Deputy General Secretary of the Ghana National Association of Teachers (GNAT) in-charge of professional development, Ms Gifty Apanbil, on Thursday said lack of innovation in the educational sector is affecting the delivery of quality teaching.

“Some people will want to be innovative but our system is such that it does not allow innovation and once it does not allow innovation, people who have the urge to innovate things are crippled and frustrating and they leave the profession.

“Majority of teachers are leaving the job because of frustration…,” she observed.

Ms Apanbil made the observation during the 57th Annual GNAT/CTF Professional workshop for teachers of Volta and Oti regions held at the St. Francis College of Education at Hohoe in the Volta Region.

  • Too many party loyalists in our security services – Allotey Jacobs

Former Central Regional Chairman of the National Democratic Congress (NDC) and a now Social Commentator, Bernard Allotey Jacobs, has bemoaned the infiltration of political party loyalists in our security apparatus.

He was reacting to various criticisms hurled at the Ghana Police Service following the kidnapping of the three Takoradi girls and the alleged increase in insecurity in the country.

In addition to this, Allotey Jacobs feels the Criminal Investigations Department (CID) has tarnished the image of the Ghana Police Services.

He believes some of their comments and actions, does not speak well of the Service.

The police should not be surprised at the criticisms coming their way. These criticisms should even encourage them to rebrand or improve. The police need to protect their integrity. There are too many party loyalists in our security services; that is what the service has become and the CID has worsened the image of Ghana Police.

The Director-General of the Criminal Investigations Department (CID), COP Maame Yaa Tiwaa Addo-Dankwa made a swift u-turn after she indicated that her outfit knows the whereabouts of the missing girls.

Calls for her resignation has in recent times increased especially as there has been a discovery of some skeletons suspected to be the missing girls.

Some are of the view that if indeed it is confirmed that the skeletons are that of the missing girls, Madam Tiwaa and others who suggested that the girls are alive should vacate their post willingly.

  • A millionaire charged in his wife’s murder has been caught after more than four years on the run

A California millionaire has been arrested after spending more than four years on the run as a suspect in his wife’s death, the Orange County District Attorney’s Office said Monday.

Peter Chadwick, 54, is accused of killing his wife, Quee Choo “Q.C.” Chadwick, in 2012 at their home in Newport Beach after a dispute about a possible divorce and subsequent financial issues, a news release from the district attorney’s office said. Charged with one felony count of murder, Chadwick was out of custody on $1 million bail when he didn’t show up for a pre-trial hearing in January 2015, according to the district attorney’s office.

After he disappeared, authorities learned that he had emptied bank accounts worth millions.

While on the lam, Chadwick led an itinerant lifestyle, authorities stated. He worked odd jobs and used several aliases, including Paul Cook, Paul Craig and John Franklin. Though Chadwick initially stayed at luxury hotels, he stopped once passports were required for check-in.

Read:More victims found in California wildfires

Officials said Chadwick had ‘large sums of cash’ when arrested.
“Good old-fashioned police work” led to the apprehension of the accused millionaire, said Newport Beach Police Chief Jon Lewis at a news conference in Santa Ana, California, on Tuesday morning.

A tip led law enforcement to Chadwick’s location in an area associated with ex-patriates just outside of Puebla, Mexico. Mexican Federal police picked him up in a residential duplex on Sunday night, according to Lewis, who credits the NBPD podcast, “Countdown to Capture,” with generating tips.
CNN could not confirm whether Chadwick has an attorney since his capture.
Chadwick had been on the US Marshals Service’s 15 Most Wanted fugitive list — with a $100,000 reward for his arrest — since 2018.

After strangling his wife on October 10, 2012, Chadwick placed her body in a trash dumpster in San Diego County and then contacted the San Diego Police Department saying she had been kidnapped and killed by a handyman, according to a September 2018 news release from the Marshals Service that has been updated to say Chadwick was captured Monday.

Read:Plane crashes into California house killing five

Officers who responded to the couple’s house for a welfare check after their children were not picked up from school the day of the killing found blood and signs of a struggle inside, the district attorney’s office said.

Before he disappeared, Chadwick had been ordered to surrender his passports and live with his father in Santa Barbara, California, until his trial, the Marshal Service’s news release said. His children, 3 boys, were placed in protective custody at that time as well, according to police.

Orange County District Attorney Todd Spitzer vowed to be a voice for the victim at Tuesday’s news conference and said prosecutors will do everything possible to gain justice for her. When Chadwick is arraigned on Wednesday, the DA’s office will ask the judge for no bail, Spitzer said.

Chadwick was born in the United Kingdom and became a US citizen in 1991, according to CNN affiliate KTLA.

  • Samsung seeks alternatives to Japanese suppliers in trade row

South Korean tech giant Samsung Electronics, the world’s biggest smartphone and memory chip maker, is seeking alternatives to Japanese suppliers for some key materials, it said Wednesday with Seoul and Tokyo embroiled in a bitter trade dispute.

The row has seen the Japanese government impose restrictions on chemical exports crucial to chipmaking and last week Seoul and Tokyo removed each other from their “white lists” of trusted trading partners.

Two of the Japanese chemicals targeted, hydrogen fluoride gas and photoresists, are essential to making memory chips, while the third chemical, fluorinated polyimide, is used for high-spec TV screens and smartphone displays, including hotly-anticipated folding models from Samsung.

Tokyo’s move has also raised international concern about the effect on global supply chains and possible price hikes for consumers worldwide.

A Samsung spokesperson told AFP the firm was “seeking ways to diversify” supplies of materials and components where it relied heavily on Japanese imports.

Analysts have warned the restrictions — and reduction in the availability of the materials — would “significantly impede” chip producers.

Japan holds a 60-70 percent share of the global hydrogen fluoride market, according to Taipei-based market intelligence firm TrendForce, which could make it difficult for Korean companies to find alternatives elsewhere.

But the Samsung spokesperson denied a South Korean media report that the firm had decided to replace all the approximately 220 Japanese chemicals and materials it uses for chip production with Korean or overseas products.

Samsung is by far the biggest of the family-controlled conglomerates that dominate business in the world’s 11th largest economy, and it is crucial to South Korea’s economic health.

Dutch giants Ajax Amsterdam are set to make a move for Ghanaian attacker Myron Boadu as replacement for Kasper Dolberg who has emerged on the radar of some European heavy weights.

Myron Boadu has had a blistering start to the season and was on target, when AZ Alkmaar thumped Fortina Sittard 4-0 over the weekend.

  • Walmart faces backlash over gun sales after shootings

Walmart, scene of two recent gun horrors, is under pressure to use its corporate power to help crack down on the sale of weapons in the US.

The country’s biggest retailer, often cited as the biggest gun seller, has faced criticism before over arms sales.

But after a multiple shooting at a Texas store, and the death of two staff at a Mississippi branch, critics say Walmart has a responsibility to act.

The killings are in addition to another mass shooting, in Ohio, at the weekend.

Igor Volsky, founder and executive director of Guns Down America, said the killings at Walmart put the retailer under an obligation to take a lead.

“The El Paso [Texas] shooting happened in their store. They have a responsibility to go further,” he said. Walmart could use its political and lobbying clout to force change, he added.

Previously, Guns Down led a successful campaign calling on logistics giant FedEx to stop offering discounts to National Rifle Association (NRA) members.

Another organisation, Moms Demand Action for Gun Sense in America, said Walmart must stop letting shoppers walk into stores with guns. A number of retailers have such policies, including Target and Starbucks.

    Backlash

Kroger-owned Fred Meyer stopped selling guns in 2018, and the same year, Dick’s Sporting Goods ended the sale of assault weapons and raised the minimum age to 21 for gun purchases.

Other pressure groups called on Walmart to use its vast resources to invest more in security, training, and education. These groups have been joined by high profile individuals. Actor and activist Alyssa Milano said it was time for Walmart to show leadership.

Read:Walmart to keep selling guns despite recent shootings at its stores

And one of America’s leading writers on corporate America, the co-creator of the hit TV series Billions, Andrew Ross Sorkin, issued an open letter to Doug McMillon, Walmart’s chief executive.

“In the depths of this crisis lies an opportunity: for you to help end this violence

“You, singularly, have a greater chance to use your role as the chief executive of the country’s largest retailer and largest seller of guns — with greater sway over the entire ecosystem that controls gun sales in the United States than any other individual in corporate America.”

He said Mr McMillon should join forces with powerful chief executives who have expressed dismay at America’s gun violence, including Apple’s Tim Cook.

Read:Texas Walmart shooting: Twenty killed in El Paso gun attack

Walmart has also faced a huge social media backlash from people using such hashtags as #walmartshooting,” “#boycottwalmart,” and “#guncontrolnow.”

It is not the first time that gun-control campaigners have called on Walmart to act. In 2013, a month after a gunman in Connecticut shot dead more than 20 people at a school, nearly 300,000 people signed a petition urging Walmart to stop selling assault weapons.

It was another two years before Walmart ended such sales.

The retailer has yet to respond to a BBC request for comment.

But according to a spokesman quoted in the Washington Post, Walmart has no plans to change its policies on gun sales and in-store carrying.

  • Pakistan vows to fight India’s ‘illegal’ Kashmir move

Pakistani PM Imran Khan has vowed to fight India’s decision to revoke Indian-administered Kashmir’s autonomy, including at the UN Security Council.

Mr Khan said the move was in breach of international law, adding that he feared ethnic cleansing by India.

The region remains locked down, a day after India announced the move.

The Himalayan region of Kashmir is claimed in its entirety by both India and Pakistan, but each country controls only part of it.

There is a long-running separatist insurgency on the Indian side, which has led to thousands of deaths over three decades. India accuses Pakistan of supporting insurgents – an accusation Pakistan denies, saying it gives only moral and diplomatic support to Kashmiris who want self-determination.

    What did Mr Khan say?

The Pakistani prime minister said he wanted to “tell the world” about the decision announced by the Indian government on Monday.

“Through the United Nations Security Council, we are studying it now, we will raise it in General Assembly, we will talk to heads of States at every forum… we will raise it in the media and tell the world,” he said.

Mr Khan said he thought the removal of special status would allow India to change the demographic make-up of the Muslim-majority state.

Read:More than a dozen killed in Pakistan train collision

“I am afraid that [India] will now carry out ethnic cleansing in Kashmir,” he said.

“They will try to remove the local people and bring in others and make them a majority, so that the locals become nothing but slaves.”

Earlier, Pakistan’s powerful army chief said his troops stood by Kashmiris in their “just struggle”.

Neighbouring China has also voiced opposition to the Indian move, describing it as “unacceptable”.

    What’s happening on the ground?

A telecoms and media blackout in Indian-administered Kashmir, combined with a curfew, is being enforced amid concern that the government’s decision to revoke autonomy could trigger large-scale protests by people already unhappy with Indian rule.

The BBC’s Aamir Peerzada in Srinagar, who managed to access one of the few working landlines in the state, said there was a palpable sense of anger and betrayal among people he had spoken to.

Instances of protest and stone-throwing were reported and local leaders have been detained. Kashmiris in other parts of the country said that they were unable to get through to their families.

Tens of thousands of additional troops were deployed ahead of the government’s announcement on Monday, in what was already one of the world’s most militarised zones, and more troops have been sent since.

    How has Kashmir’s status changed?

For many people in Indian-administered Kashmir, Article 370 – as the law guaranteeing special status was known – was the main justification for being a part of India. By revoking it, the Bharatiya Janata Party-led government has irrevocably changed Delhi’s relationship with the region.

Read:Millions malnourished in Pakistan despite abundance of food

The article allowed the Indian state of Jammu and Kashmir a certain amount of autonomy – its own constitution, a separate flag and the freedom to make laws, though foreign affairs, defence and communications remained the preserve of the central government.

It could make its own rules relating to permanent residency, ownership of property and fundamental rights. It could also bar Indians from outside the state from purchasing property or settling there.

The government said Article 370 needed to be scrapped to put the state on the same footing as the rest of India.

But many Kashmiris believe that the BJP ultimately wants to change the demographic character of the Muslim-majority region by allowing non-Kashmiris to buy land there.

    What’s happening in India’s parliament?

The revocation of special status is currently being debated in the lower house, where a bill relating to the division of Jammu and Kashmir into two distinct regions has been introduced.

The bill, which was passed by the upper house on Monday, seeks to split the state into two union territories – Jammu and Kashmir, and Ladakh. Union territories have less autonomy from the federal government than states do.

These two measures drew sharp criticism from opposition MPs. Lawmakers from the south, such as those from the DMK party, expressed concern about what they saw as weakening of India’s federalism.

They accused the government of “denying the will of the people” of Kashmir since the decision to revoke Article 370 was taken without consulting the state’s lawmakers.

But the opposition is also divided. Several parties, including Delhi’s AAP, have backed the decision to revoke Article 370 and bifurcate the state.

  • Phar Rangers regain Division One status after CAS ruling

Phar Rangers have regained their status as a Division One League club after winning their case against the Ghana Football Association following a Court of Arbitration for Sports (CAS) ruling.

Despite finishing 12th on the Zone III table at the end the 2016/17 season, Phar Rangers were relegated to the Eastern Region Division Two League with Okyeman Planners who finished 13th earning a slot to maintain their status in the DOL.

This was because Planners won a protest against relegated Okwawu United for failing to pay a fine after their week 29 clash.

But Phar Rangers argued that since Okwawu United failed to pay their fine before their week six league clash, they lose all points in their matches from week 7 to week 30.

Meaning they would also profit from three points and three goals to survive.

It took the Ghana FA Disciplinary Committee 48 days to respond to Phar Rangers’ protest with the flimsy excuse that they have no jurisdiction over the case.

Rangers exhausted all the judicial processes at the FA before heading to Switzerland for review.

The CAS ruling read: ”The appeal filled by Phar Rangers FC against the decision of the Appeals Committee of the Ghana Football Association of 23 February 2018 is upheld.

“The decision of the Appeals Committee of Ghana Football Association of 23 February 2018 is set aside and replaced by this award.

“The costs of the arbitration, to be determined and served to the parties by the CAS Court Office, shall be borne by the Ghana Football Association.

“The Ghana Football Association is ordered to pay an amount of CHF 6,000 to Phar Rangers as a contribution to the costs and expenses incurred by Phar Rangers FC in connection with these arbitration proceedings.”

  • Derby chairman ‘confident’ over deal for DC United’s Wayne Rooney

Derby County chairman Mel Morris is “confident” DC United’s Wayne Rooney will join the club as player-coach.

Former England captain Rooney has flown from the United States to London for talks with the Championship club.

The 33-year-old forward has more than two seasons left on his deal with the Major League Soccer side.

“It’s never done until it’s done,” Morris told Talksport on Tuesday. “It’s literally been a couple of days in the offing.”

Morris feels Rooney could provide the impetus required to get the Rams, who lost to Aston Villa in last season’s play-off final, back into the Premier League.

The former Everton and Manchester United player is contracted to DC United until the end of the 2021 season but has made no secret of his desire to go into coaching.

“I’m confident this is something we will get sorted out,” said Morris.

“The starting point was that we understood Wayne was keen to return to the United Kingdom. We had a look and decided to see if we could actually do something on the back of that.

“The key thing was conversation he had with [Derby manager] Phillip Cocu.”

Derby appointed Rooney’s former England team-mate Frank Lampard as their manager last season, although he has since moved on to Chelsea.

Speaking about his managerial aspirations at last week’s MLS All-Stars match, Rooney said: “It’s something which I want to stay involved in; [my coaching badges] are going well.

“I’m obviously still a player and I want to continue to play. When the time is right I can go into coaching or management.”

Asked about the Rooney rumours after Monday’s opening 2-1 Championship win at Huddersfield Town, Cocu told BBC Radio Derby: “I can’t say anything about that.

“We’re working hard to complete the team and we always try to find the best player in a certain position.

“In the world of football, we cannot speak before it is signed.”

  • Augustine Arhinful is the right person to replace Kwesi Appiah, says former Kotoko gaffer

Former Tudu Mighty Jets trainer, Isaac Opele Boateng has tipped Augustine Arhinful to be the successor of Coach Kwesi Appiah.

Coach Appiah has been under pressure for failing to win the just ended 2019 Africa Cup of Nations in Egypt.

There have been calls made by football enthusiasts that the 59-year-old must be shown the exit for his lack of control over the team.

However, it has emerged that the government is ready to keep Kwesi Appiah as the head coach of the Black Stars until December when his contract runs out.

However, the former Asante Kotoko gaffer beleives, the former Ashgold forward is the right person to replace the former Al Khartoum manager.

“I don’t support the idea that Kwesi Appiah must be sacked,” he told Asempa FM.

“He is the best local coach we have at the moment but if we want him to leave, we must get a competent person to replace him and for me, Augustine Arhinful will be the right choice.

“I have worked with him [Augustine Arhinful] and I think with his ego, he will be able to control the team. No player can stand his ego.

“He is disciplined and he has proven that he can read and understand the game. Should Kwesi Appiah resign, Arhinful must take over,” he added.

  • Huge blasts as Russian arms depot in Siberia explodes

At least eight people including service personnel were injured in the blasts near the town of Achinsk. Three of the injured were being treated in hospital.

The depot reportedly contained tens of thousands of artillery shells.

Witnesses posted videos of balls of flame and black smoke, starting during the day and continuing after dark.

A state of emergency was declared in the area, west of the city of Krasnoyarsk.

Children at a nearby summer camp were taken to safety while soldiers at the base took refuge in bomb shelters.

About 3,000 people were moved, but Achinsk town officials told Tass news agency that 11,000 more residents were being prepared for evacuation.

The cause of the blast was not immediately clear.

Krasnoyarsk region is one of those affected by huge wildfires that engulfed parts of Siberia in recent weeks, due to unusually hot weather and strong winds.

The worst of the fires, however, were many miles away to the northeast.

The Achinsk ammunition store is one of the oldest in the Russian armed forces’ ordnance network and was due to be dismantled by 2022, Tass quoted the defence ministry as saying.
