  • Roger Rabbit animator Richard Williams dies at 86

    Richard Williams, the Oscar-winning animator who worked on the hit film Who Framed Roger Rabbit, has died aged 86.

    Williams, who was born in Toronto but moved to the UK in the 1950s, won two Oscars and a Bafta for his work as animation director on the 1988 film, which starred Bob Hoskins.

    The triple Oscar and triple Bafta winner also worked on two of the Pink Panther films and Casino Royale.

    Williams died at his home in Bristol on Friday, his family announced.

    ‘An inspiration’

    Who Framed Roger Rabbit, a live-action animated comedy set in Hollywood in 1947 in a world where humans and cartoon characters co-exist, was a critical and commercial success.

    Williams, who was hired to supervise animation sequences, helped create the film versions of Roger Rabbit and his wife, Jessica, first depicted in the book, Who Censored Roger Rabbit.

    Williams won two Oscars for the film, in the special academy award category and for special effects.

    His daughter, Natasha Sutton Williams, said her father – who had six children – had been suffering from cancer, in what she said had been quite a swift illness.

    She said: “He really was an inspiration to everyone that met him. Whether they were animators, or from the top to the bottom of society.

    “An incredibly generous, warm-spirited person who really wanted to learn about the world.”

    Williams, who was also a voice actor and writer, credited Snow White – which he saw at the age of five – as having a “tremendous impression” on him.

    “I always wanted, when I was a kid, to get to Disney. I was a clever little fellow so I took my drawings and I eventually got in,” he told the BBC in 2008.

    “They did a story on me, and I was in there for two days, which you can imagine what it was like for a kid.”

    After that, he said he was advised to learn how to draw properly and admitted he “lost all interest in animation” until he was 23 – throwing himself into art.

    Williams said he was drawn back to the craft because his “paintings were trying to move”.

    His first film, The Little Island, was released in 1958 and won a Bafta, while his animated adaptation of Charles Dickens’ A Christmas Carol in 1971 led to him winning his first Oscar.

    During his lengthy career, Williams also wrote a how-to book called The Animator’s Survival Kit and was animating and writing until he died.

  • Israeli fire kills three Palestinians in besieged Gaza Strip

    At least three Palestinians have been killed by Israeli fire in the north of the Gaza Strip, according to Palestinian health officials and local media, hours after three rockets were allegedly fired from the blockaded enclave.

    Maan news agency said on Sunday at least one other Palestinian suffered “critical” injuries following the overnight attack.

    Palestinian Health Ministry Spokesman Ashraf al-Qudra said that three bodies had arrived to the Al-Andalusi hospital in the Gaza Strip on Sunday morning, as well as one person with a serious injury.

    He identified the three dead as: Mahmoud Adel al-Walaidah, 24, Mohammed Farid Abu Namous, 27, and Mohammed Samir al-Taramsi, 26.

    In a statement on issued late on Saturday, the Israeli army said an attack helicopter and tank had fired at “armed suspects” along the fence that separates Israel from the besieged Gaza Strip, home to more than two million Palestinians.

    In an earlier incident on Saturday night, Israeli air raids hit parts of the northern Gaza Strip, including an open field used to grow crops, as well as a position belonging to a Gaza-based resistance movement, according to local media reports.

    Medics said that Israeli forces only allowed for Palestinian ambulances to enter the area hours after it had launched the attacks.

    The Israeli military said three rockets were fired from Gaza towards Israel, two of which had been intercepted by its Iron Dome aerial defence system.

    There was no immediate comment from any of the major armed groups in Gaza, including Hamas, the group that governs the strip. No Israelis were hurt.

    Israel has waged three wars in Gaza since 2008.

    The Gaza Health Ministry said that since the start of the weekly Great March of Return protests last year, the Israeli army has killed more than 300 demonstrators and wounded 17,000 others, who were officially referred to hospitals.

    The protests that began on March 30, 2018, demand that Palestinian refugees have the right to return to their homes from which they were expelled during the founding of Israel and for a complete lifting of the 12-year Israeli blockade of Gaza.

    The intensity of the protests has decreased since Israel and Hamas reached an informal ceasefire in May, following the worst round of fighting since a 2014 war between them.

    Under the truce – brokered by the United Nations and Egypt – Israel agreed to take steps to ease aspects of its crippling blockade on Gaza but Palestinians have accused it of slowing implementation and not taking enough measures to ease the crippling economic conditions in the coastal enclave.

  • Paris waiter ‘shot dead over slow sandwich service’

    A waiter in Paris has been shot dead by a customer who was reportedly angry because his sandwich wasn’t prepared quickly enough.

    Police say a murder investigation has been launched after the incident on Friday evening in the eastern Noisy-le-Grand suburb.

    The suspect fled the scene and has not been caught.

    Ambulance crews tried to save the 28-year-old waiter, who had been shot in the shoulder, but he died at the scene.

    His colleagues told police that the customer had lost his temper at the pizza and sandwich shop because of the length of time it had taken to prepare his meal.

    The killing has stunned local residents and shopkeepers.

    “It is sad,” one 29-year-old woman told French media. “It’s a quiet restaurant, without any problems. It just opened a few months ago.”

    Some residents, however, said there had been an upsurge of crime in the area with an increase of drug-dealing and drunkenness on the streets.

  • Afghanistan: Bomb rips through wedding in Kabul

    A bomb has exploded in a wedding hall in the Afghan capital, Kabul, and many casualties are feared.

    Witnesses told the BBC a suicide bomber detonated explosives during a wedding ceremony. Witnesses said they had seen bodies.

    The explosion happened at around 22:40 local time (18.10 GMT) in an area mostly populated by Shia Muslims.

    No group has said it carried out the attack, which happened in the west of the city.

    Sunni Muslim militants, including the Taliban and the Islamic State group, have repeatedly targeted Shia Hazara minorities in Afghanistan and Pakistan.

    The latest blast comes just 10 days after a huge bomb outside a Kabul police station killed at least 14 people and injured nearly 150.

    The Taliban said it carried out that attack.

    On Friday a brother of Taliban leader Hibatullah Akhundzada was killed by a bomb planted in a mosque near the Pakistani city of Quetta.

    No group has so far claimed the attack.

    A source in Afghan intelligence told the BBC that Hibatullah Akhundzada had been due to attend prayers at the mosque and was probably the intended target.

    Tensions in the country have been high even though the Taliban and the US, which has thousands of troops stationed in Afghanistan, are reportedly getting closer to announcing a peace deal.

    What do we know happened?

    Interior ministry spokesman Nasrat Rahimi confirmed there had been civilian casualties from Saturday’s blast but said details were still being gathered.

    Afghan weddings often include hundreds of guests who gather in large halls where the men are usually segregated from the women and children.

    Wedding guest Mohammad Farhag said he had been in the women’s section when he heard a huge explosion in the men’s area.

    “Everyone ran outside shouting and crying,” he said.

    “For about 20 minutes the hall was full of smoke. Almost everyone in the men’s section is either dead or wounded. Now, two hours after the blast, they are still taking bodies out of the hall.”

    How are peace talks progressing? Taliban and US representatives have been holding peace talks in Qatar’s capital, Doha, and both sides have reported progress.

    On Friday, US President Donald Trump tweeted that both sides were “looking to make a deal – if possible”.

    The deal would include a phased US troop pullout in exchange for Taliban guarantees that Afghanistan will not be used by extremist groups to attack US targets.

    The Taliban would also begin negotiations with an Afghan delegation on a framework for peace including an eventual ceasefire. The militants have been refusing to negotiate with the Afghan government until a timetable for the US withdrawal is agreed upon.

    The Taliban now control more territory than at any point since they were forced from power in 2001.

  • Karpowership berths successfully at the Sekondi Naval Base

    The power-ship, christened “Karpowership” which was based at the Tema port has berthed safely at the Sekondi Naval Base.

    The successful berthing of the ship would enable operators and engineers to begin the process of connecting pipes, wires and cables that would ensure the flow of energy (direct gas supply from the Ghana Gas Company) to generate more electricity for use by homes and industries.

    Dr Steve Manteaw, an expert in the oil and gas industry, said the relocation was a laudable idea that may go a long way to reduce energy tariffs in the country and create more jobs for the local economy.

    He was of the conviction that the relocation would translate into savings in the fuel consumption of the giant power ship and by prudent management systems save the country lots of revenue.

    Dr Manteaw said, “I believe that in the next tariff review, we may see some good savings which will translate into reduced electricity tariffs”.

    Experts say powering the 470 megawatts power giant with gas as against heavy crude oil would ensure economy of scale and save the country’s purse.

  • Maize farmers at Ejura Soboline appeal for storage facilities

    Farmers at Ejura Soboline in the Ejura- Sekyedumase District in the Ashanti Region have appealed to government to provide storage facilities for maize farmers in the area.

    They also appealed for the provision of dryers to enable them dry their harvested maize during the raining season.

    Speaking in an interview with the Ghana News Agency at Ejura Soboline, Mr Adam Mohammed, the maize farmers’ group representative, said due to the lack of the storage facilities, their produce always go bad and this renders them with losses.

    He said with the implementation of the government’s ‘Planting for Food and Jobs (PFJ) programme, farmers in the area planted large acres of maize and the harvest is good but their major challenge is the lack of ready market for their produce.

    Mr Adam said due to lack of storage facilities, middlemen who come and buy their maize offer very low prices and they are forced to sell their produce to them.

    He said it would be a relief to maize farmers if stakeholders could connect them to companies and investors that would buy their products and ensure that the farmers produce to meet international standards.

    Mr Adam said the standards of measurement currently being used by the middlemen is also not favourable to them and pleaded with the District Agriculture Department to provide weighing scales at major market centers and help boost the income of farmers.

  • PDS Concession Agreement: Group petitions US government

    The Crusaders Against Corruption ( a pressure group ) has petitioned the government of the United States of America through the US Ambassador to Ghana for an independent investigation into the the PDS concession agreement which has been suspended by government .

    It would be recalled that the Minority Caucus of Parliament on Wednesday presented a similar petition to the US Ambassador to Ghana.

  • GRA clears air on Free SHS rumours

    The Ghana Revenue Authority (GRA) has come out to clarify an attribution to the Commissioner-General by a section of the media on whether beneficiaries of the Free SHS policy will pay more taxes than non-benficiaries in future.

    In a statement issued and signed by Kwasi Bobie-Ansah, Assistant Commissioner, Communication & Public Affairs Department, the GRA said the attribution arose from the reportage of remarks given by the Commissioner-General at a capacity building workshop for members of the Private Newspaper Publishers Association of Ghana (PRINPAG) over the weekend in Koforidua.

    “What the Commissioner-General said was that the Free SHS policy is an investment government is making into the lives of the beneficiaries today. The result/impact would, however, be felt in the long run. Due to the various skills acquired by the many beneficiares, when they enter the job market and begin paying taxes, collectively, they would contribute more taxes to national coffers.

    “GRA is very much aware of the principle of equity in taxation and, therefore, would not use different rates for taxpayers on the same income on the basis of benefitting from the Free SHS policy,”it stated.

    “The Commissioner-General never said that Free SHS benefiaciries would pay more taxes than non-beneficaries in the future. The Commissioner-General explained that by virtue of the fact that he benefited from a Cocoa Marketing Board (CMB) scholarship as a student, he is able to pay so much tax today. It is his expectation that due to the investment the Free SHS policy is making in the benefiacies, they will be in a similar position to pay the required taxes in the future,” the statement added.

  • Minister cautions public on quack architects

    The Minister for Works and Housing, Samuel Atta Akyea, has cautioned prospective developers to always engage registered architects for their projects to bring sanity into the system.

    He said under the ongoing review document for the Building Regulations of Ghana, the engagement of registered architects and firms for all building projects in the country is mandatory.

    He said government had already launched the Ghana Building Code, a document that covers all essential areas necessary for the smooth and safe operation of the building and construction industry aimed at strengthening the regulatory regime in the industry.

    Mr. Atta Akyea issued the warning at the 19th Induction Ceremony for newly registered architects by the Architects Registration Council (ARC) where 29 new architects were admitted onto the standing register of the council.

    Registrar of the ARC, Mrs. Stella N.D. Arthiabah, stated that two new offices had been opened at Labone and Adum in Accra and Kumasi respectively, to regulate and facilitate the work of architects.

    She said “there is ongoing registration, categorization and continuous technical development services for architectural technologists, technicians and draughts men through the National Board of Control (NBoC) under the auspices of the Ministry of Works and Housing to streamline all activities within architectural practice.

    President of the Ghana Institute of Architects (GIA), Richard Nii Dadey, underscored the need for continuous training for members, saying “in these changing times if you remain in that little niche, you will eventually become irrelevant; the way forward is to evolve yourself from end to end.”

    Guest speaker was Charles Darku, Former MD of Tullow Oil. Chairman for the occasion said the contribution of architects to the development of the country could not be underestimated.

    The ceremony which was held in Accra had the theme: “Regulating the Practice of Architecture The Future.”

    Overall best candidate was Kafui Kweku Anyomdie with Emefa Sedinam Ama Homenya and Abdel-Jawad Abbas occupying the second and third positions respectively.

  • GII launches Ghana Integrity Awards

    Anti-corruption body Ghana Integrity Initiative (GII) has launched the maiden Ghana Integrity Awards aimed at honouring public institutions and individuals who made enormous impact in the fight against corruption.

    The 2019 awards ceremony, which is to take place on December 9, 2019, would consider nominations from the general public for prospective awardees who have made significant impact by action, initiative or projects since 2016.

    Categories of the awards include Integrity Personality of the Year, Transparency and Social Accountability, Policy and Administrative Reforms, Efficient Public Service Delivery as well as Effective Enforcement Category.

    Speaking at the launch which was held in Accra on Wednesday, August 14, 2019, the Executive Director of GII, Mrs. Linda Ofori-Kwafo, indicated that creating a strategic and sustainable response to fight corruption would require the adoption of non-traditional approaches such as award schemes to complement traditional approaches that mostly focus on prevention, investigation and sanction.

    She said that awardees tend to have positive impact on others, as they are always conscious about the perception and views held by the public which make them continue to portray exemplary behaviours for others to emulate.

    “Winners of integrity awards are sources of inspiration to the anti-corruption movement because their actions echo a common message that corruption can be challenged,” she said.

    The Denmark Ambassador to Ghana, Tove Degnbol, for her part, commended citizens who continue to demonstrate remarkable determination to shy away from corrupt practices that included misuse of office for personal benefit and making unlawful facilitation payments to fast-track processes.

    The Deputy Commissioner of Commission on Human Rights and Administrative Justice (CHRAJ), Richard Quayson, who chaired the event and launched the awards scheme, advised organisers to remain focused, be transparent and conduct the necessary checks before presenting awards to recipients.

    He also encouraged organisers to work hard to ensure the programme inspires the youth and address the challenges of present and future generations.

    Present at the launch were the Deputy Minister of Lands and Natural Resources, Benito Owusu-Bio, together with other representatives from state agencies like Auditor Service, Economic and Organised Crime Office (EOCO) and the Legal Aid Scheme.

    The Overlord of the Dagbon Traditional Area, Ya Na Abukari Mahama II, has praised President Nana Akufo-Addo for the Tamale Interchange and other developmental projects in the Northern Region.

    According to the overlord, the projects have employed many youth in the region.

    He made the remarks when President Akufo-Addo visited the region to cut sod for phase 2 of the Tamale International Airport Project.

    The Ya Naa said the phase 2 of the Tamale International Airport will benefit Northern Ghana enormously and farmers will be motivated to put in their best.

  • DOL clubs propose 17-member Executive Board for new GFA

    Division One League clubs in Ghana have proposed that the new GFA Should have a 17-member Executive Board instead of the 11 proposed by the GFA Normalization Committee.

    In a meeting held on Thursday 15th August in Takoradi, club owners, CEOs and Directors of the DOLs resolved to send a proposal to the Normalization Committee to consider making the Executive Board 17 members instead of 11.

    At the meeting held at the NAKOFF Hotel in Takoradi, former GFA Vice President argued strongly that the 11-member Executive Board proposed by the NC is small insisting it must be 17.

  • Zimbabwe protests: Opposition MDC backs down after police ban

    Zimbabwe’s main opposition group has called off anti-government protests in the capital Harare at the last minute, after failing to overturn a police ban.

    However, some protesters who had already gathered in the city were violently dispersed by police.

    The opposition said the ban exposed the “fascist” government’s true colours.

    The demonstration was called in protest at the government’s handling of the economy, but police said they had evidence it could turn violent.

    There is a heavy police presence and the city centre is subdued, with most shops closed.

    About five million Zimbabweans are in need of food aid, according to the UN.

    The country has been hit by power cuts and rising inflation.

    What happened when the ban was introduced? Police announced they were banning the protests on Thursday evening.

    The opposition Movement for Democratic Change (MDC) applied to the High Court to overturn the ban, but it was upheld by a judge on Friday morning.

    Speaking to journalists after the court decision, MDC deputy leader Tendai Biti said the party would not appeal, but added that the ban had exposed the government’s “true colours”.

    “The constitution guarantees the right to demonstration… yet this fascist regime has denied and proscribed this right to the people of Zimbabwe,” he said, quoted by Reuters news agency.

    “We have jumped from the frying pan into the fire after the coup… We don’t accept the conduct of this regime, the conduct of [President Emmerson] Mnangagwa.”

    Mr Biti said that protests planned for next week in other cities would still go ahead.

    Some opposition supporters had already gathered by the time the MDC announced the suspension.

    But police quickly moved in to disperse the crowds.

    Video and still pictures from the scene show officers beating protesters with batons as they chased them from the streets.

    Life ‘worse than under Mugabe’ The demonstrations were called to protest at Zimbabwe’s worsening economic situation. Power cuts last for up to 18 hours a day and inflation is on the rise.

    “Life in Zimbabwe today is worse that it was under [former president] Robert Mugabe,” MDC politician Fadzayi Mahere told the BBC.

    “People are marching against the continued hardship that they face. The cost of living has soared exponentially. We’re back into hyperinflation.”

    She said that democratic freedoms were also under threat.

    Earlier this week, at least six civil society and opposition members were allegedly abducted and tortured.

    The Zimbabwe Human Rights NGO Forum says the victims were accused of mobilising people to demonstrate.

    Human rights groups blame state agents for their disappearance, but the authorities have denied their involvement.

    The UK and US have expressed concerns about the reports.

    What’s the background? The protests would have been the first since January, when rallies against increases in the price of fuel ended in deadly clashes with troops, in which 12 people were killed.

    The worsening economy has fuelled wider grievances with the governing Zanu-PF party under Mr Mnangagwa.

    The current president swept to power in November 2017 after long-time leader Robert Mugabe was ousted in a military coup.

    Mr Mnangagwa, a long-time ally of Mr Mugabe, won an election in July 2018 on a platform of democratic reforms and economic recovery after years of decline under Mr Mugabe.

    But the mood of hope and change has diminished as Zimbabwe’s economy has faltered.

    Inflation is at a 10-year high, shrinking Zimbabweans’ salaries and pensions. Shortages of fuel, power and water are widespread, and the price of bread has increased five-fold since April.

    There have been fears, however, that protests in Harare and other major cities would lead to another police crackdown akin to January’s.

    Mosquitoes are one of the most deadliest diseases vectors in the world with the ability to transmit and spread very dangerous diseases to humans causing millions of deaths every year.

    A technical vector control officer with the National Malaria Control Program, Mr. Christian Atta-Obeng who took participants through how to use the mapping technology explained that the application software known as EpiInfo vector surveillance helps in collecting useful data on breeding sites which helps to undertake effective larval source management.

    He said the mapping technology will enhance proper surveillance of mosquito breeding sites and provide useful reports on performance measurement.

    Mr. Abel Djangmah, a Senior Vector Control Technical officer of Zoomlion explained that mosquito vector borne diseases are becoming a global health threat to humanity hence the need for the country to develop effective larval source management preparedness plan to confront diseases transmitted by mosquitoes head-on.

    He said available data from the Ghana Health Services indicate that malaria cases is plateauing in some health facilities whilst some of the mosquitoes are either developing resistance to in-door residual spraying insecticides or biting people before they go to bed at night.

    He urged participants to make good use of the scientific knowledge gained from the training to enhance their larviciding activities in their communities and improve health conditions of residents in the Ashanti region.     Alain Robert unfurled a banner showing a handshake and the flags of Hong Kong and China on Friday morning.

    The 57-year-old, known for climbing tall buildings worldwide, said his stunt was an “urgent appeal for peace”.

    “Perhaps what I do can lower the temperature and maybe raise a smile. That’s my hope anyway,” Mr Robert said in a media statement.

    Mr Robert said his message at the 68-storey Cheung Kong Center was “an urgent appeal for peace and consultation between Hong Kong people and their government”.

    Mr Robert usually does his stunts without prior notice or permission.

    He has climbed buildings in Hong Kong on several previous occasions, including the Cheung Kong Center.

    Last August he was banned by a city court from attempting any more climbs in Hong Kong for 365 days, but it is unclear if the ban has now expired.

    Earlier this year, he was arrested in the Philippines after climbing a 47-storey tower in the capital, Manila.

    The Hong Kong protests started in April over plans for an extradition bill that would have allowed criminal suspects to be handed over to mainland China.

    Critics warned that the bill could undermine the city’s legal freedoms and might be used to silence dissidents.

    The demonstrations have since taken on a much wider scope, with protesters now demanding full democratic rights for the Hong Kong’s citizens and an independent inquiry into the police response to the protests.

  • Man, 35, arrested for power theft in Kumasi

    A 35-year-old unemployed man, Mr Ebo Larry, has been arrested by officials of Power Distribution Services (PDS) at Tafo Mile 3, a suburb of Kumasi, for stealing power over the last two years.

    He allegedly reconnected his electricity mete after he was initially disconnected for owing electricity bills.

    Despite persistent moves by the company to retrieve the money, Mr Larry has been evasive until his arrest.

    Indeed, the action of the power distribution company followed information by his co-tenants to the company for his arrest.

    His wife is said to have attempted to disconnect the power when she saw the officials of PDS.

    She was, subsequently, invited together with the husband, Larry, to the station but they failed to honour the invitation.

  • Amidu tempers expectations, reminds of limitations of Special Prosecutor Office

    Special Prosecutor, Martin Amidu, has again reminded that notion that his office possesses unbridled powers to fight corruption is far from reality.

    Speaking at an Audit Service forum on Thursday, he referenced section 79 of the Special Prosecutor Act which limits the jurisdiction of his office

    According to him, a section of the Act that established his office, limits the powers of the office, thereby curtailing the effectiveness of its fight against corruption.

    He says it is for this reason that his office appears to be doing less than what is expected.

    “The powers we were given were so elaborate but what they did was that they embedded a section called the interpretation section so they said you have powers and you can catch anybody. But if you go to the interpretation section, you will see that the powers of the office are strictly circumscribed.”

    Mr. Amidu also had subtle criticism for legislators who criticise his lack of action saying: “even those who cast the section 79 go to the public media and condemn the office for not doing things… so this is addressed to the average person expecting more than we can give.”

    Earlier in August, in the heat of the Power Distribution Services (PDS) concession controversy, Mr. Amidu who was petitioned to probe the fiasco cautioned against wrongly interpreting the jurisdiction and mandate of his office.

    In an article, Mr. Amidu said such misrepresentations could skew the expectations of his office by the public.

    He also said the “deliberate misperception about the jurisdiction of the Office is one sure way those who fear anti-corruption activism can kill trust in the Office.”

    This is after a number of petitions had come his way on issues of national interest that were not within his mandate like the reports of possible corruption in the PDS deal.

  • Election of MMDCEs: EC sets referendum for December 17

    The Electoral Commission (EC) has now settled on December 17, this year for the referendum on the election of metropolitan, municipal and district chief executives (MMDCEs).

    Earlier, the EC had fixed December 10, 2019, for the referendum.

    The Director of Electoral Services at the EC, Dr Serebour Quaicoe, announced the new date at the launch of a coalition formed by some civil society organisations (CSOs) to push for the election of MMDCEs in Accra yesterday.

    He said the change in the date was occasioned by the delay caused by the injunction application by a citizen, Mr Umar Ayuba, to the Supreme Court to stop the limited registration of voters which formed part of activities in the road map to the referendum.

    Mr Ayuba filed the injunction against the EC’s decision to limit the limited voters registration exercise to its district offices on grounds that the move would disenfranchise many people.

    The Apex Court dismissed the injunction on June 12, this year, but Dr Serebour said the legal action had affected their timelines, hence the change in the date for the referendum.

    “We had our timelines that we were working to but the injunction made us lose some 14 days. We had to adjust our dates and finally settled on December 17, this year, as the date for the referendum. If nothing untoward occurs, we will do the referendum on that date because 2020 is a packed year and we do not want to add the referendum to the activities for that year,” he said.

    Dr Serebour called for the support of stakeholders such as the media, the Judiciary, political parties and the general public to help the EC deliver on its mandate.

    CSO Coalition

    The government has activated a process to amend two clauses in the 1992 Constitution of Ghana to pave the way for the election of MMDCEs and to allow for political participation in local level elections.

    Two bills seeking amendments to Articles 243(1) and 55(3) for election of MMDCEs and introduction of political party participation in the local elections have been presented to Parliament to be passed.

    The CSOs coalition is, therefore, meant to engage key stakeholders including the President, Nana Addo Dankwa Akufo-Addo and the leadership of Parliament to speed up the amendment process.

    The coalition is being spearheaded by the Ghana Centre for Democratic Development (CDD-Ghana), the Centre for Local Governance Advocacy (CLGA) and the Institute of Democratic Governance (IDEG).

    Dubbed the CSO Coalition on the National Referendum and Election of MMDCEs, the coalition will also mobilise other stakeholders and the public to support the referendum that will pave the way for the participation of political parties in the election of MMDCEs slated for 2021.

    Key personalities at the launch of the coalition were the Minister of Local Government and Rural Development, Hajia Alima Mahama; her two deputies, Mr Osei Bonsu Amoah and Mr Kwasi Agyei-Boateng, the Executive Director of IDEG, Dr Emmanuel Akwettey, and the Executive Director of CLGA, Professor Vladimir Antwi-Danso.

    There were representatives from political parties, including the National Democratic Congress (NDC), the New Patriotic Party (NPP), the Convention People’s Party (CPP), the Progressive People’s Party (PPP) and the National Democratic Party (NDP).

    Action

    Dr Akwettey explained that apart from engaging the President and Parliament to expedite action on the amendment to those articles, the coalition would canvass support from relevant stakeholders to facilitate the process for a successful referendum.

    He stressed that the overall objective of the coalition was to ensure that a solid foundation was prepared for the election of MMDCEs in 2021.

    To do that, he said, the coalition would strengthen engagement with key stakeholders such as the EC and the political parties and also use media campaign and advocacy to create awareness of the importance of electing MMDCEs.

    In a speech, Hajia Mahama said the constitutional reforms and referendum processes leading to the election of the MMDCEs had been activated.

    The minister stressed that electing MMDCEs was the best card to play, since the current system where MMDCEs were appointed by the President was inimical to local and inclusive governance.

    “If we want to have the MMDCEs elected, the first thing is to ensure that Article 243(1) is amended; so I will urge MPs to help pass these bills when Parliament resumes in October,” she said.

    In their solidarity messages, the representatives of the political parties gave an assurance that they would work with other stakeholders for the successful election of the MMDCES.

  • Savannah Region: One dead, four injured after communal violence

    At least one person is feared dead and four others wounded after communal violence broke out Thursday evening between two rival groups at Lakula near Daboya in the Savannah Region.

    An eye witness in Mankarigu, a nearby community, confirmed to Joy News that the violence was triggered by a misunderstanding over the construction of a mosque.

    Details of the violent disturbance were still unfolding but multiple sources told Joy News that, shootings started after some young men transporting blocks to the village for the mosque project were resisted.

    Three of the injured victims have been treated and discharged and one has been referred to Walewale, a staff at Mankarigu health centre has also confirmed to Joy News.

    An official at the health centre, who refused to be named, said the victim who was referred suffered skull fracture and was in serious condition.

    “We have received four casualties and one has been referred to Walewale. The ones we’re attending are cutlasses but I heard there was a gunshot but I didn’t see it”, according to the health staff,

    “His own… it seems it has even gotten to the skull, so we said it’s beyond our level, but we were able to manage for them to move further,” the anonymous health official said.

    Residents of this village have been shapely divided after the creation of the Savannah and North East Regions.

    Originally, under the North Gonja district of the Savannah Region, some residents of Lukula and several others in the area, including Mankarigu, have been protesting to join the West Mamprusi municipal in the North East Region.

    Over 40 communities more, all inhabited by minority tribes including Tamplumas the Tamplumas, are in this protest to be added to the North East Region.

    Tensions have escalated in recent months between the Gonjas in Daboya and Mamprusis in the Sor Traditional area in Walewale after the chief of Daboya attempted to install chiefs in some of the communities already occupied by Mamprusi chiefs.

    It became a full-blown territorial dispute between the Yagbonwura and Naayiri two months ago after a meeting with a Gonja delegation at the Naayiri’s palace in Nalerigu ended inconclusively.

    Residents who are protesting to join the North East Region cite social, political and economic deprivations but the Gonjas maintain the land belonged to them and would not accept any breakaway.

  • Desist from the payment of facilitation, business development fees BoG

    The Bank of Ghana (BoG) has directed Banks and Specialized Deposit-taking Institutions (SDIs) to desist from the payment of facilitation/business development fees or any other fees to attract deposits henceforth.

    The Central Bank said any institution which fails to comply with this notice shall be severely sanctioned.

    In a public notice, the Bank of Ghana said it “observed, during the banking industry clean up exercise, a practice whereby facilitation/business development fees or some other payments are made to agents who assist in the mobilization of Wholesale Deposits, particularly from the public sector.”

    The BoG added that “The practice had the tendency to increase the “Cost of Funds” of institutions, which invariably was passed onto customers through high lending rates.”

    The public notice signed by the Secretary to the BoG, Frances Van-Hein Sackey stated, “The Bank of Ghana wishes to draw the attention of Banks and SDIs to Section 16 (1) (f) of the Banks and Specialized Deposit-Taking Act, 2016 (Act 930) which gives the Bank of Ghana authority to revoke the licence of any institution which in the judgement of the Bank of Ghana, is deemed to be engaged in unsafe or unsound banking practices.

    All Banks, SDIs and the general public are to take note of the above and be guided accordingly.”

  • Nigerien referee Rhisa Almustapha to officiate Ashantigold- Akonangui FC clash

    Nigerien referee Abdoulaye Rhisa Almustapha will officiate the second leg of the CAF Champions League game between Ghanaian side Ashantigold and Akonangui FC of Equatoria Guinea.

    The Nigerien will be assisted by compatriots Sadissou Idi and Salissou Bachir as lines 1 and 2 respectively.

  • Malaria cases in Uganda surge by 40 percent in three months

    Uganda’s Ministry of Health has announced that the country is facing an unprecedented increase of malaria cases over the last three months.

    Jimmy Opigo, head of Malaria Control Program told Xinhua by telephone that between June and August the cases have increased to 1.4 million from 1 million.

    “This is the peak season of malaria in Uganda. That is why we are recording more cases compared to other quarters,” Opigo said.

    Ministry of Health attributed the increase to climate change which has brought prolonged rains, reduced use of insecticide-treated mosquito nets and increased population growth and refugee immigration in some parts of the country.

    In order to address the surging number of cases, the ministry has started distributing emergency supplies like Artemisinin-based Combination Therapy, Rapid Diagnostic Tests, long-lasting insecticide-treated mosquito nets and strengthening village health teams.

    Ministry of Health figures show that malaria is endemic in approximately 95 percent of the country, affecting over 90 percent of the population.

    The disease is still the leading cause of death in the country, accounting for over 27 percent deaths, mostly of pregnant women and children under five years of age, according to ministry data.

  • Kelvin Ofori scores a brace in Fortuna Dusseldorf heavy win over TSV Bockum

    Ghanaian foward Kelvin Ofori continued his fine form for Bundesliga side Fortuna Dusselddorf as they walloped TSV Krefeld-Bockum 7-0 in their final pre season game ahead of the start of the German Bundesliga.

    The former Right to Dream Academy Player scored twice in the game as the Bundesliga side cruised to victory.

    Ofori netted his first in the 6th minute before adding his second in the 68th minute.

    Kano Pillars coach Ibrahim Musa has revealed his club will be setting up to make it two wins over Asante Kotoko when the two teams meet again in the Caf Champions League on August 25.

    Ghanaian outfit Kotoko and Nigeria’s Pillars are set for a second leg decider in Kumasi, two weeks after the latter registered a 3-2 triumph in the preliminary first round first leg tie at the Sani Abacha Stadium.

  • ‘We went through difficulties in Equatoria Guinea’ – AshGold Captain

    Shafiu Mumuni, Captain of Ashanti Gold Sporting Club, has said their opponent, Akonangui FC, put them through difficulties in a bid to frustrate them in their first leg of the Confederation of African Football (CAF) Confederations Cup test in Equatoria Guinea.

    He said they couldn’t train in Equatoria Guinea ahead of the game, because they were left to their fate for more than three hours at the airport without any information from their hosts.

    He added that, despite the frustrations, their determination ensured they had a respectable scoreline.

  • Introduce Friday wear for locally made footwear – AGI Chairman

    Mr Dela Gadzanku, the Eastern and Volta Regional Chairman of the Association of Ghana Industries (AGI), has called for the promotion of the wearing of made in Ghana footwear alongside the wearing of made in Ghana clothes on Fridays.

    He said the textile industry has received a boost as a result of the promotion of the wearing of Ghanaian fabrics on Fridays and proposed the extension of the same initiative to the footwear industry.

    Mr Gadzanku was speaking to the media in an interview after a tour of some leather establishments by the National Chairperson of AGI in charge of textiles, garments and leather.

    The tour team was made up of Mrs Doris Kessie, National Chairperson of AGI for Textiles, Garment and Leather; Mrs Sharon Boccoh, Chief Executive Officer(CEO) of Vashty Garments; Mr Yaw Barimah, CEO, Barimah Shoes; and officials of AGI of Eastern and Volta Regional Branch.

    The two day tour, formed part of a familiarization and fact finding mission to engage with members of the Association in the Volta and Eastern regions.

    Mr Gadzanku said to imbibe the idea in the younger generation, we could also introduce the policy in the educational sector by calling on students to wear locally manufactured footwear.

    He appealed to the shoe manufacturers to reduce the prices of their shoes so that more Ghanaians can patronize the locally manufactured products.

    Mr Gadzanku said his outfit is working with the textiles, garments and leather sector of AGI to launch an initiative to get Ghanaians to wear local footwear.

    Mr Yaw Barimah Agyapong, the CEO of Barimah Shoes, said the promotion of locally manufactured footwear would create a lot of opportunities for the employment of many young people.

    He commended government for initiating various Technical, Vocational Education Training (TVET) policies and called for a second look at the implementation of the policies to enable the country to derive the maximum benefit from them.

    Mr Barimah said due to the lack of modern equipment, footwear manufacturers in the industry produce at a low capacity which contributes to the high cost of production.

    He said the cost of raw materials coupled with the duties at the port is also affecting the cost of production and called on government to reduce some of the taxes to ensure that they can always produce and give customers good prices.

    The team as part of the tour visited the Akuley Shoe factory in Kpando, Ho Technical University, TVET centre and some leather and garment establishments in Kpando, Hohoe and Ho as well as the Kente weaving center in Kpetoe.

  • Dont use the PDS scandal to destroy the enviable reputation of the Energy Commission – Dr. Ampofo

    The forward-and-back cycle of decisions (or rather indecisions) on the botched PDS/ECG concession agreement is happening so rapidly that one finds it difficult to keep track and pace with the unfolding drama.

    First, PDS took over the operations of ECG on March 1, 2019, as required by the Private Sector Participation (PSP) condition of the Millennium Challenge Compact II.  Then, barely four months later, government suspended that concession agreement, with immediate effect, saying that it (government) had detected “fundamental and material” breaches in the concession agreement, particularly those relating to the required demand guarantee.  To bridge any possible void in the power supply chain and therefore avert possible disruptions in power supplies to consumers, the power distribution and sales functions of PDS was given back to ECG about a fortnight ago.  As if this was not enough, the nation got another utter shock, when ECG announced that it had, once again, handed over those very operations back to the PDS, barely days after the re-appointment of ECG to its original duties.   This unstable and rather chaotic development in the power distribution industry is very worrisome and leaves much to be desired.  It is now clear that the government is confounded by the problem it had brought onto itself and, in such obvious bewilderment, does not know what to do to bring the rather embarrassing situation under control and return the power sector back to the state of stability and progress that government inherited it.

    But, perhaps what is more worrying is the role the Energy Commission has been made to play in this ridiculous drama.  As the immediate past chairman of the Energy Commission, I find it difficult to accept the recent announcement by the Commission that it (the Energy Commission) had “appointed” ECG as the interim operator to take charge of the management and operation of electricity sales in the country, ostensibly, to ensure continuity of power supplies to consumers.  This is a strange and undesirable development, as the Energy Commission has no mandate or powers to make any such “appointment”.

     

    Indeed, the functions of the Energy Commission is only to regulate and manage the utilization of energy resources of the country.  In the performance of these functions assigned to it by the Energy Commission Act of 1997 (Act 541), the Commission is enjoined to “advise the Minister for Energy on national policies for the efficient, economical and safe supply of electricity, having due regard to the national economy” (Article 2(b)).  So, at best, the Energy Commission should have advised the Sector Minister to use the powers of his good office to appoint ECG as interim operator of the suspended PDS concession.

     

    It will be recalled that it was the Government of Ghana, through the Ministry of Finance and the ECG, that suspended the concession agreement with PDS, in the first place (and not the Energy Commission), so one would have expected the decision to re-appoint ECG as the direct distributor of power to come from the Ministry of Finance or, more appropriately, from the Ministry of Energy, as the government agency that has powers to appoint or to dismiss other entities in the whole energy sector (including the Commission itself) and acts on the directive of the President in such major policy matters.

    Over the years, we have worked so hard (since its inception if 1997) to establish the Energy Commission of Ghana as one of the very best regulators in Africa and we must all be proud of this feat and the many enviable achievements and successes it continues to chalk as one of the best regulators on the continent.

     

    It is in this regard, that I wish to entreat the government to strive to protect the sanctity of the Commission (as a regulator) by resisting the temptation to parry its problems onto the Commission and thereby place that respectable institution in a conflict of interest situation.

  • Government grooms 22,500 students under entrepreneurship initiative

    Dr Ibrahim Mohammed Awal, the Minister of Business Development on Tuesday announced that over 22,500 students in second cycle and tertiary education institutions are benefitting from Student Entrepreneurship Initiative.

    He said 7,500 students in the senior high schools and 15,000 at the tertiary level were benefiting from the grooming programme.

    Dr. Mohammed Awal announced this when he took his turn at the Meet-the-Press series in Accra.

    He said exposing senior high school students to business concepts and plans at an early age would help to build their entrepreneurship culture.

    He said the initiative has the tendency for students to think entrepreneurial and begin to develop projects and services while in school.

    “Under the Presidential Pitch 1, over 200 Jobs have been created with funding provided to Young Entrepreneurs between 18 and 35 years with brilliant business ideas.
