    A successful interception of an illicit cocoa smuggling operation was achieved by a joint task force of National Security and the Ghana Cocoa Board (COCOBOD).

    The operation, which involved a routine search, uncovered a fuel tanker illegally transporting cocoa beans from Ghana’s Volta Region into Togo.

    The operation, conducted as part of a routine search, led to the discovery of several bags of cocoa beans hidden within the tanker.

    This seizure comes in the wake of alarming revelations by Chief Executive of COCOBOD, Joseph Boahen Aidoo who disclosed that Ghana has lost approximately 150,000 tones of cocoa beans due to smuggling activities.

    The interception highlights ongoing efforts by authorities to combat illegal cocoa trade and protect the nation’s vital cocoa industry.

    Background

    Ghana lost 150,000 tonnes of cocoa beans due to activities of smuggling last year, 2023 the Chief Executive of Ghana Cocoa Board (COCOBOD), Joseph Boa­hen Aidoo, has revealed.

    To clamp down on the practice, he said, the Board had established a taskforce including personnel of the National Security to undertake regular operations to arrest the per­petrators and retrieve the product.

    He noted that, one such opera­tion in 2023 in an unnamed com­munity in the Volta Region resulted in the death of two young persons.

    Appearing before the Public Accounts Committee (PAC) of Parliament in Accra, Mr. Aidoo said, producer price varia­tions which was significantly low in Ghana was the reason for the continuous smuggling of cocoa to neighboring countries.

    Explaining what had account­ed for the price differentials, he stated that, Ghana was engaged in forward-sales of cocoa which allows the Board to sell off 60 to 65 per cent of cocoa produce as syndication at a significant lower fee before it was harvested.

    He noted La Côte d’Ivoire, on the other hand, sells on the spot, which gives farmers the opportuni­ty to demand higher sales for their produce.

    Already, Mr Aidoo said, Ghana had developed a new producer price which would be implemented in the new crop season to guaran­tee higher prices for cocoa beans.

    He said, in addition to the smug­gling, Ghana’s dwindling cocoa production was due to the out­break of El Niño disease, not only in Ghana and activities of illegal mining in most cocoa growing areas of the country.

    The situation, he noted, was not exclusive to Ghana saying that the country’s main competitor in cocoa production, Côte d’Ivoire lost about 600,000 tonnes of cocoa to the disease.

    In this regard, COCOBOD, he stated, had set up a desk to deal with illegal mining by engaging farmers and other stakeholders and had cut down cocoa trees affected by the disease through the rehabili­tation project since 2020.

    “Cocoa output for the 2020/2021 season was 1,047,000 tonnes. This was the highest we have recorded in recent years. However, smuggling, the out­break of El Niño disease, which compelled us to cut down cocoa trees as well as illegal mining have accounted for the drop in produc­tion.

    We forecasted a drop to 750,000 tonnes for the 2022/2023 harvest, and that of the 2023/2024 is be­tween 650,000 and 700,000 tonnes due to the impact of illicit activi­ties,” he added.

    However, Mr Aidoo noted that, the rehabilitation of cocoa and other policies implemented by CO­COBOD would see cocoa produc­tion skyrocket within the next four or five years.

    Responding to queries about the recent approval to a company for the importation of cocoa beans, he stated that, the policy of cocoa importation by foreign companies had existed for a long time.

    He said, it was to enable com­panies which manufacture cocoa products to have cocoa from different sources for blending to prepare their recipes.

    The Country Director of ActionAid Ghana, Mr. John Nkaw, has raised concerns about the increasing incidents of violence against women and girls in Ghana.

    During a media briefing on August 23, 2024, Mr. Nkaw expressed disappointment with the management of the Domestic Violence Fund.

    He emphasized the need for the fund to be properly allocated to the most vulnerable groups in society.

    Mr. Nkaw called on the Domestic Violence Fund Secretariat and the Ministry of Gender to ensure that these primary vulnerable groups are prioritized.

    “Support for young girls suffering from violence has not been adequately addressed. That is where the biggest problem lies.

    If 10 to 20 percent of the Domestic Violence Fund is allocated to address the primary vulnerabilities related to domestic violence, it would make a significant impact,” stated Mr. John Nkaw.

    Background

    More than 28.4 per cent of all women aged 15 to 49 years experienced one form of intimate partner vio­lence in 2021, latest figures by the Ghana Statistical Service (GSS) on domestic violence has indicated.

    According to the Service, although trends in physical, emo­tional and sexual violence has seen a marginal decrease from 2008 to 2022 (33.6 to 28.4 per cent), pro­active actions ought to be taken to further reduce the occurrence across the country.

    On a regional level, the Ahafo Region had the most incidence of all forms of abuse against women at 38.5 per cent with the Volta, Western and Western North Re­gions following suit respectively.

    The report further established that 3.3 per cent of women aged 20-24 years were married or in union by age 15 with 16.1 per cent in same situation by their 18th birthday.

    This is below the country’s national strategic framework target to reduce child marriage by4 per cent by 2024 for 15 year olds and by 17 per cent for 18 years respectively.

    Government Statistician, Pro­fessor Samuel Annim, in a remark on the release of the data, said Ghana would have to accel­erate ef­forts and investment at reducing domestic violence to achieve goal five of the Sustainable Develop­ment Goals (SDGs).

    He mentioned other SDGs including two, three and 17 where Ghana would have to pay critical at­tention in order to attain its targets by 2030.

    The 2022 Ghana Demographic and Health Survey (GDHS) is the seventh in series of surveys conducted across the country since 1988, to provide data for monitoring Gha­na’s population and health situation.

    Conducted by the GSS, in collaboration with Ministry of Health, GHS and other stake­holders with funding from United States Agency for International Development (USAID), the data collected by the survey supports the design, implementation, monitoring, and evaluation of policies and programmes to improve population health and wellbeing, reproductive, maternal and child health indicators in the country.

    A nationally representative sam­ple of 15,014 women aged 15 to 49 from 17,933 households, as well as 7,044 men aged 15 to 49 from half of the selected households, were interviewed.

    The survey represents a response rate of 98 per cent of women and 97 per cent of men.

    Without a Brazilian visa who are transiting through the country to another destination will be required to proceed directly to their final destination or return to their country of origin starting Monday, according to a statement by Brazil’s public security ministry on Wednesday.

    The ministry reported that Brazil has witnessed a significant increase in foreign travelers, especially from Asia, who land in the country claiming to be on a layover en route to North America.

    These passengers request refugee status upon arrival, citing persecution and threats in their home countries.
    Under the new regulations, passengers arriving in Sao Paulo without a visa will no longer be permitted to remain in Brazil, as stated by the ministry.

    It remains unclear whether these rules will be applicable to migrants currently at the Sao Paulo airport or only to those arriving after the implementation of the new policy.

    Woman left in tears after court releases man on fraud charges

    On Thursday, August 22, 2024, the Adentan Circuit Court, under the direction of Judge Sedinam Awo Kwadam, acquitted Wilberforce Francis Mensah of two counts of defrauding by false pretenses.

    Mensah, a steel bender, had been accused of swindling GH¢12,000 from Francisca Dosu and GH¢11,350 from Sandra Tetteh by falsely promising to secure positions for them in the Ghana Immigration Service (GIS).

    Despite the accusations, the court found the evidence insufficient to convict Mensah. The prosecution failed to provide key proof such as documents or text messages to substantiate the claims.

    Instead, the court noted that Mensah and the complainants had been involved in personal relationships, which made the accusations difficult to prove beyond a reasonable doubt.

    Dosu, visibly distressed by the verdict, was unable to retrieve her money from Mensah.

    The court acknowledged that while Mensah’s actions were morally questionable, the lack of concrete evidence meant that a conviction was not warranted.

    The court highlighted that in personal relationships, financial exchanges can occur, which complicates the legal interpretation of such cases.

    Mensah, who had been held in custody for over a year despite being granted bail, pledged to repay the money to Dosu and Tetteh.

    Chief Inspector Maxwell Lanyo, representing the prosecution, revealed that Dosu and Tetteh both lived in Malejor, while Mensah resided in Michel Camp.

    According to the prosecution, Dosu met Mensah in March 2023 and was persuaded to give him GH¢12,000 with the promise of a GIS job. Mensah subsequently disappeared after receiving the funds.

    In a similar case, Mensah approached Tetteh in April 2023, leading to a romantic relationship and her eventual payment of GH¢11,350 for a purported GIS position. Mensah absconded after receiving the money.

    The case came to light when Dosu reported Mensah to the police on May 13, 2024. Mensah was arrested and later identified by Tetteh, who also recognized him from a caution statement where Mensah admitted to accepting money from both women.

    As part of his broader 24-hour economy policy, Mahama revealed plans to register Ghanaian businesses with the African Continental Free Trade Area (AfCFTA), enabling them to trade their goods more effectively across the continent.

    In support of this, he pledged to establish an accelerated development council, which he will personally chair, to oversee the growth of these businesses.

    This council will monitor their progress, providing necessary support to enhance their production and sales.

    “The accelerated 2024 development council, I am going to chair that personally. We want to accelerate our exports. We are going to register more Ghanaian goods on the African Continental Free Trade Area so that we can export to other countries, and I am going to chair that personally.

    “We are going to meet every month and appraise where we are at in terms of encouraging Ghanaian businesses to export. This accelerated development council will promote export under the 24-hour economy,” he said.

    Meeting monthly, the council’s primary goal will be to encourage and facilitate the export of Ghanaian goods, thereby strengthening the country’s position in the AfCFTA.

    The AfCFTA, which began in January 2021, is a landmark agreement under the African Union’s Agenda 2063, aimed at eliminating trade barriers across Africa.

    Covering 55 countries and over 1.3 billion people, the agreement seeks to enhance intra-African trade, particularly in value-added sectors, and bolster the resilience of African economies against external shocks.
