests were dancing and celebrating when the blast happened,” he told AFP news agency.

“Following the explosion, there was total chaos. Everyone was screaming and crying for their loved ones.”

Afghan weddings often take place in large halls where men are segregated from the women and children.

    What reaction has there been?

Writing on Twitter, President Ghani said he had called a security meeting to “review and prevent such security lapses.”

Afghanistan’s chief executive, Abdullah Abdullah, described it as a “crime against humanity” and the US ambassador to Afghanistan, John Bass, called it an act of “extreme depravity”.

A Taliban spokesman said the group “strongly condemned” the attack.

Read:At least two killed in Afghan TV bus bombing in Kabul

“There is no justification for such deliberate and brutal killings and targeting of women and children,” Zabiullah Mujaheed said in a text message to the media.

How are Afghan peace talks progressing?

Taliban and US representatives have been holding talks in Qatar’s capital, Doha, and both sides have reported progress.

On Sunday, US President Donald Trump told reporters in New Jersey that the negotiations were going well.

“We’re having very good discussions with the Taliban. We’re having very good discussions with the Afghan government,” he said.

The US has about 14,000 troops in Afghanistan and is part of a Nato mission there. Since the start of his presidency Mr Trump has said he wants to pull the US troops out.

The deal would include a phased US troop pullout in exchange for Taliban guarantees that Afghanistan will not be used by extremist groups to attack US targets.

The Taliban would also begin negotiations with an Afghan delegation on a framework for peace including an eventual ceasefire. The militants have been refusing to negotiate with the Afghan government until a timetable for the US withdrawal is agreed upon.

The Taliban now control more territory than at any point since they were forced from power in 2001.
