  • Russia says rocket explosion caused 16-fold radiation spike

Radiation levels near the site of a deadly rocket explosion in Russia’s far north spiked 16 times above normal, Russia’s weather service has said.

Rosgidromet measured radiation levels in the port city of Severodvinsk after the blast.

The explosion happened off the coast of the city at a military facility in the White Sea last Thursday.

Russia’s state nuclear agency, Rosatom, said a nuclear-powered engine was being tested.

Five of its scientists were killed and three injured in the accident, near the village of Nyonoksa, the agency said.

Readings for gamma radiation at six testing stations in Severodvinsk, a city of 180,000 people, ranged from 4 to 16 times the normal rate of 0.11 microsieverts per hour, Rosgidromet said.

A reading of 1.78 microsieverts per hour was detected at one station, well above normal but below dangerous levels. Even at these levels, the radiation would pose little damage to humans, according to nuclear experts.

The weather service’s findings contradict initial reports form Severodvinsk officials.

Authorities in Severodvinsk, 47km (29 miles) east of Nyonoksa, said that radiation levels shortly after the blast were higher than normal for about 40 minutes but returned to normal. In contrast, Rosgidromet said the spike lasted for two-and-a-half hours.

Read:Huge blasts as Russian arms depot in Siberia explodes

The explosion sparked panic among locals, with some rushing to buy medical iodine, which can limit the effects of radiation.

Pharmacies’ stocks of iodine were reported to be running out in the cities of Arkhangelsk and Severodvinsk.

On Tuesday, Kremlin spokesman Dmitry Peskov declined to elaborate on the details of the test, only telling reporters “accidents, unfortunately, happen”.

He said, however, that Russia’s nuclear engineering sector “significantly outstrips the level that other countries have managed to reach for the moment”.

    Have locals been evacuated?

There were conflicting reports about the possible evacuation of residents of Nyonoksa on Tuesday.

Some locals told Russian media they were asked to leave their homes on Wednesday ahead of planned military exercises.

Severodvinsk officials, quoted by the Interfax news agency, appeared to confirm the evacuation order in a later statement.

Read:South Korea fires warning shots at Russian military aircraft

However, other Russian officials were quick to dismiss reports of an evacuation, with regional governor Igor Orlov calling them “complete nonsense”.

Later on Tuesday, Interfax quoted the local government of Severodvinsk as saying the military had cancelled plans to conduct work on the testing grounds in Nyonoksa.

What do we know about the explosion?

Initially the defence ministry said the explosion on 8 August had involved a liquid-fuel rocket engine, and gave the death toll as two, without specifying who the victims were.

Later, Rosatom said the test had involved a “radio-isotope propellant source” and had taken place on an offshore platform.

The engineers had completed testing, but suddenly a fire broke out and the engine exploded, throwing the men into the sea, Rosatom said.

The explosion sparked speculation that the accident involved a nuclear-powered cruise missile known as the “Burevestnik” or “Skyfall”. President Vladimir Putin described the missile in a speech to the Russian parliament in March 2018.

A tweet by US President Donald Trump suggested Russia was indeed testing such a missile system, saying the US was “learning much” from the explosion.

In the tweet, posted Monday, Mr Trump wrote that the US was developing “similar, though more advanced, technology” than the Russians.

  • Australia drug bust: Four UK men arrested over huge MDMA haul

Six people including four British men have been arrested in Australia and New Zealand in one of the region’s largest-ever drug seizures.

Australian police said the bust was connected to a UK-based organised crime syndicate which supplied highly pure methamphetamine and MDMA powder.

Drugs with an estimated value of A$90m (£50m; $61m) were seized in the state of Queensland.

The drugs could have made up to 12 million ecstasy capsules, police added.

Queensland Police said it was the third-largest MDMA bust in Australia’s history and the drugs were the “highest purity” ever seized in the state.

Police arrested two British men, aged 40 and 51, an Australian man, 26, and an Australian woman, 51.

Another two British men, aged 49 and 60, were arrested in Auckland, New Zealand last week after police there seized 200kg of methamphetamine.

Raids were also carried out in the Australian state of New South Wales.

  • DVLA bags GHC226,000 from fake DV plate fines

The Driver and Vehicle Licensing Authority (DVLA) has raised over GH¢226,000 from spot fines from motorists who use fake Defective Vehicle (DV) number plates in random operations undertaken in the city of Accra in the first half of this year.

The move is part of an exercise by the special task force of the DVLA to clamp down on the use of fake DV plates that have become prevalent.

Read: DVLA to roll out new regulations for Uber, Taxify

The average monthly arrest of fake DV plates, according to the DVLA, is 104 from the random operations within the Accra metropolis.

It is also estimated that several millions of Ghana cedis are lost to the state due to the increasing use of pirated number plates by the several thousands of unregistered vehicles in the system across the country.

The National Coordinator of the Compliance and Enforcement Unit of the DVLA, Mr Joseph Clifford Obosu, confirming the figures to the Daily Graphic, bemoaned the increasing use of fake trade plates for unregistered vehicles.

It is unclear where the fake DV plates, almost similar to the one issued by the DVLA are procured from, but the rise in the use of fake plates is due to the fact that it is cheap and relatively easier to access.

The original DV number plate from the DVLA costs GH¢250 and one has to go through laborious paperwork to acquire it, and it expires in a year.

A motorist with a fake DV number plates is required to pay a spot fee of GH¢310 to regularise the trade number.

    Fake plates from Kumasi

The Daily?Graphic joined the DVLA task force in one of its operations on the Awudome road to Obetsebi Lamptey Circle in Accra to observe at first hand, how the team embarked on their duty.

One key observation made by the paper was that, many of the drivers with the fake DV number plates were stopped on that day and their first reaction was to plead for mercy.

Some of the culprits who spoke to the Daily Graphic said their fake DV plates were procured from the DVLA offices in Kumasi.

Others also pleaded that because the vehicles arrived in the second half of the year, they wanted to use the DV plates until the vehicles were registered in 2020.

“We have also realised that a lot of the fake number plates are coming from Kumasi and we have to find a way to deal with the problem,” Mr Obosu confirmed.

It is estimated that a quarter of the 1.5 million vehicles with DV number plates in the system are fake and not properly procured from the DVLA.

    Growing concern

The steady rise in the use of the pirated and fake DV number plates have become a growing concern to the authorities as it is estimated that a quarter of the DV plates used by unregistered vehicles are fake.

The figure would have doubled if the operations were mounted daily in Accra alone, which would have raked in millions of Ghana cedis due to the increasing use of fake DV plates in the system.

“Can you imagine if this operation is replicated in other parts of the country, the revenues the state would have derived”?, Mr Obosu asked.

    Unregistered vehicles

Mr Obosu said it was a source of concern that many people had resorted to the use of fake trade licences as normal registered plates.

The Head of the DVLA task force unit also expressed worry that some motorists with DV number used the vehicles for social activities.

Read: DVLA to change number plate registration regime for articulated trucks

He said the use of DV and DP number plates was regulated by Section 50 (b) of the Road Traffic Act 2004, Act 683, which, among others, prohibited users from carrying passengers or goods for hiring or reward.

    Social activities

He said the act further prohibited the use of trade plates for social activities such as funerals, weddings and carrying of children to and from school, family, relatives and friends.

The regulation also prohibits trade number plates to be used in carrying passengers or goods or for hiring for a reward, and the vehicle should not be driven by more than one person. But the case in the region is that people carry passengers in their DV and DP plated vehicles with impunity.

Vehicles issued with the DP trade plates have up to 15 days to change to DV plate for the vehicle to be taken to the licensing office for due registration or kept in the garage until the owners are ready to register it.

The DV number plate is used when a motor vehicle is being tried by or on behalf of a prospective purchaser.

  • Ameri, GYEEDA, PDS scandals show we are not fighting sleaze – House of Chiefs

The National House of Chiefs (NHC) has attributed the numerous uncompleted projects, joblessness, broken homes, poverty, suffering and the general slow pace of development in Ghana to the failure of successive governments to fight corruption.

According to a statement signed by Togbe Afede XIV, President, and Daasebre Nana Kwebu Ewusi VII, Vice President, there had been countless number of corruption cases recorded in the past and present governments, and yet, no government was able to gather the confidence to fight it.

Read: PDS Saga: Heads would have rolled under Mahama Alhaji Nasiru

“The list of scandals and controversies is endless: Guinea fowl scandal; SSNIT software scandal; NHIS scandal; GYEEDA saga; BOST contaminated fuel scandal; GFA 2018 scandal; Ghana Judiciary scandal; Ghana Electoral Commission scandal; Tema Port scandal; Cocoa Board scandal; Eurobond scandal; NCA scandal; National Cathedral; Ameri scandal; new 450 Chamber Parliament Complex; PDS scandal, etc. The list is, indeed, endless,” it noted.

The statement indicated that corruption had benefited a few individuals, but kept hurting the country in many ways; diversion of resources from urgently needed development projects; increased government debt; caused leakages that create distortions and made management of the economy difficult; and undermined price and exchange rate stability.

“Corruption has also undermined productivity and the ability of the economy to create jobs and incomes; discouraged hard work, and stifled innovation and initiative, as people look for short cuts to wealth; contributed to the increasing crime rate; brought acrimony into our politics, and bred indiscipline and vigilantism; harmed the image of our nation; and led to mass poverty and suffering. Given the humiliation and inhumane treatment that black Africans are subjected to all over the world, one would have expected our leaders to commit themselves to working for the advancement of their countrymen, and the restoration of their dignity and pride,” the statement added.

It bemoaned that after 62 years of nationhood, most Ghanaians were still muffled by poverty and could not access the basic necessities of shelter, food, water, health, education, electricity, roads and good drainage, jobs and incomes, enhanced living standards, and ultimately, happiness.

    Resort to suicide or migration

The members of the NHC also expressed concern over the growing stories of people, young and old, taking their own lives due to their unbearable living conditions. They maintained that poverty was also the reason why most of the youth of Ghana thought that everywhere else was better than Ghana, and so were willing to risk their lives through deserts and across stormy seas, to escape from the difficulties at home, and in search of greener pastures. The House of Chiefs recalled the unfortunate murder of 44 Ghanaians in cold blood in The Gambia in 2005, who were only exercising their right to pursue happiness, which they could not find at home.

Poverty should not be our lot

The chiefs could not comprehend why Ghana should be poor or struggle to cater for the basic needs of her citizens, in spite of all the available natural resources and unimaginable fertile land.

Read: PDS agreement saga: Al Koot knew of Guarantee Donewell speaks out

Ghana, they said, was endowed with a lot of natural resources such as bauxite, diamonds, gold, iron ore, timber, cocoa, salt, and oil and gas among many others, coupled with the vibrant, energetic, educated and peace-loving human resource, and therefore, did not have to be poor.

The statement encouraged the future leaders [youth] not to allow themselves to be used by self-seekers, as serial callers, let alone vigilantes, to attack the few people who dare to speak for them.

It charged the people of Ghana to begin to insist on their traditional and political leaders to use the resources of the state prudently for the sole benefit of the people, and in pursuance of their development needs. “Leadership is an opportunity to serve, not to exploit. We must hold our leaders to account. Enough of the politricks!”

  • Chlamydia sex infection vaccine passes safety test

A vaccine to protect people against the common sexually transmitted infection chlamydia has passed initial safety tests.

It is the first of its kind to enter human trials.

Experts say immunisation may be the best way to tackle the disease that accounts for nearly half of all sex infections diagnosed in the UK.

More trials must check how well it works and what dose to give, The Lancet Infectious Diseases journal says.

Those tests will take years and in the meantime the best way to avoid getting chlamydia during sex is by using a condom.

    What is chlamydia?
It is a bacterial infection that is passed on through unprotected sex (even if there is no penetration).

Chlamydia bacteria reside in semen and vaginal fluid. Often, the infected person will have no symptoms, which is why people sometimes refer to it as a “silent” disease.

Read:10 die from receiving ineffective anti-snake vaccine

If it is not treated with antibiotics, it can cause serious complications and affect fertility.

People under 25 who are sexually active are advised to get tested for chlamydia every year. The NHS offers a free screening service. People can also buy self-testing kits from pharmacies to do at home with a swab or urine sample.

Why do we need a vaccine?
Although antibiotics can treat chlamydia, people can catch the infection again if they come into contact with it.

Chlamydia remains the most common STI despite screening and effective treatment being available.

Vaccination could offer long-lasting protection, experts hope.

In the trial, researchers from Imperial College London compared two different formulations of the vaccine alongside a dummy or placebo jab in 35 women.

Both formulations appeared to be safe, but one stood out as a front runner. The researchers now want to move this vaccine into the next phase of testing.

Read:Uganda launches new Ebola vaccine trial

Investigator Prof Robin Shattock said: “The findings are encouraging as they show the vaccine is safe and produces the type of immune response that could potentially protect against chlamydia.

“The next step is to take the vaccine forward to further trials, but until that’s done, we won’t know whether it is truly protective or not.

“We hope to start the next phase of testing in the next year to two. If those trials go well we might have a vaccine that can be rolled out in around five years.”

He suggested it could potentially be offered alongside the HPV jab that is currently used to protect against cervical cancer.

A spokeswoman from the young people’s sexual health and wellbeing charity Brook, said: “Whilst these initial results are promising, it’s still very early days and a widely available vaccine could be years in development.

“We would be thrilled to see a vaccine for chlamydia in the future and we are hopeful that this will become a reality.

“As diagnoses of STIs continue to increase national and globally, including antibiotic-resistant gonorrhoea, it remains essential that people use condoms to protect themselves.”

  • Ebola drugs show 90% survival rate in breakthrough trial

Ebola may soon be a “preventable and treatable” disease after a trial of two drugs showed significantly improved survival rates, scientists have said.

Four drugs were trialled on patients in the Democratic Republic of Congo, where there is a major outbreak of the virus.

Two of those, named REGN-EB3 and mAb114, were more effective in treating the disease, the study found.

The drugs will now be used to treat Ebola patients in DR Congo, according to health officials.

The US National Institute of Allergy and Infectious Diseases (NIAID), which co-sponsored the trial, said the results are “very good news” for the fight against Ebola.

Read:DR Congo tests 12 more patients for Ebola

The drugs work by attacking the Ebola virus with antibodies, neutralising its impact on human cells.

They were developed using antibodies harvested from survivors of Ebola, which has killed more than 1,800 people in DR Congo in the past year.

Two other treatments, called ZMapp and Remdesivir, have been dropped from trials as they were found to be less effective.

Of the patients given the two more effective drugs, 29% on REGN-EB3 and 34% on mAb114 died, NIAID said.

In contrast, 49% on ZMapp and 53% on Remdesivir died in the study, the agency said.

The survival rate among patients with low levels of the virus in their blood was as high as 94% when they were given REGN-EB3, and 89% when on mAb114, the agency said.

The World Health Organization (WHO) co-ordinated the trial, which began in November last year.

Read:Uganda launches new Ebola vaccine trial

Hailing the success of the study, Jeremy Farrar, director of the Wellcome Trust global health charity, said the treatments would “undoubtedly save lives”.

The findings, Mr Farrar said, indicate scientists are getting closer to turning Ebola into a “preventable and treatable” disease.

“We won’t ever get rid of Ebola but we should be able to stop these outbreaks from turning into major national and regional epidemics,” he added.

The current outbreak in eastern DR Congo began in August last year and is the biggest of the 10 to hit the country since 1976, when the virus was first discovered.

But it is dwarfed by the West African epidemic of 2014-16, which affected 28,616 people mainly in Guinea, Liberia and Sierra Leone. About 11,310 people died in what was the largest outbreak of the virus ever recorded.

One of the UK’s biggest consultancies has ousted the head of its financial services consulting division, following a probe into alleged misconduct.

A spokesperson for KPMG confirmed that Tim Howarth had left the company.

“We hold all of our people to a very high standard and take swift and appropriate action against any individual whose behaviour contravenes the firm’s values,” it said.

KPMG said that Mr Howarth has appealed against the decision.

“We can confirm conduct issues have been raised related to a partner and following an internal investigation and disciplinary panel, that partner has left the firm. Under our process the partner has appealed.”

KPMG refused to comment further on what the “conduct issues” involved.

  • Ill be excited about the renaming of UG after JB Danquah Hadzide

A deputy Information Minister, Pius Enam Hadzide, has dismissed claims that the government intends to rename the University of Ghana after one of the founding fathers of Ghana, Joseph Boakye Danquah.

The suggestions come after the University of Energy and Natural Resources was renamed after Dr. Kofi Abrefa Busia, Prime Minister of the Government of the 2nd Republic.

The President lauded “the decision is an excellent one,” which will receive his blessing “once the parliamentary process has been completed.”

Read: Renaming: Akufo-Addo in a hurry Former UN advisor

The President added, “It is wholly fitting that this great man, who viewed freedom as a great ally of progress, should be properly honoured by a grateful posterity, and, especially, by citizens of his native Bono Region.”

This latest renaming comes barely a month after a proposal for the renaming of the Navrongo campus of the University for Development Studies (UDS) after C. K. Tedam, the immediate past Chairman of the Council of Elders of the governing New Patriotic Party (NPP) who passed on recently.

This has led to suggestions on social media that the government is setting the grounds to rename the University of Ghana after the late JB Danquah.

But Speaking on Morning Starr Tuesday, the deputy Information Minister stated that even though he is unaware of such moves he will be excited that the University of Ghana is renamed after JB Danquah.

“I will not be surprised…infact I will be excited…I would be excited that such a doyen of not only national politics but African politics will be honoured…however, I am not a member of the governing council.

“[But] I will be excited of the renaming of the University of Ghana after the venerable JB Danquah,” Mr. Hadzide told host Francis Abban.

The late Danquah is credited for playing an important role in the establishment of the University of Ghana, the premier and the largest university in Ghana.

He successfully advocated for its establishment in 1948 after a British report on higher education in West Africa recommended that only one University College, to be located in Nigeria, in association with the University of London, would be feasible for the whole of West Africa.

  • Tarantino and Peele: What do these two filmmakers have in common?

Quentin Tarantino’s latest movie, Once Upon a Time in Hollywood, is only the second original film of 2019 to break $100m (£82.9m) at the US box office.

The recently released film is largely fictional, although it does intertwine real people into the story and uses the Charles Manson murders as a backdrop.

Jordan Peel’s horror movie Us is the only other original film so far this year to have made more than $100m.

They include Avengers: Endgame, which is this year’s highest-grossing film at the North American box office so far, having made nearly $858m (£711m) to date.

Disney’s Lion King remake is in second spot with $473m (£392m). The top five is rounded out by Captain Marvel, Toy Story 4 and Spider-Man: Far From Home.

It was a similar pattern at the UK and Ireland box office last year, which was dominated by sequels, spin-offs and franchises, led by Avengers: Infinity War, Mamma Mia! Here We Go Again and Incredibles 2.

Meanwhile, the new Lion King’s global success has led it to become the most successful animated film in history – depending on whether you classify it as an animation.

It has earned more than $1.33bn (£1.1bn) around the world, overtaking Frozen’s $1.28bn (£1.06bn), according to Box Office Mojo.

Disney bills it as “live action” because it looks realistic, but director Jon Favreau said that was “a bit misleading” because the vast majority of the film was made using computer animation.
